The Van Buren County Wellness Committee will hold a ribbon cutting hosted by city and county officials on February 12, 10:30 a.m. at Clinton Main Street Park, following the committee’s regular meeting at the VBC Library. The event celebrates the launch of a grant-funded kiosk project featuring asset mapping of community health resources. Currently, three kiosks have been installed: one at the Main Street Park playground, one at the Archey Fork Park walking trails, and one near the entrance of the Ozark Health facilities. The design offers a detailed directory of healthy activities, community resources, and assistance programs available throughout Van Buren County.

New manager at Clinton water

Leslie’s loss is Clinton’s gain. W i l l i a m Hinchey, who has been with the Leslie water department for six years, has been hired by the Clinton Water Commission to run the department. Hinchey, according to Clinton Mayor Richard McCormac, will take over the department on Feb 11. Hinchey spent time with the Clinton department last week. He will be the department’s fourth manager since 2016. Richard Hink has been acting as interim manager.

The VBC Wellness Committee, founded by then-County Judge Roger Hooper in 2017, was modeled after the “Healthy Active Arkansas” program. Its goal is to create a bridge between local health resources, information, and initiatives in order to improve the health of Van Buren County residents. The commission is targeting obesity rates, tobacco use, workplace wellness, and food insecurity, as well as the need for mental health support and drug recovery programs. The committee organized several town hall meetings with area medical professionals to explore its mission. The kiosks at the park feature a scale map of the park’s walking trails and attractions.

for further treatment. The next day, Hodges told officers in an interview that she is a drug addict and had been using meth intravenously and smoking marijuana, according to the document. The baby has been breast-feeding and Hodges said she had not used drugs for two months before the incident, the report states. We took JR to the doctor again this week, he gets to start getting off some of his meds. That is good news! He don’t have to go back for another 2 weeks, so that will be a good rest. Condolences go out to the folks who have lost loved ones and get well wishes and prayers to those who are sick. God bless all with a good week.

Becky Rolen's granddaughter of Cabot is expecting twins, a boy and a girl. She also has a son who is 3 years old. Patrica Worden of Dodd Mountain has been fighting breast cancer and has finished her chemo and radiation and is doing good. Jerel Brown reports he is getting in lots of seed catalogs. It will be potato planting time February 14. For the fishermen, the walleye tournament will be starting February 9 through March 16. Entries can be picked up at the corner store in Shirley with all the information. The meet and greet for the new county officials Saturday at the Van Buren County Library, sponsored by the county EH Council, was a big success. Most everyone who attended felt like they left with some good information. The time capsule that was dug up in Shirley that I reported about last summer

turned out to be disappointing. I checked on it and found out ,that moisture had got in it and the contents had rotted. So sad, I was looking forward to learning what was in it. Tina Parker of Clinton, daughter Lexie of Heber Springs and Erik and Jordan visited her parents, Larry and Lois Treece, over the weekend. Bobby and Tina Dixon of Center Ridge visited Ruth Hodge on Saturday. Jimmy Lee Johnson celebrated his 74th birthday Sunday. Most of his ancestors on the Williams side of his family lived to a ripe old age, especially his grandpa Shirley Williams.

David and Pinyan Story of Rocky Mount, Virginia have been visiting his mom, DeLane Story. They’ve been staying around the house and pruning everything for spring. DeLane said they played Canasta all day one day. That sounds like a good day to me! Ruth Webb went

to the doctor to have the staples removed. She says they are all gone and she is proud of that. I think she is, along with me, ready for spring. Donna and Richard Sherrod went to grandparents day at St. Joseph’s in Conway and had lunch with Cadence on Thursday. Donna, Anne Mann, DeLane Story and Earlene Brecheen of the Formosa EH Club attended the Van Buren County EH meet and greet with the county officials on Saturday of last week and helped with the desserts. They said it was interesting to talk to the officials. Marva Ward went to her heart doctor last week and she got a good report. Ashley Anderson is on vacation this week, she and Kylah have been having a good time. Frankie, Erica, Rylan and Landon Ward of Greenwood visited Marva and RG and Larry and Lori Brock over the weekend. RG took a tumble this week, so David came over and put him up a grab rail. I think I could use one of those on level ground. I took a pretty good tumble this week myself! I have some big bruises and a sore shoulder. I’ve had a rough night or two, couldn’t sleep very well. Every time I moved it hurt!

