THE National Security Council has expressed alarm over the arrest of three Filipino nationals for suspected espionage in China, saying the action “can be seen as a retaliation” after at least seven Chinese suspected spies were nabbed in the Philippines.

“They are law-abiding citizens with no criminal records and were vetted and screened by the Chinese government prior to their arrival there,” NSC Assistant Director General Jonathan Malaya said in a statement on Saturday.

“Given the limited information released by Chinese media, the arrests can be seen as a retaliation for the series of legitimate arrests of Chinese agents and accomplices by Philippine law enforcement and counterintelligence agencies in recent months,” he added.

The announcement of the arrest of the three Filipinos – two male and one female – followed a travel warning issued by the Chinese embassy in Manila to its citizens about frequent “harassment” from Philippine law enforcement agencies.

It also came in the wake of arrests made by Philippine authorities of at least five Chinese nationals on suspicion of espionage in January and another two in February.

Malaya also questioned the edited video released by

NSC DOUBTS CHINA RAPS VS. 3 PH ‘SPIES’

Chinese media showing alleged “confessions” by the Filipinos, who were reportedly arrested in October last year.

He said the clip “raises more questions than answers” as a portion of one of the Filipinos’ statements, while expressing regret, “also notably portrayed China in a positive light.”

“There was also mention of a ‘Philippine Intelligence Agency’ or ‘Philippine Spy Intelligence Services,’ which is a non-existing government agency. The ‘confessions’ appear to be scripted, strongly suggesting that they were not made freely.”

“We urge the Chinese government to respect their rights and afford them every opportunity to clear their names in the same way that the rights of Chinese nationals are respected here in the Philippines,” Malaya added.

The arrested Filipinos are former recipients of the Hainan Government Scholarship Program established under a sisterhood agreement between the provinces of Hainan and Palawan, which provided scholarships to 50 scholars from Palawan at the Hainan National University.

At that time, Malaya said, they only went to China at the invitation of the Chinese government to study.

Palawan provincial board member Ryan Maminta added: “Their intention was really just to study and most of all to help their families. Before they were sent there for work, they told the provincial board about their experiences there and that they were happy they were able to study because of this program.”

In a separate interview with ABS-CBN News, DLSU international relations expert Professor Renato de Castro said the three Filipinos were being held “hostage” and would likely be used for a possible

US PRESIDENT Donald Trump’s widest-ranging tariffs to date took effect Saturday, in a move which could trigger retaliation and escalating trade tensions that could upset the global economy.

A 10 percent “baseline” tariff came into place past midnight, hitting most US imports except goods from Mexico and Canada as Trump invoked emergency economic powers to address perceived problems with the country’s trade deficits.

The trade gaps, said the White House, were driven by an “absence of reciprocity” in relationships and other policies like “exorbitant value-added taxes.”

Come April 9, around 60 trading partners — including the European Union, Japan and China — are set to face even higher rates tailored to each economy.

Already, Trump’s sharp 34-percent tariff on Chinese goods, set to kick in next week, triggered Beijing’s announcement of its own 34-percent tariff on US products from April 10.

Beijing also said it would sue the United States at the World

Trade Organization and restrict export of rare earth elements used in high-end medical and electronics technology. But other major trading partners held back as they digested the unfolding international standoff and fears of a recession. In Manila, the Federation of Free Farmers cautioned the government against complacency and warned the 17 percent tariff imposed by the US on Philippine exports could harm the country’s agricultural sector despite being the second lowest in Southeast Asia, next to Singapore’s 10 percent. FFF chairman Leonardo Montemayor said even if competing products from other countries become more expensive, Philippine products will still be 17 percent more expensive to American consumers, “who may then opt to stop purchasing our goods and switch to cheaper alternatives.”

He said competing countries might also provide additional support to their producers and exporters to counter the US tariff increase and maintain their competitive edge.

RODY: DON’T DELAY ICC CASE; DEFENSE TEAM NOW COMPLETE

FORMER president Rodrigo Duterte wants proceedings on his crimes against humanity case at the International Criminal Court to move swiftly and without delay, his daughter Vice President Sara Duterte said Saturday (Manila time).

The 80-year-old Duterte expressed his desire to return home, fearing he could die in detention at The Hague, the Vice President said.

“The core team is now fully completed... [The names] should be released in a public filing,” Kaufman said.

“Harry is seeking political asylum in The Netherlands and that would be wholly incompatible with employment at the Court. We wish him all the best in his future endeavors,” he added.

The Vice President, for her part, said she will soon fly back to the Philippines as the defense team of her father has already been finalized.

“My job here is done,” she said.

AI TO IMPACT 40% OF JOBS GLOBALLY

THE global artificial intelligence market is projected to reach $4.8 trillion –roughly the size of Germany’s economy – by 2033, the UN said, warning nearly half of jobs worldwide could be affected.

While AI is transforming economies and creating vast opportu nities, the technology also risks deepening existing inequalities, the UN trade and development agency UNCTAD warned in its report.

In particular, the report cautioned that “AI could impact 40 percent of jobs worldwide, offering productivity gains but also raising concerns about automation and job dis placement.”

While previous waves of technology mainly impacted blue-collar jobs, UNCTAD highlighted that knowledge-in tensive sectors would be left most exposed by AI. This means advanced economies will surely be hardesthit, it said, adding though that these economies were bet ter positioned to harness the benefits of AI than developing economies.

“The benefits of AI-driven automation often favor capital over labor, which could widen inequality and reduce the com petitive advantage of low-cost labor in developing economies,” UNCTAD said.

UNCTAD chief Rebeca Grynspan underlined the importance of ensuring people are at the center of AI development, urging stronger international cooperation to “shift the focus from technology to people, enabling coun tries to co-create a global artificial intelligence framework.”

“He wants to go back to the Philippines. He said, ‘I am an old man. I can die anytime. But I want to die in my country,’” Sara said, relaying her father’s message following a recent visit.

OMBUDSMAN DISMISSES PORAC MAYOR CAPIL OVER POGO MESS

THE Office of the Ombudsman dismissed Porac Mayor Jaime Capil for gross neglect of duty in connection with the raided illegal Philippine offshore gaming operator (POGO) hub Lucky South 99 in the town.

