Tagum police solve year-old murder case

TAGUM City police are confident they have solved a year-old murder of a 29-year-old woman with the arrest of a suspected gunman attained through diligent detective work.

Tagum police chief Lt. Col. Wildemar Tiu disclosed that they are also looking at the involvement of a lawyer in the city as potential mastermind in the gunslaying of Erlinda Manghano of Purok 9, Poblacion, New Corella, Davao del Norte.

Manghano was shot dead on Jan. 11 last year at the Freedom Park in Tagum.

Tiu identified the suspected gunman as Sherwin Barrot, 32, of Esmeralda, Apokon, Tagum. Barrot was nabbed after a bullet from his Colt MK IV pistol matched a slug retrieved from the crime scene.

DEPARTMENT of Social Welfare and Development (DSWD) Secretary Rex Gatchalian has maintained that the new First 1,000 Days (F1KD) of Life conditional cash grant under the Pantawid Pamilyang Pilipino Program (4Ps) is not a dole-out program.

Solon files bill abolishing CTPL for motor vehicle registration

HOUSE Deputy Minority Leader and Bagong Henerasyon Rep. Bernadette Herrera has called for the abolition of the compulsory third-party liability (CTPL) insurance for motor vehicles, describing it as an outdated and redundant regulation that imposes unnecessary financial burdens on ordinary Filipinos.

In a privilege speech on Monday, Herrera said the CTPL insurance requirement, which costs around P1,200 annually as being mandated by the Land Transportation Office (LTO) during vehicle registration, places a disproportionate burden on vulnerable sectors such as jeepney drivers, delivery riders, and solo parents “who depend on every peso to support their families.”

“This is a mechanism that is there to help them with the cost of availing the services. Whether we like it or not, the health centers are sometimes far away from our far flung areas, the schools are far away, there needs to be financial assistance so that they can avail those services,”” Gatchalian explained in Pilipino.

BI agents nab Chinese fugitive at NAIA

A CHINESE national wanted by Beijing authorities for alleged involvement in illegal gambling was arrested by Bureau of Immigration (BI) agents at the Ninoy Aquino International Airport (NAIA).

The fugitive, identified as Huang Sen, 38, was intercepted at the departure area of the NAIA terminal 1, after a BI officer saw his name in the bureau’s Interpol derogatory system. A red notice for Huang’s arrest was issued by Interpol Beijing on Dec. 4 last year at the request of the Chinese government,” BI chief Joel Anthony Viado said.

“He will be deported for being an undesirable alien and placed in our blacklist of undesirable aliens to prevent him from re-entering

the country,” he said. According to BI-Interpol unit acting chief Peter de Guzman, a warrant for Huang’s arrest was issued by the public security bureau of the Luojiang district in Deyang, China on Aug. 27 last year.

The case stemmed from allegations that Huang was involved in a conspiracy to run illegal gambling sites in the Internet, targeting online bettors worldwide.

The gambling syndicate reportedly engaged the services of more than 70,000 people who induced over one million Chinese to place bets on their websites.

It was estimated that more than ¥700 billion, or $95 billion, in gambling funds were wagered in the gambling activities managed by the syndicate from which the group pocketed no less than ¥2 billion, or $272 million in profits.

Herrera filed a bill seeking to remove the CTPL requirement even as she emphasized that the LTO already has the authority to halt its enforcement without the need for new legislation.

House Bill 11275 proposes the abolition the CTPL in the event that the motor vehicle owner has already obtained a comprehensive motor vehicle insurance policy. Herrera argued that comprehensive insurance fulfils the same purpose as CTPL but offers broader protection for vehicle owners.

“While the principle behind requiring CTPL insurance is commendable, its redundancy when paired with comprehensive insurance negates its utility. Comprehensive insurance alone already fulfils the intent of ensuring accountability and financial security, while also streamlining the registration process and reducing the financial burden on motorists,” Herrera noted.

In her speech, Herrera emphasized the critical role motor vehicles play in the lives of millions of Filipinos.

