Gunmen snatch Italian in Dipolog GUNMEN have seized an Italian restaurant owner and former priest in Mindanao, authorities said Thursday, expressing fears he was taken to the island lair of the Abu Sayyaf group. Six suspects, four posing as customers, kidnapped Rolando del Torchio in a swift raid that shocked the dinnertime crowd at his pizzeria in the sleepy port city of Dipolog on Wednesday, a regional military spokesman said. The group bundled the 56-yearold into a waiting van then sped off to Manukan town some 50 kilometers away, where they transferred to a motorboat, Capt. Roy Vincent Trinidad said. Navy ships have been alerted to intercept the bandits after intelligence indicated the boat had navigated along the Zamboanga peninsula coastline towards the southwestern island of Jolo, some 400 kilometers away, he added. Jolo is the main base of Al-Qaidalinked Abu Sayyaf, which has been blamed for the Philippine’s deadliest terror attacks, beheadings and kidnappings of foreign tourists and Christian missionaries. “All kidnappings in the peninsula end up in Jolo. That’s the pattern,” Trinidad said. “Hostages taken in the area are eventually turned over to the Abu Sayyaf.” The rag-tag Abu Sayyaf has engaged in frequent kidnappings of locals as well as foreigners in often successful efforts to extort ransoms. A Filipino village chief who was seized from the same southwestern peninsula in May was found beheaded on a Jolo highway three months later after the government refused to pay. Two other Coast Guard men who were abducted with the village official were also brought to Jolo but eventually escaped amid a hail of gunfire as the military pounded the

bandits’ lair. Wednesday’s incident was the second abduction involving foreigners in the south in less than a month, after the military said the Abu Sayyaf is holding foreigners hostage in the Jolo jungles: a Dutch man, a Korean and two Malaysians. Four foreigners were also abducted from a luxury island resort in Davao last month—two Canadians, a Norwegian and a Filipina. The Italian Embassy in Manila did not immediately return a request for comment. Supt. Redentor Retusto, provincial police director, was tasked to head the task force to find Del Torchio and his abductors. He and Supt. Ranie Hachuela, city police chief, are spearheading the pursuit operations, Blocking forces were immediately established in the towns of Sibuco, Sirawai, Siocon and Baliguian, known havens for kidnap gangs. Del Torchio, who was ordained a priest in 1984, was a missionary of the Pontificio Istituto Missioni Estere. He moved to this city and worked with a non-government organization that provide assistance to farmers. He left priesthood a few years later and settled in Dipolog City. The Cotabato-based UNHCR program is also facing a shortfall of at least $1.1 million in funding this year and has no pledges towards the US$3 million needed next year, according to a report from the UNHCR. In an interview with ABS-CBN, Kerblat said the decision to pull out of Mindanao was based on the assessment of private aid agencies and the UNHCR’s own forecast that the region would become increasing insecure in view of the worsening humanitarian crisis of lumad evacuees and the prospect of renewed fighting between the government and Muslim rebels given the delays in the passage of the Bangsamoro Basic Law, which was the centerpiece of a peace agreement with the Moro Islamic Liberation Front. The announcement of the pullout comes more than two weeks after armed men abducted two Canadians, a Norwegian and a Filipina at the Holiday Ocean View Samal Resort on Samal Island in Davao. The agency’s Cotabato-based operation office will begin a phased withdrawal in January 2016 and be completely closed by March. The withdrawal of the agency from Mindanao will affect some 10,000 internally displaced persons, including those displaced by the 2014 Zamboanga City siege. Just recently, the Aquino adinistration rejected calls by local and international human rights groups for the UN to intervene in the lumad crisis, which has seen tribal communities being terrorized by paramilitary groups.

The military has also been accused of supporting the terror campaign against the lumad and the closure of their schools on the suspicion that they are communist sympathizers. Based on data from the UNHCR, the number of displaced indigenous peoples has reached 6,000, up from 5,000 in September. A fact sheet dated September 2014 shows there were also 50,000 Zamboanga-based IDPs. The Department of Social Welfare and Development said there were more than 4,000 lumad evacuees in Tandag City, Surigao del Sur alone which Gov. Johnny Pimentel blamed on the military. Lumad leaders there rejected the suggestion of Social Welfare Secretary Corazon Soliman to move them to temporary shelters for feat they would lose their ancestral lands. Pimenel told The Standard by phone that the lumad had considered Soliman’s offer and rejected it, and would remain in the city’s sports complex. “We had a meeting earlier, and they were very adamant that they will not move from that place. They want to stay in the relocation sites so that people will see their situation, and make a statement to dramatize their demands,” Pimentel added. Michelle Campos, daughter of the slain lumad leader Dionel Campos, rejected Soliman’s offer, saying it would mean surrendering the lush lumad ancestral lands of the Andap Valley, which is home to 22 communities once headed by Dionel. “We have no need for relocation. We have our homes and our farms. said the UN Working Group on Arbitrary Detention issued its opinion on Oct. 2, stating that the former President’s detention violates international law and is arbitrary on a number of grounds. “In its opinion, the working group, a prominent UN body composed of five independent human rights experts, endorsed the arguments advanced by Mrs. Arroyo’s counsel in full and held that in its reply submitted last June, the government had failed to refute any of her allegations,” she added. The UN opinion, Clooney said, finds that the detention of Arroyo was arbitrary and illegal under international law because the Sandiganbayan failed to take into account her individual circumstances when it repeatedly denied bail, failed to consider measures alternative to pre-trial detention and because of the undue delays in proceedings against her. Further, she said, the working group recognized that the charges against Arroyo were politically motivated, since she is detained as a result of the exercise of her right to take part in government and conduct of public affairs and because of her political opinion. Clooney said the working group highlighted Justice Secretary Leila de Lima’s defiance of the Supreme Court in November 2011, when she ordered a travel ban on Arroyo and prevented her from boarding a plane to seek medical treatment abroad.

On June 15, the government filed its reply to Arroyo’s complaint through the Philippines Permanent Mission to the UN in Geneva, arguing that Arroyo’s detention was legal and the UN working group should dismiss the case. Arroyo then filed a written response to the government’s arguments through her counsel. “The working group therefore had before it extensive legal submissions both from Mrs. Arroyo’s counsel and from the government’s legal advisors,” Clooney said. “As a result of the government’s violations, the working group recommended reconsideration of Mrs. Arroyo’s application for bail in accordance with relevant international human rights standards and to accord Mrs. Arroyo with an enforceable right to compensation for the deprivation of liberty, which already occurred,” she said. In addition, the working group concluded that if the remaining criminal cases proceed against Mrs. Arroyo, the government should ensure fair trials that respect all the guarantees enshrined in international human rights law. “In particular, the trials must take place without undue delay,” Clooney said. Sandiganbayan Presiding Justice Amparo Cabotaje Tang defended the actions of the court. “We have our own judicial process that has to be observed and the first division of the court has pre-

