Many people become ill within the first week after infection, but signs and symptoms may not appear for up to 14 days. If you have these symptoms, see a doctor immediately.

A reader tells us that scammers are calling once again saying folks have won the Publishers Clearinghouse sweepstakes. The reader said she was told she was the second place winner and would receive $825,000 as soon as she went to Walmart and sent $225 to them. She did not fall for the scam. Publishers Clearinghouse and no legitimate contest requires “winners” to send money first. If you have received such a call, report it to the Arkansas Attorney General’s office at 1-800-482-8982.

DHS looking at rule changes By Neil Wilkins Director Van Buren County Special School/Lakeside Learning Center

The proposed DHS rule has become known as the "One Therapy Rule" and has been a very confusing issue that has been discussed at length. As of June 4, 2018 the Governor's Public Health Committee mostly voted yes to sending this issue to the Rules and Regulations for the next step in the proposed rule changes. Rep. Josh Miller from Heber Springs and Rep. Chris Ritchey from West Helena were the only members who voted no on the proposed DHS changes. Many DDTCS and CHMS providers along with families of potentially affected children and adults made

the long trip to the ASU campus in Jonesboro last week to attend and speak for or against the proposed rulings. Children's Health Management Services (CHMS) clinics are "For Profit" children's health services. Their core service eligibility is for children ages birth to 6 who must qualify for two therapies of either speech, occupational or physical therapy. Developmental Day Treatment Center Services (DDTCS) are "Non-Profit" children's health services and services for adults with disabilities similar to the Van Buren County Special School and Lakeside Learning Center. DDTCS serves children ages birth to 5 with core service eligibility under developmental therapy "only" but can, and does,

provide all disciplines of therapies just as the CHMS clinics do. Adult day habilitation services are for adults with disabilities who qualify under a number of disabling diagnosis. Developmental therapy for children is a maximum five hours per day Medicaid billable service. Speech therapy, occupational therapy and physical therapy are Medicaid billable in 15-minute units of service and must be prior approved if services are to exceed 90 minutes per week. Both CHMS and DDTCS clinics currently provide both services. The state is proposing a rule change and name change to combine CHMS and DDTCS services under one manual and one name called Early Intervention Developmental Treatment (EI-

DT). DDTCS providers have not been opposed to the combining of these two service models under one manual and one name. What DDTCS providers are opposed to is the "One Therapy Rule," which we believe will leave a number of disadvantaged children who the state says should be in Arkansas Better Chance and other Better Beginnings certified child care centers. These are all excellent quality centers and provide quality care and services but what they are not designed to deal with is children with behavior issues and autism who have difficulty integrating into programs with minimal staff to children ratios. Children with social/ emotional issues and or autism don't per-

form well in large classroom settings like ABC programs and daycares. Many DDTCS providers have multiple one on one staff with sensory rooms to help children who only qualify under developmental therapy but don't qualify for other therapies but need sensory rooms to help control their emotions and behavior. DDTCS providers contend the state is not prepared to handle the number of children and the social/emotional challenges they will bring to the public school ABC programs and other quality childcare centers. Van Buren County sheriff's deputies arrested 21-yearold Darrin Jenkins on charges of domestic battery-third, possession of controlled substance and possession of drug paraphernalia, according to a news release. Deputies arrested Richard L. Huskey, 40, on a warrant out of Van Buren County for failure to appear on public intoxication and resisting arrest while investigating a complaint called into dispatch that he was threatening his neighbors, according the a news release.

French Hill will be at the Scotland School Cafeteria from 10 a.m.-noon Monday, June 18, to talk about and several subjects like Social Security, Veteran Affairs, Medicare and answer your questions. Scotland Community is going to miss our friend and neighbor Jim Bailey who passed away this week. His service was Sunday afternoon, June 10, at the Scotland Light House Church. Scotland Baptist Church had several that went to church camp this last week. They are back and we should have a report for next week’s paper. I am sure they all had a great time. Joyce Burns will be starting her summer art classes for Kids next week. I am so excited to see how much interest there is in the summer art program. I believe that we have about 26. That should make two great classes. Summer is surely here. Hot temps and everyone is cutting hay so watch out for all of the equipment that is traveling from field to field. It takes them a while to stop so give them plenty of room and do not turn in front of them. Now is a good time to remind everyone that the cafeteria

Be positive of your identification and steer clear of areas where toxic chemicals have been sprayed. And appropriately, Saturday is Fresh Veggies Day. Donna and Richard Sherrod went to Hardy, Arkansas over the weekend to attend the Benton family reunion. They stayed at the Spring River Lodge. There were five of her mother’s siblings there. They were from Indiana, Missouri, Arkansas and two from Mississippi. Donna and Richard visited Mammoth Springs and ate dinner at Fred’s Catfish House. She says it’s a good place to eat catfish. It’s hard to find a good catfish place anymore. DeLane Story visited her sister, JoAnn Hancock at the hospital in Little Rock this week. She is doing better, but has a way to go. She is now at St. Vincent for care and therapy. JR and I went to town on Thursday. It was his first trip to town in over a month. He made it to two yard sales and a couple of stores, but had to sit it out at Walmart. I went to the doctor for my blood work on Tuesday. I also had a tick bite that wasn’t pretty, so he gave me antibiotics for it. I got the results of my test today and I got a very good report. I am thankful for that. Get well wishes to those who are sick. God bless and have a good week.

