Glenny Lowe was kind-hearted and trusting. Perhaps too trusting, some say. The 30-year-old was helping friends with the irrigation system of a marijuana grow house on Jane Street near Harding Avenue when he answered a knock at the door and was shot and killed. It was a Sunday night in February 2010, and Toronto police are still looking for the gunman. Glenn Irvin Joseph Lowe, known to family and friends as Glenny, was born in the northern Ontario town of Kapuskasing on May 24, 1979. He moved to Toronto with his family when he was four and grew up in the East York, North Toronto and Lawrence Park neighbourhoods.

Adults and youth (ages 13 and older) need an average of 2,000 calories a day, and children (ages 4 to 12) need an average of 1,500 calories a day. However, individual needs vary.

Toronto police officers gather evidence at the scene of Glenny Lowe’s murder, at 1562 Jane St., on the morning of Feb. 8, 2010.

’He wanted to start fresh’ says mom of murdered man l Continued from page 1

Glenny Lowe But Dale said the grow op friend started "almost infiltrating" his life. "He started hanging around with them more than anyone else," Dale said. "We noticed that it (the grow house) was becoming more and more of his life, so we talked to him, and he agreed with us." Glenny, said Dale, made arrangements to relocate to Owen Sound where his

uncle lived. "He wanted to start fresh. He was feeling that he was too involved," Dale said. "He had jobs lined up, and that’s what he was planning to do at the end of the month, was to move to Owen Sound." At 11:10 p.m. on Feb. 7, 2010, Glenny was watering the plants in the grow house, at 1562 Jane St., when he answered the back door and was confronted by a man who shot him. His ex-girlfriend, who was living in the house, called 911. Despite efforts to revive him, Glenny was pronounced dead on scene. "His sister will never get to introduce him to her children," Dale said. "None us are the same. We’re all just shells of ourselves because of this loss." The gunman was seen getting into an awaiting car, which fled south on Jane. He was black, five-

foot-seven to five-foot-nine, and 170 to 180 pounds. "I just want to see the person caught or to know what happened and why (he) would do this to our son," Dale said. " (Glenny) was robbed of his life. We were robbed of the job of having (him)." Police found more than 800 marijuana plants in the grow house. Nothing was stolen. At a news conference in June 2011, homicide squad Det. Andrew Ecklund said Glenny "wasn’t a bad person; he was involved in a bad business." The detective said he believed the gunman was "from another group that’s involved with the drug trade." Police are offering a reward of up to $50,000 for information leading to the arrest and conviction of the murderer. Dale said her son was "super kind-hearted" and

very trusting, which also may have created problems for him. "He would give the shirt off his back to anyone. He constantly was there for anyone in need," she said. "He was very happy-golucky. He always had a huge smile on his face." Dale said Glenny’s grow op friends were evasive with police and didn’t come in for second questioning. She’s hoping they now have a change of heart. "I’m just looking for a sense of justice," she said. "If anyone has an ounce of respect for Glenny that knows what happened and that saw what a true friend he really was to them, they will come forward and share the information that they have." Anyone with information is asked to call the homicide squad at 416-8087400 or Crime Stoppers anonymously at 416-222TIPS (8477).

Glenny and his two siblings would return to their hometown every summer to visit their grandparents and play little league baseball and tennis. In Toronto, Glenny loved skateboarding, karate and graffiti art, his mom Dale says. "He did a huge mural in Kensington Market," she said. "The last time that we were downtown in Kensington, his mural was still up." Tragedy first struck the Lowe family when Glenny’s brother choked to death at age 12 (Glenny was 14 at the time). The family has never gotten over the loss, Dale said. In his early and midteens, Glenny worked for SCOPE, doing odd jobs such as yard work and snow shovelling for seniors.

After high school, Glenny considered going to art school but eventually decided to go into construction, completing his plumbing apprenticeship. He also had experience working as a carpenter and electrician. "He was working on large apartment buildings and restaurants in downtown Toronto," Dale said. Trouble started when Glenny’s friends introduced him to a few people involved in cultivating marijuana. "They knew that he had all these trades under his belt," Dale said. "He was very open with us, I believe. He told us that his friends wanted help with their (grow op’s) irrigation system. We warned him. We told him that it was illegal." Glenny initially assured his parents that he was just helping his friends "a bit" with a grow house.

