Welcome to Dawson County W
hether a long time resident, or new to the area, you are sure to find something in Dawson County. While the county is currently making a name for itself due to the exponential retail growth along the GA 400 corridor, don’t let that fool you. Dawson County has a rich heritage that goes much further than just what you see today. Known by many as the birthplace of stock car racing, Dawsonville is home to the Georgia Racing Hall of Fame. Learn about the racecar drivers of the past that paved the way for the successful, local drivers we know today, such as father and son duo, Bill and Chase Elliott. While there, visitors can also get a sample of ‘shine at the Dawsonville Moonshine Distillery. This year, Dawson County became the first county in the state with a continuous flow intersection. Also, a new Farmer’s Market opened, where residents can get fresh, home-grown fruits and vegetables as well as creations by local artisans. Dawson County has also made a name for itself for outdoor recreation opportunities. From Lake Lanier at one end of the county, to Amicalola Falls at the other, Dawson County is a mecca for outdoor fun. Inside this magazine, you can also find information, including a school calendar, about a school system that is consistently noted as one of the best. Also inside is contact information for all of your local officials; board of commissioners, city council, school principals and board of education. We encourage you all to get out and about, visit or try something you weren’t aware was in your backyard and be proud to call Dawson County home. The Dawson County News is proud to be able to showcase some of what makes our community “Awesome Dawson.”

School realignment complete with start of ’17-18 school year
Riverview, Dawson County Middle receive name changes By Amy French

fter 18 months of discussion and considerations, a decision in December of 2015 by the Dawson County Board of Education is being fully realized with the beginning of school this August. The realignment of Dawson County Schools grades 6-12 began during the 2016-17 school year and will be completed this year. It was a two-stage process that saw Riverview Middle School renamed Dawson County Middle School last year and become
Page 6 | AWESOME DAWSON
the home to all sixth and seventh graders in the county. Previously, Riverview was one of two middle schools that housed sixth through eighth grades. The former Dawson County Middle School became Dawson County Junior High School and last year housed only eighth graders. With the new year, those eighth graders will remain on campus for their freshman year and rising eighth graders will join them. For the first time since its opening, Dawson County High School will only have 10th through 12th grades on campus. “The change balances our availability
well, however, the way in which we serve our students’ academic needs will change,” said Superintendent Damon Gibbs. “Two years ago, we had no ability to challenge our most capable eighth grade students with high school opportunities.” When Gibbs came to Dawson County in 2014, one of the first things he wanted to know was how many eighth graders were taking high school level classes. The answer at the time was none. “Last year, with all eighth grade students in the same building, we awarded 223 units

SCHOOL of high school credit,” Gibbs said. “Ninety-nine of those students had to be assessed by the high school end of course exam in physical science and ninth grade literature. The pass rate for the exams was 99 percent.” Those numbers will continue to grow within the new structure and will allow a greater number of students to graduate and get a head start on options like
dual enrollment. “Students also had an opportunity to earn high school credit that will help them meet graduation requirements in health, physical fitness and marketing. This year’s eighth grade class will have expanded offerings that will include physical science, ninth grade literature, marketing health and personal fitness, Spanish, drama, foundations of engineering, intro to business and intro to law and public safety, a new pathway for Dawson County students,” he said. Gibbs also said that this year 93 students are scheduled to
complete Spanish I and II. “This opportunity has never been offered to Dawson County students in the past,” he said. “We are breaking new ground and challenging our high school to offer more Advanced Placement, Move on When Ready and 21st century career/tech courses that will propel our students into a world that is hungry for college and career ready graduates.” Though growth in Dawson County was only a small part of the reason the board chose to proceed with the realignment, it means the system now has room for up to 2,000
more students. No other system in the state has that flexibility, according to Gibbs. With the expected 600 homes coming in the next several years, the schools are already positioned to handle the growth without any more building. As growth continues and changes come, Gibbs encourages people to keep up with the school system through things like Twitter and Remind. To sign up for updates via Remind, text @dc-schools to 81010. Retail growing by leaps and bounds Dawson Marketplace enters phase 2 of development

