Protesters storm the York South-Weston constituency office of Minister of Citizenship and Immigration Laura Albanese last week, claiming anti-Black discrimination within the ministry.
Protesters storm cabinet minister’s office DOMINIK KUREK dkurek@insidetoronto.com "Down with racism" chants rang out as a rally of more than 20 people took over the York SouthWeston constituency office of Ontario Minister of Citizenship and Immigration Laura Albanese. People in the rally alleged that discrimination happens to Black
workers within the ministry and demanded that the minister establish a task force to investigate systemic racism and discrimination at the department. Rally members squeezed into Albanese’s small constituency office Thursday, Sept. 7, where for two hours they chanted, gave speeches and demanded action from the minister, who was not in
the office at the time. "This is not just a rally and demonstration . This is very tangible action with very tangible asks and very specific asks," said one of the rally leaders, Yafet Tewelde. "We can’t be afraid of pushing our representative. That’s what it’s all about. The representatives are only as strong as the people
who are willing to push them." The action was spurred by longtime civil servant and York South-Weston resident Arlene Davis, who said she has worked for the province for 28 years and the last 16 at the Ministry of Citizenship and Immigration. She said she faced discrimina-

RAHUL GUPTA rgupta@insidetoronto.com Good Foot Delivery will pick up almost any package and drop it off promptly wherever you want in Toronto and the Greater Toronto Area. There are some items Ryan Hollinrake will balk at, like for example, a recent request to transport a 20-foot pipe. "Clearly someone didn’t read what we do," said Hollinrake with a laugh, Good Foot’s affable managing director. "We’ll deliver your package as long as it fits on the TTC." The social enterprise company and non-profit employs more than 30 couriers, plus a small office staff. Last year, Good Foot delivered a record 11,500 packages. In a slow month, it will still move more than 800 parcels. As the company’s name suggests, all orders are delivered by foot or public transit. "We’re not your typical courier company," Hollin-
rake said. Not only will Good Foot pick up your parcel and deliver it for a fee, it will sort mail, deposit cheques, deliver an ice cream cake fast enough to prevent it from melting. Forgot your keys at a friend’s house? A Good Foot courier will pick them up and drop them off. The company also has blue-chip clients and sponsors. Beanfield Metroconnect one of its largest customers often ships 10 parcels a day via Good Foot. CIBC and TD Bank also make use of the service, and recently Facebook. One aspect which separates the company from the rest of the industry: all of its couriers, dispatchers and trainers have some form of developmental disability, from autism to Down’s Syndrome. Not that it prevents them from doing their job; Hollinrake says he has to sometimes remind his couriers not to deliver the packages too quickly.
Dan Pearce/Metroland
Jon Gauthier (left) checks with dispatcher Harley Colero before going out to deliver parcels at Good Foot delivery service. Some of the most productive couriers can deliver more than eight packages during a single sevenhour shift. The company was the brainchild of Kirsten Gauthier and her brother
ting its fundraising goals the company was able to start paying its couriers and began to grow steadily. "Each year we doubled our revenue and our staff," Jon said. "It’s great
Jon, Good Foot’s first courier, launching in 2009. Gauthier is now chair of the company’s board of directors. Jon said the company started modestly with around three or four volunteer couriers. After hit-
to help people out and give them a place to come to every day." Jon, who has a developmental disability, continues to train new employees and handles social media marketing. "We didn’t have a business plan or anything," he said. "We just presented a solution to a problem." Good Foot is not just a place of employment, it’s a community hub for the couriers who will hang out well past their shifts. There’s more room now with the company having recently expanded its office space inside the Centre for Social Innovation. Good Foot operates under a zero-profit model, with 100 per cent of revenues going to its employees, and day-to-day operating costs covered through charity donations. It supplements revenues with donations and in-kind sponsorships, like hot lunches for staff provided by local eateries. Beyond the odd federal grant, it receives no government funding.

