Notice of Completion Barrie Rail Corridor Expansion Transit Project Assessment Process The Project Metrolinx, an agency of the Province of Ontario, has completed an Environmental Project Report (EPR) in accordance with Ontario Regulation 231/08 for the Barrie Rail Corridor Expansion. Metrolinx intends to proceed with the project in accordance with the EPR. Metrolinx, an agency of the Province of Ontario, is upgrading its commuter rail system into Regional Express Rail. The Greater Toronto and Hamilton Area (GTHA) is now home to nearly 7 million people and heading towards 10 million by 2041. To address the urgent transit needs of the GTHA, the Province of Ontario committed to implement Regional Express Rail and make other improvements to the GO system. By 2025, electrified trains will be running every 15 minutes or better, all day and in both directions, within the most heavily travelled sections of the GO network. To support this service increase, Metrolinx is undertaking the Barrie Rail Corridor Expansion (BRCE) Project which includes the following: • Provision of a second track between Lansdowne Avenue in the City of Toronto to Allandale Waterfront GO Station in the City of Barrie; • Upgrades to existing GO Stations along the corridor: Rutherford, Maple, King City, Aurora, Newmarket, East Gwillimbury, Bradford, Barrie South and Allandale Waterfront; and • A new train layover facility within the Town of Bradford West Gwillimbury for overnight storage of trains. 30-day Public Review Period Begins August 9 The environmental effects of this transit project were assessed and an EPR prepared according to the Transit Project Assessment Process as prescribed in Ontario Regulation 231/08, Transit Projects and Metrolinx Undertakings. help out. According to its 2016 annual report, WAES helps an average of 800 people each month. The community members who use the food bank include newcomers to Canada, people with disabilities, and people with most of their income spent on rent and utilities. Furthermore, the report added 32 per cent of its clients are children under 18. "There’s such a need out there . people have no idea," Roberts said. "Today, an awful lot of our people are working part time, some of them may get a few hours a week; how can you support a family? . it’s very hard." It was founded by several local

churches in 1986.The volunteerrun organization is supplied with food from the North York Harvest and Second Harvest food bank organizations, which makes up 60 per cent of its stock. They also get help from various community members and businesses.Clients receive a food hamper that can last approximately three days, and contains items such as canned meat, fish, vegetables, fruit, rice and pasta. "Every week we bag a set amount of items so that if you come in here single rather than being a family, that’s what you get," said volunteer Colleen Dodds. "They (volunteers) don’t have to go around and gather it, it’s already done and they just

hand it to you." Dodds described the volunteers as family, and she looks forward to helping out at the food bank. "We’re so blessed with the help from the community that we can help out the people that need it," added Dodds’ colleague Robert Heath. Looking ahead, Roberts said she hopes more good paying jobs become available for the food bank’s clients. "That to me would be the biggest help for any food bank or any community," she said. Those interested in seeking information on how to become a volunteer or make a donation can call WAES at 416-247-3737.

On a humid Wednesday morning in midsummer, close to a dozen volunteers gathered at two parked cars filled with non-perishable food items so they could stock the shelves at Weston Area Emergency Support (WAES). "We got 96 boxes of pasta," a volunteer said. "We’d have to get more next week," replied Margaret Roberts, a 20-year volunteer who helps

oversee operation of the food bank. "This (the food) will all go out on Tuesday" due to the large number of people who use the tiny food bank each week, she later told the York Guardian. "When I started here, if we had 40 or 50 households, that was a busy morning," Roberts said. "Now, we can go anywhere up to 80 or 100." The food bank, located in the back of the Frontlines building at 1844 Weston Rd. near Lawrence Avenue West, is only open for clients on Tuesdays during the summer (July and August), but its volunteers, mostly from Toronto’s Weston neighbourhood, come in throughout the week to

ABOUT US

The city’s missing people need our help There are a lot of missing people in Toronto. We know, because we write up every police report and share online in the hopes word will spread and that person will be found. Our social feeds are sometimes chock full of missing person stories just due to the volume. It’s a service we justify by imagining what loved ones are going through, not knowing if their child, parent, spouse, or friend is safe. We’re an effective channel of communication and we hope getting word out there fast will mean someone somewhere will notice something, send in a tip, or better, report that they’ve been located. In the best-case scenario, we’re having to update the story soon after publishing because the person’s been found. In one recent incident, a husband apparently went out for an extended period of time without his phone and his wife panicked. Those updates are a relief to publish. Better to be safe than sorry. We’d like to thank our online followers for sharing these stories and photos. Mostly, these are published online at Insidetoronto.com and shared on our Facebook and Twitter page. Sharing with your networks helps get the word out quickly, and time is of the essence in getting people located and home safe. Domingos Martins, the 83-year-old with Alzheimer’s, was miraculously found alive last week after being missing for five days. His family made the search very public and made several appeals for help, even offering up a reward. He was eventually located trapped between a fence and a wall, and was taken to hospital in critical condition. We’ve reported several times on the story of a 31-yearold Duane Montaque who lives with autism and regularly goes missing from the home where he lives with his mother in Scarborough. Once, he stowed away on a train to reach Montreal. Earlier this summer, someone found him in Ottawa. As part of our Sunday Reads online series, once a month we also profile a historic missing child case. Though it’s been years - sometimes decades - those families and the police investigating still hold out hope. When you see these stories, have a read, examine the photos, and share with those you know. The police desperately need tips and need to act fast, so your assistance may be what makes that crucial bit of difference.

