CEO David Deaton answered some emailed questions after his presentation, which included the same promotional video that was showed at the last Quorum Court meeting. In his presentation, Deaton said that 14 employees had tested positive for Covid-19 and that all except one of them was back at work. He said Ozark Health is

Rising cases concerning Gov. Asa Hutchinson appeared on Face the Nation over the weekend and acknowledged that the recent spike in cases is concerning. He also said room is tight in hospital taking care of Covid-19 patients. Many folks in Van Buren County have expressed concern when they hear rumors about local restaurant workers testing positive for the virus. The CDD has this to say: “Currently, there is no evidence to suggest that handling food or consuming food is associated with Covid-19. After shopping, handling food packages, or before preparing or eating food, it is important to always wash your hands with soap

and water for at least 20 seconds. “If soap and water are not available, use a hand sanitizer that contains at least 60% alcohol. Cover all surfaces of your hands and rub them together until they feel dry. Remember, it is always important to follow good food safety practices to reduce the risk of illness from common foodborne pathogens. “The risk of getting Covid-19 from food, treated drinking water, or food packaging is very low The risk of getting Covid-19 from food you cook yourself or from handling and consuming food from restaurants and takeout or drive-through meals is thought to be very low.”

The current operating budget is $29 million, he said. The tax would be for 16 years. Deaton said the number of residents in the nursing home has fallen to 73 currently because many families are keeping their elderly home due to coronavirus. Deaton said that in order to avoid furloughs Ozark Health borrowed “large sums of money” and took part in the federal Payment Protection Plan. Ozark Health is a Level 4 trauma center, as compared to the Little Rock hospitals that are Level 1. It is a Stroke Ready Hospital and the facility had 24,000 “patient encounters” last year, not including home health or the nursing home. Deaton said that

Two other Republicans have been named to the Van Buren County Election Commission after the Oct. 19 resignations of the previous ones. Janice Sundelin and Jimmy Kirkendoll have been appointed to the commission by state Republican Chairman Doyle Webb who abolished the county’s chapter over the summer. The chapter had decided earlier to let a Democrat with a lot of experience on the commission be the chairman, but that was not acceptable to Webb. He appointed Will Fosse and Amie Hamilton to the jobs. They resigned Oct. 19 citing “harassment” from county officials,

who also are Republicans. At the beginning of the year, the Election Commission included Johnny K. Rhoda as chairman and George Silva. The two of them are scheduled for trial Nov. 3 for a misdemeanor involving breaking into the Boy Scouts’ trailer that was parked at the Courthouse Annex. The Quorum Court also expressed its dismay over the commission’s spending while Rhoda was chairman. The commission held 25 meetings in a couple of months. Rhoda said they were learning how to use the new voting machines. Election Day is Nov. 3.

Letters to the Editor Dear Editor: I don’t usually write on subjects that can be debated it has always been my take that you will not change my mind nor I yours. However, in light of the recent smear campaign against my boss and our County Clerk Pam Baugus Bradford and the fact my name has been drug through the middle of it, I feel I must defend myself and tell my side of the story which nobody has inquired about to date. First off I am not a “salary employee,” the definition of salary is a flat rate of pay paid biweekly or monthly. I am paid by the hour. Second the ordinance where I was given a raise to be involved with the Election Coordinator position has been stated 2 years to date it was not passed until January 2019 so not 2 years ago? Correct? That office was not moved under the County Clerk until the present County Judge took office. December 2018 I was approached about the opportunity after the previous coordinator gave notice to accept a new job. I want to say I like him and respect him as

a good Christian Man. His last election in that position was December 2018, a run off with the current JP that chose to involve me in this issue and a run off where our current County Coroner was re-elected. Pam and I worked that election for the training experience with that coordinator and I had not received a raise at that time but the commissioners along with the coordinator were willing to show and train us through the process. We continued to train with them after the January ordinance was passed. But take note this was well before the new machines. I worked for a couple of weeks helping clean and organize 3 storage rooms along side of the commissioner’s. Pam and I attended meetings for coordinators in Little Rock at the ESS building across from the State Capitol. In May of 2019 we set up for the School Board Election early voting and the main election (Pam set up ballots) and we worked together setting machines, etc. So, yes, I was being paid 1/2 out of commissioners budget and