Early each spring, white beardlike blossoms showered the shrub like snow falling. Daddy brought this flowering ash tree from the woods in full bloom and set it out. Ordinarily, shrubs transplanted at the height of bloom, won't grow, but the graybeard that Daddy planted grew and bloomed as though it had never

Walter Baker been moved from its original location. One time my mother and my sister, Emma Jean, started to dig in the northwest corner of the yard to plant some flowers. It’s hard to believe that our dad has been gone now for 30 years. He was killed on March 23, 1988, when the old tractor he was using rolled backward into a deep drop-off next to a creek. He had been working on the old tractor just to see if he could get it running again, just days before the accident, but he hadn't fixed the brakes yet. He was only 61, so young to us now that we are all over 65. I've always wished I could have told him goodbye and how much we all cared for him. He was always there for us and gave us the best advice. He could even make our problems seem less severe, then help us to see our way out with a solution. You could always count on his support no matter what. He built our houses and fixed our cars, and did anything else we asked him to do. It was hard to imagine what life would be like without him. Dad worked many long hours as a painting contractor and then as a home builder too. He even helped South Side build a new gymnasium, and lowered its

cost. He helped start the Bee Branch Fire Department (he and I fought many fires together). We have always been so proud of our dad, and for a man with just an 8th-grade education he accomplished a lot in this world. At the ripe old age of 18 he piloted landing craft onto the beaches of Iwo Jima and Okinawa, during WW II; married our mother, who was already a widow at age 17, in 1948 and adopted my brother, Steve James, who was just a toddler at the time; he was our baseball coach; helped us learn Scouting; hunted and fished with us; and took us all over the USA and even Canada and Mexico. But our favorite place of all was Blanchard Springs, we had wonderful times there over the years. Our dad was not an outwardly affectionate man, although we new he loved and cared about us. It was hard for him to tell us his true feelings, or express himself and reveal his inner most feelings. When all three of us were going to college, getting married, and Steve was headed for Vietnam, Dad

wrote us a letter titled; To My 3 Sons. In the letter he reflected on all the years we shared growing up together, and how hard it was at times for him to provide for us, but most of all he so regretted having to discipline us. He said he would later go away to be alone and would cry. He also told us how proud of us he was and that we had turned out to be just the kind of young men he expected us to become. Dad wanted us to know how much he really cared, and that he looked forward to playing with his grand-kids on the farm. And most of all, he wanted us to have a wonderful life. I wrote a long reply a few days later and told him how proud of him we all were and thanked him for being such a good father to us. At his funeral I got up and read part of his letter to everyone there, and it was as though he was telling us all goodbye. I concluded with part of the letter I had written to him as a reply, telling him goodbye from his 3 Sons, and to our Great Dad, Goodbye, Steve, Larry and David Bintliff.

Little Red River

(updated 6-62018) Lowell Myers of Sore Lip’em All Guide Service said Tuesday the Little Red River is receiving a few hours of early afternoon and/ or evening generation. This schedule pattern provides great wading opportunities on the upper river in mornings and lower river in afternoons. For fly-fishing, Lowell recommends soft hackles, midges, sowbugs and streamers. Red and cotton-candy-colored bodies on chartreuse jigheads are recommended for Trout Magnet spin fishing. Remember to practice your best boating, canoeing/kayaking and wading etiquette and be safe while enjoying the Little Red River. Always check before heading to the Little Red River by calling the Army Corps of Engineers Little Rock District water data system (501-362-5150) for Greers Ferry Dam water release information.

Greers Ferry Lake

As of Friday, the Army Corps of Engineers reports the lake’s elevation at 462.70 feet msl (normal conserva-

tion pool: 462.04 feet msl Oct. 1-April 30; 463.04 feet msl May 1-June 1; 462.54 feet msl June 1-Sept. 30). (updated 6-62018) Tommy Cauley of Fishfinder Guide Service (501-9401318) said the water level at Greers Ferry is at 462.77 feet msl, 0.23 feet above normal pool for this time of year of 462.54 feet and staying around that level. The black bass fishing is good all over the lake for all three species. There’s a lot of topwater action in places and some still on the bank spawning and/or guarding fry, some mid-depth and some deeper eating Texas rigged or C-rigged worms, lizards or football heads. Texas-rigged lizards up shallow or crank baits mid-depths are working best. Some crappie are still spawning down lake, and the rest are over around brush piles or pole timber or just roaming eating jigs minnows or Road Runners and crankbaits in 10-16 feet of water. Catfish are eating a variety of baits on all sorts of fishing rigs. The flatheads will be in full spawn by the next full moon. Bream are very active coming off one of the first spawns,

eating crickets, crawlers, small crankbaits and inline spinners from right on the bank out to 12 feet of water. Walleye are eating crawlers fished several different kinds of ways; pick your style and you should catch some on small chunk-rock flats in 10-18 feet of water. The hybrid and white bass are eating well all over the lake on swimbaits, inline spinners and spoons throughout the day and night. Just stay around the shad and they will be close by in 20-50 feet of water.

