SENIOR DFA OFFICIAL SAYS FREEZE TEMPORARY,

THE United States’ freeze order on foreign aid is not expected to “severely affect” the Philippines, a senior Department of Foreign Affairs (DFA) official said on Saturday.

The US State Department issued a “stop-work” order on January 24 (Washington time) for all existing foreign assistance and paused new aid for 90 days pending a review of efficiencies and consistency with President Donald Trump’s recently announced foreign policy directions. Only emergency food programs and military aid to Israel and Egypt were to continue, according to a memo issued by US Secretary of State

The US is one of the Philippines’ top donors of the Official Development Assistance, contributing around USD147.7 million in 2023.

Last year, the US pledged an additional US$500 million in military aid to the Philippines during the visit to Manila of Defense Secretary Lloyd J. Austin III and Secretary of State Anthony J. Blinklen.

SENIOR official of the Department of Foreign Affairs (DFA) yesterday advised undocumented and overstaying Filipinos in the United States to “keep a low profile” and work to legalize their stay as the Trump administration tightens immigration policies.

“Our advice is to keep as low a profile as possible and work for your legalization,” Foreign Affairs Undersecretary Eduardo Jose De Vega said in a news forum even as he assured Filipinos that the DFA will extend aid to those who will reach out to the Philippine Embassy or the consulates in the US.

He noted that President Donald Trump said he can work with Democrats about illegal aliens who are not “criminals and terrorists.”

“That means they will make legal means to encourage these productive overstaying aliens to be totally legalized. So, take advantage of that,” he added.

“They know the importance of EDCA for both the US and the Philippines,” De Vega added.

The Presidential Communications Office (PCO) said the Department of Foreign Affairs (DFA) is consulting with the US State Department to evaluate its potential impact on the Philippines.

In a statement, the PCO said the DFA is communicating with relevant US agencies to gather more details about the situation.

“The DFA is working with partners in the US Department of State and the US government to determine how this will affect the Philippines,” the statement read.

The Philippines is a longstanding ally of the United States, with the latter remaining one of the country’s largest sources of foreign assistance. Washington has provided significant aid to the Philippines over the years, including funding programs in areas such as disaster response, education, and public health.

BFAR TEAM SUSPENDS RESEARCH OFF PAGASA DUE TO CHINESE HARASSMENT

THE Philippine Coast Guard said Saturday it had suspended a scientific survey in the contested West Philippine Sea due to “dangerous” harassment by Chinese navy and coast guard vessels and aircraft.

Three Chinese coast guard vessels and four smaller boats made “aggressive maneuvers” toward two Philippine Bureau of Fisheries and Aquatic Resources ships and their inflatable boats on Friday near Pagasa (Thitu) island, according to Philippine Coast Guard (PCG) Spokesperson Commodore Jay Tarriela.

The vessels were transporting scientists intending to conduct a “ma-

rine scientific survey and sand sampling” at a sandbar off Pagasa, the largest Philippine-occupied island in the disputed Spratlys chain, he said. Pagasa lies about 430 kilometers from the major Philippine island of Palawan and more than 900 kilometers from China’s nearest major landmass of Hainan Island. Chinese forces garrison the Subi Reef near Pagasa.

Tarriela also said a Chinese navy helicopter “hovered at an unsafe altitude” above the fisheries agency’s inflatable boats on Friday, “creating hazardous conditions due to the propeller wash.”

“As a result of this continuous harassment and the disregard for safety exhibited by the Chinese maritime

forces”, the Coast Guard said it and the fisheries agency “regrettably suspended their survey operations and were unable to collect sand samples” from the unoccupied sandbars of Sandy Cay off Pagasa.

Despite the “dangerous confrontations,” no accidents occurred, the coast guard added.

The incident happened on the same day that Philippine forces resupplied and rotated without incident troops manning a derelict navy vessel grounded on the Ayungin Shoal (Second Thomas Shoal), the foreign affairs department said.

The government had deliberately grounded the vessel on the reef to assert its claim over the area.

De Vega noted that all Filipinos, even if undocumented, traveled to the US with at least a visa in their possession.

“Everyone had a visa, it might just have expired. No one crossed without at least one document,” he said.

De Vega also said it is “almost impossible” that the estimated 300,000 Filipino illegals in the US could be deported by the end of the Trump administration.

During the first Trump presidency, De Vega said the US deported “only a few hundred or less” undocumented Filipinos every month, much less than the number during the Obama administration.