Ombudsman Samuel Martires, in a decision dated April 3, 2025,  approved the dismissal from service of Capil, which includes the “accessory penalties of cancellation

of eligibility, forfeiture of retirement benefits and perpetual disqualification for reemployment in government service.”

“If the penalty of dismissal

can no longer be imposed due to respondents’ separation from the service, the alternative penalty of fine corresponding to their salary for one year must be imposed payable to the Office of the Ombudsman, and may be deducted from their retirement benefits, accrued leave credits or any receivable from their office. It shall be understood that the accessory penalties attached to the principal penalty of Dismissal shall continue to be imposed,” the Ombudsman said.

It also ordered the forfeiture of Capil’s retirement benefits. He was also ordered banned perpetually from holding any public office. The case stemmed from the Department of Interior and Local Government’s filing of an administrative case against him. Capil and other local officials were previously suspended over accusations that they failed to properly oversee the business permit process and address reports of illegal activities within the POGO.

WOMEN’S COMMISSION SLAMS PASIG POLL BET’S COMMENTS

THE Philippine Commission on Women (PCW) condemned Pasig congressional candidate Ian Sia’s disparaging comments against solo parents on Saturday, labeling the remarks “discriminatory rhetoric” that has no place in public discourse.

The PCW’s statement followed a viral video from a Pasig caucus, where Sia was seen joking that he would allow single mothers to “sleep” with him once a year.

The commission commended the Commission on Elections (Comelec) for its swift response, stressing that such remarks not only demean women’s dignity but also contradict the core values of fairness and equality in the electoral process.

It also warned that Sia’s remarks may violate Comelec Resolution No. 11116, which mandates fair campaigning and prohibits

derogatory statements.

The agency reiterated the importance of upholding women’s rights, as stated in the Magna Carta of Women and related laws. In its January 2025 statement, the PCW underscored that women’s rights must be respected at all times, especially during elections.

Sia apologized for his joke, attributing blame to the video uploader. However, the PCW noted that shifting blame and claiming the remarks were meant to “liven up the crowd” reveals a deeper issue in political culture.

“Public platforms must not be used to normalize sexist humor or reinforce harmful stereotypes under the guise of entertainment,” the PCW said.

“Campaigns should serve as venues for meaningful discussions on policies and issues that directly impact the lives of Filipinos,” it added.

AFP PUSHES MODERNIZATION, FOCUSES ON MISSILE SYSTEMS

THE Armed Forces of the Philippines (AFP) is actively pursuing an accelerated modernization program focused on acquiring sophisticated missile systems, additional warships, and multi-role fighter jets. This initiative aims to establish a robust defense posture and finalize the integration of the military’s air and missile defense capabilities. The plans were revealed by AFP Chief of Staff Gen. Romeo Brawner Jr. during his recent participation in the 2025 Raisina Dialogue in New Delhi, India.

Brawner emphasized the critical need for these acquisitions to enhance the AFP’s operational capabilities and strengthen its deterrence in response to the evolving security landscape within the Indo-Pacific region.

He specifically highlighted the intention to procure more missile systems to achieve comprehensive air and missile defense integration. Furthermore, the acquisition of additional warships and multi-role fighter jets is central to building a formidable and dependable deterrent force.

A key aspect of the AFP’s modernization strategy involves fostering strong defense partnerships, with India identified as a particularly vital ally. The Philippines received its initial batch of BrahMos cruise missiles from India in April 2024. Rex Espiritu

FIVE DEAD, NINE INJURED IN MT. PROVINCE ROAD MISHAP

FIVE  people  lost their lives, and nine others were injured after their tourist van plunged off a cliff in Sadanga, Mountain Province on Friday night.

According to authorities, who are currently investigating the cause of the accident, the van fell into a 50-meter ravine and crashed into a river around 10 p.m.

Police and other rescuers who immediately rushed to the scene had to use ropes to descend the ravine and lift the passengers out. Mountain Province Provincial Police Office (MPPPO) Director Col. Ferdie Oydoc has since reminded travelers to navigate Cordillera roads with caution.

Among those who died on the spot were the driver and three passengers. Another passenger died while being transported to Bontoc General Hospital. The nine survivors were brought to the said hospital for treatment.

THE Armed Forces of the Philippines (AFP) announced Saturday the “reorganization” of the Vice Presidential Security and Protection Group (VPSPG) into the AFP Security and Protection Group (AFPSPG). This move, according to the military, is part of an ongoing effort to streamline the armed forces that began in February and has the approval of the Department of National Defense.   In a released statement, the AFP clarified that the vice president’s security unit was not disbanded but rather restructured to “unify security and protection operations.”

The reorganization aims to “ensure the continued, uninterrupted, and robust protection of the vice president within a more integrated and optimized framework.”

The AFP had previously announced the activation of the VPSPG in June 2022, an expansion of the Vice Presidential Security Detachment, to provide security for then Vice President-elect Sara Duterte.

The military highlighted that prior to June 2022, vice presidents were secured by the Security and Protection Battalion under the AFP General Headquarters and Headquarters Support Command, indicating that a dedicated military security group for the vice president was a more recent development.

The AFP asserted that the reorganized setup would be a “more efficient and effective way” of ensuring the safety and security of Vice President Duterte and future vice presidents.

The military reiterated its “full commitment” to protecting the vice president and other key government officials. It also issued an appeal to the public to “avoid spreading false or misleading information” regarding the reorganization.

“We enjoin our kababayans to use our communications platforms to promote unity, peace, and understanding, and not to sow discord, hatred, and division,” the AFP stated. Rex Espiritu

GOV’T OPENS IMMIGRATION COUNTER EXCLUSIVE FOR OFWS

THE government has announced the opening of an immigration counter at Ninoy Aquino International Airport (NAIA) - Terminal 3, exclusively for Overseas Filipino Workers (OFWs).

This counter, located next to the OFW Lounge, is part of a longterm plan by the Manila International Airport Authority (MIAA) to address the ongoing issue of crowding in the departure area. Consuelo Bungag, head of the airport media affairs division, stated that initial work for the project was conducted by MIAA before the management of airport operations was transferred to private operator New NAIA Infra Corporation (NNIC).

