Manager implores council to fund Water Department If the Clinton Water Department was a private company it would have filed for bankruptcy by now, the City Council was told Thursday. Department Manager Todd Burgess offered some frank talk and criticism as he pointed out to council members that he has been asking them to decide how to generate income for the department since he took it over in January. "Your utility is broke," he said. Burgess said he has $30,000 in bills on his

desk that he cannot cover. "I can no longer put off creditors. You have fiducial responsibility to fund this utility," he said. Basically, he said, the department is living off its infrastructure savings, which are now at $432,000. He said he needed $35,000 immediately, and added that $50,000 would be needed for payments next month. "We can no longer rob Peter to pay Paul," he said. The council ap-

proved moving $35,000 to the department's general fund. "We need to sit down next week and come up with some options," said Mayor Richard McCormac. Asked who he would like to meet with, Burgess responded, "I want somebody who will make a decision." Adding insult to injury for the department, thieves have made a "major, major hit" on the west sewer treatment plant. Burgess said about $2,000 in scrap cop-

per has been stolen, but repairing the plant will cost up to $100,000. The theft is currently under investigation. "It's depressing," Burgess said. At the water treatment plant the clarifier is being used a few hours a day now. Plant Manager Mauriece Passmore said the crew is going to have to learn how to run the equipment at each level, such as when dealing with turSee Water on page 2

Toddler drowns -- A 2-year-old boy drowned in Weaver Creek last Tuesday, May 11. The boy's family was visiting from out of town. The Van Buren County sheriff's office has decided not to issue a statement on the incident.

Clinton man faces felony charges A Clinton man faces felony drug charges after a traffic stop last week. On May 11, 2016, William Jeffery Jones, 54, was stopped by law enforcement agents. During the stop agents found 26 grams of suspected methamphetamine and other bags containing a white substance, possibly cocaine, according to

a news release from the sheriff's office. Jones was arrested at the scene and is currently incarcerated at the Van Buren County Detention Center, according to the news release. Jones is charged with felony possession of a controlled substance with purpose to deliver, felony possession of a controlled sub-

stance-schedule 3, and felony possession of drug paraphernalia. Jones also has a parole violation warrant from the Arkansas Department of Corrections. He is currently awaiting a first appearance. Taking part in the investigation and arrest were agents from the 20th Judicial District Drug Crime Task Force, the Clinton Po-

Deputy finishes training at top of class Clinton native Ethan Ward graduated at the top of his class from Black River Technical College Basic Police Training on April 15, 2016. The 577 hour course is prescribed by the Arkansas Commission of Law Enforcement Standards and Training. Ward received the Highest Overall Average, attaining the highest accumulative average in academics, firearms and physical training during the 13-week course. "It was a long 13 weeks away from home, but today I finally graduated from the academy," Ward said on his Face-

book page. "I set a goal to graduate top of my class months ago, and I am proud to say that I achieved that goal. It was an incredible experience and words cannot express how grateful I am to the LETA instructors, staff and all of my classmates. I couldn't have done it without them." Ward is the son of Randy and Carrie Ward of Clinton. His grandparents are Karen and Elton Wyborny of Scotland and Anna Lou and Sammy Ward of Clinton. He is a deputy with the Van Buren County sheriff's office.

Decoration Day set at Bradford Cemetery Decoration Day for the Bradford Cemetery, located on Highway 16 East, Shirley, will be Sunday, June 5. A potluck lunch will begin at 1 p.m. Bring your favorite food dish and come join the fellowship of family and friends. Paper and plastic products, ice tea and coffee will be provided. The memorial service will start at 2 p.m. with Doug Young playing the bagpipes. Loved ones who died in the past 12 months will be memorialized. Special music during the service will be provided by talented family members.

A Heber Springs man and Rose Bud woman face drug and weapons charges after Clinton Police stopped their pickup at the car wash on Highway 95 West May 6. Officer James Burroughs said in his report that he noticed a silver Chevrolet pickup coming off Highway 65 onto 65B at a high rate of speed, approximately 50 mph in a 30-mph zone, and revving its engine. The report states that driver Corey Alen Moore, 22, of Heber Springs presented an expired drivers license. Driver charged after wreck

Clinton Police Officer Jay Murdock arrived at the scene to find a red 2015 Nissan on its side in a ditch at 16E and Douglas Lane about 3:20 p.m. Wednesday, May 11. Initially, Murdock said in his report, James C. Mathews, 52, of Alexander, said his wife had been driving the vehicle and had left the scene to call police. Mathews later said he had been driving, the report states. Mathews said he was westbound on the highway when the Nissan left the roadway, struck a sign then a tree and landed on its drivers side, the report states. Mathews was charged with driving on a suspended license, careless driving and obstructing government operations, the report states.

