According to a press release from the office of St. Paul’s Councillor Joe Mihevc, the forum was cancelled in order for police to focus resources

on issues of community safety.

The meeting had been organized to seek community consultation on potential options for the Eglinton Avenue West police station.

Options include closing the station entirely and reassigning officers to surrounding divisions, or building a new station in a new area to serve the same division.

Young people help to brighten up LEF office Youth from three York groups make connections in mural painting project LAURA BOOTH lbooth@insidetoronto.com

T

he Learning Enrichment Foundation’s youthfocused centre has added colourful artwork to its interior.

About 20 young people from three community groups in the Weston-Mount Dennis area collaborated over five days to design and paint a mural. The work of art was revealed to the community at the LEF Weston Road location last Thursday.

Youth from LEF, Urban Arts and the summer Youth Policing Program were on hand to accept certificates for their hard work.

“When we give, especially young people, the opportunity to learn, the opportunity to express themselves and do it in a fun way, that builds self-esteem and it builds also other skills such as team work – all valuable skills that a person can take with themselves for the rest of their lives,” said York South-Weston MPP Laura Albanese, to the audience at the unveiling.

Adding to the bright colours that mark the inside of the centre, the mural covering the better

portion of one wall showcases a group of cartoonish youth from a variety of cultural backgrounds dancing, singing and carrying signs that read: Diversity, Community and Teamwork.

The project was spearheaded

by Olanike Solomon, 22, a co-op student on placement at LEF from Humber College’s child and youth worker program. She felt a large blank wall in the facility needed a meaningful change.

“It basically brought the community together because there was youth that came to do the mural that I didn’t even know,” said Solomon. “Some of them (youth) knew each other, some of them didn’t. So also, they made new connections and new friends as well. It was really engaging.”

Participant Felicia Francis-Ali, 14, lives in the Weston-Mount Dennis community with her sister and her mom. Felicia said she drops in at LEF at least once a week, sometimes all week. The mural project has been important to her.

“It shows diversity and that different cultures could actually come together and enjoy each other’s company,” she said.

A campaign initiated by York SouthWeston MP Mike Sullivan for a national stolen cellphone registry could be closer to reality with a new move by the Canadian RadioTelevision and Telecommunications Commission (CRTC).

The CRTC issued a directive on July 17 to the Canadian Wireless Telecommunications Association (CWTA), asking what the wireless industry is currently doing to protect consumers from becoming victims of mobile device theft.

“The CRTC is now asking the CWTA, ‘well what are you guys doing?’

And I’m hoping that they’ll get an answer that they’re not doing very much, so the CRTC will then order them to do (something),” said Sullivan in an interview this week.

In June, the MP announced the launch of a motion to Parliament that would require cellphone companies to share stolen phone information, specifically the unique identity numbers each phone has, to prevent reactivation under a different wireless carrier.

Sullivan said he was made aware

by Toronto Police 12 Division that an overwhelming majority – about 85 per cent – of street robberies in his riding involved cellphones.

While Sullivan is applauding the directive as a step forward, the lengthy process concerns him.

“Every week that goes by, some more phones are stolen. Everybody knows it’s a problem but nobody has done anything about it yet,” he said.

The CRTC directive makes mention of a plan in the United States to create a central database that will track stolen phones and end the ability to connect them to cellphone carrier services. The U.S. initiative is a partnership between several police departments and wireless carriers.

Sullivan said a Canadian database should work in co-operation with the U.S. initiative.

“I mean, you don’t want to have a situation where the phone becomes a paperweight in Canada but is useful in the United States. You need to make sure it’s a paperweight in both places,” said Sullivan. “Take away the market, you take away the reason to steal.”

According to the CRTC directive, the CWTA is required to submit a response by Aug. 13.

Fix root cause of poverty in priority areas

oronto’s a great city and has a lot to offer its residents in the summer.

