Clinton isn’t the only school district in Van Buren County that is losing a superintendent. Long-serving Superintendent Billy Jackson has resigned from South Side-Bee Branch. Jackson resigned in February and the district is looking for a new one. There is no word on who is seeking to replace Jackson as e-mail and phone messages were not returned to The Voice Friday afternoon. Billy Jackson resigned in February and the School Board met Feb. 27 to discuss applications. As far as Clinton’s search to replace Andrew Vining goes, the school board met last week to discuss applicants. A representative of the administration office said applications will be accepted until a decision is made. So far, 19 people have applied. Their names and hometowns are listed right:

Man faces porn charges A 51-year-old Damascus man faces 20 counts of viewing child pornography. Homeland Security Investigations in Fort Smith, conducting a peer-to-peer investigation, tracked a computer to an RV park at 17442 Highway S. Public safety meeting set by Mary Philips JP District 4/ committee chair

On Thursday, March 8, at 5 p.m., the public is invited to the County Annex for the “Fair Cost Allocation of 911 Emergency Services” discussion. This will be the third meeting held by the Van Buren County Public Safety Review Committee (PSRC) established by the Quorum Court to review 911 and law enforcement funding for 2018-2020. Previous meetings have included the County Judge, five justices (four whose districts fall with the cities of Fairfield Bay, Clinton and Damascus and one who is a law enforcement officer), plus city mayors and members of their councils, the press and citizens. The PSRC obtains information and makes recommendations to the full Quorum Court. It has no final authority. Policy and funding of 911 Emergency Services (medical,

fire and law enforcement) has evolved over many years. The operation is highly efficient and the public has been wellserved. The Center is located in protected and restricted space provided by the City of Fairfield Bay. Equipment is regularly maintained and up-to-date. The Center conducts an “Open House” each year for interested public. In addition to annual County funds, Fairfield Bay has also provided $850,000 over a 10-year period. Clinton, Damascus and Shirley have not contributed. Committee members have obtained County historical documents and an indepth briefing from the 911 Coordinator, Taylor Fisher, and Center Supervisor, Judy Wells. That information is available to the public. Much discussion has focused on “fair share”. Data is also available that reflects call history

for the county and cities. “Fair share” for each entity is: • Van Buren County = 60% • Fairfield Bay (plus voluntarily funding Damascus and Shirley, 2%) = 21% • Clinton = 19% Translated into dollars and rounded off for 2018: • Van Buren County = $147,000. • Fairfield Bay = $49,000. • Clinton = $44,000 2018 is funded in the current County budget approved by the Quorum Court. At the last PSRC meeting, attendees discussed the possibility of (1) a millage increase of 1% and (2) a sales tax increase. It is believed the former can be levied now by the Quorum Court to cover 2019; the latter, by public vote in November for 2020. These options are being explored and information is expected at the March 8 session.

Steve McKnight

Steven Thomas McKnight, 60, of Greenbrier was born April 8, 1957 to the late Jerome ''Bud'' and Ida Lavelle (Tomlinson) McKnight in Little Rock, Arkansas and passed from this life on February 23, 2018 at his home. He was of the Methodist faith and enjoyed going to the horse races with his dad. Steven retired from the International Paper Corp. after a 30-year career and was an avid fan of the Philadelphia Eagles, Arkansas Razorbacks and Neil Young. He is preceded in death by his parents. Left to cherish his memory are his wife, Judy (Powell) McKnight; three sons, Neil McKnight, Jonathan Goodman (Tara), Anthony Goodman (Shannon); one daughter, Anna Beth Sayan (Nick); six grandchildren; other relatives and many friends. Funeral services was 2 p.m. Thursday at Roller-McNutt Funeral Home, Clinton.

