Shirley man charged after 'controlled buys' Controlled buys by drug task force agents led to the arrest of a 55-year-old Shirley man. Agents from the 20th Judicial District Drug Crime Task Force, assisted by Van Buren County sheriff's deputies, arrested Richard Miller on July 15, 2016. After a confidential informant made three buys from Miller, agents, armed with a warrant, searched his residence on Fenwood and found illegal drugs and drug paraphernalia, according to a news release from the sheriff's office. In all three instances, the drug allegedly sold to the

informant was marijuana, according to court documents. The price paid for the marijuana was $100 on two occasions and $75 on one buy, the papers show. Money from the drug task force's "confidential buy fund" was used to make the purchases. The items found in the residence included, according to the paperwork, approximately 1 ounce of marijuana, a digital scale, several zip lock bags, rolling papers, an Imperial .22 pistol, a deer bone smoking device with burnt residue and "numerous other items of drug paraphernalia."

Miller has been charged with three counts of d e l i v e r y Miller of a controlled substance, a Class D felony. Those buys occurred June 2, June 24, and July 6, according to court documents. He also has been charged with possession of drug paraphernalia, a Class D felony; maintaining a drug premise, a Class C felony; and misdemeanor possession of drug paraphernalia. His plea and arraignment is set for Aug. 22 in Van Buren County Circuit Court. His bond was set at $2,500.

For the next several weeks, The Voice will feature Van Buren County volunteers, so send your suggestions to us at voiceeditor@artelco.com or call 745-8040. In

Last week's Van Buren County Quorum Court meeting was dominated by talk of a disagreement over a road in Shirley. Judy Smoke of Saline County claims the county tore down fences on North Forty Road and cut down some of trees on property that was owned by her recently deceased father, Danny Green. Smoke is his only child. She has retained Clinton attorney Kent Tester. Tester has filed a draft complaint "regarding a recent trespass on her property by county employees." He wrote that the letter was an attempt to give the county the opportunity to negotiate with Smoke to settle the case before filing the complaint. There are seven houses on North Forty Road and both sides agree the county has maintained the road for years, maybe as many as 20. Addressing the Quorum Court Thursday, Tester said Smoke discovered a couple of months ago that a county road crew had taken out sections of her fence on both sides of the road, cut down several trees and cleaned it all up. "It looks like the beginning of work to widen the road," he said. Tester said the road is not a county road and the county has made no legal moves to make it one. County Judge Roger Hooper said the county crews clear brush on sides December, readers will decide who they want to see honored. Another decision we'll be calling on readers to make later this year is to pick a teacher from one of our county schools to receive a passel of holiday gifts. We're asking teachers and school staff to submit articles and/or photographs exclusively to The Voice, and those who do will be on our ballot for readers to choose from this December. The items must be published only in The Voice from August through November.

Don't forget about our photography contest. It winds up Friday, July 29, and our panel of judges will be picking a winner shortly after that.

Sheriff goes over finances

Sheriff Scott Bradley told justices of the peace last week that the sheriff's office is on track to make quite a bit of money this year. Bradley said that in 2015, holding federal inmates in Van Buren County brought in $306,730. So far this year, that figure is $199,990. In 2015, he said, circuit court fines for felony convictions were $132,272. In 2016, the fines have so far added up to $82,930. "We're on track for more money," he said. For misdemeanor fines, $561,264 was collected in 2015. This year it has been $272,977 so far. The county gets a portion of that See Finances on page 2

of roads and that the trees were dead. Road Supervisor Craig Clute said it wasn't really a fence, just an old belt. Tester disputed that, saying at least two of the trees were marketable, and that the belt was a cover for barbed-wire fencing to keep horses from hurting themselves. There is no easement on record for the road, Tester said. The county, he said, can only operate within the boundar-

ies of a road, it can't take down people's fences. "What's it going to do to our property rights if you don't know when the county might come along and take down your fence?" Tester said. County attorney Chad Brown said the county's position is that it has been maintaining the road a long time and must have the right to maintain the easement. Brown noted that the county had offered to put a fence back. Tester acknowledged that was true, but said the county wasn't going to put it back exactly where it was. Smoke, he said, would lose some of her property. Tester said Smoke wants her fence back, and compensation for timber and trees. She's trying to sell the property and would like the issue resolved. Justice of the Peace Dale James asked what her price tag was, and Tester said he didn't know exactly. According to Tester's letter, Smoke will seeks "damages including attorney's fees and costs in excess of $20,000." JP Wes Newland said if the county took Smoke's fence down "we ought to pay her for a fence." He said she could put it back herself wherever she wants to. As far as the road, he said, stop maintaining it and let her neighbors petition to make it a county road. See Lawsuit on page 2