cisely observed this process in place. I don’t think the court has violated any international law. The court has always observed all the processes that are in place in the country,” Tang told House reporters on the sidelines of the plenary deliberations on the judiciary’s budget for 2016. The Sandiganbayan rejected Arroyo’s petition for bail despite the unanimous passage of a resolution in the House that she be granted house arrest on humanitarian grounds. Tang said Arroyo was given due process as her petition for bail was heard, and that evidence was presented and evaluated before the court came out with its resolution. “The first division of the Sandiganbayan is handling this case. If there’s no significant material change in the circumstances, I would believe the decision will stay,” Tang said. “We followed existing jurisprudence on the matter. We based our resolution on existing laws and jurisprudence. Our mandate is not to be influenced by any public opinion. We base our resolution on facts and evidence in the case,” said Sandiganbayan Justice Efren dela Cruz, chairman of the first division that has Arroyo detained on a plunder charge. The military on Thursday warned that the shooting of a tribal chieftain could spark renewed fighting between the indigenous people and unidentified armed groups in the province. The Army’s 4th Infantry Division, in a statement said tribal leader Datu Ricardo Sulhayan, 37, tribal chieftain of a Higaonon tribe in Sitio Minbahandi, Brgy Camagong, Nasipit was ambushed by suspected New People’s Army fighters at 1:30 p.m. Wednesday. “We strongly condemn this spate of unwarranted killings perpetrated by the NPA. This will create another cycle of violence in the area. There is a need to put an end to all of this,” said Major Gen. Oscar Lactao, commander of the 4th Infantry Division. “We will support the PNP to track down the said perpetrators to put an end on NPA atrocities and to give justice to the death of our brother lumad. Arroyo has been detained at the Veterans Medical Memorial Center for three years now. Gadon urged the government to respect the opinion of the UN panel. Mrs. Clooney stepped into the case after the Sandiganbayan repeatedly denied Mrs. Arroyo’s petition for bail. Gadon and Modesto Ticman Jr. sought the help of Mrs. Clooney to bring Arroyo’s case to the United Nations Human Rights Council so she could be freed from hospital arrest. On Thursday, Arroyo filed a motion for medical leave for a series of tests at the St. Luke’s Medical Center in Quezon City. In the Palace, Coloma said the Philippines takes note of the UN opinion and would prepare “an appropriate response.”

Poe says test results on DNA not known The results of the DNA test of Senator Grace Poe to identify her biological parents and resolve the question on her citizenship are not yet available—even as the filing of the certificates of candidacy for next year’s elections starts on Monday. “We have not completed the process yet because there are several persons who are being considered for testing,” Poe said. She did not say when she is going to file her candidacy for the presidency, but she said she will respect the law. “If it can be proven that I am not qualified, which should be based on the law, I will immediately leave my position,” Poe said. Poe on Thursday also said the government should provide new college graduates a one-stop shop

for employment requirements like social security numbers, police and NBI clearances, PhilHealth and Pag-IBIG memberships, tax identification number s and other documents from the National Statistics Office. Those requirements should also be given out for free to indigent graduates, she said. Poe said the new graduates have to deal with the stress and anxiety of finding a job. Providing them a one-stop shop for employ-

ment requirements would be the least the government could do to make things easier for them. “The biggest number of jobless is found in the youth sector,” Poe said. She earlier said she underwent DNA testing with “siblings” whom she refused to identify. Defeated senatorial candidate Rizalino David had asked the Senate Electoral Tribunal and the Comelec to disqualify her from the Senate, insisting she is not a Filipino citizen. But in insisting she is a Filipino citizen who was found in a church in Iloilo, Poe said she is fighting not only for her rights but for the rights of hundreds of thousands of foundlings in the country who do not know their parents. “If I lose this case they

will be with me, and I don’t think that will be fair,” Poe said. The senator, who was adopted by the late actor Fernando Poe Jr. and his wife actress Susan Roces, said she only wants to help. “I really want to help our people,” she said. “If I lose in the SET or the Supreme Court, who am I to say that I should be here [in the Senate]? But I hope they wont forget that More than 20 million voters gave their trust to me. This is a mandate which I respect.” Poe said the disqualification case filed against her was meant to stop her from running for President as a result of her popularity in the surveys. VICE President Jejomar Binay is seeking the dismissal of the poll protest filed before the Presidential Electoral Tribunal by former Interior Secretary Manuel Roxas II. Roxas lost to Binay in the vice presidential race in 2010 but contested the non-counting of the null votes, which he claims could overtake Binay’s 700,000 vote advantage. In a 19-page submission filed last Monday, Binay sought the dismissal of Roxas’ election protest on the grounds of Roxas’ abandonment of the case. Binay on Thursday also said he will push for income tax reform and certify as urgent the bills shelved by the current administration should he win the 2016 presidential race. “Rest assured that the next administration will support tax reform,” Binay said as he vowed to certify the measure as urgent and call for bipartisan support in the next Congress to refile the bill. Rico Quicho, Binay’s spokesman, said the existing tax brackets must be adjusted to the current inflation rate. “Our tax system must be seen as fair, meaning those with fat pay checks should pay higher taxes than those whose pay checks are less,” Quicho said. “It is very sad that teachers, soldiers, the police,

nurses and the 22 million workers are bearing the burden of the tax system under the present administration.” Binay’s lawyers led by Sandra Coronel said Roxas appeared to be no longer interested in pursuing his protest case after he failed to pay the P166,635,000 filing fee. They also noted Roxas’ inaction on his earlier plea for forensic examination and random manual audit of the ballots, which the Binay camp claims is a “self-serving fishing expedition.” Binay says it has been five years since Roxas sought the conduct of a forensic examination during a preliminary conference on the case, but Roxas has not filed a motion for a resolution of his plea. “What the Protestant [Roxas] has done is to cast doubt upon the credibility of the elections based on his surmises and conjectures, which are also trumpeted in media, that the AES (automated election system) was not reliable and that its integrity has been compromised,” Binay said. “Protestee Vice President Binay respectfully submits that the inaction of the Protestant on his Protest...is a clear evidence of his lack of interest in pursuing the case,” Binay’s camp said. Villar will not run for senator, says Roxas CALAMBA, Laguna—Liberal Party standard bearer Manuel Roxas II on Thursday confirmed that Las Piñas Rep. and Nacionalista Party stalwart Mark Villar will not run for the Senate but instead will seek reelection next year. “[Villar] said he won’t be running for Senator in the 2016 elections,” Roxas told reporters during the joint Liberal Party-Nacionalista Party oathtaking here. He described the younger Villar as a “hardworking rising star” and asked the crowd to support him. The Laguna incumbents, who are mostly Nacionalista Party members,

vowed to support Roxas in his bid for the top post in 2016. NP Provincial chairman and Laguna Gov. Araja CLAIMING that its P45.5-billion net revenue in 2014 is not enough to increase pensions, the Social Security System on Thursday rejected the proposed P2,000 monthly pension hike for 1.9-million retirees with a total of P49.5 billion in pension disbursement for its year of implementation. SSS officials Marissu Bugante, SSS vice president for public affairs and special events, and George Ongkeko Jr., vice president and chief actuary, said that if Congress passes House Bill 5842, it would shorten the fund life of SSS by 13 years or until 2029, and would even negatively impact on its 32-million active members. “We are not [actually] against the pension increase, but we need to ensure the agency’s longterm viability,” Bugante said. “We would like to let the members understand that the P2,000 acrossthe-board increase for 1.9 -million pensioners every month would only shorten the life of SSS from our previous projection of 27 years or until 2042 to 13 years or until 2029,” she told reporters at a news forum in Quezon City. “Thirteen years is too short a time for us,” she added, appealing to Congress to look into the studies and statistics of SSS before considering the passage of the measure authored by Bayan Muna Rep. Neri Colmenares. If the bill is passed, SSS would fall short of P4 billion in its first year of implementation, she said.

