THE death toll from a huge earthquake that hit Myanmar and Thailand passed 1,000 on Saturday, as rescuers dug through the rubble of collapsed buildings in a desperate search for survivors.

The Philippines sent its condolences to its ASEAN neighbors and said it is ready to dispatch three emergency teams.

“We would like to convey our condolences to our friends and neighbors — Myanmar and Thailand,” DFA Undersecretary Eduardo de Vega said in a television interview yesterday.

He said the Philippine embassies in Yangon and Bangkok said there were no Filipino casualties as of Friday.

There are at least 600 Filipinos in Myanmar and about 29,000 Filipinos in Thailand, De Vega said.

“We still do not know the extent of damage. So far, no Filipino has died. If anyone wants to go home to the Philippines, we will help them,” he added.

Health Secretary Teodoro Herbosa said three Philippine Emergency Medical Assistance Teams (PEMATs) are ready to help in post-earthquake response. He said the PEMATs are on standby for deployment once a request is received and international coordination protocols with the affected countries are complete.

“The DOH can send our PEMAT should there be a need for humanitarian medical assistance in Myanmar and Thailand. We are ready,” Herbosa said. The shallow 7.7-magnitude quake struck northwest of the city of Sagaing in central Myanmar in the early afternoon, followed minutes later by a 6.7-magnitude aftershock.

DOH: DENGUE CASES INCREASE

THE Department of Health (DOH) reports a significant surge in dengue cases nationwide, reaching 76,425 from January 1 to March 15.

This figure represents a 78% increase compared to the same period last year, the DOH also said.

While the case fatality rate remains below 1%, CALABARZON, the National Capital Region, and Central Luzon are experiencing the highest case counts, primarily affecting children aged 14 and below.

The DOH further said severe symptoms like stomach pain, bleeding, vomiting, and weakness in fatal cases, and urges the public to eliminate mosquito breeding sites. The agency have also deployed test kits and mandated government hospitals to reactivate dengue fast lanes.

Parents are advised to protect children with long-sleeved clothing, repellents, and mosquito nets.

Earlier, the DOH said it expects dengue infections to further rise by the second half of 2025. DOH Secretary Ted Herbosa said the cycle of an increase in dengue cases occurs every three to five years primarily because of the different serotypes of the virus that circulate.

“The last outbreak we experienced was in 2019. Then COVID came and since that time we haven’t logged an outbreak yet. It’s 2025 so we are actually due for an increase in dengue cases this year,” Herbosa said.

Herbosa said the spread of the virus is exacerbated by climate change.

With the country entering the warm and dry season, he said that a decrease in infections could be expected.

Under the new online system, stricter security measures are incor-

porated such as the requirement for the presence of the parent, legal guardian or the accompanying adult during the online interview for the assessment of the travel permit application.

The DSWD official, however, assured the public that the online MTA system makes the processing of the travel clearance easier, more accessible in the comforts of their homes.  The applicants are also free to set their own online interview schedule.

Considering the full transition to online processing through the online MTA system, the DSWD has instructional how-to-videos regarding its use which are available on the agency’s official website and social media accounts.

The DSWD said it also welcomes any inquiry and request for orientation.

THE Supreme Court (SC) on Friday said clients should not be unfairly penalized for their lawyer’s mistakes, especially when it could deny them justice.

In a decision penned by Associate Justice Samuel Gaerlan, the SC’s Third Division instructed the Commission on Bar Discipline of the Integrated Bar of the Philippines to investigate a lawyer’s conduct for potential administrative liability as a member of the Bar.

In a case of illegal dismissal, the said lawyer failed to prepare the petition despite prior arrangements and payment.

Left without legal representation, the laborers requested a 30-day extension, or until January 10, 2023, to find a new lawyer and file their case.

The SC underscored that although clients are generally bound by their lawyer’s actions, there are exceptions, such as when a lawyer’s negligence violates due process or leads to the loss of a client’s liberty or property.

