No more gas plant for Crosstown LRT in Mount Dennis Battery backup to replace plans for natural gas plant AARON D’ANDREA adandrea@metroland.com Metrolinx is planning to build a battery backup energy system in Mount Dennis for the Eglinton Crosstown, scrapping its initial plans for a natural gas plant. The announcement came on March 28 at a news conference at the Mount Dennis construction site, after community members voiced their concerns about harmful emissions. Metrolinx is partnering with Toronto Hydro to build the facility, which will be located on the former Kodak lands, near Weston Road and Ray Avenue. Steven Del Duca, minister of transportation, said the new facility will be capable of providing power to the LRT line for up to four hours if a power outage occurred. "This is a win-win solution for this community and

Ontario as a whole," he said. "This new proposal will also provide demonstrable environmental and operating cost-savings." Del Duca couldn’t comment on how much the system would cost to build, but added the battery will charge during off-peak when hydro prices are cheaper, and distribute power throughout the day. Rick Ciccarelli, executive member of the Mount Dennis Community Association (MDCA), has been one of many community members campaigning against the natural gas plant since it was proposed. He said he’s happy Metrolinx decided to scrap it. "This is a dream," he said. "This is a pinch-me moment, really." Laura Albanese, MPP for York South-Weston, told The York Guardian she’s glad the community’s concerns were listened to.

"It wasn’t a big facility . but still, we had concerns, and we also wanted to have a more innovated solution, something that could add to the community and not detract from it," she said. "Also, this can spur, hopefully, jobs in future here in the green sector." Mike Mattos, president of MDCA, said the decision of charging the batteries during off-peak hours will benefit "all of Ontario." "It’s really good for carbon reduction, but it also brings a new technology into Mount Dennis," he said. "So, we have an opportunity to become a leader and to make our community more attractive." The 19-kilometre LRT line will be completed by 2021, and will connect Mount Dennis in the westend with Kennedy Station in the east-end. With files from Rahul Gupta

MIKE ADLER madler@insidetoronto.com There’s joy in the Parenting and Family Literacy Centre in Oakridge Junior Public School as parent worker Alex Koroneos leads a dozen toddlers in twirling squares of cloth to music. Ninety per cent of parents coming to this room, four days a week, are newcomers to Canada, learning skills they can take home, says Koroneos. "It demystifies the whole Canadian school system for them." The Byng Avenue school, and Samuel Hearne Middle School next door, function as community resource centres, not just for children but their parents too. They need whatever help they can get. Raising the Village, a new City of Toronto initiative, ranks Oakridge - a pocket in Scarborough of modest houses, apartment towers and auto-related businesses north of Danforth Avenue - at the top of its list for neighbourhoods with the most "inequities" when it comes to raising children. Oakridge’s family poverty rate is nearly 55 per cent. In Etobicoke’s very affluent Kingsway South neighbourhood, at the other end of the rankings, it’s just above five per cent. Toronto divides into rich and poor areas. Raising the Village is meant to show authorities where surgical investments in

"It’s a mammoth program that’s going to take years to fine tune," James Pasternak, a North York councillor, said last month. "I think this mayor and this administration is prepared to develop it and invest in it," Pasternak said, but adding those resources to build a more child-friendly city won’t be cheap. The two Oakridge schools, with 1,200 students between them, already get extra funding to cover costs of field trips, free eyeglasses, pediatric clinic referrals, hearing and dental screenings. They have a settlement worker, teaching and

learning coaches. They host meetings for parents, and stay open until 10 p.m. as subsidized community spaces. They hire parent volunteers as lunchroom supervisors and clerical staff; many were teachers or administrators back home, said Oakridge’s principal, Heather Groves. After years of effort, Oakridge and Hearne just got artificial turf laid on the field between them. The neighbourhood lacks recreational green spaces for children, and so many were on the field, grass wouldn’t grow. Parents said, "Our kids have to stay home in the buildings because there’s nowhere to play," said Sohail Shaikh, Hearne’s principal. Many Oakridge parents, now predominately South Asian, arrived in Canada with one or more university degrees, though

those may not be recognized here. They’re dedicated to their children, Shaikh said. Kingsway South, between Dundas Street West and Bloor Street West, is a very different place. It’s an "extraordinarily homogenous" neighbourhood of single-family households led by professional couples, and blessed with parks and good neighbourhood schools within walking distance, said Pamela Gough, the area’s public school trustee. Kingsway’s children, she said, are well-supported by families attentive to their needs, and emerge from schools having had high-quality education and guidance. "You’ve got the basics for success right there." Raising the Village notes only three per cent of children in Kingsway South were not participating in either arts or sports,

