THE head of the Philippine National Police Anti-Kidnapping Group (PNP-AKG) was officially relieved of his position amid concerns over the operation to rescue a kidnapped Chinese victim earlier this week.
The relief of PNP-AKG acting director Col. Elmer Ragay raised more questions over the rescue operation.
In a statement, the PNP said the relief was ordered “following adverse news reports and viral social media discussions questioning the legitimacy of a recent rescue operation
involving a 14-year-old student from the British School Manila.”
While not giving specifics, the PNP said key points under investigation include why the PNP-AKG did not lead the rescue operation, why no suspects were arrested, and the circumstances surrounding the victim’s recovery.
The PNP, however, did not say
which police unit led the rescue operation.
PNP chief Police General Rommel Marbil underscored the need for a comprehensive review to address public concerns and ensure transparency.
“As public servants, we must be open to scrutiny and ensure that our actions reflect the highest standards of integrity. This review is meant to clarify the circumstances surrounding the incident and reinforce public trust in the PNP,” he added.
Marbil said the PNP would cooperate in the Senate investigation scheduled next week.
“We respect the Senate’s authority to look into this matter and will extend our full cooperation in the
proceedings,” he said.
The PNP chief assured the public that the investigation would be conducted thoroughly, holding accountable those responsible if any lapses are found while protecting the integrity of legitimate police operations.
Interior Secretary Jonvic Remulla earlier said the kidnappers tried and failed to obtain a ransom, initially at $20 million before lowering it to $1 million.
Remulla said at one point, the kidnappers sent the parents a video of the 14-year-old kidnap victim’s finger being severed before they were tracked down on Tuesday and pursued by police who homed in on their cell phone signal.

THE Philippine National Police has ordered an investigation into the reported donations made by alleged Chinese spies to two police forces and a local government unit.
“The chief PNP had already ordered the inquiry on that matter to get to the bottom of the issue and the circumstances of the donation,” PNP-Criminal Investigation and Detection Group chief Maj. Gen. Nicolas Torre III said yesterday.
Torre was asked to comment on an exclusive report by Reuters about Chinese nationals, accused of espionage, who as leaders of socio-civic groups made donations to the city of Tarlac and its police force as well as to the Manila Police District.
“It is a possible cause for inquiry and investigation on the part of the police, especially on the internal mechanisms relating to donations from foreign entities,” Torre added.
He said the report would trigger “closer scrutiny” of foreign socio-civic groups’ ac-
tivities in the country.
“These activities will undergo closer scrutiny – that is natural and expected,” Torre said.
He said the PNP continuously evaluates its allied groups, ensuring that scrutiny applies broadly and is not limited to Chinese organizations.
“This is a continuous process because the PNP has many accredited groups. The scrutiny applies broadly and is not targeting Chinese organizations alone,” he said.
For his part, Manila City administrator Bernardito Ang said the local government accepts donations that are duly endorsed by legitimate and reputable organizations.
“Anybody or any organization that wants to donate is acceptable to the city government, most especially if they are coursed through reputable organizations like the Chinese federation. Most Chinese organizations course through their donations to the federation and it is not for us to confirm or vet when the federation already says everything is in order whenever they donate,” Ang said.

Jr. will make sure that heads will roll if corruption played a part in the recent collapse of the newlyconstructed Cabagan-Sta. Maria Bridge in Isabela province, Malacañang said on Saturday.
“This is really going to be investigated,” Palace Press Officer Claire Castro said in a radio interview yesterday.
“If there is any trace of corruption in what happened from 2014 when the construction started until now, they must really be held accountable and heads must roll. That’s the President’s answer... They should be sent to jail,” she added.
While Castro said the collapse of the P1.2 billion bridge in Isabela was “not an ordinary case,” the government still needs to determine the real cause of the incident.
She said it is within the local government unit’s mandate to assess the integrity of the entire structure of the bridge and coordinate with the Department of Public Works and Highways.
The third span of the CabaganSta. Maria Bridge collapsed at about 8 p.m. on Thursday when a dump truck carrying boulders with an estimated gross vehicle weight of about 102 tons passed over the bridge.
According to reports, six people on board four vehicles, including a child, were injured when the bridge collapsed.
The construction of the bridge started in November 2014 and was completed on Feb. 1, 2025, with a total cost of P1.22 billion, including the bridge and approaches.
The contractor of the bridge is R.D. Interior Junior Construction.
“Further analysis on the cause of failure is still on-going,” DPWH Region 2 said.