The new facility is an extension of the existing immigration counters at Terminal 3 and includes six additional counters. Three of these counters are fully operational, while the remaining three are in the process of being set up. To further expedite processing, 25 additional immigration officers have been deployed. Additionally, a desk from the Department of Migrant Workers is available to assist OFWs with immediate concerns, including issues related to Overseas Employment Certificates.

The adjacent OFW Lounge at Terminal 3, inaugurated in July 2024 by NNIC and managed by the Overseas Workers Welfare Administration, offers free meals, Wi-Fi, charging stations, and assistance desks. Joel E. Zurbano

SPEAKER: SUPPORT PRIVATE SECTOR

G. Romualdez vowed that he and the House of Representatives would continue working with the private sector to make the country’s economic growth sustainable and inclusive.

The leader of the 306-member House made the commitment in his remarks at the 34th biennial convention dinner of the Federation of FilipinoChinese Chambers of Commerce and Industry, Inc. (FFCCCII) Friday night, attended by 800 delegates led by the

group’s president, Cecilio Pedro.

Romualdez also commended the federation for its contributions to national development and its “enduring commitment to nation-building through entrepreneurship, civic involvement, and cultural solidarity.”

He said the country, under the leadership of President Ferdinand Marcos Jr., has posted solid economic gains despite global uncertainties.

“In 2024, we recorded one of the highest GDP growth rates in ASEAN, coupled with improved credit ratings and rising investor confidence. Inflation has been tamed, the peso remains stable, and employment is growing,” he said.

He pointed out that much of the progress has been driven by the government’s proactive and collaborative approach with the private sector, particularly organizations like the FFCCCII.

“From supporting government compliance campaigns to your flagship Operation: Barrio Schools, your federation

proves that businesses thrive best when they give back to society. You have built schools, organized medical missions, conducted relief efforts, and mobilized resources during national emergencies. You have done all these quietly and consistently - and for that, you have our admiration and gratitude,” he added.

Romualdez informed the Filipino-Chinese businessmen that the House would continue to push for reforms that will empower entrepreneurs, big and small.

He stressed that Congress is taking all these measures “because we believe that prosperity must be shared - and that our progress as a nation depends on the success of our entrepreneurs.”

The House leader said he was inspired by FFCCCII’s convention theme, “Technology, Innovation, Entrepreneurship — Key to Prosperity.”

“Indeed, these are the very foundations upon which we must build a Bagong Pilipinas - one that

is resilient, competitive, and inclusive,” he said.

AGRI DEP’T TO SET UP COUNTRY’S FIRST ONION RESEARCH CENTER

T HE Department of Agriculture

(DA) will establish the country’s first Onion Research and Extension Center to revitalize the “sibuyas” industry, with the center to be located in Bongabon, the Philippines’ leading onion producer.

In addition to the research and extension center, Agriculture secretary Francisco Tiu Laurel, J. pledged to help Bongabon’s farmers adopt new technologies to boost farm productivity, promising to allocate up to P5 million to double funding for the procurement of pheromone lures to help onion farmers combat

army worms.

“Our goal is clear - make the Philippines self-sufficient in onion production, eliminate the need for imports, and increase the income of local farmers,” the DA chief said.

He emphasized the DA’s support to strengthen technical capabilities in farmers’ cooperatives and called on Bongabon Mayor Ricardo Padilla and local government officials to actively participate in DA programs focused on food security, price stability, and combating smuggling that threatens onion farmers’ livelihoods.

While Nueva Ecija is renowned as the country’s top rice producer, it is also the leading producer of onions,

GROUPS DEMAND PLAN TO SUPPORT

FILIPINO community organizations in Washington state are demanding that the Philippine Consulate General in San Francisco outline specific measures being implemented to support Filipinos facing deportation and other pressing immigration issues in the US.

In a publicly issued letter, Migrante Seattle and Migrante sa University of Washington Medical Center announced their intention to raise these concerns directly with consulate representatives during an upcoming outreach event in Washington state this weekend.

The groups highlighted a recent surge in the number of Filipino migrants being detained by Immigration and Customs Enforcement (ICE), noting that Washington state is home to a significant detention center where Filipinos are acutely aware of the reportedly inhumane conditions.

The groups stated that detained Filipinos they have visited have reported minimal or no response from

the Philippine Consulate, alleging that they have received only unsubstantiated assurances or repeated advice to seek legal counsel after numerous unanswered calls.

Migrante Seattle and Migrante sa University of Washington Medical Center emphasized their intent to press the consulate for tangible plans to assist Filipinos currently in detention, as well as those who have already been deported or repatriated.

They questioned the consulate’s strategy for proactively informing all registered Overseas Filipino Workers (OFWs), Filipino nationals, and their families in Washington State about their rights and the specific support services the consulate can provide.

Recent data from Philippine Ambassador to the US Jose Manuel Romualdez in January indicated that 24 Filipinos had already been deported by the US, with approximately 80 more facing imminent repatriation. In response to a heightened crackdown on undocumented migrants, the Phil-

According to the Philippine Statistics Authority (PSA) 2024 data, about 12,726.11 hectares in Central Luzon were planted with onions, yielding 158,088.41 metric tons, and accounting  for 59.8% of the national output.

Bongabon contributed approximately 25% of the region’s onion production, or about 15% of the national total last year.

The onion center  will be the first of its kind in the country and will focus on combating onion pests and diseases, improving seed quality, and increasing farm yields.

reached 264,323.89 metric tons (MT)  in 2024, 4.48% higher from 2023, however still short of the projected demand of 270,000 MT  for the year.

In 2022, onion production rose to 241,033 MT, marking a 10.54 percent increase from 2021 amid record-high prices due to a supply shortage, exacerbated by delayed imports.

The Bureau of Plant Industry (BPI) estimated that monthly consumption stood at 17,000 metric tons for red onions and 4,000 metric tons for white onions.  Onion prices peaked at P700 per kilo in 2022.

United States had also established round-the-clock hotlines for Filipinos and affirmed that all Filipinos in the US possess rights regardless of their immigration status.

DSWD WORKING ON FILING CASES VS. MEN IN VIRAL CLIP DEPARTMENT of Social Welfare and Development (DSWD) Secretary Rex Gatchalian has directed concerned agency officials to coordinate with the Antipolo City’s local government unit (LGU) in filing a criminal case against a group of men who made fun of a female senior citizen as shown in a video that has since gone viral.