compared to 54 per cent in Glenfield-Jane Heights. Public school trustee Tiffany Ford, who represents that North York neighbourhood, said many parents along Jane Street and other marginalized communities find it hard to get children into arts and sports programs. Sometimes lack of information, transportation or the costs of programs can be a barrier, said Ford. "As a resident, I can see there’s a lot of programming here, especially in Jane-Finch, but it’s still not enough." Toronto’s six-year-old Child and Family Network (which includes school boards, United Way and Ontario’s education ministry) based Raising the Village’s "inequities score" on five factors (see sidebar), chosen "because they are known social determinants of child health." Family poverty is given the most weight, but parental unemployment, low parental education, lack of knowledge of English or French, and housing "below adequacy, affordability or suitability" standards count too. Neighbourhoods with the least "inequities" get a negative score. Oakridge is highlighted as the one with greatest inequity, but the score "doesn’t do justice to the whole story," said Parthi Kandavel, its public board trustee. Some poverty in Oakridge spans generations, and social problems result, but many are recent immigrants or refugees working hard to make their way out of social housing, Kandavel said. "The supports are there and should help. Will it change the outcome?"

ABOUT US

Tougher penalties could curb distracted driving The symbolism was perhaps a bit heavy handed, but the message was crystal clear. In the continuing effort by police to convince drivers that texting or talking on cellphones while behind the wheel can be disastrous, Toronto police recently put a hearse into service as an unmarked vehicle. The grim visual, part of a weeklong effort to combat distracted driving in the city, was intended to convey the message to motorists that using mobile hand-held devices could land you or someone else in that sombre vehicle, so common to funeral processions. If the approach seems dramatic, it’s important to point out that authorities are fighting an uphill battle when it comes to ending distracted driving, as they are with impaired driving, despite decades of powerful messaging and RIDE campaigns. This month the OPP held its own distracted driving campaign and laid more than 2,400 distraction-related charges over the period of a week. The OPP say deaths linked to distracted driving are outpacing those due to speed, so far in 2017. Last year, police observed the phenomenon become even more common than drunk driving. By the end of August last year, there were 38 distracted-driving deaths, compared to 19 impaired-related fatalities. Overall, 2016 saw 309 traffic fatalities on OPP-patrolled roads, up from 301 the year before, and distracted driving was one of the main causes. In Ontario, texting, talking into a hand-held mobile device, even eating while driving, can result in a fine between $490 and $1,000, plus the loss of three demerit points. A ticket can also result in a $200 or more uptick on your insurance bill. Distracted driving has been illegal in this province since 2009. Insurance Bureau of Canada statistics show that a driver is 23 times more likely to be involved in a collision if texting while driving and four times more likely if talking on a cellphone. Eighty per cent of collisions involve some sort of driver inattention. But drivers continue to do it. A Canadian Automobile Association survey, conducted late last year, revealed that 33 per cent of Canadians admit to texting at red lights. If stiffer penalties are what’s required (Transport Minister Marc Garneau is calling for national standards on fines) then they should be implemented. We can’t allow distracted drivers to continue to make our roads more dangerous.

On poverty, Toronto listens to experts Years ago, Cassandra Chambers was in a parking lot in Scarborough’s Bay Mills area talking to six youths who, like her, were West Indian. They believed their only option was playing basketball or rapping, things "the whole society and media told them they were good at," she remembers. To them, high school "was an elaborate daycare." Chambers took those kids to Union Station, then randomly stopped people "who looked like us," on their way to accounting, media and marketing jobs. One man did mineral trades. Two youths got placements with him, and Chambers, trained as a legal assistant, became a social worker, running a program called Youth Outside

erty strategy. The group is diverse in cultures, ages, levels of poverty. Hearing what other members struggled through inspired Chambers, showing her, "One, you know you’re not alone, and two, you can help." How do you interview for a job when you’re missing teeth, or don’t have a phone? Chambers has asked around to find clothing for people seeking jobs. "That helps one or two, but the reality is the number of people in poverty that want to work is in the thousands," she says. LEAG will focus on getting over the obstacles keeping people poor. Many LEAG members are experts in this, surviving addictions, criminal charges,

post-partum depression as single mothers, sudden unemployment; some used the city’s shelter system, says Pam McConnell, downtown councillor and Toronto’s poverty reduction advocate. The group’s not an experiment, she says. "It’s the way in which we should do business." Chambers, who lives in Malvern and recently became an artisan baker, believes the anti-poverty strategy is "on a good path." Programs fail because they’re done by people who’ve never been poor, she says, but this is "coming down the ladder, and asking, ’What are you facing, what is your fight?’" Reach Mike Adler at madler@insidetoronto.com