Veda Jo Payne

Veda Jo Payne of Fairfield Bay passed away March 1, 2018. Jo was born in Shirley, Arkansas on October 7, 1923 to the late Emma Bradford and L.B. McGlathery. Following the death of Jo's father when she was very young, her mother, Emma, married W.C. "Connie" Fields who raised her as his own. Jo is survived by her daughter and son-in-law, Kelley and Tom Fielder as well as granddaughters Sarah Grimes (Chris) and Jaime Layne. Graduating valedictorian from Shirley High School at 16, Jo continued her studies at Arkansas Tech, Arkansas State Teachers College, and her postgraduate work at LSU. Because she so valued education, it was no surprise that she became a teacher. Jo and her husband were stationed on many bas-

es around the world where she continued teaching. Following his retirement from the Army, they came back to Arkansas and Jo returned to Shirley as a teacher until she retired in 1986. She loved golfing and the Razorbacks. In addition to her family, Jo was held dear by friends, both near and far. We were all made better by knowing her and will cherish the memories of her grace, strength, and love. Hers indeed was a life well lived. Join the friends and family at the Church of Christ in Shirley at 1 p.m. Tuesday, March 6, 2018 for the visitation, followed immediately by the funeral at 2 p.m. with Geary Leason and Randy Moore leading the service. Interment will follow at Woodland Memorial Park in Edgemont. Donations may be made to the American Cancer Society or charity of your choice.

Jimmy Eason

Jimmy Q. Eason, age 75, of Bee Branch, Arkansas, passed away on March 1, 2018. Born on May 23, 1942 in Sparkman, Arkansas, he was the son of the late John and Myrtle Posey Eason. Jimmy was a loving son, husband, father and grandfather. He enjoyed spending time with his family and friends. He is survived by his wife, Angela Lee Eason; his children, Ann Clift and her husband David, Lesia Hays and her husband John, Doug Eason and his wife Wendy and Mark Eason and his wife Angie; 10 grandchildren; and other relatives and many friends. Funeral services were 10 a.m. Monday, March 5, 2018 at Olmstead Funeral Home, Weber Springs. Interment will follow in the Pearson Cemetery.

Hazel Sullivan, 84 of Shirley, passed away Wednesday, February 28, 2018. Born September 8, 1934 in Little Rock, Arkansas to the late Everette and Patsy Boone. Hazel worked for the Van Buren County Special School as a bookkeeper and was de-

voted to caring for her family. Left to cherish her memory is her son, Michael A. Sullivan of Shirley; and many other friends and family members. Hazel is preceded in death by her parents; husband, Alan Sullivan; and brother, Earl Boone. Services was 3:30 p.m. Monday, March 5, 2018, at the Clinton Funeral Service Chapel.

Irene Bridges

Irene E. Hoyle Bridges was bornMarch 20, 1931, in Crabtree, Arkansas to Walter Benjamin and Kansas Melvina Hoyle. She passed away Oct. 12, 2017. She grew up working on their family farm with her six siblings. Because Irene’s help was required working on the farm she only attended school through the third grade. In 1947 she married Ray Bridges from Jerusalem, Arkansas. The family moved to Obrien, Oregon. Irene worked as a nurses’ aide and became a CNA in 1978. Irene received an adult education certificate in 1983. In 1977 Irene married Dale McCune. Upon retirement they moved to Crabtree, Arkansas. After her father’s death and separation from Dale, Irene moved to Springfield, Oregon in 1997. Survivors include her first husband, Ray Bridges; two sisters, Ruby Henderson and Edith McKnight; three sons, Steve, Hershel and Stan; two daughters; Kay and Joy; nine grandchildren; and 10 great-grandchildren. A graveside ceremony will be held 10 a.m. Tuesday, March 20, at the Zion Hill Cemetery near Alread, Arkansas. Following will be a nohost lunch at 12:30 p.m. at Western Sizzlin Restaurant, Clinton. Jewell Tomlinson