Good Foot delivers packages and opportunity
Ministry has ‘zero tolerance for racism, discrimination or harassment’: MPP l Continued from front
tion the past four years and was given a letter of legal council (disciplinary letter) after she spoke up about it. She has been removed off payroll for more than 240 days, she alleged, only to be reinstituted for one month in September. As a result, she handed a lawsuit against the minister
during the rally, seeking financial compensation, a direct apology from the minister, reinstatement of her position and the establishment of a task force to investigate racism at the ministry. None of her accusations have been tested in court. "I consider today to be a totally defining milestone for me. I am taking a stance
to be a thorn in the side of injustice and inequality and decry against oppressive employment action," she said at the rally. She said she hopes her action encourages others to raise their voice against discrimination. "My mom has also experienced this in her lifetime in the workforce. For it to come full force, this will not
comment on Arlene Davis’ case as it is before the Ontario Human Rights Tribunal. She pointed out that to achieve non-partisan public service, the power to hire, discipline and dismiss public servants rests with the Public Service Commission, and deputy ministers have been delegated responsibility to manage employment matters within their minis-

Hentrose Nelson, another plaintiff in the lawsuit, and a 10-year employee at the ministry, was also present at the rally, as were representatives of the Ontario Public Service Employees Union, Fight for $15 and Fairness, Black Lives Matter and local residents. MPP Albanese said in an email she can’t directly

Time to get engaged with election year coming up Doug Ford’s decision to choose a rematch for mayor, rather than a seat at Queen’s Park, will hopefully put both elections on the radar of Toronto voters. The provincial election is June 7; while municipal elections across the province, including Toronto’s, are set for Oct. 22. The outcome of both elections will help determine the future course of the city. Ford made it known at his announcement, at the 23rd annual Ford Fest held in the backyard of his mother’s Etobicoke home, that he would seek Toronto’s top job as mayor on familiar themes: the war on cars and stopping the gravy train at city hall. Those themes resonated for him in the last election where he finished a surprisingly close second to Mayor John Tory, and prior to that it successfully worked for his brother, Rob. It’s going to be hard to get even that far this time around. Doug Ford is facing an incumbent, always a harder task, especially when the incumbent is polling as well as Tory has. And for two, it will be tough to pin Tory down on Ford’s talking points. Tory hasn’t raised property taxes at a much greater rate than Toronto Council did under Rob Ford. He’s no enemy of motorists, either. While he’s supported bike lanes, he’s also supported the replacement of the car-friendly Gardiner Expressway. And Tory is, well... a Tory, a former leader of the Ontario Progressive Conservative party. By comparison, the late Rob Ford had it easy running against the legacy of a progressive mayor (David Miller) who wasn’t even up for re-election. In any event, spending money wisely, whether at city hall or Queen’s Park, is a job requirement of all candidates. More attention needs to be focused on more pressing issues, especially public housing and transit. Public housing is crumbling while the ambitious transit building we are in the midst of, including the Scarborough subway extension and Tory’s signature SmartTrack, is suffering from dubious and haphazard planning. Both municipal and provincial candidates need to be pressed to come up with both the money to fund these long-simmering big-ticket items, along with a rational plan to make sure that money is spent well. Doug Ford’s entry into the race stirred up his vaunted Ford Nation and hopefully it will energize all voters to get up to speed with the issues and with the candidates as they start to emerge over the next few months.

Keesmaat wrote the book on truth to power "You often say we should speak truth to power." That was Andy Byford, the unflappable CEO of the Toronto Transit Commission, to the TTC’s board meeting the day after Labour Day. He was answering questions from commissioner Glen De Baeremaeker, and gently explaining to the persistent city councillor that the TTC couldn’t let buses from Durham Region use the overcrowded Scarborough Centre bus platform without risking collision. De Baeremaeker wasn’t happy about that, and muttered that there was no power around the table at the commission that he could see. Both of them, bureaucrat and politician, had an
DAVID NICKLE The City apt and well-timed point. Just a bit before the Labour Day weekend, another top bureaucrat, Jennifer Keesmaat, made it known that she was leaving city hall. In a relatively short five-year career as chief planner for the City of Toronto, Keesmaat had exemplified both points: she spoke truth to power and, in a way that disturbed and surprised many of her po-

litical so-called masters, she wielded it too - if, that is, one counts persuasiveness as a power in its own right. Keesmaat was something of a bureaucratic pioneer in that regard. She was hired from the private sector in 2013, under the Rob Ford administration and in a bureaucratic environment that would make any public sector worker quake in their boots. Keesmaat didn’t seem to care about any of that. She took to Twitter with gusto, unapologetically advancing a progressive urbanist agenda. She told a Toronto and Region Board of Trade luncheon crowd that councillors were pretty hard to deal with sometimes. Surviving those councillors and Mayor Ford, she took
on the new mayor John Tory - or at least his Gardiner Expressway rebuilt - in another public address. She did finally help craft the Scarborough subway plan, but she made her opposition known publicly and then privately through the process. Although that didn’t win her universal affection, particularly among right-wing councillors, Keesmaat managed to leave the job almost entirely unscathed. Indeed, the most rampant speculation was that she might wish to run for office herself something that she’s so far denied any interest in. Probably just as well for her. In terms of influence and capacity - in terms of power - it would be a step down.