Bus hostage crisis averted MANILA policemen shot dead a still unidentified man who tried to take hostage passengers of bus en route to Muntinlupa City at the corner of Taft Avenue and Pedro Gil Street in Manila on Thursday afternoon, according to Manila Mayor Joseph Estrada. The still unidentified mane boarded an HM Transport Bus at Luneta along Taft Avenue and declared he was taking the passengers hostage when the bus approached Pedro Gil Street and the bus pull the vehicle over and fled the bus. The other passengers also fled the bus through an emergency exit at the back, but the perpetrator took hold of a Technological University of the Philippines co-ed. The girl, however, was able to extricate herself from the hostage-taker and also jumped out of the bus. Policemen at the busy intersection then fired at and wounded the hostagetaker. He later died at Philippine General

Killers of 9 SAF cops unknown By Rey E. Requejo The government fact-finding team has failed to determine those responsible for the nine members of the Special Action Force commandos killed during the Mamasapano clash last Jan. 25. Justice Secretary Leila de Lima said the team of prosecutors from the Department of Justice and agents from the National Bureau of Investigation failed to come up with criminal complaint after nine months of investigation and the filing of charges last month against 90 commanders and members of Moro Islamic Liberation Front, Bangsamoro Islamic Freedom Fighters and private armed groups tagged in the killing of the 35 other SAF commandos. De Lima stressed that the team could not establish the identities of the killers of the commandos from the 84th SAF company in Barangay Pidsandawan. “We cannot file charges at this point because there is really no one who is able to identify the group who had encounter with the 84th SAC [Special Action Force command],” De Lima told reporters. In the 120-page report, which forms the second part of the DoJ fact-finding report on the Mamasapano clash, probers concluded there was indeed crime committed as the death of the nine members “were the result of a series of deliberate acts by armed individuals with whom the 84th Seaborne engaged in a brief firefight in the course of the assault on Marwan’s [international terrorist Zulkifli bin Hir] hut.” However, since the identities of the killers are unknown, charges cannot be filed just yet, the outgoing DoJ chief said. “While the existence of a crime has been established in the killing of the 9 84th Seaborne commandos, the identity of those responsible therefor was not so established. Despite diligent efforts, the NBI-NPS failed to find a single credible witness on the identity of those involved… Hence, no criminal prosecution may be recommended by the Team,” she admitted. According to her, it would be improper to conclude that the 90 individuals earlier charged for the complex crime of direct assault with murder for the death of the members of the 55th SAF are the same people responsible for the death of the 84th seaborne members. “There is no evidence that they were the same people. While there were survivors who gave credible testimonies, none of them could positively identify their attackers,” De Lima noted.

SC urged: Lift TRO on ‘Torre’ By Rey E. Requejo

THE Supreme Court has been prodded to dismiss the petition filed by the Knights of Rizal seeking demolition of the Torre de Manila condominium for allegedly ruining the iconic sight line of the monument of national hero Jose Rizal at the Rizal (Luneta) Park. In a 116-page memorandum, the DMCI Project Developer Inc. also reiterated its prayer for the Supreme Court to lift its temporary restraining order and to allow the construction of the 49-story building. The developer stressed

that the TRO issued by the Court amounts to an unjust interference with its right to property. “The construction of Torre de Manila did not and does not violate any laws, rules on easement or requirements of aerial navigation. The con-

struction of Torre de Manila was in fact duly authorized by the concerned national and local government agencies. In particular, the City of Manila did not and does not object to the construction of Torre de Manila,” the firm said. According to DMCI, the company, its workers and its buyers are suffering from the TRO, and not the Knights of Rizal who admitted that it went straight to the SC because the lower courts are “slow” in issuing injunctions and that its petition was not based on any law on sightlines but because of its “moral duty” to protect photographs of the Rizal Monument.

The developer insisted on its argument that government heritage agencies have no jurisdiction over Torre de Manila since it was built on private property outside of the Rizal Park or any heritage zone, and that the Rizal Monument was declared a national cultural treasure one year after the developer obtained all government permits and started building. DMCI also branded as a “hoax” without any basis in law, fact or science the new position taken by Solicitor General Florin Hilbay of the “physics” of the Rizal Monument such that the obelisk, statue and the sky must be

treated as an integrated whole. Earlier, Hilbay backed the petition of the Knights of Rizal and pushed for the demolition of the Torre de Manila. He argued that the Rizal Monument is legally protected since it forms part of the “cultural commons of the Republic.” However, the DMCI pointed out that “no existing law or ordinance mandates a sightline, which is defined as the straight line along which an observer has an unobstructed vision, or a visual corridor, which is defined as an architectural opening or transportation corridor in the cityscape that frames

a natural or cultural scenic feature, or even a vista point, which is defined as a more or less distant view through or along an avenue or opening, particularly one that applies to the Rizal Monument or other monuments.” It added that the monument and the park were surrounded by tall buildings and even provided a picture of the former Meralco Tegen power plant and its two smoke stacks rising behind the monument. The Court is expected to rule on the merit of the case after all the parties have submitted their respective memoranda.

Carlos takes over MMDA By Joel E. Zurbano THE Metro Manila Development Authority announced on Thursday the designation of Assistant General Manager for Operation Emerson Carlos as the agency’s officer-in-charge, replacing Francis Tolentino who resigned as chairman. Carlos will preside over the MMDA until such time President Benigno Aquino III has found a replacement for Tolentino who quit Wednesday after drawing flak for doing nothing to stop a lewd performance during a birthday party in Laguna. “This is a big responsibility. For the meantime, I will be the OIC until Malacañang appoints a new chairman,” said Carlos. As assistant general manager for operations, Carlos oversaw key departments and offices in the agency such as the Solid Waste Management, Traffic Management and Discipline, Public Safety, Health and Environmental Protection, and the Flood Control and Sewerage Management Office.

Carlos said that Congress already approved the MMDA’s budget for 2016. He said a big slice of the budget was allocated to the agency’s solid waste and traffic management programs. “The MMDA’s P2 billion budget for general appropriations for 2016 has already been approved. The priority is the solid waste management and the [traffic] signal upgrading,” said Carlos. For 2015, the agency was allocated only with P1.9-billion budget, lower by 15 percent from last year’s P2.3-billion budget. Carlos also met with Police Director Gen. Ricardo Marquez about the preparations for Asia Pacific Economic Cooperation Summit to be held in November. “We discussed our contingency plans, community security preparations and the possible public scenario during APEC,” he said. Carlos said major road construction and rehabilitation in Manila like the Ninoy Aquino International Airport Elevated Expressway project, Skyway Stage 3 and Ayala Bridge will be temporarily stopped during the summit.

A PARTY-LIST lawmaker on Thursday declared his intention to join the 2016 presidential race, promoting himself as champion of the country’s contractual workers. At a news conference, OFW Family party-list Rep. Roy Señeres announced his decision to run for President following a manifesto signed by a group of contractual workers nationwide. Señeres said he will run under the Partido ng Manggagawa at Magsasaka. He added he also has his running mate and has already a complete senatorial lineup. But the names will be announced soon, he said. Señeres said none of the presidentiables have espoused the issue of contractualization which has plagued millions of workers in the country. “Hundreds of businesses in this country big and small lay off their workers every 3 or 5 months by means of employment contracts which have been condemned by the Supreme Court as unconstitutional, unlawful, pernicious, deceitful and a mockery of the law,” Señeres told reporters at a news conference. “Even the government which is supposed to enforce the security of tenure clause of the Constitution openly violates it through the system of hiring known as job order employment whereby government workers may be terminated at will by politicians,” Señeres added. Should he become President, Señeres said he would issue on day one of his presidency an Executive Order directing all employers, especially the giant shopping malls which are owned by business tycoons to comply with the law, otherwise the new government shall be penalized with fines and or imprisonment up to maximum of three years.

THE Office of the Ombudsman has found probable cause to charge Mayor Diosdado Pallasigue of Isulan, Sultan Kudarat with violation of Sections 3(e) and 3(f) of the Anti-Graft and Corrupt Practices Act or Republic Act No. 3019. Pallasigue willfully and deliberately refused to implement the return-to-work order issued by the Civil Service Commission in favor of municipal planning and development coordinator Elias Segura Jr. in March 2014.

