Grieving mom urges organ donation Lung transplant added five years to York man’s life LISA QUEEN lqueen@insidetoronto.com York’s Rob Marks, the kind of guy who could light up a room, got five extra years of life before his untimely death last fall thanks to the generosity of a double lung donor, his grieving mom says.

The eldest of four children, Marks’ battles in life started the day he was born with the discovery of a club foot, Colleen Donovan said.

Despite many illnesses, he was misdiagnosed until he was a teenager.

“Despite his ongoing illnesses, he loved and excelled at skateboarding, bike riding and competitive hockey,” Donovan said in an email to The Guardian.

“At the age of 16, we were devastated to learn that he had cystic fibrosis. The damage to his lungs was already extensive.”

Saying her son was blessed with charm, humour and an indomitable spirit, Donovan said he pursued activities he could enjoy without struggling to breathe – everything related to cars, music, poker and movies. >>>MAN, page 3

Security image released of man loitering in women’s locker room area Police hope to identify a potential sex offender after releasing security camera images to the media.

Police said a man entered a condo on Ridelle Avenue near Marlee Avenue and loitered in the area of a women’s locker room July 12 and 18.

“The man was seen entering the locker room and remained there for a period of time,” police said in a news release.

Building tenants and management saw the man and directed him to leave.

Police want to speak to anyone who can identify the man, whom they are calling a potential sex offender and a person of interest.

A suspect was caught on camera after a man was seen loitering in a locker room area.

Two women were sexually assaulted in separate incidents in York last Thursday morning.

At 3:30 a.m. on Aug. 2, two men in a car followed a woman as she walked near Jane Street and St. Clair Avenue.

One man got out of the car, sexually assaulted the woman and tried to drag her to the vehicle.

The woman was able to defend herself, and the men fled.

The suspect vehicle, a four-door silver compact car, was last seen heading east on Alliance Avenue.

The suspects are white and 30 to 40 years old. One is 5’6” to 5’9” tall and wore a grey hooded track suit.

The other is 6’1” to 6’3” tall and wore a black hooded track suit.

At 8:15 a.m., a woman walking in the Weston and Rogers roads area was approached from behind by a man.

Partners in fruit tree project ready for the seasonal harvest Not Far From The Tree marks five years uniting tree owners with produce pickers DANIELLE MILLEY dmilley@insidetoronto.com In January 2008, Laura Reinsborough sat around her kitchen table with friends and strangers talking about the beginnings of an urban tree harvesting project for Toronto. She had no idea what she was getting herself into.

Today, Not Far From The Tree is in the middle of its fifth anniversary harvesting season with hundreds of volunteers descending on fruit trees right across the city harvesting everything from mulberries to cherries to apricots; apples and pears will soon be ready for the plucking.

Reinsborough remains an integral part of the organization as its founder and co-ordinator – or the “fruit lady,” as she is routinely recognized as in her St. Clair Avenue and Christie Street neighbourhood.

The time was right was the project: homeowners signed up their fruit trees, organizations came on board to benefit from the bounty, and the volunteers lined up to get into a pick.

The accolades also started piling up, including an Environmental Award of Excellence from the City of Toronto, an Urban Leadership Award from the Canadian Urban Institute, and, most recently, a Green Toronto Award in the local food category.

Reinsborough, herself, has been named a GreenHero, an Agent of Change by the Centre for Social Innovation, and last year she received an Women of the Earth Award from the Yves Rocher Foundation.

“I feel really honoured to be a part of it. I feel really grateful to play the role I have in shaping it, to build and grow the project,” she said.

“I also feel humbled because this is the work of so many people. It is the 1,200 people who volunteer, the 850 tree owners.”

“It’s been embraced with open arms in Toronto.”

NFFTT began in Ward 21 St. Paul’s in the summer of 2008. It has since grown to 14 wards across the city.

The fruit harvesting program works by having homeowners register their tree then volunteers arrive at a pre-determined time for the pick and the fruits of their labour are divided into thirds with a share going to the homeowner, a share to the volunteers and a share to local social service organization, such as Wychwood Open Door.