Jewell Louise Lewis Tomlinson was born October 4, 1926 in Choctaw, Arkansas, and passed away on February 27. 2018 at her home in Clinton. She was the daughter of Tony and Katherine (Katie) McCue Lewis. She was united in marriage to Billy Fred Tomlinson, October 2, 1945. Jewel is preceded in death by her parents, her husband, her son, James Toney ''Jimmy'' Tomlinson of Marietta, Georgia; four brothers, Cecil Lewis, Walter Lewis, Warren Lewis, Dewey Lewis, all of Clinton; and two sisters, Helen Lewis Treadway of Clinton, Edith Ann Lewis of Pangburn. Left to cherish her memory are one son, Billy Lewis Tomlinson of Pea Ridge, Arkansas; one daughter, Judy Lou Tomlinson Tallman of Pea Ridge; four granddaughters; three great-grandchildren; one great-great-granddaughter; one brother, Donald Lewis of North Little Rock; and other relatives and friends. Jewell was a 1944 graduate of Clinton State Vocational Training School (now Clinton High School). She attended Draughon Business College in Little Rock, Arkansas and TCU in Fort Worth, Texas. Jewell was a retired executive secretary of the General Dynamics Corp. of Fort Worth, Texas. She was a member of the First United Methodist Church of Clinton since 1938. Per Jewell's wishes she will be cremated. Memorials may be made to the Methodist Church or Arkansas Children's Hospital.

Howard Grinder

Howard “Fat” Grinder, age 91 of St. Joe, Arkansas passed from this life on Friday, March 2, 2018 at Highland

March 6, 2018 Court in Marshall, Arkansas. He was born in the Burr Oak Community of Searcy County, Arkansas on February 11, 1927 to Harvey Grinder and Myrtle DePriest Grinder.

Howard was a heavy equipment operator for over 20 years. He was an avid fisherman and hunter. Howard was an excellent gardener and spent many long hours cultivating his tomatoes. He liked to watch boxing and westerns. Survivors include his wife, Connie Ramsey Grinder; one son, Frank Grinder of Harrison; 10 grandchildren; 16 great-grandchildren; three great-great-grandchildren; and two brothers, Harold (June) Grinder of Pindall and J.D. Grinder of St. Joe. Howard is preceded in death by his parents; his children, Vicki Beard, Mike Grinder and Ann Alread; and his siblings, Earn Grinder, Marie Still, Jack Grinder, E.G. Grinder and Bob Grinder.

Funeral services will be10 a.m. Tuesday, March 6, 2018 at Roller-Coffman Funeral Home in Marshall, Arkansas. Burial will be in Silver Hill Cemetery near St. Joe.

Shirley Ruby

Shirley Lea Ruby, 88, of Bay City, Michigan and Fairfield Bay, Arkansas, died Thursday morning of heart failure. She is survived by a slew of people who think that really sucks. She grew up in Canajoharie, New York, loved school and was head cheerleader, president of the student council, and star of the senior play. As her sister Marion McKinnon put it, "She did it all.” Shirley and her first husband, Forrest McNary, had three daughters, Carol, Barbara and Linda. They divorced in 1959. Shirley taught el-

ementary school in New York and Maryland. She worked with troubled children in Norristown, Pennsylvania. She married the school’s founder, Sheldon Rappaport, and they developed a program to train teachers on special needs students. They divorced in 1990. Ernest Kenneth McKay Sr., 89, was born February 6, 1929 to the late Charles and Maudie Lee (Stewart) McKay in Booneville, Mississippi and passed away February 27, 2018 at his home in Shirley. He is preceded in death by his parents, his wife, Pat McKay, one daughter, Mary Phillips and one son, Gary McKay. He is survived by two sons, James McKay, Kenny McKay (Janet), one daughter, Julie McKay, several grandchildren, great-grandchildren, other relatives and many friends. Funeral services were 10 a.m. Thursday, March 1, 2018, at the Roller-McNutt Funeral Home in Clinton, Arkansas. Interment was at Colony Cemetery in Bee Branch, Arkansas.

“Endless Gardening” is a program being presented by Alread EHC,Thursday, 1:30 p.m., in their clubhouse on 16 West. The focus will be on “making it easy” so that those with diminished physical capabilities can continue to garden. Subjects will include raised beds, tools and techniques, exercises for those with arthritis, plus much more. Printed materials will be provided. It’s free and open to the public. “Recycling Day” is Saturday, 8-10 a.m., at the Alread Cafeteria. Have you hugged your recycle bin today? Talked to Ray Berry about all the washing that had occurred on country roads due to the recent heavy rains. He said that the road up to the Crabtree Cemetery was in bad shape. He thought his son Dennis had equipment that would smooth it out, and wondered if the county could provide gravel for the project. Jim Gillam stopped to talk while I worked on the flowers in front of The Voice. He said he read the Crabtree News and particularly liked the continuing updates on Louis Jackson’s efforts to become the county’s molasses baron. Turns out it was Jim who provided