Sindee and David Morse, Anne Morse, David’s mom, and daughters Lauren and family and Ashley and family all spent Mother’s Day weekend in Branson. Marva Ward went to Beaver Fork Pavilion to attend the 4th birthday party for her great-grandson, Ian Ward. Lori Brock and Erica Ward hosted a birthday party for Erica’s grandmother, Retha Brock, at Frankie and Erica’s home. She turned 78. Happy birthday to you! Scott Ward took Marva to Locos Amigo to celebrate Mother’s Day. Sindee took her to Pizza hut and Ryan Morse joined them for lunch. Gereta Semanek of Houston, Texas, spent a few days with Joyce and Johnny James last week and attended their Uncle Arthur James' funeral. Gereta is Johnny’s sister. Condolences go out to everyone that lost loved ones over the past week. JR and I went to North Little Rock for an appointment with his eye doctor. He got new glasses. I thought it was going to rain on us all day, but thank God it didn’t rain too much on the way and when we came home, the road was pretty much dried out. We came by Golden Corral for lunch and ran into Roxanne and Galen Bramlett. I think they had been to Little Rock too. It was good to see them, it had been a good while since the last time. I went over to visit Margie Pounds for a little bit and when I start-

Cort Alexander celebrated his 8th birthday on Mother’s Day. Also birthday wishes to Dennis Sutterfield who celebrated his birthday May 7. Cynthia Heindl has had foot surgery again, please join me is wishing her a speedy recovery. Ronnie Bagley (brother of Bob Bagley) has just been released from the hospital. He has been very ill and is hoping surgery will not be needed. Prayers for Ronnie, please. Steve Swenson had quite a mishap as he and his wife, Shari, were loading bulls into a trailer and he slipped and fell into the chute. After being stepped on several times Shari was able to get the bulls backed out of the chute. Steve was very lucky and while he is sore and bruised, he does not have any broken bones. Monday afternoon and this has been a rainy day. It has just been a good slow rain so it will be good for the hay and gardens. Josh and Hannah Griffin are the proud parents of a baby girl. Little Oaklyn Jayda was born Friday evening, May 6. She weighed 7 pounds, 10 ounces and was 19½ inches long. They are home and doing fine. Grandparents are Larry Wayne and Darlene Griffin and Tim and Kathy Drewry. Great-grandparents are Larry and Margaret Housley, Ronnie and Connie Griffin and Wayne and Cratie Drewry. We wish the best for Josh, Hannah and the little one. I had a short visit in Clinton last week with Basil and Pat Aumiller. It is always good to see them. My sister, Nettie Smith, is enjoying a visit with her son, W.L. Cargile and wife Julie. They live in the Philippines and will be here for three months visiting relatives. Our pastor, Bro. Jamon Lee’s dad, Bro. Ronnie Lee of Onia, Arkansas, passed away on the weekend. He was a victim of cancer, and has been ill for quite some time. Brother Ronnie was pastor of Liberty Missionary Baptist Church here at Chimes several years ago. He was a good man and a good

preacher. We extend our deepest sympathy to all his family. The Liberty Cemetery and the grounds around the building looked so pretty after it was all cleaned off Saturday. Josh Griffin had already mowed it all and he does a fantastic job. Randall, Ann, Lane and Niki went to Searcy Saturday afternoon and visited Dustin Housley’s family and his mother, Alice. Dustin had cooked crawfish and all the trimmings. They all had a good time. Those attending a cookout at Ronnie and Thereisa Housley’s Saturday evening were Scott, Brandi, Hannah, Jack and Jack’s girlfriend, Rose, Brandon and Sarah, Peggy Myrick and grandchildren, Miles and Ali, Shane Horton, Steve Rooney, Jason and myself. We enjoyed the visit and the food was good. The guys did some roping later. Larry and Margaret Housley left church early Sunday going to a decoration near Jerusalem. Later in the afternoon they met with other relatives at a park to enjoy time with Margaret’s only aunt. Her aunt Bernice is 80 years old and this was a special time for her. On their way home they stopped by the hospital to see the new baby and they were in the process of getting ready to come home. Larry and Susan Housley and family had a full day Saturday. They first went to Jacksonville where James had a skeet shoot. They then came back to Benton and visited Larry’s aunt Barbara and uncle David Godfrey. They stopped at the hospital in Conway and saw the new baby. Somewhere along the line they visited an aunt of Susan’s. I believe their last stop was at the nursing home in Clinton where they visited with Lance Freeman and Bill Coursey who are both in Rehab there. I would call that a pretty busy day. Ha. I guess that is it for now so have a good week and God bless you all.