“Let’s see if by six months it balloons to thousands then there really is an increase. Let’s not conclude until we see the data in six to eight months,” he said.

He reiterated that the government is ready to respond should this planned mass deportation impact Filipinos.

He added that the government could easily tap the DFA Assistance-to-Nationals fund and the Department of Migrant Workers’ Aksyon (Agarang Kalinga at Saklolo para sa mga OFW na Nangangailangan) Fund.

PBBM ORDERS NATIONAL FORENSICS INSTITUTE

PRESIDENT Ferdinand Marcos Jr. issued an administrative order forming an inter-agency body to spearhead the establishment of a National Forensics Institute (NFI).

“The establishment of an NFI, which shall be backed by state-of-the-art research and laboratory services, is consistent with the government’s efforts to strengthen domestic accountability mechanisms through comprehensive justice reforms,”  Mr. Marcos said in the order.

Administrative Order No. 29, signed on January 22 through Executive Secretary Lucas Bersamin, directs the formation of a technical working group (TWG) tasked with conducting a comprehensive study and submitting recommendations for the establishment of the NFI.

“The TWG shall study and devise an efficient and collaborative mechanism to elevate the standards of forensics in the Philippines,” Marcos said.

The President highlighted the importance of the initiative, noting the Philippines committed to establishing the NFI during the 75th anniversary of the Universal Declaration of Human Rights in Geneva, Switzerland, in December 2023.

The TWG, co-led by the Office of the Executive Secretary and the Department of Justice (DOJ), will evaluate ways to streamline the functions of various government agencies and enhance the

country’s forensic capabilities.

Other members include the Department of the Interior and Local Government (DILG), the Department of Foreign Affairs (DFA), the Department of Health (DOH), the Department of Budget and Management (DBM), the Commission on Higher Education (CHED), the Presidential Human Rights Committee (PHRC), and the University of the Philippines Manila.

The DOJ will serve as the TWG’s Secretariat, providing administrative and technical support. Representatives appointed to the TWG must hold a rank no lower than assistant secretary or its equivalent, with full authority to act on behalf of their agencies.

The NFI, once established, is envisioned to feature advanced research and laboratory services while providing specialized training programs to strengthen forensic capabilities and enhance justice reforms nationwide.

BRAWNER: MILITARY COORDINATED WITH MILF AHEAD OF BASILAN CLASH

THE Philippine military coordinated with the Moro Islamic Liberation Front (MILF) ahead of a bloody encounter on January 22 that left four people dead, Armed Forces of the Philippines (AFP) chief General Romeo Brawner Jr. said.

During a press conference on Thursday in Basilan, Brawner stated that the deployment of soldiers to Sumisip town was properly coordinated with the MILF and other concerned stakeholders.

“Yes, we want to make it clear that there was coordination from the top to the lower units. The letter of the Joint Normalization Committee (JNC) was given to many addresses, CC-ing (carbon copy) different units. Not only on the government side, even the MILF side. So there was prior coordination.” Brawner said.

posed of representatives from the government and the MILF, responsible for implementing normalization, the second phase of the Comprehensive Agreement on the Bangsamoro. This agreement is the culmination of years of intermittent peace negotiations between the government and the MILF.

Normalization complements the political track, which included the passage and ratification of the Bangsamoro Organic Law, leading to the establishment of the Bangsamoro Autonomous Region in Muslim Mindanao (BARMM).

Last Friday, Bangsamoro Education Minister Mohagher Iqbal and Butch Malang, chairperson of the MILF Coordinating Committees on the Cessation of Hostilities (CCCH) said the encounter may have been caused by lack of coordination between the two sides. They stressed, however, that the information still

needed to be verified.

Two soldiers were killed and 12 others were injured in the encounter in Sumisip when the 32nd Infantry Battalion was attacked by two armed groups, one of which was affiliated with the MILF.

The soldiers were on their way to provide security for United Nations Development Programme (UNDP) personnel, who were on the field for a humanitarian project.

Two armed men were also reported killed in the clash. Brawner stressed that the movement of troops in the area did not require MILF coordination anyway.

“Second, sites referred to as ATS are nonexistent already. The MILF cannot say that we cannot enter these ATS without prior coordination,” the AFP chief said, referring to Areas of Temporary Stay.

Mindanao Command, said the practice of observing the ATS (also referred to as Area of Temporary Homestay) was done “way back, many years back” but has already been rescinded.