“Indeed, if the strict application of the rules would tend to frustrate rather than promote justice, the Court is not without power to exercise its judicial discretion in relaxing the rules of procedure and pre -

venting a miscarriage of justice,” the SC said.

The High Tribunal affirmed the principle that the law should protect the most vulnerable.

“Our courts and tribunals should strike a balance between public policy and necessity – that of putting an end to litigation speedily, and yet harmonizing such necessity with the right of a litigant to an opportunity to be heard,” the SC added.

THE Commission on Audit (COA) flagged Kabankalan City, Negros Occidental, for significant financial discrepancies in 2023, including underutilized disaster and development funds, unrecorded land assets, and overstated cash balances. COA found the city failed to revert P11.113 million in unused disaster funds to the General Fund and underutilized its 2023 disaster management budget, leaving P132.119 million unspent.

The city also did not record 128 land parcels valued at P357 million, due to a lack of documentation from the General Services Office. The city’s cash-in-bank account was overstated by P3.835 million due to unrecorded reconciling items, and only 52.31% of the Development Fund was utilized. Additionally, P69.609 million in disbursement vouchers were not submitted for audit.

‘REGISTER YOUR ONLINE PLATFORMS’

CANDIDATES and political parties participating in the May 12 polls still have time to register their online campaign platforms, the Commission on Elections (Comelec) said.

“Please be informed that during the 27 March 2025 referendum/consultation, the Commission has extended the registration of Online Campaign Platforms (OCPs) for a final and non-extendible period, until 31 March 2025, 11:59 PM,” the commission said in Memorandum 250507.

According to Comelec Task Force KKK sa Halalan Commissioner-in-Charge Nelson Celis, the reopening of the registra -

tion period is in response to the numerous requests from stakeholders.

“These requests were prompted by various circumstances beyond their control, including but not limited to inaccessible registration links, timeouts in the online registration forms, delays in the transmittal of hard copies to the Task Force KKK sa Halalan, and other technical contingencies,” he said.

The Comelec said applicants must use the prescribed templates of the required documents, which may be downloaded at www.comelec.gov.ph.

They must also upload the required documents in their Google Drive and submit the URLs or links via the Google Form.

Hard copies of all documents must be uploaded through the Google Form within five days from accomplishing the form.

Under Resolution 11064, all candidates, party-list organizations, and political parties intending to participate in the May 2025 polls are required to register their online campaign platforms.

This includes all official social media accounts and pages, websites, podcasts, blogs, vlogs, and other online and Internet-based

campaign platforms.

The Comelec also urged candidates and their supporters to take the lead in removing illegally mounted campaign materials and not wait for orders to do so.

In a radio interview, Comelec chair George Garcia said those who are running in the May 12 polls may face charges and even disqualification if they violate the rules on common poster areas.

The 45-day campaign period for local candidates began Friday. A day before, the Comelec was able to remove truckloads of illegal campaign materials all over the country.

At the same time, he urged local government units (LGUs) to enact an ordinance that would penalize those violating campaign posters guidelines.

CAMPAIGN RALLIES NOW PROHIBITED ON MAIN ROADS IN NCR

CAMPAIGN rallies are prohibited along national highways in the National Capital Region (NCR).

The Metropolitan Manila Development Authority (MMDA) issued this reminder to politicians and motorcade and caravan organizers to reduce traffic congestion in the metropolis.

The MMDA crafted the guidelines for the use of roads during campaign rallies, as the local campaign period for the midterm elections began last Friday.

MMDA chief Don Artes said political rallies are not allowed on national highways, specifically on

routes R1 to R10 and C1 to C5, and will only be permitted on weekends and public holidays.

However, the MMDA stated that motorcades or caravans may cross the highways when necessary, provided that the intersections are open and accessible, allowing them to safely reach the other side of the road.

According to the MMDA’s guidelines for motorcades, there can be no road closures; only one lane may be occupied, and normal traffic flow must be maintained.