It's a circus around here! -- Rudy Roo Roo the Kangaroo visited The Voice office last Thursday afternoon. The 2-year-old kangaroo is part of Cockrill's Country Critters from Cabot, owned by Janice Cockrill and Jim Roberson. Everyone who touched the fullgrown marsupial was struck by the softness of his fur. Rudy visits nursing homes, makes public appearances and visits parties and events across the state. His claim to fame was his escape earlier this year during a visit to Oaklawn Park in Hot Springs.

He asked that Brown and Tester continue to negotiate. 146 people have been booked on drug charges; 64 on assault and battery; and 35 on DWI. "We're working at the sheriff's office," he said. This tree in Clinton takes on an eerie look with webs hanging from many branches.

Web worms unsightly but harmless

Send your sports news and photographs to voiceeditor@artelco.com

Have you ever noticed those odd-looking webs on tree limbs in summer? It doesn't mean you are about to be overrun with spiders. In fact, it isn't spiders at all, but rather it's web worms. In late summer, usually July and August, a caterpillar with

the scientific name of hyphantria cunea, builds a water-proof tent that doesn't allow birds and wasps in. The caterpillars eat the leaves from the enclosed limb of the hardwood tree. Left alone, the colony will feed for a month or two, then migrate downward and pupate

in the soil. In spring they will emerge as dusky-white nocturnal moths, according to agardenforthehouse.com website. The only reasons to rid your trees of the webs are aesthetic ones. If the web is swept off the tree, the caterpillars remain attached to it.

Commissioners voted unanimously in favor of special regulations to combat the spread of chronic wasting disease in Arkansas during the Commission’s June 24 meeting. Many of the new regulations focus on hunting seasons and bag limits, but a few, particularly those on feeding wildlife, moving deer and deer parts and rehabilitating deer became effective July 16 (10 days after being filed with the Secretary of State’s office). A CWD management zone has been established in Boone, Carroll, Johnson, Logan, Madison, Marion, Newton, Pope, Searcy and Yell counties. The following regulations are now in effect in the CWD management zone: 1. It is unlawful to feed wildlife within the CWD Management Zone, except: a. Bait may be used to hunt deer and elk from Sept. 1-Dec. 31. b. Food plots may be used year-round. c. Baiting bears on private land is allowed. However, before Sept. 1, bears may only be baited with dog food, cat food, pastries/ bread, cooking oils/ grease, non-wildlife

meat scraps, popped popcorn, fish and fish byproducts. d. Baiting furbearers is allowed during open furbearer seasons on private land. e. Incidental feeding of wildlife from active livestock operations is allowed. f. Normal agricultural, gardening or soil stabilization practices are allowed. g. Attracting or feeding birds and squirrels with common bird and squirrel feeders, bird baths and grain completely submerged in water is allowed. h. Hand feeding of wildlife (except alligators) is allowed. i. Baiting is allowed for management, research or control of nuisance wildlife only with approval by the AGFC Chief of Wildlife Management. 2. Calendar First Baptist Church Sugar Loaf, 557 Highway 337, Higden, Arkansas, will be hosting a Fifth Friday gospel singing at 6 p.m. Friday, July 29. Shirley native Roy Clark has been pastor at Antioch General Baptist Church since 2001.

