Masking true cost of hydro won’t fix broken system Our hydro bills may be going down this summer, but don’t pop the bubbly just yet. While Ontario residents will see an average 25 per cent reduction on the bottom line, what they won’t see is what it’s going to cost future generations and the current structural inefficiencies and ongoing bad planning that make electricity expensive for us in the first place. Premier Kathleen Wynne announced the savings this month saying it was the fair thing to do. She heard from families struggling with their bills and struggling to understand why rates have skyrocketed. Unfortunately, because the history of hydro and its mismanagement is such a long and complicated one, politicians looking to distract would-be voters benefit from its current complexity. People don’t get it and don’t have the time, the comprehension or the willingness to figure it out. What they do get is how hard it is to pay a huge bill. So Wynne’s Liberals are waving a shiny 25 per cent hydro cut over here, while over there, our expensive hydro system continues to plod along. The lower bills come from refinancing the term of payment the province owes to private power providers - from 20 years to 30. So we’re deferring costs to future generations in order to get some immediate relief. And we’re incurring about $25 billion in extra interest charges over that time. Additional relief will be coming through low-income and rural subsidy programs, but that too comes at a cost of $2.5 billion over the next three years charged to Ontario’s treasury and taxpayers. As tempting as it is to celebrate lower bills, with an election year in 2018, we need to hold all parties to account to do more than float distractions. Ontario generates more power than it knows what to do with and we’re forced to sell it to our neighbours at a discounted rate. Sometimes we have to pay for them to take it. The sale of Hydro One has locked us into guaranteed contracts with private power providers whether we need that power or not. There’s little transparency as to the details of private contracts and that takes accountability right out of the system. We need a comprehensive plan and a system overhaul. Keep that in mind when you’re told to celebrate your June power bill. It’s not nearly enough.

Finding the fire again in Rustic Rustic is an in-between place. Luisa Giacometti says it’s part of a neglected Toronto, "caught in the middle" between Mount Dennis and Jane-Finch, neighbourhoods she believes get more attention, and more money. In the late 1980s and early 1990s, she says, the area was a haven for drugs and prostitution. "There was violence constantly." Residents from both the highrises and bungalows between Lawrence Avenue and Hwy. 401, east of Jane Street, turned things around. "We worked hard at it," says Giacometti. One night, 400 filled a meeting at Nelson A. Boylen Collegiate. Today, though, Boylen, its pool drained, is entering

Centre bursts with youth and kids from nearby highrises. The association met there last week, in one of the only free spaces it can get. As one man pointed out, though, everyone in the room lives in a house, and is white. Most Rustic residents aren’t. The community centre will close soon for renovations, but not before September, and the city says it’s looking at "relocation options" for programs. But relocate where? For many in Rustic, the York Recreation Centre, at Eglinton Avenue and Black Creek Drive, is two long bus rides away. People voted in the city’s lengthy "participatory budgeting" process for small park improvements - a ga-

zebo in Rustic Park, a white wall for movies at Maple Leaf Park. But sewer work has held those projects up. New lights installed in Maple Leaf aren’t turned on. Yet there’s hope. Rustic’s large, affordable house lots are attracting buyers. People are moving back because they like the area, says Carlo DiBenedetto, one of its few business owners. DiBenedetto says the residents’ group needs more warriors, more advertising, and events which are more enjoyable, maybe with food. Giacometti and others approve. Later, York South-Weston MPP Laura Albanese said the Liberal government knows the affordability issue "is felt more acutely" in Toronto. There’s a need to reform social assistance rates, but also to "go beyond the rates" to get people out of poverty, Albanese said. "It is important work. We certainly don’t want to leave the most vulnerable behind." The government consulted people recently on replacing provincial social assistance with a guaranteed basic income. Simpson and other ACORN members, however, want OW and ODSP rates raised immediately. Judith Taylor, on ODSP, can’t afford to get her three-year-old daughter in gymnastics or swimming and lives in a roach-infested building at Weston Road and Lawrence Avenue; she can’t afford to move and is $600 behind in her rent. "We are people," Taylor said. "I don’t want to live on the streets with my daughter and I don’t want to give her up."