Ombudsman Conchita Carpio found that Pallasigue acted with manifest partiality and evident bad faith in refusing to implement lawful orders from competent authorities without justifiable cause. In 2007, Pallasigue dissolved the

Municipal Economic Enterprise Development Office and reassigned Segura to the Office of the Mayor where he was directed to report to the Municipal Integrated Public Terminal. This was an office with no chairs, tables, office supplies, equipment or personnel, and was 1.5 km away from the municipal hall. Pallasigue also withheld the payment of Segura’s representation and transportation allowance in March 2008 and was dropped from the rolls of the municipality. Segura appealed the reassignment order before the CSC which ruled in his favor. In March 2014,

Solmerin THE body of a sub-leader of a notorious criminal gang was found dead Wednesday morning floating in a river in Barangay Tenan, Ipil, Zamboanga Sibugay, Inspector Dahlan Samuddin, acting public information officer of the Police Regional Office 9, said Thursday. Samuddin said the body of Ibni Basaludin of the Barahama Alig Group was retrieved by authorities at around 10 a.m. from the Bacalan River. Whoever killed him, Samuddin said, would be the least concern of police investigators. “He is the criminal gang sub-leader of Barahama Alih Group with an existing warrant of arrest for murder dated April 17, 2012 with criminal case no. I-5002 issued by Honorable Josefino P. Bael, Presiding Judge of the Regional Trial Court, Branch 24, Ipil, Zamboanga Sibugay.”

He was also responsible in the recent robbery at Mlhuilier Ipil Branch where they were able to cart away worth P2.9 million of jewelry,” Samuddin added.

A LAWMAKER on Thursday slammed the Department of Health over several anomalies involving the agency’s use of funds for the Health Facilities Enhancement Program and the Medical Assistance Program. Kabataan party-list Rep. Terry Ridon raised the issue as he noted “adverse observations” of the Commission on Audit in its 2014 audit report for the agency, which included P7 million worth of drugs and medicines in two DoH regional offices and six hospitals that have “expired or remained unutilized due to lack of proper planning, monitoring and control on utilization/distribution.” Citing the CoA report, Ridon also cited lapses in “the grant and utilization of financial assistance out of MAP amounting to P32.1 million.” This includes excessive payments of medical assistance amounting to P1.2 million and P30.9 million financial assistance funds used for procurement of drugs and medicines not intended for indigent patients but for “pay patients,” Ridon said. Ridon also cited the P302.9 million worth of procured medical equipment under HFEP found either unutilized for up to three years, or defective, or in some cases, not received by intended health facilities He also noted the P836 million worth of infrastructure projects under HFEP in eight DoH regional offices, including CAR, Region VI, IX, X, XIII, and CARAGA that were “not completed within specified contract time nor started as of Dec. 31, 2014, and eight health facilities totaling P72.98 million were not utilized despite its completion, hence, the utilization thereof had not been maximized.” “For 2016, the DoH is asking for P1.8 billion for MAP and a whopping P27 billion for HFEP next year. Congress should not allow DoH to receive these funds without question, especially in light of CoA’s adverse findings,” Ridon said. Ridon, member of the House Independent Bloc, noted that it was “downright deplorable” to discover that funds under MAP, which is supposedly for the benefit of indigent patients, have been used to cover expenses of paying patients in government hospitals.

TOURISM BLACK EYE IT WILL just be a matter of time before the Philippines receives another unfavorable travel advisory from foreign countries, whose citizens are at the receiving end of the latest kidnapping incidents in the troubled south. The Philippines suffered another black eye after gunmen seized Wednesday an Italian restaurant owner and former priest in Dipolog City, ironically a sleepy port in Zamboanga del Norte province. The kidnapping is the third incident in a month involving foreigners in the country. Abu Sayyaf is holding a Dutch man, a Korean and two Malaysians in the jungles of Jolo, while two Canadians, a Norwegian and a Filipina were abducted by still unidentified gunmen from Ocean View Resort Hotel, a luxury island resort in Samal Island, Davao City last month. Military personnel and local security forces in the south failed to protect the victims, most of them snatched in relatively peaceful places and away from the hotbed of kidnappings in the south. The kidnappings of foreigners on Philippine shores receive big publicity in foreign media and cast a bad image on the nation and the country’s leadership. Manila should expect knee-jerk reactions from the governments of the kidnapped victims in the form of negative travel advisories. Philippine tourism, meanwhile, will suffer as a consequence of the unfortunate events and the resulting adverse travel advisories. The industry remains a major dollar earner but the Philippines will find it difficult to lure more tourists into the country if it is unable to provide foreign tourists with basic security arrangements that deter kidnappings. Poor infrastructure, coupled with a derelict transportation system, has compounded the problems besetting the Philippine tourism industry. Tourist arrivals in 2014 are comparatively low at 4.8 million against Malaysia at 27.4 million, Singapore at 11.8 million, Indonesia at 9.4 million and Vietnam even 7.9 million. Promoting the Philippines as a “fun” country will be a challenge in the remaining months of the Aquino administration. Potential tourists will always be forewarned by their governments about the security risks of coming here.

The elder Marcos died a lonely man, on Sept. 28, 1989 at 72, from complications from heart, lung and kidney disease. He had been in exile since 1986 in Hawaii. FM’s remains are entombed at a family mausoleum in Batac, Ilocos Norte, denied his right to be buried at the Libingan ng mga Bayani. Marcos was the country’s most bemedalled hero, with at least 27 medals, more than the medals of Audie Murphy, America’s most be-medalled combat soldier. As president, Marcos saved the Philippines from falling into the hands of the communists, prevented its dismemberment by Muslim separatists, rescued it from the worst energy crisis ever in the early 1970s (when crude price rose 44-fold, from $2 per barrel to $88 in 10 years), achieved rice self-sufficiency, expanded democracy with barangay elections, had a bold foreign policy by recognizing China and the USSR ahead of the US, and gave his countrymen a sense of purpose and vision. “This country can be great again,” he declared. The Marcos son is running for vice president to fulfill “an obligation to our people to help change the course of our nation’s history by banishing the politics of personality which, to me, is one of the primary causes why our country today has become a soft state where the rich become richer, the poor become poorer, graft and corruption is endemic, the drug menace pervades, injustice is the norm and government incompetence is accepted.” There is another reason for the young Marcos’ search for higher public service —to seek vindication for a once revered political family that has been grossly demonized by the Yellow Forces of Corazon Cojuangco Aquino and her son, Benigno Simeon Cojuangco Aquino III, the incumbent president. The Yellow Forces parlayed necropolitics to grab two presidencies—Cory’s from February 1986 to June 30, 1992, and BS Aquino’s, from June 30, 2010 to June 30, 2016. Some of these strange events are not election-related. Notable is Executive Secretary Jojo Ochoa’s four-day suspension from Nov. 17 to 20 of work in all government agencies at the National Capital Region during the Asia-Pacific Economic Cooperation Leaders’ Meeting. Unmindful that these work suspensions reduce our private sector’s productivity and global

competitiveness, he did so as if PNoy’s earlier declaration of Nov. 18 and 19 as special nonworking days was not enough. Moreover, they result in hardship for our people who need immediate government services, for instance, social security funeral benefits. These work suspensions are intended to reduce the volume of traffic when workers go to and fro their work and when the public commutes to highly centralized government offices to avail of public service or obtain permits and licenses. As gracious hosts, the PNoy administration officials must have wanted to spare the Apec delegates the horrendous traffic conditions and conveniently hide their failure to address them. They must have also thought that hosting the Apec Leaders’ Meeting would be a timely opportunity to showcase the accomplishments of his “Daang Matuwid” administration. Indeed, it has earned a few praises from the international community. But little do they realize that our country’s shortcomings could also be exposed to the international experts and media persons who would come with the 21 Apec leaders. They would find ways of knowing our unadulterated unemployment rate and poverty incidence. This administration has failed to significantly reduce them. For sure, huge crowds would assemble to stage rallies and demonstrations to expose and even magnify the country’s true conditions. In the first place, the Apec delegates should not have agreed to the unnecessary fourday suspension of government service. They are not in the same stellar category as that of Pope Francis and they know too well the huge productivity losses that would result from the suspension. During the Apec Leaders’ Meeting, delegates would experience abnormally smooth rides in our traffic-free roads. Once they leave, we would be back to our normally rough rides in our traffic-congested roads.

likely scenario, of course. But Duterte is well-known for keeping his cards close to his chest, refusing to telegraph his moves even to his closest advisers. And he is also known to be fiercely independent and impervious to outside pressure, like what Cayetano is applying to stampede him into adopting the senator as running mate. All of which will surely give both Marcos and Cayetano jitters as the filing deadline approaches. Let’s see how this turns out.

