HE official voting period for overseas Filipino voters began yesterday, with six expatriates in Singapore being the first to cast their votes for the May midterm elections through internet voting, according to the Commission on Elections (Comelec).

Total hunger—defined as the combined experience of moderate and severe hunger—has been on a steady rise since January 2025, when it was at 22.3% among selfidentified poor households.

The survey also noted a slight increase in hunger among non-poor families, climbing from 16.2% in February to 18.3% in March. This figure has also risen consistently since January, when it stood at 10%.

Meanwhile, a separate commissioned SWS survey conducted in March reported that 27.2% of Filipino families experienced involuntary hunger—defined as being hungry and having nothing to eat—at least once in the past three months. This marked a slight increase from 25.9% in December 2024.

Findings from the same Stratbase-SWS survey revealed a marginal rise in the number of Filipino families who consider themselves poor, from 51% in February to 52% in March. This translates to an estimated increase from 14.3 million to 14.4 million families.

The SWS attributed the 1-point uptick in nationwide self-rated poverty to slight increases in the Visayas and Balance Luzon, which offset small declines in Mindanao and Metro Manila.

Regionally, self-rated poverty remained highest in the Visayas at 62%, followed by Mindanao at 60%, Balance Luzon at 46%, and Metro Manila at 41%.

The share of families identifying as borderline poor slightly declined from 13% in February to 12% in March, continuing a downward trend from 14% in January.

Meanwhile, the percentage of households that rated themselves as not poor held steady at a recordhigh 36% for the third consecutive month.

The Stratbase-SWS survey was conducted from March 15 to 20, 2025, through face-to-face interviews with 1,800 registered voters aged 18 and above across the country. The survey has a sampling margin of error of ±2.31% nationwide, ±3.27% in Balance Luzon, and ±5.66% in Metro Manila, the Visayas, and Mindanao.

THE state weather bureau forecasts generally fair weather on Holy Monday with occasional localized thunderstorms attributed to the frontal system in extreme northern Luzon and the easterlies for the rest of the country.

According to weather specialist Veronica Torres, Filipinos will continue to feel “hot and humid” climate early this week as the Philippine Atmospheric Geophysical and Astronomical Services Administration (PAGASA) has not monitored any low pressure area. Torres said the frontal system, or the transition zone between two different air masses at the Earth’s surface, will bring cloudy skies and rains over Batanes, Cagayan—including Babuyan Islands—Apayao and Isabela. The easterlies, meanwhile, or trade winds from the east will be responsible for the cloudy skies with isolated rain showers across Metro Manila and the rest of the country. PAGASA urges Filipinos who will go out to protect themselves against possible moderate to at times heavy rains.

Torres said the temperature outlook for Metro Manila and other major cities nationwide will likely range between 25 degrees Celsius (°C) to at least 34°C over the next three days.

Meanwhile, the National Capital Region Police Office (NCRPO) announced that some 10,000 police officers and force multipliers will be deployed across Metro Manila to ensure public safety over the Holy Week.

NCRPO chief, Major Gen. Anthony Aberin said that 1,071 police officers will be stationed at 300 churches, 791 along major roads managing traffic, 399 officers at transport hubs, 592 in malls and business centers, and 982 in parks and recreational spaces.

Additionally, 286 cops will be stationed at entry points in NCR, 647 will be manning checkpoints, and over 2,000 policemen will be on foot patrol in strategic locations.

“We will have 24/7 security coverage. Our target is to secure key locations, from serene places of worship to bustling transport terminals and busy commercial areas,” Aberin said. The mass deployment of security personnel begins today.

As this developed, the Department of Health on Sunday activated a nationwide ‘Code White Alert’ to ensure readiness for medical emergencies and urged Filipinos to observe a safe and healthy Holy Week, as millions travel to different places for religious activities and family gatherings.

DSWD releases P399m for indigent seniors

THE Department of Social Welfare and Development (DSWD) has released over P399 million in social pension to indigent senior citizens in Western Visayas during the first quarter of 2025, providing essential support to more than 133,000 elderly beneficiaries in the region. Under the Social Pension (SocPen) Program, 133,220 senior citizens aged 60 and above received a quarterly stipend of P3,000. This follows the increase in the monthly payout from P500 to P1,000, as mandated by Republic Act 11916, which took effect in January 2024. The total disbursement of P399,660,000 was completed as of March 2025. Iloilo province recorded the highest number of beneficiaries at 61,587, receiving P184,761,000. Capiz followed with 22,308 beneficiaries and P66,924,000 disbursed. Negros Occidental had 15,318 recipients with P45,954,000, while Iloilo City assisted 13,647 elderly with P40,941,000.

