York-Eglinton street festival this weekend

The York-Eglinton International Street Festival returns this weekend for a two-day celebration of music, dance, food, carnival attractions and special guests from Sesame Street.

More than 25,000 visitors are expected to attend the annual festival, taking place on Eglinton Avenue West between Marlee Avenue and Dufferin Street.

“This year is an exciting one for us because at this year’s festival, families can take pictures with Elmo, Cookie Monster and Abby Cadabby.

These walk-around characters will be available for photo opportunities both Saturday and Sunday,” said Nick Alampi, York-Eglinton BIA chair, in a statement.

Alampi billed the event as one of the biggest and most popular street festivals in the GTA, which celebrates the rich diversity of the local community.

Other attractions include the Kids Zone, Toronto Raptors Mobile Fan Zone, International Flavours, musical stages, dance area and a midway with rides, cotton candy and face painting.

The festival runs on Saturday from 11 a.m. to 10:30 p.m. and on Sunday from 10 a.m. to 6 p.m.

York duo hitting the streets for annual BuskerFest

eather Chappell and Vince Peets will be hitting the streets once again to perform at the Scotiabank BuskerFest next week – an event that holds special meaning for both of them.

The 14th annual festival will be held in support of Epilepsy Toronto, an organization that’s helped both Chappell and Peets with its programs over the years.

“We have a special connection because both of us are living with epilepsy,” said Chappell, noting donations at the gates go towards supporting programs and services at Epilepsy Toronto.

The St. Clair and Oakwood avenues area residents have been playing together since 1998 when they first performed in a Celtic band.

Since then, they’ve performed with their accordion, guitar, tin whistle and voice in various venues across the city and as far as Northern Ireland.

But BuskerFest is a unique event of its own.

“BuskerFest in particular is a whacky and weird event,” Chappell said. “You never know what you’re going to see next.”

Coroner’s inquest an overdue item

ntario’s chief coroner has announced an inquest into three shooting deaths by Toronto police involving people who were carrying edged weapons and “may have been experiencing the effects of a mental disorder at the time of their deaths” over the past three years.

The similarities to the fatal shooting of Sammy Yatim, 18, on a streetcar in the Dundas and Bathurst streets area on July 27 are many.

The coroner’s inquest set for October will look into the deaths of Michael Eligon, 29, in February of 2012 in East York; Sylvia Klibingaitis, 52, in North York in October of 2011; and Pickering resident Reyal Jardine-Douglas who was shot after stepping off a TTC bus on Victoria Park Avenue in August of 2010.

It’s too bad inquests were not called earlier as the question of how police deal with people who may be having a mental health crisis is an extremely important issue which needs clear and consistent guideacross Ontario. our view lines As it stands, Ontario’s Ombudsman Andre Marin is set SIU director to review the Yatim shooting. The province’s Special Investigations first called Unit (SIU) is also looking into that shooting to determine if police for inquest actions were justified.

In the shooting deaths of Eligon, Klibingaitis and Jardine-Douglas, the SIU said the Toronto police officers were justified in using lethal force.

However, it’s important to note that in its report in May of last year into the Eligon shooting, SIU director Ian Scott said the incident raised a number of questions beyond his organization’s mandate. He said those questions would be best answered by a coroner’s inquest.

Among Scott’s questions were: Should front-line police officers receive different training to deal with these situations and should front-line police officers be issued Tasers?

In the Eligon shooting, the front-line officers responding to the call did not have Tasers. They also did not have access to the services of a crisis intervention team consisting of a mental health professional and specially trained police officer to help deal with such situations.

The same scenario played out in the Yatim shooting. A crisis team was not on hand and the officer with the Taser did not board the streetcar until Yatim had been shot.

We called for such an inquest in a May 2012 editorial and while we’re pleased action is now being taken; it should have been called sooner.

The Ex gears up while summer winds down

T

he Ex starts Friday and I can’t wait.

The truth is, I’ve been thinking about it non-stop for the last two weeks. The moment August arrives, I begin counting down the doughnuts – days, days. I meant days.

Honest. I don’t count down the Tiny Tom doughnuts until I actually get there.

The point is, I always look forward to the Ex. I have since I was a kid. You couldn’t help but long for its return each year when I was growing up. It was the place to be this time of year. That’s because the Ex had the last two weeks of August through Labour Day all to itself.

The Blue Jays hadn’t been born. Canada’s Wonderland wasn’t around.

There was no Wild Water Kingdom. We weren’t tasting streets. Or dancing in them. In short, it was a much less cluttered entertainment landscape.

With all the competition over the years, the Ex

That it is about to be rediscovered by those who once had it circled on the calendar but hadn’t dropped by for awhile and those new to the city who know the name, but have yet to go through its gates.

I hope so. I’d hate to see the Ex disappear one day.

To me, summer wouldn’t be summer without it.

I’ve never lost that loving feeling when it comes to the grand old lady by the waterfront.

I was lucky enough to go to Disneyland when I was 10 years old and I can tell you that didn’t stop me from feeling that the Ex was still as cool as ever when I came back home.