Maxine wants people who think the province’s ODSP benefits are enough to live three months in her shoes. Those shoes were a gift from a friend. So was the jacket she wore as Maxine and others demonstrated outside a Weston-area office to argue Ontario Works and the Ontario Disability Support Program payments are too low. "The government knows no one can survive on what they’re offering," said Maxine, who wouldn’t give her last name but said she was a rest home administrator before suffering kidney failure in 1994. The North Scarborough woman’s been on ODSP ever since, and though she lives in public housing, getting through the month is getting harder no matter how she stretches the money. Maxine’s diabetic but sometimes misses meals. Her health is getting worse. She can’t afford fresh fruits and vegetables she needs for a healthier diet. "If you’re lucky enough you might get a friend to

throw you a pair of shoes," Maxine said on Feb. 27 as members of the advocacy group ACORN stood in front of the York Humber Employment and Social Services on Rogers Road. Some think "we’re all pariahs, we’re all scamming," said Laurie Simpson, chairperson of the group’s Weston chapter. Simpson said she’d love to work, but her disabilities don’t allow her to. On ODSP since 2005, she now spends 75 per cent of her payment on rent. Joy Mackenzie, on Ontario Works and homeless, said the city took her dog, Diesel, a 13-month-old Rottweiler, and are holding him in an Etobicoke shelter. "I’m trying to get him back but they say I’ve got to pay $209, which I don’t have." She said she agreed to leave her last apartment, where the stove was broken and you could smell the mould, on Jan. 25. OW doesn’t give people enough for shelter and food, Mackenzie said. "They’re not giving you what you need." Several at the protest said Toronto’s rising cost of living makes it impossible to meet basic needs, and people suffer as a result. Finding an apartment is

City introduces ’no-brainer’ change to procurement process

The new model will be put to the test as the city looks for vendors to radically overhaul its dated online registration system for recreational programs which residents complain is too unwieldy, slow and prone to breakdowns. A fully modernized platform could be up and running by this time next year, said Mayor John Tory during a media appearance Friday. "(A negotiated procurement policy) allows us as procurers more flexibility working with the different people who compete to provide this service," said Tory from the sprawling recently completed York Recreation Centre, located at 115 Black Creek Dr.. "It will allow us to talk to them in a more open way to ensure what we really need is what we’re going to get." Registration for spring and summer rec programs provided by the city is scheduled to begin this weekend for some 250,000

spots. Tory said the existing system has already been overhauled from previous years to allow for more capacity and hopefully less time spent trying to register, which in the past could take hours. Currently the city uses a traditional Request For Proposal (RFP) process, also known as Contract A, which requires vendors to present bids with binding conditions. Such bids are intended to reduce risk but can be often unfair to suppliers due to the inflexibility in the process and the inability to re-submit bids, said procurement consultant Eddy Jin, a strong proponent of negotiated bidding. According to Jin, a system of negotiation is much more preferable since it provides incentive for the two sides to come to the table and hammer out differences rather than force a new round of bidding. "If you’re a supplier and called to the table to negotiate, in the best-case scenario you’re probably winning that bid," said Jin, who is based in Toronto. As director of procurement for the University of Toronto, Jin introduced a negotiated procurement model to that institution’s

policy for contracting goods and services. The result, he said, was several millions in cost savings plus the scrapping of onerous policy found to be hindering the bidding process. While negotiation is normally a part of the usual procurement process, emphasizing its importance makes the machinations of deal-making more transparent and fairer to all parties, he said. Application of the negotiated model in Canada, at least for public agencies, remains largely on an ad hoc basis, said Jin. He hopes the shift by Toronto inspires more government agencies to modernize their own procurement policies, which has been the case in Europe for at least two decades. "It’s a no-brainer," he said. "I don’t know why anyone wouldn’t use it." If negotiated bidding proves successful in this instance, Tory promised it will be applied to other city contracts, and perhaps the TTC, which is co-ordinating construction of the Scarborough subway extension. "It is something new and something I think makes eminent sense," he said.