RAHUL GUPTA rgupta@insidetoronto.com The removal of time-based transfers from St. Clair Avenue streetcars has shop owners on the avenue confused and worried about the impacts to their business from the impending change. The transfers will stop being issued as of early September, when the new streetcar fleet begins running on the 512 line. Since the new vehicles accept Presto, the TTC says it’s phasing out the transfers, which currently allow for unlimited trips on the 512 in either direction for two-hours. That perk, which is not available anywhere else on the TTC, makes transit an attractive option for St. Clair shoppers looking to run quick errands while paying one fare, said salon owner Elena Simonetta. "Why all of a sudden just take it away?" said Simonetta, who estimates half of her clientele at Salon 1065, located on St. Clair near Oakwood Avenue, relies on the TTC. "It’s short-sighted to get rid of the time-based trans-

fers." Simonetta, is also chair of the Regent Heights BIA which covers St. Clair from Winona Drive to Westmount Avenue. The BIA launched an online petition calling for the TTC to maintain the transfers which have been in existence since 2005, shortly after the dedicated streetcar track opened on St. Clair. Currently, the petition has 175 signatures, said BIA member Tony Bolla. Kerrie Levine, who owns the Lox and Schmear eatery located at 1030 St. Clair Ave. W. said she’s also concerned about the end of the time-based transfers, saying not having them will only make transit more expensive. "I’m sure we have customers who are riding the streetcar and they notice (our business) and then they can quickly jump off," said Levine. "So I think getting rid of them is not a good idea." Tony Cappellano, owner of Boom Breakfast and Company, a popular location for brunch, wasn’t too concerned about ending the transfers. He said the presence of the dedicated streetcar line on St. Clair has been ter-

The TTC announced it will stop issuing time-based transfers on the line in early September. rible for local businesses because of years of construction. He doesn’t believe the transfers have had any kind of effect on his business.

"My experience with (the TTC) is they did nothing for us," said Cappelano. Simonetta said she found out about the transfers via an email

sent by the TTC advising of the deployment of the new streetcars. As part of the message, which was provided to Metroland Media Toronto, it’s also mentioned the time-based transfers will stop being issued as of Sept. 2. "As you know, this program was originally introduced as a goodwill gesture and businesses along St. Clair to thank them for their patience during (dedicated streetcar line) construction," the message from TTC senior community liaison Denise Jayawardene reads. "Due to the design of the new streetcars there is no way for the operator to issue any paper transfers to customers." Bolla said the BIA has requested a meeting with the TTC to discuss the changes. She hopes there still might be time to keep the program running for at least another year so customers on St. Clair can get used to the changes. "At this point just explain it to us," said Bolla. "They’re giving us new streetcars but they’re taking something away."

ABOUT US

Charlottesville proves we must unite against hate After the events in Charlottesville and their aftermath this month, we in Canada might be tempted to allow just a little bit of smugness amid the horror we feel at the images of swastikas and torches on parade - at the evil brutality of Heather Heyer’s murder there. We should strive to avoid that. Their president aside, many Americans, most perhaps, have responded to the resurgence of neo-Nazism and white supremacy with powerful and principled rejection. America may remain bitterly divided, with a cut still very much in need of healing sustained during that country’s Civil War. But its loudest voices - again, excepting President Donald Trump’s Twitter feed - are most hateful when they speak of hate itself. Canada isn’t in nearly that sort of trouble, or so it seems. We are open to immigration, welcoming of refugees, inclusive and kind-hearted. If there is evidence to the contrary, surely it is a trifling bit, or if larger and more systemic, then it is something that we have common capacity to correct. Thinking that is a mistake, particularly if one is doing so from the point of view of the dominant, which is to say white, culture. Setting our own prime minister’s "sunny ways" narrative aside, Canada has a history of hateful rhetoric and fascist movements, and Toronto has too often been at the centre of it. The 1930s’ Christie Pits riot in which real Nazi supporters clashed with Jewish and Italian groups is a good touchstone, but there have been more: the recentlypassed Holocaust-denier Ernst Zündel was a Torontonian for many years, peddling his hate from a house in Cabbagetown. The Heritage Front neo-Nazi organization had a presence in Toronto before it disbanded in 2005. More recently, Torontonians in the east end have found their mailboxes filled with the hate-filled screeds from Your Ward News, a publication that Canada Post will no longer deliver for that reason. And of course it is Toronto where now-former Rebel Media correspondent Faith Goldy is based. The far-right website let her go just last week after she appeared on a neo-Nazi podcast, following her attendance at the Charlottesville rally. It would be wrong to say that Torontonians have tolerated this sort of thing all these years; we haven’t. But we have taken false comfort, in the belief that the seeds of racism and out-and-out Nazism that have been blowing through the gutters will never truly take root.