The PCG said it will maintain heightened alert and strict security at ports throughout the observance of Holy Week. At the Parañaque Integrated Terminal Exchange (PITX), over two million land travelers are expected in the coming days, with 165,000 passengers recorded since April 9, according to PITX spokesperson Jason Salvador. Trips to Bicol are fully booked, though standby buses and personnel are ready if needed.

Meanwhile, Ninoy Aquino International Airport (NAIA) is bracing for over 1.18 million passengers from April 13 to 20—a 14.23% increase from last year. Flight movements are also projected to

rise from 6,537 to 6,724. Good Friday, April 18, is expected to be the busiest day, with 851 flights. The Civil Aviation Authority of the Philippines (CAAP) has placed all 44 airports under its jurisdiction on heightened alert, anticipating a 7–10% increase in passenger volume. Philippine Airlines advised travelers to arrive at NAIA Terminal 2 three to four hours before domestic flights, and four to five hours early for international flights at Terminal 1, citing heavy traffic in key cities.

Passengers were also reminded to follow new regulations on power banks: lithium-ion devices are banned in checked baggage. Power banks under 100 Wh are allowed in carry-on luggage; those between 100 Wh and 160 Wh require airline approval; anything above 160 Wh is strictly prohibited.

THE Department of Public Works and Highways (DPWH) has reached a major milestone in constructing the 2.3-kilometer twin-tube tunnel, set to become the longest road mountain tunnel in the Philippines.

This key infrastructure is part of the 45.5-kilometer, four-lane Davao City Bypass Construction Project (DCBCP).

The project is a flagship initiative under President Ferdinand R. Marcos Jr.’s “Build Better More” program, which aims to modernize the country’s transport network and promote inclusive development, aligned with the broader vision of Bagong Pilipinas.

DPWH Senior Undersecretary Emil K. Sadain reported that the north and south portal ends of the northbound tunnel have now been successfully connected. Located in mountainous terrain, the DCBCP

promises a safer and more efficient alternative route that will ease traffic in Davao City and improve regional connectivity.

In his update to DPWH Secretary Manuel M. Bonoan, Sadain noted that the excavation of the southbound tunnel is now 91 percent complete, with just 202 meters remaining. The entire bypass road is funded through a combination of a loan from the Japan International Cooperation Agency (JICA) and local government funds. It stretches from Barangay Sirawan in Toril, Davao City, to Barangay J.P. Laurel in Panabo City. On April 11, 2025, Sadain led an inspection of the tunnel under Contract Package (CP) I-1, covering 10.7 kilometers and now 58.7 percent complete. The segment is being built by the Shimizu-Ulticon-Takenaka joint venture.

CBCP to consecrate nation to Divine Mercy on April 27

CIDG raids Makati POGO hub, arrests 86 alien ‘scammers’

THE Philippine National Police-Criminal Investigation and Detection Group (PNP-CIDG) has arrested 86 foreign nationals in a raid conducted on a condominium unit serving as a Philippine Offshore Gaming Operators (POGO) hub in Makati City.

According to the CIDG, the raid was conducted under a Bureau of Immigration (BI) mission order against a Chinese national allegedly engaged in human trafficking.

The operation was initiated based on a complaint by a Filipina with a Chinese friend who was a victim of illegal activities and. The complaint led to the operation which netted the 86 aliens who were rounded up at the POGO hub on Senador Gil Puyat Ave. in Makati.

“The operation stemmed from a complaint and request for police assistance from a Filipina on behalf of her Chinese friend, who allegedly sent her a distress

message seeking help from the Philippine government,” the CIDG said.

“The Chinese friend alleged that he was illegally detained, held against his will and prohibited from leaving the premises [of] his workplace,” it added. The apprehended group consisted of 82 Chinese, three Vietnamese and one Malaysian national.

One of them was a Chinese identified only as alias Tran, an administrative staff at the POGO hub. Charges of violating the ‘Expanded Anti-Trafficking in Persons Act would be filed against the suspects.

