Coronavirus Cases, deaths climb

On Sunday, 613 Covid-19 cases were added to the state’s total and 17 more deaths were announced, according to the Arkansas Department of Health. As of Sunday, there are 576 people hospitalized around the state due to the coronavirus, according to ADH. Ninety-nine people are currently on ventilators in Arkan-

sas due to the virus, ADH officials say. The counties with the most newly added cases are Pulaski County (96), Crawford County (29), Craighead County (25), Washington County (23) and Benton County (21). ADH officials say 9,245 PCR tests and 450 antigen tests were completed Saturday.

Scare on the Square will be held this year. Fire Chief DL Webb, who organizes the Halloween event, said at last week’s City Council meeting that there will be no hayrides or haunted houses but everything else will be “traditional.” The council voted unanimously to close the downtown Clinton streets at 5:30 p.m. Saturday, Oct. 31, until 10:30 p.m. When discussing the options for this year’s festivities, council member Shon Hastings spoke in favor of letting the kids roam the streets and not gather candy from their cars, saying, “Why dress up in costumes if you’re gonna sit in a car? Also, the council and audience gave a round of applause to Police Chief John Willoughby who is retiring on Oct. 21. Over the objection of council member Gayla Bradley, the city will give Willoughby his service revolver. Bradley noted it had not been done before and she didn’t want to spend city money to replace it. Mayor Richard McCormac said he would have no problem getting private funds to replace the weapon.

Sales tax revenues Clinton received $105,246 in revenue from its 1 percent sales tax, collected in August and reported in September. Shirley received $3,907 from its 1 percent tax, and Fairfield Bay got $33,407 from its 1.5 percent sales tax. Year ago figures were: Clinton - $104,733; Shirley - $2,920; and Fairfield Bay $42,242. Van Buren County has two 1 percent sales taxes, one for general revenue and one dedicated to construction bonds for the hospital.

Webb The council voted 5-1 to gift the revolver to Willoughby; Bradley cast the “no” vote. In his report, Water Department manager Will Hinchey said water loss for the month was 27 percent. He said chemical costs were 8 cents per gallon, down from 13 cents last month. He also said figures show that the Water Department took in $594,000 more than this point last year due to the rate increase. Also at the meeting, animal control officer Tim Pike said he answered six calls in the city and SNYP Arkansas director Lori Treat said 30 dogs have recently been sent to out of state rescues. Receiving a second reading was an ordinance to leave the millage rate as is. The nuisance or “cleanup” ordinance got a third reading and was unanimously adopted.

The general revenue tax is divided among the county and its four incorporated towns based on population. Those figures for the same period are: Van Buren County, $346,279 (includes both taxes); Clinton, $30,760; Damascus, $2,955; Fairfield Bay, $25,476; and Shirley, $3,440. An explosion is something which one can usually see coming from a distance. Yes, it can be devastating outwardly; but oftentimes it can be stopped or, at the very least reacted to in order to keep damage contained. At one time, weapons of mass destruction were the concern of many people. These were supposedly physical weapons that could be deployed and used by unstable elements of our society. I don't recall that these weapons were ever found; but if they were, they could have easily been dealt with, because we could see them. An implosion, how-

ever, is a fish of a different feather. Not only can it not be seen, because it erupts from the inside, but it cannot be detected, because it is very subtle yet internally aggressive. By the time the implosion occurs and the devastation is detected, it is too late to undo or fix. The unfortunate reality of an implosion is that there is often total annihilation because of it. When Rome was completely destroyed from within, it left the survivors scratching their heads, wondering what could have happened. One minute, everyone seemed to be in complete control. Life was going on as usual with the powers that be hav-

ing everything in check. The freedom and decadence of a society which seemed to know no boundaries or limits came crashing down around them from within. Suddenly there was utter chaos and confusion. The empire was burning from within long before the physical flames could be seen. What happened? How did it happen? When did it happen? No one would ever know the real cause of its downfall; but the shear reality that would be salvaged from the rubble, is that it had been destroyed from within. The invisible monster of unrest, anxiety and dissatisfaction suddenly, without warning, reared

its ugly head and began devouring the citizens from within. It was as though the insatiable appetites of those who seemingly had it all, could not be filled. There was dissatisfaction, blame, bitterness growing into hatred, erupting into violence; and the monster could not be appeased or soothed. It was almost like a scene from a zombie movie where the cravings were an obsession; and all of society was swallowed up by it. The remaining undead were scampering for their lives, just trying to survive the carnage of the implosion.