Kevin Clarke, leader of "The People" Kevin Clarke shows me how he barricaded his apartment door, two days earlier, against the sheriff, his social worker, and police. They tried evicting him. He live-streamed it all. "If you put ’nightmare’ and ’hell’ and ’disgrace,’ that’s what it comes up to," he says of his situation. Follow politics closely in Toronto? You’ve probably seen Clarke. Five times, he’s run for mayor; nine times for MPP, four for MP, twice for councillor. He leads "The People," a registered political party. In public, he’s always campaigning. His campaigning voice is loud. I’ve seen him escorted offstage at debates when he wasn’t invited. He’s waved a flag or held a cross when

the Annex. I saw him disrupt a demonstration supporting the homeless in St. Jamestown; he wore roller skates and a bed sheet. At 53, he’s on disability payments, has back problems, liver problems, a busted foot. A program for adults living with serious mental illness pays his rent. But his landlord in Scarborough’s Kingston-Galloway area wants him out. Running to replace the late Rob Ford as an Etobicoke councillor last August, Clarke kept hanging makeshift signs outside his building and from his balcony. The landlord, and Clarke’s own social worker, testified this was related to mental illness. Clarke says he’s exercis-

ing his right to campaign. He maintains the landlord, forced by his complaints to clean up his building’s playground and make various repairs, wants him out for that. "I told them the only way they can win is if I wind up dead or in hospital." Last Friday, he went to Divisional Court to get more time for an appeal. If evicted, he’ll be homeless again. Clarke can annoy. He videotapes his arguments. But I understand now: as long as Clarke runs for office, Toronto’s homeless, its truly marginalized, its ill, cannot completely be ignored. City starts new process for parking ticket appeals MIKE ADLER madler@insidetoronto.com The City of Toronto is taking its parking ticket disputes away from courts and starting a new appeals system where tickets can be settled online. "You will be able to submit an online dispute of your penalty, meaning the entire process can be completed without having to leave home," the city has announced. The new Administrative Penalty System will start on Aug. 28, and offer drivers a chance to fight tickets either online, or in person at Metro Hall or the North York Civic Centre. In either case, a ruling will come not from a judge but a City Screening Officer, who can reduce or cancel fines, or give drivers more time to pay them. If that doesn’t satisfy, there’s a final hearing with an "independent" officer of the Administrative Penalty Tribunal. City officials this week said the new system will be quicker and more convenient than waiting for a time in court. In 2016, the City received 251,482 trial requests for parking tickets, and over the last 10 years, more than 1.8 million parking disputes were processed in court, said Kalli Chapman, prosecution director for the City’s Legal Services Division. The City of Toronto has announced a new system allowing drivers to fight parking tags not in court, but online or in front of a city employee. Tickets issued before Aug. 28, 2017, however, must still be challenged in court. on a disputed parking ticket ranges between seven and 12 months, depending on ticket volume, court location, and a parking enforcement officer’s ability to attend, she said. Parking tickets issued before Aug. 28 will continue to be processed through the courts, and the City is asking drivers to check its website at www.toronto.ca/aps for more information. The Toronto Police Parking Enforcement Unit issues about 2.2 million parking tickets a year. "The new dispute pro-

cess will allow the Parking Enforcement Unit to provide better service delivery, as officers will no longer be tied up in court," said Brian Moniz, the unit’s acting officer-incharge. Moniz said the changes will also give enforcement officers more time to patrol, or respond to calls for service and enforcement. Paying tickets after Aug. 28 can still be done online, by mail or at City service counters at City Hall, Metro Hall or at civic centres in North York, Etobicoke, East York, York and Scarborough.

