Budget approved for 2021 by Warren Johnson
At Thursday's regular City Council meeting, Clinton Mayor Richard McCormac stated, The year 2020 has been rotten in so many ways. However, our location to Highway 65 has helped our city tremendously, saying our city sales tax does not appear to have suffered at all. He said the city has a bond that will come to fruition early in the year, which will add about $25,000 per month back into the general fund. He said, " The water department is now solvent, and the city received $103,000 back in Cares Act money. " McCormac indicated the federal min-
imum wage would increase to $11 per hour for 2021. He said we are financially able to give all of our city employees a dollar and hour raise, adding one year, there were no pay raises given. " I am very confident in the production we are going to have with our Street and Water departments. I think we have an excellent crew." McCormac said, "I think our City Council is excellent and solid. Every one of you is honest. If you like something or don't, you will let me know. As will most of the people in this room. That is how good government works." He said, "I am comfortable with the budgets presented for the
City of Clinton and the water and sewer departments. " He continued, " you six people control all of the money for the city, and we all understand that. That's why you are in these positions. " M c C o r m a c praised City Treasurer Dena Malone. "Dena did a phenomenal job helping us with the budget. She is frugal. It helps to have someone like her who will make us prove why we need something. " He said, "When it comes time for audits, it is a good thing." The councilors approved the budget for 2021. Reports from other departments at the December 10th meet-
ing included: Animal control: For November, Officer Tim Pike took eight calls stating he had picked up two dogs and one cat. The animal shelter is currently providing lodging for sixteen dogs and nine cats. In January, SNYP will transport seven dogs to other states. Fire Department: Chief DL Webb stated the fire department has been busy this month. He said there had been a couple of grass fires and a couple of accidents to work. Webb said the Covid-19 numbers are rapidly rising in the county. He told the group the South Side school has transitioned into virtual

The virus surge has most events up this way cancelled. But that can’t stop us from looking up. Jupiter and Saturn continue to draw closer in the southwestern sky after sunset. Also Monday, the first quarter moon is official at 5:41 p.m. Next Tuesday morning, before first light, the Ursids meteor shower peaks with up to 10 per hour. They will appear to be coming from the direction of the Little Dipper. Next Wednesday, the waxing gibbous moon pairs with Mars. Talked with Burtie Harder about her winter garden. She said it has been easy to keep it going this year as the low temperatures have not held on for any length of time. Among several vegetables mentioned, I remember lettuce, kale and brussel sprouts. I’d love to hear about other successful winter gardens. If you have info about the greater Crabtree and west Hwy. 16 community, call or text Jeffry Burgess, 745-1249.
I have been staying at home. We do not get out to see anyone. We feel safer that way. We have a table and chairs on the porch. When people visit, we ask for them to wear a mask and sit at the table. And James talks to them through the window. I do know there are several in quarantine for another week. I have to brag a little. James has finished his radiation, and they even gave him a certificate of completion. It was wonderful not to have to go to Carti in Conway. It seemed like we had so much more time today and were not nearly as tired. It is so wonderful to have this much of the recovery time behind us. There are blessings from God everywhere we look. Mary Thompson's dad and mother have moved next door to Mary and Walton Blair Road. Jimmy Murray went fishing Wednesday with his cousin Sherman Murray of Greenbrier. They fished at Beaver Fork Lake. The fishing wasn't excellent, but the fresh air and sunshine were terrific. This past week a log truck hit a car on the curve coming west out of Shirley. The truck didn't stop, but a good citizen saw the accident and followed the truck into the next county. The police arrested the driver. I was told the story when I came by and saw the car that was hit. There is so much crime this time of year; It is heartwarming to hear of someone going out of their way to do the right thing. Merry Christmas to all and a Happy New Year.

