HE three impeachment complaints filed against Vice President Sara Duterte do not have enough supporters yet at the House of Representatives with only six lawmakers supporting these so far, the Lower Chamber’s secretary-general Reginald Velasco said. Velasco said some House members have also asked him to wait for a possible fourth impeachment complaint before endorsing these to the Office of the Speaker so that the complaints can be consolidated. “Our problem is that if we file the first three complaints now, they may not be entertained because only six
congressmen are supporting them so far,” he said. The votes of at least one third of House members or 103 lawmakers are needed to enable a verified impeachment complaint to be automatically elevated to the Senate. “With the present support of only six lawmakers, the complaints will not
prosper. Even if these go to the Committee on Justice, they will need a simple majority of the members. It is quite difficult to muster the necessary votes at the House in both the plenary and the Committee on Justice,” Velasco added. Velasco said he is not sure if a consolidated complaint can still be processed given that Congress goes on break on February 8 for the election campaign period. The three impeachment raps cited Duterte’s alleged violation of the Constitution, betrayal of public trust, plunder and malversation, bribery, graft and corruption, and other high crimes. Earlier, President Ferdinand “Bongbong” Marcos Jr. said the timing of the impeachment moves against the Vice President was “very poor” given the looming campaign season.
“Even if Congress is mandated -- the House and Senate do not have a choice once these impeachment complaints are filed -- I don’t think now is the time to do that. And besides, as a practical matter, we are entering the campaign period.” “There are no congressmen, no senators because they are already campaigning. We will not be able to form a quorum. The timing is very poor,” Mr. Marcos added. As this developed, Filipinos from various political groups gathered at the EDSA People Power Monument on Saturday to press for the impeachment of Duterte. ACT party-list Rep. France Castro lamented that the complaints have been filed for more than a month now but these have yet to be endorsed to the Speaker’s office.

THE declaration of a food security emergency will likely happen as early as Wednesday, January 22, an official of the Department of Agriculture said. “We expect to receive the copy of the National Price Coordinating Council resolution approving the recommendation to declare a food security emergency by Monday,” DA spokesperson Assistant Secretary Arnel de Mesa said. Agriculture Secretary Francisco Tiu Laurel will review the recommendation “Monday through Tuesday,” before taking action on Wednesday, De Mesa added. The NPCC earlier approved a resolution urging the DA to declare the emergency, citing the need to address the surge in retail rice prices despite declining global costs and recent tariff reductions. Tiu Laurel said the declaration would enable the National Food Authority to release rice stocks to local government units and other agencies at lower prices, thereby freeing up warehouse space and supporting local farmers through increased palay procurement
ahead of the upcoming harvest season. Earlier, President Ferdinand “Bongbong” Marcos Jr. backed the emergency declaration to reduce rice prices and combat market manipulation and profiteering. “The reason that we are doing this is because we have done everything to bring down rice prices but the market is not being allowed to work properly,” the President said. Meanwhile, agricultural groups were split on the emergency declaration proposal. Federation of Free Farmers national manager Raul Montemayor told ABSCBN News the declaration will not solve profiteering, which he said is the root cause of high rice prices. “Prices remain high because of importers, wholesalers and retailers who are taking advantage of the market. (The declaration) is like saying, okay, we will let the profiteers be. Let’s just do something else to bring down prices. Let’s sell NFA rice,” Montemayor said.
NUISANCE CANDIDACY MUST BE CONSIDERED A CRIME – COMELEC By Vito Barcelo and Pot Chavez THE Commission on Elections called on the lawmakers to criminalize nuisance candidacies as the poll body disposes 6 million wasted ballots following a Supreme Court ruling halting the disqualification of several bets. “We should criminalize nuisance candidacies,” Comelec chairman George Garcia told dzBB on Saturday. “Every election, there are candidates running with the same names as their rivals to make the election a mockery or to confuse the people.” “It was already proposed in the 18th Congress – either imprisonment or fine of P500,000 and perpetual disqualification to hold public office,” he said. Garcia said the Omnibus Election Code should also be updated, citing a disconnect given that the elections are automated while the rules governing the polls are still for manual elections. However, Garcia acknowledged no one can stop the Supreme Court from issuing a temporary remedy. “We respect the Supreme Court and the rule of law,” he said. In a separate statement, Comelec said it would comply with the latest temporary restraining orders issued by the Supreme Court involving local candidates for the May 12 elections. Comelec said the names of Marie Grace David, Mary Dominique Oñate and Aldrin Sta. Ana will now be included in the official ballots, as reprinting begins next week.