Kathy Biasi is the manager of this day-time drop-in centre that serves homeless and socially isolated people. It’s been a partner since the beginning.

“I was fascinated. I thought, what a great idea,” Biasi said.

She lives in St. Paul’s and has seen the bounty a city’s fruit can produce.

“There was always more than what we could use and it was such a shame to let it go to waste,” she said.

“To me it made a lot of sense.”

The people served by Wychwood Open Door have limited funds to buy fresh food for themselves so the donation was welcome.

“It was really nice because it came from the neighbourhood,” Biasi said.

“They were being acknowledged by the neighbourhood.”

As NFFTT expanded to other neighbourhoods it found partnerships with local service groups in each neighbourhood – 30 in total – so the fruit stays in the community.

Jenna Hossack likes the community aspect of NFFTT. “When I’m labelling my jars of jam I always name it after the street I picked it from so I remember where it came from,” she said.

The St. Paul’s resident first began volunteering two years ago and loved it so much she signed up to be a supreme gleaner, which is a volunteer in charge of a pick.

“I jumped at the chance to be more involved,” she said. “I liked

meeting new people and being outside.”

Hossack, who grew up in the country, said she eats more local fruit in Toronto than she did in her small town.

She’s picked cherries, mulberries, apples, pears, plums and serviceberries, but hasn’t gotten to an apricot pick yet.

Being a supreme gleaner means she picks three or four times a week.

And it means she has a better chance of getting in on a pick, which are a hot ticket in the city.

“What’s most overwhelming is there’s interest in every single neighbourhood,” Reinsborough said.

“We’ve grown quickly but still we’re nowhere near able to keep up with the demand.”

Hossack, a pastry chef, uses the bounty to make baked goods, as well as jams, apple butter and even mulberry ice cream. She is now much more aware of fruit trees in the city and has shared this discovery with her friends.

Reinsborough likes that NFFTT can take credit for some of the growing awareness about urban fruit.

“One comment we used to get is, ‘Is it safe to eat?’. We don’t really get asked that anymore. Now we’re starting to show by doing that the food in your backyard is safe,” she said.

“Part of what motivates me to continue this project is it’s bringing attention to urban ecology in a way. It’s an opportunity to have a more intimate relationship with food in the city.”

“His recovery was remarkable and miraculous. He was elated to be able to breathe again and for five years, he lived life to the fullest and had fun making up for lost time,” Donovan said.

“He loved life! He exercised vigorously, lifted weights, skated socialized, laughed, danced and did many of the things that cystic fibrosis had previously prevented him from doing.”

Sadly, Marks was diagnosed in 2010 with Hodgkin’s lymphoma, a type of cancer.

Although he beat the disease, his lungs “took a terrible beating” from the treatment and he was put back on the transplant list on the condition he remain cancer-free for a year, Donovan said.

Unfortunately, Marks died at the age of 31 last Sept. 16 before receiving another transplant.

Donovan hopes sharing her son’s story will encourage people to become organ donors.

Her plea comes a week after the provincial agency responsible for managing the system called attention to low registration rates in the Greater Toronto Area, The GTA has a lower percentage of registered donors than any region in Ontario, according to the Ontario Trillium Gift of Life Network.

the worst rates in the province.

Just over 66,000 Ontario residents, or 22 per cent, have agreed to donate their organs and tissues after death by registering at www.

As many as one in four Ontario residents mistakenly believe they are registered donors because they have signed a paper donation card, but those cards are often ineffective because they can’t be located when needed, Gavsie said.

Construction site duty not job for police

Think of protective measures against West Nile virus

N

ews from Toronto Public Health that two people in the city have tested positive for probable West Nile virus should serve as a warning for all residents.

Now is the time to stop and think about protective measures regarding the disease that is spread by infected mosquitoes.

There’s no need for panic; just remember some simple steps we can all take to limit both our personal risk of exposure and that of our neighbours.