THAT
BANNER MOUNTAIN GIRL
by Freeda Baker Nichols
Pre-Christmas Wishes With Christmas just around the corner, during this pandemic that’s causing high numbers of positive cases of Covid-19, we go about our daily routine. For my husband and me, we are staying home except for doctor appointments and buying groceries curbside. No parties, no gathering together with friends, only live-streaming church services through Facebook, no visits from out-of-town family. Some social distancing with nearby family. So, what’s our plan for Christmas? Our outdoor lights are hanging from the porch, thanks to Steve and Logan. We have our tree up, and its lights twinkle at the window. Ready or not, Christmas is going to arrive. As Gene and I remembered Christmas
when we were kids, he mentioned how he got a cap pistol with caps for it every year, and he got fruit and nuts and candy. As for me, I got a doll and also candy and fruit. We both recalled the Sears Christmas WishBook that came each year in the mail. I turned the pages and wished for many of the toys pictured there. One thing I wanted more than any other toy was a farm set with fences, a barn, and cows, pigs, and horses. I never received that, but it was fun to wish. My sister, Yvonne, and I created our farm animals out of corn cobs and sticks. We molded the red clay of Banner Mountain into ducks and chickens and frogs. We played, we laughed. We had fun. And we grew up just fine without the store-bought replicas

of farm animals. We might have become more creative because we had to make our toys. Yvonne grew up to become an artist, and I became a writer. Thinking of that Sears Christmas WishBook when I was a kid reminds me that during this pandemic, while we no longer have the Wish Book, we do have easy access to order whatever we want through the internet. And our orders come to us now by various deliveries. Some orders still come through the U.S Postal Service. Others arrive by UPS or FedEx. Recently, I’ve noticed even a U-Hall truck delivering items. The first Sears Christmas WishBook came out in 1933 and stopped publication in 2011. Sears brought back a shorter version of it for one year in 2017. Wouldn’t it be nice if around Christmas Eve, snow would fall across Van Buren County, and Santa’s sleigh would have a smooth ride up the hills and down the valleys?
on our website. " Zoning Department: Zoning official Tim Clark told the councilors that Steve Landers has purchased the billboard near Main Street Park. Landers proposes to remove the current billboard and replace it with a single-pole digital billboard. Clark said the south-facing side would be static, and the images will not change. The north-facing side will be able to display different images. The zoning commission submitted a proposal for the project to move forward. The council voted unanimously to approve. The council approved Christmas bonuses for city employees in new business, with full time receiving $150 and part-time receiving $75. Don and Jo Nell Warren by Jeff Stansbery
Don and Jo Nell Warren have had many experiences in Van Buren County since they chose to make Clinton their home forty-six years ago. Don moved from the Tulsa, Oklahoma, area to Little Rock, Arkansas, and graduated high school at McClellan. Afterward, he met Jo Nell Tumlison while attending Hendricks College in Conway. Jo Nell was a hometown girl from Clinton majoring in mathematics. They married in 1969 while Don was a senior and later moved to Clinton in 1974. Since then, Don has had his dental practice in Clinton and has been instrumental in developing and instructing kinesiology, dentistry, and wellness. Don has traveled across the United States and foreign countries, such as England, Chili, Brazil, and Australia, teaching kinesiology. As a pilot, he has flown his King Air airplane with the Flying Dental Association to Cuba. He has instructed over 700 classes of nutritional supplementation to help people get well. Don remembers the Clinton flood of December 2, 1982, when the Little Red River and Archey Creek caused terrible devastation downtown. The night before the flood, Don and his friend Paul Bone, owner of Thriftway Grocery, drove past the airport to check on Paul's cattle. Water covered the field and runway, but Don could only see the planes' tails by the next day. And the cattle were gone. The water rose over fourteen feet in that area. On the day of the flood, Don and an anchorman from KARK drove his bass boat to downtown Clinton. They rescued Attorney Jack Lewis, who the water had trapped in his office. Jo Nell said her parents, Jim and Mary Tumlison, had extensive damage to their business, the Clinton Florist. With the help of dry cleaners in Conway, they were able to recoup some of their losses. Jim was a former princi-
Jo Nell and Don Warren pal at the high school which Tumlinson Field is named. During the tornado of February 5, 2008, Don had a staff of three women working in his dentist's office. They hid in the bathroom, holding on to one another as the tornado ripped through the building. They were tossed upward and then thrown to the ground. The twister leveled the building. Don watched the storm from his home across the neighborhood. He arrived at his office a moment later to find his staff lying on the ground with cuts and broken bones. One lady had a concussion and a broken rib cage. They placed Brenda Parker on the only object unaffected by the storm, an interior door, to safely transport her. Interestingly, one woman had newsprint embedded on her arm that she couldn't wipe off. Don said, "We could read the newsprint on her arm!" He believes this phenomenon was due to the extreme, instantaneous decompression of air when the tornado hit. This anomaly also caused popping in his ears during that time. Next door to the dentist's office was the Red River Golf Course that Don also owned. An employee, Fontaine Bayer, worked in the pro shop. She left work early that day when she heard a storm was approaching. She went to her home in Culpepper, believing she would be safer there. Unfortunately, the tornado ripped through
her neighborhood before it entered Clinton. It claimed her life. Don lost both businesses on the same day from a storm so massive it left his filing cabinet over 50 miles away in Mountain View, Arkansas, and more paperwork in Missouri. After the cleanup, Don and Jo Nell rebuilt the dentist's office and opened the golf course as a self-service. A few years later, the golf course was closed due to a lack of local support. The funding was not there to maintain it. In 2017, Don had two strokes in one week, which forced him into retirement. Although he could not continue his practice, the strokes did not deter Don from one of his greatest passions, duck hunting. On one particular occasion, Don was riding his ATV when it turned sideways and rolled ten feet down an incline. He broke his back, but his only concern was whether he would be able to go duck hunting again. He recovered from his injuries, and a year later, had another bad fall. This time his back broke in several places. Again, he was concerned about his ability to duck hunt! Don and Jo Nell Warren have witnessed and survived many ordeals while living in Van Buren County. They have been an outstanding contribution to our community and across the United States and around the world. We as a community are grateful they chose Clinton, Arkansas, as their hometown.