Louis with the pipe for the new irrigation system. There are a lot of us molasses lovers that would be very happy to see this project work out. Marge Koone called in an event and then mentioned the trumpeter swans staying on several ponds out near Rex Road. Thanks to Robert Gaut, The Voice had a photo of those swans in the Feb. 20 Edition. I had to drive all the way to Boxley Valley near Ponca to see my first. Early daffodils are now blooming near everywhere in the county. A neighbor called to say her trout lilies were blooming and mayapples were just starting to push up out of the ground. I saw my first dandelion of the season last Friday. Sounds like spring is rushing towards us. That’s good, right? The USGS says an early spring can bring out disease carrying ticks and mosquitos earlier than usual; can cause an earlier, longer and more vigorous pollen season; and frost can kill off baby flower buds before blooming adversely affecting birds, bees, butterflies and fruit production. Sigh. Apologies to ACCDA for mentioning here last week an Alread Calendar listed event that had been

Thelma Murray recently visited Marty Smith of Lost Creek Road and Jesse and Dee Bryan of Lute Mountain Road. Dee is having some health issues but she still has her sweet smile. Have you noticed spring has sprung, the grass is growing and the flowers are blooming? The Middle Fork of Little Red River that flows through Shirley got full but it didn't get out of its banks.

Jo Carol Hamilton went with Renee and Philip Carr of Rushing and his mother Charlene Carr of Fox to St . Louis, Missouri, on February 23. They traveled there to attend the Temple of the Church of Jesus Christ of Latter Day Saints both Friday and Saturday. On their way home they stopped at Aldi’s in Rolla, Missouri. Jimmy and Thelma Murray attended a birthday dinner for Jimmy's oldest living cousin, Jewell Kocher of Fox. She is 89 and still in pretty good health. All of her five children and most of her grandchildren and great-grandchildren were there. Jimmy got to see a lot of his family Sunday afternoon in Fox.

During the loan process; Clinton Water will make our payments to Rural Development and operate the Rural Development requirements. The Board would also like to thank the Clinton Water manager and the Clinton Mayor for working with us and the City Council for approval. We also want to thank our staff and operator for many years of service. Our system was installed in 1997 with around 150 members. We now have around 348 members and 45 miles of line. Our goal was to supply water to as much of our service area as requirements would allow and then turn the system over to a larger system. We have accomplished that goal. We have added water to Rocky Hill Road, Libby Lane, an extension on Hwy. 254, Linn Creek, Plant Church, Oyler, Flat Rock, Delta, Tracewood, and Hip Lane, all of these folks needed water. We are thankful for the original board members and for so many in our community that assisted in developing the Dennard Water System and provided all of us with quality water; making life better for all.

Ruth and BE Webb are both doing better. I talked to her today and she sounded a lot better. Ruby and Thelma Webb came and spent the day with them and brought lunch. They had Mexican chicken, tomato soup and peach cobbler with ice cream. Ruth says it was delicious and they had a really good visit. It sure sounds good! We are having a fundraiser at the Formosa Community Center on March 10.

Page 7 We will have chili with all the fixins’, a silent auction and also a dessert auction. Heath Sanders with be there to entertain us, and some of the politician will be speaking. I hope we have a good turn out. The proceeds will go toward the upkeep of the Community Center. So everyone come out and have a good meal and fellowship and support our community. The event will start at 12 noon. Marva Ward went to the dermatologist last Friday and is going to have to have some surgery on her arm. Good luck to you on that, Marva. R G says he is “fine as the hair in a mouse’s ear”. So my conclusion is that he is doing mighty fine! JR and I and Thelma Murray went to Marshall on Thursday to an estate sale out on Bear Creek. I didn’t find anything I couldn’t live without, but if I had, I don’t think I could have afforded it! We came back to Clinton and then headed to Conway for shopping and lunch at Golden Corral. We made it home a little before 6 and we were pretty much pooped. I didn’t have much trouble sleeping that night! Have a good week and God Bless.

