THE government will tighten the guidelines for the implementation of the Ayuda Para sa Kapos ang Kita Program (AKAP) to ensure it is not politicized, Social Welfare Secretary Rex Gatchalian said.
“I am meeting with NEDA Secretary Arsenio Balisacan and Secretary Bienvenido Laguesma of DOLE because the three of us were assigned to come up with joint guidelines as required by the conditional implementation of AKAP,” Gatchalian said.
He said the crafting of the joint guidelines will help the government come up with “more stringent measures that will pacify the fears of our taxpayers that their money will be used for politics.”
“(We will) make sure that, one, the targeting is very tight and, two, that we remain faithful to the special provision or the veto message of the President when it comes to the conditional implementation of the AKAP,” Gatchalian said.
“We’re going to make sure that only those who are below minimum wage earners will be given AKAP or financial assistance as part of this program,” he added.
President Ferdinand Marcos Jr., in approving the 2025 national budget last month, imposed conditions for the implementation of AKAP to ensure funds are used strategically. AKAP will now be implemented in coordination with the DSWD, DOLE and NEDA.
“This way we ensure that its implementation will be strategic, leading to the long-term improvement of the lives of qualified beneficiaries, while guarding against misuse, duplication, and fragmented benefits,” President Marcos said.
“This approach is anchored on a simple yet profound truth: the appropriation of public funds must not break the public trust,” he added.

THE Commission on Elections warned politicians that early campaigning can have a backlash on their chances to win in the midterm polls, saying this can turn off voters. Comelec chairman George Garcia admitted the poll body cannot yet sanction candidates for such activities since the campaign period for the May elections has not started. “We can’t just stop it as long as it’s clear what kind of permit or exemption is being requested, how it will be implemented, who will benefit, how much will be used, and the politician should not be present during the distribution,” he said.

Secretary Rex Gatchalian said the agency is attending well to the needs of three Filipina surrogate mothers from Cambodia who opted to stay in DSWD’s residential facilities instead of being reintegrated into their respective families.
“I believe three women are staying with us and we will make sure that they get all the necessary psychosocial interventions before they are reintegrated back into their families or communities,” the DSWD chief said.
Gatchalian said that DSWD social workers and case managers are on top of the situation to assist the three surrogate mothers so that before they are reintegrated back to their families and communities, they are mentally, emotionally, and physically prepared.
“Reintegration is a very tricky process. You don’t just simply match them together physically, but there’s that emotional or mental preparation that has to take place. Remember what they went through is no simple feat. It’s a horrific event that should happen to no one,” the DSWD chief pointed out.
When asked about the possibility that the babies of the surrogate mothers would be up for adoption, Secretary Gatchalian was firm that the best interest of children would still prevail.
“We always hope that we don’t have to separate a mother from a child, so that’s the ultimate goal,” Gatchalian said.
“Our social workers are mending the emotional wounds and the psychosocial wounds brought about by this traumatic experience that these women went through with the ultimate hope that all of them will be capable to become mothers that we can reintegrate back to their families,” the DSWD chief added.

YAMSUAN BATS FOR DIGITAL TRANSFORMATION BILL
REP. Brian Raymund Yamsuan of Bicol Saro party-list called for the swift approval of a measure that aims to provide an initial P500 million investment by the government for the digital transformation of the country’s public school system. Yamsuan said the measure--House Bill (HB) 276—will set the stage for the modernization of the country’s public schools and help both teachers and students use technology as a powerful educational tool.
Yamsuan said that unlike in private schools where students can immediately opt to shift to online classes during strong typhoons, floods and other emergencies, public school pupils are left with no option but to resort to makeup classes or use modules whenever face-to-face learning is suspended.
He said the new guidelines issued by the Department of Education (DepEd) on class suspensions underscore the urgency of investing in digital technology in public schools. Under the DepEd’s revised guidelines on class suspensions, face-to face classes in public schools in areas under Tropical Cyclone Wind Signal (TCWS) No. 1 are automatically suspended only for Kindergarten. Faceto-face classes from Kindergarten to Grade 10 will only be automatically suspended during TCWS Signal No. 2, provided that students shift to online or modular distance learning, performance tasks, projects or makeup classes to ensure learning continuity. 2 PINAYS DEAD IN FIREWORKS MISHAP IN HAWAII
TWO Filipino sisters are among the three fatalities of a fireworks explosion in Honolulu, Hawaii during a celebration to welcome the New Year, GMA News reported.
The sisters are Carmelita Turalva Benigno and Nelly Turalva Ibarra, the former’s nephew Rylan Benigno told GMA Integrated News. According to Rylan, Carmelita’s son, daughter, niece, and threeyear-old grandchild suffered burns and are currently receiving hospital treatment.
The explosion was caused by a firework described by authorities as a “cake”—a cluster of tubes containing up to 50 aerial rockets.
This tragedy is considered the worst fireworks-related incident in Hawaii in 14 years. A report on Unang Balita on Friday said more than 30 people were hurt in the blast. Authorities have yet to release the names or total number of those who were injured.
Rylan is appealing for help for his relatives who are fighting for their lives in the hospital.

