Gov’t converting ex-POGO hubs into food banks

THE Department of Social Welfare and Development (DSWD) is eyeing the conversion of former Philippine Overseas Gaming Operator (POGO) hubs into “food banks” as part of the administration’s goal to end hunger in the country by 2027.

In a televised interview, DSWD Secretary Rex Gatchalian said negotiations are ongoing to transform other defunct POGO sites into food banks since “rent is free, we [simply] renovate it a little.”

“We’re looking at sites but we are targeting the other POGO centers. We’re currently working with our friends over at PAOCC to make sure we get an inventory of where else we can set up a soup kitchen,” he told ANC’s Headstart.

The Secretary disclosed that addressing hunger will be among the 3 topics he will bring up with President Marcos during next week’s Cabinet meeting, the first such meeting this year.

Sub drone for spying but origin still

THE Philippine government is turning to “foreign counterparts” to determine the origin and purpose of a submersible drone or unmanned underwater vehicle (UUV) that was recovered by local fishermen off the coast of Masbate last December 30.

A National Security Council (NSC) official said on state television Friday that the 2.72-meter-long UUV is clearly a tool for information-gathering.

“This has national security implications. Very obviously, this drone is

used for reconnaissance and surveillance, so it is imperative to the Philippines to determine from where it came and what was doing inside our archipelagic waters,” NSC Assistant Director General Jonathan Malaya said in a mixture of Filipino and English.

“We are also coordinating closely with foreign counterparts to get additional information on this [UUV],” he added. It was not clear what countries would be consulted in determining the submersible drone’s origins but, aside from its long-standing ties with the US,

HOUSE leaders on Friday declared that the 2025 national budget signed by President Ferdinand Marcos, Jr. is “pork-free.”

Jan. 9 non-working day in Manila

MALACAÑANG on Friday declared January 9, 2025, a special non-working day in Manila to allow for the orderly procession of devotees and to ease traffic flow during the Feast of the Black Nazarene.

The proclamation was signed by Executive Secretary Lucas Bersamin on behalf of President Ferdinand Marcos Jr. Millions of devotees are expected to flock to Quiapo Church in Manila to participate in the an -

The Feast of the Black Nazarene is a major religious event in the Philippines, drawing millions of devotees from across the country.

The commander-in-chief likewise underscored, in EO No. 81, the need “to ensure that its council members uphold and protect national security and sovereignty, thereby fostering an environment conducive to effective governance and stability.”

The new order effectively removed Vice President Sara Duterte; her father, former President Rodrigo Duterte; and two other living Presidents – Joseph Estrada and Gloria Arroyo – from the council.

The NSC previously had 29 members, along with past presidents, based on EO No. 34 issued by then President Arroyo in 2001.

With EO 81, the reorganized NSC now has 28 members. It also listed three Deputy Speakers to be designated by the Speaker of the House as members of the council, which were previously identified in EO 34 as the Deputy Speakers for Luzon, Visayas and Mindanao.

It also identified four officials who may be asked to attend “as may be necessary to advise and assist in the deliberations” – the director-general of the National Intelligence Coordinating Agency; the chief of staff of the Armed Forces of the Philippines; the chief of the Philippine National Police; and the director of the National Bureau of Investigation. The governor of the Bangko Sentral ng Pilipinas may also be invited to participate.

and formulate positions or solutions for consideration by the council.

Pressed for an explanation, Executive Secretary Lucas Bersamin said: “At the moment, the VP is not considered relevant to the responsibilities of membership in the NSC...Nonetheless, when the need arises, the EO reserves to the President the power to add members or advisers.”

The Vice President is facing an investigation after she claimed to have told someone to kill Mr. Marcos if she was assassinated. She later said her comments were misinterpreted.

Duterte also complained last year that she has been excluded in NSC meetings.

National Security Adviser Eduardo Año, for his part, said the reconstitution of the council was “necessary to further enhance the formulation of policies affecting national security.”

“The NSC is, first and foremost, an

advisory body to the President, and its composition is always subject to the authority of the President,” Año said in a statement.

He said the latest adjustment “continues a historical pattern of NSC reorganizations tailored to meet evolving security challenges.”

Since the NSC was established by President Elpidio Quirino in 1950, it has undergone several reorganizations under Presidents Marcos in 1972, Corazon Aquino in 1986 and 1987, Fidel Ramos in 1992, and Arroyo in 2001.

“The purpose of reorganization is to enhance the formulation of policies relating to national security so that actions and decisions by the President rest on sound advice and accurate information... Bellas said this can be attributed to optimism over China’s economy and fuel demand.

“Shrinking regional supply of diesel and gasoline due to lower outflows from major supplier China has lifted the prices of both products. Limiting further price gains is the sharp increase in US fuel inventories, showing weakened demand,” he said.

On Dec. 31, 2024, the oil companies implemented a rollback on the price of petroleum products. Gasoline and diesel decreased by P0.30 per liter while kerosene decreased by P0.90 per liter.

Year-to-date, total adjustment of gasoline and diesel stands at a net increase of P12.75 per liter and P11 per liter, respectively. On the other hand, kerosene has a total net decrease of P2.70 per liter.

However, the military official did not give exact numbers on the contingent that the AFP will deploy for the Feast of the Black Nazarene.

“Conferences and coordination are ongoing with authorities and other stakeholders, so, no definite numbers and disposition can [not] be disclosed by the AFP as of this time,” he added.

Meanwhile, the Metropolitan Manila Development Authority (MMDA) is conducting continuous road-clearing operations to remove illegally parked vehicles and other obstructions along the Traslacion route in preparation for the Feast of Quiapo.

Various obstructions, including illegally parked vehicles and electric tricycles, have already been removed from the Traslacion route and some roads that are part of the Mabuhay Lanes.