Gatchalian also tasked Assistant Secretary Irene Dumlao to send a DSWD team that will assist the elderly female, who is also a person with disability,  who was the subject of mockery by four men in Barangay Dela Paz in Antipolo City, Rizal in the evening of March 31. Dumlao, the DSWD spokesperson who is also with the special concerns of the  Office of the Secretary (OSEC), said those behind the mockery of the senior person with disability are liable under Republic Act 9442, an act amending RA 7277, otherwise known as the “Magna Carta For Disabled Persons.” Under RA 9442, the verbal or nonverbal ridicule and vilification against Persons with Disabilities is expressly prohibited and entails penalties of a fine of not less than Php50,000 or imprisonment of not less than six months for the first violation.

For any subsequent violation, a fine of not less than P100,000.00 but not exceeding P200,000 or imprisonment for not less than 2 years but not more than 6 years, or both at the discretion of the court.

NBI TEAM TRAVELS TO MYANMAR TO ID FATALITIES

A TEAM from the National Bureau of Investigation (NBI) is traveling to the earthquake-stricken parts of Myanmar to assist in the identification of fatalities and help locate the four still-missing Filipino nationals.

The Philippine Embassy in Yangon said experts of the NBI Disaster Victim Identification Division (NBI-DVID) would arrive in Mandalay, one of Myanmar’s worst disaster sites, on Saturday to secure tissue samples collected from unidentified remains recovered from the Sky Villa site.    Four Filipinos who remain unaccounted for are feared trapped under the rubble of the Sky Villa Condominium that was pancaked after a 7.7 magnitude earthquake hit the Southeast Asia state last week.

The embassy said the NBIDVID in Manila would also collect samples from the family members of the missing Filipinos “to ascertain indubitable identity.”    Earlier, the Department of Foreign Affairs (DFA) said most of the bodies retrieved in Mandalay were already in the advanced stage of decomposition and were cremated due to the lack of facilities and cold storage units.

LACUNA BARES NEW ‘KALINGA CENTER’ FOR MANILA CITY

MANILA Mayor Honey Lacuna has announced the upcoming inauguration of a new, ten-story “Kalinga Center” in December 2025.

This modern facility will function as a centralized hub for essential social services provided by the city hall.

The establishment of the center builds upon Lacuna’s ‘Kalinga sa Maynila’ program, which she initiated upon assuming office in 2022.

This program brings various City Hall services directly to the barangays, aiming to save residents time, money, and effort by eliminating the need to travel to the city center for common needs.

Under the ‘Kalinga sa Maynila’ program, Lacuna personally leads teams comprising heads of different city offices, bureaus, and departments to barangay outreach events. This direct engagement allows residents to have their queries, complaints, suggestions, and requests addressed immediately.

Furthermore, these events feature temporary service stalls set up by various city offices, along with job fairs, free pet vaccinations, and the provision or renewal of identification cards for senior citizens, solo parents, and persons with disabilities. Itchie G. Cabayan

YANGON — The death toll from a major earthquake in Myanmar has risen above 3,300, state media said Saturday, as the United Nations aid chief made a renewed call for the world to help the disaster-struck nation.

The March 28 quake flattened buildings and destroyed infrastructure across the country, resulting in 3,354 deaths and 4,508 people injured, with 220 others missing, according to new figures published by state media.

More than one week after the disaster, many people in the country are still without shelter, either forced to sleep outdoors because their homes were destroyed or wary of further collapses.

The new toll was announced after the country’s military junta chief Min Aung Hlaing returned from a rare foreign trip to a regional summit in Bangkok on Friday, where he met with leaders including the prime ministers of Thailand and India.

Years of fighting have left Myanmar’s economy and infrastructure in tatters, significantly hampering international efforts to provide relief since the quake.

Government data showed $1.37 bil-

lion worth of agricultural products entered the US in 2024, primarily consisting of edible fruits and nuts, animal or vegetable fats and oils, tobacco, and seafood.

“In the end, it could be our own farmers who bear the burden of these Trump-era tariffs,” Montemayor said. Trump’s latest tariffs have notable exclusions. They do not stack on recently-imposed 25-percent tariffs hitting imports of steel, aluminum, and automobiles.

Also temporarily spared are copper, pharmaceuticals, semiconductors and lumber, alongside “certain critical minerals” and energy products, the White House said.

But Trump has ordered investigations into copper and lumber, which could lead to further duties soon.

He has threatened to hit other industries like pharmaceuticals and semiconductors as well, meaning any reprieve might be limited. Trump’s new global levies mark “the most sweeping tariff hike since the Smoot-Hawley Tariff Act, the 1930 law best remembered for triggering a global trade war and deepening the Great Depression,” said the Center for Strategic and International Studies. RAT EARNS WORLD RECORD FOR SNIFFING LANDMINES IN CAMBODIA

PHNOM PENH — A landmine-hunting rat in Cambodia has set a new world record by sniffing out more than 100 mines and pieces of unexploded ordnance, a charity said Friday.

Ronin, a giant African pouched rat, has tracked down 109 landmines and 15 other potentially deadly war remnants since his deployment to northern Preah Vihear province in August 2021, the Belgian charity APOPO said in a statement.

Five-year-old Ronin has been named the most successful Mine Detection Rat (MDR) in the organization’s history.

“His exceptional accomplishments have earned him the Guinness World Records title for most landmines detected by a rat, highlighting the critical role of HeroRats in humanitarian demining,”APOPO said. Ronin beat the previous record, held by hero rodent Magawa who found 71 landmines and 38 UXOs during his five-year service before retirement in 2021. Magawa, who was awarded a gold

Ronin may have two years or more of detection work ahead of him, APOPO said.

“He’s not just an asset, he’s a valued partner and colleague,” Phanny, Ronin’s handler, said in the statement.

Cambodia remains littered with mines, discarded ammunition, and other arms from decades of war starting in the 1960s.

After more than 30 years of civil war ended in 1998, Cambodia was left as one of the most heavily mined countries in the world.

Deaths from mines and unexploded ordnance are still common, with around 20,000 fatalities since 1979, and twice that number wounded.

Two Cambodian toddlers were killed in February when a rocketpropelled grenade believed buried since the country’s civil war blew up near their homes in northwestern Siem Reap province.