A chat with ... Roy Clark Roy Clark agreed to fill in as pastor of Antioch General Baptist Church in Fox for one month. That was in 2001 and he's still going strong. "I enjoy what I do," Clark says. Clark was born in Van Buren County and graduated from Shirley High school in 1957, but his work has taken him miles from home, including five years in Bradenton, Florida, where he was manager of administration of Bradenton Missionary Village. In his home state, he has pastored two churches in Van Buren County, one in North Little Rock and began mission churches in Little Rock, which grew to have a food pantry, clothing and housing ministries, and he has worked with Union Rescue Mission. In 2001, he and his wife, Jereta Huie Clark, moved back to Peel Road and built a home 150 yards from where Clark was born and spent his first 18 years. The couple has two daughters and three grandsons. At his church in Fox, which is about halfway between Clinton and Moun-

tain View, he is setting up two new ministries, a Stepping Stone Ministry to help folks who have had problems with drugs or alcohol, and a food pantry that will serve the Fox community. Serving the community is important to Clark. He believes the Christian community should have a sense of belonging to one another and working together for a common cause. It is important, he says, to be involved, especially with the local schools. Rural Special has used the church's gymnasium and held its Baccalaureate service there. This December, Clark plans to recognize a lifelong dream. He is going on a nine-day spiritual and educational tour of Israel. The trip, Dec. 26-Jan. 3, will include Jaffa, the Galilee region, Jordan Valley and the Dead Sea, Jerusalem and more. The trip will cost $4,000 per person/double occupancy, and Clark invites folks in Van Buren County to travel with him. Call him at 745-3898 for more information about the trip. It will, he says, "be a life-altering experience."

Van Buren County Volunteers

Somebody has to help Somebody played a trick on Scott Spencer last spring. He thought he and his wife, Betty, were attending the Clinton Chamber of Commerce banquet to give a speech. In reality, they were lured there to be honored as Volunteers of the Year. That was Spencer's second time to win the chamber's honor, and he appreciates it. But that's not why he volunteers. The reason for that is because "somebody has to," he says. Spencer used to volunteer with the Hospital Auxiliary, the Lions Club and his church, Immanuel Baptists, but he has slowed down a little. About a year ago, he was diagnosed and began treatment for pancreatic cancer. He takes chemo and diabetes medications every day, and sometimes he just doesn't feel all that well. His doctor told him he has about five years to live. But he still shows up to volunteer at Van Buren County Food's for Life week after week. It makes him feel good to help. He tells the story of a young family of five that was down on its luck. They were embarrassed, as many people are, he says, but came into the pantry for several months for help. Then one day they came back with food and cash for the pantry.

Sometimes it "tugs at your heart," he says. Food's for Life has about 35 volunteers who each work about a day a month. Spencer worries about what will happen to the organization and others that depend on volunteers when this generation of helpers can't do it anymore. Younger people, he said, just don't volunteer much. About 750 to 800 people a month depend on the pantry to help cover their food needs. They get enough to last about five days. It's not enough to feed them until the next time they are eligible to come in, but it helps, he says. The pantry, which is open twice a week, can use more volunteers, he said. Food's for Life gets some government food to hand out, but it is funded by individuals, churches, the United Way and schools. The pantry needs donations of food, bags and mostly money because the organization can make its dollars go farther than individuals can. The need grows in November and December, he said. Is there a volunteer you would like to see featured here? E-mail voiceeditor@ artelco.com or call 745-8040 and tell us about him or her.

Van Buren County history... How Pee Dee got its name still a mystery

By Alma Wallace

I’ve always wondered how Pee Dee got its name. All my life I've heard it was named after a small band of Native Americans living at the head of the creek from the Pee Dee tribe, and old-timers will still tell you this, but nobody ever knew anything past the legend. I'd never heard of Pee Dee Indians other than that, until my brother moved to Myrtle Beach several years ago and was surprised to find South Carolina has a Pee Dee River, and a historic and active tribe of Pee Dee Indians. So I did some research and contacted several members of the tribe with websites asking if they knew of any migrating to Arkansas; I never got any answers. Dr. Jamie Brandon of the University of Arkansas suggested it was probably some settler who lived in that area of the Pee Dee River in South Carolina who then ended up here and gave it the name rather than Indians, since that particular tribe resisted being relocated. So I called the Historical Society who located an old undated newspaper clipping in a folder about Van Buren County community origins, and sure enough it says a Johannes Quattlebaum, who had lived near the Pee Dee