The MMDA is collaborating with the Manila City government and the National Capital Region Police Office to clear the Black Nazarene route for the annual procession expected to attract millions of devotees on January 9.

MMDA Chairman Romando Artes said clearing operations are part of the government’s preparations to ensure all routes are passable and obstruction-free for the safety and security of the devotees participating in the procession.

He noted that the MMDA will deploy teams to assist with traffic management, ensure public safety, maintain peace and order, and respond to emergencies.

For its part, the Civil Aviation Authority of the Philippines (CAAP) reminded all operators and hobbyists of Drones or Unmanned Aircraft Vehicle (UAV) that strict implementation of a “no-fly zone” will be implemented in areas where the procession or Traslacion of the Black Nazarene will pass.

While Philippine military and police officials have indicated that the UUV was most likely sent from China, Malaya said it was premature to make a definitive conclusion.

The UUV was initially retrieved by fishermen in the waters near San Pascual, Masbate, and then handed over to the police, who transferred it to the Philippine Navy the following day. Meanwhile, the Police Regional Office 5 (PRO-5) is seeking the assistance of local government authorities in coastal communities to identify possible technological devices floating in coastal waters.

In an interview, PRO-5 Director Brigadier General Andre Dizon said he instructed police units in coastal barangays to request fishermen to report suspicious objects in the sea.

“And I think in that case, I don’t think it’s fair to say that these are discretionary and they represent a return to the old pork barrel system,” he added.

Rep. Luis Raymund Villafuerte echoed Acidre’s defense of the recently signed General Appropriations Act (GAA) 2025 where over PHP194 billion in line items had been vetoed by the President, stressing that there was no “discretionary funds” present in the money measure as raised by some sectors.

In fact, Villafuerte lamented the former Senate President Franklin Drilon’s proposal for the Department of Public Works and Highways (DPWH) to put off implementation of certain public works

projects, including those meant to fix infrastructure projects heavily damaged by last year’s spate of violent typhoons, until after the midterm elections.

“Putting infrastructure projects on hold till the year’s second half, especially those planned public works meant to make vulnerable communities highly resilient ahead of this year’s typhoon season, will mean putting these places at risk anew from the tropical cyclones and other natural calamities of increasing frequency and intensity as a consequence of the climate crisis,” said Villafuerte, a former governor and president of the National Unity Party (NUP).

“As an example, travel to Bicol became a nightmare during the holidays last December owing to the heavy damage caused by typhoons to the Andaya

highway in CamSur, leading to travel delays of 7 to 8 hours,” he said.

“If the the government were to heed Drilon’s FLR proposal government, then motorists and commuters will have to brace again for the same travel nightmare later this year,” Villafuerte said.

Former Senate President Franklin Drilon earlier called the infrastructure projects as congressional “pork barrel.”

Villafuerte recalled during the administration of the late President Benigno Aquino III, Drilon, as Senate President, defended and justified the legality of funds released for projects endorsed by legislators under the Disbursement Acceleration Program (DAP), which was declared later on as unconstitutional by the Supreme Court.

Meanwhile, Acidre asserted that education, healthcare and social services remained a priority in the 2025 national budget despite the removal of government subsidy for the Philippine Health Insurance Corp.; the cuts in the proposed budget for computerization in the Department of Education, and the conditional cash transfer program “4Ps” under the Department of Social Welfare and Development.

“If you look at it, the funding that was approved will go to the agencies where the money was really intended for. Even if there are issues with regards to the subsidy of PhilHealth, we’ve seen unprecedented levels of investment in terms of healthcare infrastructure. AKAP is also helpful as a social amelioration program for the near poor,” he explained.

DSWD ramps up assistance to Kanlaon-affected villagers

THE Department of Social Welfare and Development (DSWD) backs a contingency plan to evacuate villagers who may be in serious danger if Mt. Kanlaon’s volcanic restiveness escalate to Alert Level 4.

The DSWD Field Office (FO) 7 in Central Visayas said it remained on alert to monitor the situation in Canlaon City, marked by intensified prepositioning of food and non-food items (NFIs) in the agency’s warehouses and other storage sites in Negros Oriental.

“DSWD 7 has remained steadfast in monitoring the situation in Canlaon City, ensuring that our responses are timely and effective. Furthermore, we have taken proactive measures by replenishing our warehouses and prepositioning sites in Negros Oriental with family food packs (FFPs) and NFIs ensuring the swift and efficient distribution of aid to Internally Displaced Persons (IDPs) in case of an eruption,”

of FFPs and 8,948 NFIs amounting to almost P40 million have been prepositioned across Negros Island.

The NFIs consisted of family, hygiene, sleeping, and kitchen kits; modular tents; and laminated sacks, including Camp Management Kits, Women Friendly Space Kits (WFS), and ChildFriendly Space Kits (CFS).

Canlaon City’s “Plan Exodus” will be activated in case Mt. Kanlaon’s unrest goes up to Alert Level 4, involving the forced evacuation of residents living inside the 14-km radius from Mt. Kanlaon’s slope. Nearby towns around Canlaon City, particularly Vallehermoso, Guihulngan City, La Libertad, Ayungon, and Tayasan will open evacuation centers to accommodate the evacuees.

The DSWD said it is coordinating closely with the LGU of Canlaon City to ensure the swift and synchronized response operations in case of an eruption.

“We are continuously coordinating with the LGU of Canlaon City, under the leadership of Mayor Jose Cardenas Cubacho, to ensure that our operational response is fully aligned. Additionally, the DSWD-7 Quick Response Team (QRT) is working around the clock in the evacuation centers to guarantee that IDPs receive the necessary support during their temporary stay in the camps,” it said.

