





AGROUP of debt collectors related to illegal POGO operations may be behind the kidnapping and murder of businessman Anson Que and his driver Armanie Pabillo, the Philippine National Police said yesterday.
In a press briefing, PNP spokesperson Brig. Gen. Jean Fajardo said the same group was previously tagged in a similar kidnap-for-ransom case last year, but did not elaborate.

HE Philippine National Police (PNP) is reopening its investigation into the 2020 murder of Philippine Charity Sweepstakes Office (PCSO) board secretary Wesley Barayuga.
On Sunday, PNP Chief Police General Rommel Francisco Marbil said he ordered the reopening of the cold case after whistleblower Police Lt. Col. Santie Mendoza told the House Quad Committee that he helped carry out the killing at the behest of ex-PCSO general manager Royina Garma. Mendoza narrated before congressmen how Garma allegedly facilitated the PCSO official’s roadside assassination on July 30, 2020 by providing the necessary information about his schedule, details about his vehicle and the funding necessary to carry it out.
THE Philippine National Police (PNP) is currently holding seven of its personnel on suspicion of involvement in the botched assassination attempt on Albuera, Leyte mayoral candidate Rolan Eslabon “Kerwin” Espinosa.
The whistleblower also implicated incumbent National Police Commissioner Edilberto Leonardo in the planning of the murder.
Barayuga was a retired police general and lawyer who supposedly threatened to expose corruption within the PCSO shortly before he was shot dead in Mandaluyong City.

Ferdinand Marcos has vetoed a bill granting Philippine citizenship to Chinese national Li Duan Wang, citing as grounds serious warnings from national security agencies over the applicant’s “dubious interests.”

THE government has the duty to provide clean, safe, and properly equipped detention facilities for arrested individuals, the Supreme Court (SC) said on Friday.
In a decision penned by Associate Jus-
tice Antonio Kho, Jr., the SC’s Second Division urged pertinent government agencies to urgently improve jail conditions.
The High Tribunal warned that if these agencies continue to fail, it will intervene to protect the rights of detainees when asked to do so.
“It does not escape the Court that the improvement of penal facilities may be restricted by a budget which only the Congress can provide and which the Court cannot compel to allocate. This budgetary constraint, however, does not mean that the inmates or detainees in prison or jail
are not entitled to their right to live a decent life when in penal facilities,” the SC stated in a ruling on the Commission on Human Rights (CHR) vs, the Ombudsman case.
It added that the SC can still grant some forms of relief to the detainees or prisoners, as the ultimate guardian of the Constitution.
The SC underscored that poor jail conditions must still be addressed.
Likewise, it acknowledged the budget limitations faced by the police officers, but emphasized that detainees still have basic rights under the law, including the right to decent living conditions while in custody.
It also reminded the police that even temporary holding areas – used during an investigation – must be clean, sanitary, and properly maintained.

In a show cause order, the poll body’s Committee on Kontra Bigay called out Mitra’s posts on his Facebook page Baham Mitra Official on April 2 and 4, allegedly offering limited free tickets to the public for the movie “Sinagtala” at a mall in the province.
“It is the position of this Committee that the foregoing Facebook posts that you made constitute possible violation of Section 261(a) ofBatas Pambansa Blg. 881 or the Omnibus Election Code (OEC), as implemented by Section 26 (b) of Comelec Resolution No. 11104,” committee vice chair Teopisto Elnas said in the order dated April 8 and made public on Friday.
Section 261 of the OEC classifies vote-buying and vote-selling as an election offense. This constitutes offering or promising something of value in consideration for someone’s vote.

The crash killed all those onboard the aircraft: the pilot and a family from Spain. Two of the victims were initially taken to a hospital, but later succumbed to their injuries.
“At this time, all six victims have been removed from the water. And sadly, all six victims have been pronounced deceased,” Mayor Eric Adams told a briefing, after earlier calling it a “heartbreaking and tragic crash.”
The chopper’s landing skids were seen protruding from the river beside a tunnel vent as several boats clustered around the impact site.
Police from both New York and New Jersey, which is on the opposite side of the river from Manhattan, responded to the scene along with fire department vessels.
The NBC4 channel reported that its own helicopter was unable to take off because of weather conditions, with the weather in New York on Thursday gusty under thick cloud cover.
A witness told AFP it appeared like the helicopter’s rotor blade “shattered in the sky.”

