ABSTRACT

Theresearcherconductedanin-depthstudyonthefunctioningofDIETatChitrokondainMalkanagirDistrict.Theobjectivesofthestudyweretofindoutthestatusof DIETintermsofinfrastructureanditsabidancetotheexistingrulesprescribedbyNCTEfromtimetotime,tofindouttheproblemsthatDIETfacesinitsfunctioning, toprovidesuggestionsandrecommendationsforstrengtheningtheinstitute.ThiswasundertakenadoptingCaseStudyapproachbyselectingthecasepurposively The data were collected from primary as well as secondary sources through Interview Scheduled, Questionnaire and Observation Schedule from the official records, Principal,SeniorTeacherEducator,TeacherEducator,StudentsofDIETandAssistantDirectorofDirectorateofTE&SCERT,Bhubaneswar

INTRODUCTION

TheconstitutionofIndia,particularlytheArticle26,theenactmentofRightof theChildtoFree&CompulsoryEducationActin2009changedthepolicylandscapeandopeneduppossibilitiesfordifferentstakeholderstohaveaseriesof opportunitiestostrengthenthequalitydimensionsofTeacherEducationatprimarylevelinIndia.TheconceptofDIETanewinnovationcameintolightasa resultofNPE-1986andPOA1992.ThisHistoricdocumentsdesignaroadmap forTeacherEducationatprimarylevel.Itopenedanenormouspotentialitiesand unboundedpossibilitiestogivethevisionandcommitmenttothecomponentof TeacherEducation.NodoubttheexcellenceandqualityofeducationofDIETs restuponthepeoplethoseareworkinginthesystemhavingperserverence,creativity,thinkingandaction.Itwouldbequitemeaningfulandrevealingtoexamine how this institutions (DIETs) have transferred themselves to face the challengesofTeacherEducationeffectivelyoverdecadesoftheirexistencemost particularly, when India has a new Education Policy 2020 with extraordinary vision and vigour.This case study is a careful combination of both description and explanation It goes deep into the functioning of DIETs with an ethnographicapproachleadingtoinsightfulfindings.

The State Government established DIET in 1988 in the State under centrally sponsoredscheme(CSS)ofTeacherEducationinfour(04)phasesi.e.1988-89, 1997, 2005 and 2014. The DIET at chitrokonda in Malkanagir District was upgradedtothestatusofDIETin2014.

Objectives:

Thefollowingweretheobjectivesofthestudy:

Ÿ TofindoutthestatusofDIETintermsofinfrastructureanditsabidanceto theexistingrules.

Ÿ TofindouttheproblemsthatDIETfacesinitsfunctioning.

Ÿ To provide suggestions and recommendations for strengthening the DIET

Method:

Surveymethodwasusedtoconductthepresentstudy

Design:

Inthepresentstudy,CaseStudyapproachwasfollowedtoundertakethestudy

Sampling:

Toconductthestudy,thefacultymembersi.e.Principal,SeniorTeacherEducators, Teacher Educators, 40 Students and Officials of the DIET and Assistant Director,InchargeofDIET,DirectorateofTE&SCERTwereparticipated.

Tools:

In order to collect data, the tools like Interview Schedule, Questionnaire, and Observationschedulewereused.

DataCollection:

ThedatawascollectedfromPrincipalandotherOfficersandofficials,students andAdministrators through the above tools. The data were compiled and analyzedbyusingquantitativeandqualitativetechniques.

TheDIET,ChitrokondastartsitsjourneyasaSecondaryTrainingSchool(STS) in 1979. The said STS was upgraded to the status of District Resource Centre (DRC)in2010andlateronattainedthestatusofDIETin2014.TheLandArea

andBuiltUpAreaisgiveninthetable1asperNCTEnorm.

This DIET is located in the tribal pocket of Odisha. It is situated 60KM away fromthedistrictheadquartersand650kmfromtheStatecapitalBhubaneswar ThisDIEThas02campusi.e.campus 1(oldbuilding)andcampus2(newbuilding).Thedistancebetweentwocampusisaround0.5km.TheLandAreaisabout 03acreandtheBuiltUpAreaismorethan2500sq.mtr whichsatisfytheNCTE norm.itisco-educationalinnature.Theannualintakecapacityis100.

Long gaps between DIET getting established depicts absence of a prospective plan with preset priorities. Most of the DIETs in the State have into existence throughupgradationofexistingstatemanagedETEIs.Tosomeextendsitaffects thefunctioningofDIETs.TheDIETsestablishedinPhase1andPhase2areata better state of development primarily due to their engagement with DPEPand othercentralGovernmentScheme.