RECOVERY OF MISSING CREW IN SAMAR
THE Office of Civil Defense (OCD) - Eastern Visayas confirmed Saturday the recovery of the deceased missing crew member of MV Jerlyn Khatness, which sank off the waters of Lavezares, Northern Samar on Dec. 30. The body of Andres Abualon, 64, was recovered in Barangay Magcaraquit, Masbate, according to an OCD news release.
His crewmates, as per the Philippine Coast Guard, confirmed the recovery. The Coast Guard Northern Samar Station is likewise conducting continuous monitoring in the vicinity of the incident site for possible signs of an oil spill.
The vessel, en route from Naga City, Cebu to San Jose, Northern Samar, sank due to rough sea conditions two days before the new year at around 2:30 p.m. At the time, the vessel was carrying cement and had 15 crew members on board, including the captain. Thirteen crew members were rescued. One of two fatalities, aged 30, was immediately found in Biri, Northern Samar. The Maritime Industry Authority had suspended the Cargo Ship Safety Certificate of the vessel.

DILG: LGUS TO SUBMIT ‘NO POGO’ CERTIFICATES

THE Department of the Interior and Local Government (DILG) said as part of the government’s broader crackdown, local government units (LGUs) are required to submit “No POGO” certifications by the end of the month.
The directive empowers LGUs and police to inspect commercial buildings and residences, including those located within special economic zones, to ensure compliance with the ban.
“LGUs are responsible for checking all the buildings, (and utilize)
the occupancy permits, the electric permits, the fire safety permits so they would have full capacity to enter all the buildings,” DILG Secretary Juanito Victor Remulla explained.
The DILG also clarified that special economic zones nationwide are not exempt from the government’s
total ban on Philippine offshore gaming operators (POGOs). Remulla emphasized that areas managed by the Cagayan Economic Zone Authority (CEZA) and the Philippine Economic Zone Authority (PEZA) are subject to the same rules under President Ferdinand “Bongbong” Marcos Jr.’s Executive Order (EO) 74, which enforces the nationwide prohibition of POGO operations.

ENDING hunger through the Walang Gutom Program (WGP) will be one of the legacies of President Ferdinand R. Marcos Jr, Social Welfare and Development (DSWD) Secretary Rex Gatchalian said.
“So this is going to be a bold statement, and I think it will be President Marcos’ legacy to be the country’s president that says he is going to end hunger by the time he steps out of office in 2028,” Gatchalian said.
Gatchalian said the administration is taking a strong stance against undernutrition, malnutrition, and hunger as a whole.
“No administration has been bold to say that they want to end hunger. It’s a basic sustainable development goal that up to now hasn’t been addressed by this country,” the DSWD chief said.
The DSWD’s WGP, institutionalized as the
government’s flagship anti-hunger program through Executive Order No. 44, was pilot tested in 2023 with some 2,000 householdbeneficiaries across the country.
Gatchalian said the result of the pilot shows the effectiveness of the program but also gives policy recommendations such as improving the meal proportions and the per capita cost.
“These are things that we are already incorporating as we scale up,” Gatchalian said.
Last year, the WGP reached 300,000 households which is 100 percent of its target beneficiaries in 2024.
“So we’ve identified the first 300,000 that will be part of the 1 million beneficiaries of this program. This year, we want to scale it up again all the way to 600,000,” Gatchalian said.
The WGP aims to bring down the incidence of involuntary hunger experienced by Filipinos from low-income households.
AVIATION GROUP LAUNCHES NEW SOFTWARE FOR AIRPORT SECURITY

