The York-Eglinton International Street Festival is happening Saturday and Sunday. The festival will take place on Eglinton Avenue West, between Marlee Avenue and Dufferin Street, near the TTC’s Eglinton West Sat-Sun Station. The YorkEglinton BIA, which is hosting the event, anticipates more than 40,000 visitors over the weekend. The event features music, entertainment, food and numerous vendors. There is also a kids zone with a midway and a petting zoo. The event runs from 11 a.m. to 10:30 p.m. Saturday, and 11 a.m. to 7 p.m. Sunday. There will also be a sidewalk sale Friday from 10 a.m. to 9 p.m.

House Monday evening as a preliminary round of men’s sitting volleyball saw Canada pitted against the United States – a team Canada must finish ahead of if they want a shot at competing at the 2016 Rio Paralympic Games.

The Canuck team ended up falling to the Americans 25-21, 25-20, 25-18. A subsequent victory over Mexico Tuesday left Canada with a 2-2 record heading into yesterday’s (after The Guardian’s deadline) game against Colombia. A rematch

Earlsdale Avenue narrowing frustrates residents Shrinking road allows for wider sidewalks DOMINIK KUREK dkurek@insidetoronto.com Earlsdale Avenue resident Juanne Hemsol said once the snow falls and city plows narrow her one-way street by leaving windrows in their wake, it becomes difficult to get in and out of her driveway by car. The road is currently under construction to make it even narrower, which she said will make things even more difficult. “It’s been impassable practically in the winter at its present width,” the 85-year-old said. “My biggest worry is we won’t be able to get out or be picked up in the winter.”

She’s not the only one with this problem. Hemsol said about 30 residents on the street, which consists of approximately 20 homes, have signed a petition requesting the city not narrow the street. Etobicoke York Community Council passed a motion in

May to narrow the street between Oakwood Avenue to Glenholme Avenue from a width of 7.2 metres to 6.4 metres. Construction began in the first week of August. The narrowing of the road is being done to allow for the widening of the sidewalks on both sides of the street from

widths of 1.3 metres to 1.7 metres. New city accessibility design guidelines require sidewalks to have a width of 1.7 metres, which creates room for two wheelchairs or scooters to pass each other. Councillor Cesar Palacio said the construction project is bittersweet for the residents, who have been waiting for road repairs a long time as the surface is uneven and riddled with potholes. But, they are losing road width at the same time. The city is implementing its new standards where road and sidewalk reconstruction occurs, Palacio said. Fiona Chapman, manager of pedestrian projects with Transportation Services, said on low-volume roads such as this one, reconstruction might only occur every 100 years, so this is the best opportunity to bring the sidewalks up to legislative standards.

Palacio said he will try to temporarily stop the construction work so he can meet with residents of the street and hear their concerns. The councillor does not have the authority to overturn the project alone. A council vote would be required to change it. He said the policies are a benefit to pedestrians. “By making the sidewalk wider, you are making it more accessible, especially for people with disabilities,” he said. Hemsol said residents are happy with the current sidewalk width and don’t want the road narrowed. “Nobody ever complained about the width of the sidewalk,” she said. “It’s alright on paper, but it doesn’t work out in reality. It’s supposed to help people like myself who have some disability. But, it’s just the

opposite. What’s the use of a wide sidewalk when we need to go out by car. I can’t take my walker along the road.” She said the city can’t keep up with the clearing of snow on sidewalks, and the large snowbanks that grow along the side of the road sit there for weeks before they are cleared. Chapman understands the concerns of the residents, saying winter driving is a challenge, but added this matter has been looked at by traffic operations staff for issues of safety before the construction project was approved by council. “With a sidewalk that is wide enough to travel on, in terms of the legislation, now you’re not forced to walk on the road. At 1.3 (metres) you couldn’t come down with a wheelchair or walking device and have somebody pass by you,” she said.