Pasig RTC rejects Quiboloy plea on TV coverage of candidacy filing

A PASIG court has rejected the request of Kingdom of Jesus Christ (KOJC) founder Apollo Quiboloy to attend a live television interview regarding his filing of a certificate of candidacy (COC) for senator in the upcoming elections.

In a three-page order, the Pasig Regional Trial Court (RTC) Branch 159 highlighted concerns about the potential risks of public statements Quiboloy might make during the interview, emphasizing that such pronouncements could influence public perception of the ongoing legal proceedings.

The court acknowledged Quiboloy’s right to seek public office and participate in lawful campaign activities but noted that this right is not absolute and is subject to regulation by the court, GMA News reported.

The order further stated, “While accused Quiboloy is not limited to a live media interview as the sole means of campaigning or sharing his platform, the court must ensure fairness in the trial process.”

Quiboloy had requested the court’s approval to attend a live interview organized by ABS-CBN News on January 14. However, the court pointed out that his motion lacked a formal invitation from the network, which hindered the court’s ability to set appropriate parameters for the interview.

“As a result of the failure to substantiate his request and to preserve the fairness of the trial and confidentiality of the proceedings, the court has decided to exercise its discretion and deny Quiboloy’s participation in the live interview,” the court stated.

The order, issued on January 13, 2025, comes as Quiboloy faces a non-bailable qualified human trafficking charge under Section 4(a) of Republic Act No. 9208, as well as charges under Sections 5(b) and 10(a) of Republic Act No. 7610, concerning the Special Protection of Children Against Abuse, Exploitation, and Discrimination Act. Quiboloy has pleaded not guilty to the charges.

Poe supports motorcycle-for-hire legalization bid

SENATOR Grace Poe reiterated her strong support for the legalization of motorcycle-for-hire services in the Philippines during the Committee on Public Services hearing on Tuesday, January 14.

The senator, who chairs the Senate Committee on Finance remarked that motorcycles are a preferred mode of transportation for many Filipino commuters and cited “overwhelming data” that advocates for the permanent integration of motorcycles into the public transportation system.

“The failure of our transportation system to address mobility challenges led to the unprecedented growth of motorcycles-for-hire,” Poe remarked.

“Despite safety concerns inherent to riding a motorcycle, it has become apparent that this is the preferred mode of transportation of many commuters today because of its affordability and swiftness,” she added.

Poe emphasized the necessity of establishing a regulatory framework to govern motorcycle-for-hire operations effectively, arguing that not everyone can afford a taxi ride or own a car.

“In doing so, we are uplifting a segment of our society and transforming them into formalized professional drivers with income and welfare benefits,” she said.

Poe also said she believes that the government and its lawmakers have gathered enough data to craft a regulatory framework that is dynamic and responsive to the needs of the commuting public.

“The motorcycle-for-hire bill has been through the long and winding road to passage. Our tank is full, it is now time to start our engines and put our years of work into motion,” she added.

Sandigan affirms conviction of former GSIS executive

THE Sandiganbayan has affirmed the conviction of a former Government Service Insurance System (GSIS) official who pocketed P8 million worth of fraudulent claims.

The Nueva Vizcaya Regional Trial Court earlier found then GSIS Bayombong branch manager Ana Maria Fedelis guilty of pocketing the proceeds from fictitious GSIS EduCh-

ild claims amounting to P8 million which she created, processed and approved without authority and without the policyholders having filed such claims.

The P8 million from GSIS Educhild was credited to Fedelis’ Union Bank account “with intent to defraud policyholders,” the antigraft court said.

The GSIS created the Educhild, a loan facility to assist its members provide college education benefits for their children or designated beneficiaries.

In its resolution, the antigraft court said: “After a judicious review of the records of these cases as well as the testimonial and pieces of documentary evidence presented, the court holds that the [Nueva Vizcaya] RTC Branch 27 is correct in ruling that the prosecution was able to prove the guilt of accused-appellant Fedelis beyond reasonable doubt.”

The court said Fedelis created and processed 661 claims under the EduChild policies belonging to six policyholders on various dates. This, between February 2016 to January 2017 using the ID and password of the authorized processing officer.