DOH dismisses alleged new epidemic in China

THE Department of Health (DOH) has brushed aside alleged international health concerns spreading on social media, saying neither the World Health Organization (WHO) nor China has confirmed the purported epidemic.

“Reliable sources currently do not support circulating posts on social media about an alleged international health concern,’ the DOH said in a statement.

“There is no confirmation from either the cited country (China) or the

World Health Organization (WHO).” it added.

According to the social media posts, a new epidemic in China is overwhelming hospitals and crematories, with some provinces declaring a state of emergency.

The DOH emphasized that the Philippines is an active participant in the network of WHO-member states that adhere to International Health Regulations (IHR).

Comelec asks LGUs to take down illegal political campaign materials

THE Commission on Elections

(Comelec) has asked local government units (LGUs) to take down campaign materials that violate local policies and regulations, saying the poll body has no authority yet to remove posters of political aspirants until such time they are officially declared as candidates in the May 2025 midterm elections.

Comelec chairman George Garcia earlier said their hands are tied in terms of regulating materials bearing the names and images of those who have already filed their certificates of candidacy for the 2025 elections.

He cited a Supreme Court ruling declaring that individuals only become candidates at the start of the official campaign period, which will be on Feb. 11 for national candidates and March 28 for local candidates in next year’s polls.

The Comelec has observed that political propaganda materials are already proliferating in various parts of the country.

He said only LGUs can implement their own policies particularly on the

environment to remove materials that are clearly being used for campaigning.

“I appeal to our LGUs. I hope that you will not disregard the situation because not all of your constituents are happy seeing those things on the streets,” he said.

“We don’t have jurisdiction for now. They are still considered as aspirants and not yet candidates.

Similar posters and propaganda can be considered illegal and premature campaigning once political aspirants did not remove these materials starting February 11, 2025.

Garcia warned that candidates and political parties will be given 72 hours before the campaign period starts to remove all prohibited forms of propaganda, including names, images, logos, brands, insignias, initials and other forms of graphical representations on all public structures and in all public places.

The campaign period for senatorial and party-list candidates starts on Feb. 11, 2025, and on March 28 for congressional, provincial, city and municipal hopefuls, including those running for the Bangsamoro Parliament.

‘Peaceful yuletide means Reds are losing strength’

4.2m seniors, centenarians got benefits in 2024

MORE than four million indigent senior citizens and 100-year-old individuals nationwide received their respective social pension and centenarian gifts in 2024 from the Department of Social Welfare and Development.

“From January to November 2024, a total of 4,268,801 indigent senior citizens received their monthly pension,” DSWD spokesperson and Assistant Secretary Irene Dumlao said. Dumlao said the agency started disbursing the increased pension of P1,000 in January 2024.

The DSWD also gave recognition and incentives to 1,750 centenarians, providing each of them with P100,000 cash as mandated by law.

“We have achieved 99.43 percent of the 1,760 annual target for the centenarian program,” the DSWD spokesperson added. Republic Act 10868 or the Centenarians Act of 2016 provides all Filipinos who reach 100 years old, whether residing in the Philippines or abroad, with a letter of felicitation from the President and a centenarian gift in the amount of P100,000.

Starting this month, however, the implementation of the Centenarians Act is already under the National Commission of Senior Citizens from the DSWD.

BuCor asks PNP, NBI to probe prison stabbing

THE Bureau of Corrections on Friday asked the National Bureau of Investigation and the Philippine National Police to investigate the fatal stabbing of an inmate inside the New Bilibid Prison in Muntinlupa, which also left two others injured.

BuCor officer-in-charge Assistant Secretary Al Perreras, in separate letters sent to NBI Director Jaime Santiago and PNP chief Gen. Rommel Marbil, asked the two agencies to “further establish the facts, promote transparency, and determine accountability” in what happened Thursday morning. The BuCor identified the deceased as Ricardo Peralta, and the injured as Reginal Lacuerta and Bert Cupada.

Four inmates believed to be involved in the incident are presently being investigated, according to reports.

P4m marijuana, kush seized in Caloocan

POLICE officers arrested two high-value individuals and seized more than P4.4 million worth of marijuana and kush, its high-grade variety, in Caloocan City early Friday.

In a statement, Northern Police District acting Director Col. Josefino Iligan said the unnamed suspects aged 21 and 27 were arrested in a sting operation inside the Mentors Village Subdivision in Barangay 175 after selling the contraband to an undercover operative at about 1:35 a.m.

The police seized an estimated 36.5 kg. of narcotics from the suspects.

The suspects are currently detained at the Caloocan City Police Station Custodial Facility for documentation and processing. They would face charges for violation of the Comprehensive Dangerous Drugs Act while the seized evidence has been submitted to the NPD Forensic Unit for laboratory analysis.

BAGUIO City’s Health Services Office is considering to provide reproductive health services beyond office and class hours to cater to more individuals.

Over 6 truckloads of garbage collected after NCR revelry

Residents of Metro Manila who celebrated the New Year generated 29.16 tons or 6.63 truckloads of garbage, the Metropolitan Manila Development Authority said yesterday.

“The personnel of the MMDA Metro Parkways Clearing Group (MPCG) conducted a cleanup in Metro Manila following the New Year celebrations. During their operation, they collected 1,332 garbage bags, which amounts to 6.63 truckloads,” the agency stated.

The MPCG conducts daily cleanup operations to maintain cleanliness on the streets of Metro Manila.

SC asked to reconsider commercial fishing ruling

A MUNICIPALITY in Bantayan island in Cebu, along with environmental groups, asked the Supreme Court to take a second look at its decision that favored a commercial fishing corporation seeking to fish in municipal waters meant for fisherfolk.