CONSUMERS will experience higher power rates in April 2025 led by increase in the Wholesale Electricity Spot Market (WESM) prices, with adjustments in transmission and other charges, Manila Electric Company (Meralco) said Friday.
Residential consumers with an average of 200 kWh will pay an additional P0.7226 per kilowatt-hour or P145 in their monthly electricity bill.

Zaldarriaga said the overall rate for a typical household rose to P13.0127 per kWh this month from P12.2901 per kWh in March, led by the higher electricity costs from the spot market.
Zaldarriaga said the major driver of the increase in the overall rate was the generation charge which increased by P0.7278 per kWh due to higher costs from WESM.
He said WESM charges went up by P3.4205 per kWh due to the tighter supply conditions in the Luzon Grid during the March supply month amid increased demand.
Zaldarriaga said average and peak demand increased by 816 MW and 1,123 MW, respectively, while average capacity on outage was also higher by 979 MW.
The Luzon grid was placed on yellow alert on March 5, and the secondary price cap was triggered 6.39 percent of the time, indicating persistently high spot market prices during the period.
Zaldarriaga said charges from Meralco’s power supply agreements (PSAs) also increased by P0.2811 per kWh following the expiration of the 400 MW PSA with Limay Power Inc. on February 25.
The increases in WESM and PSA charges were partly tempered by lower charges from independent power producers (IPPs), which went down by P0.4738 per kWh due to the appreciation of the peso against the US dollar. Around 97 percent of IPP costs were dollar-denominated.
Meralco sourced 23 percent of its power requirement from WESM, 44 percent from PSAs and 33 percent from IPPs.
SM MOA Arena drew over 1m ticket sales in 2024
THE SM Mall of Asia (MOA) Arena, an indoor entertainment venue within the SM Mall of Asia complex in Pasay City, drew over one million in total ticket attendance in 2024, according to developer SM Prime Holdings Inc. (SMPH).
SMPH said in a disclosure to the stock exchange MOA Arena, which hosted a diverse mix of shows in 2024, including sports, concerts, family-oriented shows and corporate and special events, helped the company register positive results in 2024.
“Live entertainment venues are strategic contributors to our company’s portfolio. They strengthen the SM ecosystem by driving foot traffic and supporting the performance of our mall tenants and adjacent businesses,” said SMPH president Jeffrey Lim.
SM MOA Arena has a seating capacity of 15,000, expandable to 20,000, and offers International Basketball Federation (FIBA)- and National Basketball Association (NBA)compliant facilities.
SMPH said to maintain its worldclass standing, it spent $10 million to modernize the arena. The three-year program began in 2022.
Upgrades include digital turnstiles, a new 702 square meter giant LED media mesh, enhanced public address (PA) systems, newly installed acoustic panels, improved back-of-house areas and new spectator seating—all designed to elevate the customer and event experience.

FOREIGN direct investment (FDI) net inflows amounted to $731 million in January 2025, down by 20 percent from $914 million recorded in the same month last year, the Bangko Sentral ng Pilipinas (BSP) said Friday.

PHILIPPINE stocks and the peso rose Friday as the Bangko Sentral ng Pilipinas (BSP) signaled further monetary policy easing this year after a 25-basis-point rate cut.
The 30-company Philippine Stock Exchange Index inched up by 4.62 points, or 0.08 percent, to close at 6,082.44, while the broader allshares index declined 1.18 points, or 0.03 percent, to settle at 3,621.76.
“Philippine shares traded slightly in the green as investors weighed the impact of President Trump’s 90-day tariff reprieve while digesting the recent BSP decision to cut rates by 25 bps,” Regina Capital Development Corp. head of sales Luis Limlingan said.
“Locally, stocks extended their gains as investors welcomed the tariff pause, viewing it as a window for renewed trade talks and easing global tension,” he said. The peso closed at 56.97 against the US dollar Friday, up from 57.35 Thursday.
Analysts said while the US suspension of reciprocal tariff eased fears of possible global recession, investors are worried about the escalating trade war between the US and China.

NEW NAIA Infra Corp. (NNIC) said Friday it is working closely with government agencies and airline partners to implement enhanced preparations at the Ninoy Aquino International Airport (NAIA) amid a surge in travelers expected this Holy Week.
It said that from April 13 to 20, NAIA is expected to welcome more than 1.18 million passenger, a 14.23-percent increase from last year’s 1.04 million.
Flight movements are also projected to rise, from 6,537 in 2024 to 6,724 this year. Good Friday, April 18, is ex-
pected to be the busiest day, with 851 flights, while Tuesday, April 15, will see the lightest traffic at 818 flights— still higher than any single day during Holy Week last year.