Executive Secretary Lucas Bersamin issued the memo ordering incumbent appointees to tender “unqualified” courtesy resignations to the new PCO Secretary
Jay Ruiz. Bersamin said Ruiz must have “a free hand in performing his duties and functions.” The directive applies to all presidential appointees under the PCO whose appointments are not permanent, as well as those in governmentowned or controlled corporations (GOCCs) attached to the PCO serving in an acting or holdover capacity. THE Department of Information and Communications Technology warned that “guerilla” POGO hubs may serve as troll farms for the coming elections.
DICT Undersecretary for Cybersecurity Jeffrey Ian Dy said the troll farms may be used to spread misinformation or disinformation and attempt to influence the outcome of the midterm elections.

fake job postings which were found to be “using facilities, technologies, and centers as if they are in a call center or POGO.”
“This is a big operation and we are of the belief that the same facilities can be used as troll farms
in order to influence our election because they are using social media,” the DICT official said.
“If you can use social media to post jobs online or to post your opinions and to boost engagement, what can stop you from doing the same for political machinations,” he added.
The House of Representatives earlier launched a probe into cybercrimes, fake news, and disinformation peddled by certain influencers and even troll farms.
In November, during the House probe on the links between POGOs and the illegal drug trade, the lead chair of the Quad Comm raised the alarm over a “well-funded and orchestrated” troll campaign to discredit the congressional inquiry.

MALACAÑANG on Saturday said
President Ferdinand Marcos Jr.’s leadership was instrumental in the Philippines’ removal from the Financial Action Task Force (FATF) grey list.
Palace Press Officer Claire Castro credited Mr. Marcos for driving key reforms that strengthened the country’s fight against money laundering and terrorism financing.
“Due to the efforts of our President, we have successfully re -
moved our country from the Financial Action Task Force grey list,” Castro said in a statement.
The FATF, an international watchdog, placed the Philippines on its grey list in 2021 after identifying 18 deficiencies in its financial crime prevention measures.
According to Castro, the country’s inclusion was due to the past administration’s lack of regulatory supervision on gambling operations, including the highly controversial POGOs.
The Marcos administration implemented significant reforms to
address these concerns, including Executive Order 33, which laid out the country’s anti-money laundering and counter-terrorism financing strategy for 2023-2027, and EO 74, which imposed a ban on all POGOs in the country.
“Our President will not stop controlling and preventing activities related to money laundering and terrorist financing,” Castro said.
For his part, former senator Panfilo Lacson said the country’s removal from the grey list should lead to more job opportunities as it increases investor confidence in
the country. Lacson credited various legislative measures for this achievement, including the passage of the Anti-Terrorism Act of 2020 and the strengthening of the Anti-Money Laundering Act (AMLA), both of which he authored, co-authored, or sponsored.
“When we are removed from the grey list, investors will be more confident in doing business here. The provisions of the Anti-Terrorism Act concerning terrorist financing and the Anti-Money Laundering Act also play a significant role,” he said.

RAMADAN officially starts today (Sunday) as declared by the Bangsamoro Grand Mufti after ground lunar observers from different parts of the country failed to establish that the crescent moon appeared and rose on Friday. Bangsamoro Grand Mufti Abdulraof Guialani said the daily dawn to dusk fasting will end in 29 or 30 days, or in about April 1.

MARCOS’ WPS POSITION REMAINS UNCHANGED
PRESIDENT Ferdinand Marcos Jr.’s stance on the West Philippine Sea issue remains firm and unchanged, maintaining that“what is ours is ours,” Malacañang said on Saturday.
Palace Press Officer Claire Castro said Mr. Marcos’ WPS policy is far different from the submissive approach of his predecessor, former president Rodrigo Duterte, who was reluctant to confront China over its claims in the WPS.
“During the time of former president Duterte, there was really no conflict because we just said ‘yes’ to China,” Castro said during a radio interview.
“President Marcos is not like that. He will fight for what our rights are in the West Philippine Sea, in the EEZ,” she added.
Castro lamented that when Duterte apparently bowed down to China during his watch, he allowed Beijing to control Philippine waters, including Sandy Cay where Chinese vessels were seen patrolling under the past administration.
“The former president wished that we would become a province,” she said.
Castro said Duterte had even ordered to stop the construction of Sandy Cay because of strong opposition from China.

THE Department of Public Works and Highways will close the EDSA bus lane in the coming weeks to give way for the rehabilitation of the longest road in Metro Manila.
DPWH-National Capital Region Director Lorie Malaluan said repairs will start from the northbound lane of Balintawak to Monumento, while similar works at the southbound lane will start from Monumento to Roxas Boulevard.
In a radio interview, Malaluan said rehabilitation works include placing reinforcements in EDSA’s concrete pavement, and asphalt overlaying with the introduction of anti-rutting modifiers.

