Program open to city’s homeless youth HILARY CATON hcaton@insidetoronto.com Teens in York’s Horizons For Youth Homeless Shelter are learning what it means to cook healthy meals on the cheap with the Aangen Community Centre’s Kicking it in the Kitchen Program. “We wanted to help and engage the youth and get them involved in something productive, fun and inspiring,” said Heather Maciel, program coordinator.

“The kids are so excited about it and love coming to the class, which is such a joy to see them really involved in something.” The program, which launched in September out of the Aangen Community Centre on Dovercourt Road, gathers about five to seven youths twice a month at the Horizons for Youth location at Caledonia Road and Eglinton Avenue. Metrolinx board rejects Crosstown station names RAHUL GUPTA rgupta@insidetoronto.com It wasn’t rising GO fares, flatlined Union Pearson (UP) Express ridership or any other pertinent transit item on agenda which rankled Metrolinx’s board of directors, but station names. When it came to the matter of approving the names of the 25 stations planned for the under-construction Eglinton Crosstown LRT line, the board blanched at endorsing the list

presented, and ordered staff for the provincial transit planning agency to come up with something else. “Obviously some of the names we put forward don’t resonate with the board, and we need to go back and re-evaluate, talk to some of our partners again about some of those locations and report back,” said Metrolinx’s CEO Bruce McCuaig on the displeasure shown by the 13-person board during last Thursday’s meeting. >>>agency, page 12

Basement Flooding Remediation and Water Quality Improvement Master Plan Class Environmental Assessment - Study Area 37 (York - Cedarvale) Notice of Commencement Study Overview The City ofToronto is starting several Class Environmental Assessment (EA) studies to identify causes of flooding and develop solutions to reduce the risk of future surface and basement flooding, as well as, to improve stormwater quality before it is discharged to watercourses. Study Area 37, located in theYork-Cedarvale area has experienced basement and surface flooding during extreme storms in the past. In response, the City of Toronto has initiated this EA to address flooding that originates within the City’s properties such as roads and sewer infrastructure, as well as, to identify solutions for stormwater quality improvement in the area.

The Process The study is being planned as a Master Plan in accordance with the Municipal Class Environmental Assessment process, and will produce a series of recommended basement flooding remediation and water quality improvement projects.The Master Plan will define the problem, consider and evaluate alternative solutions, assess impacts of the preferred solutions, and identify measures to lessen any adverse impacts.

Public Consultation Two (2) Public Information Centres (PICs) are planned for this Study Area.The first PIC is expected to take place in 2016. City staff and the consulting team will be present to answer questions and discuss the next steps in the process. Notification of the PICs will be advertised in the local community newspaper and information mailed to residents within the study area.

Inter-faith gathering stands in unity with Muslims All urged to sign statement of unity celebrating nation’s diversity EMANUELA CAMPANELLA etg@insidetoronto.com More than 200 people from different faiths gathered at a Toronto mosque Saturday, to show their solidarity against anti-Muslim sentiments. After the Nov. 13 Paris terror attacks that killed 129 people and left hundreds wounded, a few hate crimes occurred in Toronto and beyond. On Nov. 16, two men physically attacked a woman wearing a hijab while hurling racial slurs when she was picking up her children from school in North York. And on Nov. 19, anti-Muslim graffiti with the message, “F*** Muslim girl”, was found on a GO Transit train at Sherbourne Station. Outside of Toronto, on Nov. 14, a mosque was deliberately set on fire in Peterborough. To respond to the increase in hate crimes, Toronto faith leaders and politicians came together to speak out against such acts and stand together with the Muslim community at the Islamic Info and Dawah Centre at Bloor and Dufferin. The event was hosted by Faith in the City, an antipoverty organization aimed at strengthening community voices against intolerance in Toronto. while women in hijabs spoke to women wearing crosses around their necks. “There’s so much craziness and madness going on in the world around us,” said Ilyas Ally, a member of the mosque and event organizer. “We’re constantly going from one incident to the next and sometimes it’s beyond our borders, but then sometimes it has ripple effects right here in our city,” Ally said. “And so with all of that negativity, it’s so nice that we have a positive event like this where all of us can come together and hopefully learn from each other and re-commit to working together for a better society.” The leader of the mosque Imam Shabir Ally also spoke to the crowd, asking all Muslims to denounce the recent terror attacks around the world and make it loud and clear that the violence has nothing to do with Islam. “They (terrorists) have misappropriated some of the teachings of the Qur’an.

