The Royal Conservatory congratulates York residents Camille Belair, 17, and Sophia Ognibene, 12, who have won a gold medal for scoring the top mark in Ontario on the Level 7 Guitar and Level 2 Harp exams, respectively. They received the award last week at a public ceremony in Toronto at The Royal Conservatory’s Koerner Hall. Regional Gold Medals are awarded each academic year (Sept. 1 to Aug. 31) to Conservatory examination candidates in Preparatory A and B and grades one to 10 who achieve the highest mark in their respective province or designated region. Eligible candidates must score at least 80 per cent on their practical examination and must have completed the co-requisite theory examinations for their respective grade and discipline. A Build Toronto proposal that marks the first in the organization’s development portfolio to provide a funding contribution to homebuyers was greenlit at a recent Etobicoke York Community Council (EYCC) meeting. The city-owned real estate corporation’s application for 2 Bicknell Ave. (located near Eglinton Avenue and Keele Street) sought zoning bylaw amendments to permit the development of two three-storey stacked townhouse blocks and a four-storey apartment building on the Ward 12 site. “There’s two main points that we’re excited about on this Bicknell property. One, it’s a residential infill on an underutilized site,” Build Toronto’s director of development Bayne Anderson said of the proposal, which will include a total of 63 residential units (32 townhouse units and 31 apartment units) on a site that was previously leased out to an aggregate supplier. “The other big point is that this is a good example of our strong partnership with the Affordable Housing Office.” Build Toronto and the City of Toronto have committed to assisting up to 50 per cent of the homebuyers in the Bicknell development with a home ownership assistance loan. According to Build Toronto, the loans will be interest free and have no monthly payments. York South-Weston Councillor Frank Di Giorgio lauded the project for introducing affordable housing to select areas of the city.” “This particular project also advocates affordable home ownership, which I think is also something very creative. So I suspect this will be replicated more than once as we move forward,” Di Giorgio said.

he Syrian humanitarian crisis has gripped the world, and the world is finally responding. Traumatized by the horrors of war, a life away from unimaginable violence is what these refugees seek. They are looking for a life of peace, a life of hope, and a future for their children in a land free from bombings, unwarranted arrests and detentions, rape, torture, intimidation and, of course, death. This is what Syrian refugees are fleeing from. Lifeline Syria, a Toronto-based organization, will recruit, train, and assist sponsor groups to welcome and support 1,000 Syrian refugees coming to Canada as permanent immigrants to our view resettle in the Greater Toronto Area over the next two years. It’s time to Its website states some startling facts: more than 75 per cent of put people Syrian refugees are women and before politics children; fewer than one per cent of Syria’s refugees will get a chance to be resettled overseas. And after nearly four years of civil war, more than a quarter of a million people have died, more than half of whom are believed to be civilians. It’s our national obligation to help the needy, the afflicted, the poor and the tortured. It’s our national obligation to welcome the Syrian refugees with open arms; not only is it the humane and decent thing to do, but our welcoming nature will help facilitate the settlement process so refugees can move from being victims of war to contributing members of Canadian society. It’s time to put people before politics. The Government of Canada will work with Canadians, including private sponsors, non-governmental organizations, provincial, territorial and local governments to welcome 25,000 Syrian refugees to our country. Welcoming the refugees is not only to benefit their physical health, but their mental and emotional well being. How can we not benefit as a collective people when we are doing good toward our fellow man? Councillors face a very real budget process It’s about to get real. That was the message from Toronto’s new top bureaucrat to Mayor John Tory and the members of his Executive Committee. For the first time in years, city staff will be crafting a preliminary operating and capital budget that will need serious political attention. City manager Peter Wallace told the Tuesday meeting of the powerful committee in no uncertain terms that if council wants to balance the budget and provide a property tax increase at around the rate of inflation, council’s going to have to figure it out. “We have a very challenging decision environment,” said Wallace, who came to the city earlier this year from his job as head of the civil service at Queen’s Park. “Pressure is around five per cent before any political decisions are made by council. That is typically the type of pressure that we see, but that is not yet consistent with a residential tax rate at

