New student grant will make education free for many: MPP

LISA RAINFORD lrainford@insidetoronto.com Teens in grades 11 and 12 at St. Mary’s Catholic Secondary School listened intently to Davenport MPP Cristina Martins as she explained how the new Ontario Student Grant will make post-secondary education a possibility for more than 150,000 low-and-middle income students. The politician visited the Bloor West and Dufferin streets-area high school last week to announce her government’s significant investment in post-secondary education. “Today is truly an exciting day for students and their families across the province,” Martins told the students, who had gathered in the school’s cafeteria. As part of its 2016 budget, the Ontario government announced it will create a single, targeted and non-repayable grant, available to students starting in the 2017-’18 term. Through “the single largest modernization-ever” of the Ontario Student Assistance Program (OSAP), Martins said that the provincial government will make tuition to college and university free for students whose families earn a low or middle income. “We are doing what we need to build a highly skilled workforce,” Martins said. “This blows off the barriers that prevents students from

This is a predictable and up front grant, she told the students, which will enable Toronto-area families to plan for their children’s’ educa-

tion on the basis of net price: the difference between the sticker price of tuition and what a student has to pay. “You’ll know up front what your tuition will be – in some cases, it will be free,” Martins said. “We’re levelling the playing field regardless of how much your parents make.” Even though the Ontario Student Grant doesn’t come into effect until next year, Martins encouraged this year’s high school graduates to continue with their post-secondary studies. “There’s a lot of assistance available now,” she said. Christopher Belnavis-Grant, a Grade 12 student, said he was grateful to Martins for visiting his school. “It made me aware of all the opportunity I have,” he said, adding that he plans to study social work at Seneca at the York campus next year. Resident discovers she has a green thumb with YIMBY gardening program The Stop Community Food Centre’s garden-sharing initiative stretches to York area LISA RAINFORD lrainford@insidetoronto.com Taking a bite out of her own homegrown tomatoes takes Julie Blair back to her childhood, to memories of her grandmother’s garden. There was a time when the Corso Italia area resident thought she had a black thumb. “Now, people ask me gardening questions,” she told The Villager during a conversation on a recent spring morning. It all started about five years ago when Blair came across a flyer in a local laundromat promoting The Stop Community Food Centre’s ‘Yes In My Backyard’ (YIMBY) program. YIMBY connects those who would like to garden, but don’t have the space to people who have the space in their yards that they’re willing to share. “I thought it looked interesting; I’d never really gardened before. I thought it’d be a great way to start,” she said.
Prompted in part by her boyfriend who had been growing cherry tomatoes on his deck and was giving her pointers, Blair said she was first matched with a woman who lived about a 20-minute walk away and had six gardening plots. She shared two of them with Blair. “She taught me how to prepare the soil,” Blair recalled. The pairing ran its course over the next two years and Blair went on to be paired with a 92-year-old woman, who owned “the most lush garden I’d ever seen.” “I’d seen her garden on a YIMBY tour (of local gardens at the end of the season). She had eight-foot tomato plants,” recalled Blair, adding she never dreamed she would ever get to share a gardening space with the woman. It’s been two years since Blair has been gardening at a home just blocks from her home and she and the homeowners have agreed to continue their partnership for another year.
“We sit down with our YIMBY partners to decide what we want to grow,” she said. “We negotiate.” They determine the day and time she’ll be over, if she’s allowed inside the house to use the washroom and if she can invite a friend with her because she might need some additional help – “because it is their property,” Blair said. Blair’s harvest has included tomatoes, cucumbers, beans, peas, arugula, herbs, and zucchini, among other produce. The Stop provides a tool library, gardening and urban agriculture workshops, some free seedlings and a seed exchange. “We want to make sure people are supported in a way that makes them comfortable,” said Stop spokesperson Kathe Rogers. “At the end of the season, YIMBY participants come together for a potluck and tour of all the gardens within walking distance.” YIMBY’s catchment area encompasses the neighbourhoods around