Navarrete said the military’s information awareness efforts with stakeholders such as the MILF include disseminating that the ATS is no longer in effect even in other communities.

Brawner added, “So this wasn’t a law enforcement operation. We don’t need to seek permission. In fact, in the area, our soldiers move freely there.”

“So it was just really very unfortunate that these lawless elements started that firefight by ambushing our military vehicle,” he said.

Malang earlier stated that, upon verifying with their secretariat, they had not been informed about the operations.

DSWD EXPECTS 80K HOUSEHOLDS TO GET CASH GRANTS STARTING JAN.

The Department of Social Welfare and Development (DSWD) expects around 80,000 household beneficiaries of the Pantawid Pamilyang Pilipino Program (4Ps) to receive the First 1,000 Days (F1KD) of Life conditional cash grant starting this month.

“We will start this January 2025. This is an intensified service for our Pantawid Pamilyang Pilipino Program, especially since it focuses on pregnant women and those with 0 to 2-year-old children,”  4Ps National Program Management Office (NPMO) Director Gemma Gabuya said.

Gabuya said they are constantly reminding 4Ps grantees to update their beneficiary data so they will be able to avail of the F1KD conditional cash grant.

She also emphasized that a set of conditionalities will be reinforced to promote health-seeking among beneficiaries.

The requirements include accessing pre-natal services at Department of Health (DOH) accredited health facilities, tracking pregnancy and receiving ante-natal care services, attending post-natal visits, participating in counseling sessions, and obtaining micronutrient supplements and immunizations, among other services.

These requirements are aligned with the provisions outlined in Republic Act 11148 or the Kalusugan at Nutrisyon ng Mag-Nanay Act, as well as other health protocols established by the DOH.

CHINA TO LAUNCH LONG MARCH ROCKET

THE Office of Civil Defense (OCD) has announced that the People’s Republic of China is scheduled to launch a Long March 8A rocket on Saturday. The launch is expected to take place between 5:53 PM and 6:42 PM from the Wenchang Spacecraft Launch Site in Hainan, China.

In response to this event, the OCD has issued a memorandum to relevant agencies, directing them to take necessary measures to ensure public safety in coastal areas potentially affected by the rocket launch.

The Philippine Space Agency (PhilSA) has issued a crucial warning to the public regarding potential rocket debris. PhilSA emphasizes that retrieving or approaching any debris should be strictly avoided, as it may contain toxic substances such as rocket fuel. In cases where contact with debris is unavoidable, the use of appropriate personal protective equipment (PPE) is strongly recommended.

The public is urged to immediately report any suspected sightings of debris, both at sea and on land, to local authorities.

COMELEC: 80% VOTER TURNOUT FOR MOCK ELECTIONS

THE Commission on Elections (Comelec) reported an 80% average voter turnout in a mock elections conducted across 15 areas nationwide on Saturday.

“It went very well. In 15 cities and municipalities, including areas in Mindanao, we conducted mock elections, all of which started promptly at 7 a.m.,” Comelec spokesperson John Rex Laudiangco said.

He told Dobol B TV that while some areas recorded turnouts exceeding 70%, the overall average was 80%. Region 13 (Caraga) posted the highest turnout at 97.5%, while Region 8 (Eastern Visayas) recorded the lowest at 46%.

Laudiangco explained that holding the mock elections in remote areas was intentional.

“We intentionally conducted the elections in remote areas to test the challenges and difficulties experienced by both Comelec and the voters,” he said.

Despite some logistical issues, Laudiangco highlighted the successful use of technology.

The Comelec earlier moved the resumption of the printing of ballots to Monday next week after Francis Leo Marcos dropped his Senate bid, forcing the Comelec to make changes anew to the serialization of ballots for the May 2025 midterm elections.

“The printing of ballots will not push through on Saturday as we earlier announced because of the sudden withdrawal of Norman Mangusin, also known as Leo Marcos from the senatorial race,” Poll chairman George Garcia told reporters. Garcia likewise appealed to other political candidates who would like to withdraw from the coming polls to submit their application of withdrawal now so that the poll body would have time to update the faces before printing the ballots.

METRO COPS NAB 182 IN NCR OPERATIONS

THE National Capital Region

Police Office (NCRPO) conducted a three-day manhunt operation, leading to the arrest of 182 individuals, 72 of whom were identified as most wanted criminals.