“The organizers should mobilize their own marshals and secure the necessary permits. Motorcade participants must stay in the designated lane to avoid inconveniencing the motoring public,” said Artes.

PBBM: ECONOMIC GROWTH NEEDS COOPERATION BETWEEN NAT’L AND LOCAL GOV’TS

THE Philippines’ growth can be sustained through closer cooperation between the national and local governments, President Ferdinand R. Marcos Jr. said.

During the proclamation rally of Team Marcos in Laoag City on Friday night, Marcos acknowledged that his administration needs the help of the local government units (LGUs), which know better the needs of their constituents.

He said the government’s role is limited to implementing programs and strategies to bring progress to local communities and as such, the LGU’s role is crucial in attaining his administration’s agenda for prosperity.

“If the relationship between the national government and the local government is not good, it would be very difficult,” he said.

“‘Some of our agencies can only reach the regional level. Some national government agencies can only reach the

provincial level. That is why we still need the help of our local governments.”

The President pledged that the government would continue implementing programs aimed at improving the priority areas, including agriculture and the healthcare system.

The national government, he said, would ensure that progress would be felt in every region, including the Ilocos Region, by creating more job and investment opportunities.

“Of course, as much as possible, we will bring all of that here in Ilocos Norte so that we can have jobs, so that we can have better income, so that Laoag will be better, so that Ilocos Norte will be better,” Marcos said.

There would be smooth coordination between the national government and the LGUs if the administrationbacked candidates win the midterm elections, he said, calling on the public to vote for the Team Marcos slate, including his son, Ilocos Norte 1st District

Organizers must include full details in their applications, such as the name of the event, organizations involved, date, time, route, estimated number of motor vehicles, program of activities, and any other relevant details.

“The same standards and procedures will apply to all applicants for rally permits, regardless of political party,” Artes added. Parking along the roadway will be prohibited during the event.

In the previous elections, campaign  rallies and motorcades were prohibited in 22 major thoroughfares in NCR.

The ban covers various areas such as Epifanio delos Santos Avenue, Circumferential Road-5, Quezon Avenue, Marcos Highway,

Commonwealth Avenue, España Boulevard, E. Rodriguez Avenue, Ramon Magsaysay Avenue, President Quirino Avenue, Aurora Boulevard, Ortigas Avenue, Shaw Boulevard, Andrews Avenue, South Super Highway, Taft Avenue, Roxas Boulevard, Araneta Avenue, A.H. Lacson Street, Rizal Avenue, and A. Bonifacio Avenue. While on secondary roads or non-major thoroughfares, the MMDA required candidates and all political parties to notify the agency three days before the rally and motorcades.  The MMDA clarified that it “shall not be held liable for any accidents, injuries, or untoward incidents that may occur during the event.”

ROBREDO BACKS BAM AQUINO IN BID TO RETURN TO SENATE

FORMER Vice President Leni Robredo has endorsed Paolo “Bam” Aquino’s bid to return to the Senate, praising his competence and reliability.

“More than just skill, Senator Bam can be counted on during the most significant battles. I know this well because he was my campaign manager when I ran for vice president in 2016 and again when I ran in 2022,” she added. FORMER senator Panfilo Lacson has proposed that the Philippine National Police (PNP) or the Armed Forces of the Philippines (AFP) assign security personnel to opposing political candidates, especially in areas identified as election hotspots, to reduce or prevent violence as the campaign season for local officials intensifies. Lacson, who is running for senator under the administration party Alyansa ng Bagong Pilipinas, suggested, “It may be better to replace the bodyguards of opposing political personalities with personnel from the same unit. Members of the same unit know each other, so they will not engage in conflict.”