The best way to protect yourself is to limit exposure. Be especially our view aware at dusk and dawn, when mosquitoes are most active. Use Everyone can mosquito repellent, cover up help control with long sleeves and pants, and wear light coloured clothes in mosquito areas where there are mosquitoes. population Residents can also protect their home’s indoors by making sure all holes in window and door screens are repaired.

Also, Toronto Public Health reminds residents that checking properties and limiting areas that mosquitoes can use as breeding grounds helps keep the numbers down. In particular, residents are asked to remove standing water from their properties, especially water that has gathered in plant pots, buckets and other items.

On a larger scale, the city is also doing its part by having larvicide put into catch basins in order to help reduce the mosquito population.

This year’s hot spring and summer have raised the risk level of West Nile virus in Toronto, and the city’s public health department said the two probable diagnoses last week mark the earliest appearance of the virus in humans since it first arrived in Toronto in 2002. An 80-year-old man, who has been hospitalized, and a 32-year-old woman recovering at home have been found with the probable diagnosis. Public health did not say what part of the city they are from.

West Nile virus is a potentially deadly disease originally carried by birds who passed it on to mosquitoes after being bitten. People exposed to the virus can show a number of symptoms including fever, rash, neck pain, confusion, severe headaches and sensitivity to light. In serious cases, it can cause inflammation of the brain.

However, the risk of infection is still considered low, according to Toronto Public Health, with less than one per cent of people becoming seriously ill and 80 per cent of people bitten by an infected mosquito do not become ill at all. That should not lead to complacency, though. Working together, we can all limit our exposure to this virus.

To the editor: I would like to suggest a solution to improve the staffing levels in Toronto’s police department.

I have to wonder why I see fully equipped officers standing around the many dozens of construction sites across the city watching a work crew digging a hole.

What is the ultimate cost to the taxpayers of Toronto?

If these men and women have all of this extra time off so that they can work these hours plus their regular shift, perhaps the regular shift could be increased to allow them to focus on essential police work.

So I have to ask, is the City of Toronto squandering this valuable resource by assigning its officers to this duty?

Is this another way for our cash-strapped city to generate income for the city treasury by having the contractor pay for security? Or is this once again part of the dance between the city and its unionized employees?

Walking your way to your Summer Olympic dreams

’ve enjoyed the Summer Olympics immensely.

The only frustration is the five-hour time difference between Toronto and London. The majority of my TV viewing is at night, so that means most of what I see is on tape. Already knowing the results takes some of the fun out of it.

That’s where viewing ingenuity comes into play.

There is a way to catch the Olympics when you’d rather be out soaking up the rays.

Every convenience store seems to have a TV and the Games have been blaring away inside since the opening ceremonies. So I tailor my morning strolls around them. Every mile or so, I just pop in for an update.

On the civic holiday, Monday, the timing worked out perfectly. Gymnastics is one of my favourite Olympic events and in the first store I entered, the men’s rings was just beginning. The lady behind the counter was riv-

eted to her set, smiling away as she looked on and then suddenly let out a groan.

“What happened?” I asked.

“Good form, great execution, but he didn’t stick the landing,” she sighed.

Oh, well. It happens.

I bid her adieu and 20 minutes later checked out another store that also had on the men’s rings. The guy working there was gazing excitedly at his TV and then shook his head.

“Good form, great execution, but he didn’t stick the landing,” he lamented.

Too bad. I continued my journey and in the subsequent store the women’s uneven bars was now centre

stage. The man operating the cash register was cheering away as I walked in and then he threw up his hands.

“Good form, great execution, but she didn’t stick the landing,” he moaned.

Hmm. Not sticking the landing appeared to be contagious. So I crossed the street to try and change my luck. Women’s uneven bars was on in the next store, too.

As I came in, the cashier was just turning her back to the screen in dismay.

“Great form, great execution, but she didn’t stick the landing,” she moaned.