City finally unseals Toronto apartment towers Toronto’s tower-in-thepark apartments are products of The Boom, the decade bridging the 1960s and 1970s which saw 140,000 units built. Some sprouted in the suburban middle of nowhere - Rexdale, rural North York, East Scarborough, with big surface parking lots and lawns. Built when even nursing home patients were expected to have cars, they sometimes assigned each apartment two spots. The towers were "sealed in a time warp for 50 years," says Greater Toronto Apartment Association president Daryl Chong. No mixed uses were allowed. Tenants were expected to drive everywhere. Towers aged as the city grew around them. There

MIKE ADLER Edges of Toronto were poorer tenants, fewer cars. Enter Vinod Soman, urban planner. He’s installing a small grocery store in a Kipling Avenue highrise, expecting to start interior work this week. "Our target is to open this year," Soman says. What made this possible is Residential Apartment Commercial (RAC) zoning, which the city, after years of

delay, launched last month. Finally, if landlords agree, dead spaces in more than 400 modernist towers containing 80,000 units, all pre-1985, can become tutoring centres, daycares, or nail salons. Their lawns or lots can sport outdoor markets. Tenants, if fortunate, may finally get conveniences downtown condominium dwellers take for granted. The closest supermarket to the Rexdale tower Soman’s working on is 900 metres away. Most tenants of the building and its twin take a car there; some take taxis, he says. Soman sees a testing ground. Backed by partners, he’s interviewing tenants, many Middle Eastern or East Indian, about the products he’ll sell.

Some towers had tuck shops, but with interior doors. They were designed for tenants alone, often stocking junk food. Soman wants to sell fresh vegetables, quality stuff, in a shop open to the public. "Let’s hope it works," he says. Around Pape and Cosburn, Jane and Finch, Kipling in Rexdale, Lawrence and Orton Park in Scarborough, East York’s Taylor Massey and Thorncliffe Park neighbourhoods, and Oriole in Don Mills, the city will approach owners, suggesting what RAC zoning can do for them. Entrepreneurs can also knock on management doors, perhaps tenants themselves already "making something cool, exciting or tasty" upstairs, Chong says.

Garages and fences along a laneway in Lambton are shining bright after a fresh artistic makeover. The properties have been painted with a mural in order to prevent future graffiti tagging in the area. The new mural is located on a laneway between Humbercrest Boulevard and Brookside Avenue, which is near Jane and Dundas streets. Artists Rob Matejka and Anya Mielniczek were the co-leads for the project. Mielniczek previously told Metroland Media Toronto the mural would create a "continuous flow" between the properties. "There’s going to be gradient colours that unify the whole laneway so it’s kind of a walk-through experience," she said. The project was funded by StreetARToronto and Toronto police 11 Division.

FANNIE SUNSHINE fsunshine@insidetoronto.com Joy Shepherd spent more than 30 years working with children and families. After retiring from her job six years ago as a psychometrist, where she was responsible for administering and scoring psychological and neuropsychological tests at The Hospital for Sick Children, the Bayview Avenue and York Mills Road-area resident realized her work wasn’t done. So, Shepherd decided to write books geared toward youngsters aged five to 10 which dealt with grown-up and dark topics - Alzheimer’s disease and inappropriate touching. "The books are tools to open up serious discussions," said the mother of three grown kids. The Monster in My Room deals with the emo-

tions a young person might experience after being violated and told not to tell. "I am the voice for those who have not yet found their own," Shepherd writes for the 28-page book’s dedication, which she echoes several times in an interview. In the book, a young girl finds her voice and encourages others in similar situations to do the same. The Monster in My Room is accompanied by a note to parents from social worker Marion Soloway, who notes one in four children will be inappropriately touched by the time they reach 18. Her second book, Grandma Doesn’t Know My Name, tells the story of a young girl whose grandmother suffers from Alzheimer’s disease. Although her grandmother might not be able to recall her granddaughter’s name, readers are reassured the pair can still do

Justin Greaves/Metroland

Author, Joy Shepherd recently published two children’s books, one book, titled Grandma Doesn’t Know My Name, deals with the affect Alzheimer’s disease has on children. fun things together, and the older woman’s love for the young girl remains the same. The 26-page book also explains what Alzheimer’s disease is and that it’s

not contagious. In the note to parents at the book’s beginning, Dr. Sandra E. Black, who holds the Brill Chair in neurology, department of medi-

cine, Sunnybrook Health Sciences Centre and the University of Toronto, writes some 48 million people are affected by Alzheimer’s and other demen-

tia, with more than nine million in North America alone - and those numbers are expected to double by 2030. "Grandma Doesn’t Know My Name does a wonderful job helping children learn to accept these changes, even if they can’t understand them," she wrote. A photo of Shepherd’s parents, Siggy and Nancy Levy, are featured on the cover. Shepherd and 83year-old Nancy’s handprints are on the back, with Shepherd’s print shrunk to replicate that of a child. "My mother suffers from Alzheimer’s disease," Shepherd said. "She is an incredible human being. She was born happy and still has a smile. I love and miss her so much. They’re gone, but they’re still here." Both books were selfpublished and are available on Amazon.ca