Last week Wanda and Paul Poynor went sightseeing in Eureka Springs. Alice Lovell of Clinton visited Wanda and Paul last Sunday. Brenda brown and Robin Treat took Colten Brown to the doctor at Children’s Hospital at Little Rock last Wednesday. Colten got a good report. Last weekend, Belinda Murray visited her sisters in Springfield, Missouri. They are Janice Odegard of Kansas City and Lissa Findley of Springfield.

Senior Citizen Centers

Several regulars at the Shirley Senior Citizens Center have recently celebrated birthdays, including Opal Aldridge, Tommy Beckham, Russ Danson and Angie Williamson. Fifty people attended the celebration and special refreshments were served. It is really fun to see the smiles on the faces as we sing Happy Birthday to each one of the honorees. Lunch is served Monday through Thursday at the Senor Center in Shirley beginning at 11:30 a.m. Anyone 60 and older can join the fun, food and fellowship. Also from the county Senior Centers recently, 39 folks from Clinton, Shirley, Fairfield Bay and some of their friends traveled to Branson to attend Dolly Parton’s production at the Dixie Stampede theater. The show has been updated and it was a thrill to see the wonderful changes. The food is outstanding and everybody had a great time. A trip to the Dixie Stampede Christmas show is being planned by the Adult Education Program. More details later. Thursday evening May 11th started the closing exercises of the Scotland School for the year 1916. Jennie Jones and Talton Griggs gave a violin duet followed by the play, “A Soldier’s Fortune”. Misses Clara Eva and Cora Tate sang a duet. Friday evening May 12th concluded the closing exercises with recitation by Misses Golda Jones and Vivian Hall and a declamation by Henry Dauley. Rev. W.F. Blevins gave the address and Prof. A.E. Dauley awarded diplomas to Misses Ethel and Jennie Griggs. High winds and heavy rains caused damage to some crops and orchards. Ira Deason’s dwelling was blown from its foundation. J.H. Lindsey’s smokehouse was moved from its foundation. And Will Evans' smokehouse was blown down. Nearly all the telephone lines were blown down.

Formosa club 99 years and counting

The Formosa Extension Homemaker Club, the oldest EH Club still active in the county;, was organized in 1917 and is still very vital to the community and county today with 18 members. Next year the county EH clubs will be celebrating 100 years of providing community service, education, and leadership opportunities in Van Buren County. Formosa EHC has had four new club members join since last December. Those are Dixie Carter, Ann Mann, Donna Sherrod and Patsy Ward. This has been a busy year for the Formosa EHC members. In March the program was Plant Care and Exchange, so members were able to add new plants and flower bulbs to their own yards at the end of the meeting. In early April the club members worked in conjunction with the Formosa Community Center Committee to host a Chili Supper and Dessert Auction for the purpose of raising money, which will be used to help maintain the Community Center. Several local politicians gave speeches and participated in the dessert auction. The event raised about $1,600. Jeana Williams, coordinator for the Office of Emergency Management, presented a program on Emergency Preparedness. Since spring often brings inclement weather, each member was glad to be reminded of the process needed to take in order to be as ready for bad weather as possible. In May each member had the opportunity to prepare foods for the annual Bake and Plant Sale that is conducted yearly the Friday before Mother’s Day. All money raised is used to help fund a Nurse’s Scholarship. The Formosa EH Club meets monthly on the second Tuesday at 1 p.m. if anyone is interested in attending and joining in the meetings. Rudolph Rains