“Despite having been given the opportunity to rebut these allegations, she focused her defense on the bare denial of any criminal liability and anchored her defense on the fact that she did not compel the authorized processor to disclose the latter’s ID and password,” the Sandiganbayan added.

Fedelis was sentenced to eight to 12 years in prison for malversation of public funds.

She was also sentenced to eight years of imprisonment for her graft conviction, while her violation of the GSIS law meted her a six to 10 years long prison sentence.

For violation of Access Devices Regulation Act of 1998, Fedelis shall be imprisoned from six to eight years, on top of paying P6.97 million or the amount that was malversed.

The anti-graft court also ordered Fedelis was also ordered to pay a fine amounting to P6.97 million, with legal interest of six percent per year starting from th finality of the decision.

She was also barred from holding any public office perpetually.

Solons OK approval of bills on senior benefits

THE House of Representatives Committee on Ways and Means has recommended for plenary approval several bills expanding the coverage of senior citizens’ benefits and privileges.

“Today, the House Committee on Ways and Means approved the unnumbered substitute bill to the Comprehensive Senior Citizens Benefit Act. This is the culmination of months of work of the joint committees on Ways and Means, Senior Citizens, and Disability Affairs,” said the panel’s chair, Albay Rep. Joey Sarte Salceda during the hearing Monday on the subject.

“What the bill does is carve into the statutes the progress made by the joint committee, created at the direction of the Speaker,” Salceda added.

He said Congress will enact a measure institutionalizing the removal of the requirement of the booklet for availment of senior discounts.

“I insisted that removal of the requirement of the booklet for availing of senior discounts be institutionalized in the proposed bill. That way, no future administrative issuance can take this progress away,” Salceda stated. Similarly, he also pushed for huge toll

discounts for senior citizens who use expressways. “I also recommended a P2000 tollway discount for senior citizens who use expressways. The capped discount ensures that seniors are able to avail of the benefit while protecting it from abuse,” Salceda stressed.

PDEA freezes illegal assets worth P518m

A TOTAL of P518,480,814.39 worth of assets and properties representing proceeds of illegal drug activities have been subjected to civil forfeiture and covered by a freeze order since 2022, according to the Philippine Drug Enforcement Agency. The agency, in a statement, said of the figure, P4,039,080 worth of parcels of land, motor vehicles, and firearms belonging to drug money launderers were forfeited in favor of the government, while cash in bank accounts, vehicles, and plots of lands amounting to P514,441,734.39 were either frozen or preserved.

Portions of the drug money were the subject of 28 money laundering cases referred by PDEA itself to the AntiMoney Laundering Council for financial investigation, and 41 cases filed with the Department of Justice (DOJ). Solon seeks probe on body ‘switch’ of dead OFW

ASSISTANT Minority Leader and Gabriela Women’s Party Rep. Arlene Brosas sought an investigation into the case of overseas Filipino worker Jenny Sanchez Alvarado, whose remains were allegedly switched with those of a Nepali domestic worker who also died in Kuwait.

“This is a grave insult to the dignity of our OFWs and their families. How did it happen that the body of a Nepali national was brought home to the Philippines while the Alvarado family was waiting for their mother?” Brosas said.

THE Philippine tourism industry contributes a significant portion of the country’s gross domestic product and is a main source of employment. The share of tourism in our economy reached its highest level in 2023 at 8.6 percent, according to official statistics.

SAN Miguel Corporation has done it again – this time with the Pampanga River as beneficiary, under its Better Rivers PH initiative launched in 2020. Our country is blessed with rich natural resources which include rivers that provide water for drinking, irrigation, livelihood, and industrial purposes. Rivers serve as channels for transporting water from land to the sea as well as habitats for diverse species of plants, animals, and microorganisms.

Central Luzon’s 260-km Pampanga River, a major waterway in Central Luzon, is the second longest river in Luzon after the 505-km Cagayan River, and the fifth longest in the Philippines, and drains into the Manila Bay and traverses Nueva Ecija, Pampanga, and Bulacan where SMC is building the New Manila International Airport.