Remembering the ole mountain man John Pack by Warren Johnson Kenneth Pack. I men-
For as long as I can remember, the Pack family of Dabney has been a part of my life. When I was a little kid, my parents would trade at the Amoco gas station, located by the Town branch. Uncle Aubrey always greeted us with a smile. He would check all of the fluids under the hood while putting five gasoline dollars in the tank. He never failed to ask about my grandparents. In 2007, my job took my family and me to Fountain Lake near Hot Springs. The first visitor we had at our home was the pastor from the local church,
tioned being from Clinton and having known Uncle Aubrey and Aunt Joan all of my life. As it turned out, Pastor Pack is from Bastrop, Louisiana, and a cousin to the Pack family from Dabney. We attended services at Brother Pack's church until we returned home to Clinton. I became acquainted with Uncle Aubrey's son John on their daily trips into town to visit with Aunt Joan, living at the Nursing Home in Clinton. On February 13, 2011, Uncle Aubrey passed away. Seven months to the day, on September 13, 2011, Aunt Joan joined him.
I visited with John almost weekly for the past eleven years. I could tell John was coming by seeing his iconic gray beard or hearing his deep gravelly voice. John always began our conversations with the words, "There he is!" We would talk about the happenings in Alread, today or in the past. Local history was always a favorite subject. John would end our visits with the words, "Take Care." A few months ago, John stopped coming around. I did not see him for many weeks, and I wondered what had happened. One day I heard a familiar voice behind me say, "There he is!" I
quickly turned around. With a big smile, I said, "Where have you been? I have been worried about you!" John informed me he had taken a bad fall and had been in rehab at Ozark Health for over a month. He appeared much frailer and was much smaller than the last time we had visited. After that day, I saw John one more time. Last week, I learned he passed away. John is at rest in Zion Hill Cemetery with his parents. To the old mountain man, I say, "Take Care. I look forward to seeing you on the other side." and hearing the words, "There he is!"