Additional small business relief critical

1/2 out of the Clerk’s budget. Early summer we got a new Commissioner Chair appointed. And there was talk of new machines and voting centers (which was chosen by the commissioners at that time). Early August Pam, the then Voter Registrar, the previous Chairperson , and myself attended an all day meeting about the new machines (remember it has been said more than once I never took any training and never participated in the election process) By August 19 I was very ill and admitted to the hospital in Conway, transferred to UAMS in and out of ICU. I came home Labor Day weekend and went for a visit with my heart doctor about a week and half later. His nurse took me in a wheelchair back to Baptist in Conway and back in out of ICU. I did not come home again to stay until October 2. The doctor told me from the get go I would be off work for several months and did not release me till the 2nd week of January and only part time then. I did not draw a check for 5 months off of the County period! The very day I returned to work I began training along with that group of commissioners

and a training specialist from ESS at the Annex. During the time I was on medical leave Pam sent another Deputy Clerk to training in my place and paid her exclusively from the County Clerk’s budget. I was not physically able to work the March Election 2020 per doctor’s restrictions. After that election Pam turned the coordinator’s office back over to the County Judge where it had always been before Jan. 2019... So I did draw half my pay from Election Commission Budget from January until mid August (8 months ) and from mid January until after the March election (roughly 2 1/2 months). During that time I trained and worked elections when they occurred for the exception of the election in March of 2020 I was only working 3 days a week. I said all of that to rebuttal the accusations I never trained or worked in the election process and It was stated (remember) 2 years to date and remember the office was turned back to the Judge’s Office in March. All I have said can be verified through budget transfers, ordinances and payroll records. I can’t stand vicious lies especially for person-

Dear Editor: The problem I see these days is that people seem to be content to dance around the truth rather than simply recognizing it for what it is. Hate drives prejudice! Prejudice is non-respect! It is exclusive! It knows no acceptance, no tolerance, no understanding, no patience, no compassion, no empathy and no love. Instead, it is bitter, resentful, condescending, preferential, accusing and divisive. It would rather cast blame and find fault than to recognize the good qualities and positive attributes of a person. Prejudice embraces negativity whereas acceptance is a positive attribute. Bias promotes preference. It is divisive and it elevates one over another. It knows no race, gender, political, ethnic or religious bounds. It causes conflicts, destroys relationships, establishes classes and

even starts wars. It is the manifesto which prefers any person, group, race or gender over another. It is a disease which spreads like wildfire once it takes hold, pulling in others who are eager to rally against someone or something. It has been the most destructive force in human existence simply because it divides and separates rather than pulling people together and cooperating. Bias is preferential. It is exclusive. And it is wrong! The polar opposite of bias and prejudice is equality and acceptance. These bring people together instead of pushing them away. These virtues are rooted and grounded in a biblical principle called "love." Love cares. Love empathizes. Love forgives. Love embraces rather than rejects. It is inclusive. Love is patient, kind and good. Love knows no race, gender or ethnic bounds. It is consistent all across the board. It builds relationships rather than destroying them. It is the cornerstone of peace. It is fair. It is just. It is respectful. It is good - and it is right! Jeff Stansbery Leslie

Clinton gets win over Bald Knob The Yellow Jackets traveled to Bald Knob Friday and scored their first win of the season, 21-15. The officiating crew was quick with their flags and the Yellow Jackets were heavily penalized throughout the game, including several personal foul calls, an unsportsmanlike conduct penalty and many more. But the Jackets led throughout most of the game. The Bulldogs took the lead 9-7 late in the first quarter before Clinton regained control in the second quarter. Jasper Burgess caught a pass from Harley Tobin for the Jackets first touchdown of the game. Bald Knob kicked a field goal also in the first. With seconds left in the quarter, the Bull-

Congress can provide certainty for owners, employees and families by refilling and reopening the PPP that expired this summer. I recently voted in favor of a boost to the PPP allowing the hardest-hit small businesses to receive an additional round of funding. We can provide more resources, strengthen oversight and create a simpler loan forgiveness process to help keep hardworking Americans employed and businesses in op-

eration. This is something we all agreed is critical to economic recovery earlier this year. Unfortunately, Minority Leader Chuck Schumer blocked the bill from advancing. It’s disappointing that my colleagues across the aisle don’t have the same urgency to advance Senate legislation that would provide much-needed relief to America’s small businesses and their employees. The PPP has been a game-changer in keeping the doors of small businesses open and saving millions of jobs. It’s imperative that we come together again to strengthen this lifeline.

Fishing Report

Brandon Lammers of Texas hauled in this nice brown trout measuring just over 19 inches in length from the Beaver Lake tailwater. Photo provided by Austin Kennedy. There were lots of big brown trout sitings and catches in the Arkansas trout waters this past week, as they appear on the move.