ALL CLIMATE CHANGE IS LOCAL By Michael R. Bloomberg and John F. Kerry WHEN world leaders gather in Paris in December to negotiate a global agreement on climate change, they will have a powerful ally standing behind them and urging them onward: mayors. In fact, mayors have already helped set the stage for success in Paris, by establishing models of cooperation that provide a strong foundation for the negotiations. Through international coalitions like the C40 Cities Climate Leadership Group and the Compact of Mayors, cities around the world have been committing to major reductions in carbon emissions, while adopting a common measurement system and public reporting process to ensure that they can be held accountable. In other words: Many cities are already doing what the United Nations is urging national governments to do. Mayors have had good reason to take a leading role in this work. Urban centers are now home to half of the global population, and are responsible for an estimated 70 percent of annual greenhouse-gas emissions. Cities are not only a big part of the cause of climate change—they will also bear the brunt of the effects. Ninety percent of cities are built along rivers

Energy efficiency measures save taxpayers money and save innocent people from respiratory and other diseases. A 2014 study by the Clean Air Task Force found that five years ago, US coal pollution was linked to the deaths of 13,000 people a year. Today, thanks in part to President Barack Obama’s leadership in helping to move old, heavily polluting coal plants offline (work that Bloomberg Philanthropies has long encouraged), that number is down to 7,500. Mayors also have economic incentives to act, because people want to live in cities with clean air. And where people want to live, businesses want to invest. The more cities can attract talented and hard-working people, the more their economies will grow. Cities around the world are demonstrating that fighting climate change and spurring economic growth can go handin-hand. In the years after the global recession, for instance, New York City helped lead the nation in job growth while also re-

Research has shown that by investing in climate-smart buildings, transportation and waste management, cities could reduce C02 emissions by 8 gigatons a year—about 25 percent of the world’s annual total—while saving an estimated $17 trillion by midcentury. As mayors lead on climate change, they are taking an additional step that is multiplying their impact: They are sharing their experiences and lessons learned with other mayors, and spreading the best ideas around the world. For example, bus rapid transit systems have spread from Bogota to Jakarta and many points in between. Melbourne Mayor Robert Doyle credits the progress in his city to “shamelessly stealing” strategies from New York and Toronto. Today, Melbourne boasts the highest density of Green Star-rated buildings in Australia and has doubled the number of trees in the city’s center. The fact is, more shameless stealing would do the world a lot of good. That’s

FIFA tribunal to decide Blatter’s fate ZURICH—The ethics watchdog of scandal-tainted FIFA was locked in talks on Wednesday to decide the fate of world football president Sepp Blatter as attacks on the veteran sports baron mounted. The Chinese boast of a towering frontline that included four seven-footers in a team that prepared for over a year compared to the Philippines, which was left at the mercy of a PBA board of governors who undermined the efforts of the Samahang Basketbol ng Pilipinas headed by its president – the eminent businessman-sportsman Manny Pangilinan – who puts substance into his passionate love of the game. China not only had the might, but resorted to underhand tactics to sabotage the Gilas team at every opportunity and created a hostile environment, so unlike in the Philippines, which treated them so well during last year’s FIBA Asia Championship, a qualifier for the World Cup in Spain. To begin with, they altered the schedule of the games to give Gilas Pilipinas less time to rest and practice. They picked the referees, who disadvantaged us

at every turn with their calls and non-calls with the Lebanese and Kazakhstan referees making a mockery of the game. The electric-powered bus, which was to take the team to the venue didn’t move because the driver apparently -- perhaps conveniently – hadn’t charged the batteries so the players had to transfer to another bus. When the players started warming up, some jerk went onto the court to change the net at our end of the court, stopping us for at least five minutes, while the Chinese continued to warm-up at their end of the court and before we knew it, the referees called the teams to get the game underway. Andray Blatche won the tip-off, but the referee, for reasons known only to him, gave China the ball. The Philippines started off handsomely, until the Chinese began to impose their physical superiority and the referees simply refused to make the calls on some obvious fouls committed by the Chinese players. No matter what, Jayson Castro was named to the Mythical Five for the second year in a row as Asia’s best point guard and appealed for unity, confident that “we can beat China and China knows that.” Gabe Norwood was clearly poked in the eye

and as a consequence, lost the ball but the referees were too blind to make the call. Blatche was fouled on more than one occasion, but never got a call as did Calvin Abueva, Dondon Hontiveros and Terrence Romeo, while Sonny Thoss was called for a non-existent infraction. It went on and on to the dismay of coach Tab Baldwin and the players. We honestly believe that China didn’t have to resort to these shenanigans to win because they are a good team. But it’s not like China to play fair and square especially in their hometown. Even the assistant coaches, including Norman Black, were denied tickets with Mr. Pangilinan forced to buy tickets from scalpers. And while Black and Blatche’s companion were shouting at the refs and encouraging Blatche, the hostile Chinese crowd turned on them with vile and threatening gestures. The seats behind the Philippine bench which was normally occupied by Black and the other SBP people, were denied them and instead given to Chinese fans, who threatened our players, gave Abueva the dirty finger sign when he fouled out and walked back to the bench. It was an utterly disgraceful showing by the Chinese fans. (To be continued)

AFTER a long and tiring flight, eight-division world champion Manny Pacquiao arrived in Doha, Qatar to see Filipino light flyweight Rogen Ladon, who battles Mexican champion and two-time Pan American Games champion Joselito Velazquez in a second round bout scheduled for 7 p.m. Thursday (Manila time). Ladon, a silver medalist at the Asian Boxing Championships in Bangkok, Thailand last month scored an impressive 3-0 win in his opening bout against fancied Argentine boxer Leonard Blanc, winning on the scorecards of all three judges for a final 30-27 count. Ladon himself told Philippine delegation head and ABAP executive director Ed Picson that Pacquiao was his idol and he would draw inspiration from seeing him at ringside in his clash with the heavily favored No.1 seed.

Pacquiao was welcomed by the President of the Qatar Boxing Federation Yousuf Ali Al Kazin and AIBA President Dr. Ching-Kuo Wu, with AIBA referring to Pacquiao as “a true legend of modern boxing.” AIBA, which earlier reported that the huge Filipino community in Doha, as well as the international media, were looking forward to Pacquiao’s arrival, even though it was only for one day said: “The People’s Champion will join the crowds for the start of Day 3 of the competition to cheer on his fellow countryman Rogen Ladon.” At the opening press conference on Day 1 of the championships, Dr. Wu made the surprise announcement about Pacquiao’s visit following an invitation hand-carried by Picson to General Santos City last month. Despite his extremely tight schedule, Pacquiao kept his word and flew to Doha if only for one day. Highlighting the importance of such a highprofile name attending the competition, the AIBA president said “this is the benchmark for future world championships and I am pleased that Manny Pacquiao accepted by invitation to come and share his thoughts and ideas first hand.”