According to NCRPO Director Brig. Gen. Anthony Aberin, these operations are part of their “Triple A Policing” approach, which emphasizes Able, Active, and Allied police work. This strategy, he said, has proven effective in addressing criminal activities in Metro Manila.

“The apprehensions were the result of wellcoordinated operations conducted at various law enforcement levels, leading to the arrest of 72 most wanted persons and 93 other criminals,” Aberin stated.

For the Top Ten Most Wanted Persons, one was arrested at the national level, four at the district level, and twelve at the station level.

Aberin highlighted that these figures demonstrate the NCRPO’s commitment to tracking down individuals who have evaded justice.

“The success of these operations can be attributed to our Able policing, which ensures that NCRPO units are skilled and well-equipped; Active policing, which involves proactive measures to combat criminality; and Allied policing, which relies on strong coordination among law enforcement units and community stakeholders,” he explained.

He praised the proficiency and dedication of the NCRPO personnel whose efforts made these accomplishments possible.

Aberin emphasized that this success reflects the NCRPO’s commitment to making Metro Manila a safer place for its residents by holding lawbreakers accountable.

“We have always prioritized relentless operations against those with pending warrants of arrest issued by our honorable courts. The NCRPO assures crime victims and community members that we will persistently hunt down these wanted criminals and bring them to justice,” he stated.

BANGSAMORO PARTY USES ONLINE SYSTEM FOR REGISTRATION

THE United Bangsamoro Justice Party (UBJP) has devised an online system of registration to centralize and monitor the issuance of identification cards among its members and community supporters.

At the sidelight of the UBJP officials’ meeting with party supporters on Thursday, Bangsamoro Education Minister Mohagher Iqbal said the party will put up a good fight against the more established local political leadership, particularly in the mainland Mindanao provinces of the Bangsamoro Autonomous Region in Muslim

Mindanao (BARMM). Dr. Zulqurnyn Abas, executive secretary to UBJP  President Ahod Balawag Ebrahim, said membership registration with the party will be open through online links provided by the party for its network of community-based members  and supporters.

Iqbal said the system has been particularly developed to build a validated database system for its network of members, particularly in BARMM provinces geographically situated in Central Mindanao.

He said the party will stand up to build a stronger platform of sustainable education programs

for the Bangsamoro youth.

Abas said multiple entries of different names but from the same barangays will be allowed using one mobile SIM Card No., considering the difficulty in obtaining Wi-Fi signals in many interior areas.

In the Bangsamoro Parliament, Iqbal is the principal author of Bangsamoro Parliamentary Act Nos. 190 and 191 creating the municipalities of Datu Balabaran Sinsuat and Sheikh Abas Hamza out of the present Datu Odin Sinsuat, Maguindanao del Norte’s biggest municipality which remained undivided in decades from its old name Dalican. The old

Dalican was renamed Dinaig, and later to the Municipality of Datu Odin Sinsuat.

On the petition of the Sinsuats, the Supreme Court has halted the plebiscite to ratify both regional laws, by directing the Commission on Elections to defer the polling. However, in Sultan Kudarat, Mayor Datu Tocao Mastura is the UBJP standard bearer for the UBJP in the gubernatorial race in Maguindanao del Norte.

The SC order also served in favor of the stand of the Masturas against the creation of Nuling Municipality, the old name of Sultan Kudarat town.

AVIATION AUTHORITIES REMIND PASSENGERS ANEW ON $10K DECLARATION

AIRPORT authorities reiterated their call to travelers not to transport currency exceeding $10,000 or its equivalent in Philippine pesos without proper declaration. This reminder was issued after personnel from the Office of Transportation Security (OTS) recently intercepted a passenger at Ninoy Aquino International Airport—Terminal 3. The passenger was found in possession of dollar bills totaling ₱16,028,372.79.

The cash belonged to a passenger bound for Hong Kong via Cathay Pacific Flight CX912.

OTS officer Yvonne Dujali was conducting a routine security screening at the baggage makeup area when she noticed an opaque image on the X-ray monitor. To confirm its contents, Dujali and other officers called the passenger through the airline to witness a manual baggage inspection. During the manual baggage inspection, they discovered bundles of US dol-

lar bills, prompting Dujali to contact the Philippine National Police—Aviation Security Group. The latter subsequently coordinated with the Bureau of Customs to handle the situation properly.

OTS Administrator Undersecretary Crizaldo Nieves emphasized that the incident reflects the agency’s commitment to the Department of Transportation Secretary Jaime Bautista’s goal of ensuring safe and secure transportation for all.