A neighbor told me she had some daffodils starting to send up flower buds. So I checked it out at several locations in the county and sure enough lots of buds are coming up. Of course it’s always a guess but if the weather tends warm this month we could see our first daffodil flowers before month’s end. My friend Lalla Lee Ostergren, 94 and under hospice care, as

Ruby Black celebrated her 90th birthday on Sunday and there was a great gathering of her many friends and family to help he celebrate. Happy Birthday, Miss Ruby! (I hope I got this right) Saturday was First Saturday Morning Breakfast and then Game Day at the Senior Center. It is going to be nice and warm for this week. The weather people say we may see temperatures in the 70's. We will welcome a break in the cold. Next week we will see if the groundhog is going to see his shadow. If he does we are supposed to have 6 more weeks of winter. Maybe he will be nice to us this year. Of course, I would be mean if they yanked me out of my warm bed and took me out in the cold. I guess we will wait and see. We still have several in our community that are very ill and several that are still recovering that need prayer. Let's continue to remember them in our prayers and to check on their recovery. Steve Ingram passed away and his service was on Monday and Charlie McCoy passed away the next

The Shirley folks have continued to support their center. Attendance was really good last week. We sat with some fun people last Thursday. We laughed and had a great time and a good meal. That is what it’s all about, folks. The program has some trips coming up. Sign up with your center director if you’re interested in going. If you have suggestions for trips, tell your center director. Also tell your center director if you need transportation to medical appointments, to go shopping or run other errands. THAT

BANNER MOUNTAIN GIRL

by Freeda Baker Nichols

Hoping for snow Why are some people writers? The desire to write is not I believe - what people choose but rather it’s what chooses people. It’s a force inside that makes people want to write. Stories. Poems. Essays. Columns -like this one I’m attempting to write weekly. As February begins in this new year 2019, I’m reminded that it’s the shortest month of the year and that it’s packed with fun things – possibly snow and always valentines. Often, we have a snow in February and always we have valentines. A look into my writer’s journal of 1980, I find this entry for January and February: “A gust of wind came and snow dust went flying,” said my son. Thomas, our cat, came inside to eat. Afterwards, he lay by the fire. A lazy cat, fat and furry and fun to own - the first cat who ever stayed with us long enough to seem like ours. Tonight, a fine mist of snow is falling again. Probably, there will be no school again tomorrow. End of journal entry. Takes me back to the snows on Banner Mountain when I was a child. We had no weather forecast back then. The fresh, clean snows would surprise us. As the snowflakes fell from the sky, Mama would tell us, “The ole goose is losing her feathers.” Mama’s “saying” is something I think of even now when I see snow falling. And I’ve quoted it to my kids even though they have never had the pleasure of owning a goose. Oh, how good the

"We had no weather forecast back then. The fresh, clean snows would surprise us." snow ice cream tasted, back then. Vanilla flavoring, sugar and milk added to the fluffy snow was the best treat that Banner kids could ever want. That made wintertime bearable. Snow ice cream and tracking rabbits kept away winter boredom. Seriously! Sometimes our pond at Banner was frozen over. And the ice had to be broken so the cows could drink. I’m sure winters were hard for my parents. Daddy had to cut wood and split kindling for the two wood stoves - one in the living room to heat the house and one in the kitchen where Mama cooked our meals. Electricity did not come to our house at Banner until I had started to high school. I’m not sure when Mama got an electric cook stove. I never heard her say how she liked it. Wood stove or electric stove did not make Mama the good cook that she was. I think it simply was her love for her family, her devotion to duty and honor, her example of being herself, a wife, a mother, the lady that God created her to be - that’s what made her meals of white beans, fried potatoes, cream pies and tea cakes wonderful. Nobody could make Kool-Aid taste better than the Kool-Aid Mama made