ManpowerisanimportantdimensionofTeacherEducationforwhichtheNCTE, NewDelhiApexBodyhasprescribedanormtobeadoptedthroughoutthecountryforrunningteachereducationcourses.ThedataisgivenintableNo.2,3&4 regardingthemanpower

Thetable3indicatesthat15postshavebeensanctionedagainst16postsasmentioned by NCTE under teaching category is available in the institute, out of whichonePrincipal,06SeniorTeacherEducator,06TeacherEducator,01Hindi Teacherand01ArtInstructor Furtheritwasobservedthat,73percentpostsare lying vacant and the DIETruns with 27 percent staffwhich seriously affect the academicenvironmentoftheinstitute.

Thetable4indicatesthat,from2018-19to2021-22,thepostof principalwas lyingvacantandtheadministrationwasrunbyaSeniorFacultymemberofDIET, KoraputasaDDO.TheconcernedDDObecauseofhisadditionaldutypayvisit onceortwiceinamonthtotheDIETwhenfinancialtransactionisrequired.The academicdimensionwasfoundmissing.ItisevidentthattheDIETwasrunning onlyby45%staffundernon-teachingcategoryand27%staffunderteachingcategory ItviolatestheNCTEnormandaffectsthefunctionoftheDIET

The table-5 states that the DIET has good infrastructural facilities in terms of classrooms,PrincipalOffice,MultipurposeHall,Hostelfacilities forBoysand Girls and staff quarters. It has 04 class rooms, 01 multipurpose hall, Principals Office,Library-cum-Readingroom,Computerlab,100seatedHostelforBoys andGirls,02staffquarters,adequatelavatoryfacilitiesforboys,girls,staffand PwD candidates. Butmore staff quarters for teaching and non-teaching faculty, security personnel and boundary wall of the entire land are badly required for safeandsmoothfunctioningoftheinstitutesofaritsgeographicallocationisconcerned.Beingaprofessionalcourse,itshouldberesidentialincharacter

Itisevidentfromtable-7that,theenrolmentfigurein2018-19to2020-2021was notencouraging.Theaveragefigureisabout65%only In2021-2022and20222023nofreshadmissiontookplace,butsecondyearstudentof201-2022were found in the campus, as the duration of the course is 02 years. It was found in decliningform.Thetotalseathasnotfilledup.Itisevidentfromtable-8thatthe resultsofthecoursefor2018-19waspoorandaround69%only Whichisbelow theStateaverage.In2019-2020and2020-2021theresultwasimprovedandthe averagewas97%.

Findings:

Ÿ LackofprospectiveplaninestablishingDIETs.

Ÿ ThereexitahugenumberpostlyingvacantintheDIETbothinteaching andnon-teachingcategory

Ÿ Required number of branches was not established.Except pre service, otherbrancheshavelosttheiridentity

Ÿ Lackofmotivationamongteachingstaffeitherduetogeographicallocationornoappreciationfoundfromdepartment.

Ÿ Researchstudiesweremissinginlast05years.

Ÿ Infrastructure facilities is found good but more civil works required in termsofstaffquarters,boundarywall,laboratoriesandmaingateetc.

Ÿ Instructionalmaterialwasoutdatedandnotutilizedproperly

Ÿ ITwasnotproperlyutilizedintheinstitute.

Ÿ Monitoring/supervisionworkwasfoundpoor

Ÿ Linkagewiththeschoolsandotherresourceagenciesisfoundweak.

Suggestions:

Ÿ Teachingaswellasnon-teachingpostsaretobefilleduponprioritybasis asperNCTEnorms.

Ÿ Permanent regular principals may be posted for smooth function of the DIET

Ÿ FacultiesofDIETshouldbeITfriendly Trainingprogrammeshouldbe providedtothem.

Ÿ FrequentmonitoringofDIETshouldbemade,atleast03to04timesina yearbyHigherAuthority

Ÿ Differentbranchesshouldbeestablishedandstrengthenintermsofinfrastructureandhumancapital.

Ÿ Researchworkshouldbestrengthenedandfacultiesshouldbemotivated toundertakeresearchwork.

Conclusion:

TheissuesrelatedtoTeacherEducationatprimarylevelrequireattentionatdifferent level to ensure quality education reflected in the National Curriculum

researchandmonitoring/supervisionatmicrolevel.Itisimperativethat,GovernmentshiftitsfocustowardstheseTeacherEducationInstitutionsandprovides it'swithallthepossiblesupportformakingitmoreeffectivelyfunctioninginstitutetowardsachievingitsnationalobjectivesenshrinedwhilebeingestablished. Also Government introduce the National Mission on Teacher and Teaching whichcoversallissuesrelatedtoteachers,teaching,teacherpreparationandprofessional development of teachers (CABD,2013). Now it is prime objective to examine the DIET with all respects by analyzing different components to find outtheweaknessesandstrengthandproposedinnovativestrategiesforrevitalizationoftheinstitute.
