TUESDAY, July 3, 2018 / Vol. 4 Issue 27 / 75 cents NOTICE Happy Fourth

A reminder that The Voice office will be closed Wednesday, July 4, in observance of Independence Day. Please use caution around fireworks and if you’re drinking, don’t be driving - cars or boats!

July Fourth Archey Fest 2018 is history. A crowd turned out for music, food, rides, a fishing derby, softball tournament, car show and, of course, fireworks. One thing you can count on for July 4th festivities in Van Buren County is the heat, but that didn’t deter many even as the thermometer climbed to 100 degrees. This year’s fireworks photo is from the celebration in Alread, where there also was live music, food and fun. For the second year, Archey Fest included a Soap Box Derby. It was a popular event this year with several entries.

The Clinton City Council has rejected a resolution to let the Water Department apply for a $1.5 million loan to install auto-read meters throughout its system. The loan would have been at a 0.5 percent interest rate and savings from the new meters would be evident in less than five years, according to Oren Nobel of CWB Engineers. “We are missing an excellent business opportunity,” Water Department Manager Richard Hink told the Voice last week. The vote was 4-11 with Councilman Jeff Pistole voting for the resolution, Timothy Barnes abstaining and Sam Ward, Jason Lynch, Shon Hastings and Gayla Bradley voting against the resolution. The loan is through the Arkansas Natural Resource Commission, which Hink and Mayor Richard McCormac say sometimes forgives loans almost as soon

as they’re made. The NRC is focusing this year on auto-read metr projects for small water departments, Hink said. McCormac said Saturday he plans to bring the issue back up to the council soon. The Water Department also is working on closing down the West Sewer Treatment plant, restoring the land and returning it to the owner. Also at the meeting, Fire Chief D.L. Webb said the department has purchased a couple of 40-foot storage containers that they plan to use for training purposes. He said a recent visit from officials about the department’s ISO pointed up the need for training facilities. The department currently has a rating of 4. Police Chief John Willoughby said the department has hired Josh Patterson who has previously been a law enforcement officer in Clinton.

Quilt Trail adds double wedding ring The debut of another quilt block is moving Van Buren County toward landing a Quilt Trail designation on ArkansasQuiltTrails.com. The double wedding ring design is the third block toward reaching the 12-block requirement. The beautiful traditional pattern is intricately done with each small square containing painted embellishments to match the fabric of a very special quilt owned by the barn quilt artist. Anna Massery of Fairfield Bay said she became interested in barn quilt blocks when following the Stone County Quilt Trail. She decided to create a barn quilt block to honor her 101-yearold grandmother, Catherine Barre, who currently lives in Pocahontas, Arkansas. The inspiration for Anna’s barn quilt block is a wedding ring quilt her grandmother gave her as a wedding gift 35 years ago. Her grandmother hand stitched the quilt. The Wedding Ring barn quilt block can

be found on the Swenson grey barn at 14085 Highway 16 E., Fairfield Bay. It’s just across the highway from the main Fairfield Bay entrance. Steve Swenson built the barn for their guided horse tour business that operated from 1998 through 2011. During the high point, 60-plus people a day participated in the guided horse tours. Steve admires old barns so he designed their barn like historical barns and used rustic materials such as rough sawn oak and a metal roof.

Council takes up parking issue

By Thomas Welch

The focus of a Fairfield Bay City Council Workshop discussion last week was on the various existing ordinances relative to parking of passenger vehicles, recreation vehicles, trailers, etc on residential property. There appeared to be a consensus to further consider rewriting a couple of ordinances to make them less restrictive. One suggestion would allow some selective use of compacted crushed rock (not gravel) on a weed barrier as an alternative to concrete or asphalt supplemental parking areas. However, the driveway from the street to the garage will still be required to be either concrete or asphalt. Another one was

relative to Ordinance 14.04.23 Mobile homes, recreation vehicles and trailers. This ordinance currently restricts the number of recreation vehicles, including boats, which can be parked outside of a residential building or carport to two such recreational vehicles. Further, the ordinance prohibits these recreation vehicles from being parked in the front yard. There was a discussion on possibly increasing this number from two to perhaps four.

ren County quilt trail is Linda’s Variable Star, found at 1062 Highway 330 at Shirley. Block No. 2, Lucas’ Strawberry, is found at Wade Lucas Farm at 8246 Highway 16 E, Shirley. Volunteer coordinator for the Van Buren County Quilt Trail is Shelley Moix. She is looking for possible quilt block locations across the county. Quilt block owners are asked to provide the cost of materials. Moix and other volunteers are willing to construct and paint the block. Moix can be reached at 501-5144424. Stone County was the inaugural county for ArkansasQuiltTrails.com and now has 18 blocks. Searcy County launched its trail in June and the 14th block is going up in early July. Addresses of each block on the county trails and the story behind them can be found at ArkansasQuiltTrails.com. Arkansas Quilt Trails is a project of Rural Community Alliance.