According to the CIDG, the Pogo facility specialized in scams under the guise of an “e-commerce” operation, tricking users into giving personal information. The CIDG said the foreigners were placed in the custody of the BI Fugitive Search Unit for documentation and further investigation for possible violations of laws and the Philippine Immigration Act and other laws.

IF THERE is any commonality between Filipino and American voters, it is this: both are “nabudol,” street patois for “fooled”.

US voters thought their America would be great again when they voted for the Donald last November. Filipinos in 2022 had a menu of reasons for voting Marcos Junior.

Many were fooled by the promise that a kilo of rice would be brought down to 20 pesos. The poor thought the so-called Tallano gold would be apportioned to the population, clearly fake news. Or that what was stolen during the years of plunder would be returned to the economy.

Still many more believed the vaunted “Uniteam” between a resurgent Marcos dynasty and a strong Duterte brand would mean 12 continuous years of “unity,” panacea to a diminishing quality of life saved only by OFWs and BPOs.

The most ardent supporters of Trump are in the agricultural sector of the Midwest and South. They thought that with Trump’s penchant for protectionism, their farm and livestock produce would get better prices. His disdain for climate change made the oil-producing states giddy with joy as they ululated with him on “drill, baby, drill.”

But his tariffs, his favorite word in the dictionary, is pushing America back into a mercantilist period that would only mean higher inflation, less markets for agricultural produce as China shifts to other sources, and is likely to result in an economic recession.

He has made a 90-day pause on his tariff war, but who knows what will happen after. The Donald’s erratic policies have discombobulated world trade, and the entire world will feel its impact.

In the Philippine economy, where growth benefits are only for a few while the rest wallow in misery owing to underemployment and high food prices, little impact is expected with Trump’s “war” against China and the rest of the world..

Our trade volume is low to begin with, and FDI’s will not come in droves even if Vietnam, Thailand, Malaysia and Indonesia are being punished with more US tariffs because the diseconomies of investing in our country are far greater than the other Asean nations.

Highlights at the show in Osaka until mid-October include a Mars meteorite, a beating artificial heart grown from stem cells and Hello Kitty figures in algae form.

Surrounding most of the pavilions —a chance for architects’ fancies to run wild -- is the world’s largest wooden structure, the “Grand Ring”. Its creator Sou Fujimoto told AFP that Expo is a “precious opportunity where so many different cultures... and countries come together in one place to create diversity and unity”.

Prime Minister Shigeru Ishiba also said the event would help bring a sense of unity in a “divided society.”

“Through Expo, we would like to restore a sense of unity in the world once again,” Ishiba told reporters.

But with conflicts raging and US President Donald Trump’s tariffs causing economic turmoil, that may be optimistic.

“Not for sale” states a yellow and blue sign over Ukraine’s booth -- echoing defiant comments from leader Volodymyr Zelensky about the war with Russia, which is absent at Expo 2025.

MANDALAY, Myanmar—Thousands marked the start of Myanmar’s water festival on Sunday in the ruins of last month’s earthquake, with the country’s most raucous holiday muted by the tragedy of the tremor.

The “Thingyan” festival typically celebrates Myanmar’s new year with water-splashing rituals symbolizing cleansing and renewal, but the central cities of Mandalay and Sagaing lie devastated from the 7.7-magnitude quake. Two weeks on from the disaster which killed more than 3,600, hundreds are still living in tent encampments peppered among pancaked apartment blocks, razed tea shops and demolished hotels.

Many still lack working latrines and need to queue for drinking water, and the weather forecast for heavy rains has them fretting over their makeshift homes.

Early on Sunday families were buying clay pots and plant sprigs customarily placed inside homes to welcome the new year -- even though some had nowhere to put them.

“Everyone is in trouble this year,” said 55-year-old Ma Phyu, camping with nine family members north of Mandalay’s quake-damaged Royal Palace.

“I have to prepare the pot with the flowers because it is our tradition. But my heart is heavy.”

The children in her family had been ordered not to splash water in the street for fear their neighbours would criticise them for celebrating as the city mourns.

Myanmar’s ruling military junta has commanded the five-day festival to have no music or dance.

Since the March 28 quake Mandalay temperatures have soared up to a parching 44 degrees Celsius (111 Fahrenheit) while at night tent-dwellers are needled by mosquitos before rising at dawn to line up for aid.