He added that these security personnel would ensure the safety of their principals without the risk of intentionally harming each other. This approach may be more practical in election hotspots compared to candidates individually seeking exemptions from the Commission on Elections (Comelec) to obtain security details from the PNP or AFP. The Comelec has released an initial list of 1,619 areas of concern for the May 12 midterm elections, which are categorized into four levels: “red,” “orange,” “yellow,” and “green.” Of these, 36 areas fall under the “red” category, indicating serious armed threats and a history of election-related incidents, while 156 areas are classified as “orange.” Joel E. A CONSTRUCTION worker told Saturday how he cheated death when a Bangkok skyscraper collapsed “in the blink of an eye” after a massive earthquake hit Myanmar and Thailand.

FOR generations, the sugarcane fields of Negros have shaped the island’s economy and way of life. But as vast stretches of forest disappeared, so too did many of the island’s unique species.

A group of sugarcane farmers, alarmed by the rapid decline of Negros’ wildlife, decided they couldn’t just stand by and watch. In 2008, they came together to form the Talarak Foundation, a conservation initiative driven not only by concern but by a deep sense of responsibility.

“We are farmers, yes, but we are also caretakers of this land,” said Fernando Gutierrez, acting foundation president. “We grew up with these forests around us. The more we saw them vanish, the more we realized that saving what’s left isn’t just an act of kindness—it’s our duty.”

A SHARED MISSION ROOTED IN RESPONSIBILITY

The foundation was started by a small group of farmers, including Paul Lizares, who originally spearheaded the initiative.

“Paul is based in the US now, but we’ve carried on what we started. Our families have farmed this land for generations. We knew that if we didn’t act, we would lose not just the animals but the balance of our environment,” Gutierrez explained. Today, the foundation is composed of a tight-knit group of conservationists, of whom come from farming families. “We keep the organization small to ensure quick decision-making. We aren’t a large NGO—we’re just people who care deeply about the land we work on,” the farmer-turned-conservationist said.

SAVING THE BIG FIVE OF NEGROS

Negros is home to five critically endangered species known as the “Big Five” - the Visayan warty pig, the most endangered wild pig in the world; the Negros bleedingheart, a rare and elusive pigeon; the Visayan spotted deer, one of the most endangered deer species globally; the Visayan hornbill, a bird found only in Negros and Panay; and the rufous-headed hornbill (Talarak), the second rarest hornbill after the Sulu Hornbill.

The foundation’s members have invested their time and resources in protecting these animals. Among them is sugarcane farmer Juan Andres Corro, who has contributed both effort and financial support to advance

The Talarak Foundation operates several conservation sites across Negros, including breeding facilities in Bayawan City and the Negros Forest Park in Bacolod.

“In Bayawan, we fenced off an area and set up ranger patrols to prevent poaching. We’ve seen what happens when animals don’t have protection. If we don’t step in, they’re hunted for their meat or sold illegally,” Gutierrez explained.

To ensure the survival of released animals, the foundation uses tracking technology. “Many of our deer and pigs wear GPS collars,” he said. “It helps us monitor them and ensures they’re safe.”

INTERNATIONAL SUPPORT FOR LOCAL ACTION

Though the foundation started as a local effort, it has since gained international recognition. Zoos and conservation groups from Singapore, the UK, and the US have provided funding and even helped establish breeding programs abroad.

“In 2021, Singapore requested breeding pairs of Negros Bleeding-Heart pigeons,” Gutierrez recalled. “We sent three pairs, and within two years, they had over 20. They sent 10 back to us, which is now part of our reintroduction program.”

The foundation has also worked with European conservationists to ensure the survival of Visayan spotted deer, warty pigs, and hornbills overseas.

“It’s our way of creating a safety net. If something happens to Negros, at least these species will still exist elsewhere,” Gutierrez said.

FIGHTING FOR THE FUTURE OF

NEGROS’ WILDLIFE

Funding remains one of the biggest challenges for the foundation.

“It’s difficult to secure grants,” Gutierrez admitted. “We operate on about 11 million pesos annually, with support from the provincial government. But much of what we do comes from our own pockets.”

Despite the financial strain, the farmersturned-conservationists remain committed to their mission.

The Talarak Foundation is proof of what can be achieved when ordinary people take extraordinary action.