It did not appear to be any support to change any ordinance to allow parking of any automotive passenger vehicle in the front yard on grass or dirt. As such it was stated that the following current City Ordinance is to be enforced by the Code Enforcement Officer. "The parking of an automotive passenger vehicle shall not occur on lawn areas, or other locations which tend to visually downgrade the

property and neighborhood. Parking shall be limited to areas that are surfaced and shall generally be located near the otherwise vehicle oriented section of the premises." No formal action was taken by the City Council at the workshop. There will be further discussions by the City Council and an opportunity for public review and comment on any proposed new or revised ordinances .

Crossword Solution

Clinton Elementary School’s Gold Team, a parent-teacher organization, has achieved one of its goals for the new school year: It has raised enough money to be able to purchase all of the student supplies for the 2018-19 school year for kindergarten through fifth grade. This is only being provided to the elementary school, but the Gold Team hopes it will help lessen the burden of purchasing school supplies as many parents have students at all campuses of the district. The only item that parents will need to purchase for their elementary student(s) is a backpack and lunchbox (if needed). The Gold Team cannot guarantee that it will be able to do this in years to come, but this year, students don’t need to bring them. You can find out more information about the Gold Team on Facebook.

Neighbors James and Joyce Burns Scotland This month certainly flew by. The first of July is on Monday, then the fourth of July and all of the potlucks and fireworks. Too fast. Then it will be the 7th of July and our First Saturday Breakfast, 8 a.m., $6, then that evening will be Scotland's Community Picnic Games and Food and Music. I am not sure what time all is going to start but, it will be a good ole time. Kids Art Classes are going well. Some have finished their first art project and are getting ready to start another really fun project. The ones that have not finished (out for Vacation Bible School) will complete it this week and be ready to start the next one. They will be halfway through after Tuesday. I want them to have fun and to learn a lot of things. If they are having as much fun as I am, I will be very pleased and will look forward to doing it again next year. It is time to begin thinking about getting involved with Pig Eye Daze. I am making plans to have booth in or in front of my store and maybe have some make and take projects to let people that have never painted try it and see what fun it can be. I think it will be a lot larger this year and we are expecting a lot more people. I think it will be the first Saturday in November. Like I said, make plans to be a vendor

or come as a spectator and have a very fun day. Can you believe it? Just one more month and it will be time to prepare to go back to school. I think teachers go back about the 6th of August. Have a Happy Fourth of July and do not over eat and be safe. If you have Scotland News call James Burns at 592-3935 and he will see that it gets into the paper.

Ninth Annual Crabtree Community Reunion is set for Saturday, August 4. This year to be held in Clinton. For more info call 870-3072577. Had a pleasant talk with Jacquie and Ed Alexander last week. Ed says he’s been in his present home on The Pinnacle for 27 years but he’s considering

moving. He didn’t remember that we had met 20-some years ago when I had a flat tire in front of his place. At that time he came out to offer help and ended up giving me a tour of all his plantings in the yard. I marveled at how much everything had grown up since then. Friday is Cow Appreciation Day. Considering the important economy value they have for this area maybe it’s a good time to let them know how much we appreciate them. Hug a cow? After my close encounter with a copperhead last week I did some research. Turns out they’re one of the “most likely to be bit by” snakes but their venom is rarely fatal. Their major protection is their camouflage so often they just sit and wait for prey to ambush. They strike accurately at night due to being able to see heat with their “pit” sense. But in cooler weather they prefer to hunt during daylight. The No. 1 bite site on humans is on hands and lower arms. So the moral of that story is look before you reach. They

sure are a pretty snake. If you have info about the greater Crabtree and 16 West community call Jeff Burgess, 745-1249.