We have alienated other countries and stand a chance of being left behind if we do not get our fiscal house in order to restore our international credit which has slipped downward. Our budget deficit has topped over a trillion dollars which makes Reagan's

and George H.W. Bush's billions look paltry, our trade deficit continues its downward spiral. The president's multiple bankruptcies are his personal problem, but bankrupting a nation has dire consequences. The courageous tradition of public safety is carried out by Arkansans who are dedicated to maintaining law and order. It takes a special person to put his or her life on the line every day to serve and protect a community. We are fortunate to have some of the very best law enforcement officers in the Natural State. Across the country we’ve seen attacks against law enforcement officers. Tragically, this has recently touched our state. Pine Bluff Police Department Detective Kevin Collins was killed on Monday, October 5 in the line of duty. It was a long-time goal of his to join the police force, and five years ago, his dream came true. Detective Collins enjoyed making a difference in his hometown while wearing the uniform. He worked to get illegal weapons off the streets, mentored youth in the community and helped carry a 95-year-old to safety after an apartment fire. This action earned him the department’s 2017 Officer of the Year. Sadly, his life was cut short when he was violently attacked while performing his job. Detective Collins is not the only Arkansas

we’ve lost in the line of duty in 2020. Earlier this year, Hot Springs Police Officer First Class Brent Scrimshire also gave his life while fulfilling his calling to protect and serve. According to the FBI’s Law Enforcement Officers Killed and Assaulted Program, 39 law enforcement officers have been killed in the U.S. in 2020. Their deaths are a terrible reminder of the risks law enforcement officers face each day when they put on their uniform and leave the comforts of their homes and loved ones. The loss of these officers not only affects

their communities and our entire state. Arkansans hold our law enforcement officials in the highest regard, and they expect that our officers will receive the support of their elected officials. Washington can help by providing funding for obtaining the proper tools, training and technology to help police safeguard citizens and protect themselves. We also have a responsibility to officers to hold offenders of violent crimes directed toward them accountable for their actions. That’s why I recently joined my Senate colleagues in introduc-

This legislation would create federal penalties for individuals who knowingly cause, or attempt to cause, serious bodily injury to local, state or federal law enforcement officers. Under this bill, individuals who kill a law enforcement officer could receive a life sentence. Officers in uniform risk their lives daily to protect their communities, responding to

knowing what challenges they will face. There simply is no justification for the cowardly, cold-blooded attacks on officers that we have recently witnessed in our state and across the nation. Our legislation would carry severe consequences for anyone who attempts to target officers for violent attacks. I’ve seen the commitment and dedication of those like Officers

who wear the badge at every level – local, state and federal. Law enforcement officers play a vital role in protecting our neighborhoods and keeping us safe. They do this knowing they may be called to dangerous situations that put their own lives in jeopardy. We can show our support for their sacrifice and our commitment to their safety by passing the Protect and Serve Act.

Well a lot of folks in Scotland are like James and me. We stay home, go to the doctors and rest so we can go again. We are so fortunate that we know and visit so many doctors that we have some place to go almost every day. Sometimes we see two or three in the same day. As if that was not enough we think James is going to get to go to Carti in Conway every day for about three weeks. He cannot put

any weight on his foot until it heals. When we start getting him in the vehicle to go everyday, it might get to be a circus at our house. We should know Monday when we start this new show. One good thing is we are both getting hard of hearing so we can vent and the other one does not hear it. All kidding aside, we get along very well after all of these years. Just remember us in your prayers. That makes all things bearable. Everyone please re-

The Highway 110 EH club met the last Monday in September and set the date for a yard sale on October 16-17 at the home of Don and Norma Whaley. This will include items from many households. Ricky came by for a little bit, he was busy doing farm work. I came by Canaan Cemetery on the way home and then stopped by and visited with Mr. and Mrs. Coy Horton before coming home. Obituaries Eileen Smiley