Cacdac also noted that the DMW is considering imposing stricter rules and requirements for the deployment of Filipino migrant workers to the country. “If our review suggests that suspending deployment will be helpful, then we will take that action. We must prioritize the safety of our kababayan while also protecting their employment opportunities,” he added. Cacdac also said the DMW is digging deeper into the death of Alvarado, following reports that she and two others succumbed to coal smoke inhalation in their employer’s vacation home. “We want to dig deeper into the matter to determine if there was foul play,” Cacdac said Saturday. “We are looking into whether the employer provided adequate guidance and ensured safety in their vacation home.” Alvarado reportedly died on Jan. 2 due to fumes from a coal stove used overnight in a poorly ventilated room. Two other domestic workers, a Nepalese and a Sri Lankan, also perished in the incident. The workers were in the home as part of a New Year’s retreat by their employer. Cacdac confirmed that Alvarado’s remains were repatriated on Jan. 18 and are now under examination by the National Bureau of Investigation (NBI). The DMW is also exploring potential legal action against the employer for negligence. Additionally, Cacdac addressed a mishap

arrangement of names in the ballots, which is based on the surname, is the most equitable and most objective order/sequence of candidates by which no particular person will be intentionally given premium and preference. “Now, the reason for the High Court’s issuance of a TRO is to have candidate Mustapha be included in the said list of candidates and official ballots, and therefore, he must treated equally as with the other candidates, with the rules on said sequence/order being afforded also to him”, he said. Laudiangco said that to put his name last on the list would go against fairplay and equality of
treatment. Additionally, the inclusion of the names of 1 national candidate and 7 local candidates would still require the reprinting of ballots given the change/amendment in the Automated Elections System, particularly on the Election Management System, the Automated Counting Machine, and Consolidation and Cavassing System, including the Online Voting and Counting System. ‘In other words, a change or amendment in these systems necessitates a corresponding regeneration of new ballot faces and reserialization of ballots, and the corresponding reprinting of Ballots”, Laudiangco added.
THE government has secured a $905.26 million assistance loan from the Republic of Korea through the Export-Import Bank of Korea (KEXIM) for the construction of the Laguna Lakeshore Road Network (LLRN) Project. Pubic Works Secretary Manuel Bonoan said the loan, valued at more than P49 billion will support civil works implementation by the Department of Public Works and Highways (DPWH) of this flagship project under the Build Better More program of President Ferdinand Marcos Jr. which aims to enhance the country’s infrastructure, improve connectivity, and support economic growth. Bonoan said the importance of the LLRN Project in enhancing connectivity and economic opportunities, particularly in the Luzon economic corridor, a vital region for national growth and regional integration. The DPWH said the road project on the shorelines of Laguna Lake will address severe traffic congestion in the area, including a portion of the South Luzon Expressway. Phase I Stage 1 includes a 7.94-kilometer road, consisting of 6.81 kilometers of viaduct/bridge and 1.13 kilometers of embankment, along with three interchanges plus 1.92 kilometers of slip roads. BUREAU ofImmigration(BI)operatives arrested 32 foreign nationals found to be working in a clandestine Philippine Offshore Gaming Operator (POGO) in Paranaque city. BI intelligence division chief Fortunato Manahan Jr. said the arrested foreigners were found to be working in online gaming and scamming operations in a building in Aseana enclave in Parañaque City. Only last week, the immigration and police operatives apprehended 400 foreigners working illegally in Paranaque city and found out to be operating in an online scam. The BI arrested 20 Chinese, 11 Malaysians, and 1 Cambodian after operatives monitored illegal activities, including engagement in love scams, in their building. The operation was conducted in coordination with the National Bureau of Investigation (NBI). TASK FORCE TO GO AFTER ROGUE COPS A TASK force has been created to hunt police officers involved in the alleged staged P6.7-billion drug bust in 2022, the Department of Interior and Local Government (DILG) said on Saturday.