A YEAR ago, I thought I was going to die. I had just lost a dream project on Mindanao that I had committed to work full time on. When that collapsed on the weight of my own fears and selfishness, I decided to write a memoir as a testament for the next generation. Thankfully, not only did I survive but prognosis is good. And last Nov. 29, 2024, ransomed by love: a happy changemaker’s unfinished journey, was launched in Leong Hall of Ateneo de Manila University. Expecting 200 people to come, more than 500 attended, including dozens of young activists who came up the stage for a lightning rally at the end of the program. Since then, the first print of the book has been sold out and a reprint is on the way. The book shares many stories, in particular of how the most important gifts we are given are life and love. “I am a son of Mindanao. In this land, I met many wonderful people and fostered the most meaningful relations. My self-absorbed ways at times, did not prevent people from seeking friendships with me, some lasting fifty years.

With the completion of the Pampanga River clean-up, it now joins the list of desilted and rehabilitated rivers by SMC through the guidance and leadership of SMC Chairman and CEO Ramon S. Ang, or RSA.

SMC removed some 694,372 cubic meters of silt and solid waste from the Pampanga River from mid-August to Dec. 2024.

If this is the case, then a real leader would not mind shedding a few points if it meant something for the greater good.

Then again, who are we kidding?

But it is true, as well, that for every one cop steeped in illegal activity and questionable conduct, there are dozens more who love their jobs and their country, and who live by their mandate to protect the citizenry against criminal elements. They are the reason why those who tarnish the reputation of the police force must be made to account for their deeds.

What the latest popularity numbers tell us, the people, is that ultimately we do have a say on which officials to install in power, and that our opinion does matter. It would be foolhardy, then, to think that we could just go with what the masses like, because everyone is part of the masses. Ultimately, the collective voice could teach our officials lessons and give them reminders on how to do their jobs.

This Christmas, may we work on honing this voice, so that our opinion and perception are informed by facts interpreted under the right context, ethical and moral considerations, historical accuracy, and plain common sense.

That people are no longer shocked is an indication of the scale of wrongdoing and impunity with which these acts have been committed for so long. Action on erring cops and on the systems that allow and perpetrate these wrongs is long overdue.

“In Mindanao, I became a teacher, and a social and political activist. God also gave me the two gifts that brought me down to earth from my many worlds – the gift of philosophy and language.

Gov’t asked to restore 35% tariff on rice imports to help farmers

THE Federation of Free Farmers (FFF) asked the government to reinstate the 35-percent tariff on rice imports, claiming that the tariff reduction to 15 percent under Executive Order 62 benefited importers and wholesalers while harming farmers by driving down farmgate prices.

An FFF analysis of Bureau of Customs (BoC) data on rice imports revealed that average import prices dropped by about P9 per kilogram between July and December 2024 compared to the first half of the year.

The decline was attributed to the tariff reduction, which contributed roughly P6 of the decrease, and a modest softening of international rice prices, accounting for around P3 per kilogram, the group said.

Philippine Statistics Authority (PSA) data showed that retail prices for well-

milled rice decreased by only P2 per kilogram during the same period.

The FFF pointed said importers and wholesalers retained most of the P7-per-kilo savings, while retailers saw minimal trading margin growth of just P0.30 per kilogram.

The report claimed that retailers were largely responsible for the persistently high rice prices.

The FFF estimates that if the full savings from tariff cuts were passed on to consumers, retail prices could drop significantly.

Rice with 5-percent broken grains could be sold for P50 per kilogram, down from P54, while regular-milled rice with 25-percent broken grains could retail at P45 per kilogram, or P5 lower than its current level of P50.

Vehicle sales rose 8.7% in 2024, but missed half a million target

The industry, however, missed its target sales of 500,000 units for the year.

Data from the Chamber of Automotive Manufacturers of the Philippines Inc. (CAMPI) and Truck Manufacturers Association (TMA) showed that passenger car sales went

up by 10.5 percent to 120,770 in 2024 from 109,264 units in 2023.

“The exact figures will be finalized by around mid-February, and by then, the collection figures will only increase past the DBCC target,” Lumagui said.

“Our dedication to good governance reforms, manifested by our shift to a taxpayer-oriented agency, has increased the voluntary compliance of taxpayers. This goes to show that if government agencies improve their services, processes, and programs, our countrymen will do the right thing and pay their proper share of taxes,” said Lumagui.