Cambodia had aimed to be minefree by 2025, but the government pushed the deadline back by five years because of funding challenges and new landmine fields found along the Thai border. AFP

UNCTAD cautioned that access to AI infrastructure and expertise remained concentrated in just a few economies, with only 100 firms, mainly in the US and China, currently accounting for 40 percent of global corporate research and development spending.

“Countries should act now,” the agency said, insisting that “by investing in digital infrastructure, building capabilities, and strengthening AI governance,” they could “harness the AI potential for sustainable development”.

“AI is not just about replacing jobs,” it said, insisting the technology could “also create new industries and empower workers.”

“Investing in reskilling, upskilling, and workforce adaptation is essential to ensure AI enhances employment opportunities rather than eliminating them.”

The UN agency stressed the need for all countries to take part in discussions around how to govern AI.

“AI is shaping the world’s economic future, yet 118 countries – mostly in the Global South – are absent from major AI governance discussions,” it said.

“As AI regulation and ethical frameworks take shape, developing nations must have a seat at the table to ensure AI serves global progress, not just the interests of a few.” AFP

He added that their training is“the most vivid expression of patriotism and loyalty to the country,” according to the agency.

Images released by state media showed Kim peering through the scope of a sniper rifle that KCNA said was going to be “newly supplied to special operation units.”

Other images showed him pointing to the bullseye of a target, crouching alongside heavily camouflaged soldiers, and smiling and waving to troops.

The reverberations from Duterte’s anti-drugs campaign that killed thousands are still being felt today in the poor communities that bore the brunt, lawyer Gilbert Andres told Agence France-Presse in an interview.

“They want their voices to be heard,” said Andres, who represents victims at the ICC and is likely to play a pivotal role in an eventual trial for Duterte. There is a chance victims would be compensated financially if Duterte were to be convicted for the crime against humanity of murder, “but more importantly, it’s really truth and justice,” he said. Duterte faces ICC charges of 43 murders as a crime against humanity, but Gilbert said this number was just “emblematic” and many more victims and families were expected to come forward.

AS TECHNOLOGY reaches the countryside, grassroots individuals are finding new ways to adapt and thrive.

Such is the inspiring story of Maureen Ann Blancad, a 36-yea--old farmer from Tuguegarao, who has transformed her life and community through digital innovation.

Once a traditional farmer, she turned to vlogging to share her journey and knowledge online, showcasing the resilience and adaptability of women in agriculture.

“I started farming when my husband had an accident and couldn’t work. There was no one else to tend our land, so I took over,” she recalled.

Learning to plow, manage crops, and handle the business side of farming was challenging, but she persevered. With guidance from her husband, Blancad learned the ropes. It was tough, but she needed to stay positive for her family’s sake.

Embracing technology

Her farming knowledge took a significant leap when she joined the Scaling Up Sustainability Project, an initiative by the Philippines Partnership for Sustainable Agriculture (PPSA) in collaboration with PLDT Inc. (PLDT) and Smart Communications, Inc. (Smart).

Funded through a GlobalGiving grant in partnership with Corteva, the project aims to train 100 Filipino farmers in climate-smart agricultural practices and entrepreneurship to enhance productivity and resilience.

The project unfolds in two phases.

Phase 1 focuses on mentorship, where women farmer champions receive guidance from PPSA’s network of experts to build their expertise and develop educational materials for training others. Phase 2 consists of cascading activities, where trained farmers conduct organized training sessions, serving as resource persons for their communities.Through this initiative, Blancad was introduced to digital tools that transformed her farming methods.

FARMER- VLOGGER HARNESSES POWER OF CONNECTIVITY TO SCALE UP

“Technology has made a big difference. From online marketing to modern farming techniques, I’ve learned so much. Thanks to social media, we sell our products faster and reach more customers. Sometimes, our harvests are sold out before we even bring them to market,” Blancad said.

Empowering communities

Blancad’s success has made her a role model in her community. She is currently undergoing a three-month mentorship program on digital entrepreneurship, facilitated by PLDT and Smart, along with specialized training in water management and drip irrigation for corn and vegetables, provided by Harbest Agribusiness Corporation.

Her goal is to equip other farmers with knowledge of modern farming and the power of digital tools through her vlogs. Her vlogs, which showcase farming activities and techniques, have become a valuable resource.

“It’s a big responsibility, but I want to help other farmers embrace modern farming and utilize social media for marketing,” she explained.

Balancing her responsibilities as a farmer, vlogger, and mother of three, Blancad highlights the importance of time management.

“It’s all about balance. My children help on the farm when they’re not in school, mostly during the summer. It’s a family effort,” she said with a smile.

Smart farming

The Scaling Up Sustainability Project has been instrumental in Blancad’s growth. PLDT and Smart’s support for this program strengthens their commitment to digital inclusion through the Digital Farmers Program, implemented with the Department of Agriculture’s (DA) Agricultural Training Institute (ATII).

By incorporating digital entrepreneurship training, they equip farmers with the tools and knowledge to maximize technology for increased productivity and resilience.

Looking ahead, Blancad dreams of transforming her farm into a farm school to share her knowledge on a larger scale.

“I hope to get approval for our farm school. It’s my way of giving back to the community,” she said as she encouraged fellow farmers to embrace new technologies.

OUR column last week, addressing the alarming rise of uneducated drivers and their disregard for proper road manners, has clearly struck a nerve. The sheer volume of calls and messages we’ve received confirms a grim reality: road rage is escalating, particularly as we brace for the sweltering summer months. The recent tragic incident, where an SUV driver resorted to fatal violence against two motorcyclists, is a stark illustration of the escalating road rage plaguing our streets. As vehicle numbers surge, so does the prevalence of drivers lacking fundamental road etiquette. The once-familiar mantra of “share the road” has seemingly vanished from the collective consciousness of drivers, regardless of whether they command two wheels or four. The combination of relentless traffic and the oppressive summer heat creates a volatile atmosphere, pushing many drivers to their breaking

This provides a balance between pure electric driving range and extended range capabilities, alleviating range anxiety for potential owners. Furthermore, all Li Auto models come equipped with exceptional audio-visual systems,

advanced autonomous driving sensor technology, and superior handling capabilities. Li Auto Philippines is also emphasizing its commitment to providing comprehensive after-sales services to ensure a seamless ownership experience for Filipino customers. This includes the establishment of fastcharging facilities, a robust inventory of spare parts for timely maintenance and repairs, comprehensive warranty programs, and a strong focus on overall customer satisfaction, aiming for a top-tier ownership journey.