DILG Secretary Jonvic Remulla said that the Philippine National Police (PNP) had created Task Force (TF) 29 dedicated to tracking down the 29 cops who were issued active search warrants in the drug haul case in Manila in October 2022. Remulla said PNP chief Gen. Rommel Francisco Marbil committed to arrest the suspects “within this week.” Earlier this week, Remulla revealed that 41 more cops were held administratively accountable for the said drug bust. The Department of Justice (DOJ) is set to file new cases on collusion and conspiracy against the implicated personnel which are nonbailable offenses, he added. Remulla also stressed that they would go after rogue cops who taint the good image of the 225,000-strong police force in the country. A Manila Regional Trial Court (RTC) meanwhile dismissed the charges against Police Lieutenant General Benjamin Santos Jr., finding insufficient evidence to link him to the alleged staged P6.7billion drug bust. Santos Jr. was among 30 police officers accused of participating in a “grand conspiracy” to cover up a criminal operation within the Philippine National Police (PNP). The case stemmed from a controversial drug bust involving Police Master Sergeant Rodolfo Mayo in Tondo, Manila, in October 2022. The officers were charged last Monday, January 13, 2025, with violating the Comprehensive Drugs Act of 2002 for allegedly failing to properly report and document the drug bust. However, Judge Danilo Leyve ruled that while surveillance footage confirmed Santos Jr.’s presence at the Western Police District (WPD) office, it did not provide conclusive evidence of his involvement in the alleged “bogus hot pursuit operation.”

SEOUL— Impeached South Korean President Yoon Suk Yeol was in court for the first time Saturday for a crucial hearing that will decide whether to extend his detention as investigators probe his failed martial law bid. Yoon’s supporters rallied outside the court and scuffled with police as he arrived in a blue van, weeks after throwing the nation into chaos by attempting to suspend civilian rule. The president’s December 3 martial law bid lasted just six hours, with lawmakers voting it down despite him ordering soldiers to storm parliament to stop them. Yoon was subsequently impeached by parliament and resisted arrest for weeks, holed up in his guarded residence until he was finally detained Wednesday in a dawn raid. South Korea’s first sitting president to be detained, Yoon refused to cooperate during the initial 48 hours detectives were allowed to hold him. But the disgraced president remains in custody after investigators requested a new warrant Friday to extend his detention. It said in a statement on its website that “the government approves” the “release (of) 737 prisoners and detainees” currently in the custody of the prison service. Israel’s cabinet voted to approve the ceasefire deal early Saturday, according to Prime Minister Benjamin Netanyahu’s office, ending days of uncertainty about whether the truce would go into effect this weekend. Those named by the ministry include men, women, and children who it said will not be released before Sunday at 4:00 p.m. local time (1400 GMT). It had previously published a list of 95 Palestinian prisoners, the majority women, to be freed in exchange for Israeli captives in Gaza. A CUT THROAT GAME OF MUSICAL CHAIRS WHILE cars may enjoy relatively long lifespans, the same cannot be said for the men and women at the helm of car manufacturers and dealerships. When business performance falters, those at the top often become the first casualties. This is evident in the recent wave of resignations and dismissals among top officials of various car brands across the country. Their departures are not necessarily due to weakness or incompetence; rather, their efforts to position their brands at the forefront of fierce local competition have simply not been sufficient. This trend is quite unusual in the local automotive industry. The landscape has changed dramatically with the influx of numerous car brands, particularly the Chinese manufacturers that are gaining dominance in the race for electrification. Many local automotive professionals, who previously held secondary positions under longestablished leaders, have suddenly found themselves in the spotlight as heads of these “newbies.” Unlike their Japanese counterparts, who have historically dominated the local market and enjoyed long tenures, the lifespan of top officials in these new companies is no longer guaranteed to extend beyond their predecessors. S PET owners, we often encounter potential hazards for our furry friends. While some dangers are well-known—such as chocolate or certain plants—others may surprise us. Bubble gum, a common treat for humans, poses significant risks for cats. Xylitol: A Hidden Danger in Bubble Gum
One of the most serious risks bubble gum poses to cats is the artificial sweetener xylitol. Found in many sugar-free gums, xylitol is highly toxic to pets. While most research on xylitol toxicity focuses on dogs, cats may also suffer adverse effects if exposed. “Xylitol can cause a rapid release of insulin in the body, leading to hypoglycemia, a dangerous drop in blood sugar levels,” said Dr. Michael Levi in “My Cat Ate Bubble Gum: What to Do?” published in the American Pet Society website. According to Dr. Levi ,the symptoms of xylitol poisoning in cats include: • Vomiting • Lethargy • Loss of coordination • Seizures Although cats are generally more selective eaters than dogs, they may ingest bubble gum if it is left within reach or if it smells enticing. Even a small amount of xylitol can have severe consequences, make sure to keep gum and other products containing this sweetener out of reach.