Eileen Smiley, 90, of Key West, Florida, beloved mother, grandmother, aunt, and friend to so many people, went to her heavenly home on October 7, 2020. Eileen was born March 19, 1930 to Olen McKinley and Essie Viola (Parks) McCormac, in Dennard Arkansas. Eileen was predeceased by her beloved husband, Loyal Smiley, and son, John Franklin Smiley, sisters; Wanda June, Mary Jane Dulaney, brothers, Raymond Jackson; Dorris Morris, and Carl Dean McCormac. Eileen is survived by daughter, Catherine Smiley (Walter Shurtenburger) of Key West; two grandchildren; and sisters Sally Workman of Richardson, Texas, and Ruth Bruce of Alread, Arkansas. She will be greatly missed by a host of relatives and friends. Eileen retired from Clinton State Bank. Eileen was trustworthy, a wonderful cook, gardener, and avid birdwatcher. Services are Roller McNutt Funeral Home, Clinton Ar. Visitation is 6-8 p.m. Wednesday, Oct. 14, at Roller McNutt Funeral Home in Clinton, and funeral services will be on Thursday, October 15, 2020 at 2 p.m. at the funeral home. Her other activities included many things over the years, including teaching sewing in 4H and coaching girls' softball in her summers. She was very active with the Clinton United Methodist Church as a choir member, a Sunday School teacher, Summer Bible Schools, the United Methodist Women, and the Clinton Methodist Thrift Shop. A graveside service was Saturday, October 10, 2020 at 11 a.m. at Culpepper Cemetery in Clinton, Arkansas. Arvina Bryan Richard Kottler

Richard Wayne Kottler, 85, of Choctaw, Arkansas passed away Thursday, October 8, 2020. He was born January 31, 1935 in Ottawa, Illinois to Immanuel and Gertrude (Dimmick) Kottler. Richard was a beekeeper and he loved tending to his colony of bees and hives. He enjoyed very much being outside in nature hunting and fishing as well. Richard enjoyed the hobby of model airplanes. He worked as teacher for before going on to take a job with the postal service, where he remained until retirement. He is proceeded in death by his parents and an infant brother, Edward Kottler. Richard is survived by his wife of 58 years, Barbara; one son, Brian (Ashley) Kottler; one daughter, Lisa Kottler; five grandchildren; other relatives and friends.

Mintie Debbie Arvina Bryan, age 89 of Leslie, Arkansas passed from this life on Saturday, October 3, 2020 at Ozark Health in Clinton, Arkansas. She was born in Big Flat, Arkansas on January 12, 1931 to James Columbus House and Zola Smith House. Arvina was a devoted Christian of the Assembly of God faith since 1969. Arvina loved gardening and going fishing. Arvina always had a yard full of beautiful flowers. She could make anything grow. Survivors include her loving companion of 40 years, Ronnie Morrison; sister, Mazie June Flowers of Marshall; brothers, Alvin Ray House of Bentonville and James Loren House and wife Pam of Dennard; daughters, Kathryn Young of Clarksville and Brenda Dishaw and husband John of Pea Ridge; See Obituaries on page 5

Noma Moore

Noma Aline Moore was born May 7, 1931 in Delaville, Illinois. She is preceded in death by her husband, James V. Moore of Choctaw, Arkansas, her parents, Leo and Ruby McQueen of Coloma, Michigan, her daughter, Linda K. Girard of Cape Coral, Florida, sisters, Geraldine Rothaar of Dayton, Ohio, and Joyce Tutton of Coloma, Michigan and brother, James McQueen of Coloma, Michigan. Left to cherish her memory are daughters Donna V. Edwards of Clinton, Arkansas and Karen L. Neddersen of Fayetteville, North Carolina, a sister, Shelby Kelbel of Battle Creek, Michigan; five grandchildren; 11 great-grandchildren; and six great-great-grandchildren, and many nieces and nephews. Mrs. Moore's life was truly dedicated to children. She began teaching at the age of 19 in a one room school in Michigan, teaching children between the grades of kindergarten and eighth grade. After moving from Michigan

He was preceded in death by his wife of 49 years, Anna Mae (Bolden) Johnson; both parents; brothers Grover Johnson, Bill Johnson, John Johnson; sisters Hazel Parker, Maxine Cullum, Addie Mae Wood and Hester Turney. Left to cherish Bennie's memory are his children Terri Boone and husband Don of Fairfield Bay, Arkansas, Tammy Sutterfield and husband James of Shirley, David Johnson and wife Rebecca of Clinton, Arkansas, three granddaughters; five great-grandsons; siblings Norma Ruth New, Dale Johnson, Jack Johnson, Sue Bailey; and many other relatives and friends. Visitation was Saturday, October 10, 2020, with a family only service following at 11 a.m. with Brother Danny Griffin officiating. Interment will be at the Davis Special Cemetery. Lead slips away, Mills beats Clinton Clinton got off to a good start Friday night against the Little Rock Mills Comets, taking a 21-14 lead into the locker room at halftime. But the game began to turn the other way in the third quarter as Little Rock started putting a lot of points on the scoreboard. The Jackets were ahead by 15 points, 3520, in the fourth quarter but couldn’t hold on to the lead. The Comets put a couple of touchdowns on the board and pulled ahead of the Jackets, winning the game with a final score of 40-35. Clinton’s record for the season is 0-3 in conference play for the season. This week they take on the Stuttgart Ricebirds, 3-0 in conference play.