Rudolph Rains, 91, died peacefully at home in Dennard on May 12, 2016. He was born on March 19, 1925, to Hugh and Arkie (King) Rains in Searcy County, Arkansas. He went to school and lived near Nubbin Hill until WWII. He served in the 32nd Infantry Division in the Pacific, where he earned three combat Bronze Stars and was awarded multiple Purple Heart medals for wounds that never left him. He married Wilma Louise (Crow) Rains 63 years ago. He was self-employed as a farmer and logger. He and his wife operated Bratton’s Store for 34 years. He is preceded in death by his parents; three brothers, Ralph, Clifton and Mitchell; and two sisters, Maureen Shaw and Marjorie Caid. He is survived by his wife; two sons, Phillip (Bobbie) and Benjamin; two granddaughters, Autumn and Noelle Rains; his sister, Greba Shaw; his brother, Braxton Rains (Nellie); and many nieces, nephews and cousins. He loved working on the farm, gardening, working in the woods and being his own boss. His mind, memory and wit were sharp until the end. He enjoyed visiting with friends, neighbors and family at the surprise birthday party held for him in March at Faith Baptist Church and at home until his death. The Children’s Advocacy Alliance took another step toward reaching its goal of recruiting and training enough CASA volunteers to serve all abused and neglected children in the 20th Judicial District, which includes Van Buren, Searcy and Faulkner counties, by swearing in five new advocates. After completing extensive background checks and training, Dana Grantham, Kaitlyn Hodgson, Lindsey Sutton, Kelly Tester of Clinton and Donnalyn Stichka of Leslie, stood before Judge Troy Bras-

well and swore to faithfully protect and promote the best interest of each child they represent. There are many ways to volunteer for the CASA program. For example Jan Henderson went through the new advocate training to gain a better understanding of the program so she could volunteer her time in the office to help recruit additional advocates for our community. As a CASA advocate these volunteers will be assigned to an open dependency neglect case which involves a child in Van Buren

County having been removed from their home due to abuse or neglect. The advocate’s role is to investigate every aspect of that child’s life and make a factbased, child focused report to the judge. When asked what a good outcome is for CASA, advocate supervisor Debra Lance explained it's when “a child is placed in a safe and permanent home as quickly as possible. It can mean the child is placed back in the home with their parents; is placed with a relative who is able to care for them; and in some cases it

means a non-relative adoptive placement is found.” The five new advocates join four other volunteers all serving abused children in Van Buren and Searcy counties. “While this is an impressive addition to the number of volunteers the sad reality is that there are still 10 children in our community who desperately need a CASA advocate,” Lance said. Fishing Report

Central Arkansas

Lake Conway

(updated 5-112016) Dan Zajac at Gold Creek Landing said bream are biting well on crickets, red worms or wax worms. Bass are doing fairly well on spinner baits and soft plastics. Crappie are biting fair on jigs fished around the cypress trees. Catfishing is good.

Little Red River (Greers Ferry Tailwater)

(updated 5-112016) Greg Seaton with Little Red Fly Fishing Trips (501690-9166) said his area missed most of the rain and storms early this week and the river remains clear with generation in the afternoon for three to four hours starting about 2 p.m. The lake level is 462.3 which is in the normal range for this time of year. The caddis hatch seems to be over at this time. Seaton has not seen many caddis in the last few days and the fish are not as active. Fishing has been slow with the fish moving off the shoals back into deeper pools. Sowbugs and micro jigs seem to be the best flies now.

Greers Ferry

As of Wednesday, the Army Corps of Engineers reports the lake’s elevation at 462.26 feet msl (normal conservation pool – 462.04 msl). (updated 5-112016) Tommy Cauley of Fish Finder Guide Service said the water level at Greers Ferry Lake is at 462.24 feet msl, or 0.8 feet below normal pool for MayJune of 463.04-462.54 feet that is where they try to keep it for that period of time. The water temp is in the high 60-mid 70s .The fishing all around is good all over the lake and rivers, from 0 feet out to 40 feet deep. The bass fishing in good in the bushes, in front of the bushes and out on flats and humps and points, try using Texas-rigged baits up shallow, to c-rigs out deep and mid-depths as well as a lot of other baits are working as well, you can pretty much pick your own poison, the fish are scattered from real shallow out to 40 feet deep. The bream are eating well on crickets, crawlers and small crank baits and in-line spinners, they are bedding a little deeper because of the low water we have had, try from shallow out to 20 feet. The catfishing is good all over on jugs and