NEW TAGAYTAY HOUSE REIGNITES

PETECIO’S DESIRE FOR OLYMPIC GOLD

TWO-TIME Olympic boxing medalist Nesthy Petecio has made a firm promise: she won’t stop until she brings home Olympic gold.

Fresh from receiving her second home in Tagaytay City, Petecio is reigniting the same fire that once fueled her rise to Olympic glory—this time, with her eyes firmly set on the 2028 Los Angeles Olympics.

“Target ko na ngayon ang LA Olympics. Nakuha ko na ‘yung isang unit. Tutal, approved na ang boxing sa LA Olympics,” she said with renewed determination.

“Hindi hihinto hangga’t walang ginto,” she vowed. Petecio’s passion was reignited last February after the official confirmation that boxing would remain

part of the Olympic Games. The International Olympic Committee (IOC) granted provisional recognition to World Boxing and unanimously voted to retain the sport for LA 2028, ending years of uncertainty.

Petecio shared her revived Olympic dreams during the Philippine Olympic Committee’s (POC) house blessing and turnover ceremony in Tagaytay. She was one of three Paris 2024 Olympic medalists—alongside Carlos Yulo and Aira Villegas—awarded house-and-lot units in recognition of their achievements.

“I feel incredibly blessed. I even put in some of my own money to make improvements,” said Petecio, proudly giving her relatives a tour of her new home. The townhouse, located in the Prime Peak Townhouse subdivision in Barangay Silang Crossing West, Cavite, was customized with personal touches she had requested weeks before receiving the keys.

A trailblazer in Philippine boxing, Petecio began her journey in the sport at age 11. She made history with a silver medal win at the Tokyo 2020 Olympics, becoming the first Filipina boxer to achieve such

SLOVENIA-BASED BONCINA JOINS

PH ORIENTEERING TEAM IN ISF U15 GYMNASIADE

THE Orienteering National Team is set to compete in the ISF U15 Gymnasiade, organized by the International School Sports Federation, in Zlatibor, Serbia, from April 4 to 14, 2025. Representing the Philippines are three promising young athletes: Vianez Bončina, 12, from Slovenia; and Julia Allen Mendoza and Samuel Etan Jamero, both 13, from Manila. These young orienteers are determined to bring honor to the country as they take on the challenge of this prestigious international event.

Spotlight inevitably falls on Bončina. Born on December 29, 2012, in Taytay, Philippines, Bončina has a unique multicultural background. Just six months after her birth, her family moved to mainland China due to her father’s work. Her father is Slovenian, and her mother is Filipina—making Bončina a proud blend of two rich cultures. After a brief stay in China, the family

relocated permanently to Slovenia, where she grew up.

From an early age, Bončina showed a natural curiosity and adaptability, thriving even as her family moved across borders.

She began kindergarten at just one year old and soon revealed her artistic air. Her paintings were displayed at a cultural gallery in Ljubljana, Slovenia’s capital, re ecting a precocious talent and creative spirit. Her childhood has been lled with a rich variety of extracurricular pursuits. Bončina immersed herself in ballet, rhythmic gymnastics, athletics, music theory, violin, and orienteering—each one embraced with dedication.

She is currently in the fourth level of ballet and performs regularly in theater productions. As a rhythmic gymnast, she has earned two secondplace nishes and a third-place award in national school competitions.

In music, Bončina plays the violin and participates in biannual perfor-

an honor. She followed that up with a bronze medal at the Paris 2024 Games.

When she received her first home in Tagaytay four years ago, she selflessly gave it to her sister, Nicezza. Now, with a second home and a renewed dream, Petecio is once again setting her sights on Olympic greatness. “Nakahanda na ang pang-LA. Dalawa na ‘yan. Pero kayang maging lima,” said POC President and Tagaytay City Mayor Abraham Tolentino, referring to the homes given as motivation for athletes to dream bigger and reach higher.

But it is orienteering—a sport that blends navigation and endurance— that holds a special place in her heart.

Inspired by her father, a seasoned orienteer, VBončina has competed across 26 European countries, collecting 30 medals along the way. Her most notable triumph came in Estonia, where she secured rst place in a public race.

Recognizing her outstanding achievements and potential, FESSAP Philippines selected Bončina to represent the nation in the upcoming ISF Gymnasiade. She will make history as the rst Filipina to compete in the Women’s 12 Orienteering category at this esteemed international event. Despite her many accomplishments, Bončina remains grounded. She is a sixth-grade student who continues to excel academically while maintaining her vibrant, cheerful spirit. Whether navigating challenging trails or gracing a stage with her ballet troupe, Bončina brings a joyful energy and unshakable determination to all she does.

ESCALATORS are common features in most modern buildings, from shopping malls to train stations to airports. While they offer convenience, especially in crowded spaces, escalators can pose serious risks to pets, particularly dogs. Their moving stairs, edges, and powerful mechanisms can be hazardous if pets are not properly managed. For pet owners, it is important to understand these risks and take proper precautions to ensure their dogs’ safety.

Potential Dangers

Escalators come with several risks that may not be apparent to pet owners. Understanding these hazards is the first step toward preventing accidents and keeping dogs safe.

In the article “The Danger of Dogs on Escalators” published in the Pet Pal website, Allen Nelson reminds owners of the dangers that escalators may cause:

1. Escalator Steps and Mechanism

Escalators work by moving steps in a continuous loop. To those with small paws like dogs and cats, or those who are not accustomed to escalators, this can be dangerous. Dogs can get their paws or claws caught in the escalator’s steps or between the steps and the side edges. Even larger dogs can be at risk if their paws or tails get too close to the moving parts.

2. Panic and Anxiety

Many dogs experience anxiety or fear when faced with the unfamiliar feeling of moving stairs. The constant motion of the escalator can unnerve a dog. Dogs who are scared may panic, leading to sudden movements that increase the risk of injury, such as tripping, falling, or even jumping off unexpectedly.