Billy Doyle, a former resident, raised in the Shirley area, ate at the center and visited old friends. Several folks at Shirley were remembering Pearl Mahaney. She was a frequent visitor until she went into the nursing home. We started celebrating her birthday in 2006 because we thought she was old at 96 and deserved a celebration. She passed away last month. Someone made the suggestion that we have some medical person come to the center to take blood pressures and maybe have some medical equipment for emergencies. We will look into those services. I used to think I could save the world. Now I find it hard to save a little money.

sings "Me & Bobby McGee," you would swear you were listening to Janis Joplin. Her styles vary however, and she can sing a melodic song just as impactful as a gutsy blues song. She also has a phenomenal ear for harmony, and can complement anyone else who is singing lead. Although she sings

July 3, 2018 a wide variety of songs from Mama Cass to Adele, Dawn has her own unique style; and she really cooks on some of the original songs that I wrote specifically for her - and now I couldn't imagine anyone else doing those songs. Dawn also has sung all around the area with the band Left of Center. If you want to hear this lady sing the blues - Wednesday, July 4th at Fox, Arkansas is your chance. Dawn is the primary lead singer for my Indie folk rockin' blues band - Breez. The show starts at 6 p.m. and will run till around 9 p.m. (or when it's dark enough for their phenomenal fireworks display). This

event is free, and is outdoors at the park in downtown Fox.

Singings Shady Grove Baptist Church, Shirley, holds singings the 1st Friday of the month, starting at 7 p.m. Potluck at 6 p.m. Plant Baptist Church, Highway 110, Clinton, has a singing at 7 p.m. every 2nd Friday. Finger food served at 6 p.m. Faith Church of Dennard, Highway 65 North, has a 3rd Sunday night singing at 6 p.m. and potluck is afterward.

White River

A young angler lands a rainbow in the Spring River

Central Arkansas Little Red River updated 6-272018) Lowell Myers of Sore Lip’em All Guide Service said the Little Red has entered into a summertime generation/water release schedule of a few hours of early afternoon and evening generation. This schedule provides great wading opportunities on the upper river in mornings and lower river in afternoons. Lowell expects this schedule to continue until the area receives significant rainfall. For fly-fishing, Lowell recommends soft hackles, midges, hare’s ears, sowbugs and streamers. Red and cotton-candy-colored bodies on chartreuse jigheads are recommended for Trout Magnet spin fishing. Remember to practice your best boating, canoeing/kayaking and wading etiquette and be safe while enjoying the Little Red River. Always check before heading to the Little Red River by calling the Army Corps of Engineers Little Rock District water data system (501-362-5150) for Greers Ferry Dam water release information.

Greers Ferry Lake

As of Wednes-

day, the Army Corps of Engineers reports the lake’s elevation at 461.34 feet msl (normal conservation pool: 462.04 feet msl Oct. 1-April 30; 463.04 feet msl May 1-June 1; 462.54 feet msl June 1-Sept. 30). (updated 6-272018) Tommy Cauley of Fishfinder Guide Service (501-940-1318) said the water level at Greers Ferry Lake is at 461.36 feet msl and falling with generation and evaporation. It is 1.18 feet below normal pool of 462.54 feet msl for this time of year. Bream fishing is good with the fish being on beds; use crickets, crawlers, small crankbaits, inline spinners or flies for some hot action with this good eating fish in water 6 inches out to 18 feet. The walleye are eating crawlers on jigheads and drop-shot rigs in 12-28 feet of water, according to weather, on flats. Spoons are working well, too. Crappie are holding in their suspended state throughout the lake in 1228 feet in and around brush piles, pole timber and sometimes just out in the middle of nowhere. Use jigs or jigs tipped with minnows. Catfish are good all around the lake, as it is that time of year – flatheads are spawning, really an un-

tapped resource here; you can use a variety of baits and techniques to catch them. Bass catching is good with the last spawners eating well, as are the rest, from right on the shoreline out to 45 feet. Use spinnerbaits, Texas-rigged plastics, jigs and Carolina rigs tipped with a Right Bite Senko for the best action for all four species of bass. The hybrid and white bass are eating well on spoons, inline spinners, swimbaits and hair jigs at different times throughout the day and night. It’s a timing deal, pretty much. Stay around the shad, for sure, in 25-55 feet of water.

