A BEGINNER’S GUIDE TO CHATEAU ELAN – PART III

GATES – IT’S A LOVE-HATE RELATIONSHIP

CESM, LLC, formerly known as the Courtesy Patrol, was formed in 2019. A Cost-Share Agreement and Operating Agreement for Chateau Elan Services Management LLC (“CESM”) was put into place and agreed upon by all five HOA Boards. CESM is a not-for-profit LLC and was formalized for the purpose of providing continued services within the community. Each HOA contributes to CESM according to the number of homes in their respective HOA. These per-home contributions primarily cover the salary of management and guardhouse staff, the cost of rental of the guardhouse from the Woodlands HOA, rental of office space from Fountainhead, repair costs of the Thompson Mill gate and North (Hwy 211) gate, all utilities and repairs associated with the guardhouse, the visitor management software and camera licensing subscriptions, general liability and cyber insurance, legal fees, and playground maintenance.

CESM is also tasked with enforcing, and collecting fines associated with, the Rules and Regulations established by

agreement of the representatives of each HOA, known as the CESM Committee. These rules apply to all of Chateau Elan.

Fines collected for broken gates are forwarded to the proper HOA. Monies for other fines and fees collected offset the cost of additional operating costs for CESM, thereby lowering the per-home contribution required from each HOA. Extra funds are used for projects benefiting all of Chateau Elan.

The manager of CESM is Gwen Gibson and each HOA has one member on the CESM committee. For matters presented for voting, each of those members has a weighted voted based on the number of homes in their HOA. The Declarant-appointed Board currently controls the vote for the Covered Bridge HOA although the committee seat is appointed to a Covered Bridge homeowner.

Good with adults/older children / Cats- Not a fan / Shots current/ Chipped/ Neutered/ Fenced yard preferable.

When Randy was found wandering, he had what appeared to be a severe abrasion on his nose. It turns out that it was not an injury, but a skin condition. With the help of our vet Randy’s nose has healed but he doesn’t seem to want his fur to grow back! We think he likes being a little different! Randy loves to play and can be a little rowdy sometimes, but with a proper introduction, and patience, he will make for a great pet. Cats on the other hand should probably stay away! This boy is goofy, fun, smart and very athletic. If you are interested in a younger dog, who appears to be housebroken (he doesn’t soil his kennel) and is ready to play.