in a white china pitcher with a handle. Whether or not we get a picturesque snow this month, in this year, we will have a chance to exchange valentines with someone. Valentine’s Day is coming up It’s not too early to go shopping for your valentine. You can find valentine cards in numerous stores and online or you can write a verse on your computer and print a card on your printer. Or you can do as we did as children at Banner School. You can use scraps of paper, bits of lace, crayons, strings and glue to make your own creation. Handmade cards are unique. One year, I received a handmade valentine at Banner School. It was from a boy who might have had a crush on me. Not sure of that. I was happy to get the card, which had been cut from an older card and glued with paper lace to make it pretty. I was teased unmercifully by my classmates who quite skillfully made up this rhyme and chanted it, laughingly: “Freeda and Ed’s going to wed!” But we didn’t. He was a really nice kid and his valentine for me became a happy memory, despite the classmates’ teasing. His handmade valentine was as special to me as if it had come from Hallmark. I wish I had been wise enough, back then, to genuinely thank him for that valentine. He cared enough to give his best. And memories like that are what keeps my heart full when I think of my childhood and the people of Banner Mountain.

Happy February, Van Buren County! INVESTING IN VAN BUREN COUNTY

By Dale James Van Buren County Judge

I thought you might like a quick update from the office of the Van Buren County Judge. We had a very busy and productive January.

ROADS

County roads, unfortunately, have been a slow go. The weather certainly wasn’t on our side for most of January. We have had a lot of rain and freezing temperatures. Please be patient as we work overtime when necessary to keep your roads in the best shape possible. The grader operators have been allowed to take all the time it takes to clean the ditches and crown the roads as they go. If you see one of our graders in action, feel free to give them a toot of your horn to show them your appreciation.

JOBS

I have worked many hours reaching out to potential businesses for opportunities in VBC. Dialogue has been opened and we are in communication with serious investors. The positive responses from those investors have been uplifting. We need all the jobs we can get.

A local business has agreed to sell tires to the county via the Arkansas State Procurement Process, or “State Bid.” The purchase of tires alone for cars, tractors, and large equipment will bring back over $50,000 from other counties this year alone. The road department is shopping locally for parts to repair our own equipment. We are buying locally whenever possible. Buying locally for us is simply a way of life. The office of Prosecuting Attorney was in need of two new vehicles, which were purchased right here in good ole VBC via State Bid. Spending your money here (tax dollars we spend are not ours, they’re yours) funds local jobs and supports our own county.

TRANSPARENCY

The VBC Quorum Court meetings are being video recorded and are available through the county’s website, w w w. e n j o y v b c . c o m through the following links: Click the Government tab at the top of the page, click Quorum Court, then click on Quorum Court Video Link.

OTHER MATTERS

We are shopping for the absolute best buy on a rock crusher. We have found some equipment with as little as 800 hours, under warranty for 2000 hours. It is a jaw and cone type crusher on tracks with a screening plant. The rocks in VBC

have a very high silica content so we need this type of equipment for our good quality stone. We had a little ice/ snow in January in the northern half of the county. Sand spreaders were sent out as quickly as they could be effective. Thankfully, the winter precipitation quickly melted. I am meeting with vendors to restore equity in our equipment as leases are set to expire. Good things are happening on that front. The glass ceiling of the VBC Road Department was shattered on January 1. Wanda Huff came on board as a road crew laborer. We are truly an equal opportunity employer and place a high value on diversity. Through research, I haven’t found any history or documentation of a female being on the road crew here in the county. Ladies, feel free to pick up an application for the road crew at the Court House Annex. I brought over from the Sheriff’s Department Shannon Hoyle. She is in charge of documenting the county’s system of roads. By the end of the year, our goal is for you to be able to go to the county website, click on roads, click on your road in question, and get full documentation about that road. Is that road a county road, public access route, city street, or even a private drive We hope to have the answers to those questions readily available at your fingertips, including markings for the beginning and ending of each road truly in the county road system.

SUMMARY

I thank God daily for the blessings this county offers. It is truly an honor to serve as your County Judge and to put “Van Buren County First.”