I decided to walk the last four miles non-stop, drop in to the convenience store around the corner from my place, catch the men’s vault and then call it a morning.

As I was about to step inside, the store owner came out from behind the counter mumbling, “Good form, great execution, but he didn’t stick the landing.”

I was feeling like a real

jinx at this point, so I told her I had to go. At that moment two kids racing each other on skateboards came heading straight at me. I nimbly sidestepped the first, twisted gracefully to avoid the next, cartwheeled over a poodle and did a somersault onto the top of a recycling bin.

“Unbelievable form, fantastic execution and you really, really stuck the landing,” the store owner shouted, then hugged me and handed me a bouquet.

A crowd that had gathered applauded wildly. The kids on the skateboards and the poodle serenaded me with O Canada. And Stephen Harper and Justin Bieber sent me Tweets as I waved and blew kisses to all. n Jamie Wayne is a lifelong columnist, who takes writing very seriously.

DAVID NICKLE dnickle@insidetoronto.com Homeowners west of Yonge Street, including those within the former City of York, have seen the last of city-employed garbage collection as of this week, as Toronto’s contract with Green For Life kicks in.

The plan to contract out garbage collection was approved by Toronto Council at the behest of Mayor Rob Ford in 2011, but only takes effect this week.

At the time of the approval, the city was constrained by collective agreements with CUPE Local 416 and so was only able to contract out about a quarter of the city’s garbage collection — between Yonge Street and the Humber River. Etobicoke had been contracted out since before amalgamation. City workers continue to collect garbage in the east end.

“This is great for a number of reasons. The number one reason is we’re going to save over $10 million a year – and over the life of the contract, if we exercise our extensions, that will be savings to the taxpayers of over $100 million,” said Denzil

Minnan-Wong, chair of the city’s public works and infrastructure committee. Minnan-Wong told a Tuesday news conference that the city will be concentrating on making sure that GFL provides a high level of customer service before moving on to privatize the rest of the city’s garbage collection.

“I think what the public wants to see is they want to see customer service excellence and value for money,” said Minnan-Wong. “There are going to be some instances where it makes sense and you’re going to find council opposing that for ideological grounds....So what we need to do is we need to make the case to council where it makes sense to move forward with more contracted out services, not simply in waste collection but across the board.”

That is consistent with a promise that Ford made on his and his brother’s radio show, that despite having made changes to the collective agreement that would allow full contracting out, the final stages won’t likely be implemented until after the 2014 municipal election.

lection of solid waste across the west end. GFL is currently the only private company collecting residential garbage under city contracts. After signing with the city, GFL finalized its acquisition of Turtle Island Recycling, which had the contract to collect garbage in Etobicoke.

CUPE Local 416 president Mark Ferguson said the beginning of the new contract was a sad day in Toronto.

“It’s a bad day for residents because it’s a day where collectively we’ve lost control and oversight of a critical public service. It’s a sad day for workers because it represents yet another step toward lower wages, less security and less dignity for working people.”

The union has established a hotline for residents with concerns or complaints about garbage collection in the area. “Residents who observe shoddy service, the mixing of waste streams or dangerous driver activity can contact 1-866-419-2227,” he said.

Residents can also call the city’s 311 service to talk to solid waste staff.

Silvana Hollingsworth, a senior who attended the forum, has lived in the community since the 1970s.

She was happy to see everyone come together and hopes their input will resonate with politicians.

“I hope it reaches our political governments,” she said. “If the poorer minority, stigmatized community continues to be neglected, the guns, the crime, the drugs – it will not stop.”

Community planner Yasmin Haq-Khan organized the event in response to gun violence in the neighbourhood. In particular, she was concerned politicians were approaching the problem too narrowly, focusing mainly on policing.

The meeting gave residents the opportunity to advocate for their own needs, she said.

Haq-Khan was encouraged by the turnout and discussion.

“People didn’t want to leave that

evening, they wanted to continue.

They were continuing (the conversation) in the streets. That showed me that this is an issue that is resonating with the community,” she said.

