Williston N.D. - Teton athletics has unveiled its newest addition, the all new floor of Terry Olson (T.O.) Court in The Well.
T.O. Court has always been a staple of WSC and Teton athletics since 2004, as well has playing host to an assortment of camps, concerts, banquets, and other events. Every decade, it is recommended that a court should be sanded and refinished. The Tetons saw this as an opportunity to capitalize on the current rebranding efforts to create a new iconic look that puts WSC at the forefront of collegiate athletics. FLR Sanders took on the task of revamping T.O. Court, which started Monday, July 12th with a team of sanders removing the many layers of lacquer and original graphics. The sanding process was completed in five days leaving a blank slate inside The Well. The following Monday, the team of finishers

The arduous task of prepping the floor as well as design and implementation of all the features of the finished product was an astonishing feat of skill. The entirety of the detail work was put in by hand, with only the aid of taped-off borders and image stencils. Final steps of sealing and finishing were completed on the 19th and the court was left to cure until August first. It will be reopened to host competition and events on August 10th. Continued Page 4

The Minnesota Real Estate Journal has hosted thousands of people to Bakken Summits in major cities across the USA. Now, Williston Economic Development is partnering with them to hold a similar event right in the Bakken and will provide an opportunity for businesses, developers, and investors nationwide to see the Bakken firsthand. The “Williston Summit” is a three-day event that will be held September 3-5 in Williston. “The Williston Summit will be a tremendous opportunity to develop a “Bakken Network” and to learn more about the growth in the region and future plans and investments in and around the community of Williston”, says Tom Rolfstad, Director of Williston Economic Development. Wednesday’s seminars will feature some of the most sought after experts in their particular fields and include growth projections (oil production, pipeline, electrical power production, community growth trends and population); major new investments in railroad facilities; business opportunities in the Bakken; city and county planning processes; community development (health care, education, planning, transportation, parks and rec and downtown); investment opportunities; and retail expansion in the Williston area.
“While the Bakken is making the country energy independent, we are busy building a community that will not only handle the quantity of people required, but to also do this in a fashion that will provide the quality of life that families seek in locating into a new community”, says Rolfstad. Registration and a social/get acquainted mixer will be held Tuesday at 5 p.m. at the Williston Brewing Company. A full day of seminars will be held Wednesday at the Grand Williston Hotel and Conference Center followed by a dinner at the Williston Brewing Company. Participants will also have an opportunity to play in a networking scramble golf tournament on Thursday at the nationally ranked “Links of North Dakota”. The registration deadline for the tournament is August 27th . The tournament has active sponsors at every hole. The Williston Summit is an invitation only event. Construction Starts on New Williston Homes Williston, ND: StoneCrest at North Gate, LLC is pleased to announce its ground breaking at North Gate for their new development, Riverpointe Crossing. The subdivision, located north of 42nd Street East & University Avenue, in this recently annexed portion of the City of Williston, will begin development with 54 twin homes and 3 single family homes on approximately eight acres. The remaining 20 acres owned by the developer has yet to be platted, but planning for subsequent phases will begin this fall 2013. Engineering and construction management of the development will be performed by Sanderson Stewart. The development infrastructure will be constructed by
Plote Construction and will begin by the last week of August, with the goal to begin vertical construction in October. The twin homes to be built will improve upon market proven floor plans—a full re-design of each model is being undertaken to enhance the look and feel of the homes. All proposed twin home plans are 3 bed/2.5 bath homes, with garages suitable for the big trucks our buyers are fond of. While pricing for the new homes will be finalized in late September, preliminary sales prices are expected to be in the mid-$220’s. StoneCrest Construction has completed more homes in Williston than any other builder, and by the end of 2013 will have completed 82 homes
(including 42 twin homes) in the Granite Peak subdivision since its initial closings in August of 2011. StoneCrest prides itself in delivering quality homes, at an affordable price. The company has engaged Todd Williams of ThInc, and locally, Basin Brokers to market its properties in the Williston area. Basin has been involved in the assessment of the development project and believes the StoneCrest product is an extremely desirable entry level product for both firsttime homeowners and also for investors seeking to fill the void of moderately priced single-family homes and rental housing in the Williston area