Rob Ford’s seat must be filled through byelection

hen it comes to how the Toronto council seat belonging to the late Rob Ford will be filled, there should be no debate. Obviously, the city must call a byelection for Ward 2 Etobicoke North. Ford, the former mayor between 2010 and 2014 and before that Etobicoke North councillor from 2000 to 2010 and then again from 2014 until his death last month after a battle with cancer, would have wanted it that way. The man believed in the power of the people and the voice of the voter as being supreme. Since there’s already been a council meeting, late last week after Ford’s funeral which took place March 30, next month’s council meeting is when his seat must be declared vacant. At the May 3 meeting, councillors can consider one of two options as to what they can do to fill the seat – either they call a byelection or they appoint someone to be a ‘caretaker’ councillor for the ward until the next municipal election in 2018. The City of Toronto Act gives councillors a lot of leeway as they are actually only required to appoint if it is less than 90 days prior to the next municipal election. There is no maximum amount of time left in a term that requires a byelection over an appointment. The decision is at council’s discretion. Given that there are more than two years left on this term, it seems clear that councillors should decide to call a byelection. It’s the right thing to do. Once called, the byelection must be held within 60 days of the seat being declared vacant. We look forward to a date for the Ward 2 Etobicoke North council seat taking place in late June or very early July. That’s what’s best for democracy, the people of Etobicoke North and Toronto council as a whole.

Will councillors go for a ranked ballot system? You don’t want to make judgements on character based on a single vote or action – we humans are more complex creatures than just one vote and we do things for all sorts of complicated reasons. But it’s hard to not draw some pretty firm conclusions about the character or at least motive of councillors who don’t support ranked ballot voting in Toronto. The system, not currently in use anywhere in Canada but applied in countries throughout the world, allows voters to rank their choices on a ballot. If their first choice candidate fails to get more than half the votes, their second choice is counted instead. This goes on until some candidate or another gets half of the total first, second, third and quite possibly 15th-place votes. The point is that only candidates who can appeal to half the voters in their jurisdiction get to be councillors.
david nickle the city In the last term of council, a majority of councillors voted to ask the provincial government to give Toronto the option to use ranked ballots rather than the first-past-the-post system that’s currently in place. Then a couple of things happened. The first was the 2014 election. In total, 29 councillors were elected with more than 50 per cent of the vote, and 11 of those 29 were elected with less than 60 per cent of the vote. Mayor John Tory had just 40.3 per cent of the popular vote. The second was a latenight vote in 2015, when Ward 5 Councillor Justin Di Ciano, elected for the first time in 2014 with 54.1 per cent, put forward a motion to tell the province council didn’t mean what it said and was very happy
with first-past-the-post system. If the province puts the ranked ballot system in place, his motion said, Toronto should be able to opt out or require a referendum to impose it. And that won, 25-18. But the province didn’t listen, and this week announced that despite Toronto’s second thoughts, a municipality can select its representatives using ranked ballots if council agrees. No need for a referendum; just a vote of council. And we’ll see how that goes when this inevitably comes before council again. I’m not optimistic that it will go any better. A council chamber populated only by very popular councillors would not be the same one we have today. It’s not to say that the 14 councillors and one mayor who couldn’t get 50 per cent plus one on the first ballot would all be gone; they might well have made it up in second and thirdplace choices. But some,
like vote-poor Ward 16 Eglinton-Lawrence Christin Carmichael Greb would have had a real challenge parlaying her 17.4 per cent of the vote into a majority. But broadening her base of appeal, she might have. Who could say? From a campaign strategist’s point of view, particularly one working for an incumbent, that uncertainty makes for a real problem. Simply feeding one’s political base doesn’t ensure a lifetime in municipal politics under a ranked ballot system. In fact, what it does do is ensure that simply catering to one vocal minority in a ward will pretty much guarantee defeat at the polls, because that leaves one a first choice of that minority, and a second choice for no one. Outlook bright for Jays opener It’s hard to believe another Blue Jays home opener is just around the corner. The offseason flew by quicker than, well, Jose Bautista’s memorable bat flip. It’s even harder to believe that Friday night will be the 40th home opener. Rather than make the de rigueur prediction for the season, I figured I’d do something useful for those lucky enough to have tickets to the game: provide them with the meteorological forecast for the big night itself. An extremely large mass decked out in Jays jerseys and clutching white rally towels is expected to descend on the subways on the YongeUniversity line beginning as early as 5 p.m. It will then run headlong into a thunderous burst of “Who Needs Tickets? Who Needs Tickets? Who Needs Tickets?” from spirited scalpers surrounding the bustling Rogers Centre. With the roof slated to be closed, visibility inside will be 100 per cent. Unless you’re sitting behind somebody built