Haq-Khan said the information generated at the event is being compiled and forwarded to the Minister of Children and Youth Services, Eric Hoskins, who, along with the Minister of Community Safety and Correctional Services Madeleine Meilleur, were directed by the premier in July to put together a 30 day report on ways to improve community safety.

According to a statement from the Office of the Premier, the report will “review the many policing programs and community supports and create an action plan on which programs should be re-focused and what strategic new investments need to be made.”

The report was initiated when the province committed to permanent funding for the Toronto Anti-Violence Intervention Strategy (TAVIS).

Distracted driving campaign kicks off in Toronto RAHUL GUPTA ykg@insidetoronto.com Kevin Sack has a message for motorists who feel they need to constantly text or make calls while on the road: use transit instead.

“That’s a good idea,” said Sack, a vice president of communications for 407 ETR, which owns and operates the 407 toll highway.

“I don’t think anyone has something so important they have to take their own life, or the life of others, just because they have to communicate.”

Sack, who was once a spokesperson for the City of Toronto, was part of a group of helmeted volunteers last Wednesday demonstrating the dangers of distracted driving, some of them texting from a phone while attempting to maneuver an electric go-kart along a racetrack at Grand Prix Kartways, located inside Downsview Park.

“You can’t concentrate on both texting and driving, you just can’t,” he said afterward.

“Maybe if you’re stationary or at your computer, but not operating a vehicle.”

The demonstration was part of a press conference for the Missing Anti-Distracted Driving Campaign, organized by the Canadian Automobile Association (CAA), the Ontario Provincial Police (OPP), the provincial ministry of transportation and a traffic safety coalition

made up of various organizations formed to spread awareness of the dangers of driving while distracted, which was the cause of 53 deaths in Ontario last year.

The four-week campaign, which began officially earlier this month, highlights the important milestones of life like graduating

high school or getting married that could be lost forever thanks to the careless actions of distracted drivers, who are 23 times more likely to suffer a serious automobile accident if texting, said Don Bell of the OPP. “If you drive while distracted you’re putting yourself, your passengers and members of the public at risk,” he said.

Bell, chief superintendent of the OPP’s highway safety division, said the force investigated more than 7,500 collisions on provincial highways in 2011, all of which were caused by the “irresponsible” choices of drivers.

He urged drivers to refrain from any activities that averted their attention from the road, from brushing their hair or fiddling with the radio.

“Even a moment’s distraction can be dangerous,” he said.

Teresa Di Felice from the CAA said the Missing campaign was designed to focus on all drivers.

“It applies to everybody, every age group,” said Di Felice, director of government and media relations.

“It’s about focusing on your own behaviours and what you

can do to change them.”

She said CAA was examining current enforcement of the ban on hand-held devices while driving, which was introduced by the Ontario government in 2009, but not prepared at this time to lobby for higher penalties.

“We’re always open to discussing if there should be changes, but the issue is not easy to enforce,” she said. “Education is the first step in actually being able to reach people.”

The current fine for using a hand-held device while driving is $155.

Despite the slow speeds of the go-karts, driver Joanne Banfield said her heart was racing as she took part in the demonstration.

“We’re in a controlled environment so the potential is low for injury,” said Banfield, a manager at Sunnybrook Health Sciences Centre.

“On the road, we don’t often drive at 15 kilometres per hour.

t long last, the City of Toronto found a chief planner.

Even though the job pays about $200,000 per year, it is not surprising that the position took so long to fill.

For months the city has been advertising, then inviting promising candidates for interviews. What some saw, turned them off. In one instance, a candidate left after watching council and reflecting on the very public termination of the TTC’s top manager.

But there is more to the vacancy story. And in that story is why the ability of the chief planner matters to all of us.

The position looks after three main functions.

Perhaps simplest of all is the challenging responsibility for about 350 staff, plus the daunting task of ensuring planning applications are processed in a timely manner.