River in South Carolina, moved here and named the creek. After a lifetime of wondering about a mysterious tribe who lived at the head of the creek, I thought I finally had the answer – there wasn't one. Apparently it was named after a tribe of Indians – but one who lived in South Carolina rather than in Arkansas. So I decided to research Johannes Quattlebaum and it appears it was possibly not named by Johannes, but rather by a descendant. The following is from online genealogy information – Johannes was born in 1742 in Pennsylvania, migrated to South Carolina, was a soldier in the Revolutionary War serving under Gen. Francis Marion in the area of the Pee Dee River, and died in 1813 in South Carolina at age 70. He had a son named George. From Wiki-tree: "There is a family tradition that George's father, Johannes, then a widower, was serving under General Marion in the Little Peedee section of South Carolina when he met and married a Miss McDuffey. It is said their first meal was served on the bottom of a wash tub in camp in Little Peedee Swamp." George in turn had a son named Phillip in 1811.

Cemetery dates to Civil War The first person to be buried in the Pee Dee Cemetery was a man named Elbert Williams. He was a Confederate private killed by Jayhawkers in Stone County during the war years. His widow and three cousins, Mary Stobaugh, Sarah Williams and Patsy Williams, drove an ox wagon hauling lumber to a farm in the Meadows where he was buried and a neighbor, who was hiding from Jayhawkers in a nearby cave, built a coffin "Phillip moved to White Co. in 1868, then to Van Buren County (which was established in 1833). He acquired considerable property near Bee Branch, Ark. A hill, or mountain, near that place bears his name, as does also the cem-

for him. Three more women, Mary Hewman, Polly Smith and Polly Dowdy, helped dig the grave. There are veterans from five wars buried in the Pee Dee Cemetery. (Information from Cemeteries of Van Buren County Arkansas / Clarice Goldman Lefler, updated by Jenetta Hogue)

etery." So is it possible Phillip named Pee Dee after family stories? Or did his father who was born in the Pee Dee area of South Carolina visit him here and name it? Johannes was already deceased by the time Phillip ar-

I had the distinct pleasure of talking to Verl Jackson recently. Many of us who have been around for a while know that tragedy is often a part of living a life in this world. Verl seems to have had more than his fair share lately. I was impressed with his indomitable spirit and positive attitude. And when I commented on it he said, "It doesn't help me to be any other way." I salute you, Verl. If you have info about the greater Crabtree and 16 West community call or text Jeff Burgess, 7451249

Pee Dee Baptist Church

July 26, 2016

History In The Making

Sunday, August 23, 1881 – Following a revival service the last Sunday in August of 1881, the church was organized by Brother John Swafford and Brother Rufus Edwards. Some five or six people were baptized that day. Charter members, according to a written history by the late Clarice Lefler were: Billy and Martha Jane Smith, Dick and Emaline Burnett, Bill and Lucy Christopher, and Tommy and Mary Newman. The first building for the church was constructed shortly after the Civil War. It had two doors in front, three shuttered windows, no ceiling and no stove. Meetings were held once a month and only in the summer because of the lack of a stove for heating in the winter. Levi and Ross Dowdy deeded the first land to the church, but the deep was never recorded and has been lost. Attending the church required spending a considerable amount of time walking, riding horses, or driving an ox wagon to the place of worship. Muddy roads and high water levels in the creeks and rivers, where crossing was necessary, could be hazardous. 1905 – Sim Burgess and sons, John and Frank, built another church. This one was considered more modern because it had a stove and glass windows. Purchased, but never erected, was a church bell. From 1905, the church building was also used as a school for the Pee Dee community. When the school consolidated with Clinton in the early 1940s, the building was used

for church purposes only. In 1949, Tom Ward, then owner of the land on which the church was located, re-deeded the land to the church. 1917 – Mrs. Alta Dowdy Watkins of Clinton attended church and school in the same building. She remembered attending church one Saturday night in 1916 or 1917 when only six people were present besides the pastor, Rev. Will Fortner. There was no kerosene for the lamp to provide lights so the pastor built a fire in the stove, and the fire was used to see by, as well as give warmth. The service consistent of singing and preaching, she said. 1920 – Clarence Ledbetter recalled how the pastor, Will Fortner, had to get up early to get the service since he had to ride his horse from the Settlement community near Shirley. 1926 – The church building was sold to Spencer Isaac for $100; he used the lumber to build his home. The $100 was used to build a new church, constructed by A.C. Goldman, John Ward and Sherman Ward. It had three classrooms. 1930s – Two of the largest revival meetings ever held at Pee Dee, one before 1932 resulting in 40 being baptized, and one after 1932, in which 40 more were baptized. That increased membership to about 100, as recorded by Mrs. Lefler. 1944 – Another revival preached by W.J. Smith saw 15 people baptized. 1949 – A tornado that occurred in December of 1949 destroyed church records to that date so