Tollway traffic seen rising 10% during Holy Week
METRO Pacific Tollways Corp. (MPTC) said Friday it anticipates a 10-percent increase in vehicle traffic during the Holy Week period.

PTT plans to invest P1.5b in five years to expand PH retail network

PTT Philippines Corp., a subsidiary of Thailand’s PTT Oil & Retail Business Public Company Ltd., said it plans to invest up to P1.5 billion to beef up its operations by expanding its retail network to at least 280 stations, install electric vehicle charging stations and bring its Café Amazon stores to 100 by 2030.
“Because we believe in Filipinos and the untap market in the Philippines, we are pouring in more investments in this country,” PTT Philippines president and chief executive Athiwat Rattanakorn said Friday.
The company is also studying putting up solar panels in all of the PTT stations and is eyeing to construct a new oil terminal.

IN A genre long dominated by men, Incognito is drawing praise for its strong female characters — and its stars Kaila Estrada and Maris Racal are embracing the spotlight.
At the mid-season media conference for ABS-CBN’s action-drama series, the two actresses opened up about their roles’ physical and emotional demands and how they hope their characters inspire young viewers.
Estrada plays Max Alvero, a strategic and composed field agent who often leads missions when the team’s head isn’t around. Asked what could make Max fall for either of her leading men, JB (Richard Gutierrez) or Andres (Daniel Padilla), Estrada shifted the conversation to what defines her character — strength and conviction.
“Max is a very compassionate character, but she’s also morally strong,” Estrada said.
“She’s a perfect balance of heart and head. I think she connects with JB because he’s logical and a leader, and with Andres because he’s very emotional and compassionate.”
Estrada said seeing the trailer for the first time alongside her castmates made her feel proud of what they achieved.
“It was really worth it. First time talaga namin nakita ‘yung trailer and even snippets of the scenes,” she said. Nakaka-proud to be part of this show.” Racal, who plays Gab Rivera, said that while her character appears tough, the performance was grounded in real-life experience — and a few surprises on set.
In one scene with veteran actor Joel Torre, Racal was asked on the spot to speak Ilonggo.

“Thank God Bisaya ako. Ilonggo and Bisaya share a lot of words. Ang kailangan ko na lang aralin is ‘yung tono.”

SCARLETT Johansson is set to star on-screen and behind the camera at this year’s Cannes Film Festival, organizers said Thursday as they unveiled the lineup of movies that will compete for honors on the French Riviera.
Johansson will appear alongside Benicio Del Toro and Tom Hanks in Wes Anderson’s new movie The Phoenician Scheme , one of the films vying for the coveted Palme d’Or for best film.
She will also present her directorial debut, Eleanor the Great , about an elderly woman coping with the death of her best friend, in the secondary “Un Certain Regard” competition.
Organizers stressed they were serious about giving women filmmakers a platform during the May 13 to 24 festival while also tackling sexual abuse and harassment that a French parliamentary inquiry called “endemic” this week.
Speaking at a press conference in Paris, president Iris Knobloch said the festival was “attentive” to the recommendations of the six-month inquiry into #MeToo abuses, which reported its findings on Wednesday. “(Women) are no longer asking for their place, they are taking it,” Knobloch said. “We are honored to amplify their voices, to shine a light on incredible talent that broadens our view of the world,” she added. Inside, heated tobacco sticks for IQOS are manufactured around the clock, the result of a major €300-million investment made in 2017.
Once a conventional cigarette factory, the site has been fully converted to produce only smoke-free alternatives. The change is tangible. Automated systems, digital monitoring, and strict quality checks reflect a larger mission: to support public health while driving innovation. Since the shift, Papastratos has steadily grown its impact—economically, socially, and globally.
More than 650,000 adult smokers in Greece have adopted IQOS, and in 2023, over 75 percent of the company’s net revenue came from these smoke-free products. IQOS was approved by the U.S. FDA in 2020 as a modified risk tobacco product, and it’s now available in 92 countries.
This growth has created jobs as well. Since the transformation began, Papastratos has added more than 1,000 positions. A recent €200-million expansion in 2023 alone led to the hiring of 300 new employees.