With their hands firmly planted in the soil and their hearts dedicated to conservation, sugarcane farmers led by Gutierrez continue to fight for Negros’ wildlife, ensuring that future generations will still have forests to walk in and animals to marvel at.

CEBUANA elite MB rider Shagne Yaoyao is working tirelessly to elevate her game to the next level.

Now ranked No. 127 in the world and currently the top mountain bike rider in the Philippines, Yaoyao is focused on improving her form as she prepares for a series of international competitions in the coming months.

The 27-year-old cyclist shared her upcoming plans after being recognized for her achievements in cross-country mountain biking during the 2025 Women in Sports Awards at the Sheraton Hotel in Manila.

“My o season was delayed, so my buildup started late as well. But the offseason is important for me,” said Yaoyao, who is set to compete in Japan next week.

She recently competed in the Women’s Individual Time Trial (ITT) of the 2025 National Road Championships in Tagaytay on February 25, securing a sil-

ver medal. She clocked 49 minutes and 8.8 seconds, nishing behind reigning champion Jermyn Prado, who dominated the race with a time of 45:50.4.

“My preparation is continuous,” Yaoyao said.

A month earlier, in January, she clinched another silver medal in the women’s elite race of the Thailand Mountain Bike Cup in Kanchanaburi, which contributed to her rise in the UCI world rankings. From No. 394 in 2019, she has now climbed to No. 127, solidifying her status as the Philippines’ top cross-country rider.

She currently leads Nicole Quiñones (No. 237) and Adel Pia Sendrijas (No. 239) in the UCI rankings.

THE RISKS OF GIVING TOMATO TO DOGS

TOMATO is a popular fruit in many households, typically used in salads, sauces, and a variety of other dishes. Tomatoes are a healthy addition to the human diet. But when it comes to our canine companions, pet owners might wonder if tomatoes are safe for dogs. While tomatoes can offer some nutritional benefits, they also pose certain risks, depending on the type of tomato and how it is prepared.

The Basics of Tomatoes and Dogs

Tomatoes, scientifically known as solanum lycopersicum, belong to the nightshade family which includes plants like potatoes, peppers, and eggplant. This family contains compounds that can be harmful to certain animals, including dogs. The primary concern with tomatoes lies in a substance called solanine, which is found in the green parts of the plant — including the leaves, stems, and unripe fruit.

Solanine Toxicity

Solanine is a natural toxin produced by the tomato plant as a defense mechanism against pests and predators.

“While solanine is generally safe for humans to consume in small amounts, it can be toxic to dogs in larger doses,” said Dr. Gabriella Daniels in “Can Dogs Eat Tomatoes?” published in the Vet Lab website.

“The level of solanine in ripe tomatoes is relatively low, which is why the fruit is usually safe for dogs to eat in moderation. However, the green parts of the tomato plant contain much higher concentrations of solanine, which can lead to poisoning if ingested,” added Dr. Daniels.

Symptoms of Solanine Poisoning in Dogs

If a dog consumes a significant amount of green tomato or any part of the tomato plant, they may experience symptoms of solanine poisoning. According to Dr. Daniels these symptoms can include:

- Vomiting - Diarrhea

- Abdominal pain or discomfort - Lethargy or weakness

- Breathing difficulties

If you suspect your dog has ingested a toxic amount of green tomato or tomato plant parts, it is important to seek veterinary attention immediately. While mild cases of solanine poisoning may resolve on their own, severe cases can be life-threatening without intervention.

Ripe Tomatoes and Their Safety for Dogs

Ripe tomatoes, on the other hand, contain much lower levels of solanine, making them much safer for dogs to eat. In fact, many pet owners use ripe tomatoes as an occasional treat for their dogs, as the fruit offers some beneficial nutrients. Tomatoes are a good source of vitamins and antioxidants, including:

- Vitamin C: This vitamin is important for immune system function and overall health.