Never an easy assignment, there must be additional stress because planning is often first in line when budgeters look for savings, yet last when the city considers investment or recruitment.

Next up the scale in difficulty is the chief planner’s responsibility for transforming our city. Meeting the future requires a host of skills, including resilience and self-confidence.

There is a third part of the job, which is the need to change the application approval process. Presently it is so dysfunctional yet so self-serving, that stakeholders pretend that resolution is beyond the city’s jurisdiction, perhaps so that reform never happens.

Municipal Board (OMB) to enforce the city’s own rules.

In theory, planning rules should be understandable to anyone with access to the internet or library.

Practically, even simple and compliant projects can run afoul of any neighbour with a grudge or a councillor’s whim. On larger investments, fees such like those supposedly for community benefits vary so widely, that making budgets for them is next to impossible. And projects that are especially time sensitive can be hostage to near endless deferrals.

Accountability is made more difficult through the combination of a councillor’s unquestioned domination of his or her fief, plus planning staff who may wish to be agreeable to a councillor with whom they will deal with for years, and who reviews their budgets line by line.

Having so much discretionary power centred in so few for too long is a cause for temptation and a source of weakness.

These difficulties invite so many questionable practices, yet unfortunately suit so many.

Blaming the OMB is easy.

Councillors support city wide policies, yet oppose those same rules when applied to their constituents. Planning staff need not accept responsibility for their recommendations.

Those unhappy with an

application or applicant can make unsubstantiated claims and apply political pressure. The development industry has learned their first two choices are either to pay up, or to appeal to the OMB. It is no wonder that the chief planner position was vacant for months.

Unlike her predecessors, the new chief planner, Jennifer Keesmaat, comes from outside the organization and just might take on the toughest challenges.

She may wish to begin building independence by regularly circulating her staff.

Next comes the task of convincing council to allow larger projects to be decided centrally. Planning staff proposed this measure during the administration of former mayor David Miller, but it was refused.

And finally comes the hardest task of all, which is to establish a procedure to review local planning applications fairly. Although it sounds so basic, council and the planning department can only re-establish their credibility by ensuring the rules council itself sets will be the criteria by which applications are judged.

The chief planner’s position in Toronto is a tough job, with opportunities and risks lurking everywhere.

How it is filled impacts so much, from signature buildings and how we enjoy our city, all the way to getting approval for home renovations.

o select a tree for your landscape is a big decision, one that you will live with for as long as you own your property.

How many choices do we make that will affect us for such a long time span?

Skimming over the city’s list of selected trees and randomly selecting one is not recommended. Do your research and examine what the tree will look like in all four seasons.

There is more to a tree than green leaves or needles. Lots of trees display beautiful flowers in the spring, summer or fall. Flowering trees are wonderful even if they flower for just a few weeks.

What does the tree look like in the winter? Is it an evergreen? Remember that winter is the longest season so look at evergreens as well as deciduous trees.

Sometimes a tree will have unusual bark with textural interest or showy fruit or a unique branching pattern.

The best tree choice will have interest in all four seasons, although sometimes this is challenging to find.

Deciduous trees like Gleditsia triacanthos var inermis (honey locust) have smaller leaves creating a dappled light effect.

This means some sunlight will shine through the tree canopy allowing a wider variety of annuals and/or perennials to grow underneath. The honey locust leaves also turn a vibrant yellow in the fall. urban survival Toronto is an urban environment and your selected tree will have to survive pollution, salt,

extreme temperatures, strong winds, competition from other plants as well as urban infrastructure above and below ground.

Some trees are better survivors of urban stresses than others. Landscape Ontario has created an informative website to find urban tolerant trees with photos and detailed descriptions.

Ideally, you want to plant a tree that is disease- and pest-resistant.

Although very beautiful in every season Betula Papyrifera (paper birch) is subject to the leaf miner and borer so I rarely use it in my planting designs, although some of the newer cultivars are less susceptible.

If the tree is not vulnerable to diseases, chances are you will have less maintenance in the future.