In its-28-page petition for intervention, the municipality of Sta. Fe in Bantayan, Cebu, represented by Mayor Ithamar Espinosa, and Oceana Phils. Intl. asked the SC to reverse the court’s resolution and remand the case back to the Malabon Regional Trial Court.

An SC resolution dated Aug. 19 had affirmed the Malabon RTC decision declaring portions of the Fisheries Code unconstitutional after the high court said pleadings filed by the Office of the Solicitor General in the case had been filed “out of time” and without any “legal basis.”

Among the portions of the Fisheries Code invalidated by the Malabon court was Sec. 16 on the jurisdiction of the municipal government to regulate commercial fishing in municipal waters of up to 15 km. from the shoreline.

The RTC also struck down the outright ban on commercial fishing in waters with a depth of less than seven fathoms.

“Judicial restraint, caution, and forbearance are entirely absent from the decision of the RTC of Malabon. Setting aside the breakneck speed of the proceedings, the RTC provided absolutely no amount of deference that demands an interpretation of the Constitution that would give life to the law instead of destroying it,” the petitioners said.

Buzz words

FOR several years now, at yearend, the more prominent dictionaries have announced their respective Words of the Year, based on the highest number of searches, or lookups. It’s interesting to look into these words because they might reflect a particular era, or indicate what today’s readers are more interested in learning about, or what today’s young people are using. The individual web sites of Oxford, Cambridge, and Merriam-Webster each give details on their words of the year; some even come with accounts of how the meaning of the words have evolved over time. They also list the runnersup – those words which almost became word of the year, but somehow fell short.

For Cambridge Dictionary, which bestows the honor to the word that had a marked increase in lookups, with a widened use across all types of media, and whose meaning had changed over time, the Word of the Year is manifest. “Manifest,” -- a “fairly formal 600-year-old word that means ‘to show something clearly,’” was looked up almost 130,000 times in the Cambridge Dictionary site. The more recent use of “manifest,” of course, is to use specific practices to focus one’s mind on something one wants, to try to make it a reality. Don’t we hear of statements like someone having a “manifest board” containing dreams, or “manifesting” something as in, being in a state of mind where one has already achieved that which is desired? A rise in “manifesting influencers” was also observed even as their practice is scientifically unproven.

For its part, Merriam-Webster’s Word of the Year is “polarization.” MW defines it as a “division into two sharply distinct opposites; especially, a state in which the opinions, beliefs, or interests of a group or society no longer range along a continuum but become concentrated at opposing extremes.”

But the current understanding “happens to be one idea that both sides of the political spectrum agree on,” according to MW. Search volume on the site throughout the year “reflected the desire of Americans to better understand the complex state of affairs in [their] country and around the world.”

The word was widely used across the media landscape, it said, especially with the US presidential elections in November.

Other words that were in the running for Merriam-Webster were “totality,” “demure,” and “fortnight.” The latter two were in reference to pop culture, specifically a viral meme and a popular singer-songwriter. Finally, Oxford Dictionary picked

“brain rot” for its Word of the Year

because it garnered over 37,000 votes, and figured significantly in worldwide public discussion and an analysis of language data. The term increased in usage frequency by 230 percent between 2023 and 2024.

“Our experts noticed that ‘brain rot’ gained new prominence this year as a term used to capture concerns about the impact of consuming excessive amounts of low-quality online content, especially on social media,” Oxford said.

But as much as it is interesting to follow the words of the year as decided by top dictionaries, it’s also a good startof-the-year exercise to note our words of the year, both as they pertain to the life of our nation and to our personal journeys.

For instance, some of the more popular words that made their way into our consciousness last year were “confidential” which usually means something not known or which is known only to a few, for good reason. In the context of current events, however, the word has been associated with “funds” such that even when “confidential funds” do exist for valid reasons – national security, for instance – now it is seen as an attempt to secure funds for a government office without any intention to be transparent and accountable about how it is spent. What makes it more reprehensible is its use, not for national security purposes, but to portray certain officials as benevolent to people who are always grateful for financial help.

Another word that often came to mind last year was resilience, given the string of typhoons that battered different parts of the Philippines. This word has had bad press in recent years, because it is easily mistaken for fatalism among a people that set such low standards for their leaders and could be twisted to mean they should passively accept circumstances and their consequences. But it is always good to qualify our understanding of the word, to constantly improve our ability to deal with adversity, and to anticipate where potential risks or problems may arise.

Duty of civility

AT THIS time when there are opposing opinions on political issues, there are some principles that can guide our behavior as individuals. Worth considering is the essay of John Bordley Rawls, a moral, legal and political philosopher of the 20th century, who wrote on “Justice as Fairness: Political not Metaphysical,” a theory originally presented in his book “A Theory of Justice.”

“Rawl’s theory of justice as fairness recommends equal basic liberties, equality of opportunity, and facilitating the maximum benefit to the least advantaged members of society… where inequalities occur” (Wikipedia, John Rawls). These principles “are meant to help us work out how we should design our most important social institutions rather than guide our behavior as individuals” (Daniel Chandler, Free and Equal citing John Rawls). However, “they sit alongside an ideal of citizenship, or of how we should treat one another in our capacity as citizens.”

Delivering the legacy projects

MANY will have their eyes and ears turned to Malacañang by the Pasig River on Tuesday when President Ferdinand Marcos Jr. will have his first full Cabinet meeting for 2025, keeping a keen sense on how the administration delivers on its promises and navigates challenges in achieving its legacy goals.

Officials have said the agenda will include legacy projects, like bigticket programs and Official Development Assistance-funded projects, four days before the twice-a-year Vin D’ Honneur in Malacañang – to celebrate the start of a new year and to mark Philippine Independence on June 12.