BUSINESS establishments increased and became bigger in terms of employees in 2022, according to the Philippine Statistics Authority (PSA).

Results of the 2022 Annual Survey of Philippine Business and Industry (ASPBI) conducted by the PSA showed that the Philippines recorded 281,825 establishments in the formal sector of the economy.

This indicates an increase of 0.2 percent from the 281,153 establishments reported in 2021.

The ASPBI generates essential statistics for economic planning and analysis and is designed to collect and generate information on the levels, structure, performance and trends of economic activities of the formal sector.

Among sections, wholesale and retail trade; repair of motor vehicles and motorcycles recorded the highest number of 125,257 establishments or 44.4 percent share to the total number of establishments in 2022.

This was followed by financial and insurance activities with 42,887 establishments (15.2 percent) and accommodation and food service activities with 30,861 establishments (11 percent). Mining and quarrying reported the least number of 303 establishments (0.1 percent).

CA upholds order issued by SEC against AlphanetWorld

THE Court of Appeals (CA) upheld the cease-and-desist order (CDO) issued by the Securities and Exchange Commission (SEC) against AlphanetWorld Corp.

The SEC in 2022 issued CDO against AlphanetWorld, which was doing business under the name and style of NWorld, allegedly for illegal solicitation of investments from the public without the necessary license.

The CA 8th Division, in an 11page decision promulgated on Dec. 27, 2024, held that the SEC provided NWorld with due process in issuing the CDO and the company was involved in offering investments to the public without registration and necessary licenses from the SEC.

Based on investigation conducted by SEC’s Enforcement and Investor Protection Department, NWorld was found to be involved in the selling of investment packages ranging from P4,750 to P19,000, with a guaranteed return of up to P127,000 per month.

Its investors were allegedly entitled to bonuses such as discounted rates for every purchase of investment packages, referral bonus, sales match bonus and potential earning of P25,000 under NWorld’s “XX Cash” program whenever they meet the required pairs of recruits.

The offering of NWorld involved investment contracts, which is a form of securities as defined under Section 3 of Republic Act (RA) No. 8799, or the Securities Regulation Code (SRC), the SEC said.

The SRC prohibits the sale or distribution of securities without a registration statement duly filed with and approved by the SEC.

THE Department of Agriculture (DA) is proposing measures to improve transparency and regulation in the rice market, including stricter labeling requirements and a review of pricing mechanisms, amid concerns over price increases and potential market abuses.

The DA’s proposed reforms include mandatory labeling of rice sacks to provide detailed information about the product. Key details such as the brand, type, percentage of broken grains, origin, importer’s name and address, milling date and retail price will be required.

The data will help set thresholds that determine whether the country faces a rice supply shortage or extraordinary price increases, potentially leading to the declaration of a food security emergency.

“We’re considering historical data and other critical factors over the past 3 to 5 years to ensure that we account for all possible scenarios before determining thresholds,” the DA said.

The DA also addressed concerns about profit margins in rice retailing.

Wholesalers currently sell rice with 5-percent broken grains at an average price of P45 to P50 per kilogram. Retailers add a markup of P10 to P12, raising retail prices significantly.

The DA is proposing stricter regulation of these margins to prevent excessive price hikes.

GLOBE Telecom lauded the Philippine National Police-Criminal Investigation and Detection Group (CIDG) for the arrest of two suspects allegedly engaged in the illegal sale of pre-registered SIMs in violation of the SIM Registration Act.

The PNP-CIDG Detective Special Operations Unit took custody of two Chinese nationals for an attempt to sell pre-registered SIM cards.

Authorities confiscated 4,000 SIMs including 1,700 Globe SIMs and 2,300 TM SIMs, supposedly for use in criminal activities such as online phishing, romance scams and mobile phone fraud.

Selling or purchasing pre-registered SIMs is illegal. Section 11 of the SIM Registration Act imposes penalties, including imprisonment of six months to six years and/or fines ing from P100,000 to

NEA lays down parameters on EC tax exemptions

STATE-RUN National Electrification Administration (NEA) said Tuesday it laid down the specific financial and operational parameters for electric cooperatives (ECs) planning to seek exemptions from local taxes, fees and charges in their local government units (LGUs).

