HE deployment of the Philippine warships to the West Philippine Sea amid China’s continued harassment is up to President Ferdinand Marcos Jr., the Philippine Coast Guard said yesterday. PCG spokesperson for WPS Commodore Jay Tarriela said Mr. Marcos may consider sending naval ships into the country’s territorial waters as a “policy option.” Tarriela said while the Philippine Navy is monitoring the situation in the WPS, it does not interfere with the harassment of the China Coast Guard and the Chinese maritime militia against Filipino fishermen, the PCG and the Bureau of Fisheries and
Aquatic Resources. “It is up to the Armed Forces of the Philippines to carry out a policy recommendation to the President and the Commander-in-Chief, the President himself, has the full authority to decide on this,” Tarriela said. “This is not a recommendation. All I’m saying is that in terms of reciprocity, that can be a policy option that can be carried out,” he added. Tarriela said in the history of incur-
sions of China’s People’s Liberation Army Navy (PLAN) in the WPS, said it was the first time Chinese warships “interfered and participated in the harassment of a PCG vessel.” He was referring to the Chinese vessels’ aggressive actions on Dec. 4 at the Bajo de Masinloc where PLAN vessels with bow numbers 500 and 571 also took part by tailing the PCG’s BRP Teresa Magbanua “at the very close distance of 300 yards.” On the same day, the CCG also harassed the BRP Melchora Aquino, BRP Cape Engaño and the BFAR vessels that were deployed at Escoda Shoal. Tarriela said Mr. Marcos has the sole authority to decide whether there is a need to modify the Philippines’ response to the WPS. “For the past three administrations, the Philippine Coast Guard has
been chosen to be deployed to the West Philippine Sea because, for the past administrations, they believed it is de-escalatory, non-provocative,” Tarriela said. “(But) the Philippine Coast Guard, we can never replace the Philippine Navy with the issue of territorial defense. And it is very alarming in a way that (PLAN) warships are encroaching on our own exclusive economic zone,” he added. National Security Council Assistant Director General Jonathan Malaya earlier said the Philippines “reserves the right” to deploy its naval vessels in the wake of China’s latest hostile act in the WPS. “As you very well know, in the past, PLAN ships were in the area but they were just (on) the horizon. They would not do dangerous maneuvers against our Philippine vessels,” Malaya said.

The Makabayan bloc, which endorsed the second impeachment case against Duterte on the grounds of alleged betrayal of public trust, aims to reach by Monday the target signature count of one-third of the House members to hasten the process. “We need to gather 106 signa-
tures, hopefully by Monday, so the impeachment complaints can be endorsed to the Senate. That is the quickest way to do it without violating the Constitution,” former Bayan Muna Rep. Neri Colmenares said. Batangas 2nd District Rep. Gerville Luistro earlier said that if an impeachment complaint can get 106 votes, it can be endorsed to the Senate as early as January for a trial that can be held from February to April.
Flores, however, said the House justice panel needs to give the respondent 10 days to address the complaints. The committee has 60 days to report to the plenary its recommendation whether to dismiss the complaint or to send it to the Senate, assuming the required 106 signatures is not achieved earlier. THE Department of Agriculture is planning to release new rice varieties called “sulit rice” and “nutri rice,” which will be sold at lower prices as a “New Year offering” to Filipinos. Agriculture Assistant Secretary Genevieve Guevarra said the sulit rice will be priced at P36 per kilo while the nutri rice will be available at P38 per kilo. “That’s our planned New Year offering. We will introduce new varieties at the start of the year,” Guevarra said. She described the nutri rice as “brownish,” while the sulit rice is white but “super broken.” The new rice varieties, to be available starting 2025, will be in addition to the P40 per kilo price for mixed local and imported wellmilled rice currently offered at Kadiwa stores. Asked if further price cuts for rice at Kadiwa stores were possible, Guevarra said the government is “balancing” the situation, as such a move could have a “ripple effect” on farmers. “It will also be frustrating for farmers if the price of rice drops too low,” she said. The Kadiwa ng Pangulo’s (KNP) Rice for All program provides cheaper rice than prevailing market prices. The DA is also planning to open more Kadiwa kiosks at major public markets nationwide, as well as at Metro Rail Transit and Light Rail Transit stations. KNP kiosks operate in Kamuning Market, Malabon Central Market, New Las Piñas City Public Market, Pasay City Public Market, Guadalupe Market, MRT-North Avenue Station, and LRT-Monumento Station. The DA is also considering new kiosks in the Balintawak (Cloverleaf) Market, Maypajo Public Market in Quezon City, Cartimar Market in Pasay City, Grace Market in Pateros, and Paco Market this month. On Friday, the DA and the Department of Labor and Employment formalized a partnership to strengthen DOLE’s Integrated Livelihood Program (DILP), also known as the “Kabuhayan” program, and the DA’s Kadiwa Store project.

HE National Capital Region Police Office (NCRPO) is taking proactive measures to ensure a safe environment for residents and visitors in Metro Manila during the Yuletide season. In a statement, the NCRPO announced that a significant number of active and capable police personnel have been deployed to key locations, including churches, malls, public markets, major thoroughfares, and transportation hubs. To provide immediate assistance and ensure quick emergency responses, Police Assistance Desks (PADs) have been strategically established throughout the region.
