Time to make case for city’s fiscal needs When Toronto Council debated its budget last week, Mayor John Tory felt like the loneliest mayor ever. At least that’s what he said, in his speech capping the daylong debate on the 2017 operating and capital budgets. "I can tell you, it’s been pretty lonely so far," Tory told his colleagues - many of whom were critical of his decision to keep the property tax increase relatively low at 2 per cent. Tory pointed out that marginally higher tax increases on Torontonians’ homes won’t make much difference to Toronto’s larger fiscal difficulties. What would make a difference, he said, was a few more voices turned toward Ottawa and Queen’s Park, to press the case that he has been pressing: Toronto needs more money, and perhaps more powers, to finance its many needs and aspirations as the largest city in Canada. It is a compelling case, and Tory has not been alone in making it. Mel Lastman, amalgamated Toronto’s first mayor, made it most bluntly, when he called Premier Mike Harris a "liar" for promising that the amalgamation of Toronto and provincial downloading of bigticket services would be "revenue neutral" for the city and the province. His method brought in a number of one-time fixes, but was largely a rearguard action. Lastman’s successor, David Miller, made the case with slightly more gentility, and did indeed manage some successes: a gas tax federally, transit infrastructure funding provincially, and, locally, new powers to tax under a new City of Toronto Act. The late former Mayor Rob Ford had little time for intergovernmental relations, but even he did his bit attracting some federal investment from the Ford-friendly Harper Conservative government to build a subway in Scarborough. So it falls on John Tory, and Toronto Council, to continue to make the case for further support and revenue powers. And if the fight is not lonely, it is uphill. Toronto Council’s initial foray - to impose tolls on the Gardiner Expressway and Don Valley Parkway - went nowhere with Premier Kathleen Wynne. The mayor has shifted his demands - that the province put money into transit infrastructure, housing, maintenance of those two highways and port lands flood protection. Tory is relying on the federal government to help secure this money - specifically, that federal funding for local projects be tied to provincial cost-sharing. Will it work? In politics, that’s always up in the air. But like his successors, Tory is in the right. It should work. For Toronto’s sake, it must.

Scarborough’s subway, still so insecure They held a byelection in Scarborough this month. The subway won. You might hear a man called Neethan Shan won, but the subway got more votes. In Toronto, some people believe governments do nothing but fill bags with money, which they throw into holes in the ground. The point most candidates in Ward 42’s byelection made is Scarborough never gets its fair share from those bags. And for a fair share, think subway to Scarborough Town Centre. Sure, many wanted more than that, but Scarborough’s one-stop subway extension has grown to be what matters most.Scarborough’s councillors, MPPs, and Mayor John Tory have

said, pledging "to push ahead on the project that the people of Scarborough have voted for time and time again." These are anxious months for the subway. No matter how many votes it wins, whenever Josh Matlow, a Scarborough subwayhater, goes on television, or the Toronto Star trash-talks it, the subway is insecure. A third-party cost review, long delayed, comes out this year. There’s fear in Scarborough about that. A new group, ConnectScarborough, has given out flyers at Scarborough Town Centre since January, signing people to a pro-subway petition it will give councillors when cost estimates are public. In a Valentine’s Day release, Scarborough Com-

munity Renewal Organization, born from a grassroots campaign to revitalize Scarborough on many fronts, announced its "strategic partnership" with ConnectScarborough.Pressure for the subway must continue until construction actually starts, says SCRO’s interim chairperson Jennifer McKelvie. The cost review also covers the Eglinton East lightrail line. That line can bring development and jobs back to East Scarborough, maybe break the back of poverty in five neighbourhoods. Nine years later, and now 19 years old, Mohammed is still banging away on 45-gallon oil drums and doesn’t want to stop. "If we didn’t have this opportunity here, I probably wouldn’t be who I am today. I used to be very introverted, unsocial and very shy," Mohammed said at a recent practice. "I am still shy but I’m more open than I’ve ever been." He says the band is like family. "This band is very expressive. People are not afraid how they really are. When they are here they’re themselves because they’re comfortable with everybody," he said. The York Lions Steel Band, founded by and con-

tinues to be supported by the York Lions Club, is free to join. Based in the area of Weston and Rogers roads, the youth band practices twice a week, performs at parades and travels to competitions. Even travel to competitions, mostly in the U.S., but occasionally as far as Australia and England, is free for the young musicians. It’s those trips and the camaraderie that has formed between the members that most members say they like best about participating. Keeping it free is important to the York Lions Club. Started by York Lions Club member Doug Saunders, his family members and other club members in 1972, the club recognized the needs of the community. "Everything has always been free and the reason is because this community has always been a have-not community, even going

"We decided as a club that’s how it would be, operated free to all the kids, but

we’d have to fundraise and that’s what we’ve been doing." The band earns money when it performs at community events, such as parades. You’ll see it anywhere from Toronto’s Santa

Parade to the Niagara Grape & Wine Festival. The Lions Club fundraises at the Delta Bingo and Gaming on St. Clair Avenue and at other events, and parents are encouraged to help raise funds if they are able.