Proposal The proposed City-wide zoning framework permits short-term rentals in the principal residence of an owner or tenant in residential and mixed use zones. A short-term rental can be the entire dwelling unit, a secondary suite (separate apartment unit in the same house) or up to three rooms rented for a period of no more than 28 consecutive days. The proposed licensing and registration system requires anyone operating a short-term rental to register with the City and include the City-issued registration number in all advertisements. Short-term rental companies will need to get a City licence and could only list registered short-term rentals.

We sent our team to the CNE to taste dozens of strange foods to inform you what’s worth your growing waistline

1

SOUTHERN SLANG – This writer’s favourite dish at the festival, the Southern Slang is a thing of beauty - buttermilk chicken on a cinnamon sweet bun topped with housemade coleslaw and chocolate Srirach sauce. (Fran’s Restaurant, Food Building)

2

CANADIAN BACON PICKLE BALL – Coco Concessions is serving up something new this year, deep fried chicken feet. Skip them. But go back for last year’s goody, Canadian Bacon Pickle Ball - a hot dog inside a pickle, wrapped in bacon and batter, all deep-fried. (Coco Concessions, Midway)

3

THE COLOSSAL COLISEUM – This sandwich is too large for one person, but if it’s tackled by a team (at least four people), then this breaded veal and pulled pork panzerotti on a Kaiser bun with a slew of toppings is a great dish. (San Francesco’s Italian Sandwiches, Food Building)

4

DEEP FRIED CHEESE CURDS – The King of Curds is offering three flavours of deep fried cheese curds. It’s not a meal. It’s more of a snack between meals, one that’s packed with flavour and goes down quick. (The King of Curds, Midway)

5

PANCAKE BACON TACOS – All-day breakfast has arrived at the CNE. This creation features buttermilk pancakes stuffed with fried and scrambled eggs, tomato, green pepper, onion, maple bacon strips and chipotle syrup. It’s delicious no matter what time of day it is. (Bacon Nation, Food Building)

Advocacy group seeks individual to create and guide future campaigns

| York Guardian | Thursday, August 24, 2017

TTCriders search for new executive director

RAHUL GUPTA rgupta@insidetoronto.com Got a desire to improve transit along with the charisma and organizing chops to guide a grassroots advocacy organization with a membership in the thousands? You could be the next executive director for TTCriders. Over the last three years, the group has made quite the name for itself concocting provocative awareness and social media campaigns in its endless mission to highlight the toll on transit riders caused by inadequate transit funding and spiralling fares. With current executive director Jessica Bell having already announced her candidacy for the NDP in the next provincial election, it’s time to find a replacement, she told Metroland Media Toronto. "We’re looking for someone with organizing skills, and creativity and passion to bring to the table," said Bell, who will run as an NDP in the new provincial riding of University - Rosedale. "Our preference is someone who’s already a volunteer for TTCriders, but we’re definitely

Metroland file photo

Known for its theatrical advocacy campaigns for better transit funding, TTCriders is looking for a new executive director. looking beyond the membership." Under the leadership of Bell, TTCriders attracted frequent media interest for its theatrical awareness campaigns which often heaped ridicule on elected officials. Mayor John Tory and Ontario Premier Kathleen Wynne were frequent targets, depicted as transit villains for failing to adequately fund the TTC’s operations along with former Ontario transportation minister Glen Murray and received an "honour" in 2014 from TTCriders members dressed as sardines to highlight the fish-in-a-tin conditions of overcrowded TTC service. During Bell’s tenure, the group linked up with like-minded left-leaning and prolabour groups, organizing protests and disrupting transit board meetings. With Bell poised to move

on from what she calls the best job she’s ever had, the group is now on the search for a replacement, who specializes in fundraising as well as campaigning and outreach to a membership estimated at 10,000. The contract term is for nine months to start but could become a more permanent role depending on how Bell fares in the 2018 election. According to the group, the position will begin in October and candidates should have a minimum of four years’ experience working in a nonprofit, labour union or political party. Regardless of who is eventually chosen to succeed her, Bell promised TTCriders will continue to campaign and advocate for Toronto public transit. "We’re just starting to build our power," she said. The deadline for applications is Friday, Aug. 25.