Pee Dee Baptist Church information has been received through the years from the elder members. 1956 – Under the leadership of Pastor Earl Marr, the church’s first fulltime pastor, a 32-foot by 60-foot sanctuary was built. A parsonage was also constructed about a quarter of a mile from the church. 1979 – A newer sanctuary was built that was 36-feet by 80-feet. The kitchen was added, classrooms remodeled and pew cushions installed. 2003 – Present – Brother Kyle Blanton was called to serve Pee Dee Baptist Church in March 2003. Pee Dee Baptist Church began to see slow but steady growth and it quickly became obvious that the classroom space was growing inadequate. In 2004 the first conversations began regarding possibilities to address space issues. It was determined that the best solution was to address two issues with one plan – build a new sanctuary and remodel the current facilities to provide more classroom space. This plan was delayed as the first attempt narrowly missed approval. It was delayed further when a tornado

In the 1950s and the 1970s, new sanctuaries were built.

on February 5, 2008, devastated the community. The church parsonage was reduced to splinters, and its rebuilding became the immediate focus of the church. Later that year, a 14-foot by 70-foot trailer was donated to the church by the Little Red River Baptist Association. It was moved onto the property to provide additional space for classrooms. In 2009 the plans, with some alterations, were readdressed and approved. On February 20, 2011, the Pee Dee Baptist Church family held its first service in the new sanctuary. We now wait, with great anticipation, to see how God will use this church family and this building to spread the gospel of the Lord Jesus Christ. Pee Dee Baptist has been a constant presence in the Pee Dee Community since its founding 1881. The buildings have changed but what remains a constant is our Pee Dee family’s desire to honor God, serve the Lord, preach the Gospel, love one another and reach the lost. God has been and always will be good! All the time!

Fishing Report

Central Arkansas

Lake Conway

(updated 7-202016) Bates Field and Stream (501470-1846) said the water is at normal level and the clarity is murky. Bream are biting well on worms fished around lily pads and brush at the edge of 6 to 8 feet of water. Crappie are fair on minnows and jigs fished slowly around live cypress trees. Bass are biting well early and late in the day on frogs and Ol’ Monster worms. Catfishing is excellent on limblines and trotlines baited with goldfish.

Little Red River (Greers Ferry Tailwater)

(updated 7-202016) Lowell Myers of Sore Lip ‘em All Guide Service said the Little Red is receiving several hours of daily generation on weekdays (and around one hour of generation on weekends), providing excellent wade- and drift-fishing opportunities on all sections of the river. For fly-fishing, sowbugs, midges and woolly buggers are working well. For Trout Magnet fishing, we rec-

ommend white bodies on gold jig heads. Always check before heading to the Little Red River by calling the Corps of Engineers Little Rock District water data system (501-362-5150) for Greers Ferry Dam water release information.

Greers Ferry

As of Wednesday, the Army Corps of Engineers reports the lake’s elevation at 460.37 feet msl (normal conservation pool – 461.44 msl). (updated 7-202016) Tommy Cauley of Fish Finder Guide Service said the water level is 2.18 below normal pool and falling. The fishing for all species is a little slow but normal for a highland reservoir for this time of year. Early and late are the best time to fish with some night catches being good also. Most black basses are deep, with a few staying shallow out on the drops in bends of creeks and rivers on the side of points and humps. Try Texas-rigged worms, Alabama rigs, football head jigs and swim baits. There has been some schooling going on at various places in the lake. Crappie are suspend-

ed around any wood structure all over the lake, ranging from 15- 30 feet deep. Jigs, Roadrunners and minnows have all been good. The catfish bite is good this time of year on jugs and trotlines baited with a variety of baits on flats next to deep water. The walleye bite is on and off with each day being a little different. Try dragging nightcrawlers or crankbaits in 18 to 30 feet of water on small chunk rock banks. Bream fishing is good around beds with crickets all over the lake in 18 to 27 feet of water. The hybrid and white bass fishing is a little different each day as well, some are schooling on various parts of the lake , most are settled on some deeper structure for the most part, with spoons, in-line spinners, swim baits and topwater baits working.

