A collaborative initiative between staff and students at Archbishop Romero Catholic Secondary School is helping Grade 9 students feel welcome and safe in their first year of high school. And leading the initiative are the Grade 12 students in the religious education classes who developed, planned and implemented anti-bullying workshops with guidance from the school’s child and youth workers. “It was really the students taking on leadership,” said Michelle Perkins-Ball, a chaplain at Archbishop Romero, also noting the child and youth workers are the “roots of the school.” The school near Weston Road and Black Creek Drive is one of 16 in the Toronto Catholic District School Board (TCDSB) recognized yesterday at the annual >>>OLDER, page 7

Tunnel boring machine move attracts an overnight crowd DOMINIK KUREK dkurek@insidetoronto.com Witnesses were treated to an overnight spectacle at Eglinton Avenue West and Allen Road when a pair of 400-tonne tunnel boring machines were pulled out of the ground and moved this past weekend. Both machines, one per night, were pulled out of a shaft on the west side of Allen Road, transported 100 metres by a 208-wheeled trailer, and then put back in the ground by a gantry crane on the east side of the roadway into a similar shaft. Metrolinx, which is in charge of building the Eglinton Crosstown LRT, said the move of each tunnel boring machine went smoothly and without delay. Approximately 200 spectators came out Friday night and 400 Saturday night between 2 and 5 a.m. to watch the event, including families with young children and pets. Metrolinx had set up bleachers and provided hot chocolate and coffee to spectators.Each tunnel boring machine has a diameter of 6.5 metres and a length of 10 metres. Each has a weight of approximately three GO train locomotives. Ontario’s transportation minister Steven Del Duca called it an exciting weekend, and touted the Eglinton Crosstown LRT project, which is part of a larger, Southern Ontario-wide transportation infrastructure initiative to get the province moving. “It really is an exceptional example of the kind of largescale infrastructure that Premier (Kathleen) Wynne and our government are so committed to, making sure that we start and complete these projects on time and

When the tunnels have been dug, the four boring machines will be removed from the ground during the station construction phase at Yonge Street, so all the disruptive work will done simultaneously in an effort to minimize the impact on the community. Del Duca acknowledged that the work to build the Crosstown LRT is disruptive, but the transit infrastructure is crucial to moving the city. “When you’re going to invest upwards of $5 billion in this kind of public transit infrastructure, there’s really no way around causing some kind of disruption,” he said. “What I hear everywhere I go, whether it’s in Toronto, right across the Greater Toronto and Hamilton Area, right across the province, is that the appetite for more of these kinds of large-scale investments in infrastructure is wanted. It’s needed. It’s why we have roughly $16 billion worth of transit infrastructure being built right now across this entire region and we will have more to come.” He said the multi-billiondollar project is still on time and on budget and he anticipates it will be finished that way as well. The line is scheduled to open in 2020.

Man dies following assault at St. Clair and Dufferin A Toronto man has been charged with manslaughter after an assault victim died. Police were called to St. Clair Avenue, east of Dufferin Street, for reports of a man assaulted on the sidewalk Tuesday, April 14. The man was taken to hospital and placed on life support.

Adam Disalle, 35, of Toronto, was charged that day with aggravated assault. The victim, Frank Colucci, 54, of Toronto, died Friday. The charge against Disalle has been upgraded to manslaughter.

New police chief must trust his own voice

oronto’s new police chief, Mark Saunders, is going to be hearing from a lot of people telling him how he should do his job. The one voice he most needs to listen to is his own. He is a 32-year veteran of the Toronto Police Service, most recently serving as deputy chief prior. He has also served in a number of high-profile units including guns and gangs, and homicide. Saunders also makes history as being Toronto’s first black police chief. He said he understands many may view that as meaning he can magically improve the relationship between our view police and the black community, which has been strained Mark Saunders due to the “carding” policy critics say unfairly targets is a police chief, that black youth in the city. However, he warned resinot a politician dents at his introductory press conference at police headquarters that he does not have “superpowers.” Fair warning, and the right approach, we believe. Saunders has to be careful in these first few weeks about overpromising and making people think he will change things done by the outgoing chief, Bill Blair, that were considered unpopular. He needs to remember he is a police chief, not a politician. That, of course, won’t stop the politicians from coming after him if we won’t bend to their will. Saunders can have an impact by reaching into Toronto’s different communities. Blair held numerous town hall meetings hosted by the various police divisions, which were usually well attended but rarely confrontational. This wasn’t enough to convince some of the city’s communities he was a chief of the people, understanding life in the streets. Saunders must get this message through. He must be highly visible to residents. He must show an intimate understanding of the daily challenges of life in marginal neighbourhoods and he must motivate the leaders in these communities to advocate on his behalf. Saunders should go a step further and attend town halls organized by youth groups and organizations representing multicultural communities. Having visibility and compassion for circumstance will go a long way to winning the trust and respect in the neighbourhoods and communities where he needs it most.