We were treated to a beautiful birthday cake and ice cream honoring Carol Cruise. Her family went above and beyond. Mrs. Danece Bowling fell in her home and hurt her leg. She was doing OK when I went to visit her. She joined us at the center this week, looking beautiful as always. Mr. Troy is not doing well. Keep him in your prayers. Gerry Bridges shared some beautiful daffodils at the Clinton center. Spring is just around the corner, hopefully. Mr. James Payne and family are thrilled at the doctor’s report. The cancer has shrunk and for that we are all grateful. Good things happen to good people. We ate fish last week at Fairfield Bay. It was good as always. They have a great working crew in their kitchen. A trip is being planned to Wye Mountain to see the daffodils. Make sure you get your name on the go list. Think we have had enough rain for a while. Too bad we can’t get some later this summer when we need a shower or two. Get out and enjoy the beautiful sunshine and spring flowers an green grass. A friend “not” in need is a friend indeed!

month and are asking all Arkansans to report any dead deer they see along roads and highways. Road-killed deer offer biologists a

chance to monitor for chronic wasting disease throughout the state without the need to kill deer to obtain samples.

er get it. Usually, in your brain there is something called microglia cells that clean out faulty proteins. If you haven’t heard, Alzheimer’s is caused by faulty Tau Proteins. Anyway, when the scientists subjected these mice to flickering lights, the microglia cells became more active. It’s kind of like me, when my wife yells at me loud enough I will finally get up of the couch and take out the trash. Fishing Report

Heavy rains from last week have pushed lake and stream levels much higher. Many lakes have seen an uptake of 10 to 20+ feet in rise over the week and limited some fishing opportunities. Greers Ferry Lake's rise has hurt trout fishing opportunities for waders on the Little Red River. You'll need to drift-fish due to the high river.

Central Arkansas

Little Red River

(updated 2-282018) Greg Seaton of littleredflyfishingtrips.com (501-6909166) said the rain last week and Tuesday night raised the level of the lake to 468.4 feet msl. This is 6 feet above normal. It all boils down to high water on the river. Tuesday night’s rain has muddied the river and it will probably take a couple of days generation to help the water clarity. Drift-fishing will be the only option until the water recedes. Remember to be safe on the river during high water. Dripping Springs Landing at Pangburn will be closed indefinitely because of a mudslide and debris.

Greers Ferry Lake

As of Wednesday, the Army Corps of Engineers reports the lake’s elevation at 468.40 feet msl

(normal conservation pool: 462.04 feet msl Oct. 1-April 30; 463.04 feet msl May 1-June 1; 462.54 feet msl June 1-Sept. 30). (updated 2-282018) Tommy Cauley of Fishfinder Guide Service (501-9401318) said the lake has come up over 12 feet, from 456.03 feet to 468.46 feet msl. It is currently 6.42 feet over normal pool of 462.04 feet msl and rising and will continue to come up with the rain. The black bass fishing is good if you can find them, as they have moved a lot with the rise and warmup. Run-ins and secondary points should be great and getting better every day on Rat-L-Traps, spinnerbaits, jigs and squarebilled crankbaits. When the water clears some, look for a great jerkbait bite in mid-depths and a C-rig and football headed jig to still work for the deeper fish. The crappie are on the move

as well, coming up with the water. Longer days will put them in some of the bushes, up creeks and rivers, and the lake fish suspended shallower in the water column as well. Try dipping a minnow or jig in shallow bushes, while for the lake fish look in pole timber and over buckbrush in the 5-8-feet range. Bream will be moving shallower as well. Concentrate in 10-15 feet of water, using crawlers. The walleye have gone on upriver to where the river species will spawn. When the water clears, the bite should be good. A few can be caught now by whomever wants to brave the elements. Right now use bright-colored crankbaits and bright-colored jigheads tipped with minnows or a small bream. The lake fish will be moving more toward humps, points and riprap banks to where they will try

and spawn later on. Try dragging a minnow or small bream on a jighead, catfish rigs or a dropshot. The hybrid bass and white bass feed will be off the charts when the water clears some as they do not like dirty water. Look on flats, points and bends in the river or next to it on humps, etc. for the best action. Be sure and find the shad, use spoons, inline spinners, hair jigs, swimbaits and Alabama rigs.