3. Crowds and Distractions

Escalators are often located in busy areas, such as shopping malls or transit stations, where there can be a lot of foot traffic. Crowded environments can create distractions for dogs, making it harder for pet owners to maintain control of their pets.

4. Uncontrolled Descent or Ascent

When riding an escalator, dogs may not be able to maintain their balance or position, especially if they are not accustomed to the movement. This can lead to accidental falls or slips, potentially causing serious injuries.

Real Life Incidents

In a tragic incident in the UK, a dog’s paw became caught in the escalator mechanism, leading to severe injuries. The small dog, accompanied by its owner, was riding an escalator when it slipped and its paw got wedged between the steps and the comb. This incident underscores the danger posed

PETS

TIPS FOR DOG'S SAFETY ON ESCALATORS

by moving escalator parts and the importance of keeping pets close and controlled. In another incident in California, a small dog

was trapped by an escalator in a shopping mall. The dog’s leash became entangled in the moving stairs, and the dog was dragged toward the

escalator comb. This incident raised awareness about the risks posed by leashes and collars in combination with escalators, as the moving steps can easily catch a leash or harness.

These incidents reveal the risks involved when dogs are not carefully monitored or controlled while using escalators. While these situations are tragic, they serve as valuable reminders of the importance of vigilance and caution.

How to Ensure Your Dog’s Safety

There are several ways to keep dogs safe while using escalators. According to Nelson, here are some key safety tips:

1. Avoid Using Escalators

To keep your dog safe, avoid using escalators and choose elevators instead. Most public spaces and malls offer elevators, providing a safer option for pets.

2. Keep Your Dog on a Leash

If you must use an escalator, always keep your dog on a short leash to maintain control. A tight leash will help prevent your dog from getting too close to the moving steps and will also help keep them from darting off or jumping unexpectedly.

3. Stand Behind Your Dog

When boarding an escalator with your dog, position yourself behind your dog, with your body between them and the moving steps. This will prevent your dog from accidentally stepping backward onto the escalator or being pulled in by the moving stairs.

4. Lift Small Dogs

If you have a small dog, it is safest to lift them onto the escalator to avoid any risk of their paws getting caught in the moving mechanism. Holding your dog securely in your arms or using a pet carrier while on the escalator is a good way to minimize risk.

5. Be Mindful of Crowds

Escalators are often located in crowded areas, which can create distractions for both you and your dog. Be aware of your surroundings and avoid rushing or pushing through the crowd.

6. Teach Your Dog to Stay Calm

If your dog is anxious about escalators, it may be helpful to train them gradually to become more comfortable with the movement. Start by exposing your dog to the escalator in a controlled environment, and reward them for calm behavior.

REGISTERED nutritionist-dietitian Jo Sebastian has made the case for why potatoes deserve a spot on your plate.

The TikTok-famous personality is known for making nutrition fun, easy, and accessible to help Filipinos build healthy relationships with food and their bodies.

This is why Potatoes USA, the national marketing and research organization that represents the 2,000 commercial potato farmers operating in America, recently enlisted Sebastian's help to make Filipinos realize just how cool potatoes are.

In an hourlong presentation during the Potatoes USA media event held at the Makati ShangriLa Hotel earlier this month, the University of the Philippines Diliman community nutrition graduate explained the value of potatoes in detail—as if it were her very own thesis defense. According to her, potatoes are nutrient-dense, fueling the brain and body with quality complex carbs.

In fact, the spud is a "nutritional powerhouse" with vitamin C (27 mg or 30% DV), potassium (620 mg or 15% DV), fiber (2 grams or 7% DV), vitamin B6 (0.2 mg or 10% DV), iron (1.1 mg or 6% DV), and plant-based protein (3 grams)—all for only 110 calories!

Complex carbs likewise make one feel full for an extended duration as these take longer to digest and absorb than simple carbs.

Not to mention, Sebastian said, potatoes are affordable, easy to prepare, and fit into a healthy Filipino diet. They are likewise versatile since they can be enjoyed in different ways and paired with local flavors.

CRA INGS

VINGS

"In the Philippines, potatoes are a staple in everyday home cooking. Potatoes are often used in hearty, nourishing dishes like afritada, caldereta, menudo, and many, many more!" Sebastian said.

"Many Filipino households use potatoes as an affordable ingredient in dishes like tortang patatas and even lumpiang shanghai," she added.

To give Filipinos an idea of how to plan meals to incorporate potatoes, she gave a sample day's menu.

This consists of tortang patatas with itlog na pula for breakfast, chicken afritada with extra potatoes for lunch, baked kamote and potato fries for snacks, and rice with grilled fish and ensaladang talong for dinner.

DAVID ARCHULETA ON SELF ACCEPTANCE, HEALING TROUGH MUSIC

SINCE publicly coming out in 2021, American singer David Archuleta has slowly been rewriting not just his story, but his understanding of faith, love, and healing.

The “Crush” singer, who first rose to fame as a finalist on American Idol in 2008, has become a voice for LGBTQ+ individuals navigating religious spaces and communities.

In a recent online press conference for his latest single “Crème Brulée,” David opened up about how songwriting has become a deeply spiritual act of self-acceptance after years of finding his identity.

“I was able to show the part of me that I was always ashamed of and I used to write about being ashamed. I just never said what I was ashamed of,” David told Manila Standard Entertainment

For most of his career, David’s lyrics were shaped by what he

FOR beauty queen Annabelle Mae

McDonnell, the journey to the Binibining Pilipinas crown is more than a competition— it’s personal.

At 24, the Iligan City representative is no stranger to the pageant world, having already made her mark on the international stage. But as she enters the 61st edition of Bb. Pilipinas, McDonnell said she’s back not out of obligation, but out of purpose.

“I could stop my pageant career if I wanted to. But I felt like I still have so many things to apply—things I’ve learned from my last international pageant. It would be such a waste not to,” McDonnell told Manila Standard Entertainment during the announcement of the official candidates for the Binibining Pilipinas Pageant 2025. McDonnell, who trains under the Aces and Queens camp, admitted that while the core preparations remain the same, which are refining her Q&A and runway skills, she’s also focusing on becoming more concise and confident.

“I have this habit of being a little bit madaldal

described as a low view of himself. He often wrote about anxiety, internal struggle, and pleas for divine guidance—songs that connected with fans but secretly revealed his struggle with his sexuality.