The meeting, preceded five days earlier by an exchange of notes with Executive Secretary Lucas Bersamin, is seen as marking the start of a crucial year for the Marcos administration as it approaches its halfway mark..

“[W]e should try to abide by the rules of logic and evidence, appealing wherever we can to accepted facts rather than disputed theories” (Daniel Chandler, Free and Equal).

Top US Republican fights for future in cliffhanger vote

leader Mike Johnson was set to face down critics Friday (Saturday in Manila) in a vote in Congress that could see him returned as one of the country’s top statesmen -- or jettisoned to the back benches and political obscurity.

Having seized the gavel in a palace coup in 2023, the Louisiana conservative is vying for reelection as speaker of the House of Representatives and has President-elect Donald Trump’s backing as the deeply divided Congress opens for the new term.

But Johnson is seen by hardliners on his own side as overly consensual and soft on spending cuts, and is hanging on by a thread as Washington’s top lawmaker -- the congressional leader who presides over House business.

There will be intrigue until the last ballot is cast, with the 52-year-old attorney’s ambitions up in flames if more than one member of the threadbare 219-215 Republican majority defects, assuming all members are present and voting.

BANGKOK – Thailand’s Prime Minister Paetongtarn Shinawatra declared more than $400 million in assets on Friday, her party said, including more than 200 designer handbags worth over $2 million and at least 75 luxury watches valued at almost $5 million.

Paetongtarn, the youngest daughter of telecom billionaire and ex-prime minister Thaksin Shinawatra, took office in September as the fourth member of the clan to lead a Thai government in 20 years.

Extradited crypto ‘genius’ in court to face charges

NEW YORK – The South Korean cofounder of Terraform Labs appeared in a New York court on Thursday (Friday in Manila) to face fraud charges stemming from the multi-billion-dollar collapse of his cryptocurrency company.

Do Hyeong Kwon, 33, was extradited to the United States from Montenegro on Tuesday.

Kwon, the former chief executive of Terraform, is accused of deceiving investors to fraudulently inflate the value of his firm’s cryptocurrencies.

“Do Hyeong Kwon will now be held accountable in an American courtroom for... his elaborate schemes involving Terraform’s cryptocurrencies, which resulted in over $40 billion in investor losses,” Attorney General Merrick Garland said in a statement. AFP

Tears, tourism on Bourbon after US nightmare

NEW ORLEANS – Thirty-six hours after New Orleans was rocked by a terror attack, bar worker Samantha Petry wiped her tears and placed flowers Thursday on Bourbon Street, which reopened with few hints of the trauma inflicted on the iconic nightlife hub.

Cleaning crews had washed down streets of the famed French Quarter after authorities largely concluded their on-site investigation of a grisly New Year’s truck-ramming attack that left at least 14 people dead and 30 others injured.

At the entrance to Bourbon Street, 14 yellow roses were placed along a wall where an elderly man dropped to his knees and prayed, his head nearly touching the sidewalk. Crosses were erected nearby as a makeshift memorial.

Business owners and co-workers hugged. A jazz band performed a traditional New Orleans “second line” that featured people marching and dancing down Bourbon Street in mourning and celebration.

Petry walked over and added her bouquet to the flowers, as curious tourists walked onto the normally packed promenade full of drinking establishments, jazz and blues clubs, restaurants and strip joints.

She works at the Cat’s Meow karaoke bar, but she bristled at how quickly Bourbon Street was reverting to party central after tragedy.

“No, I’m not happy” about the area’s rapid reopening, she told AFP, adding she would have preferred time to mourn those who died and seek to

confirm all her friends were OK.

“It’s all for money,” added Petry, who moved to Louisiana from California. “But at the same time, I do have a livelihood and I have to work.”

She and her co-workers endure the slow season in order to work New Year’s Eve, and major events like Mardi Gras and the NFL’s upcoming Super Bowl championship, Petry said.

“But how am I going to feel safe to work here?”

Nothing on Bourbon suggested a mass casualty incident had occurred.

Vegas Tesla blast suspect’s motive unknown as death ruled suicide

LAS VEGAS – The decorated US special forces soldier who blew up a Tesla Cybertruck outside the Trump International Hotel in Las Vegas shot himself in the head before the blast, authorities said Thursday, adding that his motivation was still “unknown.”

Matthew Livelsberger, 37, a member of the elite Green Berets, took his own life in the rented vehicle filled with fuel containers and fireworks, which then erupted into flames, officials said. Livelsberger’s body was burned beyond recognition but Las Vegas Sheriff Kevin McMahill said authorities had “a lot of confidence” he was the sole occupant of the Cybertruck.

Las Vegas police said he had been identified as the “driver” of the vehicle,

and that the coroner had ruled he had died by suicide.

Livelsberger, identified through his military ID, passport and credit cards, was found with a gun at his feet, McMahill told reporters at a press conference in Las Vegas.

“The motivation at this point is unknown,” FBI Special Agent Spencer Evans said. Evans said there is “no information that we’re aware of right now that connects this individual to any terrorist organization around the world.”

SEOUL – South Korean investigators abandoned their attempt to arrest impeached President Yoon Suk Yeol at his residence on Friday over a failed martial law bid, citing safety concerns after a standoff with his security team.

Yoon, who has already been suspended from duty by lawmakers, would become the first sitting president in South Korean history to be arrested if the warrant is carried out.

Meanwhile, US Secretary of State Antony Blinken will visit South Korea for talks next week, Seoul’s foreign ministry said Friday, with the country mired in political turmoil as its impeached president resists arrest.

South Korea is a key security ally for Washington but the country has been wracked by a crisis sparked by President Yoon Suk Yeol’s failed martial law decree on Dec. 3.

Blinken will meet his counterpart Cho Tae-yul on Monday, Seoul’s foreign ministry said in a statement.