The county has seen a flurry of retail development in the past year, with more than two dozen stores opening and many more to come along the Ga. 400 corridor. Two shopping centers have taken residence on each side of the highway, just before the Dawson Forest Road intersection. Both grocery-anchored shopping centers have continued to build and lease space to tenants, bolstering the county’s already strong sales tax revenue. The Dawson Marketplace shopping center on Ga. 400 S entered phase two of development earlier this year, announcing more nationally recognized retail chains as main anchor stores to open the spring of 2018. Restoration Hardware, Burlington Coat Factory and Beall’s Outlet have joined the list of stores and restaurants that have leased space at the center. Restoration Hardware is expanding its presence in Dawson County following its history of success at the North Georgia Premium Outlets.
Page 14 | AWESOME DAWSON
A need for additional floor space, while desiring to keep its Dawson County location drove the move to the Dawson Marketplace, according to Charlie Auvermann, executive director of the Development Authority of Dawson County. “Restoration Hardware has only two locations in MetroAtlanta and we are very excited to see this national brand stay in our county,” Auvermann said. Burlington is a major off-price retailer specializing in coats, suits and sportswear. The retailer has been bucking the sluggish trend in brick and mortar retail, posting over a 9 percent net sales increase in 2016, Auvermann said. The company’s net income rose 27 percent per year as a result of their across the board sales performance. The Dawson Marketplace will also be home to a new Beall’s Outlet. “All three of these stores provide a solid anchor for the phase two expansion of the Dawson Marketplace,” Auvermann said. “We welcome them to Dawson

RETAIL County and our region.” Also slated to open in the Marketplace shopping center are Tuesday Morning, Kirkland’s, Home Goods, Mint Dental, United Community Bank, Supercuts, Signature Nails & Spa, Verizon, Wendy’s, Starbuck’s, MOD Pizza, Taco Bell, Marco’s Pizza and Señor Fiesta Mexican Restaurant. Already open are the Kroger Marketplace, Hobby Lobby, Marshalls, Ross Dress for Less, Petco, Five Below, Ulta, Famous Footwear, Panda Express and the Kroger Fuel Center. At the time of publication, there are 28 spaces available for lease at the shopping center. The Dawson Marketplace is a development of Hendon Properties LLC based in Atlanta. According to Auvermann, the original timeline for the start of phase two development was 2018. Popular demand for space and the overwhelming success of the stores in phase one prompted an acceleration of the phase two development, he said. Across the highway on Ga. 400 N,
Phase two of the construction of the Dawson Marketplace shopping center that includes Kroger, Hobby Lobby, Ross and more is underway this summer. the Publix-anchored shopping center, Dawson Crossroads, has seen similar success with smaller stores opening throughout the end of last year and into the spring. Currently open in the shopping center are Blush Ivey Boutique, PetSmart, Tripp & Co. Jewelers, Marble and Granite Countertops,
The Joint Chiropractic, Azalea Nail Salon, Ten Point Boutique, Fit Body Boot Camp, Great Clips, Top Cleaner, Shanel Nichole Hair Studio, AT&T Wireless and Aspen Dental. Restaurants include Brooklyn Joe’s, La Hacienda Mexican Restaurant, Chili’s Bar and Grill, Fred-
dy’s Frozen Custard and Marble Slab Creamery. At the time of publication, there are 11 spaces available for lease at the shopping center. The Dawson Crossroads is a development of Halpern Enterprises, Inc. based in Atlanta.