After a heartbreaking loss to the reigning champions National University Bulldogs last Wednesday, the Fighting Maroons capitalized on their opportunity in the ninth inning to climb into a tie for third place with Adamson at 4-5. Both UP and Adamson are now just one win ahead of University of Santo Tomas (3-5), which is still in the running for the last two spots in the semifinals. The game mirrored the two teams’ first-round encounter, where Adamson staged a dramatic ninth-inning comeback to snatch victory.

This time, it was UP that emerged victorious in a similarly tense final frame. Down by three runs heading into the ninth inning, the Fighting Maroons seized the moment.

Ennis downs Stanionis to unify IBF, WBA welter belts

NEW YORK—Undefeated Jaron Ennis stopped Eimantas Stanionis with a sixthround technical knockout to successfully unify the IBF and WBA welterweight belts in a bruising world title fight on Saturday. AMID the Petro Gazz Angels’ hard-earned rise to the Premier Volleyball League AllFilipino crown, a storm of unwarranted doubt tried to cloud their triumph. But instead of succumbing, Brooke Van Sickle and MJ Phillips responded the only way they knew how – with brilliance on the court and grace off it.

Their historic Game 3 win over the Creamline Cool Smashers was more than just a championship clincher – it was a masterclass in composure and excellence. Yet, while Petro Gazz celebrated its first-ever All-Filipino title, murmurs about the identities of Van Sickle and Phillips grew louder, driven by fans reluctant to accept the changing tides of the sport.

Despite both players holding Filipino citizenship and proudly tracing their roots to Zambales and Ilocos Sur, detractors questioned their place in the tournament. But the numbers – and their impact – told a different story.

Van Sickle, a dynamic outside hitter from Hilo, Hawaii, dropped 21 points on 17 attacks, added two aces and two kill blocks, and showed off her all-around skill with 18 excellent receptions and 9 excellent digs – a performance that earned her the tournament MVP award.

Market inspection teams comprising of DA and DTI officials, the Philippine National Police (PNP), concerned local government units (LGUs), Bureau of Animal Industry (BAI), National Meat Inspection Service (NMIS) and Food Terminal Inc. (FTI) were deployed to inspect both public and private markets throughout Metro Manila.

The DA said it enforced MSRPs for basic commodities in the NCR such that pork liempo is priced at P380 per kilogram; pork kasim or pigue at P350 per kilo; and 5-percent imported rice at P45.

DA assistant secretary for agribusiness, marketing and consumer affairs Bebang Guevarra recently led a monitoring operation, personally checking the prices of rice and meat in various markets across Metro Manila.

“During our market visits, we found liempo being sold at P420 to P440 per kilo and kasim or pigue at P370 to P380, prices that clearly exceed the MSRPs. This is concerning, especially since the current farmgate price of pork remains around P250 to P255 per kilo,” she said. Hog producers, in consultations with Agriculture Secretary Francisco Tiu Laurel Jr., pledged to cap farmgate prices at P230 per kg. to help stabilize retail pork prices.

Guevarra said while enforcement remains a priority, the primary goal of the inspections is to foster collaboration with vendors.

She urged market retailers to follow the government’s pricing guidelines, particularly in light of the recent reductions in delivery costs.

As part of the broader Bantay Presyo campaign, the DA, together with officials from NMIS and BAI, is also leading a comprehensive review of the pork value chain, from farmgate to consumer.

It said the Clark to Calamba travel would be shortened from the four hours via road.

“NSCR is a comfortable, accessible, affordable, safe and environmentfriendly rail transport that will positively impact our transport sector and the economy– generating jobs and

decongesting Metro Manila traffic,” the DOTr said.

A flagship project under the “Build Better More” program, it is a mega railway network spanning 148 km., with 37 stations and 464 train cars and encompassing three segments―the PNR Clark Phase 1 (Tutuban-Malolos), PNR Clark Phase 2 (Malolos-Clark) and PNR Calamba (Solis-Calamba).

The mass transport project will run across 26 cities and municipalities in Central Luzon, the National Capital Region and Calabarzon.

The project aims to serve over 800,000 passengers daily once it becomes fully operational.

TWO years ago, the Asia United Bank (AUB) elected 52-year-old Jonathan Ng as chairman. He is the second son of Jacinto Ng Sr., founder of AUB and the Republic Biscuit Corp. (Rebisco).

market seen moving sideways with upward bias

PHILIPPINE stocks are expected to move sideways up, with upward bias in this shortened trading week on possible bargain-hunting.