Additionally, the NCRPO has enhanced collaboration with force multipliers, recognizing the importance of partnerships in maintaining public safety. The NCRPO has also directed all police commanders in the five police districts of Metro Manila (Manila, Quezon City, Northern, Southern, and Eastern) to enforce maximum police visibility around churches during the traditional nine-day dawn masses, known as“Simbang Gabi” or “Misa de Gallo.”
NCRPO director Brig. Gen. Anthony Aberin urged the public to remain vigilant, particularly in crowded areas, and to promptly report any suspicious activities to the authorities. The Philippine National Police (PNP) meanwhile asked private security personnel (PSP) for cooperation in ensuring a peaceful holiday season. “All private security personnel, as recognized force multipliers of the PNP, are reminded of their responsibilities to assist in maintaining peace and order within their respective area of responsibility,” Supervisory Office for Security and Investigation Agencies (SOSIA) chief Brig. Gen. Marlou Roy Alzate said in a memorandum made public this week. The SOSIA is the PNP office in charge of licensing private security agencies.

THE Department of Social Welfare and Development (DSWD) plans to bring the benefits of its risk-resiliency projects to more communities by next year, through the Project LAWA (Local Adaptation to Water Access) at BINHI (Breaking Insufficiency through Nutritious Harvest for the Impoverished). From 310 cities and municipalities in 61 provinces for the year 2024, the Project LAWA and BINHI will expand its reach and cater to 323 cities and municipalities in 67 provinces by 2025, according to Special Assistant to the Secretary (SAS) for Special Projects Maria Isabel Lanada. Lanada said this expansion is responsive to the climate outlook of the Department of Science and Technology (DOST) - Philippine Atmospheric, Geophysical and Astronomical Services Administration (PAG-ASA) which reported an increased number of provinces, cities, and municipalities that may be potentially affected by the El Nino and La Nina. While the allotted fund for Project LAWA at BINHI for the year 2025 stands at Php1.4 billion and did not increase from the previous year, SAS Lanada said the agency is motivated to ensure that no communities in need will be left behind. IN BRIEF DANISH FOREIGN CHIEF TO MEET WITH PH COUNTERPART DANISH Foreign Minister Lars Løkke Rasmussen is set to hold a bilateral meeting with his Filipino counterpart in Manila to enhance cooperation in various areas, including trade and maritime affairs, the Department of Foreign Affairs (DFA) said Saturday. Rasmussen will be in Manila from Dec. 9 to 10, marking the first visit of a Danish foreign minister to the Philippines in 25 years. The DFA said his meeting with Foreign Affairs Secretary Enrique Manalo would also focus on strengthening ties on green shipping, green transition, health, financial and development cooperation, and people-to-people links. KALIBO, Aklan- The Aklan provincial government is now a first-class province, according to Aklan Governor Jose Enrique Miraflores during his Governor’s Report to the People held on December 5 at the Marzon Convention Center here. In a copy of the 37-page report furnished to the Manila Standard, Miraflores said that the upgrading of the status classification of the province was based on the Republic Act 111964 signed by President Bongbong Marcos which was titled “Automatic Income Classification of Local Government Units Act. DAVAO POWER COOP SLAMS APPROVAL OF HB 11072 THE Northern Davao Electric Cooperative (NORDECO) said it was dismayed after a House panel passed on second reading a bill that would allow Davao Light and Power Company to operate in areas that are under the jurisdiction of NORDECO. NORDECO issued the statement following the approval of House Bill 11072 on second reading. The statement stated that the electric company has expressed its strongest dismay over the passing of the bill at the committee which is now on its way to a third reading before it will be approved by the entire plenary members. NORDECO asserted that the passage is a violation of Article XII, Section 11 of the 1987 Constitution and Section 27 of R.A. No. 9136 which provides clear guidelines regarding the granting and validity of franchises in the electric power sector. The company emphasized that under the law, they should be allowed to operate to their full term and to continue operations under their current franchise. Although Tagum City and the rest of the Del Norte municipalities except for Carmen, Panabo, SantoTomas, and Braulio E. Dujali, are still in contract with NORDECO, Samal Island and De Oro will be expiring soon. NORDECO’s contract with De Oro will expire in 2028 while Samal Island in 2033. ARIS – US president-elect Donald Trump on Saturday arrived in Paris to join other world leaders for the reopening of the French capital’s Notre Dame cathedral, celebrating its remarkably rapid restoration half a decade after the devastating fire. Held up as an example of French creativity and resilience by President Emmanuel Macron, Notre Dame’s renaissance so soon after a 2019 blaze that destroyed its roof and spire comes at a difficult time for the country. Macron scored a major coup by attracting Trump for the reopening, on his first foreign trip since his election. The president-elect is to hold talks with Macron and may also meet Ukrainian leader Volodymyr Zelensky, one of scores of other world leaders descending on Paris for the day. But the sense of national accomplishment in restoring a beloved symbol of Paris has been undercut by political turmoil that has left France without a proper government and in a budget crisis.