Take advantage of small neighbourhood gatherings. Attend a more public evening out like the Friday evening Cultura Festival events or the Sunday Serenades at Mel Lastman Square in North York.

Maybe it’s a multi-day/multi-site festival, such as this weekend’s Caribana, taking place in locations downtown and at Exhibition Place. our view It’s not so much what a resident chooses to experience. The type or scale of the event doesn’t Toronto has matter – but taking part in some plenty to offer way does.

By supporting local events with their presence, residents are all its residents making an emphatic statement of community ownership and pride. They’re saying their community matters.

Given the tragic events of the previous month, an infusion of community spirit across the city proves Toronto is for its residents to enjoy.

When you’re part of a community, taking part in what it has to offer provides mutual benefits. Large or small, these events are an opportunity to educate yourself about your community. There’s a reason we choose to live where we do. Finding out more forges a stronger connection and a greater identification.

If it’s an event close to home that is more to your liking, there are opportunities to find out more about your own neighbourhood. Even if you find community spirit is lacking, why not get involved to start something new that addresses this void?

Own your piece of the city. Get to know it intimately.

If it’s an event in another part of the city, it may be an opportunity to broaden your horizons. There are also opportunities for Toronto’s communities to learn from one another. You may even be inspired to start something similar in your neighbourhood based on something you’ve seen in another part of the city.

Ultimately, Toronto as a city will only be as strong as its people. What better way to play that role than by experiencing and enjoying the things that make this city great?

Think of it like a fine green lawn. A well-fertilized lawn not only enhances the growth and appearance, it chokes out the unwanted weeds that leave the lawn malnourished and unattractive. We can choke out the unwanted elements in our communities; it just takes an active population in every neighbourhood to show who owns the community.

To the editor: It’s disheartening to learn funding for many of the youth programs and infrastructure projects in Toronto’s priority neighbourhoods is running out.

These initiatives provide young people with opportunities to gain skills they can use to pursue job training or a post-secondary education.

While these programs are important, they are only the first step and more needs to be done to stem poverty in priority neighbourhoods.

The most effective way of eliminating poverty is to tackle its root causes: underemployment, unemployment and lower average pay for marginalized communities.

Studies have shown that marginalized communities have lower employment and participation rates and are compensated less for their labour through no fault of their own. By minimizing labour market inequities, we can reduce poverty and its associated effects.

LISA QUEEN lqueen@insidetoronto.com Only one in 10 York residents has registered to be an organ and tissue donor, one of the worst records in Ontario, according to the provincial agency responsible for managing the system.

York’s poor 10 per cent standing mirrors other communities in the Greater Toronto Area, which has a lower percentage of registered donors than any region in Ontario.

“We’re not at all happy,” said Ronnie Gavsie, president of the Ontario Trillium Gift of Life Network.

“There are over 1,500 people in Ontario waiting for a transplant and it is a life-saving transplant. On average, one of them dies every three days.”

Next of kin are much more likely to agree to donate a loved one’s organs and tissues if the deceased had registered as a donor, Gavsie said.

One donor can save up to eight lives and improve the lives of as many as 75 others.

Just over 66,000 Ontario residents,

or 22 per cent, have agreed to donate their organs and tissues after death by registering at www.BeADonor.ca Residents of smaller communities, especially in Northern Ontario, are significantly more likely to register than people living in cities, which have more diverse and transient populations, Gavsie said.

For example, North Bay, Timmins and Sturgeon Falls report donor registration rates of more than 45 per cent. A suburb of Sudbury is the first in Ontario to achieve a 50 per cent registration rate.

By comparison, York and North York each report a 10 per cent participation rate. In Scarborough, only 9 per cent of residents are registered, while the rate is 12 per in Etobicoke and 11 per cent in East York.

Trillium Gift of Life has launched a campaign to boost registration numbers in and around Toronto.

“We’re putting a very strong focus on the GTA,” said Gavsie, adding the agency is recruiting politicians, celebrities and the media for its awareness campaign.