Brewer Lake

(updated 6-62018) Larry Walters at Bones Bait Shop (501-354-9900) said it is hot – the temperature, not necessarily the fishing, though that seems good right now. The water temperature is hot, in the 76-80 degree range, while the water level is normal. The clarity is dingy. Bream are bedded up. You can get a good bite from bream around the brush piles on worms or crickets. Crappie are very active; Larry says you can catch all you want. The reports have been good, with the bite at 12-18 feet depth. Use minnows or jigs

(updated 6-62018) Jolly Rogers Marina (501-868-5558) said black bass are excellent. With water temps in the 80s the black bass are moving out of the spawn areas. Some are just outside of the grass. Try using Zoom Trick Worms, crankbaits, jerkbaits and jigs in 6-8 feet and 10-15 feet of water. A few can also be caught in shallow water on Pop-Rs, spinnerbaits and chatterbaits. They will bite more during dusk and at dawn. The dusk anglers in the Tuesday bass tournament enjoyed a nice bite, with Brad LeQuiea and Cody Bryant hauling in a winning stringer of 10.1 pounds. The top four teams all caught more than 8.2 pounds and 13 boats out of 21 weighed stringers over 6 pounds. Joey Hutchinson and Randal Clark landed the Big Bass of 4.44 pounds. There are some big ones out there. Kentucky bass are good. They are off the grass line and also about 8-12 feet deep. Rocky shoreline or points are best with a crankbait or jig. White bass are good. There have been a few reports of whites schooling but not staying up for long. Use Rooster Tails, CC Spoons, deep-diving Bandits, and Bombers. The crappie bite is good. More reports of crappie being found near brush piles

and structures anywhere from 12-15 feet deep. Try using spider rigs and minnows early in the morning or later in the evening. Bream are good. They’re being caught around their beds and brush piles. Try using crickets, worms or jigs anywhere from 3-12 feet depth. Catfishing is excellent. More reports this week of the channel cats starting to move out and the blues coming in. Use stink bait and bream around 8-10 feet and 20 feet deep. They had another 40-pound catfish caught last week off the shoreline.

North Arkansas

White River

(updated 6-62018) Cotter Trout Dock (870-435-6525) says that after a summer storm last Saturday, the weather's been cool and the fishing hot. The rain allowed a perfect floating opportunity on the Buffalo River and the smallmouth eagerly ate up Gitzits and green imitation lizards. The rain also added to the lakes, meaning that Bull Shoals Lake is still high and so is White River. Live red worms and nightcrawlers have been doing well in the mornings, giving way to pink imitation worms in the afternoon. The high water has also allowed easier lure fishing, and orange-bellied Smithwicks and Rebel Craws have been doing great. Now that June is upon us and the kids are out of school, the weather is perfect for great fishing with the family on the White River.

Norfork Tailwater

(updated 6-62018) John Berry of Berry Brothers Guide

Service in Cotter (870435-2169) said Norfork Lake fell 0.9 feet to rest at 7.7 feet above seasonal power pool of 556.7 feet msl and 16.5 feet below the top of flood pool. The Norfork had more generation and much less wadable water. Seasonal power pool has been reset for the lakes in the White River system. All of the lakes in the White River System are now above the top of power pool. With warmer weather and increased power demand for air conditioning, we can expect more generation in the near future. The water on the Norfork has cleared substantially and has fished much better. There have been some nice caddis hatches that have fished well. Navigate this stream with caution as things have changed a bit during flooding over the past year. There has been major gravel recruitment at the bottom of Mill Pond and the dock hole. The most productive flies have been small midge patterns (sizes 18, 20, 22) like ruby midges, root beer midges, zebra midges (black or red with silver wire and silver bead) and soft hackles (sizes 14, 16) like the Green Butt. Egg patterns have also been productive. Double-fly nymph rigs have been very effective. Try a small bead-headed nymph (zebra midge, Copper John or pheasant tail) suspended 18 inches below a brightly colored San Juan worm (hot fluorescent pink or cerise size 10). The fishing is better in the morning. John’s favorite rig has been a red fox squirrel nymph with a ruby midge dropper.

Reunion The family of

John and Lottie Bittle Morgan will gather for their 19th Morgan family reunion Saturday, June 16, at the Fairfield Bay Lions Club, 365 Dave Creek Parkway. School Board meeting set

The Shirley School Board meeting will be held on June 25 with a working meeting scheduled for 6 p.m. and the regular meeting to follow.

Water board

The Clinton Water Commission meets the second Tuesday each month at 4:30 p.m. at the Water Department in downtown Clinton. The meeting is open to the public.