Financial markets will be closed Thursday and Friday.

“At its current position, the market is deemed to be at attractive levels. Hence, we may see episodes of bargain hunting,” Philstocks Financial Inc. research head Japhet Tantiangco said.

“Hopes of further easing by the Bangko Sentral ng Pilipinas moving forward may also compel investors to take positions next week. However, worries over the global economy amid the US’ protectionist policies and the possibility of retaliation by other countries may continue to weigh on sentiment,” he said.

The BSP on Thursday lowered its key interest rate by 25 basis points to 5.5 percent, while hinting at further monetary easing amid global economic challenges.

He said investors were also expected to maintain a cautious stance as they take into consideration the uncertainties on the days the market is closed.

Chartwise, the local market’s support is still seen at 6,000 and resistance at 6,400.

The Philippine Stock Exchange Index (PSEi) barely moved last week to close at 6,082.44, while the broader all shares-index declined by 0.60 percent to 3,621.76.

Meralco, French utility tie up for nuclear energy

POWER retailer Manila Electric Co. (Meralco) signed a strategic collaboration with state-controlled French multinational electric utility company Electricité de France SA (EDF) to explore the potential of nuclear energy deployment in the Philippines.

“One of Philippine government’s key objectives is to achieve greater energy security for our country and nuclear power is one viable path toward that goal. We see this cooperation as a significant first step for Meralco, and we are committed to taking a leadership role in advancing nuclear energy in the Philippines. We look forward to deepening our collaboration with France in this crucial area,” Meralco chairman and chief executive Manuel Pangilinan said in a statement over the weekend.

Meralco signed a two-year memorandum of cooperation with EDF where the latter will provide technical and strategic support to Meralco for a feasibility study focused on site activities, power system integration, and the economic viability of nuclear power in the nation’s energy mix.

EDF will also deliver training sessions on nuclear reactor technology and nuclear project management.

NLEX to open new entry plaza in Valenzuela in April

NLEX Corp. said a new entry point to North Luzon Expressway (NLEX) from northern Valenzuela is set to open this month to improve traffic flow in the city’s major roads.

Valenzuela City Mayor Wes Gatchalian, Toll Regulatory Board (TRB) regulation division chief Joz Carlos Ordillano and NLEX officer-in-charge and Metro Pacific Tollways Corp. chief finance officer Luis Reñon led the inaugural drive-thru of NLEX Lingunan Southbound Entry, a new 491-meter-long one-lane entry ramp.

“Set to open this month, the new entry plaza will help ease traffic flow at the highly congested Valenzuela/Paso de Blas Interchange, where all the local roads converge. This development is expected to provide relief to the barangays of Lawang Bato, Lingunan, Punturin, Canumay East, and Canumay West,” Reñon said.

“We hope to provide ease for all motorists and aid businesses in facilitating faster movement of goods and services as we know Valenzuela has made a name as a growing industrial and commercial center. We would like to build other entry/exit ramps such as this to decongest NLEX and adjacent cities/municipalities as part of our expansion plans and widening program,” he said.

Reñon also said the project was scheduled for completion in five months, but the NLEX team was able to finish in four months or a month ahead of schedule. The project is a joint initiative of NLEX and the city government of Valenzuela with support from the TRB. NLEX’s standard traffic management practices were implemented during construction to ensure motorists’ safety and convenience. The new Lingunan Southbound Entry is the fifth entry access of Valenzuela City to the expressway. Others are via Karuhatan, Mindanao Ave., Paso de Blas and Lawang Bato.

Meralco and EDF will also work to seek funding opportunities, including from the French government, to support nuclear adoption in the Philippines.

“Through this important first step — and the opportunity to engage in meaningful discussions with you — we hope to make real progress at your site as well. SM Supermalls boosts EV travel with more charging stations

SM Supermalls said it is enhancing Holy Week travel for electric vehicle (EV) owners with its growing network of 123 electric vehicle charging stations (EVCS), with 50 more planned for 2025.

Thje expansion offers free charging at 69 SM malls, supporting eco-friendly journeys for northbound and southbound trips.

SM Supermalls, a Department of Energy (DOE)-accredited operator of EVCS, said it ensures its stations meet national standards, addressing infrastructure limitations and promoting EV adoption in line with DOE goals. The initiative positions SM as a key driver in the Philippines’ low-carbon future.