Pay attention to federal campaign

federal election. Oh yes, almost forgot, didn’t you? It was an unusual (some would say cynical) move by Prime Minister Stephen Harper to drop the writ in the middle of the August long weekend – effectively extending the official campaign up to the Oct. 19 voting day by another few weeks. It’s understandably challenging, with weeks left in summer, for voters to begin pondering their choices. Moreso, even with a number of candidates already declared, the official cut-off date for nominations doesn’t arrive until late September. But here we are. For better or worse, the campaign is on. And for Toronto, in the midst of the typical rhetoric, mud-slinging and sloganeering that comes with any election campaign, residents must take a hard look at what the candidates and their parties vow to do for this city. Twenty-five of the our view 338 members of Parliament will be coming from Toronto. That’s significant percentage – regardSpeak loudly aless of party affiliation of its memon Toronto’s bers, Toronto’s representatives need to be vocal about the city’s priorities needs. So for residents, it’s worth paying attention to the campaign. For candidates, it’s worth crafting thoughtful, evidence-based platforms to address ongoing challenges the city faces. Hint: Transit comes to mind. This election will see a number of changes. Particularly downtown and in the north and eastern parts of the city, there are a number of boundary changes. This is brought about in part by the creation of new ridings including Don Valley North in North York, and Scarborough-Rouge Park and Scarborough North in Scarborough; Trinity-Spadina, downtown, has been replaced with University-Rosedale and Spadina-Fort York. Once a Liberal bastion federally, the city in 2011 saw a healthy mix of Liberal, NDP and Conservative candidates elected. It will be interesting to see if that trend continues. According to statistics from Elections Canada, the voter turnout in 2011 was 61.1 per cent, up from the historic low of 58.8 per cent in 2008, but still one of the lower voter turnouts in Canadian federal election history. That number needs to be higher. It may be the dog days of summer. There may be other things on your mind. Just remember that this is already ongoing.

OK...Blue Jays...let’s – talk – noise! When long-time Blue Jays radio announcer Jerry Howarth is calling a game, the moment the Jays start putting runs up on the board he gleefully exudes: “The Blue Jays are in flight.” Well, if he were commenting on the reaction of Jays fans to seeing the explosive firepower of the American League’s highest scoring team, “in flight” doesn’t go far enough. “In orbit” is more like it. And it’s not just runs that are igniting fan response lift off. Great plays in the field do it, too. So do stolen bases, strikeouts of an opposing batter, bullpen saves, walks, balks, you name it. Heck, fans are even going gaga over simple player introductions. Take the ones for fivetime all-stars, shortstop Troy Tulowitzki and pitching ace David Price, who were recently acquired within 48 hours of each other just prior to the trade deadline. When they simply made their first appear-

jamie wayne BUT SERIOUSLY ance at the plate and on the mound respectively, the Rogers Centre crowd erupted. My how times have changed, eh? Back in August 1992, prior to the Jays’ first World Series title, Dave Winfield made an impassioned plea to the oftdescribed reserved – as in audibly restrained – fan base to make noise. The 2015 version now screams at the drop of a hat. Or bat. Likely a rosin bag, too, the way things are going. The players are impressed and humbly appreciative. Price said it’s the best crowd he’s ever experienced. Reliever Mark Lowe, who just came over from the Seattle Mariners, knows first-hand that when the Jays play in Seattle, Jays fans out-scream the locals. While the decibel level around here has been

higher since the trade deadline acquisitions that also included left-fielder Ben Revere and reliever LaTroy Hawkins, the crowd has been rocking since the preseason began. Off-season pickup catcher Russell Martin was the recipient of several standing ovations in Montreal during a twogame exhibition series with the Cincinnati Reds. The other big name off-season addition, third baseman Josh Donaldson, for whom the crowd now chants “M-V-P”, has repeatedly brought the audience to its feet since opening day. The dazzling highlightreel catches by centre fielder Kevin Pillar have inspired the same mania, as have the slick defensive gems by second baseman Ryan Goins. The timely slugging of Chris Colabello and Justin Smoak has also not gone unnoticed. Nor has the inning-eating dependability of hurlers Mark Buehrle, R.A. Dickey and Marco

Estrada. The youthful relieving tandem of 23-year-old set-up man Aaron Sanchez and 20-year-old closer Roberto Osuna are also making hearts and vocal chords go pit-a-pat. When you add stalwarts Jose Bautista and Edwin Encarnacion into the mix, it’s apparent there is something special going on. And this fandemonium is all just for the regular season. Imagine what the joint will sound like if they make it to the World Series. So, Dave Winfield, if you’re reading this and you’re coming to the Rogers Centre for the sold-out series with the Yankees this weekend, a word of warning. I wouldn’t bring my noise meter along, unless you’ve got a really good device insurance plan.