“They are expected to discuss the South Korea-US alliance, South KoreaUS-Japan cooperation, North Korea issues, and regional and global challenges,” the ministry said.

Investigators probing Yoon’s declaration of martial law made an attempt to enforce a warrant for his arrest on Friday but it was repelled by presidential security guards.

Yoon, who issued a bungled declaration on Dec. 3 that shook the vibrant East Asian democracy and briefly lurched it back to the dark days of military rule, faces imprisonment or, at worst, the death penalty.

“Regarding the execution of the arrest warrant today, it was determined that the execution was effectively impossible due to the ongoing standoff,” the Corruption Investigation Office (CIO), probing Yoon over his martial law decree, said in a statement.

Those events are designed to bring the elite of the tour together at regular points throughout the season but world number one Scottie Scheffler is missing after hurting his hand in a Christmas dinner cooking accident.

Hoge began in fine style with birdies on four of the opening five holes before he three-putted on the par-4 sixth for a bogey.

The 35-year-old, whose solitary win on the PGA Tour came at Pebble Beach in 2022, bounced back though with birdies on the seventh and ninth holes, reaching the turn in 31.

He made four birdies on the back nine, including on the par-5 18th, and was delighted with his work on the greens in particular.

“I really didn’t have many expectations coming in, because there wasn’t a whole lot of play or practice the last few months. But felt like I was putting really well coming into the week,” he said.

Hoge was among the early players out and benefitted from relatively still conditions while those playing later in the afternoon had to contend with some gusty winds.

Factory prices rebounded in November

THE producer price index for the manufacturing sector rose 0.3 percent year-over-year in November, rebounding from a 0.4 percent decline in October, the Philippine Statistics Authority said Friday.

This brought the average annual decline of the PPI from January to November 2024 to 0.8 percent. In November 2023, the PPI for the manufacturing sector dropped 0.03 percent.

“The uptrend in the annual rate of PPI for the manufacturing sector in November 2024 from its annual drop in October 2024 was primarily due to the acceleration in the annual rate of the PPI for manufacture of computer, electronic and optical products industry division at 3.1 percent in November 2024 from a 2.1 percent annual increase in October 2024,” the PSA said.

The manufacture of computer, electronic and optical products contributed 26.8 percent to the uptrend in the annual rate of PPI for manufacturing during the month.

Among the 22 industry divisions for manufacturing, manufacture of computer, electronic and optical products had the second-highest weight in the computation of PPI. Other main contributors to the uptrend of PPI were the acceleration in the annual growth rates of manufacture of transport equipment at 2.1 percent in November 2024 from a 0.7 percent annual increment in the previous month, and manufacture of food products at 2.4 percent during the period from a 1.7 percent annual increase in October 2024. Data showed that of the remaining 19 industry divisions, 11 exhibited annual increases, while eight industry divisions registered annual decreases during the period.

The producer price survey (PPS) is conducted by the PSA to collect monthly producer prices of industry products produced by sample establishments in the manufacturing sector. It measures the average change over time in the prices of products or commodities produced by domestic manufacturers and sold at factory gate prices to wholesalers and/or other consumers in the domestic market relative to a base period.

BSP revises projected 2024 BOP surplus to $3.5b

THE Bangko Sentral ng Pilipinas (BSP) said Friday it raised the projected 2024 balance of payments (BOP) surplus to $3.5 billion from an earlier estimate of $2.3 billion.

The BSP’s policy-setting Monetary Board released its 2024-2025 BOP outlook showing a slightly lower figure than the actual 2023 surplus of $3.7 billion in 2023.

The BOP is also expected to enjoy a surplus of $2.1 billion in 2025, despite the widening of the current account deficit from $10.4 billion to $12.1 billion.

BFAR appeals SC ruling on municipal waters

THE Department of AgricultureBureau of Fisheries and Aquatic Resources (DA-BFAR) said it filed a motion for reconsideration in response to the decision issued by the Supreme Court’s First Division allowing commercial fisher Mercidar Fishing Corp. to operate within municipal waters usually reserved for small fisherfolk.

“This move reflects the agency’s proactive stance in ensuring that the implications of the Court’s decision are thoroughly reviewed, particularly given the potential impact on national policies, en-

vironmental conservation, and the livelihoods of those in the fisheries sector. PIDS study reveals gaps in clean water access

DIARRHEA continues to be a leading cause of illness and hospitalization nationwide, despite the Philippines’ economic growth and ongoing development initiatives, according to a joint study by the Philippine Institute for Development Studies (PIDS) and the United Nations Children’s Fund (UNICEF) Philippines. The study, “The Last-Mile Challenge: Water, Sanitation, and Hygiene (WASH) in the Philippines,” found that only about half of the population has access to safely managed WASH services, with the poorest regions experiencing the most significant deficiencies.

“The inability of certain locations

to access safe water has been associated with the urban-rural disparity, with millions of Filipinos in poor regions enduring unsafe water conditions,” the study said.

Households in the lowest wealth quintile have significantly lower access to safely managed drinking water and sanitation compared to wealthier households, highlighting the socioeconomic divide. “About two-thirds of the poorest Filipinos still lack access to basic WASH facilities,” the study emphasized. In 2019, poor WASH practices accounted for 86 percent of diarrhearelated deaths in the country. Of these fatalities, 35 percent were children under the age of five.

The agency said it remains resolute in its mission to uphold the welfare of small-scale fishers and coastal communities who are vital stakeholders in the country’s fisheries sector.

BFAR also emphasized the importance of adhering to due process and fostering transparency throughout the judicial process.

“The agency remains hopeful that the judicial process will yield a resolution that protects both the environment and the people who depend on its resources,” it said.