The use of EV reduces the amount of greenhouse gas emissions, such as carbon dioxide (CO2), in the atmosphere, which leads to global warming. Their use has no direct emissions as compared to gasolineor diesel-powered vehicles.

An EV trip from SM Mall of Asia (MOA) to SM City Baguio (266 kilometers) may typically consume around 50 kilowatt-hours one way, avoiding about 0.067 metric tons of CO2 on a roundtrip, which is also equal to 7.6 gallons of gasoline or 74.6 pounds of coal.

Top-up stops are available at SM City Rosales and SM City Urdaneta Central.

From SM North EDSA (253 km.), a similar route saves 0.065 tons of CO2 (or 7.3 gallons of gasoline), while SM City Fairview (252 km.) may not even need a charging stop, with 0.06 tons of CO2 avoided.

Shorter northern trips like SM MOA to SM City Clark (96 km.) or SM North EDSA to Clark (83 km.) may require no stopovers, offering up to 0.02 metric tons of CO2 savings, equivalent to 2 gallons of gasoline.

Popular eco-friendly road trip spots include Tagaytay (65 km. one way from

DPWH fast-tracks P20-b Samal-Davao bridge

THE Department of Public Works and Highways (DPWH) said it is expediting the P20.84-billion Samal Island–Davao City Connector (SIDC) project to enhance regional connectivity, stimulate economic growth and boost tourism in the Davao Region.

Funded through an official development assistance (ODA) loan from China and under contract with the China Road and Bridge Corp., the 4.76-kilometer Samal Island–Davao City Connec-

tor (SIDC) Project—a four-lane bridge designed to provide a vital transportation link between Davao City and the Island Garden City of Samal (IGaCoS) is targeted for completion by 2028.

DPWH Senior Undersecretary Emil Sadain said the project currently has more than 12-percent overall physical accomplishment, with construction efforts primarily focused on the bridge’s foundation or substructure.

He underscored the importance of strict quality control measures to ensure the structural integrity and long-term safety of this inter-island bridge.

He said significant progress has been made in structural works with all 74 bored piles for the east land viaduct on the Samal side completed; 73 out of 110 bored piles are poured on the west land viaduct (Davao City side), along with four out of 26 columns cast at 10 meters high; and 48

bored piles for the navigation bridge (Samal and Davao sides) completed.

To ensure maritime safety, four registered navigational buoys have been installed offshore in coordination with the Philippine Coast Guard. With pile works on the main navigation bridge now completed, construction has advanced to the pile cap stage.

Work on the bridge ramps is also underway, with 40 out of 133 bored piles poured.

The DPWH said preparatory activities for road widening along Daang Maharlika started, including the relocation of electric poles, fencing installation and clearing of existing structures and obstructions.

Land acquisition is moving steadily, with 83 percent completion and only few remaining properties under processing, it said.

Cebu Mitsumi constructs new facility in Danao

CEBU Mitsumi Inc., a unit of Japanese multinational MinebeaMitsumi, broke ground on its newest 5,000-square-meter production facility on April 10, 2025 at the MRI Special Economic Zone (MRI-SEZ) in Danao, Cebu.

The new facility, with capital investments of 20 billion yen, is set to generate over 500 direct jobs and strengthen the Philippines’ role in the global semiconductor supply chain. Philippine Economic Zone Authority (PEZA) director-general Tereso Panga thanked Cebu Mitsumi’s continued trust in the Philippines and PEZA, citing the company’s over 40 years of operations and expansion within the country’s ecozones.

“With its cutting-edge facilities and a workforce of more than 20,000 highly skilled Filipino employees here in its Danao facility, Cebu Mitsumi has played a critical role in advancing the electronics and automotive industries. Its success reflects the strength of our economic zones and the world-class talent that our country has to offer,” he said during the groundbreaking ceremonies.

The state-of-the-art plant will feature a class 10,000 clean room and a dedicated non-production area to support high-tech manufacturing operations, boosting the company’s back-end semiconductor production capacity.

The new facility, described as a flagship site under MinebeaMitsumi’s Global South Subsidy Program, will support the company’s efforts to scale up semiconductor back-end production.

Building No. 14, under construction at the Cebu Plant, will house an 8,000-square-meter clean room on its second floor.

A high-productivity line for advanced semiconductor thin packages is expected to roll out starting in 2027, while the first floor will serve future expansion needs.