david nickle the city the rate of inflation and it’s not consistent with known capital pressures. With staff recommendations we can partially, but not fully resolve that gap.” This is a big change from the way council has become used to receiving its budget recommendations. Since the middle days of David Miller’s administration, city staff have presented a budget that more or less balances out, which is to say, the city’s programs are more or less funded by a property tax increase that more or less hits the rate of inflation. Sometimes, surprises happen as earlier this year, when money the city had been expecting from the province didn’t materialize. Council figured out a complicated self-borrowing scheme to maintain the property tax increase then,

but that was a one-time fix. This time, council is on notice that the situation hasn’t fixed itself, and city departments have generally not been able to meet the target of two per cent reductions that Tory promised would happen over the course of the year. So it’s going to be up to council, and Wallace is hopeful Toronto’s 45 elected leaders will be up to the challenge to find political solutions where mere administration is not enough. I would be more hopeful myself, had I not watched council try to do exactly that back in the early days of amalgamation, when the city was placed under extraordinary financial constraints by the downloading of hundreds of millions of dollars of new services. What resulted then was a combination of a war of words between the city and the province, and a desperate attempt to rearrange the city’s finances to enable a

property tax freeze that was finally unaffordable. Among other things, the city got deep into a computer leasing deal that cost taxpayers tens of millions of dollars and required a $26-million public inquiry to sort out. When staff brought forward their unbalanced budgets then, councillors were faced with hair-whitening options for savings or revenue that went nowhere and paralyzed the process. The solution was, ultimately, to engage staff in providing a real budget with real solutions. It made it all a bit dull. Tory has made a mandate of being a bit dull, and it will truly be a test of that mandate, to see how he deals with what is going to be, once again, a very interesting and very, very real budget process.

We’re much richer a society than Lebanon and Jordan, who have taken in much more than 25,000,” Hussen said. “We want to take our share of the load. These are families that are running away from horrific violence.”

sored. “People have vouched for them.” Although it was initially considered, the province would not be relying on the Humber River Hospital Church site to house refugees, Albanese said. Residents at the meeting wanted to know if the former hospital, which closed Sunday, Oct. 18 when the new Wilson site opened, could be used for Toronto’s homeless. “You could if there was the will,” she said. “But don’t forget, refugees would be only have used the hospital temporarily.” Community members used the community meeting to also inquire about such issues as child care, Canada Post and the Trans Pacific Partnership (TPP), a trade agreement among 12 Pacific Rim countries. “We have an interest in better child care here,” community association’s Mike Mattos said. “What will your government do with the

child-care benefit?” Hussen said his government is putting more money in parents’ pockets. The

Liberals are cutting taxes in general, but its Canada Child Benefit is “very generous.” Former MP Mike Sullivan

asked his successor what the Liberal Party plans to do about the TPP, described as the largest free trade initiative

in history. Hussen said the former Stephen Harper government was very secretive about it and didn’t release any details. “It’s a massive agreement that affects virtually every aspect of our economy,” he said. “We’re going through the work of looking through it. We don’t have a position on it. We haven’t made a decision yet.” When asked his position on Canada Post’s home delivery, Hussen said his party supports door-to-door mail delivery – not community mailboxes. Thanking Sullivan for his years of service, Hussen told residents he is in the process of setting up a “community action” office. “Once we’re established, we’ll spread the news about its location and phone number.

Basement Flooding Remediation and Water Quality Improvement Master Plan Class Environmental Assessment - Study Area 37 (York - Cedarvale) Notice of Commencement Study Overview The City ofToronto is starting several Class Environmental Assessment (EA) studies to identify causes of flooding and develop solutions to reduce the risk of future surface and basement flooding, as well as, to improve stormwater quality before it is discharged to watercourses. Study Area 37, located in theYork-Cedarvale area has experienced basement and surface flooding during extreme storms in the past. In response, the City of Toronto has initiated this EA to address flooding that originates within the City’s properties such as roads and sewer infrastructure, as well as, to identify solutions for stormwater quality improvement in the area.

The Process The study is being planned as a Master Plan in accordance with the Municipal Class Environmental Assessment process, and will produce a series of recommended basement flooding remediation and water quality improvement projects.The Master Plan will define the problem, consider and evaluate alternative solutions, assess impacts of the preferred solutions, and identify measures to lessen any adverse impacts.

Public Consultation Two (2) Public Information Centres (PICs) are planned for this Study Area.The first PIC is expected to take place in 2016. City staff and the consulting team will be present to answer questions and discuss the next steps in the process. Notification of the PICs will be advertised in the local community newspaper and information mailed to residents within the study area.