THE Office for Transportation Security (OTS) and the International Civil Aviation Organization (ICAO) have recently launched the Aviation Security Oversight, Reporting, and Resolution Software (ORR).
This software is designed to digitally streamline compliance monitoring processes for airports and airlines.
The ORR was developed by Lita Lee, the ICAO Cooperative Aviation Security Programme-Asia Pacific (CASP-AP) Training and Capacity Building Officer, who also conducted an orientation for the National Aviation Security Auditors of OTS’s Civil Aviation Security Division (CASD). This training equipped them with the knowledge needed to effectively use the software, facilitating the efficient generation of compliance reports.
OTS Undersecretary Crizaldo Nieves emphasized the significance of the ORR in embracing digital solutions for compliance monitoring activities.
“This transition to a digital platform will significantly enhance our compliance activities. With the launch of the ORR, we have the opportunity to expedite our reporting
processes, which will further improve our timely actions to safeguard the civil aviation ecosystem. Effective oversight and compliance monitoring are crucial to maintaining adherence to both national and international standards,” stated Undersecretary Nieves.
The OTS is the sole authority responsible for the security of the Philippines’ transportation systems, including civil aviation, sea transport, land transportation, and rail infrastructure.

SEOUL—South Korea investigators said Saturday they were close to finalizing the transcript of the cockpit voice recorder from a fatal plane crash that left 179 people dead last week.
The recording may hold clues to the final moments of Jeju Air flight 2216, which was carrying 181 passengers and crew from Thailand to South Korea on Sunday when it belly-landed before slamming into a concrete barrier at the end of an airport runway.
South Korean and US investigators, including from the aircraft’s manufacturer Boeing, have been combing the crash site in southwestern
Muan since the disaster to establish a cause.
“The transcript of the cockpit voice recorder (CVR) is expected to be completed today, and the flight data recorder (FDR) is in the process of being prepared for transport to the United States” for analysis, South Korea’s land ministry said in a statement.
Investigators also recovered the aircraft engine from the crash site this week, the ministry added.
The exact cause of the Boeing 737-800 crash is still unknown, but investigators have pointed to a bird strike, faulty landing gear, and the runway barrier as possible issues.
Authorities this week carried out search and seizure operations at Muan airport where the flight crashed, a regional aviation office in the southwestern city, and Jeju Air’s office in the capital Seoul, police said.

NEW YORK — The New York judge presiding over Presidentelect Donald Trump’s hush money case on Friday set sentencing for 10 days before his January 20 inauguration and said he was not inclined to impose jail time.
Judge Juan Merchan said Trump, the first former president ever convicted of a crime, can appear either in person or virtually at his January 10 sentencing.
In an 18-page decision, Merchan upheld Trump’s conviction by a New York jury, rejecting various motions from Trump’s lawyers seeking to have it thrown out.
The judge said that instead of incarceration he was leaning towards an unconditional discharge — meaning the real estate tycoon would not be subject to any conditions. The sentence would nevertheless see Trump entering the White House as a convicted felon.
The 78-year-old Trump potentially faced up to four years in prison but legal experts — even before he won the November presidential election — did not expect Merchan to send the former president to jail.
“It seems proper at this juncture to make known the Court’s inclination to not impose any sentence of incarceration,” the judge said, noting that prosecutors also did not believe a jail term was a “practicable recommendation.”
Trump, who is expected to lodge an appeal that could potentially delay his sentencing, denounced the decision late Friday.
“This illegitimate political attack is nothing but a Rigged Charade,” he wrote on his platform Truth Social.
Calling Merchan a “radical partisan,” Trump added that the order was “knowingly unlawful, goes against our Constitution and, if allowed to stand, would be
the end of the Presidency as we know it.”
Trump was convicted in New York in May of 34 counts of falsifying business records to cover up a hush money payment to porn star Stormy Daniels on the eve of the 2016 election to stop her from revealing an alleged 2006 sexual encounter.
Trump’s attorneys had sought to have the case dismissed on multiple grounds, including the Supreme Court’s landmark ruling last year that former US presidents have sweeping immunity from prosecution for a range of official acts committed while in office.
Merchan rejected that argument but he noted that Trump will be immune from prosecution once he is sworn in as president.