Brewer Lake

(updated 2-282018) Larry Walters at Bones Bait Shop (501-354-9900) said the clarity is stained and the water level is high. Bream are fair on worms and crickets. Crappie are biting fair on chartreuse jigs. No reports on bass, catfish or any other species.

Lake Maumelle

(updated 2-282018) Jolly Rogers Marina (501-8685558) said the lake is a little high and has a little color from all the rain but is starting to clear up. Black bass are good. With water temps in the low 50s and on the rise, the bass are starting to move into pre-spawn areas. Crankbaits and jerkbaits are working well in 6-10 feet of water. A few can also be caught in shallow water on spinnerbaits or chatterbaits. Kentucky bass are good. Spots for the most part are still a little deeper than the largemouth. Main lake rocky banks or

points are best with a crankbait or jig. White bass are excellent. More reports coming in this week from anglers catching limits of white bass. They can be found on the west end of the lake and under the Highway 10 bridge. Use Rooster Tails, CC Spoons, deep-diving Bandits, and Bombers. Crappie reports are poor. The high muddy water is making for a tough crappie bite. Once the water settles down, they will start heading shallower due to the warming weather. No reports of bream, and no reports on catfish.

North Arkansas

White River

(updated 2-282018) Sportsman’s White River Resort (870453-2424) said the trout catches have been fair. The river level is high, as generators are running in the morning and shutting off in the afternoon.

Bull Shoals Lake

As of Wednesday, the Army Corps of Engineers reports the lake’s elevation at 660.73 feet msl (normal conservation pool: 659.00 feet msl). (updated 2-282018) Del Colvin at Bull Shoals Lake Boat Dock said on Monday the lake level was at 652 water and the temperature was about 46 degrees. He said it’s starting to warm up. You could find some

48-, 49-degree water Monday in the backs of some of these creeks. There’s a couple different patterns going on. It seems like the fish are in transition from winter haunts coming into spring. The shad are starting to move around and it's made the bite tough the last couple days. There's been a shad kill up the lake and there's a little bit of a shad kill on the lower end, too, depending on where you're at. The brush piles the AGFC put in are amazing. Fish are already on them – not all of them have fish on them, but a lot of them are holding a lot of little fish, which is great. Del said, “A big shout out to those guys – great job on the brush piles. We’re catching fish off them already.” Del said the deep bite has been pretty sporadic still with the shad moving around, but if you get on top of them on the secondary points or the main lake points, anywhere the channel swing comes in on a bluff, and if you see you can drop in on them – they're not there all the time – drop the drop-shot or spoon. You can video game those fish and pull a few off there. Del said that’s not really a go-to style he would rely on, but it's something he'd look for when he was out. There’s a deep bite for the jig, too.

Bradley enrolls in leadership program Gayla Bradley is Clinton one of 28 participants taking part in LeadAR, a statewide leadership development program sponsored by the University of Arkansas System Division of Agriculture, Cooperative Extension Service. Since 1984, LeadAR has sought to develop rural leaders as well as help urban residents grasp the importance of agriculture in the state. Agriculture is Arkansas’ largest industry, adding more than $21 billion to the state’s

economy annually. “The purpose of LeadAR is to enhance these emerging community leaders using the latest research tools to expand their self-awareness, increase motivation, and enrich their communication skills as a leader,” said Noah Washburn, the program’s new director who helped revamp the 34-year-old program to better fit the busy schedules of today’s professionals. Bradley attended the first of eight LeadAR seminars on Feb. 7-10,

Bradley 2018 in Little Rock. The seminar focused on leader development and legislative issues facing the state of Arkansas. The LeadAR program also includes a national and international study tour with a leadership project completed by each participant in their local community. “I would love to help my community thrive, revitalize, and gain the knowledge needed to restart the process that has been lost through the downward economy,” Bradley said when asked about her involvement in LeadAR. Bradley is a dental assistant with Dr. Mitch King DDS in Conway. Bradley will join an engaged alumni group of more than 480 Arkansans who have participated in the program since its inception. LeadAR alumni live in 71 of Arkansas’ 75 counties.