Canada Revenue fraud scam Second-degree murder charge targets single female seniors ANDREW PALAMARCHUK

TAMARA SHEPHARD tshephard@insidetoronto.com Toronto police are warning residents, particularly single female seniors, of a scam in which people posing as Canada Revenue Agency officials call and threaten jail time unless erroneous back taxes are paid immediately. Toronto police fraud Const. Cornelus Gutter said the fraudsters share personal information about their victims in an attempt to appear legitimate. But that information is easily gained from victims’ social media accounts, like LinkedIn, Facebook or Instagram, he said. “They like to focus on elderly females,” said Gutter, who is with south Etobicoke’s 22 Division. “ They become quite aggressive trying to back you into forwarding them money. They’ll say you owe Canada

Revenue Agency money for unpaid taxes. They’ll threaten to send a car over to arrest you. They tell you your credit history will be destroyed.” A big tip off is that perpetrators will demand victims electronically transfer the funds or pay in prepaid credit cards, something Canada Revenue Agency would never do, Gutter said. “Canada Revenue Agency would never request your personal information over the phone,” the veteran officer said. “They would never ask you to get prepaid credit cards to pay overdue taxes. They would never leave you voicemail messages with your personal information on it.” Gutter urged anyone who receives the calls to ask the caller his or her name, office phone number and email address. “Then say, ‘I’m going to

call you back. First, I want to talk to the police or talk to my lawyer,’” he advised. “Watch their reaction. They’ll get very angry, or they’ll just hang up.” Most importantly, don’t commit to anything, he added advised. “They’re relying on you acting in haste,” he said. “Call somebody. Call the police. Go to the front desk of any police station. Call your family lawyer. If you don’t want to call police or your lawyer, call a neighbour, a pastor, a friend, your son or daughter. Ask, ‘does this sound right?’” Gutter said almost all complainants whose case he has investigated would not have fallen victim to the scam “if they had just asked questions or slowed down.”

A 52-year-old woman is charged with second-degree murder in the stabbing death of her older sister, who was visiting Toronto from Vietnam. Police said the victim was stabbed multiple times in the kitchen of her sister’s home, at 463 Old Weston Rd. (north of St. Clair Avenue), at about 1 p.m. Friday. “The accused in fact was the first 911 caller,” Det. Murray Barnes said. The accused then went outside and flagged down a man who was walking by. “Once he realized what was going on, he went inside, and what he saw caused him to call 911,” Barnes said in an interview. “He was the second 911 caller. He’s not a witness to the murder, but he walked in very shortly after.” The victim, stabbed in the upper torso, was rushed to St. Michael’s Hospital where she later died. The accused was arrested

at the scene for aggravated assault and assault with a weapon. “Once the victim died, she (accused) was advised that she will be charged with seconddegree murder,” Barnes said. The victim, a Vietnamese citizen, was visiting her sister in Toronto. Their parents and other relatives in Vietnam were notified of the death on Monday and are making arrangements to come to Toronto. Barnes, of the homicide squad, said police have seized a number of items, including the knife used in the murder. “We’re in the process of going through all the back-

ground and piecing together the circumstances not only in the hours that led up to the death but in the months prior,” he said. “We’ve got a very good picture so far of the dynamics. People now are starting to call in who know both of the sisters and that family.” When asked if mental health issues were involved in the homicide, Barnes said the victim’s and the accused’s medical history are being looked at. “That’s the area we’re focussing on right now.” Police allege the victim and the accused were alone in the home at the time of the murder. “The accused has a 25-yearold daughter who was living in that address as well, but she was not there at the time,” Barnes said. “Unfortunately, her mother is now in jail and her aunt is deceased.” This is the city’s 31st murder of the year.