Shakiest Gun in the West, Part 2 Where to find In the previous article we learned a little about what is called a “resting tremor,” which as the name implies, a tremor in your body that happens while you are resting. This article will look at a second type. “Essential tremors” are not what the name implies in this case. It is not essential that you have this one, believe me. Unlike resting tremors, this type occurs when you are moving, like trying to drink a glass of water, or taking a spoonful of cereal. Before you get too scared, having this type of tremor usually does not lead to a bad disease of some sort. It can get worse though over time. While it usually starts in the hands, it can also affect the head making it move back and forth like you were nodding your head yes or no.

Just like resting tremors, stress, caffeine and extreme temperatures can make it worse. While getting older is a common culprit in causing essential tremors, genetics often has a role in this. Thanks Mom and Dad! Here’s the good news though. If you have an essential tremor you probably don’t have Parkinson’s disease (PD). Tremors associated with PD usually happen when your hands are resting or by your side. There are some

treatments for essential tremor, so ask your doctor about these. Medicines called beta blockers can be helpful. This type of medicine is usually used for high blood pressure. Drugs for epilepsy or seizures might also do the trick, as do some tranquilizers. You have probably heard of Botox injections, well it could also help you with your tremors as well. It’s not always for pouty lips. - Ron Henson, BSRN, Ozark Health Homecare, 745-7004 opt.2

Fishing Report North Arkansas

White River

While the temps haven't been as suitable as these anglers may have found it an Arkansas springtime fishing for walleye, there are reports surfacing in various lakes, especially Beaver Lake, of walleye staging for the spawn and being hooked.

Northwest Arkansas

Beaver Lake

As of Wednesday, the Army Corps of Engineers reports the lake’s elevation at 1,121.61 feet msl (normal conservation pool: 1,121.00 msl). (updated 1-302019) Southtown Sporting Goods (479443-7148) said fishing has been slow the last few days. The clarity is clear and the water is cold. The level is normal. Crappie reports have been good, though. Anglers are having good success along the channel edges and in the river arms using minnows or jigs. Bass are fair, but you have to fish deep to find them. Work the creek arms, also. CC Spoons, Alabama rigs, jigs and jerkbaits are being used. Walleye reports are coming in, they note. Walleye are in the river arms and hitting deep-diving crankbaits and Flicker Shad. Catfishing is poor. Bream are poor.

Central Arkansas

Little Red River

(updated 1-302019) Lowell Myers of

Sore Lip’em All Guide Service said current generation pattern is around 12 hours each day. This pattern provides opportunities to fish the middle and lower sections of the Little Red River during the morning. For fly-fishing, Lowell recommends egg patterns, San Juan worms and streamers during high water conditions, and midges, soft hackles, sowbugs and streamers during normal water conditions. Hot pink, cotton candy and white bodies on chartreuse jigheads are recommended for Trout Magnet spin fishing. Be safe while enjoying the river. Always check before heading to the Little Red River by calling the Corps of Engineers Little Rock District water data system (501-362-5150) for Greers Ferry Dam water release information.

Greers Ferry Lake

As of Wednesday, the Army Corps of Engineers reports the lake’s elevation at 463.21 feet msl (normal conservation pool: 462.04 feet msl Oct. 1-April 30; 463.04 feet msl May 1-June 1; 462.54 feet msl June

1-Sept. 30). (updated 1-302019) Tommy Cauley of Fishfinder Guide Service (501-940-1318) said the water level at Greers Ferry lake is at 463.21 feet msl and falling with generation. At midweek it is 1.17 feet above normal pool of 462.04 feet msl, and with the forecast will be a very wet spring. The hybrids and white bass catching is still good, but we could be on the verge of a shad kill, looking at water temps. Try spoons, hairjigs, inline spinners and swimbaits in 25-80 feet of water, on little humps around baitfish. Black bass are eating at the same depth (2580 feet) on a variety of baits. Bream have provided no catches. “Dummy,” who I mentioned last week, is still reporting he is catching all three species of catfish. Crappie are still going strong vertical on jigs and jigs with minnows, in again 2540 feet of water around timber. Also use a Roadrunner. Walleye are staging up at various places and moving every day or so back and forth; try a jig tipped with minnow or use crankbaits.