HYDRO MEETING Toronto Hydro will host a meeting Wednesday, Sept. 20 on ways to improve green
space and parkland in the city’s Rockcliffe-Smythe neighbourhood. In August, construction was started to double the size of the Runnymede Transformer Station in Woolner Park, located at Jane Street and Woolner Avenue. Officials said at a meeting in May that the upgrade to the transformer station and the hydro wires along the west-end corridor are needed in anticipation of the city’s population and economic growth and to electrify the Eglinton Crosstown LRT. The work on "Power West Toronto" began in June and will go through to December 2018. Toronto Hydro is investing roughly $60 million to improve Hydro One’s electricity infrastructure in the west end. The meeting will take place from 7 to 9 p.m. at Rockcliffe-Smythe Middle School at 400 Rockcliffe Blvd.

Period Purse fall blitz
When it comes to women’s health, we always give 100%
A nonprofit Toronto organization is collecting used purses filled with feminine hygiene products for the city’s homeless women. The Period Purse’s biannual fall blitz kicked off Sunday and runs until Sept. 30. In the spring, the group collected roughly 1,800 purses throughout Ontario, and
close to 1,000 were donated by Torontonians. More Than Pies on Annette Street in Bloor West Village is the main drop off point. The non-profit’s website has listed other drop off locations across the city. It’s looking for old purses big enough to fit a box of tampons and a pack of pads
along with other items. Also, extra toothbrushes, toothpaste, hotel samples, Kleenex, deodorant, cream, scarfs, mitts, hats and chocolate could be donated. Check out www.theperiodpurse.com or www.facebook.com/theperiodpurse for more drop off locations and information.
Eleven-storey building proposed A developer is seeking a zoning amendment to construct an 11-storey, mixed-use building on vacant industrial land on St. Clair Avenue West between Weston Road and Jane Street. Etobicoke York Community Council voted at its Sept. 6 meeting to schedule a community consultation meeting sometime this fall on the proposal with York SouthWeston Councillor Frances Nunziata, who repre-
sents the area. Kingcrest Investments Ltd. is proposing to build 267 condo units, of which 47 per cent would be onebedroom and 45 per cent would be two-bedroom, on property that’s the former site of the New York Pork slaughterhouse. Currently, the proposed development does not comply with city zoning permissions related to the density, building height and side yard setbacks proposed, an Aug.
10 preliminary city planning report states. The land is currently zoned industrial. Conformity with the city’s Official Plan, overall height of the proposal and compliance with the St. Clair Avenue West Design Guidelines, the Avenues and Mid-Rise Buildings Study and Mid-Rise Building Performance Standards are among several issues to be resolved, the city planning report indicates.
Development would see 1,000 units

More than 1,000 new units of apartments and townhouses could be coming to the southwest corner of Lansdowne Avenue and Davenport Road. Emsatec Canada has applied to the city to build three apartment buildings of 24, 28 and 32 storeys, and four blocks of three-storey townhouses at 980 Lansdowne Ave. Etobicoke York Community Council voted at its Sept. 6 meeting to schedule
a community consultation meeting on the proposal this fall with Davenport Councillor Cesar Palacio, who represents the area. The apartment buildings would be constructed on lands known as Phase 6 in the Davenport Village Secondary Plans. The townhouses would be built on the southern half of Phase 7. The reason for the development application is to allow an increase in the number of residential units per-
mitted under the Davenport Village Secondary Plan, an Aug. 10 city planning report states. Shadow impacts, appropriate setbacks, assessment of traffic and transportation impacts, and identification of community benefits are among the issues to be resolved, the report indicates. A public meeting held under the Planning Act is planned for the third quarter of 2018.