Hawrylowicz felt watching her son, Buckingham, on the court. When the 26-year-old lost his left leg in a construction accident in April 2014, he decided to focus on Paralympic sport and tried his hand at sitting volleyball for the first time that summer. He was named to the national team this past March. “I’m completely excited,” Hawrylowicz said as the teams

were warming up. “I’m so proud.” Dana Duggan drove from Calgary to watch her son, Jesse Ward, play for Canada. “It’s exciting,” said Duggan, wrapped in Canada-themed plastic wrap and with red and white lighted streamers in her hair. “I’m nervous.” Ward, 23, was born missing several fingers on his left hand, part of his right hip and femurs in both legs. He was

The Bay GO passenger concourse at Union Station is set to close starting Sunday for an extended amount of time so Metrolinx can complete extensive renovations. It will take two years before the work is done – yet another major project for riders to traverse through at Union – but Metrolinx is promising the finished product will offer more space plus connections to GO train platforms and direct access to Union’s new retail concourse level, which is expected open next year. Tuesday marked a grim anniversary for the TTC when 20 years ago to the day a subway train derailed killing three passengers and injuring dozens more. The accident resulted when a subway train oper-

A subsequent investigation found a safety measure intended to deploy emergency train brakes should a signal to stop be ignored was defective. The TTC is currently overhauling its entire signalling system on the Yonge-UniversitySpadina line to allow for automatic train operation. ART PROJECT SCREECHES TO A HALT wTRANSIT

Art in Transit is no more. The program showcased visual and multimedia artistic contributions from artists around the world, turning staid TTC subway station platforms into impromptu galleries. But the TTC’s advertising partner Pattison Onestop announced it’s

putting Art in Transit on hiatus after nine years of exhibitions. The Toronto Urban Film Festival (TUFF) also organized by Pattison, will return for its ninth year in September. FINAL PAN AM PATH ART RELAY SATURDAY The Parapan Am Games are winding down, and with it the Pan Am Path Art Relay. The initiative allowed art lovers to cycle or walk to cultural happenings taking place along the multi-use path that opened before the Pan Am Games, linking 84 kilometres of trails in Toronto and the Greater Toronto Area. The relay was intended to showcase the creative output of artists in communities along the city portion of the path. The final Art Relay takes place Saturday starting at Rouge Beach in Scarborough. Teens infiltrate police divisions to gain job experience Youth in Policing employs 150 summer students LAURA DASILVA ldasilva@insidetoronto.com The Youth in Policing Initiative (YIPI) is helping high school students in Toronto stake out their future career paths. In 2006, the Ministry of Youth and Children’s Services partnered with the Toronto Police Services Board and the Toronto Police Service (TPS) to implement the YIPI as part of an Ontario government youth opportunity strategy. The employment initiative focuses on youth between the ages of 15 and 18, who reside in the 39 priority-identified neighbourhoods in Toronto. Each summer, approximately 150 students work full-time within Toronto’s 17 police divisions, 48 support units and external agencies. Along with assisting officers with daily tasks on the road and in the

office, the students, referred to as “YIPIs,” gain practical experience writing for TPS newsletters, assisting the IT department with installations, and handing out crime prevention flyers. Youth are also privy to first-aid

training and help managing their personal finances. Program co-ordinator Melva Radway said the initiative exposes youth to real work environments and educational assignments. She said it benefits young people

interested in any field, not solely policing. “For some of them, this is their fist time being employed,” she said. “They are learning new skills and how to interact with people.” Radway said the revolving door of new people and experiences often leads to personal transformations within the YIPIs over the summer. “We have some shy kids who start with us and by the end you’re wondering ‘OK, is this the same person?’” she said. During training, YIPIs gain a solid understanding of the rank structure and the inner workings of the service by touring the TPS Emergency Task Force, K-9, forensics, homicide, marine and mounted units, as well as the Toronto South Detention Centre. Malik Blair is working with 22 Division and said he hopes the program will help him get a job with the City of Toronto. “It teaches young people skills for the actual workplace like getting along with other people and responsibility,” he said. “It teaches you how to be accountable for your

faults and mistakes.” Ausboure Ollivierre applied to the program after seeing how it benefitted his older brother. He hopes to pursue a career as an auto engineer and said working with his local division is enhancing his skill set. “It’s interesting to work in 11 Division because it’s relatively new,” he said. “There are a lot of friendly officers that love YIPIs, and I can gain a lot of knowledge from them.” Zakarie Ibrahin, who is working with 23 Division, said the guest speakers are motivating and the program looks great to prospective employers on a resume. “It helps you build experience and choose what you want to be in the future,” he said. The youth in the summer portion of the program will receive a certificate of completion at their graduation ceremony Aug. 22. YIPI continues throughout the fall and winter with afters-chool programming.