The mature height is an important factor to consider when you are planting a tree. The tree will need room to grow so avoid planting it too close to your

home or constricted areas with surrounding hard surfaces. space for canopy

The canopy above will require space as well as the root system below. Some trees are long lived and some, like the paper birch, are short lived – about 60 years for an approximate time frame.

The tree’s growth rate is usually categorized as slow, medium or fast but it can be influenced by environmental conditions like soil and sun.

Mayor enjoying a good summer, so far

M

ayor Rob Ford finished off July with what can only be described as a series of bravura performances.

It really started mid-July, as the mayor danced on the stage with ebullient young women at the launch of the latest iteration of Caribana.

Later in the month, he traded quips with Will Ferrell and Zach Galifianakis, as the two movie stars descended upon the Hockey Hall of Fame to promote their new movie.

Later that same week, he risked life, limb and dignity ascending a set of monkey bars in the new Underpass Park, bouncing up and down while delighted neighbourhood children chanted “Go Mayor, Go Mayor.”

It was goofy. It could have gone all to pieces. The mayor could have fallen and really hurt himself; he could have ripped his trousers; he could, in the style of London Mayor Boris Johnson, have simply gotten stuck.

But you know what? If it had all gone to pieces, the mayor would have left Torontonians with a really joyful reminder of just what it is we expect from a mayor in this town: that being, someone who isn’t afraid to get down in the

dirt and be seen having a good time with his constituents.

Mel Lastman, Toronto’s first mayor, was all about the goofball moments.

His office both at Toronto City Hall and when he was Mayor of North York, at the civic centre, was filled with five-and-dime novelties and practical jokes that he’d pull out to amuse – and sometimes bemuse – visitors.

Lastman had his bad moments, certainly, but his good moments were just a joy.

For Ford, there have been too few joyful moments – at least publicly. When things have gotten goofy, Ford has more often played an uncomfortable straight man who responded with anger and fear rather than good humour to the surprises life in the city tossed his way.

There is, of course, no time like the summer to start doing this sort of thing.

Ford has had some setbacks legislatively;

Toronto Council has for the moment seized the agenda from him in the middle of his term.

But council is in recess – there are no meetings until the fall – and there is no one to stop the mayor from actually going out and engaging with his citizenry, in a context beyond dealing with one-on-one grievances.

The mayor has focussed on grievance; arguably, it was a sense of grievance with city government that got Ford elected in the first place. And Ford has made no secret of his belief that the biggest problem with his city is the city.

In expressing that belief, Ford has made a point of snubbing key sectors of the city: the arts community, the GLBT community, even the people developing the waterfront; when the Waterfront Park celebrated its groundbreaking earlier in the term, Ford was nowhere to be found.

It’s good to see him rethinking his absentfather approach to leadership in this town now.

Because at some point, even the sternest dad sits down with his kids and plays. n David Nickle is The Guardian’s city hall reporter.

Animal shelter offers two-for-one cat adoptions until Aug. 15 DAVID NICKLE dnickle@insidetoronto.com Wednesday was a big day for felines, and to celebrate World Cat Day, Toronto Animal Services is going to make it easier than ever to adopt a kitten from their shelters all week long.

Starting yesterday and continuing through to Aug. 15, Toronto Animal Services will offer a twofor-one adoption fee discount for anyone who comes in and adopts two cats.

the city’s shelters, according to licensing and standards committee member Glenn De Baeremaeker.

“I think World Cat Day was created to recognize the contribution that cats give to our lives,” said the Scarborough Centre councillor. “Well you know what, we’re going to find our best friends at the animal centre – I’ll be there, and we’ll have an adopted parent there, someone who’s adopted two cats, plus 200 kittens.”

The Cat Day deal will mean a savings on adoption fees, which are normally $75 per cat.

“Normally, it would cost you $150, but starting that week for four days you can get a two for one special at the animal centres, or

at PJs at the Scarborough Town Centre or Sherway Mall, where we have offsite adoption centres.”