JOBIM Carlos recovered from a bogey mishap on the 17th with a birdie on the final hole, finishing with a three-under 69 and grabbing a one-shot lead from erstwhile leader Jelbert Gamolo in the second round of the Canlubang Amateur Open at the South Course of the Canlubang golf complex in Laguna yesterday. Carlos actually failed to shake off Gamolo in the early going and leaned on back-to-back birdies from No. 14 to finally seize control only to reel back with a missed green bogey on the tough par-3 17th. But the fancied 22-year-old shotmaker struck back on the par5 finishing hole and found himself on top of the heap at 139, counting his opening 70. Gamolo went 2-up with a birdie opening but missed a couple of birdie chances in the next eight

holes, enabling Carlos, who birdied No. 7, to stay within a shot heading to the tougher backside. But after the duo traded pars in the first four holes, Carlos came through with birdies on Nos. 14 and 15 with the Del Monte bet settling for pars the rest of the way for a 140 after a 71. Meanwhile, former US Girls Junior champion Princess Superal played true to form and fired a four-under 68, tieing defending champion and The Country Club teammate Pauline del Rosario in the lead in ladies division. In an overseas telephone conversation with The Standard/boxingmirror. com, Villamor said both fighters enjoyed a “great workout and both guys moved really well and showed us how good they are.” He said there was no need to be concerned about Viloria’s stamina pointing out that Brian also went three additional rounds with a tough, promising young Mexican and proved his “stamina was no problem.” Nietes also sparred three rounds with the Mexican, whose name they couldn’t recall, but said that Roach considers him a real prospect and a possible future champion. The Pagara brothers Prince Albert and Jason, with Mark Magsayo didn’t spar today because their weight is down and “when they spar here, it’s a real fight.” Villamor emphasized they are all ready for their battles on Oct. 17. Roach’s assistant trainer Marvin Somodio who works with Viloria said the sparring between Brian and Nietes “was the best so far.” “Viloria was in fine condition and there’s no problem with his stamina. Somodio predicted Viloria’s showdown with undefeated pound-forpound No.1, World Boxing Council flyweight champion Roman Gonzalez of Nicaragua, “should be a great fight. Brian can win because the style favors him. Chocolatito’s style is perfect for Brian and that’s his advantage. THE Letran Knights will have one final chance to gain a decisive edge and avoid getting embroiled in a complicated Final Four scenario in the 91st National Collegiate Athletic Association men’s basketball tournament. Malampaya’s govt share to drop 50% By Alena Mae S. Flores

THE consortium that operates the Malampaya natural gas field said Thursday it expects government royalties to plunge 50 percent this year, amid the significant decline in world oil prices. “Oil prices have dropped by half so roughly speaking, it’ll probably be half also, if we follow more or less international prices to a certain formula,” Sebastian Quiniones, managing director of Shell Philippines Exploration B.V., the operator of the project, told reporters. The Malampaya consortium in 2014 remitted $900 million to the national government, representing royalties from the Malampaya project.

The government under the service contract 38 must receive royalties from the gross proceeds of the natural gas production. The contractor has a 70-percent share in gross proceeds to recover its investment, while the balance of 30 percent goes to the government and the consortium, with a 60-40 split. The government’s share in the project actually fell from an average of $1b billion in annual royalties in the previous years, as oil

prices started to decline in the last quarter of 2014. World oil prices fell to around $50 per barrel to date from $100 per barrel last year amid the US supply glut. Quiniones said the Energy and Finance Departments and Bureau of Internal Revenues had asked the consortium to submit the projected royalties this year. “More or less [it was half of last year]. The DoE, BIR, DOF, asked us already. They are trying to plan the revenues that are coming in, so we have to give them a projection based on what prices of oil are at the moment and how the pricing of Malampaya goes,” he said. Spex, which operates the Malampaya gas project located northwest off Palawan, owns a 45-percent stake in service con-

tract 38. Other consortium members are Chevron Malampaya LLC (with 45 percent) and stateowned PNOC Exploration Corp. (with 10 percent). The consortium has turned over a total of $8.5 billion to the national government from the start of the project in 2001. The Malampaya gas field in northwest Palawan powers three power plants with a combined capacity of 2,700 megawatts. The natural gas field is projected to be depleted by 2024. Former energy secretary Carlos Jericho Petilla earlier said there was still more than P100 billion from the Malampaya fund as of August 2015 that could be used to fund energy related projects. Petilla said the Malampaya fund should only be utilized for energy projects.

Shakey’s eyes 250 outlets in next 5 years By Jenniffer B. Austria INTERNATIONAL Family Food Services Inc., the operator of the Shakey’s Pizza Parlor franchise in the Philippines, said it plans to build a network of 200 to 250 stores in the country over the next five years amid strong consumer spending. The company said it was also considering listing its shares with the stock exchange given the robust growth of the consumer industry. “There are talks but nothing is final,” Mauricio Franco Jr., chief information officer of Shakey’s Philippines, said. The company said it planned to open 10 to 15 Shakey’s stores annually over the next five years to hit 200 to 250 stores. Investment for one store is estimated between P15 million and P25 million. IFFSI chief executive Vicente Gregorio said while the company would continue to put up stores in shopping malls, its focus would be building standalone stores, mostly in Metro Manila. The company said Shakey’s emerged as the market leader in the family casual restaurant segment, given its marketing innovations and improvement in customer service.

IFFSI said the company saw a significant increase in sales from delivery service due to worsening traffic conditions in Metro Manila. Sales from delivery service, including online delivery, accountec for 30 percent of the company’s total sales. “Our sales from delivery service have been growing by double digit. It now accounts for a third of our total business,” Franco said. Meanwhile, the company continues to upgrade its system and plans to offer “good Wi-Fi” connection to its customers in all stores. Shakey’s reached a milestone this year with a 40-year presence in the Philippines, since serving pizzas in Makati City in 1974.

SM opens 2nd Cabanatuan mall By Jenniffer B. Austria

SM Prime Holdings Inc., one of the leading integrated property companies in Southeast Asia, opens SM City Cabanatuan today. It is SM Prime’s 53rd mall in the country and the second in Nueva Ecija province, after SM Megacenter Cabanatuan. The new mall provides an additional 154,020 square meters of gross floor area, expanding SM Prime’s total retail space to 6,762,419 sq. m. in the Philippines. SM City Cabanatuan is strategically located along Maharlika Highway in Cabanatuan City, the largest city in Nueva Ecija. The new SM Supermall will provide a state-of-the-art shopping experience for the local shoppers, making it a destination mall. SM City Cabanatuan creates a memorable identity on its primary highway frontage with bold and dynamic colors that complements a featured curved wall. The four-level mall includes two Sky Gardens namely, the Garden Park, which provides covered

shelter, and the Roof Park located at the fourth level. The mall will have six cinemas and 2,500 parking slots for cars and motorcycles. SM Prime carefully designed the interior of SM City Cabanatuan around a simple plan that allows shoppers to easily stroll around and provides clear lineof-sight to all shops on all levels at the same time. Stocks drop; PLDT, Globe lead declines THE stock market closed lower Thursday after rising in mid-trading, joining the rest of the region and ending a three-day rally. The Philippine Stock Exchange Index slipped 2.01 points, or 0.03 percent to 7,106.79 on a value turnover of P6.5 billion. Philippine Long Distance Telephone Co., the biggest telecommunications firm, tumbled 3.4 percent to P2,300, while rival Globe Telecom Inc. dropped 2.1 percent to P2,282. LT Group Inc. of tobacco and airline tycoon Lucio Tan bucked the trend, climbing 2.4 percent to P11.78. GT Capital Holdings Inc. of tycoon George Ty rose 1.3 percent to P1,359, while Ayala Land Inc. added 1.1 percent to P36.35. Chinese shares surged Thursday as dealers returned from a weeklong break that saw a global advance, but a regional rally mostly petered out, with Tokyo ending a six-day winning streak. SOME P16.5 billion worth of rice and pork were smuggled into the Philippines in the first half of 2015, the Samahang Industriya sa Agrikultura said Thursday. Sinag chairman Rosendo So said in a news briefing some 365,000 metric tons of rice from Vietnam entered the country with a total value of P10.9 billion. So said P5.6 billion worth of