As many as one in four Ontario residents mistakenly believe they

are registered donors because they have signed a paper donation card, Gavsie said.

But those cards are not effective because they may not be immediately found when someone dies. Time is crucial for retrieving organs and tissues after someone dies, Gavsie said.

In contrast, when someone registers at www.BeADonor.ca, their decision is made available to their family at the right time. Families can then honour their loved one’s decision to save lives, she said.

“We think there are a lot of people in York and North York who have signed their (paper) donor cards but should register at www.BeADonor. ca,” Gavsie said.

It only takes a couple of minutes to register and doesn’t cost anything.

People suffering from serious illnesses can be donors. Before a transplant, every donor is assessed for suitability. Even if a donor’s organs cannot be used, tissues such as eyes can usually be transplanted.

To be eligible to register, you must have an Ontario health card and be 16 years of age or older.

ayor Rob Ford’s term of office may have started in December 2010, but Toronto Council’s first term started somewhat later: a year ago this week, when Ford’s executive committee dared Torontonians to stay up all night to have their say on the KPMG core services review.

The review, as you may recall, recommended the city get out of all sorts of services – curtailing library services, shutting down petting zoos, even selling major assets like the Toronto Zoo. Hundreds of residents put their name on a list to speak to the mayor in opposition to those changes – and in what can be described only as an historic act of passive aggression, the mayor decreed that all those deputations would be heard through a single meeting, even if it took all night.

It did take all night.

There was almost no one there who thought the proposed cuts were a good idea, and at the end of it all, the mayor’s point man, Giorgio Mammoliti, dismissed the majority of the deputants as communists, because really, what else could he say?

And that was about the point when those Torontonians and others who’d gone to bed gave their councillors their marching orders, which is to say, take charge and either negotiate with the mayor on service cuts or overrule him.

Toronto Council did as it was told.

It talked the mayor and his team out of closing libraries and pushed them away from unpopular service cuts. It gave communities surrounding the Riverdale Farm and the High Park Zoo the

breathing room they needed to fundraise to keep those things open.

Council out-and-out took over the budget in 2012 and after that, ran the mayor’s subway plan out of town on a rail.

This week, there are no public hearings – as there shouldn’t be – at the beginning of August in Toronto.

The 44-member Toronto Council is in charge. It’s not always graceful; that heavilyamended budget that council passed in the winter has required more than a little tinkering through the spring and summer to hold water, and a made-bycouncil transit plan crumbled to dust almost as soon as TTC chair Karen Stintz unveiled it.

But it’s worth remembering how a summer ago, Toronto residents stood up in the face of a stacked meeting and a determined mayor, and with their own determination, re-stacked city council and effectively changed the government.

After some confusion by staff, the City of Toronto’s hardship fund is safe for now.

Last week it was reported staff had killed the more than $1-million fund – used to assist low income residents with medical expenses – despite a decision by councillors during the last budget debate to keep it going. Following a letter written by Beaches-East York Councillor Janet Davis and signed by 15 councillors, the fund has been revived.

“They have reviewed the decision and between now and the next council meeting they’ll be maintaining the status quo,” Davis said Friday.

“The hardship fund provides medical supports to low income individuals for things like medical devices, prosthetics, wheelchairs, exceptional prescription drugs and other kinds of medical supports,” Davis said.

There were 1,500 people receiving support from the fund. These are individuals not on social assistance so they were unable to receive support from that avenue.

cut during the KPMG service review, but councillors voted to keep it.

During the 2012 budget process there was a motion recommending it be funded for half the year (to the tune of $588,000) and that the city approach the province to take over the responsibility. That motion was amended by the executive committee to say if the city wasn’t successful with the province it would fund the money from the operating budget to continue the fund.

“I don’t think there was any ambiguity, but staff interpreted it as funding it for half the year and winding the project down,” Davis said. “That was not our intention or understanding.”