Youths are able to join between the ages of 11 and 16, but there is no age when they get kicked out - they just have to be able to commit the time. The band practices twice a week, and annually practices and performs as much as 95 times. Stacey said it’s an enriching environment for members. "The senior kids are teaching the junior kids and that gives them self-worth as well," Stacey said. A few members said they learned life skills, including responsibility, time management, teamwork, leadership and they have fun. "You learn how to balance work and school and band," said Lena Swan, 19. She encourages everyone to join. "It was time to figure out what it was all about," he recalled of that life-changing moment when he came out to his family as gay in 1996. The man he started seeing suggested Carr join Gay Fathers of Toronto, a downtown peer support group. Gay Fathers of Toronto was formed in 1978 as a way to help gay men who were fathers and married to women. The group doesn’t pass judgment or tell members what to do. It simply offers support and shares stories to assist others in similar situations. Carr, who now sits on the group’s steering committee, said members are typically 40 years old, with one to three kids in elementary or high school. Their wives may or may not know their sexual orientation. He recalled an email he received from a man in December who simply, yet

Paul Carr poignantly, wrote "Why can’t I be normal?" Carr suggested the man attend a meeting, which he did. The man was concerned how his teenage child would react to his homosexuality. "Typically, children today don’t see it as a big deal to be gay," he said. "Talk to your kids, and be prepared for unexpected questions." The man came out to his child, who was accepting, Carr said. But Carr acknowledged things don’t always go smoothly. "There are still lots of men who, for whatever reason, don’t come out," he said. "Or they deal with their sexual orientation issues later in life." The group is trying to reach gay fathers in the city’s suburbs, areas that typically don’t have the same support networks as downtown, he said. Chris Gongos was mar-

ried for 20 years with two kids when he decided "it was time to move forward and live my life as it was meant to be." He learned of Gay Fathers of Toronto after telling his therapist he was gay and in need of help. Five years later, Gongos is a group facilitator. "I had suspicions of my sexuality but was not ready to acknowledge them," he said of his younger self, adding his marriage ended when he came clean about his true sexuality. Gongos said he went to a Gay Fathers of Toronto meeting because "I wanted help from men who had gone before me." "There is a sense of community, we are a special subset of the gay community," he said. If he has any advice to share with men who are thinking of coming out of the closet, it’s this:"Your life will not completely fall apart if you come out," he said. "In Toronto we’re very fortunate, we live in a very accepting society." While he wouldn’t confirm whether the delay will impact the opening of the Crosstown already delayed by a year to 2021 for reasons not related to Bombardier McCuaig said Bombardier needs to provide clear assurances it can deliver the order on time. "We’ve been very clear they have to provide us a schedule and the means and methods how they’re going to get from here to there," said McCuaig. "It’s still in their hands to provide us with that information." In a short statement, Bombardier dismissed Metrolinx’s concerns over the delivery, again promising it will deliver the LRVs on time. The company also reiterated its claim the pilot vehicle is ready for de-

livery, inviting Metrolinx officials as it did in October to personally inspect the vehicle at the company’s Kingston, Ont. facility. "We simply urge (Metrolinx) to respect the contract so we can deliver world class trains to a world class city," read the statement. The strong remarks of Metrolinx’s most visible leadership mirrored similar statements made by the TTC in regards to its struggles with Bombardier over an oft-delayed order of new streetcars, of which the transit commission has received one so far this year, despite Bombardier committing to complete and ship from its Thunder Bay facility a total of 40 new vehicles by the end of 2017 to bring the existing total to approximately 71 in service by the end of 2017. Late delivery of Bombardier-manufactured LRVs is also blamed for the year-long delay in the opening of Waterloo’s ION LRT line, operated by Grandlinq.

The war of words between Metrolinx and Bombardier continues to escalate as both sides appear destined for court to settle a longstanding dispute over delayed light rail vehicles (LRVs) for Toronto. Without going into much detail pending litigation, Metrolinx chair Rob Prichard said the agency was "extremely disappointed" with its LRV supplier for constant delays delivering a prototype vehicle for testing. According to Prichard, Bombardier has failed on 30 separate occasions to deliver the vehicle to Metrolinx’s exact specifications, and he suggested constant shuffling of the company’s senior leadership has severely impacted production efforts. "Our urging of Bombardier, over and over, is to focus their efforts, stabilize their leadership, stop blaming others and deliver on the promises they made," said Prichard following Friday’s meeting of the agency’s board of directors, where he and CEO Bruce McCuaig repeatedly rebuked the Canadian transportation giant. Bombardier announced last week it is seeking a court injunction to prevent Metrolinx from terminating its $770-million contract to supply light rail vehicles for the Eglinton Crosstown and Finch West LRT lines. This move comes in response to Metrolinx’s decision in fall 2016 to file a legal notice of intention to terminate the contract for 182 light rail