The Corruption Investigation Office (CIO) may attempt to execute the arrest warrant for Yoon again before the January 6 deadline. “Future actions will be decided after further review,” it said after halting its initial attempt.
If Yoon is arrested before that date, the CIO will have 48 hours to either request a new warrant for his formal arrest or release him.
Yoon’s lawyers have repeatedly said that the warrant issued by the court is “unlawful” and “illegal,” pledging to take further legal action against it.
The Presidential Security Service has also asserted that the CIO “unlawfully intruded” into the presidential residence and said it would hold the investigators “legally accountable” for their actions.
Two top officials from Yoon’s presidential security service also refused a police request to appear for questioning on Saturday, citing the “serious nature” of protecting him, the service said in a statement sent to AFP.

If they fail to detain Yoon before the January 6 deadline, investigators
could seek a new, stronger arrest warrant that would allow them to detain him longer than the 48 hours allowed under the current court order.
Experts say it’s likely a court would approve a stronger warrant, given that Yoon has already refused to appear for questioning three times and has not complied with the existing warrant. A stronger warrant is typically issued when “a suspect refuses to cooperate with the investigation,” political commentator Park Sangbyung told AFP. Yoon has also “incited and encouraged extreme (right-wing) supporters, which could be seen as effectively admitting to the criminal charges in the eyes of the court,” he added. AFP

SENATORIAL aspirant Luis “Manong Chavit” Singson has announced his directive to ramp up the production of electric jeepneys (e-jeepneys) to 500 units per month, alongside electric bikes and tricycles. This initiative follows the successful launch of e-jeepneys by the LCSC Group last month and aims to transform the nation’s public transportation system. It aligns with the government’s Public Utility Vehicle Modernization Program (PUVMP) and supports the shift toward cleaner, more sustainable mobility solutions.
“We plan to produce an initial 500 e-jeepneys, about 2,000 e-bikes, and 1,000 e-tricycles monthly, with plans to increase production in the coming months,” Singson shared via text on Thursday. He disclosed that each e-jeepney would cost P1.2 million, while the pricing for e-bikes and e-tricycles is still being finalized.
A key part of Singson’s senatorial platform includes offering soft loans for drivers and operators to ease the financial burden
associated with the PUVMP. He emphasized that e-jeepneys could be acquired without a down payment and with zero interest, making the transition to electric vehicles more accessible.
“To date, we’ve secured 3,000 initial orders for the PUVMP, which will also be available for private buyers,” Singson stated.
In addition, Singson announced plans to establish an e-jeepney manufacturing plant in Lipa City, Batangas, using advanced Korean
technology for production. He highlighted the need for charging stations at transport terminals to ensure smooth operations for e-jeepney services. The initiative has garnered support from various transport groups, who appreciate Singson’s efforts to aid drivers and operators facing high transition costs under the PUVMP. IT’S at this juncture where car manufacturers around the globe are proudly announcing their production and sales figures. Not to be outdone, China-based BYD has made headlines with its impressive sales tally of 4,272,145 units, reflecting a remarkable 41.3% increase from last year’s total of 3 million units. In December alone, BYD set a record by selling 514,809 new energy vehicles. New energy vehicles (NEVs) encompass a range of electric vehicle types, including battery electric vehicles (BEVs), plug-in hybrid electric vehicles (PHEVs), and hydrogen fuel cell electric vehicles (FCEVs). However, it’s important to note that BYD, like most Chinese manufacturers, has largely focused on BEVs and PHEVs, with hydrogen vehicles primarily limited to buses. Since April 2022, BYD has ceased production of internal combustion engine (ICE) vehicles entirely.
In addition to its automotive ventures, BYD stands as the second-largest battery supplier in China, meeting the needs of major players like Tesla, Nio, and Toyota. Out of its impressive sales figures, 1,764,992 were passenger BEVs and 2,485,378 were passenger PHEVs, which together accounted for 58.5% of BYD’s 2024 sales.
Such staggering achievements are made possible by BYD’s vast resources, which include nearly 1 million employees, 11 major research institutes, and 110,000 engineers. The company reportedly files an average of 32 patents daily. This rapid growth in human capital is evident; in 2011, BYD had just 20,000 engineers, a number that surged to 110,000 by 2021. It’s no wonder that BYD is celebrating its success in exceeding its target of 3.6 million vehicles set for last year.
While Tesla has yet to disclose its 2024 sales figures, industry experts agree that replicating BYD’s success will be a challenging feat. If current trends continue, BYD is poised to retain its status as the world’s top seller of electric vehicles for a second consecutive year.
On the local front, authorities have not yet released sales data for new energy vehicles, but there is a palpable sense of skepticism among experts regarding what the figures might reveal. Infrastructure remains the primary concern for potential buyers, despite Tesla’s efforts to establish a foothold in the country with its “satellite office” in Manila.
Looking ahead, the Philippine market presents a significant test for electric vehicles. Advocates for EV adoption must prioritize the development of essential infrastructure to capture the interest of local consumers. The future of electric vehicles in the Philippines hinges on addressing these challenges head-on.