Staff had moved 1,200 of the individuals receiving support from the hardship fund to other programs, which had left just 300 people to be identified on a case-by-case basis.

The fund will now continue to offer support to those individuals and it will accept new people if they are eligible.

The issue will go back to council in October for clarification.

Toronto’s new chief planner ready for role Road tolls, bike lanes, transit choices among decisions to be faced DAVID NICKLE dnickle@insidetoronto.com The last time Jennifer Keesmaat drew a City of Toronto paycheque was the late 1990s when she worked as an executive assistant for two city councillors: New Democrat Joe Mihevc, and Progressive Conservative councillor Jane Pitfield.

“So I did both sides (of the political spectrum),” she recalls in a Tuesday interview that took place just hours after the city announced the planning consultant’s return to city hall, where she’ll serve as chief planner for the administration of Mayor Rob Ford.

At first glance, it doesn’t seem to be a perfect fit.

Keesmaat, a principal in the Dialog consulting group, has publicly advocated for pedestrian-friendly neighbourhoods, most notably in a TED talk extolling the virtues of having one’s children walk to school.

She supports what she calls “fair pricing” of things like roads and other municipal services, and is an admirer of London’s downtown congestion tax.

cycling and public transit infrastructure.

Ford, meanwhile, has opposed road tolls as a tax grab, and during the 2010 election promised to not only stop the light rail transit plan unfolding in Scarborough, but reduce the number of bike lanes in the city.

Some might call the match something of a dichotomy. Not Keesmaat.

“I don’t think it has to be a dichotomy,” she says. “I think it’s a really important part of city building – ensuring that people have lots of choices.

“What I hear in that story line about cars – this is what I hear, ‘I get around in my car and it’s difficult because there are cyclists in the way.’

From a planning perspective, I say let’s make it easier for everyone to get around. Some people will always drive their cars, and maybe they should drive their cars. But they should have choices. Transportation planning is about adding choices and to take transit, or live in a higher density community and walk, is a choice.”

In her capacity as a planning consultant, Keesmaat has worked with municipalities across the country and around the world. Here, she’s worked on initiatives in major cities including Mississauga, Vancouver, London and Halifax and most recently founded the group Project Walk, promoting better understanding of pedestrian issues through

various means.

Keesmaat was hired to replace retiring chief planner Gary Wright, and will be taking the city through some fairly dramatic change. The portfolio includes not only landuse planning, but also transportation planning and the city’s central waterfront.

When reminded in the interview that all of that responsibility is in the context of being located in the largest and most complex city in the country, Keesmaat replies, “I just got a little shiver when you said that. My sense is that it’s almost a bit incomprehensible, which is why it’s a difficult position to comprehend, particularly if you’re not a Torontonian, how do you take this on?

“My sense of the task before us is that we need to make some pretty bold decisions, we’re going to take some risks, we’re going to need to be inventive and embrace new kinds of collaborations.”

Keesmaat is not the first chief planner to draw this conclusion. One of her predecessors, Paul Bedford, was a prime advocate for plans to tear down the Gardiner Expressway

in the name of opening up the city’s waterfront.

During that debate, Keesmaat came with a different point of view.

She and her group presented a report that explored the idea of actually leaving the Gardiner up, but re-configuring the public space beneath it to make it friendlier to pedestrians and cyclists, thereby linking the city with its waterfront.

Keesmaat will be dealing with some specific infrastructure issues right out of the gate.

In the fall, council will be taking another look at public transit infrastructure, after having sidestepped the issue in July. Keesmaat will have to weigh in on questions of what additional transit improvements ought to go where, and, along with the city manager’s office, how one pays for it.

While she hasn’t started the job yet, Keesmaat is a proponent of what she calls “fair pricing” for roads, admiring the effect that road pricing has had on congestion in London, England.

She’s also watched with interest as Los Angeles residents voted in a referendum in favour of a special transit tax levy.

Keesmaat will start work with the city Sept. 10.