The vitamins and minerals in tomatoes support overall health and can enhance a dog's immune function, skin health, and muscle strength. These benefits, however, should be seen as supplementary to a dog’s regular, balanced diet rather than a primary source of nutrition.

Potential Risks

Despite the benefits, there are a few risks to consider when feeding tomatoes to dogs. Some dogs may have sensitivities or allergies to certain food, including tomatoes. If you notice any sign of an allergic reaction, such as itching, swelling, or difficulty breathing, you should stop feeding tomatoes to your dog and consult a veterinarian.

Produced by GMA Pictures, Samahan ng mga Makasalanan is a satirical comedy film that takes redemption on a riotously funny ride while offering an insightful take on the struggle between good and evil.

Set in the fictional town of Sto. Kristo, the story follows Deacon Sam, a young priest on a mission to reform the town’s morally wayward residents.

STAR Magic’s newly rebranded workshop program, formerly known as Star Magic Workshops, was officially launched on March 26 under the name Star Magic School for the Creative and Performing Arts (SMSCPA) with some of its rising stars sharing how the training shaped their craft.

Armed with fervent faith and the belief that anyone can be saved, he forms a group called the “Samahan ng Makasalanan” to steer them toward redemption.

Talking about his character, David shared that while priest roles are often portrayed as calm and reserved, he wanted to keep the character dynamic.

“As a priest, people would think the character should be relaxed and timid. So, that’s been the challenge for me—how do I keep it entertaining?” the actor admitted.

Beyond the laughs, the actor said the project gave him space to reflect on personal growth and accountability.

“I think in life, it’s okay to commit mistakes—as long as you learn from them. Eventually, you won’t do it again. It’s better to understand why you made the mistake in the first place,” he said.

A self-described perfectionist, David said he strives to grow in every role he was given—not just as an actor, but as a person.

“In everything I do, I really

want to be good. Not just in acting or business, but also as a human being—a good sibling, a good employer, a good employee,” continued David. He’s also been working to strengthen his communication skills.

“Lately, I’ve been working on my communication skills. Just because kinakabahan talaga ako pag ganito. But now, it seems like I am improving, which is proud of myself,” he added.

“I came in thinking I would just take notes, read scripts, and learn how to act,” Montinola said of her time in the Meisner workshop under Coach

“But it was more than that. Acting became emotional. You really have to feel what the scene gives you.”

Dudley-Scales, who described herself as a realist and overthinker, said the training helped her let go and be more open.

“Coach Alecx helped me accept the feelings, react truthfully, and relate to the character,” she said.

“It’s not just acting. You really get to know yourself on a deeper level,” the young star added.

She also praised the safe and judgment-free environment of the school.

“You think it’s intimidating because it’s Star Magic, but I felt safe. It made me want to strive even more,” she continued.

For BGYO, the road to stardom came with years of vocal and dance training before their 2021 debut. Each member recalled lessons that helped shape them as performers.

“My most memorable moment in Star Magic training was doing vocal warm-ups for the first time—it sounded so bad,” said Nate Porcalla, laughing. “It was all new to me.”

Akira Morishita emphasized the vocal coaching they received.

“Coach Jerwin [Nicomedes] really helped us improve and become more confident every time we sing on stage,” he said. Mikki Claver credited the pro-

gram for his transformation.

“From a non-dancer, I learned so much from our coaches. They really turned me into the performer I am today,” Mikki stated. JL Toreliza said the coaches taught them to go all out, even during rehearsals.

“Even when no one’s watching, you have to perform like it’s a full crowd,” shared JL.

On the other hand, Gelo Rivera added that the program taught them the most important thing, which is discipline.

“From auditions to evaluations until we debuted, the training was holistic. They also taught us self-practice. That made a big difference,” the singer said.

SMSCPA builds on Star Magic’s legacy of talent development, now with expanded training in acting, voice, dance, and personality development for both aspiring and established artists.

“Now, I really respect the craft and the artists who’ve come before us. Because it’s not easy. But it’s worth it,” added Dudley-Scales.
