Notice is hereby given that the County Council as Highways Authority recommends that permission be refused. The visibility splays on Drawing No. 4431-5-E are insufficient, using scale factor 1:100 the splays are no more than 3m x 15m, Suffolk County Council would accept 2.4m x 43m in both directions as any less couldn’t be considered as a safe stopping site distance which would consequently be detriment to highway safety. In addition to this, using Suffolk Guidance for Parking 2014 the proposed development would require 25 car parking spaces, the current proposal (Drawing No. 4431-5-E) shows 11 car parking spaces – 1 disabled) which would result in an unwanted influx of on street parking, which at this location is already at full capacity. Also SCC believes that any significant increase in traffic volume on the B1118 at this location could have a severely negative impact on highway safety as it is already a very heavily trafficked road. Furthermore SCC could not accept the proposed “Delivery Vehicle Lay-by” shown on Drawing No. 4431-5-E without seeing swept paths in order to prove that Articulated Lorries can enter and exit the aforementioned layby safely.
