Animal control says rabies a concern It is time to start cracking down on owners who are not vaccinating their animals, the Clinton City Council was told last week. Animal Control Officer Tim Pike said there have been three cases of rabies in nearby counties. Those infected animals all have been skunks, Pike said. He said skunks live about seven days when infected. He told the council he was about to begin writing citations for owners of animals that haven’t received rabies shots. Pike also issued a reminder that rabies shots must be administered by a licensed veterinarian. Medication bought at a feed store and given by the animals’ owners are not considered legal, he said. Also at the May 10 meeting, water department Manager Richard Hink and Oren Nobel of CWB Engineers gave an update on projects.

Two projects are near completion. The no-discharge permit for the west water treatment plant is in the public comment stage and will be issued by the Arkansas Department of Environmental Quality when that stage ends. The permit costs the water department $6,500 per year. In the second project, at the Pole Yard pump station, the Arkansas Department of Health is reviewing the plan. As the Highway 65 projects continue, Clinton Police Chief John Willoughby noted that his department is working an increasing number of accidents because a lot of drivers are “getting confused” by all the barrels and cones. The roadwork is being done by a firm contracted by the state Highway Department and there appears to be no quick solution to the problem.

Crime Report Thieves strike while couple at church

While a Dennard couple was at church earlier this month, someone was breaking in to their home. When they returned, they discovered a broken window and four guns, $2,500 worth of coins and prescription Hydrocodone pills missing, according to an affidavit in the case. The stolen guns were a Remington .22 rifle, two Mossberg 16 gauge shotguns and an Eastfield 12 gauge. The couple said their adopted son had stolen from them before and offered that they had an outside security camera, according to the affidavit. Video footage showed their son, Kenny Wilson, and another male crawling on their stomachs up to the house and a window being broken, the report

states. Deputies located Wilson and Donald Heiser Jr. at McDonalds. Both admitted to taking part in the incident, the report states. They said the guns already had been sold, the report states. Wilson, 31, of Leslie, and Heiser, 19, of Clinton both have been charged with residential burglary, a Class B felony, and theft of property (firearm), a Class C felony. Plea and arraignment is set for June 4 for both.

Shot fired

On May 4, an argument between two women over a plastic glassful of ice led to one of the women firing a shotgun in the air to scare the other, according to an arrest affidavit. Diana Porter, 47, of Shirley has been charged with aggravated assault on family or household

member, a Class D felony.

Man arrested

A 40-year-old Mountain View man was arrested May 5 after he allegedly stole a soldering iron from Radio Shack, according to an affidavit for arrest. Rusty McClane Sims was confronted by Clinton Police Chief John Willoughby outside an auto parts store and admitted taking the item, the report states. He gave Willoughby permission to search the vehicle and the chief found a .380 handgun under the console, the report states. It said the gun had seven rounds in the clip but no round in the chamber. Sims has been charged with possession of a firearm by certain persons, a Class B felony, and theft of property, a Class A misdemeanor.

Quorum Court

An interesting ordinance is up for consideration at this week’s Van Buren County Quorum Court meeting. Making a third appearance is a proposal to create a special police team. Previously, it was called a Special Response Team, but this time around it is a SWAT - Special Weapons and Tactics - team and will have its own budget. A similar ordinance was tabled at the April meeting due to financial concerns. The proposal is sponsored by Justice of the Peace Brian Tatum, himself a law enforcement officer.

The meeting is Thursday, May 17, at the Courthouse Annex on Highway 65, Clinton. The meeting is open to the public.

Mark your calendars for this one: The Van Buren County Wellness Committee is hosting Healthy Active Arkansas with former Dr. Joe Thompson, the state’s former surgeon general. The meeting will be at 5:30 p.m. June 12, 2018, at the Clinton High School Cafeteria.