John Wm Whillock family circa 1898
The Whillock Family Of Van Buren County - Part 2 by Eugene Smith garet migrated to Mar- November
This installment will open with a brief recap of the previous week's article on the early Wheelock/Whillock lineage to bring the reader up to the point where the Whillock family migrated into Van Buren County. This genealogy began with John Wheelock ( ca 1750 - ca 1843), his wife Sarah Kincheloe (ca 1754 - after 183 7), and Sarah's parents, John Kincheloe, Jr. ( ca 17281809) and his wife, Mary Wickliffe ( ca 1725 - 1794). These families settled in Washington County, Tennessee. John and Sarah's son (9th Of 10 children), Enoch Wheelock/Whillock ( ca 1794 - ca1853 ), married Lucinda Irwin ( ca 1800 - before 1850), and they settled in JeffersonCounty, TN. Enoch and Lucinda's son, George Washington Whillock, opens Part 2 of this Whillock family story. George Washington Whillock was born in Washington County, TN, on April 2, 1838, and married Margaret Irene Robertson (August 8, 1846, VA- April 24, 1918, Marshall, Searcy County, AR) August 18, 1863, in Roane County, TN. George and Mar-
shall, Searcy County, AR, where they had four children, John William, Joseph Tolliver, Jacob Shem, and Emma Catheryn; around 1880, they moved to Humansville, Polk County, MO, where they had a 5th child, James Allen. On February 7, 1882, George died in Humansville and was buried beside his older brother, John Whillock (1828 TN - 1890 MO), in the Plum Grove Cemetery in the nearby community Donnegan. After the death of George, Margaret returned to Marshall, AR, where she raised the children. Margaret died in 1918. She is at rest in the Marshall Cemetery. The three oldest sons, John William, Joseph Tolliver, & Jacob Shem Whillock, settled in Van Buren where they raised their families; Emma Catheryn Whillock married and settled in Carroll County in north Arkansas. James Allen married and moved to California. This installment will give the story of the family of John William Whillock, the eldest of the children of George and Margaret Whillock. John William (known as "Willy" or "Bill") was born in Marshall on September 18, 1869, and died on
20, 1935, in Clinton. He married Rebecca Jane "Becky" Willcox (March 14, 1866, Fall Branch, Greene Co., TN - December 28, 1950, Clinton, Van Buren Co., AR) in Marshall on September 25, 1887. Since men had to be age 21 to marry without parental permission (John was 18), attached to the marriage license is a handwritten note to the County Clerk reading: "Mr. Bratton, Please give Willy a marriage license at my consent. M. I. Whillock". John William and Rebecca had four children: Jessie Pearl, George Luther, Eula Letha, and Margaret Melinda. - Jessie Pearl Whillock (1888 -1968) married James Sylvanus Gibson (1882 - 1967) and moved to Fort Meyers, FL, where they had five children: - Margaret R, Gibson (1913 - 1985, married to Samuel Prentiss Watkins) - Luther Paul Gibson (1918-1991, married to Dorothy M. Riesicier) - Rebecca Alice "Reba" Gibson ( 1925 - 2006, married to Linley Edward Home)-Joseph William "Joe" Gibson (1929 2009, married to Marian Navarra)-Jack Gibson (1933 - 2010, mar-
ried Carolyn Marie Shanahan) - George Luther Whillock (1891 - 1958, married Anna Ruth Keilch) and moved to Dardanelle, AR, where they had two children: - Mary Rebecca Whillock (1919 - 1999, married to Louis J. Berkemeyer) - Peggy Ann (1933 - 1987, married to Lawrence Delmer "Bozo" Lynch) Whillock Eula Letha Whillock ( 1894 1992, married to Robert Franklin "Bob" Pate) remained in Clinton where they had two children: - Mary Jo Pate (1921-2003, married Alene G. Jordan) - John Wilson Pate (1925-1989, married to Mary Ann Holtzhauer) - Margaret Melinda "Maggie" Whillock ( 1905-1979, married to Augustus Garland "Gus." Patterson) remained in Clinton, and they had three children: - Billy Charles Patterson (1924 - 1990, married Viola Marr) - Betty Margaret Patterson ( 1927 2012, married Eugene Charles Smith, Sr.) -
Margaret Irene and George Washington Whillock Mae/Mai Katheryn Patterson (1930 -2019, married pt Charles Knox "Buddy." Hughes & 2nd A. C. "Ace" Clemons) Forthcoming installments will continue the descendants of George Washington and Margaret Irene (Robertson) Whillock with the families of Joseph Tolliver Whillock, Jacob Shem Whillock, Emma Catherine WhillMelinda ock, and James Allen Margaret Whillock Patterson Whillock.

