A BEGINNER’S GUIDE TO CHATEAU ELAN – PART I WHAT THE HECK IS A PUD?

Chateau Elan is a master planned community that was formed in 1982. It was established and approved as a Planned Urban Development (“PUD”). A PUD refers to a real estate development that integrates residential and commercial buildings with open spaces into a single project. The Chateau Elan PUD has three components: (1) the commercial, which includes the resort hotel, the winery, the spa, and the public golf courses owned by the resort, (2) the residential, which is made up of the various neighborhood sections in the Chateau Elan gated community, and (3) the Chateau Elan Real Estate office, the Legends Golf Course and Club and the Sports Club and Pool.

Don Panoz was the founder and original owner of the entire master planned community. The resort, winery, spa, par 3 golf course, and the Woodlands and Chateau Golf Courses and the adjacent buildings and parking areas were sold to Wheelock Street Capital in January 2018. The Chateau Elan residential real estate holdings (everything not owned by residents), the Legends Golf Course and Club, the Sales Office, and the Sports

Club operate under the name Fountainhead Development. Fountainhead Development is referred to as the “Declarant” in many of the official documents for the Chateau Elan neighborhood. Don Panoz passed away in September 2018. The grown children of Don Panoz are the heirs of Fountainhead’s holdings, and Josh Brewton serves as their CEO. There is still undeveloped land owned by Fountainhead that falls under the Chateau Elan PUD.

The par 3 golf course, the Woodlands golf course, the Chateau Elan golf course, Sarazen’s Bar and Grille, and Sarazen’s Pavilion along with several adjacent buildings and parking lots located in or near the residential areas are owned and managed by Wheelock Street Capital, the owner of the resort. Wheelock hired Troon Golf to manage the golf courses and Sarazen’s Bar and Grille and Pavilion. All operate independent of the neighborhood.

Spotlight ON PARTNERSHIP AGAINST DOMESTIC VIOLENCE (PADV)

DID YOU KNOW:

One in three teens experiences dating violence?

• Adolescent girls in abusive relationships are approximately five times more likely to become pregnant than girls in non-abusive relationships?

• Most victims murdered by their significant other over the last 10 years in Georgia began their relationship with their abuser while between the ages of 13 and 24?

For almost 50 years, the Partnership Against Domestic Violence (PADV) has served survivors of domestic abuse. Founded by Susan May, PADV began with one bed and one phone as an all-volunteer agency in 1975 and was incorporated in 1977. Today, PADV serves about 10,000 clients each year and is the first and largest domestic violence organization in Georgia providing professional and empowering support to abused women, children, and men in the City of Atlanta, Gwinnett County, and Fulton County. PADV’s roster of services include:

1. A 24-hour crisis line;

2. Emergency shelters with about 100 beds;

3. Legal advocacy;

4. Supportive housing projects;

5. Dating violence prevention programs;

6. Community support groups;

7. Educational domestic violence workshops and trainings;

8. Juvenile justice workshops in dating violence prevention.

In the shelters, adults are assigned an Empowerment Advocate, and the children are assigned a Child Advocate. The advocates are there to assist all survivors with achieving their goals and learning how to safety plan. Shelter stay is up to

90 days. However, each situation is different and adjustments may be made based on the client’s needs.

The PADV’s four supportive housing projects include two rapid re-housing projects, one chronically homeless permanent supportive housing project, and one transitional housing project. Each client secures a rental lease in their own name, and PADV pays a portion of their rent throughout the duration of their lease. Currently, PADV has 65 property owners and landlords who assist in housing domestic violence survivors.

Teaching the community about domestic violence is essential to ending the crime. PADV works to educate the public on the dynamics of domestic violence; promote healthy dating relationships among adolescents, teens and young adults to prevent future violence; offer safety and shelter for abused adults and children; restore power, self-sufficiency and control to survivors, and create an effective and coordinated community response to domestic violence. PADV has a team of outreach advocates that provide various training sessions. The team will design a specific training for your students, employees, colleagues, etc.

The Chateau in the Know Facebook page is filled with examples of neighbors looking for suggestions on who to call for anything from appliance repair to pediatricians to window washers, and plenty of neighbors have jumped in and provided their personal recommendations. Thus, the idea for this referrals document was born. The information was compiled from comments made on the Chateau in the Know Facebook page when a resident would ask for recommendations. It is a dynamic document and will be updated periodically. Market conditions remain the same with high interest rates sidelining some buyers, overall low inventory to choose from and some hesitation due to being an election year. In turn, home prices remain high and days on the market tend to be longer. Historically our market begins to slow down in mid-May and throughout the Summer months and picks back up in the Fall. You may see families with school age children moving during the summer months but many times those transactions began in the Spring. In Chateau Elan there are currently 24 active homes on the market, 11 pending sales, 19 homes closed since the beginning of the year (not including private sales or new construction custom builds; only homes listed on the MLS). The highest sales price year to date was $1,850,000 and the lowest thus far was $640,200. Days on the market vary a great deal, as an example the $1,850,000 sale had been on the market for just over 2 years. The average days on market for most listings in the neighborhood are in the 90-180 day range (from listing date to closing date). Most transactions close within 4-6 weeks once a contract is accepted. We do attend all the

showings for our listings and it gives us an idea of who is looking, who is buying and some perspective of what is in demand. We have seen more buyers looking for homes that can accommodate a second living space for either parent(s) or older children. However there are also plenty of empty nesters that want smaller homes with just a little extra space for guests on occasion but they do not want to take on too much home or yard maintenance Homes under a million are hard to find in the neighborhood, there is currently only 1 active listing under $999,000. Homes that are updated and in good condition continue to be the ones that sell faster and for more money. There are plenty of buyers wanting to be in the neighborhood and are willing to put in the sweat equity to update a home, but they also expect those homes to be priced accordingly lower, giving them room to make improvements. If you are thinking about selling your home the best improvements tend to be fresh interior & exterior paint with current & neutral color palettes, freshen up the landscaping by removing plants/trees that have outgrown their space and are blocking the beauty of your home, update your lighting fixtures in the main rooms, declutter the home (less is more) and update the kitchens with current countertops, backsplashes and cabinetry hardware.