The sorry sore Do you frequently get cuts or sores on your skin that take forever to heal? That’s not good. There is an explanation for that, here are a few possibilities: *Poor nutrition. You knew I was going to say that right? If you have read any of my articles you know I am always harping on this. But facts are facts. All the cells in your body, including the ones you need to fill in that sore, come from only one source, the food you eat. If you are not getting the right kind of nutrition, it is going to take awhile to heal that wound. If you were going to build a doghouse for that cute little puppy you have, what do you need? Lumber. If you don’t have the wood, you are going to have a hard time building it. The lumber your body needs to rebuild the skin and tissue where you have the wound is vitamins and minerals. Specifically, Vitamins A and C. Some protein will help, but most people are getting enough of that. Eat spinach every day. Add some green peppers, sweet potatoes and some oranges and you will rebuild those wounds so fast you won’t believe it. *Poor circulation. In order for those nutrients we just talked about to get to the building site, they need transportation. And the car they ride in is your red blood cells. If your circulation isn’t good, those poor vitamins are going to be sitting there in a road block. Protein is honking his horn, Vitamin A is calling Vitamin C a hor-

rible name because he won’t get out of the way. Nothing but road rage throughout your whole body. *Diabetes. Diabetes constricts your circulation. See above. *Infection. If you get an infection, those little builders can’t do their job because those dirty bacteria have moved in and set up house. With them in the way, new cells cannot be built. *Drinking alcohol. A study performed in 2014 found that people who binge drink have more and worse infections. See above. If your sore starts putting out fluid that is a different color, or it is painful, or it smells, or if you have a fever, get help. You will need antibiotics. For mild cuts or sores, wash the wound with soap and water every day. Pat it dry with a clean pad, then cover it with an adhesive bandage. And then start eating some fruit and vegetables for crying out loud. - Ron Henson, BSRN

Smiley signs with Ozarks Dalton Smiley, son of Jeremy and Emma Smiley, signed to continue his education and shooting career at the University of the Ozarks on May 9. Smiley has been shooting with Clinton FFA since he was in sixth grade, coached by Chad Mooney, Shon Hastings, and

Jeremy Smiley, along with Kori Kimes and Justin Weidor recently. When he was 14, he shot in a Junior Olympic Qualifier and placed second in his age division. This year Smiley is also shooting ATA tournaments and benefits with Arkansas Pattern Masters,

coached by Chris Ward and Gammon Clark. The Pattern Masters Shooting Team won the Senior Division at the Hornet Archery Fundraiser Trap Shoot and Smiley won $500 for the overall best shooter. Smiley is eager to continue his shooting career with the Eagles.

Let's work together to make our county a great place to raise our children and grandchildren. I would like to bring a common-sense approach to law enforcement in our county. In this changing world, we are facing things now in rural America that we never dreamed of facing years ago. I will declare war on drugs in our county. My standing motto is order through law and justice with mercy. I pledge to always have an open-door policy to all citizens of the county. I want to see our sheriffs office proactive instead of reactive. We need to be a part of the community and use common sense in everything we do. As a businessman, I understand operating with a budget. As your sheriff, one of my goals will be to spend your money wisely and to work hand in hand with county leaders to ensure we stay in stable financial shape. I also pledge to seek any state and federal grants to offset and help our budget in hopes of saving - the tax-payers' money. We will have real 24 hour patrols in the county and I pledge to work with every law enforcement agency in the county to make our county a better place. I've been asked, "Why do you want to be sheriff?" It's simple! I want to help provide a safe place for our children to grow up in, and I want to keep our county one of the best places in the country to live in. I believe in public service. I don't believe in someone wanting to serve the public just because they are looking for a job! I ask that you give me a chance to make a difference and let's work together for a better Van Buren County.

Obituaries

Eva Murray

Eva Moureen Watts Murray, 75, of Shirley, Arkansas passed away May 11, 2018 in Conway Regional Medical Center. She was born in Shirley, Arkansas on December 2, 1942 to the late Troy Marvin Watts and Lois Marie Gibbons Watts. 
Moureen was a retired postal worker. She also was a cosmetologist and owned her own shop. Moureen was an avid sports fan, who enjoyed watching her children and grandchildren play ball. She loved camping with family and friends. Moureen was of the Assemblies of God faith. She was a loving mother, wife, sister, grandmother and friend.
 She is preceded in death by her husband, Carlos Edward Murray; her parents; one brother, Sammy Leon Watts; and a half-brother, Don Watts.
Moureen is survived by her children, Carlene and her husband, Eddie Rushing, of Shirley, Arkansas, Eddie and his wife, Karen Murray, of Center Ridge, Arkansas, and Eric Murray of Shirley; one sister, Sue Stewart of Mountain View, Arkansas; two brothers, Norman Watts and Wendell Watts, of Scott, Arkansas; six grandchildren; and 11 great-grandchildren. She is also survived by a special little companion dog named Chelsie. Moureen is also survived by many nieces, nephews, other family and friends.
Visitation was Sunday, May 13, 2018 at the Roller-McNutt