City of Dawsonville improves sidewalks, continues park plans By Allie Dean
adean@dawsonnews.com
The city of Dawsonville, spurred by the council and mayor, has continued efforts to improve accessibility within the city through sidewalk expansion and improvements, as well as continuing to focus on a way to bring the community together through a city owned and operated park. City Manager Bob Bolz said that sidewalks are important because they interconnect the community. “Sidewalks connect neighbors, provide wellness opportunities and provide greater access to all the good things our community offers, such as great schools, an excellent library and numerous shopping and dining opportunities,” Bolz said. “Sidewalks simply add to what we already know, that we
have a great community filled with wonderful people making Dawsonville a great place to raise a family or retire. “Due to exceptional fiscal management, the city has some surplus funds that are to be used to better serve our citizens,” he said. “SPLOST dollars continue to exceed expectations.” According to Trampas Hansard, the city’s public works operations manager, some of the projects will be paid out of the proceeds of SPLOST V and SPLOST VI, with a total of 16 projects identified. According to Hansard, the city in 2017, has completed four sections of sidewalks downtown to help promote safe passage of pedestrians. The city maintains around 8 miles of sidewalk. Sidewalks the city has recently

The city of Dawsonville has planned Main Street Park on the 18 acres behind the Dawsonville Municipal Complex. completed include one sidewalk on Allen Street past the Dawson County Library, which connects with existing sidewalk just past Fire Station No. 1, a sidewalk on Howser Mill Road to Calvary Baptist Church, a sidewalk on Perimeter Road from Dawson County High School to the intersection of Hwy. 53 East and the Stonewall subdivision and a sidewalk from the Perimeter Road and Hwy. 53 East intersection to the end of the existing Farmington Woods apartment complex sidewalk. The sidewalks that extend to Stonewall and Farmington Woods reach a total of 126 residences in the city. Sidewalk work scheduled to start in the near future includes a sidewalk from Shoal Creek Road to the Red Hawk Ridge subdivision, a project that was recently put out for bids and has an estimated start date this summer. The project has a budget of $120,000, which should use up
nearly all of the remaining SPLOST V funds. That sidewalk will reach 154 homes in the subdivision. Other sidewalks currently in the engineering phase include one from Shoal Creek Road to the Rainhill subdivision, which will reach 115 homes. Others reach from Robinson Elementary School to Hwy. 9 North, from the intersection of Perimeter Road and Hwy. 9 North to Robinson Road, from Perimeter Road to Farmington Woods on the opposite end of the existing sidewalk, with a proposed crosswalk over Hwy. 9 South, and from the intersection of Perimeter Road and Hwy. 9 North to Rainhill. A sidewalk from the intersection of Perimeter Road and Hwy. 53 East to Main Street has been approved by the city and not yet engineered. IMPROVE Maple Street and from Memory Lane to Hwy. 53 via Jack Heard Road have been proposed but not approved. Replacement of portions of sidewalk along Maple Street South, as well as new sidewalks to the Creekstone subdivision, and another planned development along Hwy. 53 West, and via Stegall Place have also not been approved, but are on the city’s radar. “I hope our citizens will utilize our additional sidewalks to make new acquaintances, refresh old relationships, or simply get out and enjoy the longer days and the summer weather God is blessing us with,” Bolz said. The city has also been pushing along with plans for Main Street Park, which has been in the planning stages since June 2014 when the city purchased 18 acres behind the Dawsonville Municipal Complex. The city council voted in February to move forward with the engineering phase of the park. According to plans, the park’s west end along Allen Street will have three playgrounds, one for smaller children, one for older children and one for children with special needs and disabilities. Behind the Food Lion shopping center there will be an amphitheater that can seat between 4,000 and 5,000 people. The east end, near the Dawson County

Board of Education, will feature a pond with a fountain and some sort of recreational court, like a pickleball or volleyball court. Mayor James Grogan has mentioned a possibility for exercise equipment that could service the senior citizens at the assisted living facility behind the park. There will also be picnic areas, pavilions and walking trails throughout the park. The city received a $100,000 grant from the state’s Recreational Trail Grants program for the construction of walking trails last April. The city has been working with design firm Kimley Horne on the layout and architecture for the park. “It’s been such a slow process and people don’t understand the red tape and the paperwork associated with it,” Grogan has said about the park plans. “Building it will be the easy part.”
‘Sidewalks simply add to what we already know, that we have a great community filled with wonderful people making Dawsonville a great place to raise a family or retire.’