(updated 1-302019) Cotter Trout Dock (870-435-6525) says, “The cold got you down? The flu season claimed you as a victim? Coughs and sniffles keeping you at home? Cheer up, springtime is closer today than it was yesterday, warmer weather is on the way. The trout are getting feisty and looking for some interesting nibbles.” Bull Shoals Lake level has almost reached the desired power pool elevation and generation flows should decrease shortly. Even with high water running on the White River, the trout catch has been plentiful. The fly guides are using weighted line and more tricks to keep the flies lower in the water, Woolly Buggers and streamers attract positive attention in fast water. Nightcrawlers and redworms are standard diet when lots of water is being issued, so pack those in the bait bag. Don't wait too long to find your way to the river. The bite is strong right now. (updated 1-302019) John Berry of Berry Brothers Guide Service in Cotter (870435-2169) said last Friday that during the past week they had rain and snow (combined for an inch and a quarter here in Cotter), cold temperatures and heavy wind (to include lake wind advisories). The lake level at Bull Shoals fell 0.9 foot to rest at 1.7 feet above seasonal power pool of 659 feet msl. This is 34.3 feet below the top of flood pool. Upstream, Table Rock fell 0.1 foot to rest at 0.9 foot above seasonal power pool and 15.1 feet below the

top of flood pool. Beaver Lake rose 0.1 foot to rest at 1 foot above seasonal power pool and 8.6 feet below the top of flood pool. The White had heavy generation and no wadable water. Norfork Lake rose 0.8 foot to rest at 1.8 feet above seasonal power pool of 553.75 feet msl and 24.4 feet below the top of flood pool. The Norfork had no wadable water. Seasonal power pool has been reset for the lakes in the White River system. All of the lakes in the White River System are now above the top of power pool and anglers will see more high water and little if any wadable water. The White has fished well. The hot spot has been the state park below Bull Shoals Dam. The hot flies were olive Woolly Buggers (sizes 8, 10), Y2Ks (sizes 14, 12), prince nymphs (size 14), zebra midges (black with silver wire and silver bead or red with silver wire and silver bead sizes 16, 18), pheasant tails (size 14), ruby midges (size 18), root beer midges (size 18), pink and cerise San Juan worms (size 10), and sowbugs (size 16). Double-fly nymph rigs have been very effective (John’s current favorite combination is a size 10 cerise San Juan worm with a sizer 12 Y2K suspended below it. Use plenty of lead to get your flies down.

Norfork Tailwater

(updated 1-302019) John Berry of Berry Brothers Guide Service in Cotter (870435-2169) said last weekend that over the previous week Norfork Lake rose 0.8 foot to rest at 1.8 feet above seasonal power pool of 553.75 feet msl and 24.4 feet below the top of flood pool. The Nor-

fork had no wadable water. Seasonal power pool has been reset for the lakes in the White River system. All of the lakes in the White River System are now above the top of power pool and anglers will see more high water and little if any wadable water. The Norfork has fished well. Navigate this stream with caution as there has been major gravel recruitment at the bottom of Mill Pond and the dock hole. The most productive flies have been small midge patterns (sizes 18, 20, 22) like ruby midges, root beer midges, zebra midges (black or red with silver wire and silver bead) and soft hackles (sizes 14, 16) like the Green Butt. Egg patterns have also been productive. Double-fly nymph rigs have been very effective. Try a small Y2K suspended 18 inches below a brightly colored San Juan worm (hot fluorescent pink or cerise size 10). The fishing is better in the morning. Dry Run Creek is fishing well. The hot flies have been sowbugs (size 14), Y2Ks (size 12) and various colored San Juan worms (worm brown, red, hot fluorescent pink and cerise size 10). It is cold out there be sure and bundle the kids up. Remember that the White and Norfork Rivers and Dry Run Creek are infected with didymo, an invasive alga. Be sure and thoroughly clean and dry your waders (especially the felt soles on wading boots) before using them in any other water. Many manufacturers are now making rubber soles that are easier to clean and are not as likely to harbor didymo.