“Our growth and success here in the Philippines are a testament to PEZA’s commitment to ease of doing business and investment promotion,” said Cebu Mitsumi president Tatsuya Mori.

As part of its environmental initiatives, the company also plans to install solar panels atop Building No. 14, complementing the 7.9-megawatt solar power system that has been operational at the Cebu plant since October 2023.

Prime Infra, RiverRecycle to reduce Cebu oating waste

PRIME Infrastructure Capital Inc., together with its social arm, Prime Infra Foundation, and waste management company, Prime Integrated Waste Solutions (PWS), has partnered with RiverRecycle to support efforts in addressing plastic pollution in Cebu City. Under the initiative, RiverRecycle deployed its boom along a key stretch of the Kinalumsan River in Barangay Mambaling.

Designed to intercept floating waste before it reaches the ocean, the system is expected to prevent approximately 97,000 kilograms of debris— including over 13,000 kilograms of plastic—from entering marine ecosystems annually.

Cara Peralta, Prime Infra market sector lead for waste, said a major concern in waste disposal is the continued

practice of dumping waste into bodies of water, which causes serious environmental problems.

“There’s so much to work on in terms of waste management and proper disposal in the country, and part of that involves the collection of waste. When you partner with companies like RiverRecycle, which focuses on different aspects of logistics, such as the rivers where waste accumulates, then it is in perfect synergy with what we do at PWS,” she said.

PWS operates a modern waste management facility in Cebu City with a capacity to process up to 1,000 tons per day.

The facility’s operations focus on segregation, recycling and recovery, signifi cantly reducing landfi lling and minimizing waste that ends up in rivers.

Nordeco vows to pursue legal remedies, contests Davao Light expansion

NORTHERN Davao Electric Cooperative Inc. (NORDECO) said over the weekend it will exhaust legal remedies to challenge Republic Act No. 12144, which lapsed into law on April 6, 2025.

“NORDECO strongly opposes this law and shall pursue all available legal remedies to defend the sanctity of the cooperative’s franchises, the welfare of its memberconsumer-owners, and the integrity of the rural electrifi cation program,” NORDECO said in a statement.

NORDECO said the law, which grants DLPC, a franchise over the valid and existing franchises of NORDECO, lapsed into law after it was not signed by President Ferdinand Marcos Jr. within the constitutionally prescribed period under Article VI, Section 27(1) of the 1987 Philippine Constitution.

Along Ayala Avenue every Sunday, for instance, you will see hundreds of people not just running and jogging, but also biking and roller skiing, among others. For me, this is a big win for the average Filipino. We all need more spaces where we can move freely and engage in an active lifestyle.

Since last year, I have been running each week consistently and have also joined two half marathons. Running has become a big part of my weekly routine, and the car-free Sundays have helped me stay consistent. Compared to last year, I now feel healthier and more physically active. However, beyond its well-known health benefits, running also has several implications on the sustainable urban development of our cities. For instance, why are more Filipinos starting to run, and is our metropolis capable of satisfying this steadily increasing demand?

There is a reason why the World Marathon Majors are held in seven major cities, namely Tokyo, Boston, London, Sydney, Berlin, Chicago, and New York City. All of these cities are walkable and pedestrian-friendly — for the most part — and due to this, all of them have a strong running community. To put it simply, these cities have many spaces where you can run and jog safely, thereby enabling a rich community of runners.

scape. Specifically, we are “lazy walkers” because our streets are dangerous, vehicle emissions fill our air, and sidewalks are substandard, among others. A minority of people are realizing that this should not be the case, and that we should not be overly dependent on the automobile.

At this point, Metro Manila is not yet capable of even moderately satisfying the increasing demand for sustainable urban spaces. The way the city has developed for the past several decades has always been in favor of the automobile, and people are essentially treated as an afterthought. The reality is that it doesn’t matter even if you are a child, senior citizen, or a PWD — the way our roads are designed is skewed towards the interests of the car industry.

So what should we do? The answers are already smacked right in front of us. One of the main solutions is to impose strict laws against vehicles, including making it harder to own one and introducing congestion pricing in key areas of the metropolis, among others. Many streets could also be rehabilitated to make them safer for pedestrians.