PRESIDENT Ferdinand “Bongbong” Marcos Jr. directed agriculture officials to boost biosecurity measures and ramp up livestock consolidation to combat African swine fever (ASF), in addition to the ongoing vaccination efforts.
“The key to that is consolidation. We have been working on consolidation because if hogs are raised in backyard farms, it becomes difficult to control bi -
osecurity,” President Marcos said Friday during a meeting with the Regional Development Council III at the CSJDM Convention Center.
He noted the challenges of relocating livestock to biosecure facilities, saying many hog raisers are hesitant to give up their animals.
However, he stressed the importance of biosecurity, saying that even vaccinated pigs remain vulnerable if farm conditions are not properly managed.
Agriculture Undersecretarydesignate for Livestock Constante Palabrica assured the President that measures are being implemented to educate farmers on biosecurity protocols.
Palabrica said that 80 percent of vaccinated pigs are well-protected, and the ongoing ASF immunization campaign has already covered 50,000 hogs.
He added that the government has procured 500,000 ASF vaccine doses, with close to 200,000 al -
located for Region 3. “So far, we’re getting good results, and once the Bureau of Animal Industry compiles all the data, we will submit it to the Food and Drug Administration,” Palabrica said.
He explained that under a memorandum of understanding between the Bureau of Animal Industry and the FDA, vaccine efficacy and effectiveness must be evaluated before receiving a modified release permit and full regulatory approval.
THE Bangsamoro Commission on the Preservation of Cultural Heritage (BCPCH) convened professional researchers, writers and historians to help rectify “historical injustices,” the commission’s chairman said at the sidelines of a two-day historical forum.
“Historical injustices,” is how the late Chairman Salamat Hashim described the portrayal of the Moro people in history written by westerners. Dr. Salem Lingasa, BCPCH chairman, said the commission should be part of the professional growth of young Moro individuals, thus, adding that “they should excel in the field of history.”
Lingasa said the act of correcting historical injustices is the continuity of the Moro struggle for the right to self-determination that he wanted the young people of his team to carry through. Lingasa, a member of the
Moro Islamic Liberation Front peace panel, cited the role of the young Moro professional members of his team in the writing of the Bangsamoro history – Aaron Jeff Usman, lead chief of operations and program manager; Cerwin Dago, information assistant; Athirah Baguilan, Development Management Officer; Esnaira Salem, senior history researcher; Abdulasis Tukuran, archivist; and Morshed Tumindig, DMO I and lead assistant.
Lingasa said young Muslims should also be aware that the act of “worship” in Islam is not merely the overt physical acts of performing prayers. He said he wants the young Moro members of his BCPCH team to also learn the essence of the Sahada (declaration of faith) and the Salah or daily prayers, especially of the zakat (obligatory dues for the poor members of the community).

Remulla said the kidnappers, like their target, were Chinese nationals part of a “sophisticated” syndicate with ties to the now-banned POGOs, Remulla said.
Notorious as fronts for human trafficking, money laundering and fraud, POGOs were banned by President Ferdinand Marcos Jr. last year, sending those who worked for them in search of new income streams.
Presidential Anti-Organized Crime Commission head Gilberto Cruz said there were still about 11,000 Chinese nationals in the country after the gambling sites they worked for were shuttered.
“Some have turned to other crimes, but we can’t provide numbers as of now,” Cruz said, adding that some had likely ventured into “kidnapping operations.”
Manila Mayor Honey Lacuna’s spokesperson and head of communications Princess Abante confirmed that the donated motorcycles to the MPD consisted of nine 2016 models and one 2015 model of Sinski motorcycles worth P14,500 each, for a total value of P145,000.
“The motorcycles were registered with the LTO by (the donors) before the turnover. The Office of the Mayor did not receive cash donations from them – only the motorcycles for the MPD,” Abante said.
The Reuters report said the four men were leaders of civic groups overseen by the Chinese Communist Party’s (CCP) foreign influence network.
They were among the five Chinese nationals detained by the government in late January for allegedly gathering images and maps of Philippine naval forces near the South China Sea.
All five detained men also met China’s military attaché in Manila, Senior Col. Li Jianzhong, at least once in the weeks before their arrest, Reuters said.

VATICAN CITY — Pope Francis, in hospital with pneumonia, suffered a breathing “crisis” on Friday which caused him to vomit but he was given air and responded well, the Vatican said.
The episode came just hours after a Vatican source said the 88-year-old pontiff’s condition was no longer considered critical, following a series of incremental improvements.
Francis, who has spent the past two weeks at Rome’s Gemelli hospital, “presented an isolated crisis of bronchospasm which... led to an episode of vomiting with inhalation and a sudden worsening of the respiratory picture,” the Vatican said in a statement on Friday evening.