Continuous Flow Intersection opened successfully
OTHER ROADWORK:
By Allie Dean
The bridge on Hwy. 136 over the Etowah River in Dawson County has been closed for 180 days (since Feb. 6). The bridge is being completely replaced, with an estimated completion date of Aug. 31. Hwy. 136 will be closed at the Etowah River and open only to local traffic on each side of the closure; all other traffic must use the marked detour. Traveling from the west approach, traffic will detour by way of Hwy. 9 South to Hwy. 53 East to Ga. 400 North. From the east approach drivers will be directed to Ga. 400 South to Hwy. 53 West to Hwy. 9 North. Construction at the bridge over Hwy 9. S over the Etowah is underway as well. As construction becomes more involved, traffic is expected to be maintained by a portable traffic light, allowing cars to move one lane at a time.
adean@dawsonnews.com
Georgia’s first continuous flow intersection at Hwy. 53 and Ga. 400 was unveiled the night of May 15 as the signals switched to accommodate the new traffic flow. Two months in, the CFI, also known as a Displaced Left Turn, or DLT intersection, is flowing smoothly with far fewer accidents than residents expected. “It seems as though people are slowing down and being very cautious,” Sheriff Jeff Johnson said. “It’s like anything new, it just takes time to get accustomed to the changes. We will always encourage our drivers to drive defensively - always being mindful of and watching out for other drivers.” The CFI is modeled in only a few states across the country. For this reason, few have traveled through a similar intersection and can be easily confused by how

The continuous flow intersection in Dawson County opened officially overnight on May 15, connecting Ga. 400 and Hwy. 53 with a series of lanes and signals designed to guide leftturning vehicles out of the way of crossing traffic. it operates. The first thing to know about the CFI is that continuous flow does not mean there are no traf-
fic lights and no stopping. The CFI will, however, “allow more ‘green time’ at the intersection by removing the Ga. 400 northbound and southbound left turns from the main Ga. 400 and Hwy. 53 intersection,” according to GDOT. “At conventional intersections, through traffic has to wait for the left turn movements to complete before they can go,” said GDOT District One Communications Officer Katie Strickland. “In a CFI, through traffic is allowed to flow continuously while left turners can make their maneuvers. They are able to do this through the use of left turn lanes that are set back farther than a typical intersection, special lanes and an integrated system of traffic signals.” The confusing nature of the intersection is derived from these misplaced-looking new “cross over lanes” that take left turns out of the flow of traffic. These lanes will guide left-turning drivers across Ga. 400 and to separated left turn lanes, where a traffic light will signal left turns onto Hwy. 53 east or westbound. Ga. 400 north and southbound will get a green light at the same time as the left turn lanes onto Hwy. 53 east and westbound get a green light. The flow of initial left turn cross over movement and through

ROUNDABOUTS Construction on the roundabout at the intersection of Hwy. 53 and Hwy. 183 has begun, with an anticipated completion date of May 31, 2018. The county has also conducted final field plans and review and is in the process of right-of-way acquisition phase for a roundabout at Hwy. 52 and Hwy. 183. The project is scheduled to begin possibly in 2018, and is considered a priority. A roundabout is also planned at the Dawson Forest Road, Hwy. 53 and Thompson Creek Road Intersection, possibly to begin construction in 2018. Other roundabouts considered less of a priority are located at the Hwy. 136 and the Keith Evans/Bailey Waters Road Intersection and at the Hwy. 9 S and Dawson Forest Road intersection.