Brewer Lake

(updated 6-272018) Larry Walters at Bones Bait Shop (501354-9900) said very little changed from this time a week ago. The water remains a little dingy. Surface water temperature ranges from 82 early to 90 degrees. Lake level is normal. Bream were fair on worms and crickets. Crappie fishing has been good. The crappie are in a depth of 12-18 feet and biting minnows or jigs. Bass are good. Fish for bass in 8-12 feet depth and around the rocky points. Use crankbaits of plastic worms. Catfishing is good on

(updated 6-272018) Cotter Trout Dock (870-435-6525) says releases from Bull Shoals Dam have been heavy and round-theclock with continual output of four or more generators, 12,000 to 14,000 cfs all day. All this high water provides lots of places for trout to run and hide in (and grow big and feisty) and has tested the skills of the anglers. Look for clear water to drift, cast toward the bank and you'll most often pull in a rainbow in no time. Get their attention with fluorescent, bright baits and flashy silver spoons. Drifting a Berkley Pink Worm with or without the PowerBait has offered some success. Browns have been partial to river minnows again this past week; most of the browns were found downriver of Hurst Hole to just past the U.S Highway 62 bridge north of Cotter. “We expect lower water levels in the next few days once Bull Shoals Lake reaches desired power pool range; catching will become less of a challenge. Come on out and test your skills. See you on the river!”

Norfork Lake

As of Wednesday, the Army Corps of Engineers reports the lake’s elevation at 557.08 feet msl (normal conservation pool: September-April 552.00 feet msl; April-September, 554.00 feet msl). (updated 6-272018) Tom Reynolds of STR Outfitters said striper and walleye fishing on Norfork Lake is good but inconsistent. Depending on what

part of the lake you’re fishing you will either limit out or look at lots of stripers on your locator and not get a bite. The area around the bridges seems to hold more active fish. Tom says he keeps seeing pictures of limits of stripers caught each day. The lower lake has lots of stripers. Sometimes you will see 100 stripers on your screen but only get one bite. The stripers are stilling feeding on crawdads but their main source of food is the 1-inch shad that hatched a month ago. The evening bite seems to be better than the morning bite. You will need to wait out the fish. It's like deer hunting. The last 45 minutes of light produces the best bites. The stripers can be found in 40-120 feet of water each morning. The ones on the bottom feed the least, which is the opposite for this time of year. Tom and his groups are fishing seven downlines, with each line set at different depths from 30-45 feet. The stripers are still hitting free lines that have a small split shot set back 80 feet from the boat. The side of bluffs and points are holding the most fish. Stripers are being caught on shad and trolling using umbrella rigs and swimbaits. Walleye are biting but you do not have to go early. The best bite is from 8 a.m. to 10:30 a.m. and 4 p.m. to dark. The 101 Dock area, Robinson Point, Thumb Point, the back of Big Creek and Diamond Bay, to name a few, are producing limits of walleye. Spin rigs with nightcrawlers are producing the best. The rigs should have a 30-inch lead. You will have to try various colors to find the color and blade shape

that they want that day. Meanwhile, the stripers have set into their summer pattern of being higher in the water column at early light, then moving deeper as the sun comes up. The good news is the bite is lasting longer in the morning. We have been catching stripers up to 9 a.m. It's slower after 7 a.m. but you can catch them. The walleye are biting all over the lake on bottom bouncers using spinners and nightcrawlers, crankbaits and spoons. The best bite is 7-10 a.m. and 6 p.m. to dark. Look for them on the flats in waters ranging 24-32 feet. Tom’s crew is also catching stripers while fishing anywhere from 50-120 feet of water. The walleye are usually around the 35-foot range in the deep water. Stripers continue to feed on shad and crawdads. We are catching them using 3to 5-inch gizzard shad. Threadfin shad are also working, plus spoons. Right now, the middle of the lake is still the best bite for stripers – Crystal Cove, Robinson Point, Float and Panther creeks. The walleye, though, are everywhere. Just pick a long flat on the side of a point or, if the point has a flat, try that. You should be able to mark them; they will be right off the bottom. Remember, we now in the summer period of striper fishing, so you should stop releasing legal stripers caught on live bait. The slogan for the summer is “Catch Your Limit and Go Home.” Catch your limit and quit for the day or change your target species. Save some fish for your next trip and watch them grow into trophies.