The Risk of Intestinal Blockage
Another significant danger bubble gum poses to cats is the risk of an intestinal blockage. “Gum is designed to be chewy and resilient, which means it does not break down easily in the digestive system,” said Dr. Levi. “If a cat swallows bubble gum, especially in larger pieces or in combination with its packaging, it may become lodged in the gastroin-
testinal tract,” he added. An intestinal blockage can be life-threatening and often requires surgical intervention. Symptoms of a blockage include: • Vomiting • Lack of appetite • Abdominal pain • Difficulty passing stool or diarrhea If you suspect your cat has swallowed bubble gum, consult a veterinarian immediately.
Choking Hazards
Bubble gum, especially when paired with its wrapper, can also pose a choking hazard. Cats are naturally curious creatures and may play with gum wrappers, mistaking them for toys. If a cat chews on and accidentally swallows the gum or its packaging, it may obstruct the airway, causing choking. Signs that your cat may be choking include: • Gagging or coughing • Difficulty breathing • Pawing at the mouth • Blue-tinged gums or tongue In such cases, time is of the essence. Immediate veterinary attention can save your cat's life.

AKF, with the Office of the Provincial Veterinarian, committed to undertake more information campaign drives and come up with possible local guidelines on this matter.

The Indigenous Peoples' (IP) culture in the northern part of the country is known for its rich cultural traditions and practices. It is renowned for its arts, music, dance, fabrics, and even wood carvings, to mention a few. However, over the years, these cultural practices have been overshadowed by a deep and often controversial issue regarding the practice of killing and consuming dog meat in the name of religious rituals and cultural traditions or practices. Over time, this also became a commercial trade called the dog meat trade. Since the 1990s, thousands of dogs were reported to have been transported from different areas namely, Batangas, Bulacan, Nueva Ecija, and Pangasinan, which are eventually slaughtered and sold in restaurants both in Baguio City and in Benguet province. Animal Kingdom Foundation (AKF), in its staunch campaign against the cruel dog meat trade, has highlighted the brutal methods used to capture, transport, and slaughter dogs for meat. These practices often involve overcrowding, inadequate food and water, and inhumane killing methods, which can include electrocution, hanging, beating, and even drowning. In fact, the mistreatment of dogs in the dog meat trade in the Philippines, along with other Asian countries, has sparked protests worldwide.
Cultural Practice vs Animal Rights
The dog slaughter issue has been a difficult balance in respecting the rights of the Indigenous Peoples and animal welfare, animal rights, ethics, and even legal framework. While in the Philippines, dog meat consumption varies depending on the region and cultural beliefs, the commercial consumption and trade of dogs for their meat became a popular and widespread practice as a delicacy that tickled the curiosity of tourists in the past. Enforce Animal Welfare Laws
The Animal Welfare Act or Republic Act No. 8485, as amended by RA 10631, as well as Department of Agriculture (DA) Administrative Order (AO) No. 25 issued in 2008, provide guidelines in the use of animals for religious rituals of an established religion or sect. How these laws and guidelines have been relayed to the grassroots and the general public have always been a critical concern as it is often wanting in terms of enforcement. The lack of political will from the local government units to enforce these laws and

Dr. Purita L .Lesing, the provincial veterinarian who initiated the activity, discussed the rationale for the activity: the need to discuss and clarify the animal welfare act in relation to the IP practices for the guidance of everyone guidelines has been a huge struggle. The recent viral incident of two dogs brutally slaughtered in public at the wake of a member of an indigenous tribe in Poblacion, La Trinidad, Benguet triggered another clamor for enforcing the animal welfare law. The question of whether such a killing is necessary was raised. Animal welfare advocates asked if a cultural ritual really requires such a killing which was done in public and with such cruelty.