Lake Charles
(updated 12-102020) Shelly Jeffrey at Lake Charles State Park (870-878-6595) said the best moon times for fishing this month begin Thursday, Dec. 11, and run through Dec. 17. That said, nobody was giving her anything to report leading up to that this week. Sunday’s water temperature was 51 degrees, and the water continues to run murky. Water level is low, with water being used to help flood the nearby WMA for waterfowl season and the general dry conditions.

As of Thursday, the Army Corps of Engineers reports the lake’s elevation at 458.85 feet msl (normal conservation pool: 462.04 feet msl). (updated 12-102020) Tommy Cauley of Fishfinder Guide Service (501-940-1318) said the water level at Greers Ferry Lake is at 458.84 feet msl and staying pretty steady with no rain and warmer temps, and not much generation. It looks like the trend will continue until first of the new year, as forecast calls. It is 3.2 feet below normal pool of 462.04 feet msl. Black bass will eat crankbaits and spinnerbaits on steeper banks, along with jerkbaits, drop-shots, jigs, Alabama rigs and spoons working for deeper fish
and dragging a C-rig or football head. Crappie are eating minnows and jigs fished straight up and down, as fish are getting tighter to pole timber and brushpiles. Some bream are still pretty active in deeper water; try 12-20 feet with crawlers and moving baits. No reports on catfish. As for walleye, the river spawners have got it on their mind and are staging and or moving, and lake fish are wanting to eat. Your best bet is a crankbait trolled in right areas, 12-40 feet. Hybrid bass and white bass will eat a lot right now feeding up before the harsh cold; try spoons, Alabama rigs, hair jigs, inline spinners and the Largo Super Spinners in 35-80 feet.
fished shallow with little weight when fishing the shoals. The fish are spooky in these low water conditions, so use a stealth approach.” Greg advises that anglers please try fishing below the redds to catch the fish that are feeding on the eggs drifting off the redd. Avoid harassing the fish that are on the redds spawning. These fish will probably be caught by foul hooking rather than taking the fly. It is that time of the year when you should be careful when wading the shoals where the fish are trying to spawn. A redd is an area on the bottom of the river in the gravel where the fish have cleaned the debris from the rocks and lay their eggs in the gravel. These areas are easily identified by being cleaner and shining on the bottom. “Please avoid wading thru these areas. Disturbing the eggs destroys them and therefore reduces the number of browns in the river. Wade around, not through the redds. The browns are not stocked in the Little Red River and depend on this spawn to survive. ‘Wishing you a Merry Christmas and a Happy New Year!’

Bull Shoals Lake
(updated 12-102020) Greg Seaton of littleredflyfishingtrips. com (501-690-9166) said there has been no generation since Dec. 3 and none was scheduled for Thursday, Dec. 10. “This is seven days without generation and very low water conditions. With the water clear and a slow current, fishing can be difficult. Try using small emergers or egg patterns
As of Thursday, the Army Corps of Engineers reported the lake’s elevation at 658.97 feet msl (normal conservation pool: 659.00 feet msl). The reported lake elevation at Table Rock Lake was 917.03 feet msl (normal conservation pool: 917.00 feet msl). (updated 12-32020) Del Colvin at Bull Shoals Lake Boat Dock says the shad are get-
ting balled up more, so he suspects the deep bite is about to get better once generation slows. There are baitfish in the creeks and shallows. Spend your idle time on the graph looking for loons and video-gaming will pay off. “I have been doing better towards backs of creeks for numbers; at 35-65 feet, some of the shad balls are getting bigger but suspended over the old creek channels. Use an ice jig or spoon if it’s windy, Damiki drop-shot if it’s flat. If the shad are up high in the water column, the deep bite is hot. Powerfishing shallow if there’s wind, cloud, bushes/ snags with deeper water close and shad. Rock Crawlers, Wiggle Wart and square bill are all working with some wind off 45-degree banks with nasty rock transition. As the sun comes up, or post frontal, change tactics and slow down. Use jigs and shaky head on channel swings. Brushpiles are getting good if there are shad present. Follow the shad regardless of the depth and you’ll find the fish. I’m fishing the conditions.”