“And a lot of the anxiety, the stress, the looking at myself in a very low way, I would write about all the time. Some of my music, even spiritual music, was about the struggle I felt asking God to help me overcome my problem that I thought I had. And it was interesting because a lot of people would relate to it in different ways. But they didn’t know that I was talking about my sexuality,” he continued.

“I kept praying and having faith that I would be healed. Then I think I kind of just had this closing healing like, okay, it’s time to close the door of feeling ashamed,” the

34-year-old singer said.

That emotional turning point became the foundation for “Hell Together,” a 2023 single he described that marked a shift in how he approached both his music and his identity.

“I am afraid of moving forward. I am letting go of these things that were so meaningful to me all my life. But I know I need to do it. And it’s time to move on,” added David. What followed was an awakening that surprised even him. The healing he had spent years praying for didn’t come from changing who he was—but from accepting himself fully.

“And the way of feeling healed was not in the way I expected it because I thought I needed to get rid of me. Actually, I just had to accept and love me. And that was how the healing happened,” he shared.

The journey hasn’t been easy, especially coming from a faith community that, for much of his life, taught him that being gay was something to suppress or correct. David has since stepped away from the church, though he maintains close relationships with friends who remain active in the faith.

“There’s a lot more understanding than even in the last few years,” he said, pointing to figures like Charlie Bird, the former Brigham Young University mascot who came out publicly in his book Without the Mask

Charlie’s openness helped David realize that queerness wasn’t something shameful, but something filled with beauty, empathy, and creativity—qualities he now embraces as part of his own identity.

“For a lot of us who grew up in the church, we were told something

so I need to polish my answers more,” she said.

Though this year’s edition of Bb. Pilipinas promised a few changes, but McDonnell believed its essence remained unchanged.

“They’re still looking for a Filipina who’s eloquent, accomplished, and confident enough to uplift her community. And I think I’m that woman,” McDonell stated with confidence.

Beyond the stage, the 24-year-old stunner is eager to bond with fellow candidates.

“I’m sure we’ll have so much chikahan and late-night girl talk. I’ve reconnected with friends from different provinces and it’s so nice to make new ones, too,” she shared.

Reflecting on her decision to compete again, she shared a message for anyone in the throes of doubt.

“This is for everyone with unfinished business, for those in their quarter-life crisis. Go for your dream. The biggest regret is not trying,” said McDonnell.

else. But the narrative is changing. And it needs to change,” he stated.

When asked what his message to others who feel caught between faith and identity is clear, David said, “Just because you are gay, or bisexual, or trans, or queer in any way, you are a beautiful person. And I hope you can see yourself.”

“You were made, created divinely and beautifully, and you are here as you should be,” he added.

Though he now considers himself agnostic, David still remembers a moment during prayer that changed everything. He had been pleading with God to take away his feelings when a different voice came through.

“I felt that feeling I always knew as God saying, ‘Stop asking me this. You are as you’re supposed to be. And I need you to see you the way I see you’,” shared David.

NEXT-GEN TELECOM TECH TO STUDENTS

PLDT Inc. and its wireless unit, Smart Communications, have been testing next-generation telecom technologies while introducing students to advancements in the industry.

More than 200 students from across the Philippines visited the PLDT and Smart Technolab in the first quarter, including those from Bulacan State University (BulSU) Meneses campus, the University of San Agustin in Iloilo, and De La Salle University in Manila. The students explored new technologies and extended reality applications at the company’s innovation facility.

“The exposure to these technologies will help us prepare for our future work,” said Jaina Mae Jumaquio , a fourth-year student at BulSU. Her classmate, Louisse Angelo Sapaula, said he was most interested in smart home applications of the Internet of Things.

Radames Zalameda , Smart’s head of wireless network strategy, said the Technolab helps the company assess emerging technologies and engage with future industry professionals.

ALO, a Los Angeles-based premium fashion and lifestyle brand, is set to open its first store in the Philippines in partnership with local retailer SSI Group Inc., the company said early this week.

The store, located at Greenbelt 5 in Makati, is expected to open in the second quarter of 2025 as Alo expands into the Philippine market.

The brand, known for its luxury activewear, aims to cater to the country’s growing demand for performance and lifestyle

“Bringing Alo Yoga to the Philippines reflects our commitment to offering world-class brands that resonate with the evolving lifestyles of Filipino consumers,”

“The PLDT and Smart Technolab plays a critical role in helping the PLDT Group decide which upcoming technologies to pursue. It gives us the opportunity to explore digital innovations that are not yet available commercially, and see how they could enhance customer experience,” said Zalameda. “These opportunities to meet with next-generation leaders is the best part of this project. We hope they’ll explore careers in telco in the future.”

Located in Makati, the facility is operated by PLDT Group’s Network Strategy and Transformation Office and focuses on innovations such as Open Radio Access Network (ORAN), non-terrestrial networks, and cloud-based home automation.

The initiative is part of PLDT’s broader efforts to support innovation and education, aligning with United Nations Sustainable Development Goals on quality education and industry advancement.

will feature Alo’s collections for women, men, and unisex categories, including loungewear and performance apparel. The launch is part of Alo’s broader international expansion, with plans to establish more stores in key global cities.

The leading premium lifestyle brand also launches the “Wellness Begins with Self-Love” campaign in collaboration with its global ambassador Jin of BTS

Jin partners with Alo Yoga for the “Wellness Begins with Self-Love” campaign, emphasizing balance and self-care.

“I feel my best when I’m true to myself and in tune with my body,” he said, adding that the campaign encourages positivity and finding personal balance.

“We’re thrilled to partner with Jin for the ‘Wellness Begins with Self-Love’ campaign,” said Summer Nacewicz, EVP of Creative and Marketing at Alo Yoga.

“Jin’s authenticity resonates deeply with our community. This campaign is a celebration of self-love as the foundation of true wellness, and we hope it inspires individuals around the globe to embrace balance, positivity, and their own unique journeys,” Nacewicz added.

The “Wellness Begins with Self-Love” campaign supports Alo Yoga’s mission to merge fashion, function, and mindfulness while promoting self-care. It also paves the way for the opening of Alo’s flagship sanctuary in Dosak Park, Seoul—a six-story, 6,000-squarefoot space set to debut in the