Reader outraged with payday lenders To the editor: Re: New rules may hurt Toronto payday lenders, but won’t end need for cash, March 14. There is a whole other issue of payday lenders that I uncovered a few years ago. My son had a major mental illness, and from time to time would decide to "open an account" with a payday lender. Although he had an degree in Mathematics, his Schizophrenia kept him from discerning the difference between banks and these lending institutions. What I learned was that they can and do treat gov-

COMMUNITY

ernment funds - specifically ODSP - as "income". This is money that you and I are paying in taxes to help those with disabilities survive. In my son’s case, the government funding was deposited directly into his bank account near the end of the month. On the first of the month the payday lender would withdraw what was owed. This amount got larger and larger as time went on. Consequently my son, who was homeless a good part of the time, had even less on which to live. As time went on his financial situation got worse and worse. From time to time he would recognize what was happening and withdraw funds from the bank before the first of the

month. When the payday lender tried to withdraw the interest owing, it was declined. The loan increased because of the default. And to add insult to injury, a bank fee was added because there were insufficient funds. The only way out of this mess was for me to repay the loan. Not one government department had the authority to intervene when someone living on government funds falls into this situation. Not only am I outraged that taxpayers’ money can be diverted to payday lenders so easily, but that they have the ability to take advantage of the most disabled and disadvantaged in our society. New gallery giving Canadian artists a new home

Mount Dennis Community Association hosts cleanups

AARON D’ANDREA adandrea@metroland.com Supporting and showcasing Canadian artists has been a lifelong goal for Lola Kerecki. That’s why Kerecki, an artist herself, has started Stockyards Gallery to provide a stage for Canadian artwork. She has partnered with her husband, woodworker Mark Livingston, to house the gallery inside their custom furniture shop, Rebarn, which is located on Dupont Street near Franklin Avenue in the Junction Triangle. "It’s always important to support Canadian artists," she told Metroland Media Toronto. The first exhibition, Fool for Art, starts on April 1 and will feature paintings from artists such as Robert McAffee, Brigitte Granton,

Artist Lola Kerecki (left) and her husband, Mark Livingston, are turning their furniture business, Rebarn.ca, into the Stockyards Gallery in April. The gallery will be promoting emerging and established Canadian Artists in the GTA. Shawn Skeir and more. "It’s a good opportunity to have some art shows and bring in other Canadian artists," Livingston told Metroland Media Toronto. The exhibition will run until April 30 from 10 a.m. to 5 p.m. Tuesday through to Saturday and Sunday 11 a.m. to 4 p.m. In the future, the Mount

Dennis couple said they would like to see the art gallery expand to showcase more than just paintings. "I’m looking into getting other mediums in here," he said. "I’d like to find metalworkers, glass-blowers . and if I can get other woodworkers as well that do what I do, it’d be great."

The Mount Dennis Community Association is inviting residents of the neighbourhood to pitch and help clean up the local ravine. The organization is hosting community cleanup days on all five Saturdays in April. Cleanups begin at 10 a.m. each of the days. Spring cleanups begin April 1 at Pinehill Crescent and Jane Street. Participants should meet up at the Pinehill Crescent/Bartonville Avenue West and Jane Street area. April 8’s clean up happens at the Sunnybrae Crescent and Somerville Avenue ravine edges. Both roads are off Weston Road. Meet west of Glenvalley Drive. On April 15, the clean up will happen along Dora Spencer Road and Portage Gardens Park. Meet on Dora Spencer and Weston Road.

Bad things happen when

old clothes & recycling get together.

When you throw the wrong items (like clothing, curtains, blankets, etc.) in your Blue Bin, they can get tangled in sorting machines, damage equipment and cause workplace injuries at the recycling facility. Last year, an estimated 45,000 tonnes of garbage was mistakenly put into recycling. That’s a big problem you can help fix.