Local Water Supply The residents and businesses served by the R&T Water Supply Commerce Authority now have greater access to high-quality drinking water, thanks to additional supply from the Western Area Water Supply Authority (WAWSA). The R&T system was officially hooked up to WAWSA service today (8/13). “WAWSA wants to thank the State Legislators, Governor Dalrymple, and the State Water Commission who continue to recognize the value and benefit of the Western Area Water Supply Project (WAWSP). With their support, we will remain on track to provide high-quality drinking water to northwestern North Dakota communities that need service as soon as possible,” says Denton Zubke, WAWSA Chairman. Representative Bob Skarphol of Tioga, loyal supporter of the project for the last two legislative sessions, provided the keynote comments at today’s celebration at the R&T Water Treatment Plant to celebrate the new WAWSP connection. Rory Nelson, the State’s new Western North Dakota Energy Impact Coordinator, was also on hand on behalf of Gov. Jack Dalrymple. “What comes to the top of the list for all these areas that are getting strained by the growth are water, sewer, housing, and roads. We can’t do anything in the area without water. We can’t have developments in cities and rural areas without water. We need a good supply of water and I think that this is a great system,” says Nelson. Representative David Rust of Tioga and the Mayors of Stanley and Tioga, Mike Hynek and Nathan Germundson, attended the event. All of the project’s stakeholders teamed up with Chairman Zubke and WAWSA Executive Director Jaret Wirtz to lead the group gathered in turning a water valve outside of the Water Treatment Plant to mark the new WAWSA service. The WAWSP is being paid for largely
through State loans through the Bank of North Dakota. Before he helped turn the valve, the CEO of the Bank of North Dakota, Eric Hardmeyer, said, “The Bank of North Dakota has $90 million into this (WAWSA) project and I can’t think of a better way to develop our assets than to provide water for industrial and commercial use, as well as residential.” The oil industry purchases WAWSA’s extra water capacity that’s not currently being used by residential areas to repay loans from the State. Continental Resources has cost-shared a portion of the WAWSA infrastructure near Epping, ND. Dave Ruffie represented Continental Resources at today’s event. He says the symbiotic relationship between WAWSA and the oil industry is a great opportunity for the industry to give back to local communities. “Continental is very pleased to be part of bringing rural water into the Williston Basin. We see this as a great opportunity to show our commitment to community and to develop that relationship of industry and community together,” says Ruffie. Joy Bickler, Hess Corporation Team Lead Contract Management, and Nelson, who also worked at Hess Corp. before accepting the Energy Impact Coordinator position with the State, echoed Ruffie’s comments. “The daily work we do, we need water for fracking and other things. By purchasing something we need every day, it’s going to help local cities and counties, and they’re going to have a great water supply at the end,” says Nelson. Ray, Tioga, and Stanley access their water through the R&T system. Wildrose and Crosby are also connected via extended pipelines. Last summer the area dealt with
intermittent water restrictions and a moratorium on service to new housing developments due to water shortages. WAWSA provides an additional source of water to the communities served by the R&T system. “We’re so pleased that WAWSA water is now available to the R&T service area. Williston and Watford City residents already enjoy service from WAWSA and several more cities are set to be hooked up this year,” says Wirtz. Later this summer, WAWSA will begin service to Fortuna, Noonan, Columbus, and 200 to 250 rural users in western McKenzie County. The Western Area Water Supply Project will serve an estimated 100,000 people by the year 2035 in all or parts of Burke, Divide, McKenzie, Mountrail, and Williams Counties. Williston Hires Code Compliance Cordinator Williston Economic Development, Barb Peterson
A so-called mid-life crisis, albeit, at the age of 27, prompted a California man to pursue a new career opportunity in Williston. Nick Vasuthasawat, who has extensive urban planning experience from his work in both the private and public sectors in the San Gabriel Valley, was named the new Code Compliance Coordinator for the City of Williston’s Planning and Zoning Department in June. “In larger municipalities in California, it was quite easy to be placed as a cog in an assembly line. I grew complacent in time and felt inclined to do much more. I decided to think back about my early ambitions as an undergraduate and said to myself, “why not?” said Vasuthasawat. In his new role he is responsible for enforcing the Planning and Zoning codes identified in the City of Williston Comprehensive Land Use Plan. The plan is a policy guide designed to preserve the community’s values and guide its growth and change during the economic boom.
“What attracted me to Williston was the job and what it entailed. I was looking to make an impact in a small community and Williston fit the description. Williston has the opportunity, the challenges, and the vision to create and explore new ideas,” he says. As the Code Compliance Coordinator Vasuthasawat has a variety of roles including but not limited to: developing a code enforcement program; reviewing and improving current policies; facilitating compliance of all Planning and Zoning codes; conducting site investigations and following up on complaints; working with the City Attorney’s office to prosecute violators accordingly; and managing the day to day operations of the code enforcement program. “A few of the issues facing the City given the economic boom is overcrowding, unpermitted businesses and signs, vehicles parked in the front yard, mobile vendors and people occupying their RV’s as living quarters,” he says. Vasuthasawat has created a webpage on the official
Planning and Zoning website which informs the public of the code enforcement process, how to file a complaint, types of complaints accepted, and a Q&A section. As for Vasuthasawat’s “mid-life crisis,” he is finding solace in his position and environment. “What I particularly like most about the job are the people I get to work with,” he says. “I am surrounded by an amazing group of capable individuals along with supportive City and Planning Commissioners who continue to have the City’s best interest at heart. Having the support of the community and its leaders is a strong benefactor when it comes to creating and implementing new enforcement initiatives.” Vasuthasawat says the keys to successful enforcement will be promoting public awareness and being both proactive and reactive in its enforcement. Jack Dalrymple today joined officials from Enbridge Pipelines LLC to celebrate the completion of the energy delivery company’s Berthold rail terminal, Bakken Pipeline expansion and the launching of its Sandpiper Pipeline project. “We appreciate the major investments that Enbridge Pipeline has made in North Dakota,” Dalrymple said. “These projects are important advancements in the responsible development of our energy resources. By expanding our rail and pipeline capacity we can better meet the needs of our energy production and further reduce truck traffic, dust and wear and tear on our roads.” Enbridge has expanded its Bakken Pipeline to increase shipping capacity to a total of 475,000 barrels of crude oil per day. The expansion, completed in March, increased the pipeline’s capacity by 120,000 barrels per day. The Bakken Pipeline
carries crude oil from western North Dakota to the Enbridge mainline near Cromer, Manitoba. Enbridge has also invested $145 million to build a rail loading facility northwest of Berthold. Enbridge partnered with Berthold Farmers Elevator to build the terminal which is capable of shipping 80,000 barrels of Bakken crude oil per day. The terminal was built in two phases and completed in March. From the terminal, Enbridge ships crude oil to markets throughout the United States. Monday’s event also marked the launching of Enbridge’s Sandpiper Pipeline project. Enbridge plans to build a pipeline capable of carrying 225,000 barrels of oil per day from western North Dakota to Clearbrook, Minn., and a joining pipeline that can transfer 325,000 barrels per day from Clearbrook to Superior, Wis.