TOKYO — Japan was battling its largest wildfire in more than three decades on Saturday, one of several blazes that have killed one person and forced the evacuation of more than a thousand.
Flames are estimated to have spread over about 1,200 hectares in the forest of Ofunato in the northern region of Iwate since fire broke out on Wednesday, according to the Fire and Disaster Management Agency.
“We’re still examining the size of the affected area, but it is the biggest since the 1992 wildfire” in Kushiro, Hokkaido, an agency spokesman told AFP.
That fire burned 1,030 hectares, the previous record.
Around 1,700 firefighters were being mobilised from across the country, the agency said.

Now leading the Sugar Regulatory Administration (SRA), Azcona introduced key reforms to make the agency more responsive to the needs of laborers and industry stakeholders.
Under his leadership, the SRA-La Granja Agricultural Research and Extension Center (SRA-LGAREC) has expanded its role in advancing sugarcane research, equipping farmers with high-yielding varieties, pest control innovations, and sustainable farming technologies.
His tenure marks a shift from traditional planter-driven priorities to a more inclusive approach that empowers the industry’s backbone—the “sakadas” and smallholder farmers.
THE FACILITY
A crucial pillar of the sugarcane sector, SRA-LGAREC operates under the Department of Agriculture (DA), driving agricultural research not only on Negros Island but across the Philippines.
The center spans 90 hectares, with 76 hectares dedicated to field experiments and the propagation of high-yielding sugarcane varieties, while the remaining 14 hectares house research facilities and office buildings.
“SRA-LGAREC is a critical component of the sugarcane industry, providing cuttingedge research and technological advancements that directly benefit farmers and stakeholders,” Azcona said.

On February 22, 2025, SRA officially handed over 10 units of heavy-duty dump trucks to the Mill District Development Council (MDDC) in the Visayas worth P70 million; P27.4 million of farm implements, majority are for block farm recipients; and another P3.6 million to the 5th District’s The United Block Farm Agrarian Reform Beneficiaries Small Planters Organization (5D TUBO).
“This is something that we’ve been really pushing for since I started 2 years ago. While we don’t have new equipment here in the facility, we deem that the equipment most needed by farmers should be prioritized first,” Azcona said.
RESEARCH, SERVICES
LGAREC offers various services, including high-yielding sugarcane propagation, soil and juice analysis, Trichogramma strips production, genome projects, and technology transfer.
It also holds Sugarcane Farm Management Seminars and provides on-the-job training for agriculture students. The center has three divisions: Agricultural Research Division (ARD), Agricultural Support Services Division (ASSD), and Extension Services Division (ESD) – Visayas, which include specialized laboratories such as the Soils Laboratory and MicroPropagation Laboratory.
“Our research initiatives are designed to ensure sustainability and productivity in the sugarcane industry. By leveraging science and technology, we aim to equip farmers with the best tools for success,” Azcona emphasized.
SUGARCANE PRODUCTIVITY
The Agricultural Research Division drives studies to enhance sugarcane yield and sustainability. From 2020 to 2024, the Soils Laboratory analyzed 5,176 sugarcane stalk samples and 6,621 soil samples, with a new P8.5 million spectrometer set to increase efficiency fivefold.

In 2024, the Farm Services Unit recorded a 322 percent increase in high-yielding variety (HYV) releases, generating P3.27 million in income. The most in-demand variety, Phil 2006-2289, accounted for 70.82 percent of the total distribution.
Operating in Regions 6, 7, and 8, the Extension Services Division (ESD) – implements key programs under the Sugar Industry Development Act (SIDA), including block farming, socialized credit, human resource development, research and extension, and infrastructure projects.
Since 2016, 167 active block farms covering 5,423.60 hectares have been established, benefiting 4,565 smallholder farmers. Another 13 block farms are set to launch in 2025. The Block Farming Program has so far received P698.1 million in funding to support mechanization, infrastructure, and farmer training.
Azcona noted that a total of P3.09 billion has been allocated for farmto-mill roads, with 174.48 kilometers completed and 13.90 kilometers currently under construction.