The NEA, in its Memorandum No. 2025-02 dated Jan. 9, 2025, established guidelines that would enable both stock and non-stock ECs to fully avail of the preferential rights granted under the Local Government Code relative to the provisions of NEA Reform Act of 2013.

The memorandum was released as part of its responsibilities under Joint Memorandum Circular 202412-001 of the Department of Energy (DOE) and the Department of Finance (DOF).

The JMC will pave the way for all ECs registered with both the NEA and the Cooperative Development Authority to avail of the preferential rights under the law, subject to their compliance with prescribed financial and operational standards set by the NEA.

The agency said to ensure operational and financial compliance, all ECs would be subjected to a set of performance standards.

These determine their delivery of reliable and efficient power distribution services to their memberconsumer-owners.

It said key financial parameters include collection efficiency, in which power cooperatives must achieve at least 90 percent.

The NEA will award 25 points for those that will obtain 97 percent or higher. Non-efficient ECs graded 89 percent and below will only be awarded five points.

Meanwhile, a 10-point bonus will be granted to ECs that will maintain “positive” result of financial operation, inclusive of Reinvestment Fund for Sustainable CapEx (capital expenditures).

KYOTO—Kyoto authorities announced Tuesday plans to hike lodging taxes, as Japan’s ancient capital seeks to assuage grumbles from locals about too many tourists.

Lured by its myriad sights and a weak yen, Japan has seen foreign tourism numbers explode in recent years, with arrivals in 2024 expected to have hit a record of more than 35 million.

THE Grammys, slated for Feb. 2, will “proceed as planned” despite the devastating fires scorching Los Angeles, the Recording Academy said Monday.

In a letter to Academy members obtained by AFP , organizers said the 67th annual music awards gala would take place at the Crypto.com Arena in downtown LA “in close coordination with local authorities to ensure public safety and responsible use of area resources.”

“This year’s show, however, will carry a renewed sense of purpose: raising additional funds to support wildfire relief efforts and honoring the bravery and dedication of first responders who risk their lives to protect ours,” Academy head Harvey Mason Jr. said in the letter, which was co-signed by Board of Trustees chair Tammy Hurt

“The Grammys will not only honor the artistry and achievements of our music community but also serve as a platform to amplify the spirit of resilience that defines this great city of Los Angeles,” Mason and Hurt said.

The marquee televised portion of the gala will still air on CBS.

CATHERINE Muguerza, a 56-year-old mother from Barangay Sangandaan, has joined the Miss Universe Philippines Quezon City (MUPH-QC) pageant, becoming the second older contestant in the local competition following Jocelyn Cubales’ participation in 2024.

Muguerza, the oldest candidate this year, said she aims to inspire older women to pursue their dreams.

“I want to inspire seasoned women like me. At 56, turning 57 this year, I’m close to becoming a senior citizen. I will just enjoy the moment and be happy. Not everyone gets this opportunity,” she said.

The Miss Universe Organization in 2022 lifted its age restrictions,

previously limiting contestants to ages 18 to 28. The updated rules now allow transgender women, divorced women, wives, and mothers to join, promoting inclusivity.

Muguerza, a single mother with four children, said competing locally presents tougher challenges than international pageants.

“I have already won international titles, but competing locally is different, everyone is fierce and the competition is stiff,”Muguerza said. She won the Mrs. Universe Southeast Asia Worldwide title in August 2024 and the Mrs. Legend Universal-Intercontinental crown in Kuala Lumpur in December.

Catholic visual culture

ART history states that pop art gained prominence in the United States in the mid1950s. The Philippines may be considered an early adapter to this art movement that uses the vernacular, the standard, popular visual language informed by everyday products like cinema and the grocery store.