lines, a few people are catching them on rod and reel, using a big variety of baits. Walleye, anglers are still catching a few males and resident fish up the rivers, the lake Walleye bite should be on fire soon with the water warming, try dragging crawlers and crank baits in 520-foot range. Crappie up the rivers ,some are still spawning and they are spawning all over the lake as well in the pole timber and around brush, the post spawn fish are out suspended in about 15 feet , try grubs and minnows. The Hybrid and White Bass some are still up rivers and creeks doing their thing, and the lake fish are trying to school a little and are on the move a lot, it is real hard to stay over them, the best way is to find then and just sit still and they will be back under you pretty soon after they make a circle; use spoons, in-line spinners, swim baits, hair jigs, and some live bait is working as well.

Harris Brake Lake

(updated 5-112016) Harris Brake Lakeside Resort (501889-2745) reported a fair week of fishing. Water was clear and at normal level, with a surface temperature of 75 degrees. Bream fishing was good with worms and crickets. Minnows and jigs were working the crappie and the fishing was good. Bass, too, was good with crankbait and plastic worms. Catfishing was good

with worms and chicken liver.

Lake Maumelle

(updated 5-112016) Fosters Four Seasons (501-8689061) said the fishing has been good to excellent in the past week with water clarity being fair and water at normal depth. Bream fishing was excellent using crickets. Crappie also were hitting crickets and the fishing was good. Bass were hitting spinners in shallow water. The catfishing was good as well with crickets. White bass fishing was poor.

Arkansas River (Cadron Pool)

(updated 5-112016) Professional angler and guide Cody Kelley said recent river flows have kept many people off the water, but the flow has begun to come back down and the fishing is heating up. Bass fishing is excellent as the majority are recovering from the spawn and making their way out to the main river. Intercept them on the jetties perpendicular to the bank by using your favorite crankbait or spinners. Many will often set up near current breaks like the “blow holes” in the jetties. Good numbers of bream and crappie are being caught by dipping red worms (for bream) and tube jigs/grubs (for crappie) around backwater stickups. The catfishing is fairly good still, but often goes into a lull during the spawn.

Try your favorite cut bait for numbers and live bait for the larger cats. Please watch the river conditions before heading out. The Corp of Engineers has a great app that will allow you check the flow before heading out.

Little Maumelle River

(updated 5-112016) River Valley Marina (501-517-1250) said the area had a fair week of fishing. The water clarity was good and the water temperature was 70 degrees. Catfishing was excellent with stink bait and chicken liver. White bass were also excellent, with most being caught on Rooster Tails. Bass fishing was good in shallow water, with spinners, crankbait and plastic worms all working well. In deeper water, crappie fishing was fair with minnows and jigs, while bream were found in shallow water, with worms and crickets bringing in fair hauls.

Arkansas River (Little Rock Pool)

(updated 5-112016) Vince Miller at Fish ’N Stuff (501-8345733) said water was running high, resulting in poor fishing across the board. What bream were being caught were hitting worms and crickets. Crappie was hitting minnows and jigs. Bass worked some with spinners and crankbait. Catfishing was poor.

Peckerwood Lake (updated

2016) Herman’s Landing (870-241-3731) said the water was dingy with a surface temperature in the 60s last week, and the fishing was very good for everything but bass. Bream fishing was excellent with worms and crickets. Crappie were excellent with minnows and jigs. Catfishing was excellent with worms, blood bait, stink bait, minnows, jigs, hot dogs and liver. Bass fishing was poor with topwater lures having the best success.

North Arkansas

White River (Bull Shoals Tailwater)

(updated 5-112016) Sportsman’s White River Resort (870-453-2424) said the river level was low with a lot of moss. Fishing for rainbow trout was fair, but overall it was slow. (updated 5-112016) Cotter Trout Dock said the best bait this past week for browns was sculpin (although a couple were brought in with power bait). Bright, white baits worked well (think white zig jigs or Maribou jigs) when the moss was at its worst. Conditions are improving and the catch of rainbows is increasing using shrimp and florescent power baits and egg patterns. With the recent rain event, turn to worms as your first choice and, until the water clears, a darker bait.