Funeral Home in Clinton, Arkansas. Funeral services were 2 p.m. Monday, May 14, 2018 at Roller-McNutt Funeral Home with Brother James Hutto officiating. Pallbearers: Jason Rushing, Kenny Murray, Stanley Murray, Steven Murray, Preston Ross and Billy Dennis. Honorary pallbearers: Josh Rushing, Justin Rushing and Leland Huggins. Interment was in Shady Grove Cemetery in Shirley.

Christie Fairfield

Christie Lynn Fairfield, 66, of Shirley, Arkansas left this mortal world and went to be with her parents early in the morning on May 7, 2018 in Terry, Montana. She was born January 13, 1952 in Anna, Illinois to the late Ulyess Marlen and Flora Rosetta (Arnold) Berry. 

Christie was a mother, a grandmother, sister, and friend. She spent most of her life raising her children, as well as supporting them as a single mother and helping them raise her grandchildren. She was a fiercely independent woman that would help anyone she could but did not like to ask for help from others. She had many occupations throughout her life including factory work, yard work, and welding. She lived in Shirley with her daughter Candy; she was in Terry, Montana visiting her two older daughters and their children when she passed.

Donald “Donnie� Gene Morris, 67, of Clinton passed away Friday, May 11, 2018. Born May 31, 1950 in Clinton, Arkansas to Omba Lyon and Edith Evelyn Ennis Morris. Donnie attended all 12 years of schooling at Leslie, graduating in 1968. Donnie enjoyed racing, car shows, visiting with friends. Donnie was known for his gift of gab. Donnie grew up in the Trace Ridge area, moving to Clinton in 1973. He and his family started Morris Homes in 1987, where he was the owner and president of the company

Kenan Dewayne Sheils, 5, of Bee Branch passed away Friday, May 4, 2018. Born March 27, 1951 in Wagner, South Dakota to Bruce Sheils and Annetta Neal. Kenan was a machine operator; he also enjoyed tinkering on small engines and drawing. Computers are wonderful when they work, terrible when they don't. I did not know how much I used them and depended on mine, until it crashed. So wonderful to know someone that can repair and rebuild them. At last back to work. We did have the First Saturday Breakfast earlier this month. I think it was just about a record attendance. We hope all of you come back next time and we will have some more good food. We have talked about the Scotland trail ride for a while now and it is finally here. The ride starts from the school grounds and will return to the same place in the afternoon. The Chili Cook-off will start at 4:30 at the cafeteria. I can not remember the menu, but I do know it consist of beans, cornbread, taters and ? also water and cold drinks. For those of you that do not plan on riding, plan on coming out to eat and stay for the music. The bands will start playing at 5 p.m. and I think the last ones to perform are cloggers and they start about 8 p.m. Come and spend the day at Scotland. "We always have a great time." The constrictor wasn’t quite as large as the 10 feet some get but it was incredibly muscular and definitely not cooperative. While rat snakes are huge rodent eaters they also like birds including young chicks, which Linda didn’t want to share. Why are so many turtles crossing the road now? As it warms many go looking for new territory, breeding opportunities and better food sources. Also females are looking for the perfect nest location for their eggs. Give them a brake if you can do so safely. The wild blackberries are blooming and considered by many the outer limits of the season’s last cold snap. The nineday forecast makes it