IT’S a tricky prediction, isn’t it?
Deciding which power source will reign supreme in our local market, and even globally, is a bit like trying to catch smoke. Right now, the familiar rumble of internal combustion engines (ICEs) still dominates, both here in the Philippines and across the world. But those new energy vehicles (NEVs) are certainly making their presence felt.
You see, while the big players –from the US, Japan, Korea, and now China – are still churning out those trusty ICEs, they’re all dipping their toes, or sometimes diving headfirst, into NEVs. Remember, NEVs aren’t just electric vehicles (EVs); hybrids, combining ICEs and electric batteries, fall under that umbrella too.
Toyota, still the world’s leading manufacturer, is a prime example. They’re flooding the market, including ours, with hybrids. Being Japanese, they, along with their contemporaries like Mitsubishi, Honda, and Nissan, are treading carefully when it comes to jumping straight into EVs. European giants like Volkswagen are following a similar cautious route, seeing hybrids as a less risky path.
Unlike the Koreans, Kia and Hyundai, who are also focusing on hybrids, the Chinese are going all-in on electric. Just look at BYD’s skyrocketing EV production. While many Chinese carmakers here still offer ICE vehicles to cater to the current market, their electric ambitions are clear. We do believe the days of the ICE are numbered. Oil supplies aren’t endless. However, we also understand that a sudden shift to full EVs in the Philippines is unlikely. Infrastructure challenges, like the lack of charging stations, and the high cost of EVs present significant hurdles. This is where hybrids come in. We think this is where the real competition will heat up. With gas prices soaring and drivers becoming more environmentally conscious, “going green” and saving money are key considerations. Hybrids offer extended range, doubling what you can travel. If manufacturers can bring their prices down further, they’ll become incredibly tempting for buyers.
So, while the electric future gleams, the hybrid present seems poised to take center stage. The question is, can they make hybrids affordable and appealing enough to truly win over the Filipino driver?

AS the Philippine Basketball Association (PBA) turns 50 this year, the Manila Standard began presenting the 50 Greatest Moments of the league, beginning with memorable events in the 1970s.
Curated by this writer, a PR specialist, and a sports historian, here are some of the most unforgettable PBA moments from the 1980s:
1. Benjie Paras Makes History (1989)
Venancio “Benjie” Paras Jr. became the rst and only player in PBA history to win both Rookie of the Year and Most Valuable Player (MVP) in the same season—an incredible feat for someone barely out of his teens.
2. San Miguel Beermen’s Triple Crown Triumph
The Beermen became the second franchise to win the coveted PBA Grand Slam (Triple Crown), cementing their place as one of the league’s greatest dynasties.
3. Añejo Rhum 89ers’ AllFilipino Championship
In a heated showdown against the league’s rising glamour team, Purefoods Hotdogs, the Añejo Rhum 89ers captured their rst and only All-Filipino Conference title under the leadership of playing coach Sonny Jaworski.
4. “God’s Play” (1988)

IT WAS in 2015 when I saw The Script for the first time. I was with my college classmates in SM Mall of Asia where the Irish band was having their signing event for their album “No Sound Without Silence.” To make the long story short, at that time, I was able to receive a hug from Glen Power, the band’s drummer.
For years, The Script had been coming here multiple times in the Philippines for their concerts but despite that, I wasn’t still able to attend either one of them. A decade after skipping their concerts here, I was finally able to see them again, but this time, it wasn’t just a signing event.
On Feb. 12, presented by Wilbros Live, The Script returned to Manila as part of the Satellite World Tour 2025” When we were given our seat assignments, I was so surprised to see how close we were to the extended stage that I could almost reach them when they opened their second day at The Big Dome. One of the highlights of the night, I think, was the band’s two-stage setup.
The Irish rock band started the show with a thunderous rendition of “You Won’t Feel a Thing,” igniting the energy inside the packed coliseum. Seamlessly blending old favorites
with newer tracks, they followed up with “Superheroes” from the No Sound Without Silence album and “Rain” from Freedom Child—each song met with roaring applause and a sea of waving hands.

Representing De La Salle-College of Saint Benilde (DLS-CSB), Po competed against 50 young chefs in the world’s largest student chef competition, hosted by the International Institute of Hotel Management. England’s Kamran Taylor won gold, while Armenia’s Arsen Armenakyan took silver.
“I still can’t believe it,” Po said. “I was proud to represent my country and show what Filipinos can do in the culinary industry.” Po follows in the footsteps of fellow Benildean Clifford Jeff Unabia, who won silver last year, and alumna Austin Cale Labago, a runner-up in 2020.

“The equipment was different from what I use at school, so I had to adapt,” he said. “There were miscommunications, but I told my team, ‘We got this. I will win this for us.’” Po also received the Best Ambassador Award for camaraderie with other competitors.
“I thought I wouldn’t make friends, but I bonded with chefs from the Netherlands, Switzerland, and other countries,” he said.
Looking back, Po encourages aspiring chefs to be patient and embrace the journey.
