Wong admits people will question such programs and say they promote drug use. But, he said it’s another way to reduce harm. "You can’t stop it (drug use) - their brain is so programmed to want and seek that it’s going to be impossible no matter what you do, no matter how you try to enforce it with the law, it’s impossible - but you can try to save one life rather than none." Most of his patients, Wong said, become hooked on opioids when it is prescribed for pain management, usually following an accident. Pain is subjective so it’s hard for a doctor to know whether a patient needs it or not. Once a doctor stops prescribing it, the user is so programmed to getting it, they’ll end up seeking it on the street, where drugs could be laced with others, such as fentanyl, an opioid so strong that a small amount could cause an overdose. At his pharmacy, Wong already handed out 30 kits. He said they do work. One patient, who came to the clinic for methadone, used naloxone to save a friend’s life - a friend still using opioids. The kits are also available at some public health centres and detention centres.

Keele Street and St. Clair Avenue area Shoppers Drug Mart owner Andrew Wong is asking opioid drug users to visit their local pharmacy - it could save their life. More than 200 Toronto pharmacies are now home to naloxone kits. The kit includes a life-saving drug administered through a nasal spray - that reverses the effects of opioid overdose. The kits are free and no identification is required to pick one up. They’re funded through Ontario’s Ministry of Health and Long-Term Care as part of a program that aims to reduce the number of deaths by overdose - which has risen dramatically in recent years. In 2015, 153 people died from opioid or opioid-and-alcohol overdoses in Toronto. This is a 156 per cent increase from 2012. "Whether it’s because of recreational use or through prescription drug use, there’s definitely a significant increase in the number of deaths across Canada, specifically in B.C. and Ontario," Wong said. The kits became available at pharmacies in the fall of 2016, but few people know of them. Naloxone, which produces no high, reverses the effect of opioid overdoses temporarily. Opioids such as heroin, opium, morphine and others bind to receptors in the brain, some of which regulate breathing. High opioid doses can cause slow knocks breathing or the stop it all together. Fairbank festival celebrates area’s multiculturalism DOMINIK KUREK dkurek@insidetoronto.com Fairbank Village has become a truly multicultural place in Toronto, and the area’s business improvement area is celebrating. The Fairbank Village BIA is hosting its Flavours of Fairbank festival on the weekend of June 17 and June 18. It’s the ninth year of the festival, but the second with this name. It was formerly called Fairbank Village Multicultural Summer Fest. BIA chair Enzo Torrone said the name better reflects the nature of the neighbourhood and is much shorter. "Flavours refers to just about anything and everything. Yes, it refers to cultures, it refers to food - everything," he said. "This is a culturally diverse neighbourhood, to the degree that not many people understand yet."

Torrone said there are 15 to 20 different cultures with strong populations in the neighbourhood. "Name a culture, it’s here," he said, adding that new cultures - including recent refugee arrivals - are making their homes in the Eglinton Avenue and Dufferin Street neighbourhood. He said people are moving into the area because it’s a good neighbourhood. It had its bad times, he said, but the good times are returning. "Slowly, but surely, everything is coming together. People are feeling safer, they’re feeling better about the community, they’re happier to be here," Torrone said. The festival builds on the resurging neighbourhood. The BIA wants to strengthen the community with the festival, hoping that people come out and participate. The festival has grown
over the years. In its first year, it drew 2,000 to 3,000 people, Torrone said, and organizers are planning for 20,000 this year. To celebrate the BIA’s 10th anniversary, rides will be free this year, as will the entertainment. "Basically, bring your body out here and have some fun," Torrone said. The festival will happen on Eglinton Avenue between Dufferin and Ronald streets. Hours of operation are from noon to 11 p.m. on Saturday, and noon to 9 p.m. on Sunday. Eglinton will remain closed to vehicular traffic from 2 a.m. on Saturday to 5 a.m. on Monday. There will be food vendors, a sidewalk sale, activities for children, live music, local artists, a midway (free rides) and more. Admission is free. The ’Fair Hydro Plan’ is anything but that Welcome one and all to the Ontario government’s incredible, stupendous hydro-cuts emporium where you can buy cheaper electricity today - then pay big-time for it later. If this makes the Liberals’ misnamed Fair Hydro Plan sound like a slick scheme concocted to get them re-elected, that’s because to a large degree it is. Yes, we know Ontarians were begging for relief from constantly soaring hydro bills. We also know many consumers are cheering Premier Kathleen Wynne’s plan to slash hydro rates by 25 per cent this year and then limit increases to the inflation rate for the next four years. But as the province’s financial watchdog reported last week, the cost of insulating Ontarians from soaring energy bills will eventually shock them to the tips of their toes. To be sure, the Liberal plan will save consumers $24 billion over the next four years. That’s a tidy sum and it’s no coincidence the savings are perfectly timed to inspire warm and fuzzy feelings for the Liberals before the June 2018 election. But as the Financial Accountability Office just reported, it will cost the province a jaw-dropping $45 billion over the next 29 years to make those savings possible. In addition, if interest rates rise or the province starts running deficits again, the eventual cost of the plan could balloon to $93 billion. The inescapable reason for this daunting bill is that the province must borrow heavily to pay for the discounted hydro rates. That money must be repaid. And in order to lower hydro bills in the short term, the government will need to increase them in subsequent years to cover the debt that finances the plan. It’s all a bit like using a carving knife to extract a splinter. The operation may succeed, but the bleeding will be considerable. So, while you can, enjoy seeing average monthly hydro bills drop from $163 to $123 starting this summer. But brace yourself for hydro rates to increase by 6.8 per cent a year from 2021 to 2027. Be ready for the average monthly bill to rise to $213 by 2028. It is a reminder, too, of how badly this government has mismanaged the electricity file - think of their subsidies for wind and solar energy we don’t need. Other governments of different political stripes have made a mess of it before. But the Wynne government has nothing to be proud of in how they’ve handled Ontario’s electricity system.

People will keep fighting for ’$15 and Fairness’ Today, June 1, Queen’s Park shuts for the summer. It’s the last day before fall for the Liberal government to say they’re reforming Ontario’s labour laws, and raising minimum wage to $15. As of this writing, I don’t know what the government announced or hasn’t. I know people in the $15 and Fairness campaign made every day count. They’ve already done more than politicians thought they could. So many of us are stuck in precarious and parttime jobs. For two years, campaigners seemed to be everywhere, on streetcars and street corners, reaching people who fit that description. They’ve demanded $15

Sarkar, a community action leader for Access Alliance - that’s one of his three part-time jobs - in Scarborough’s Oakridge and East York’s Crescent Town. He’s met fellow immigrants who wait in vain to get called to work, or are sent home after an hour or two, or get $6 or $7 an hour at a grocery or convenience store. They need rent money, but without paid sick days, Sarkar says, many go to work sick, or pay a further price in back pain, or repetitive strain injuries. Malka Paracha, a food service supervisor at York University, "was an anti-union person" a while ago. But then a union, along with students and faculty, helped York’s servers stand up
and win $15 an hour and full benefits. "It is 200 per cent possible. We did it," says Paracha. The Changing Workplaces Review recommendations are a mixed bag. Campaigners knew Ontario’s Chamber of Commerce would call their reforms a job killer, but they kept pushing the government for the full package. If it wasn’t introduced by June 1, perhaps it would come this fall. If MPPs expect this to stop, they’re wrong. "If they don’t listen," Ladd says, "they will hear it at the ballot box."