Fishing Report

Brandon Pellham caught this 26.5-inch-long brown trout at Parker Bottoms in the Beaver Lake tailwater last Friday. Brandon was using a 2.5-inch Rapala Husky Jerk Minnow on a Fenwick HMG Rod, Mitchell308 reel with a 6-pound Power Pro Braid. (updated 10-72020) Lowell Myers of Sore Lip’em All Guide Service (501230-0730) said the Little Red River received unexpected generation the past few days due to the Army Corps of Engineers requiring use of the Greers Ferry Dam to regulate the power grid. The generation is a welcome surprise for this time of year. However, we are not expecting this generation pattern to continue much longer. Until then enjoy the good water flow that’s providing good drift and wade fishing opportunities. For fly-fishing, we recommend midges, pheasant tails, hare’s ears, sowbugs and streamers. White River Resort (870-453-2424) says fishing is “absolutely great.” They say that anglers are starting to catch browns again. Overall, people are catching a lot of fish. One guide on Monday had over 70 fish, they report, including 4-5 brown trout. River level Tuesday afternoon was normal; they report that eight generators are running round-the-clock from Bull Shoals Dam.

Bull Shoals Lake

As of Wednesday, the Army Corps of Engineers reports the lake’s elevation at 664.63 feet msl (normal conservation pool: 661.20 feet msl). Table Rock Lake above Bull Shoals on Wednesday was at 915.65 feet msl (normal conservation pool is 917.00 feet msl). (updated 10-72020) Del Colvin at Bull Shoals Lake Boat Dock reports that with the water now just 6 feet above normal and dropping, the ramps at open. The Corps of Engineers has been pumping the water out. There are baitfish suspended throughout the lake. Del suggests starting in the back third of a major creek. Some of the shad balls are getting bigger but suspended over the old creek channels. Topwater is good; poppers and wake baits are good as well. Try Whopper Plopper, buzzbait, and if they miss try throwing a popper until the bite stops, then spinnerbait, Chatterbait, and square bill for powerfishing “shallow” if it’s cloudy or stormy. Smallies and Kentucky bass are stacked out on main and secondary points, pockets, channel swings, bluffs and bluff ends but are closer to main lake points with wind. With shad present, fish position will change depending on the sun, wind, current, clouds, etc. The shad are moving and so are the fish. Also try a half-ounce jig in green pumpkin orange or GP blue orange. Smallmouths are on gravel banks. The lake clarity is dingy to clear and the surface temperature is now down to 70 degrees. The level is falling fast now.

Norfork Lake

As of Wednesday, the Army Corps of Engineers reported the lake’s elevation at 557.05 feet msl (normal conservation pool: Sept.-April, 552.00 feet msl; April-Sept. 555.75 feet msl). (updated 10-72020) Tom Reynolds of STR Outfitters says September was a difficult month for striper fishing. The lower end of the Norfork Lake was oxygen-deprived and the stripers were shut down completely. The Missouri side of Norfork Lake offered some good fishing but was very inconsistent. The upper part of the lake had cooler water and better oxygen, but the fish were smaller. “We are now starting our fall pattern as the oxygen has returned to the mid-lake area, like Robinson Point area and the creeks."

Gardeners honor gardeners The October recipients of the Van Buren County Master Gardeners’ “We noticed” awards are Debbie and Conley Dunlap of Fairfield Bay and Shelia Bonds of Clinton. The Dunlaps’ gar-

den transports you to the tropics. They had palm trees, and bright colored flowers in the front yard. The backyard was adorned with garden plots, grass and trees — a beautiful Arkansas setting. One of

the flower plots was designed and dedicated to their daughter. It was very touching. A gorgeous back deck was perfect to enjoy a cool drink and take in the beauty of the yard. Shelia Bonds has an

awesome front garden. There were two sections with colorful fall flowers. Another section had different bushes that were different textures and shades of green. Her lawn was well kept, as was her whole yard,

however that front garden caught our eye. Both of these yards were different, and yet beautiful. One was an entire yard, while the other was the front flower bed. This program runs on nominations.

Although we can drive around and find lovely yards, we really like to see what other people consider beautiful as well. So, send your nominations to birdies_ nest2004@yahoo.com