Belgian-American artist Ade Bethune introduced pop art to the Philippines before it became a more studied movement in the U.S. Her works are featured at the Chapel of St. Joseph the Worker in Victorias, Negros Occidental, where she helped decorate Asia’s first modern church. Bethune’s use of clear, graphic language in illustrating saints for the Catholic Worker magazine reflects her progressive, modern approach. Initially considering frescoes, Bethune shifted to mosaics due to the Philippine climate. She worked with the local community, seeing art as an act of mercy and a form of preaching. Her letters in the Ade Bethune Collection at the University of St. Catherine’s Library recount how even children contributed broken glass and china. This collaborative effort embodies Bethune’s version

of pakikisama, or being with the community, as she and the children created colorful mosaics of saints and the Holy Family depicted as Filipinos. With her pakikisama, Bethune has made some sharp observations about the Filipinos. In one of her letters, she writes that Filipinos seek leaders but not to be bossed around. “People are very ready to follow leadership, not mere bossing. They use the technique of passive resistance to any bossing; having been bossed for four centuries, they know better than to resist it openly. They merely obey it without co-operation, sort of potato sack style. Nothing more deadly (6 January 1950, Ade Bethune Collection).”

Bethune wrote about this “passive

resistance” even before the scholar James Scott wrote his Weapons of the Weak in 1985. This resistance allowed Bethune to select the Filipino as her depiction of the Apostles and the Holy Family.

Part of her “Works of Mercy” is to make the images resonate and be relevant. She does not subscribe to the traditional Catholic visual culture of florid, resplendent, ornate white saints in dramatic poses. This approach helps create a direct connection with the people who need to see themselves as potential figures of veneration; they can become saints if they engage in faith and labor for the glory of God.

For Bethune, the use of pop art is her engagement with comic aesthetics to tell stories. In one part of the Church, there is a comic strip painted on the wall that tells the sequential narrative of the Prodigal Son. The gambling scene is depicted as a cockfight or sabong, which many Filipinos, not just in Victorias, are known to participate in and lose themselves in.

GLOBAL apparel retailer Uniqlo will release its first T-shirt collection featuring designs by renowned artist Pablo Picasso on March 14. The collection includes one design for the Peace For All charity project and four designs for the brand’s UT graphic T-shirt line. The collaboration was made possible through the cooperation of the Estate of Pablo Picasso, aligning with

Uniqlo’s goal of contributing to society. The Peace For All shirt will feature Picasso’s “Bouquet of Friendship” (1958), created for a peace demonstration in Stockholm. Profits from the Peace For All shirts will be donated to international humanitarian organizations.

S“INING Filipina” is back for its second year, aiming to empower more Filipina artists and showcase their exceptional talents in the field of art.

Organized by the Zonta Club of Makati and Environs, the competition drew excitement from the art community during its press launch on Friday, Jan. 10.

Last year, the contest attracted over 700 entries, highlighting the potential and creativity of Filipina artists nationwide.

“This is an opportunity for them to show their talent, and we hope to discover new talent, great talents, future National Artists in this competition,” said Stella L. Cabalatungan committee chairperson for “Sining Filipina.”

The initiative invites women of all ages to submit mixed-media paintings measuring 2x3 feet or 3x3 feet. With no categories this year, the competition aims to create a more diverse and competitive pool. The deadline for submissions is Feb. 13, 2025.

“The first round of judging will be done virtually. Once we have that, we will catalog all the entries and prepare for the final evaluation, where we will trim the entries down to 50,” Cabalatungan explained.

The 50 finalists will have their works displayed at SM Aura in Taguig City by the end of March, coinciding with Women’s Month. The exhibition will also travel to other key locations, including Chinabank’s museum, offering more visibility for Filipina artists. Ten winners will share cash prizes totaling approximately P500,000.

Zapanta-Andrada also emphasized the importance of spotlighting Filipina talent in a field often dominated by men.

“It’s important for Filipinos in general, or people in general, to know that Filipina artists have great talent,” she added.

This year’s competition takes a significant step by encouraging the use of mixed media, opening the door to even greater creativity and innovation. SM Supermalls vice president for corporate marketing Grace Magno expressed the company’s support for the initiative, noting the value of showcasing women’s artistry in public spaces.

“They will be exhibited in malls during Women’s Month, and Chinabank, our major sponsor, has offered to display them in their museum and other public places,” Magno said.