pork were also smuggled into the country in the January-June period. He said the figures were on top of P39 billion worth of agricultural products that were illegally imported into the country

in 2014. “Just for last year, at least P39 billion worth of agricultural products was smuggled into the country, depriving the government of some P8.4 billion of lost revenues,” So said. Sinag said smuggled agricultural commodities last year included rice, corn, pork, chicken, sugar and onion. The agri group asked Congress to immediately pass House Bill 6209, a proposed legislation declaring the smuggling of agricultural commodities as eco-

nomic sabotage. Sinag also lauded the impending resignation of Justice Secretary Leila de Lima from the Justice Department, saying de Lima “is the biggest obstacle in bringing smugglers to justice.” So said rice farmers and rice traders risked their lives in giving their testimonies and providing evidence on the transactions of alleged rice smuggler Davidson Bangayon. So, however, claimed that de Lima did not move a finger in

filing formal charges against Bangayan. “By making the smuggling of agricultural products a nonbailable offense and with the impending appointment of a new DoJ secretary, we are hoping that these developments would contribute in the curbing of smuggling activities in the country,” So said. “We are urging then that whoever would be appointed as DOJ secretary should prioritize the formal filing of charges aganst identified smugglers,” So said.

End of the road for Tolentino YOU have to hand it to the Palace spinmeisters, praising resigned Metro Manila Development Authority chairman Francis Tolentino as someone who stayed true to the straight path. Tolentino’s resignation surprised no one; after all, he had already declared his intention of running for a Senate post in May 2016 and was suddenly noticeably actively going out of town, donating what’s-it’s to provincial LGUs and even reportedly giving away cellular phones with his name on it. But what’s really funny about it is the way Tolentino’s camp (and therefore this administration as well) is making it sound as if the guy was a poor victim or a sacrificing (not sacrificial, there’s a big diff) lamb or something instead of someone who had it coming. Bags packed, ready to go, Atty. Francis issue an apology over what he said was a mistake that he allowed to happen—referring to that infamous birthday party for Rep. Benjamin Agarao where the Playgirls group became more than a bit naughty and started tweaking and simulating the sexual act. It is alleged that it was Tolentino who got the services of the girls to liven up the party of the Liberal Party who were celebrating not only the birthday of Aggarao but the swearing-in of the new recruits of the daang matuwad—oops, matuwid— party. The suspicion that it was Tolentino who “gifted” the girls grew stronger when one of them thanked him in public. The resigned MMDA chief though did not admit that it was him who paid for the girls’ services, but why then should he be apologizing if he had nothing to do with their presence and was just an invited guest as he initially claimed? According to the Tolentino camp, the twerky party cost him a slot in the Liberal Party slate. Really, now. Many noticed that he was noticeably absent in the LP to-do where the senatoriables were present, and stoolies claim that he was “disinvited” because of the embarrassing antics of the girls, what with the videotaped performances going viral, giving birth to the creative streak of Filipinos who used it to create guffaw-worthy memes. Let’s be honest here, how can you give up something you never had in the first place? Not to add salt to the wounds but, we all know the MMDA honcho has become a source of embarrassment and so Mar Roxas and company had to immediately distance themselves from the embarrassing incident. What—a party where girls were made to look like sex objects? Que barbaridad! Never mind that the girls themselves defended their actions and were offended that people were offended on their behalf. As our favorite commentator Ted Failon so aptly put it, Tolentino faced a dead end. We knew he was resigning anyway because he was hoping to run for the Senate. And believe us, people especially the residents of Metro Manila were really rooting for him to file his certificate of candidacy earlier than the deadline because they have had enough of him as MMDA chief. The Laguna party just hastened Tolentino’s exit. Maybe if he owned up early and apologized, saying he had no idea that things would go out of hand because after all, he just wanted to inject a bit of mild risqué fun to the party where the predominant audience was male, then perhaps people would have been more forgiving and understanding. IN BRIEF Vehicle sales surge 29.4% CAR sales surged 29.4 percent in September from a year ago,

as buyers took advantage of attractive financing packages and strong lineups, two industry groups said Thursday. The Chamber of Automotive Manufacturers of the Philippines Inc. and the Truck Manufacturers Association said in a joint report members sold 27,069 vehicles in September, up from 20,924 units in September 2014. The September figure was also up 16.8 percent from the previous month. This brought total vehicle sales in the first nine months to 206,284 units, up by 21.5 percent from 169,727 vehicles that were purchased in the same period last year. “Customers continue to take advantage of attractive financing packages and strong vehicle line-up. This made way to greater mobility made more convenient and affordable,” said Campi president Rommel Gutierrez. Orders for passenger cars increased 26 percent in September to 10,703 units while sales of commercial vehicles grew 32 percent to 16,366 units. PLDT to launch Internet TV PHILIPPINE Long Distance Telephone Co. has teamed up with

multinational technology company Intel to offer TVolution, the country’s ﬁrst over-the-top device, which turns an ordinary television into an Internet TV. “We’re very happy to introduce the most advanced TVolution, in collaboration with Intel. Apart from providing our consumers entertainment, it gives them a full suite of PC functionality on their TV screens backed by PLDT Hom’es most trusted broadband services,” Gary Dujali, PLDT vice president and head of PLDT Home Marketing said. TVolution Stick is based on the Intel Compute Stick and runs on Windows OS 8.1, allowing users to stream movies and videos, search the web, send and receive emails and do other activities that are normally done on a personal computer. SPC Power plans 300-MW plant SPC Power Corp. has created a new subsidiary, Cebu Naga

Power Corp., that will put up a 300-megawatt power plant in Naga City, Cebu. SPC said in a disclosure to the stock exchange its board approved the creation of the wholly-owned subsidiary. “The board approved, ratiﬁed and conﬁrmed the action of the executive committee to establish a wholly-owned subsidiary, Cebu Naga Power Corp. to undertake the development, owner-

ship, construction, operation and management of the new 2 x 150-MW CFBC coal-ﬁred power plant,” it said. The plant will be built on the present site of the coal ﬁred thermal power plant 1 and 2 in Colon, Naga City. SPC Power together with Kepco Philippines earlier studied the possibility of putting up a new 300-MW power plant within its Naga power facility in Cebu to help improve the power supply situation in the Visayas. Aseana building 5 towers ASEANA Holdings Inc., the developer of the 204-hectare Ase-

ana City project in Parañaque City, will invest another P5 billion to construct five towers and finance the remaining development in the area. Aseana Holdings chairman Delfin Angelo Wenceslao said the company was looking at proceeds from a proposed initial public offering to fund the Aseana City development. “We’re raising money for expansion specifically for Aseana development... We’re also looking at other projects in the Visayas on top of public-private partnership projects that we are eyeing to participate in as a company or as a consortium with other construction firms,” Wenceslao said at the sidelines of the 26th PhilConstruct 2015 Trade and Exhibition at the SMX Convention Center in Parañaque City. The company has so far built three buildings within Aseana City, including Aseana 1, Aseana 2 and Aseana Power Station building. BPI gets mobile banking award