De Baeremaeker added that even if residents don’t quite feel ready to take on two cats, they can always bring a friend, and each walk away with one feline.

“We have them literally by the hundreds,” he said.

“Very often, we have 600 cats at a time in our shelter. The last time I checked we had 200.

There’s a lot of cats that need a lot of love and a lot of people that need a lot of love. We’re trying to be matchmakers.”

Municipal Class Environmental Assessment - Notice of Study Completion The City ofToronto has completed a Municipal Class Environmental Assessment (EA) Study to advance the recommendations of the City’s Wet Weather Flow Master Plan (approved by City Council in 2003) to capture and treat polluted stormwater and combined sewer overflows (CSO’s) that are discharged to the Don River and Central Waterfront. This will help to improve water quality and our environment. In addition, necessary upgrades have been identified to the City’s critical sanitary trunk sewer infrastructure within the study area to improve operations and service future growth.

The study has defined the problems/opportunities, identified and evaluated alternatives, and determined a preferred solution and design in consultation with the City ofToronto, regulatory agencies, and the public.The City has accepted the consultant’s recommendations regarding the preferred solution and design, including the following project components: Sanitary Trunk Sewer System l A Lower Don/Coxwell BypassTunnel that will be used on a contingency basis as a bypass to the existing Coxwell SanitaryTrunk Sewer (STS) allowing for periodic maintenance and any necessary repairs of the Coxwell STS, l Four underground storage tanks for offline storage of peak sanitary flows where additional capacity is needed. l Upgrades to the NorthTorontoTreatment Plant (NTTP).

Wet Weather Flow Collection and Storage System l Three integrated tunnels (Lower Don/Coxwell BypassTunnel,Taylor Massey CreekTunnel, and Inner HarbourTunnel) connected to an equivalent of 15 underground vertical storage shafts that will collect and store wet weather flows and convey these flows to a new wet weather flow treatment facility. l Three underground storage tanks for offline storage of wet weather flows from four remote outfall locations.

Treatment of Collected Wet Weather Flow l A new wet weather treatment facility that will provide high-rate treatment of wet weather flows and will be located on future lakefill in the waterlot south of the existing Ashbridges BayTreatment Plant. l A new pumping station in Ashbridges Grove Park with forcemains connecting to the new wet weather flow treatment facility. l Retrofit of an existing CSO tank at the NorthTorontoTreatment Plant.

Opportunities for Review The study was carried out following the requirements for Schedule ‘C’ projects under the Municipal Class EA. Two city residents diagnosed with probable West Nile virus DAVID NICKLE dnickle@insidetoronto.com Two people have been diagnosed as probably having contracted West Nile virus, marking what Toronto Public Health officials say is the second-earliest appearance of the potentially deadly disease in humans since it arrived in Toronto in 2002.

“In the course of our investigation we know that these individuals first experienced symptoms around the middle of July and that is the second earliest that we’ve seen,” said Dr. Howard Shapiro, Toronto’s associate medical officer of health.

“In 2002 people did have symptoms earlier, but in other years this would be early.”

The two individuals are a 32-year-old woman with probable West Nile virus, who is recovering at home, and an 80-year-old man who has been hospitalized.

Officials wouldn’t say what part of the city the two are from, and Shapiro said the

risk of contracting the disease from mosquito bites is equal in all parts of Toronto.

The disease originally came to Toronto carried by birds, which passed the virus to mosquitoes after having been bitten. Since the arrival of West Nile virus, Toronto Public Health has been practising a surveillance program that includes putting larvicide in pools where mosquitoes have been known to breed.

As well, Toronto Public Health traps and tests mosquitoes. In July, Toronto Public Health reported that several batches of mosquitoes had tested positive.

Toronto Public Health is still confirming that the two human cases are in fact instances of West Nile virus, which can manifest with a variety of symptoms. In more serious cases, it creates an inflammation of the brain, and in other cases it manifests with a fever, a rash, neck pain, confusion, severe headaches and sensitivity to light.