Harris Brake Lake

(updated 7-202016) Whiskers Sporting Goods (501889-2011) said crappie are biting on minnows and Bobby Garland BBQ Chicken, Cajun Cricket, Blue Ice, Shimmer, Monkey Milk and Penny Back Shad-colored 1.25-inch Itty Bit Swim’rs. The night bite has picked up for crappie. Catfish are biting on minnows, worms and shad. Bass are biting on buzzbaits, soft-plastic worms and minnows. Topwater lures have also been good. White bass are biting

Bobby Garland Baby Shad and 1.25-inch Itty Bit Swim’rs, Cajun Spins and Johnson Silver Minnows. Bream are biting well on crickets, worms and Rock Hopper jigs.

Lake Maumelle

(updated 7-202016) Fosters Four Seasons (501-8689061) said the water is clear and the temperatures are extremely hot. Bream are biting well on worms and crickets if you can find the deeper beds. Crappie are fair. Bass are biting well on crankbaits. Catfishing is good on chicken livers and nightcrawlers with fish from 5 to 10 pounds being caught. White bass are schooling up again, so look for surface activity.

Saline River Access in Benton

(updated 7-202016) Lisa’s Bait Shop (501-778-6944) said the river is low and fishing has been slow. Catfish have been biting fairly well at night on minnows, black salties and nightcrawlers. Bass fishing has been fair as well on minnows, small plastic lizards and worms, and on small spinnerbaits and crankbaits. Crappie fishing is slow with reports of just a few biting pink minnows. Bream will bite a cricket or redworm almost anytime on the river. Gar fishing is fun when it’s hot and the river is low. Sight fishing with live minnows works well

Business Directory Put Your Business in this Directory voiceads@artelco.com

for gar. You'll need good, strong line and a sharp hook. Have fun and stay safe, no matter where you fish or what you fish for.

Lake Norrell

(updated 7-202016) Lisa’s Bait Shop (501-778-6944) said bream have been biting pretty well on crickets and redworms. Catfish are biting fairly well on minnows, nightcrawlers and black salties. Bass fishing has been fair early in the morning and at night with Texas- and Carolina-rigged plastics. No reports of crappie being caught recently.

Lake Winona

(updated 7-202016) Lisa’s Bait Shop (501-778-6944) said bream fishing has been good with crickets and redworms. Catfish have been biting fairly well on nightcrawlers, minnows and chicken livers. Bass have been slow to bite with the best bite coming early in the mornings and not lasting long. Crappie fishing has slowed, but a few have been caught recently on no. 12 minnows.

Arkansas River (Maumelle Pool)

(updated 7-202016) Zimmerman’s Exxon (501-9442527) said the water is clear and at normal level. Bream are biting well on worms and crickets. Crappie are biting well on minnows and jigs. Bass are biting well on spinnerbaits, crank-

baits and topwater lures early and late in the day. Catfishing is good on worms and blood bait. White bass are fair.

North Arkansas

Norfork Lake

As of Wednesday, the Army Corps of Engineers reports the lake’s elevation at 552.71 feet msl (normal conservation pool: September-April – 553.75 msl, April-September – 552.00 msl). (updated 7-202016) Guide Steve Olomon said the lake level is 552.8 and the water temperature is in the mid- to upper 80s. Stripers are suspended around 35 feet deep early in the morning. As the sun gets higher, they may move as deep as 60 feet down in 100-foot and deeper areas. Look along channel swings on bluff ends and in the deeper coves and on some of the deep flats. Black bass are hitting topwater lures early. Once the morning bite has died, switch to a jig, Texas-rigged worm or drop-shot rig with a small minnow-style lure or 4-inch finesse worm in 15 feet of water. The bass will move as deep as 30 feet during the hottest part of the day. Look for some white bass hanging in coves. Key in on the ditches that run through the coves close to any flats.