AS RENOWNED cafe owner and culinary ambassador Chef Jackie AngPo attests, there is no substitute for cream as a basic kitchen ingredient.
“Whether it’s for savory or especially desserts, it’s really basic. You cannot have a kitchen without cream,” Ang-Po told Manila Standard in an interview.
“Especially with ulam (dishes), there’s white sauce. Cream is integral. There’s a whole list of sauces, the mother sauces, with a cream component. With dessert, there are also different kinds of creme anglaise, creme patisserie, and an entire umbrella,” she added.
The chef said that with the fellow kitchen staple, milk, the result can be too diluted.
“Usually if it’s a sauce, especially if it’s like a gravy, it lacks a mouthfeel without cream. It tastes like thicker water. Cream is a basic ingredient so it needs to be in the kitchen,” AngPo said.
Among market options, the chef swears that Nestlé All Purpose Cream is the crème de la crème.
“Number one, Nestlé Cream is “shelf-stable.” Meaning if you purchase it, even if you buy 10 boxes, it can just be there. It doesn’t require a refrigerator,” Ang-Po said.
“Number two, out of all the creams I’ve used, and I’ve used so many as part of my job, this is the one that is least likely to spoil, which is one of the most important things whether you are a homebaker or otherwise,” she added.

FOLDING Spaces, an origami-themed medical facility for abuse survivors, was officially turned over to the Women and Children Protection Unit of the Amang Rodriguez Memorial Medical Center (ARMMC).
Conceptualized by interior designer Donna Angelique Bihasa, the design drew inspiration from origami, the traditional Japanese art of folding paper into decorative figures and shapes. The facility is characterized by soft, calming, and warm neutral colors.
“Origami demonstrates that even the most intricate works begin with a single fold. This fundamental step mirrors the initial efforts of those who embark on the journey of healing,” said Bihasa, an alum of the De La Salle-College of Saint Benilde (DLS-CSB). “Just as the first fold sets the stage for the entire origami piece, the first step toward healing is crucial.”
“My hope is that the space will offer comfort, safety, and encouragement to each person who enters. May it serve as a gentle reminder of their strength and resilience and nurture an environment where they feel supported as they heal,” Bihasa shared.
Her proposal topped the 20th Estilo De Vida (EDV) Competition, touted as the Philippines’ premier interschool interior design contest. The competition serves as a platform for young artists to prove their mettle to industry professionals and contractors. Bihasa garnered P150,000 worth of cash incentives as the grand prize champion.
Launched by businessman Jorge Consunji in 2004, the annual competition is coorganized by Philconstruct