Central Arkansas

Little Red River

(updated 10-212020) Lowell Myers of Sore Lip’em All Guide Service (501-2300730) said the generation pattern for the Little Red River is unpredictable. “We are experiencing days without generation and days with significant generation. It’s highly recommended to check forecasted and real-time generation before planning a trip to the Red.” For fly-fishing, Lowell recommends midges, hare’s ears and sowbugs. Hot pink and cotton candy bodies on chartreuse jigheads are recommended for Trout Magnet spin-fishing. Be safe while enjoying the river. Always check before heading to the Little Red River by calling the Corps of Engineers Little Rock District water data system (501-362-5150

As of Wednesday, the Army Corps

of Engineers reports the lake’s elevation at 458.84 feet msl (normal conservation pool: 462.54 feet msl). (updated 10-212020) Tommy Cauley of Fishfinder Guide Service (501-9401318) said the water level at Greers Ferry Lake is at 458.84 feet msl and falling, sitting 3.2 feet below normal pool of 462.04 feet msl. Crappie, again, are just coming in by the droves. More and more people are adapting to methods of catching instead of just fishing, as our resource is just very abundant at present. Crappie are 12-40 feet all over water column and biting jigs, minnows, crankbaits etc. Walleyeare roaming eating all they can and at 12-40 feet. Catch them with crawlers, crankbaits or spoons. Catfish are roaming and feeding as well, and are being caught with trotlines and jugs, and while fishing for other species. Black bass are on top out to 70 feet eating a gauntlet of baits, all very

healthy. Hybrid bass and white bass are eating at will in 25-75 feet of water and every once in a while on tip ends. Spoons, topwater baits, inline spinners, Largo Muskie Specials are the baits to use. Bream will eat crawlers, crickets and crankbaits real shallow.

North Arkansas

White River

(updated 10-212020) Cotter Trout Dock (870-435-6525) said Bull Shoals Lake has reached the established goal of 659 feet msl elevation and a change has been seen in the water flow pattern on the river. Consistent high water over the last few months provided some exceptional catches, and consistent low water will do the same. “During the past week, however, since power pool was reached, we saw changes in releases throughout the day from low to high, creating challenges for anglers.

is baitfish pushing toward the backs of creeks. “I have been doing better toward the back of creeks, and some of the shad balls are getting bigger but suspended over the old creek channels,” he says. The topwater response has slowed drastically. Try spinnerbaits, chatterbaits or square-bill cranks for powerfishing “shallow” if there are bushes with deeper water close and shad, if it’s cloudy or stormy. Target shallow flats close to old creek channels with runoff. As the sun comes up, change tactics and slow down. Focus on pockets, channel swings, transitions with wind. Brushpiles are getting good if there’s shad present. The fish position will change depending on sun, wind, current, clouds, etc. Keep it moving. The jig bite is picking up. Try a half-ounce jig in green pumpkin orange, or green pumpkin blue, or a green pumpkin orange shaky head. You might try a Vibrax Blue Fox in the afternoon when the river rises (the pink or chartreuse bells are proving seductive to the rainbows).” Consistent water level patterns will allow the trout to settle down into some normal feeding habits; early morning and early evening may be the best times for easy catches. The trout and the guides are already adjusting to the lower depth but continual, often sudden changes to the water level may require frequent, sometimes sudden changes in bait/fly requirements. Keeps you alert and involved. “Come on over. Fall colors are popping up all around us and we've been treated to some perfect autumn days.”

a push up the creeks by the stripers to find schooling bait and cold water. “I fished both Bennett's Bayou and above the Missouri line. Both places are holding fish, but only Missouri has the most consistent bite. I usually start off above Point 10 in 11 feet of water at first light and wait until the school comes sometime between 6:3-7:30 a.m.. This week when it did we hooked three and landed them all at the same time. By 7:30 I moved out to deeper water and fished that until 9 a.m. Then I moved down below Point 10 and fished the deeper channel waters. The trollers are having great success in the shallow water trolling small crankbaits. I saw two boats catch their limit of stripers in less than two hours. I'm still using big gizzard shad up to 8 inches. It seems the bigger baits are working the best, but the trollers are using small baits but trolling fast. “Bennett's Bayou has a similar pattern. I start off at the cow pasture point in 12 feet of water and fish the area until the sun comes up. I then move off into deeper waters and fished the channel edge. The stripers are not very active there, but as the water cools down it will be a major spot to fish. I have seen a few trollers and some fish are being caught around 10 a.m., but not many yet. The evenings are still the best time to fish the bayou right now.