So what was the big attraction to the Ex? That’s the crazy thing about it. It

wasn’t one big thing, it’s a whole a lot of little things.

Heck, just getting to the Ex was fun. The streetcars were so jammed and everybody inside was so psyched up that when the doors burst open you hit the CNE grounds running.

Well, walking actually. The Ex was about walking. And walking. And walking. We had to see everything that was there. So we’d walk from one end to the other and back. Several times.

We hit the midway to check out the rides we were afraid to go on and check out the games that all looked impossible to win. We lined up on the streets to hear salesmen pitching frying pans. We saw animals, we listened to music. We walked to the Food Building for free samples and then over to a pavilion. Back to the Food Building for more free samples and then over to another pavilion. Back to the Food Building for more free samples and over to yet another pavilion.

And then we did it all again. We walked and walked and walked until we were all walked out.

It felt like a happening place from the moment we arrived until the moment we left. Much of that atmosphere had to do with it always being crowded.

Daytime, nighttime, it was packed. And maybe that’s the secret ingredient that’s been missing over time.

Those huge crowds.

Perhaps if people come back in those same numbers, then the return to those feelings the city had for the Ex in yestersummers will also return.

A lot of new acts and rides have been added this year, so the Ex is clearly putting its best foot forward to make it happen.

Beginning Friday, we’ll start finding out if our feet decide to follow its lead.

Writers’ collective gives young offenders a creative outlet JUSTIN SKINNER jskinner@insidetoronto.com As Canada’s judicial system continues to allow more and more young offenders to fall through the cracks, a small group is looking to help get those in the youth criminal justice system back on the right path.

T h e Cy p h e r Wr i t e r s’ Collective provides creative writing workshops to male young offenders aged 13 to 18 in Operation Springboard residences across Toronto.

Founded by York-based poet and educator Whitney French and downtown Toronto-based poet and essayist Jacob Scheier, the collective brings hip hop, spoken word and other artists to the open custody facilities to provide stable programming and a creative outlet for those they serve.

“Our goal is to help them exercise some form of writing,” French said. “Hip hop’s a core focus because the majority of the youth are involved

in hip hop culture, but it’s not always that way.”

French added the collective does not buy into the glorification of violence prevalent in some corners of the hip hop world, but helps the youth express themselves in more positive ways.

“With hip hop, we focus more on bravado, which I love as a non-violent form of expression,” she said.

To help with the programming, the collective has enlisted the help of hip hop artists Progress, Spin El Poeta and Jaydahmann to facilitate the workshops.

While it was tough sledding getting the program off the ground, it has since gained some traction.

“When we first started approaching people, there was a lot of hesitation and

“For us to be there every week is very powerful for them,” French said.

In addition to writing workshops, the collective gives the youth a chance to discuss anything that’s on their mind in a confidential manner, from their legal cases to employment to personal matters.

The collective also imparts a sense of agency to the youth, both by making them responsible for their own work and by underscoring the responsibilities they left behind when they were placed into the youth criminal justice system.

“We ask them to name some people who rely on them and then, without preaching at them, we say ‘well, these people are relying on you, but you’re not there for them,’” French said.

French admitted to some nervousness on her own part when the collective first started out as well.

“I’ve done work with high school students through the TCDSB (Toronto Catholic District School Board), with CAMH (Centre for Addiction and Mental Health) through their Workman Arts programs and at the Parkdale Arts and Recreation Centre, but this was exceptionally nervewracking at first,” she said.

Part of the draw for the youth is simply having something to look forward to every week. Rather than feeling as though they’re fending for themselves and lost in the system, the young offenders know the Cypher Writers’ Collective will be there on a

It’s no surprise then many of the guests participated in the memorial service held at Toronto Botanical Garden by bringing in flowers grown from their own gardens. The guests were then asked to take someone else’s flower and plant it in their own garden.

“My mom would love all of this stuff,” Vicki said. “Doing crafts and working together is very reminiscent of my mom.”

“She always brought that powerful commitment to her work,” said Ed O’Sullivan, professor emeritus at the University of Toronto, who worked with Anne Goodman Goodman a t t h e Tranformative Learning Centre at OISE. During her time at OISE, she taught in the department of Adult Education and Community Development, directed a graduate certificate in Community Healing and Peacebuilding, and

became the co-director of the Transformative Learning Centre.

G oodman continued her work at Interchange: Inter national Institute f o r C o m m u n i t y- B a s e d Peacebuilding as president and co-founder of the organization, which consists of a diverse group of communitybased peacebuilders around the world who collaborate on educational and research projects.

She travelled around the world from Uganda to Costa Rica to make all sorts of connections in building that culture of peace.

“She was always expanding the circle,” said her husband, Michael Wheeler, who worked alongside Goodman at Interchange.

Wheeler added Goodman was an example of compassion lived out loud.

“I’m not an easy person at times. But she brought out the best in me,” he said.

Goodman’s mother, Sonia, would say the same.