Jose!” each time Joey Bats does the same. An extreme cold front on the ice cream bars is in the forecast. And an extreme cold back, too. Ditto for an extreme warm front, and back, on the ballpark franks. The crowd will experience intermittent waves throughout the game with a tidal wave to be unleashed during the seventh-inning stretch. The expected low? There won’t be one, even if they lose. All that matters is that it’ll be great to see the boys of summer, who captivated us in the fall, finally back home again in the spring. Even if it does feel like winter. And the expected high? The issue has been a concern of Nunziata’s for several years and one she has been working to combat because these companies target the most vulnerable, she said. “Right now, they are not even licensed,” she added. “I’m pleased that the City of Toronto is taking a lead on this.” ACORN is “proud” its proposal to have the city use its zoning powers to limit predatory lending in the city was approved by city council on Friday. In Nunziata’s Ward 11, residents have been concerned about the number of pay day loan centres that are opening.
Toronto City Council has passed a motion to limit the number of pay day loan centres within limited distances. This Google Map image shows four such lenders closely situated on Weston Road.
These operations lend their customers small amounts of money at high interest rates with the agreement the loan will be repaid when the borrower receives his or her next pay cheque. These such businesses include cash-for-gold and rent-to-own furniture stores, among others. Mom’s Secret Recipe Earns Vegan Entrepreneur Fans Amongst Toronto Carnivores As Well No matter the occasion, a holiday or visit during spring break, Kailey Gilchrist knew that when she made that drive from university in Toronto back home to Barrie, she’d be greeted by a familiar smell – that secret family recipe, her mom’s cashew sauce. “She had been making this cashew sauce for years,” she says.
So when the theatre major went vegan, her mom followed suit and they took to evolving the cashew sauce into a vegan alfredo. It was a work in progress when her mother died. “I was finishing up my degree and cooking like crazy to deal with the grief,” she says. The rest of her time was devoted to working her job demoing products at a health food store. “And my sister was like ‘hey, you should sell some of the stuff that you’re making.’ ” It was an a-ha moment for Kailey. The entrepreneurial theatre major set out perfecting the sauce and launched NONA Vegan Foods, expanding to include two more vegan sauces – carbonara-style and cheesy-style. She’s grown from local, independent shops to over 50 stores including Loblaws and Whole Foods throughout Ontario especially the Greater Toronto Area. To help launch her business, Kailey took advantage of groups like Enterprise Toronto and Futurepreneur, which Kailey received both a loan and mentorship from.“I’m blown away with how many resources there are in Toronto – all these little hubs and networking events and the little communities that just want to support small businesses,” she says.

Mattos said city crews do a reasonable job of cleaning up the community in areas accessible from the sidewalks. “But, they don’t go onto the ravine hillside, and they don’t do anything that’s beyond the mowed grass,” he said. “We find that if we go into the parks in the springtime, there’s a lot of trash that’s blown there, some of it is illegal dumping. We’ve actually pulled out laundry equipment – washers and dryers – from the ravines. We also pull out a lot of bottles.” These are places where kids play in the summertime, so it helps to increase their safety, Mattos said. Mattos said it takes about
20 people to make a good cleanup group. The community association asks residents along the ravine to help out when cleanups happen near their homes. Plus, students can earn volunteer hours. This year, supercoffee in Mount Dennis is a sponsor of the cleanups. All participants will get a half-off coupon for a beverage and those who tweet or Instagram photos from the event can receive a free drink. To tweet or Instagram a photo, you are asked to mention #MDSpringClean, @supercoffeeMD and @MountDennisCA to receive your freebie. Bags, gloves and other tools will be provided. The community association said this is a great way to help beautify the neighbourhood and to meet your neighbours, plus get some outdoor time and exercise. The cleanups happen from 10 a.m. to noon. The cleanups will occur through
some mild weather, including light rain. The remaining cleanups are at: n April 9: Somerville Avenue and Sunnybrae Crescent ravine edges – meet at west end of Glenvalley Drive n April 16: Dora Spencer Road (plus possibly Emmett Avenue) – meet on Weston Road at Dora Spencer n April 23: Lambton and Astoria avenues ravine edges – meet at Lambton at Jane Street n April 30: Eglinton Avenue West south side ravine edge – meet on Eglinton at S.E. Council votes to preserve Gardiner

By a 36-5 margin, council opted to support the so-called hybrid plan, which was initially approved last year. The $718-million construction project will see new on-ramps built and the elevated section of the Gardiner east of Jarvis Street pushed north to open up new development lands – if the city can secure crucial infrastructure funding from the federal government. The hybrid option also makes it possible to transform 10 acres of land under the Gardiner into public accessible space.