CFI traffic together is where the “continuous” originates. Those turning left off Hwy. 53 will still have a left turn lane and left turn arrow at the main intersection. The Dawson County Sheriff’s Office has posted information about the new merge lanes onto Ga. 400 northbound and southbound, and the oft-asked question of whether vehicles can turn right after stopping at the red light. “Georgia Law does allow for vehicles to ‘cautiously enter the intersection to make a right turn’ after stopping at a circular red signal, as is the case at the new merge lanes,” the post read. “After conferring with GDOT officials, it is determined that this will remain the operation for the interim. Ongoing evaluation of the operaEW N er e’s wel l il Je nv N so OW w T Da ME O H
tion and safety of the intersection will continually be monitored.” The project officially broke ground more than two years ago, though it was a long time in the planning stages. Planning started in the early 1980s under a grant for Appalachian funds. At the time, overpasses were being considered but were ruled out due to cost and disruption of traffic, as the work was estimated to cost $150 million or more. GDOT unveiled the official plan for the intersection early in 2010, and it was projected to cost around $14 million. Six years later the project is about to open, and has cost $11.2 million. According to GDOT, the new intersection should decrease congestion in the area by 85 percent. Other states, including Texas, Utah and Louisiana currently have operational CFIs.
The only intersection of its kind in Georgia, Dawson County’s continuous flow intersection, or displaced left turn intersection, officially opened to the public in May.

soap. The Amicalola Regional Farmer’s Market opened this spring for it’s inaugural year, promising the best in local goods from some of Dawson County’s farmers and makers. Partnering to organize and spread the word to vendors and patrons were the Dawson County Chamber of Commerce and the local county extension office. A farmer’s market had previously been held in downtown Dawsonville for many years, but the location was a hindrance for many visitors who simply didn’t know about it, according to County Extension Agent Clark MacAllister, who serves as the market manager for the Amicalola Regional Farmer’s Market. The Fridays-only event is held at the Tractor Supply on Hwy. 53 E from 3:30 to 7 p.m. through the fall. MacAllister said in June that the inaugural year of the regional market has seen a better start than he could have imagined. “A lot of folks just see the tents and pull over to see what’s going on,” MacAllister said. “We’re trying to find ways to get a bigger, better market, like choosing Friday to sell because most of the bigger markets are on Saturdays.” The highest number of vendors the market has seen at once was 24, MacAllister said. He said numbers should climb as farmers get their summer crops in. The fee for vendors has been waived for the first year to help promote the market. Vendors can fill out an application and return it to the County Extension Office at 298 Academy Ave. in Dawsonville. One vendor that makes a point to come out each week is Paula Alicea, maker of Poplar Ridge Specialty Soaps. Alicea said her soaps are made from local ingredients, natural products and natural essential oils in batches by her onewoman team. Some of the ingredients to her products come straight from natural resources in the region, like the Jewelweed for her ‘Quit Your Itchin’ bar soap, which she picks from the banks of the Etowah River. The close-to-home location and the free registration the first year are what Alicea said she loves about the market. Alicea and other artisans peddle wares like avocado butter lotion, artwork, jewelry and handicrafts, but the bulk of the activity comes from farmers and their fresh produce, which

MARKET included squash, zucchini, potatoes, cabbage, honey, flowers, eggs, raw milk and seafood. In June, Lindsey Vinson of Coyote Bottoms Farm in Juno manned a table covered in bright yellow summer squash and zucchini. Vinson said this is the farm’s first year in business, and they don’t sell anywhere else but the market. Vinson said visitors to the market can anticipate even more sustainable, local crops like tomatoes, turnips, cauliflower, broccoli, beans, peas and even pumpkins. “This is the way food is supposed to be,” Vinson said. When asked, most vendors say that sales are unpredictable, and that weather plays a big role, in what crops are available to sell as well as how many people come to buy. They also share a similar hope that once the word really gets out about the market, sales will flourish.