“She was such a caring daughter. She never had any nastiness in her. She was always, always true to herself,” Sonia said. “I’m very, very proud to say I’m Anne Goodman’s mother.”

Toronto’s 2013 count of street homeless shows numbers that have increased by 24 per cent from 2009 ­– and the number of seniors in the homeless population has doubled in that time.

As well, more than 15 per cent of the 447 individuals surveyed on the night of April 17 said they were veterans of military service.

That question – are you a military veteran? – was asked for the first time in the 2013 survey, so it’s impossible to compare it to the snapshot studies completed in 2006 and 2009. But other demographics among those homeless who slept outdoors showed marked increases since 2009.

More than a third of the group identified as Aboriginal, an increase of 18 per cent, and the percentage of seniors increased from 4.7 in 2009 to 10 per cent in 2013.

Trinity-Spadina Councillor Adam Vaughan, who represents neighbourhoods in the city’s core where the homeless are most visible, said the results of the survey don’t surprise him.

“You see it on the streets and see it in the way the housing referral system is being used,” said Vaughan.

Vaughan said Torontonians need to apply pressure to the federal and provincial governments to invest in new affordable housing.

“We have to start building housing, not just repairing it,” he said.

In attending the sessions, members of the public will have a chance to learn more about the various pressures planners face when development applications are submitted to the city and the thoughts and criteria that help guide their decisions.

The public will also be able to speak to planning staff about specific developments in their community, or about their community as a whole.

“We won’t be bringing our whole filing cabinets with every file with us but the planners will be familiar with the applications in the area where they’re meeting with the public,” Cescato said.

“But apart from that, we’d like to hear what people like about their neighbourhoods, what’s important to them and what they want to preserve.”

That event will give participants a chance to build a city out of LEGO blocks in the square and will also feature walking tours of the area hosted by the Downtown Yonge BIA. The support agency is launching a project aimed at supporting the growing number of adults 55 and older who live with epilepsy or who have had seizures as a first step toward identifying the population’s needs.

Andrea Lagios, Epilepsy Toronto’s diversity outreach coordinator, said in a statement: “It’s incredibly important that we hear from older adults living with epilepsy, especially people who started having seizures later in life, so that we can start to develop the programs now that will meet their needs in the future.”

One in 100 Canadians live with epilepsy. It is the third most-common brain condition affecting older adults, Epilepsy Toronto reports.

A makeover of the financial district’s most prominent intersection is nearly complete.

New banners and street pole wraps are up at King and Bay streets, part of an extensive streetscape renovation that commenced in early summer.

Representing the first major undertaking by the Toronto Financial District BIA, the renovation includes new street signs, black metal garbage receptacles to replace the less durable plastic “turtle” bins and a thorough power wash of the intersection’s sidewalk to make the concrete “fresh” again, according to BIA communications manager Tim Kocur.

Street West and Spadina Avenue remains shut for another week as streetcar track replacement work continues.

The intersection was closed Aug. 6 for two weeks.

On Aug. 20, one lane in either direction on King and two lanes south on Spadina will re-open as construction crews work to complete track and road work at the intersection and surrounding area.

While the closure continues, both the 504 King and 508 Lakeshore streetcar lines as well as replacement buses for the 510 Spadina route will divert around the intersection.

The work is scheduled for completion by Aug. 31.

Police chief Bill Blair has sought out a retired Ontario chief justice to review the Toronto Police Service’s useof-force options in dealing with emotionally disturbed people.

Blair made the announcement during a news conference at police headquarters Monday, just over two weeks after 18-year-old Sammy Yatim was shot and killed by a police officer while wielding a knife on an empty streetcar on Dundas Street.

Dennis O’Connor, who sat on the Ontario Court of Appeal from 1998 to 2012, will examine how police respond to the emotionally disturbed and will make recommendations on the force’s policies, procedures, training and equipment.

“As a result of the most recent event and other events that have caused a great deal

of public concern, I think my responsibility is to ensure... that we step back and take a very comprehensive review,” Blair said.

“There’s an enormous public concern about the way in which these incidents are responded to. I understand that concern, I share that concern.”

Blair said he’s “very much assured” that the report will be made public.

The province’s police w a t c h d o g , t h e Sp e c i a l Investigations Unit, is continuing to investigate Yatim’s death.

The officer who fired the shots that killed the North York teen has been suspended with pay.

“We have worked tirelessly over the past decade to improve the quality of our response,” Blair said.

“We’ve established a policy framework, we’ve added new technologies and tools for our officers to use, and we

have I think developed very, very thorough processes and there’s excellence in our processes and the training we provide to our officers.”

Blair said he has a responsibility to both citizens and officers “to ensure that we are absolutely thorough in the conduct of an objective and intense study of all of the ways in which we might be able to improve the policy framework that we operate under.”

O’Connor has conducted two high-profile public inquiries: the Walkerton Inquiry (2000 to 2002) and the Maher Arar Inquiry (2004 to 2006).

“He will have all of the resources of the Toronto Police Service at his disposal in the conduct of this important review on our behalf,” Blair said.