Mid-way through the soccer season, the York Jets U12 competitive boys rep team is holding on to an undefeated streak.

Since May, the boys have won six league games and tied two with no games lost.

“We’re athletic, hard-working and have really good team chemistry,” said head coach Al Copetti.

This is the team’s second year playing and they’ve had an impressive bout of success in both league and tournament play.

Their overall record in both tournament and league games is 12 wins, three losses and two ties.

The York Jets Soccer Club has existed since 1983, when four soccer clubs in the York area amalgamated. Since then, the club has drawn in hundreds of female and male youth players. Programs are available for ages four to 18. The club runs both competitive and house league teams.

he two main reports concerning police response to Toronto’s G20 summit have now been presented. Their findings are along the lines expected: there was not enough time to plan, communication was poor, and charges ought to be laid against certain officers.

To his credit, the chair of the Police Services Board issued a personal apology for the “transgressions and failures” in not ensuring policing services were provided “within a framework of respect for (the) Charter and human rights.”

In accepting the recommendations from retired judge John Morden, the Police Services Board chair acknowledged that the board exercised ineffective oversight during the event.

As matters now stand, the recommendations were approved in principle, and sent off for further study until October.

Both reports do a credible job of addressing details of what went so badly wrong. They suggest procedures to make sure officers retain their badges numbers, how to better respect citizens’ rights, and how the board should communicate with stakeholders.

Morden’s report is full of examples of internal repression. In one instance a board member was told not to ask questions about how equipment would be used on the public. In another, the board was kept in the dark about the Prisoner Processing Centre although city council knew far more. And in a third instance, board member Councillor Adam Vaughan was censured, inappropropiately, according to the judge, for telling his constituents he would represent their interests.

To be fair, policing must keep secrets. Our police must also enjoy the confidence of other services.

The prohibition for board members not involving themselves in individual operational decisions is critical for public confidence.

Metrolinx’s board now has three new members, the transit planning agency announced recently.

Marianne McKenna, Bonnie Patterson and Howard Shearer were appointed by the Ontario government to serve on the regional transit co-ordinator’s board of directors for an initial term of three years.

McKenna is an internationally recognized architect and a founding partner of Kuwabara Payne McKenna Blumberg Architects, based in Toronto.

Patterson, an academic, is the president and CEO of the Council of Ontario Universities and the former dean of business for Ryerson University.

Shearer’s background is in high tech, and he currently serves as chair of the board for Hitachi Power Systems Canada.

his officers, beyond the judges and legislators, all the way to the public. It can involve a new generation of Torontonians to seek their expectations for policing. From these consultations will come a vision that the board can affirm into a strategic plan.

Decades ago, our police service undertook such exercises. These plans and the vigour they inspired gave birth to reforms that enabled our police to move in tune with Toronto’s demographics, political structures and expectations.

Strategic plans do not deal with the minutiae examined by the G20 reports. Instead they open up police culture, improve direct communication and empower the board. Together with the G20 reports, a strategic plan would provide the board with corrective action on the past, plus give the confidence to address the future.

Yet in both reports there is a pervasive theme of a board so paralyzed by fear of overstepping boundaries that it is unable to undertake due diligence, and thus fails in its fundamental objective of exercising oversight. Throughout is the impression of a board entirely reliant on information from the police chief, without the ability to question, to challenge or to seek outside information.

The response to this great problem is to put in place more procedures, training and planning.

In a number of places the reports give detailed direction, such as discontinuing the use of flex cuffs and taking responsibility for misconduct.

But neither report addresses the very difficult issue of changing the of the board and the Toronto Police Service without jeopardizing the safety of millions.

The next big challenge will be as unforeseen, difficult and overwhelming. Without skills in looking forward, the future will seem even more intimidating, and it will be too easy to slip into old habits.

One way to break this unhealthy routine, plus build upon the recommendations, is for the board to reach out beyond the chief and