THE Department of Tourism (DOT) said Friday it is setting up more hyperbaric treatment chambers in top diving spots to further enhance and promote safety dive tourism in the Philippines.

“To further strengthen the dive tourism portfolio in the Philippines, the DOT, through our infrastructure arm, the Tourism Infrastructure and Enterprise Zone Authority [TIEZA], intends to establish five additional hyperbaric chambers in key destinations: Boracay, Camiguin, Cebu, Negros Oriental, and Oriental Mindoro. We already broke ground on one, in the world-renowned island destination of Boracay Island,” said DOT Secretary Christina Frasco. These will supplement the 15 existing hyperbaric chambers across the country, ensuring that the country’s world-class diving sites are not only beautiful but also safe, she said. Hyperbaric chambers are essential for ensuring the safety and wellbeing of divers, offering critical treatment for diving-related conditions such as decompression sickness.

The DOT said on top of rave reviews on local dive sites, the Philippines also boasts of a diverse cruise tourism product portfolio.

Stocks close above 6,600, peso falls to 58.2 a dollar

PHILIPPINE stocks rose for the second straight day to close above 6,600 level on continued bargain-hunting.

The 30-company Philippine Stock Exchange index ended the week at 6,603.81, up 53.42 points, or 0.82 percent, from Thursday. The wider all-shares closed at 3,785.48, up by 30.38 points or 0.81 percent.

Rizal Commercial Banking Corp. chief economist Michael Ricafort said the market rose after reports showed a robust local manufacturing data that matched the pre-pandemic high level, which could be a positive indicator for strong economic growth.

The PSEi also went up despite the recent downward correction in the US stock markets. In the first week of 2025, the PSEi gained 75.02 points, or 1.1 percent, from last week.

Analysts said the PSEi might retest the 6,700 level next week.

All sectors ended in the positive territory. Financials gained the most, rising 1.42 percent, followed by property with rose 1.02 percent and holding firms which went up 0.98 percent.

BCDA unit takes over San Fernando Seaport

Authority (BCDA) designated its unit Poro Point Management Corp. (PPMC) to manage the interim operations of San Fernando Seaport in La Union province.

The BCDA said in a statement Friday the move is imperative following the expiration of the lease contract of the seaport’s former operator, Poro Point Industrial Corp. (PPIC) on Oct. 31, 2024.

“The BCDA recognizes the San Fernando Seaport as a crucial hub

for international trade, supply chains, and industry support in La Union and Northern Luzon. Its role in creating jobs and boosting livelihoods underscores the importance of maintaining seamless operations. We thank PPMC for stepping in during this transition,” said BCDA president and chief ex-

ecutive Joshua Bingcang. PPMC president and chairman Felix Racadio signed the memorandum of agreement (MOA) with the BCDA, formalizing PPMC’s interim control of the seaport.

Under the MOA, PPMC is tasked with maintaining critical services such as cargo handling, customs brokerage, warehousing and equipment rentals. It will also oversee safety, environmental protection, trade facilitation, labor compliance, and the upkeep of seaport infrastructure.

“We are honored by BCDA’s trust and commit to ensuring the seaport’s smooth operations during this interim period,” Racadio said.

PPIC, established in 1999 by BCDA, PPMC and Bulk Handlers Inc. (BHI), managed the seaport for 25 years. As the lease approached its expiration, BCDA proposed a three-month holdover authority to ensure uninterrupted operations, while finalizing a competitive bidding process for a new operator, to which PPIC declined.

The BCDA Board authorized PPMC to take over seaport operations effective Nov. 6, 2024.

The San Fernando Seaport is part of the 236.5-hectare Poro Point Special Economic and Freeport Zone and plays a key role in La Union’s transport and logistics network.

Tesla reports lower 2024 auto deliveries

NEW YORK—Tesla reported a dip in full-year auto sales Thursday, missing a company forecast in a sign of rising electric vehicle competition in China and other markets.

Elon Musk’s EV company reported 495,570 fourth-quarter deliveries. While that represented a quarterly record, it lagged Wall Street estimates and resulted in full year-sales of just under 1.8 million vehicles.

This was around one percent less than the 2023 sales, even as Tesla said in October that it expected a “slight growth” in vehicle deliveries for the year.

Malls, buildings seen using more cooling services

THE Philippine Energy Efficiency Alliance (PE2) said Friday the energy efficiency market may start to see the property sector engage energy service companies (ESCOs) to provide cooling-as-a-service for shopping malls, hotels and office buildings in 2025.

“These long-term projects are likely to become pioneer beneficiaries of energy efficiency fiscal incentives under the CREATE MORE Act,” PE2 president Alexander Ablaza said. He said PE2 also anticipates more proactive development of energy efficiency projects in the public sector by the Department of Energy this year as it expects climate funding to target public building retrofits at both the national and local government levels.

“PE2 also remains hopeful that the evolving implementing rules and regulations of the New Government Procurement Act would enable life-cycle cost-based procurement of cooling and lighting efficiency solutions for government buildings through ESCO performance contracts,” Ablaza said. He said the year 2024 was a period of enabling further policy reforms and market conditions to deepen and widen the reach and impacts of the Energy Efficiency and Conservation Act, now on its fifth year of implementation.

“Responding to government and private sector calls to reverse thinning power reserves threatening the grid every summer, PE2 declared that 3,340 megawatts of additional generation and transmission capacities were needed to provide supplemental cooling and refrigeration services to compensate for the rise of ambient

temperatures and heat indices from the coolest month of January 2023 to the summer months of April-May of the same year,” he said.

Ablaza, however, questioned why the Philippines is planning additional generation and transmission capacities ahead of peak demand management.