In Legazpi Village and Salcedo Village in Makati, for instance, you will notice how differently some of the streets were designed such that it forces vehicles to slow down near pedestrian paths. Footbridges, while very common across Metro Manila, are not a good solution. These types of infrastructure totally miss the point of peoplecentric urban planning, and only force people to make a lot of roundabout movement in such small distances. Footbridges are especially not good for people with certain physical conditions. They are also known to be unsafe; due to the limited space in footbridges, thievery is common and easily executed by criminals.

We are far from the end of this dark tunnel, but somewhere along the way there is some light. The car-free Sundays are one of them. We don’t know until when they would last, and whether the political lobby of the car industry would aggressively push back against it. For now, they are here to allow people to live an active lifestyle even if it’s just every Sunday.

The act of running has become political in itself, because the very roads we step on with our two feet have a long history of politics and corruption. We all deserve streets that make us feel human and not a nuisance from the perspective of vehicle owners. Running is political, and people have the right to feel safe engaging in it.

MTFI, corporate partners expand reforestation sites

AFTER getting commitments for 9 million trees as of end-2024, the Million Trees Foundation Inc. (MTFI) is expanding beyond the seven critical watersheds in and near Metro Manila to include riverbanks and other areas.

MAJOR business organizations, including the Philippine Chamber of Commerce and Industry (PCCI), expressed concerns over a looming global economic crisis they say is being fueled by US President Donald Trump’s unprecedented tariff hikes.

The local traders cautioned that the tariff wars initiated by Trump threaten domestic businesses and consumers with rising prices, with small and medium enterprises being the most vulnerable.

They urged the Marcos administration to take swift, strategic action to help contain the potential economic fallout from the United States’ imposition of a 17-percent tariff on Philippine goods.

Historically, such tariffs tend to target key sectors like food, agriculture, and electronics — areas where the Philippines has strong export interests, the groups said in a statement.

“Retaliatory measures can disrupt global supply chains, increase costs, and create uncertainty for businesses and consumers, bringing about a broad negative effect on economic growth,” they said.

They said the US tariffs virtually declared war on the global economy and would hit countries recovering from armed conflicts, disasters, and the pandemic.

The ripple effect of rising costs could hit small businesses the hardest, particularly those in sectors like agriculture and food processing, which are already operating on tight margins, the statement read.

Jollibee signs deal to convert food waste into fertilizer

THE Jollibee Group said over the weekend it teamed up with Nutricycle Inc. to launch a food waste-to-fertilizer initiative as part of its “Joy for Tomorrow” sustainability agenda to reduce greenhouse gas emissions.

The partnership, which began early this year and is set to continue for the rest of 2025, aims to divert about 1,572 metric tons of organic waste from landfills.

The initiative will repurpose food waste from Jollibee Group’s facilities into nutrient-rich fertilizer using Nutricycle’s organic waste management system, which employs black soldier flies to break down organic matter.

The process is expected to yield an estimated 480 to 960 bags of fertilizer annually. Half of the output will be donated

to farmers through the Jollibee Group Foundation’s Farmer Entrepreneurship Program (FEP), while the other half will be endorsed to the Department of Environment and Natural Resources (DENR) Calabarzon region to support the National Greening Program.

The FEP is a long-standing initiative that provides smallholder farmers with training, market access, and business skills.

“This partnership is part of our commitment to reducing our environmental footprint while finding meaningful ways to support our communities,” said Jollibee Group global chief sustainability officer Pepot Minana in a statement.

Why airlines ban power banks on flights

AIRLINES are imposing stricter rules on power banks amid growing concerns over potential fire hazards linked to lithium-ion batteries.

Several carriers, including Qantas and Emirates, have recently updated their policies to ban or limit the use of portable chargers onboard. The move comes after isolated incidents where malfunctioning power

banks caused smoke or fire during flights.

Power banks, which contain lithium-ion batteries, are now required to be placed in carryon luggage and must not exceed certain watt-hour limits, typically between 100 and 300 watt-hours. Devices with lower capacity are generally still allowed.

“The main issue with power banks is the lithium-ion batteries they contain, which, if damaged or faulty, can pose a fire hazard,” an

aviation safety expert said. “Even a single incident onboard can have serious consequences.”

The International Air Transport Association has recommended that power banks be restricted to carry-on bags only and has set guidelines on capacity limits. Most airlines follow these recommendations but may impose additional restrictions.

Passengers are advised to check their airline’s rules before travel. Devices over 300 watt-