Animal Welfare Forum
Last September 2024, an Animal Welfare Forum was initiated by the Office of the Provincial Veterinarian of the Province of Benguet amidst the outcry and pressure from both netizens and animal welfare NGOs like AKF. The interagency forum was an avenue to discuss among others what went wrong in the recent viral
The forum paved the way for the first-ever information and education seminar held on December 11 and 12, 2024 where IP leaders were also present. In fact, there were about 576 attendees from 140 barangays within different municipalities of the Province of Benguet. The 140 barangays were represented by their punong barangays, kagawads for health and agriculture, and most importantly, the barangay IPMRs who actively participated in the seminar series. Leading the seminar was this author, Atty. Heidi M. Caguioa, a pioneer lawyer on animal welfare practice. She discussed the law on animal welfare and its basic concepts to ensure a better appreciation of why animal welfare matters in the community, along with the significant role of animal welfare in the economy, health, and environment citing the One Welfare Concept. KOREAN music festival Waterbomb is set to bring a combination of electrifying performances from K-pop artists and water-filled fun to the Philippine shores for the first time in February. The inaugural Waterbomb Manila is set to take place at the Quirino Grandstand on Feb. 22 and 23, with organizers unveiling an impressive lineup of South Korean artists across the two-day event. On Feb. 22, festival-goers can look forward to performances by acts like hip-hop duo Dynamic Duo, soloists Lee Chae-yeon and Hwasa of MAMAMOO, and K-pop girl group STAYC. Also taking the stage are rapper B.I, singer-actor Kim Jongkook, and hip-hop group Epik High, among others. Fans of Kwon Eunbi, Baekho, and EXO’s Chanyeol will also have their chance to see the stars on stage. Meanwhile, on its second day, Feb. 23, an equally star-studded lineup with headliners including K-pop artists Kang Daniel, Jessi, Sunmi, and BamBam of GOT7 will be gracing the Manila stage. Attendees can also expect appearances by VIVIZ, Oh My Girl, Hyolyn, and reggae duo Skull & Haha. Moreover, acts Gray, Sulreggae, and U-Kwon of Block B round out the roster. TINGI no more for Ahgases as K-pop boy group GOT7 is set to return to the stage as a full group for the first time in six years with the upcoming concert tour, NESTFEST, following the release of their much-anticipated album, Winter Heptagon. Kakao Entertainment announced on Wednesday, Jan. 15, that the seven-member group will hold a two-day concert on Feb. 1 and 2, at the Olympic Handball Gymnasium in Songpa District, Seoul. This marks GOT7’s first full-group concert since their 2019 world tour, Keep Spinning. “NESTFEST reflects the members’ desire to create a festive stage for iGOT7 (GOT7’s official fandom name),” Kakao Entertainment said in a statement. “Their comeback and concert marking their 11th anniversary are expected to provide deep emotion and thrilling excitement to global fans,” it added. GOT7 members—Mark, Jay B, Jackson, Jinyoung, Youngjae, BamBam, and Yugyeom—surprised their fans
late last year with the announcement of their comeback as a group after years of focusing on solo projects. Their new album, Winter Heptagon, set for release on Jan. 20, is their reunion album since the self-titled EP GOT7 in 2022. The FDCP also organized a talkback session with the documentary filmmakers in Manila. Lastly, Pinta follows a graffiti artist who evolved from a visual artist to an activist with the cultural group Panday Sining. Panday Sining, which is made up of young artists who use art as a weapon of social change, is usually accused of doing acts of vandalism by spray-painting messages all over Metro Manila. Dokyumentado aims to spotlight the documentary film genre as a dynamic medium for raising awareness, inspiring social change, and encouraging diverse perspectives. The FDCP plans to hold a competition for the second Dokyumentado in the last quarter of the year.