look like we won’t get a “blackberry winter� this year. Early evening on Thursday, looking northeast, you can see the young crescent moon just left of the planet Venus. Binoculars will show the star cluster Messier 35 above and between them. The weather has warmed enough that several of my cool weather crops are starting to flower, particularly the mustard. Nation observes Police Week May 13 through May 19 is National Police Week. In support of National Police Week, the U.S. Attorney’s Office for the Eastern District of Arkansas and Cody Hiland salute and honor the service of law enforcement officers. To show their support for law enforcement officers, Hiland asks citizens to adorn the front of their homes and local businesses in blue ribbons and/or place blue-tinted light bulbs on their outside lighting for the week. In 2017, three law enforcement officers in the Eastern District of Arkansas were killed in the line of duty. Yell County Sheriff Lt. Kevin Clyde Mainhart died on May 11, Newport Police Department Lt. Patrick Neal Weatherford died on June 12, and Drew County Deputy Sheriff Timothy Braden died on August 24. Hiland also remembers Forrest City Police Department Officer Oliver Johnson, Jr., who was tragically killed on April 28 by a stray bullet while off duty and inside his home with his family. “Lt. Mainhart, Lt. Weatherford, and Deputy Sheriff Braden died helping keep the people of Arkansas safe; in other words, doing their job,” Hiland said. “Their sacrifice

Summer has officially arrived at Ozark Health Medical Center, Highway 65 in south Clinton, where a new colorful art exhibit “Fun in the Sun!” is up and waiting for viewers. The public is invited to view the new collection of 46 paintings, which will hang through August 6th. The exhibit features original art by local artists Faye Rodgers, Sue Pico, Diana Foote, Yun

Kim, Joyce Hubbard, Marion Thorpe, Charlotte Rierson, Jan Cobb, Julie Caswell, Diane Dudzik and Joyce Hartmann. Art is located in two places: the hallways near the cafeteria on the upper level and the outpatient wing on the lower level. There are paintings in oils, acrylics, watercolor, pastels and colored pencil: landscapes of farms, lakes and rivers; colorful abstracts; realistic bird and cat portraits; whimsical dogs

and pigs; floral bouquets; and more. The artwork is for sale. Artists are all members of the North Central Arkansas Artist League, open to anyone who would like to learn more about art. The next program will be group drawing and painting from a live model, beginning at 9:30 a.m. on Monday, May 21, at Bayside Studio, Greenwood Road and Highway 330 in Fairfield Bay. Pet adoption fees to be lowered for 3 days

Following on the heels of a successful fundraiser, SNYP Arkansas Animal Shelter, 187 Tester St., Clinton, has announced it will offer a temporary reduction in adoption fees. From 10 a.m. to 4 p.m. on three days, May 24, 25 and 26, 2018, the pet adoption fee will be reduced to $50 in observance of May is Pet Adoption Month. The $50 fee includes spaying/neutering and vaccinations. The most recent fundraiser for the shelter brought in $1,100, and another fundraiser is planned for June 2. More details about that one will follow soon. As the days continue to grow warmer, remember - never leave an animal in a parked vehicle, even with windows cracked. Damascus student wins gold Sixteen students from the University of Arkansas Community College at Morrilton competed against their peers in the state SkillsUSA competition at the Hot Springs Convention Center in April, bringing home three gold, three silver, and three bronze medals. Allan Liesche of Damascus, Logan Killer of Dover, and Roberto Guevara of Dardanelle all won gold in their respective categories: technical drafting, collision repair technology, and architectural drafting. Fishing Report

Millwood Lake guide Mike Siefert has been enjoying a hot lake of late. Largemouth bass ranging from 6 to 11 pounds have been caught at Millwood in recent weeks by regular anglers and tournament competitors, Mike says.

Central Arkansas

(updated 5-92018) Bates Field and Stream (501470-1846) says the water is stained and the level is normal. Bream are good and are around beds in 3 feet of water. Use worms or crickets. Crappie are fair. Fish for them around the cypress in 4-5 feet depth with minnows. Bass are good are various depths throughout the lake. Anglers were using spinnerbaits, plastic worms, buzzbaits, lizards, worms and frogs. Catfishing is good. Reports of some nice flatheads. Use nightcrawlers.