“The cooperation and collaboration among airport authorities have been

effective in thwarting not only acts of unlawful interference but also other illegal activities that may occur at the airport and other transportation facilities in the country,” Nieves stated.

Recently, Customs - NAIA deployed K-9 sniffing dogs to combat the increasing number of passengers attempting to smuggle large amounts of cash out of the country.

District Collector Yasmin Mapa coordinated with the Philippine Coast Guard (PCG) to establish an agreement to strengthen efforts against syndicated money laundering. Authorities have noted that many people are caught smuggling large sums of currency without proper declaration, often to evade taxes or engage in illegal activities. In a recent incident, a female Chinese passenger was apprehended by security at the final check while carrying US dollars.

The government requires faithful declaration and completion of Foreign Currency Declaration Forms for the importation and exportation of foreign currency exceeding USD 10,000 or its equivalent.

The Anti-Money Laundering Council and the Port of NAIA are also implementing cross-border measures concerning the transportation of currencies and monetary instruments in relation to the implementation of the eTravel System, a digital platform for collecting data on passengers arriving in and departing from the Philippines.

AUTHORITIES SEIZE P1M IN ILLEGAL FISHING GEAR

JOINT law enforcement authorities seized P1 million worth of illegal fishing equipment and arrested three suspects in the waters off Gasan, Marinduque on January 24. The operation, coordinated by the Coast Guard Sub-Station Gasan and the Philippine National Police Maritime Police Station (MARPSTA) of Gasan, targeted illegal fishing activities in the municipal waters. The suspects were apprehended aboard the fishing banca Princess  Aquarius, which was found to be engaged in unauthorized fishing. During the operation, authorities confiscated key equipment, including a fishing banca valued at P500,000 a diesel engine worth P200,000, and fishing nets valued at P300,000.

The arrested individuals, all residents of Brgy. Daykitin, Buenavista, Marinduque, were found in violation of Section 6B of Republic Act No. 10654 (An Act to Prevent, Deter, and Eliminate Illegal, Unreported, and Unregulated Fishing).

LEGISLATOR SUPPORTS PET OWNERSHIP BILL

REP. Luis Raymund Villafuerte from Camarines Sur on Saturday expressed optimism that with a final joint push in both the Senate and the House of Representatives, the 19th Congress still has time to pass the amendatory bill aimed at better promoting and protecting the welfare of all animals.

“If everything turns out right, I believe there is still time for both the Senate and the House of Representatives to pass down the wire the proposed amendatory law toning up the 26-year-old Animal Welfare Act by way of establishing a much better system of state supervision and regulation for dealing with animals,” Villafuerte said.

“By amending the Animal Welfare Act, we aim to optimize public awareness of responsible pet ownership through education and information dissemination; and to strengthen interagency, multisectoral and local-government cooperation for promoting good animal welfare,” he said. Villafuerte has introduced House Bill 6059 that aims to put more weight on the law by, among others, slapping harsher penalties on errant individuals, establishing a Bureau to be attached to the Department of Agriculture (DA) to safeguard the rights of animals, and deputizing animal welfare enforcement officers with the powers to seize and rescue maltreated or illegally traded animals and arrest violators.

Pending before the House Committee on Agriculture and Food, HB 6059 seeks to tweak Republic Act 8485, or the Animal Welfare Act of 1998 and RA 10631, which amended RA 9485.

KYIV, Ukraine — Ukrainian leader Volodymyr Zelensky on Friday warned that his Russian counterpart Vladimir Putin wanted to “manipulate” Donald Trump, after the Kremlin chief praised the US leader and said he was ready for talks with him.

“We have always said, and I want to emphasize this once again, that we are ready for these negotiations on Ukrainian issues,” Putin told a reporter from Russian state TV.

Praising Trump as a “smart” and “pragmatic” man, Putin also repeated the Republican’s unfounded claim that he won the US presidential election against Joe Biden in 2020.

“I cannot but agree with him that if he had been president — if his victory hadn’t been stolen in 2020 — then maybe there would not have been the crisis in Ukraine that emerged in 2022,” Putin said.

Pressure from Trump

The Ukraine conflict has plunged relations between the two nuclear powers to their lowest levels since the Cold War.

Trump, who was inaugurated on Monday, has called the conflict “ridiculous” and threatened Russia with tougher economic sanctions if it does not

agree to stop its offensive.