“We should aspire to flatten our daily and annual peak demand curves, especially through permanent peak shaving through cooling efficiency or load-shifting to off-peak hours through energy storage systems,” he said.

He said mid-day peak demand could be shaved permanently through cooling efficiency improvements by a massive market wash-out of low efficiency air conditioners, the upgrading of chiller plants through the ESCO business model or by building and operating district cooling systems.

Efficiency upgrades for non-cooling systems include motors, drives, compressors, indoor lighting, controls, and other commercial and industrial loads, he said.

Ablaza said early evening peak can be shaved primarily through efficiency improvements in HVAC/ cooling systems, lighting and through higher-efficiency household appliances and other residential loads.

Passengers told to prepare for high port traffic this weekend

STATE-RUN Philippine Ports Authority (PPA) advised passengers to prepare for high port traffic this weekend, following the extended Christmas and New Year holiday weekend.

PPA said some 674,000 travelers are expected to return to ports from Jan. 3 to 5.

The total passenger traffic at the ports reached more than 3.6 million from Dec. 15, 2024 until Jan. 2, 2025. The PPA said it might further increase as more passengers return after the holiday break.

PPA general manager Jay Santiago said, however, the ports are ready for the influx of returning passengers and continue to implement strict public safety security.

He called on passengers to book flights early to avoid long queues at the ticketing booth of the shipping lines. Santiago said security remains on heightened alert at all ports managed by the PPA throughout the country with about 3,000 security forces and force multipliers patrolling the ports. There are also Malasakit helpdesks that provide immediate assistance to passengers in need, patrolling K-9 units, and 24/7 CCTV monitoring. Meanwhile, despite the reminder to passengers not to carry prohibited devices, sharp tools and flammable materials such as knives, card knives, lighters and matches were still confiscated at the ports.

LandBank maintains top GOCC status, bags multiple awards

Turkish inflation slowed to 44.3% in December

ISTANBUL—Turkey’s annual inflation rate slowed for the seventh consecutive month in December, official figures showed Friday.

Consumer prices rose by 44.3 percent last month, down from 47.1 in November, the Turkish statistics agency said.

The figure was largely in line with the central bank’s estimation after a year in which price increases slowed less than expected despite higher interest rates.

Last week, Turkey’s central bank lowered its key interest rate for the first time in nearly two years, dropping it to 47.5 percent from 50 percent.

The last cut was in February 2023. The central bank had said it was expecting inflation to reach 44 per-

cent by the end of 2024, up from a previous estimate of 38 percent it had given in August.

The official figures are disputed by the ENAG group of independent economists which publishes its own numbers every month and said yearon-year inflation stood at 83.4 in December.

Turkey has experienced double digit inflation since 2019, with the annual rate peaking at 85.5 percent in October 2022, making life increasingly difficult for millions of families.

WASHINGTON—US President Joe Biden has decided to block the proposed $14.9 billion purchase of US Steel by Japan’s Nippon Steel and will announce the move as soon as Friday, according to US media.

A White House announcement of the presidential finding is being planned unless Biden has a last-minute change of heart, according to the Washington Post and the New York Times. Biden decided to block the deal despite intense efforts to sway him in recent days by some of his senior advisors, who warned that reject-

China says ‘determined’ to continue opening economy to rest of the world

BEIJING—China is “determined” to continue opening up its economy to the world in 2025, a top economic planning official said Friday, as Beijing steels itself for potential trade turmoil when US President-elect Donald Trump takes office.

The world’s second-largest economy has struggled to revive growth following the Covid-19 pandemic and remains beset by a debt crisis in the crucial housing sector, chronically low consumption and high youth unemployment.

Prospects may darken further after Trump’s inauguration on January 20 -- the mercurial US leader hiked tariffs on Chinese imports during a wide-ranging trade war in his first term in office, and has promised more of the same.

But on Friday officials from China’s top planning body, the National Development and Reform Commission (NDRC), said that “no matter how the external environment changes, full of uncertainty, China’s determination and actions to open up to the outside world will remain unchanged”.

“In the new year we will certainly take many new measures... to steadily expand systemic openness and further build a business environment that is marketised, under rule of law, and internationalised,” NDRC deputy director Zhao Chenxin said at a press conference on Friday.

He said China plans to encourage greater foreign investment in “advanced manufacturing, modern services, high-tech, energy saving and environmental protection.” AFP

The decision was left with Biden after a US government panel failed to reach a consensus in late December on whether US Steel’s acquisition by Nippon Steel threatens Washington’s national security.

SAN FRANCISCO—Apple has agreed to pay $95 million to settle a lawsuit accusing its digital assistant Siri of listening in on users’ private conversations.

The proposed settlement detailed in a court filing accessed on Thursday came with Apple holding firm that it did nothing wrong.

“Apple has at all times denied and continues to deny any and all alleged wrongdoing and liability,” the tech titan said in the proposed settlement, which requires a judge’s approval to be finalized.

A class action lawsuit filed five years ago accused Siri of listening in on private conversations of people with iPhones, iPads, HomePods or other Apple devices enhanced with the digital assistant.

The California-based tech giant has made user privacy a big part of its brand image, and one of the reasons it tightly controls its “ecosystem” of hardware and software.

Talk captured by “unintended Siri activation” were obtained by Apple and perhaps even shared with third parties, according to the suit.

A proposed settlement fund of $95 million would be used to pay no more than $20 per Siri device to US owners who had private conversations captured without permission, the settlement indicated.

With support from his wife, Aira, Pio has turned Tambay into a thriving business that uplifts communities. The caps are sold online and have reached international markets, including Singapore, South Korea, the Middle East, Italy, and the US. For Pio, the designs are just one aspect of the brand’s success. “What really attracts buyers is the advocacy behind our story and the success of our resellers,” he explained.