Macron is hoping that the first full service inside Notre Dame and the sight of around 40 world leaders in Paris might provide a fleeting sense of pride and unity — as the Paris Olympics did in July and August. The reopening “is the proof that we know how to do grand things, we know how to do the impossible and the whole world has admired us for it on two occasions this year,” Macron said during a televised address on Thursday, referring to the widely praised Olympics. During a visit with TV cameras last week however, he somewhat undermined the suspense behind the reopening, revealing the cathedral’s freshly scrubbed limestone walls, new furniture and vaulted wooden roof cut from ancient oak
trees selected from the finest forests of France. The reconstruction effort has cost around 700 million euros ($750 million), financed from donations, with the reopening achieved within five years despite predictions it could take decades. Workers had to overcome problems with lead pollution, the COVID-19 epidemic, and the general overseeing the project falling to his death while hiking in the Pyrenees last year. Trump accepted an invitation from Macron to attend earlier this week, saying the French leader had done “a wonderful job ensuring that Notre Dame has been restored to its full level of glory, and even more so.” Traveling on a private plane, he landed at Orly airport in the south of Paris Saturday morning. PHNOM PENH – A Cambodian journalist died on Saturday after he was shot this week while investigating illegal logging in the country ’s northwest, police said. Chhoeung Chheung, 63, who worked for local news outlet Kampuchea Aphivath, was shot in the abdomen with a homemade weapon on Wednesday evening in a forest in Siem Reap province, provincial police chief Huoth Sothy told AFP. “He went to investigate problems at a community forest when he was shot,” Huoth Sothy said, adding that the journalist died at a hospital in the early hours of Saturday. The police chief said a suspect had been arrested and confessed to shooting the journalist over “a personal dispute.” Run Sareth, editor of Kampuchea Aphiwat, could not be immediately reached by AFP. But he told local news outlet Kiripost that Chhoeung Chheung had faced “many threats” from illegal loggers due to his reporting. “It is a regretful incident that happened to a journalist, especially when he went to see logging in a community forest,” Nop Vy, executive director of the Cambodian Journalists Alliance Association (CamboJA), told AFP. The three countries have been partners since 2017 in the Astana process seeking to end the civil war in Syria even if they have supported opposite sides on the battlefield. Moscow and Tehran have offered military support to help President Bashar al-Assad crush the opposition. Meanwhile Ankara, without being directly involved, has supported various rebel movements and looked on their recent lightning advances favorably. “For Ankara, there is both opportunity and risk in Syria’s changing balance of power,” said Hamish Kinnear, an analyst at consultants Verisk Maplecroft. Turkish President Recep Tayyip Erdogan, who this week called on Assad to “reconcile with his people,” said Friday he “hoped the advance of the rebels would continue without incident,”openly identifying their objective as Damascus. When an opportunity arose, he decided to venture out on his own, building his business from the ground up. He brought on a team that included relatives and seasonal workers during the Christmas period. Over time, he secured a partnership as a supplier for Alriver Export Corporation, marking a pivotal milestone in the business’s growth. As a subcontractor for Alriver, he gained clients and expanded operations. The company specializes in designing and installing seasonal decorations for malls and buildings, such as Ayala Triangle, and Araneta Center, and very recently was the festive adornment for the Greenfield District in Mandaluyong City. Among the seasonal products, Christmas decorations stand out as the company’s core competency,

Financial hurdles One of the company’s major challenges is securing sufficient capital, which remains a significant concern. Operating with limited financial resources has made it difficult to sustain growth. Client payment terms can extend up to three months, further complicating cash flow. Despite these hurdles, the company has benefitted from working with reliable clients, which has helped mitigate some of the financial strain. “Our passion drives us, but the financial challenges are undeniable,” Rabano revealed, acknowledging the difficulties the company and their family have faced. “We are working tirelessly to ensure the business remains sustainable and that we continue to meet our customers’ expectations.” Family Rabano now finds herself trusted by her father to help run the business. Joining the family venture wasn’t part of her original plan, but the pandemic limited her job opportunities after graduation, making it a practical decision to step in and ease her father’s workload.
“Transitioning from psychology to business management comes with its challenges, but I’m fully committed to mastering financial management, as it’s crucial for our growth and longterm sustainability,” Rabano acknowledged. At 26, Rabano is the eldest of three siblings. Her younger sister, Angela, is studying architecture, while their youngest brother is set to enter senior high next year. She seemed happy and relieved that there’s potential for her brother to contribute to the business, as he enjoys design work and occasionally assists with client projects. Rabano’s father, now 56, and her 50-year-old mother form a strong partnership in both life and business. Her mother plays an integral role, frequently assisting her father, particularly in sourcing materials. The couple works seamlessly as a team, leveraging her mother’s availability at home to ensure the business operates smoothly. Trade fairs When undertaking Christmas projects, the decorations are tailored to each client’s preferences, ensuring that every detail reflects their unique vision and brand identity. From tree designs to festive trimmings, each project is carefully crafted to create a personalized and memorable holiday atmosphere.