Heritage makes a city world-class To the Editor, Re: ‘Preserving our heritage requires city’s competence,’ Editorial, March 26. I read your fine editorial and it impressed me greatly. Toronto has long fancied itself as a world-class city. However, I do not believe that it is there yet. First, we have to look at the real world-class cities to see what they have that gives them this most desirable ranking. World-class cities all have one thing in common – historical sites. What has Toronto got that would make it a world-class city? Not much I’m afraid. Until we learn to preserve our historical artifacts rather than destroying them we will never have a world-class city. It is time we had sincere people in charge who really want to preserve the history of our community. Bill Tee

Make sure you have enough insurance to cover you if you are hit. Think about how much you would need if you could never work again. This is a very real possibility for some of my clients. A major transit infrastructure project was announced this week by the provincial government for the 905. Ontario Transportation Minister Steven Del Duca announced plans to build a 22-stop LRT line by 2022 connecting Mississauga and Brampton’s city centres. The Hurontario-Main LRT would stretch 23 kilo-

MYSTERY SURROUNDS CIVIC DESIGN CAMP Fans of civic design camps and other mass gatherings intended to spur creative inspiration for infrastructure planning might want to make note of an event. Not much is known about the Civic Design Camp, which is being billed by organizers as a first for this country. It’s expected to attract design professionals and urban planners as well as government officials for at least a day-long summit. It’s not known when or where it will take place. Sweeter deal for food trucks Our new mayor spent last year campaigning on a great many things, but one of John Tory’s earliest causes was also one of his most common-sensical. It boiled down to this: What the dickens is wrong with a food truck at the side of the road? Tory raised the issue about a year ago, when the notably mayor-free Toronto Council was wrestling the deep philosophical question of how many food trucks can one fit on the doorstep of a restaurant. Council wasn’t sure. Owners of restaurants of the stationary variety thought there shouldn’t be any, as food trucks offered unfair competition. Food truck owners, meanwhile, called baloney, and pointed out that the rest of the world seemed to be able to sustain both fine dining establishments and roving food vendors. In the end, council supported a twisting knot of a compromise: food trucks needed to operate no closer than 50 metres to the front of a restaurant, should they park in pay and display spots

david nickle the city downtown. Tory offered tacit support for the policy as council approved it, but made it clear he thought food trucks should be encouraged rather than restricted. No more red tape, at least not very much. The food truck industry could use that kind of TLC. Over the past year, the restrictions of the original policy were such that only 17 food trucks bothered to lay out for the $5,000-a-year licence. On Tuesday, Toronto’s Licensing and Standards Committee took a baby step toward that vision, on the one-year anniversary of the approval of the food truck bylaw. Licences need not be yearround affairs, and sensible food-truck operators who really only want to operate in warmer months can purchase them for a bit less. Fifty metres becomes 30

metres as the minimum distance between restaurants and food trucks. Tory and council could stand to relax that distance regulation even further. Food truck operators would of course be happiest with no distance requirements but would settle for 15 metres. All of which might make restaurant owners – particularly those with smaller restaurants that specialize in take-out – nervous about the competition. Food trucks do have one advantage, in that they can pull up stakes and set up somewhere else. A failing brick-and-mortar restaurant has no recourse but to close up. But restaurants on the edge have far more factors affecting them than the prospect of an RV-sized lunch counter pulling up outside for a few hours. And for the rest of us, a little more choice can only be a good thing.