White River
(updated 12-102020) John Berry of Berry Brothers Guide Service said that over the past week they had about a quarter of an inch of rain, cold temperatures and heavy winds. The lake level at Bull Shoals dropped 0.3 foot to rest at 0.2 foot below seasonal power pool of 659 feet msl. This is 36.2 feet below the top of flood pool. Upstream, Table Rock dropped 1.7 feet to rest

at 0.1 foot above seasonal power pool and 15.9 feet above the top of flood pool. Beaver Lake rose 0.1 foot to rest at seasonal power pool and 9.6 feet below the top of flood pool. The White had moderate generation with some wadable water. Norfork Lake fell 0.4 foot to rest at 0.5 foot below seasonal power pool of 553.75 feet msl and 26.7 feet below the top of flood pool. The Norfork tailwater saw a moderate amount of wadable water. The catch-and-release section below Bull Shoals Dam is closed through Jan. 31, 2021, to accommodate the brown trout spawn. The State Park will be seasonal catch-and-release for the same period. All brown trout must be immediately released. In addition, night fishing is prohibited in this area during this period. On February 1, 2021 this section will open to fishing. On the moderate flows the White has fished well. The hot spot has been Rim Shoals. The hot flies were olive Woolly Buggers (sizes 8, 10), Y2Ks (sizes 14, 12), prince nymphs (size 14), zebra midges (black with silver wire and silver bead or red with silver wire and silver bead sizes 16, 18), pheasant tails (size 14), ruby midges (size 18), root beer midges (size18), pink and cerise San Juan worms (size 10), and sowbugs (size 16). Double-fly nymph rigs have been very effective (John’s current favorite combination is a size 14 pheasant tail nymph with a size 18 ruby midge).

Master Gardener's We Noticed Award for December by Bertha Christensen garden that backs on- work in progress. She for making our county
As 2020 comes to a close, so does our first year of the We Noticed awards. We presented two awards for December. The first award was on Candy Cane Lane in Fairfield Bay. Susan Stewart nominated Judy and Dan Rehm and their neighbor Doris Wilkinson who share a garden between their houses. He is the muscle of the group, while the ladies are the creative geniuses. Besides the shared space, both places have a lovely

Congratulations to all of you. The second We Noticed award for 2020 went to Jo Nell O'Neal of Clinton. The Van Buren County Master Gardeners enjoyed meeting her and touring her beautiful garden. The O'Neals built their house in 1985. Since then, her garden has been a

showed us her favorite Japanese maple tree she rescued and nursed back to health. She has had to expand the garden to accommodate its size continually. Interestingly, Jo Nell knows many of the gardeners the Master Gardeners have previously featured. They have shared plants and ideas. Some of them were in the horticultural society together. Jo Nell was nominated by her daughter, Christie, who has been a big help to her. Everyone appreciates her
beautiful and inspiring other gardeners. This nomination is yet another example of how well nominations work. So, please message me on Facebook with the name of the person and garden that you enjoy. It could be a large yard or just a small flower garden. Let's continue to enjoy the beauty of Van Buren County, and thank you to all of our nominees for your hard work. It is appreciated, and I look forward to seeing many more in the upcoming year.

“12 Month Garden Tidbits by Jeffry Burgess drive as I envision the
I’ve received three garden catalogs in the mail so far this December and expect more. As an avid gardener I love to spend hours reading about new varieties and heirloom plants new to me. My mind starts into over-
anticipated bountiful harvest my garden will provide. This is also the time I start sketching out what and where everything will be planted. Year after year, my desire to try new crops exceeds my available space and there has been some wasted seed. So I’ve started to map out my plan while I catalog browse. This has helped to reduce my purchases to realistic levels, saved me a little money and made for a more productive garden, since I am less likely to overcrowd plantings, which reduces productivity. For more information on this subject check out the “12 Months of Gardening column, appearing in The Voice’s last edition of December.