Little Red River

(updated 5-92018) Greg Seaton of littleredflyfishingtrips.com (501-6909166) said the roundthe-clock generation of one unit has been keeping up with the inflow to the lake and

kept it from rising into the flood pool. This has been the purpose of the constant generation over the weekend. Now the lake is beginning to fall below this level and the Corps has informed Greg that the dam should be back to power demand only later this week. This means some low-water periods. Generation should go back to afternoon and evening periods. Check the SWPA Forecasts for this information. This is posted each day after 4 p.m. for the next day generation and on Friday evening for the weekend. Greg says fishing was fair over the weekend with the higher water levels. The bite was steady but slow. This should improve as the river flow drops and the insects begin hatching again with the warmer weather. If we can avoid any large amounts of rain, all should be good by late this week. Watch for caddis and March

Brown mayflies coming off with the lower water. Greg notes that the Little Red had a boating accident on the river this weekend. Fortunately, no one was injured. Please remember to avoid the upstream side of docks or any other obstruction in the river during generation. The force of the current will capsize your watercraft. Even a 21-foot river boat can be overturned and swamped when pinned against a solid obstacle in the current. Please use extreme care and life jackets when canoeing or kayaking on the river during high water. “We have a beautiful river for all to enjoy but please respect it and use care especially in high water.”

Greers Ferry Lake

As of Wednesday, the Army Corps of Engineers reports the lake’s elevation at 462.91 feet msl (normal conservation pool: 462.04 feet

msl Oct. 1-April 30; 463.04 feet msl May 1-June 1; 462.54 feet msl June 1-Sept. 30). (updated 5-92018) Tommy Cauley of Fishfinder Guide Service (501-9401318) said the water level at Greers Ferry Lake is at 462.91 feet msl. They are trying to keep it about normal pool of 462.04 feet while they continue to work on a generator, it is 0.87 feet above normal pool of 462.04 feet. The overall catching is just like spring/late spring with any lake or anywhere in the country off and on with all species. The bass fishing is good shallow on all soft plastics. They are there one day gone the next on something different: small crankbaits, swimbaits, spinnerbaits, buzzbaits, flukes, wacky rigs, jerkbaits, etc., and all can be used for the little bit deeper fish as well. The deeper fish that have not moved up yet or the ones that have already moved back out deep are good on C-rigs, football heads with straight tail trailers, Texas-rigged worms. The crappie are still in all phases as well. From super shallow out to 18 feet, use jigs, jigs tipped with minnows, small crankbaits and beetle spins. The catfish are eating it up all over the lake on cut and live bait, just pick your poison or species to target. Lots of upper class 20 are being caught.

The walleye are eating at times as well, when conditions are right for them, in 1218 foot of water on crankbaits or dropshots with a minnow or grub, and crawlers will come into play soon. The hybrids and white bass are getting back set up in the lake, the ones that traveled up creeks and rivers. They can be caught with live bait, inline spinners, swimbaits, spoons and grubs. The bream action is getting better with the warmer weather as well use small inline spinners, crankbaits, crickets and crawlers.

Lake Maumelle

(updated 5-92018) Jolly Rogers Marina (501-8685558) said the lake level is about 10 inches above the spillway, water temperature from the marina is 74 at dusk and about 76 on the north side by the evening time. Largemouth bass are excellent. With water temps in the 70s the black bass are moving out of spawn areas but they‘re mostly done. Some are in the grass or just outside of it. Try using Zoom Trick Worms, crankbaits, jerkbaits and jigs in 4-8 and 10-15 feet of water. A few can also be caught in shallow water on spinnerbaits or chatterbaits. This week, the blacks were biting more during dusk and dawn. Todd and Jim Eskola took advantage of that dusk

bite, hauling in 11.8 pounds of bass to win the Tuesday night tournament, edging Kevin Martin and Graves Hearnberger by a fraction. Keeton Blaylock and Kyle Wise found a Big Bass out there of 5.88 pounds. The Kentucky bass bite is good. The spots are in the grass and also about 8-12 feet deep. Rocky banks or points are best with a crank bait or jig. White bass are good but fewer reports are coming in, while some are saying the white bass are moving in. Use Rooster tails, CC Spoons, dee- diving Bandits, and Bombers. Crappie are good. More reports of crappie being found near brush piles and structures anywhere from 6-8 feet deep. Some are saying they’re striking with the bait rather than hitting. Try using shallow rigs and minnows early in the morning or later in the evening. Bream are good and are coming into shallow water off the rocky points and around brush piles. Try using crickets, worms or jigs anywhere from 3-12 feet depth. Catfish are very good. More reports this week of the channels starting to move out and the blues coming in. Try stink bait and bream around 8-10 feet depth and at 20 feet deep. Had a 44-pound catfish caught last week.