BANK of the Philippine Islands has received an international award for its mobile banking services. The Asian Banker recognized BPI for best mobile banking in the Philippines during the annual Excellence in Retail Financial Services Awards held on Oct. 2 in Makati City. BPI was cited for having a mobile banking platform that demonstrates the use of the full range of current mobile device technology for ﬁnancial transactions and services in the most intuitive and secure manner possible. This was the third award received by the bank’s mobile banking this year. The Asian Banker also named BPI as the best retail bank in the Philippines for 2015. Samsung’s Lees top richest families list SINGAPORE—South Korea’s Lee family, which controls the formidable Samsung conglomerate, topped an inaugural list of Asia’s 50 richest families published Thursday by Forbes Asia magazine. The family had a net worth of $26.6 billion as of late September, with second- and third-generation members now running more than 50 businesses, the magazine said. The Samsung empire, founded in 1938 by wealthy landowner’s son Lee Byung-Chull, has diversified interests ranging from mobile phones to construction and shipbuilding. Forbes Asia said Samsung, the biggest of the “chaebol” or familyrun conglomerates dominating South Korea’s economy, accounted for 22 per cent of the country’s gross domestic product in 2014. “Nearly half of the richest families in Asia are of Chinese descent, yet none of the inaugural 50 is based in the mainland, where conglomerates are young, run by the first generation,” Forbes ASia said in a report. The second richest is the Hong Kong Chinese family, also surnamed Lee, which controls Henderson Development and boasts a fortune of $24.1 billion. The third richest are the Ambanis of India’s Reliance Group with a combined net worth of $21.5 billion, followed by Thailand’s Chearavanont family with $19.9 billion, generated from the agriculture-based Charoen Pokphand group. Rounding out the top five is the Kwok family, which controls Hong Kong’s Sun Hung Kai property empire, with a combined net wealth of $19.5 billion. Only families with business involvement extending to at least three generations were included in the survey, the magazine said. The family of Hong Kong tycoon Li Ka-shing, who has a current net worth of $25 billion based on a Forbes global list, was excluded because he has no grandchildren who have taken serious roles in the family business, it said. Volkswagen convoy: The Touareg is the perfect road trip vehicle due to its size, comfort and power features

ome in the auto industry may have taken delight in Volkswagen's misfortune but the Germans aren't sulking in a corner.

Putting on a brave front amid the adverse publicity bedeviling the German carmaker, Volkswagen Philippines over the weekend set out on a ride-and-drive event with select members of the motoring media. The destination was Baguio city which was highly appropriate as it offered some kind of a torture test of the much-vaunted Touareg, the flagship SUV in the Volkswagen stable. Before sending off the 17 intrepid participants, JP orbeta, president and chief executive officer of VW, delivered his pep talks of sorts. “We really appreciate your effort to get up so early, and set aside days of your busy work week for us. But i assure you, this exciting trip will be truly worth your while, because in the next three days, you will experience the best of our flagship SUV, the Touareg Sport Edition, in the best possible driving environment suited for this class of vehicle.” After a breakfast briefing held at the Volkswagen showroom at the Bonifacio Global city, the Volkswagen convoy, composed of eight Touaregs, snaked their way through early morning Manila traffic and drove for the next five hours to Baguio city. it was the brand’s first out-of-town event, and one can feel the excitement in the air. it was also a baptism of fire for Franz Decleodt, VW’s newly minted Director for Marketing. i was in car number six, with Botchi Santos of the inquirer at the wheel; and Aries Espinosa of Businessworld as our third stringer for the long drive ahead. The

first day was spent enjoying the drive along NLEX, ScTEX and TPLEX road which cut the drive time to Baguio by at least an hour or so. To start the road trip on an exciting note, the convoy took the twisty and dangerous Kennon Road to our destination. Second day of the ride and drive event tested the mettle of the Touareg as the group started the drive from the Summer capital , up to the rustic Sagada town in the Mountain Province 150 km away via Halsema Highway--among the most scenic yet also among the most challenging highway systems in the country. Like kids with their new karts, each of us had their fare share of getting behind the wheel of the 5000 pounds luxury SUV. The working lunch in Sagada was the opportune time for Volkswagen officials to inform us that all vehicles being sold locally are not affected since their stock is not equipped with the particular software being sold in the United States. “We have a different software for the U.S. market since they are Euro5 and here we are only Euro2 compliant, explains Decleodt. The trip back to Baguio city in the late afternoon gave the group the same dose of uphill, downhill, and twisty narrow passes with unpredictable road surfaces, characteristic of mountain roads prone to erosion and landslides in the cordillera Autonomous Region during the rainy season. We got to test the 4Motion All Wheel Drive system whicih equally distributes power down to the four wheels, ensuring maximum traction on any road surface. The sharp bends, brisk acceleration during the high speed run downhill reflected

the balance of the Touareg, as the Adaptive chassis control proved its usefulness as the SUV gamely absorbed the road conditions and adopted to our driving style. The Halsema Highway, with a peak elevation of 7,400 feet above sea level, is not for the faint of heart. considered as one of the most dangerous highways in the world, Halsema Highway requires unbroken driver concentration, and a well equipped vehicle such as the Touareg which has on and off road qualities. The Touareg Sport Edition proved to be in its elements during the most challenging and punishing portions of the trip. Powered by the 3.0L V6 common Rail Turbo Direct injection (TDi) diesel engine that delivers maximum output of 180kW (245 Ps) at 3,800-4,400 rpm and maximum torque of 406 lb-ft (550 Nm) at 1,750-2,750 rpm, the SUV made our drive fun and exciting as we attacked the sharp turns, climbs, downhill and unpaved portions of the mountain passes of both Marcos Highway on the way to Baguio city and on Halsema Highway with reckless abandon. .” We chose this destination because the Touareg Sport Edition represents the highest SUV class so desired by discriminating executives who prefer both functionality and luxury in their sport utility vehicles,” adds orbeta. And after spending more than 20 accumulated hours driving and riding the Touareg Sport Edition, the media participants were literally run to the ground and needed some serious bed rest. For the Touareg, it was still game on as we routed the event with another round of high speed passes on our way back to civilization. it turned out to be an automotive tour de force, with the luxury, comfort, and safety features of the Touareg Sport Edition enabling the 17 media participants to enjoy and appreciate the activities lined up for them outside the vehicle--plenty of scenic stopovers and photo opportunities, a dining adventure in highclass taste, and a humbling commune with the majestic cordillera mountains. All told, that is no mean feat.

Rosberg defiant in F1 title bid Nico Rosberg is heading into this weekend’s Russian Grand Prix determined to keep alive his bid for the drivers’ world title by beating defending two-time champion and Mercedes teammate Lewis Hamilton on a track that may throw up tyre problems for most teams. The 30-year-old German, who is 48 points adrift of the Briton after winning three races, to Hamilton’s eight, this season said he feels he has enough positive feelings to draw on to justify his optimism as he prepares for a keenlyanticipated contest. "once i got back from Japan, i was able to focus on the positive elements from my weekend in Suzuka," Rosberg explained. "This year we have moved one step softer on the compounds to bring the soft and supersoft into play - perhaps influenced by Nico running almost the entire racelast year on a single set of tyres. "one year on, the track surface will have weathered differently, so we must ensure we have all eventualities covered..." "Lowe and the Mercedes team bounced back to form at the Japanese Grand Prix after a curiously off-target performance in Singapore where Ferrari, and four-time champion German Sebastian Vettel, capitalized on their difficulties. Vettel secured his third win of his maiden season with Ferrari and now has 218 points, only 11 fewer than Rosberg on 229, while Hamilton leads the way with 277. And Ferrari’s resurgence could make them a threat again in Russia as they bid to ensure they retain second in the constructors’ championship behind Mercedes, but ahead of Williams. AFP

SOLUTIONS FOR THINNING HAIR In my teens, I used to have a very thick, full head of hair that I actually kind hated. here are a lot of reasons why people wear perfumes and why they choose a certain scent. Colognes or perfumes exude someone’s personality. The moment someone walks in the door, before we even see the person the scent gives off the first impression – “Oh, he smells delish!” “What was that!?” “Did someone spray on air freshener?” “Oh God, that scent is making me dizzy!” “Someone seems to smell fresh.” If you get good remarks, it makes you feel good.