“If they don’t settle this war soon, like almost immediately, I’m going to put massive tariffs on Russia, and massive taxes, and also big sanctions,” the Republican said during a Fox News interview on Thursday.

Speaking at the World Economic Forum in Davos on the same day, Trump said he would ask Saudi Arabia and OPEC to lower oil prices, claiming: “If the price came down, the Russia-Ukraine war would end immediately.”

Another troubling trend at many MVIS and emissions centers is the exorbitant fees charged to vehicle owners looking to avoid the hassle of visiting the Land Transportation Office (LTO) for registration renewal. An SUV owner might pay around P5,000 for “no-show registration” after covering TPL insurance and emissions testing fees. They simply hand over their Official Receipt (OR) and Certificate of Registration (CR) to a “trusted” individual at the center, who promises to facilitate registration at the LTO. Within a couple of days, they receive a copy of the receipt showing a renewal fee of around P2,100. This represents over a 100 percent profit for the “trusted” facilitator, who likely paid off someone at the LTO for expedited service.

THE M6 World Champions, ONIC Philippines (formerly Fnatic ONIC PH), have officially confirmed Joy as their hero of choice for co-designing a commemorative skin with international gaming developer and publisher MOONTON Games.

This collaboration is part of the exclusive rewards for winning the world’s largest Mobile Legends: Bang Bang (MLBB) tournament, hosted in Kuala Lumpur last December.

The FIBA Regional Office-Asia on Tuesday announced a revamped competition format for the rechristened BCL Asia-East involving leading club teams representing the National Federations coming under the SEABA and East Asia sub-zones of FIBA Asia.

Six champion clubs representing Indonesia, Malaysia, Mongolia, Singapore, Thailand and Chinese Taipei will be joined by the runnersup clubs from the Chinese Taipei and Mongolia national leagues in the eight-team fray that will see games being played over six windows with each club hosting one round in their country.

The clubs confirmed to participate are Chinese Taipei: New Taipei Kings & Taoyuan Pauian Pilots; Mongolia: Ulaanbaatar Xac Broncos & Bishrelt Metal; Indonesia: Pelita Jaya Basketball; Malaysia: NS Matrix Deers Thailand: Hi-Tech Basketball Club and Singapore: Adroit Club.

The eight teams will be drawn into two groups of four teams each for the Preliminary Round with the top two from each group making their way to the Final Four (seminals) to be played in one city.

The top two teams from the Final Four of BCL Asia-East will book their tickets to BCL Asia.

DA Administrative Circular (AC) No. 25 was discussed by Dr. Henry Gwyn Jonathan Salasas and the recent Department of the Interior and Local Government (DILG) DA Memo No. 2024-126 on the role of the barangay in animal welfare implementation was discussed by provincial director Regina Elizabeth Mammag of the DILG - Cordillera Administrative Region and board member and provincial Indigenous Peoples Mandatory Representative Benjamin Palbusa. Palbusa, together with a guest IP leader, also discussed the various indigenous rituals using animals while Prosecutor Richard Antero oriented the participants on how to file animal welfare cases. There was a certain degree of uneasiness and reluctance at the start of the seminar, possibly due to the perceived disrespect of their cultural and religious practices. But after each session, the participants brought an overwhelming commitment and understanding that indeed animal welfare law must be upheld and that religious rituals and practices were considered. It was very helpful that b Palbusa and another IP delegate explained various rituals and practices of tribes. Apparently, while the slaughter of dogs and/or other animals has been claimed to be part of the practice, Palbusa noted that not all are fully aware how the rituals are properly practiced.

The facility, located at Benilde’s Design and Arts Campus, provides access to a diverse range of resources, including material samples, research tools, and subscription services.

The initiative is part of DOST’s Technology Business Incubation (TBI) program and aims to foster creativity and support groundbreaking projects.

During the event, he also tasted four interpretations of halo-halo -- with black sesame polvoron (by actress and chef Judy Ann Santos), with coconut jam (by content creator Ninong Ry), with kamias compote (by CCA culinary student Danica Lucero), and with cane sugar and tibuok salt (by chef Bea Qua).

Ramsay likewise let on a "secret" -- following the success of his Bar & Grill opened in Newport World Resorts in August, he said there are plans to bring in three more restaurant brands to the Phil ippines, including his iconic Hell's Kitchen.

“We are looking at potentially three new restaurant sites here in the Philippines. So I’d be looking at some really fun sites and stuff to come, maybe a beautiful Hell’s Kitchen restaurant,” he said.