They have misconstrued this and are using it for their own political and other objectives,” he said. “We think they are misguided and it is the responsibility of persons like myself who are studying the Qur’an and Islamic history to help those young men and women to see where they are misguided and bring them back to the right path,” he added. Mayor Tory introduces new levy on property owners DAVID NICKLE dnickle@insidetoronto.com Toronto property taxpayers will be paying a new levy for housing and transit infrastructure of 0.5 per cent a year for five years, to end what Mayor John Tory called “a fraud on the taxpayer” in which council approves infrastructure projects without setting aside revenue to pay for them. “This modest levy will contribute to people being able to get around the city, it will allow people to have easier access to employment and opportunity and it will make a positive difference on

housing,” Tory told reporters Dec. 2, following a state of the city speech to the Economic Club of Canada. “We cannot go on the way we have been going not building transit, approving something with no funding. I think that is a fraud on the taxpayer and I’m going to stop it,” Tory said. The mayor announced what he called a “city building fund” at the business luncheon that took place just a day after city manager Peter Wallace told Tory’s Executive Committee that council had spent years approving capital projects without considering increasing revenue to pay for

them. Wallace said he would be bringing forward a menu of possible revenue tools for council to consider as ways to deal with the $32 billion in unfunded infrastructure improvements. levy is phase one Tory offered his plan as the first of those. The levy would see a 0.5 per cent annual increase on property taxes beginning in 2017 and ending in 2022. Each increase would bring in $13 million; at the end the city will take in $67 million a year. The increases are timed to begin as the annual increases on

the Scarborough subway levy top out at 1.6 per cent. By 2022, Toronto taxpayers will be paying an additional 4.1 per cent in property taxes for infrastructure related to transit and housing. Tory, who campaigned on keeping property taxes at or below the rate of inflation, defended the levy, which would be charged on top of any inflationary property tax increase. “I believe I’m doing exactly what people expected me to do, to be responsible with the taxes I collect but also to get things done,” he said. Earlier this year, Tory had promised to ask city depart-

ments to find two per cent savings in their budgets, and on Tuesday, Wallace admitted that many of those departments had not, while some are asking for increases. Tory has yet to convince council as a whole to support the plan that would raise property taxes by more than $100 for the average homeowner by 2022, but he already has deputy mayor Denzil Minnan-Wong on side. “You don’t build a city with Monopoly money,” MinnanWong said. “You need real money and that money has to come from somewhere and we have to raise it from somebody.”

oronto has been in fiscal denial, off and on, since it was amalgamated in 1998. That was when Mel Lastman was elected mayor, promising to freeze property taxes for the first three years of the new mega-city. He pulled it off, but not in a fiscally responsible way. Rather than finding internal efficiencies and cutting services, most of the city’s financial problems were deferred down the line in the service of a tax freeze. When David Miller took over two terms later, the city and council did better, but it was a tooth-andnail fight to implement the land transfer tax and vehicle registration tax, which let council get away with more minor efficiencies and modest property tax increases thanks to a booming real estate market. Those taxes and a municipal workers strike sent Rob Ford into the mayor’s office and while that regime made some mostly unpalatable cuts, once again our view ambitious spending and timid revenue-seeking put Toronto back in the hole. For a time, it looked as though the reconstruction of the Gardiner Expressway, SmartTrack, the Scarborough subway and countless other enhancements were going to bankrupt us all. That’s why we’re happy to see that Tory has effectively abandoned his promise to keep property tax increases at or below the rate of inflation. It’s not that we think higher taxes are a good idea. But the alternative – planning to build a city the size of Toronto on an unsustainable fiscal plan – is folly. Tory’s plan to charge a 0.5 per cent a year levy to build transit and housing is at least a step toward erasing that folly. The tax increase is relatively small: $13 a year for the average homeowner, for five years, on top of whatever inflationary increase they see on their tax bill. By itself, it is neither a great burden, nor the complete solution to Toronto’s needs. There will have to be more revenue grabs. But that’s for another day. For now, we can at least applaud that the days of denial seem to be done.

Mayor John Tory has defied early expectations when it comes to governing a complex Toronto John Tory can be a tough mayor to interview. That’s not to say that our mayor is evasive, or dishonest, or, like the last one to hold the job, openly hostile to journalistic prying. Tory is none of those things. The problem, rather, is the opposite: Tory thinks aloud, considering all points of view and in the end, states nearly all of them – in addition to agreeing with the premise of the question in case that hadn’t come up in one of the other answers. It can be frustrating work, trying to parse the mayor’s views from all that. A lead becomes a multiple choice question. From that, one might conclude that the mayor is simply unprincipled – and by a narrowly political definition of the word, that might be so. Tory does not hold fast with the principles of one

david nickle the city faction or another of our political spectrum. He might have done so in the past. But now, Tory seems content to take his pick. This he has demonstrated ably over his first year in office. For a time, it seemed as though Tory might be of a piece with council’s right-wing intelligentsia: he championed a costly rebuild of the Gardiner Expressway favoured by Conservative members of council, and held fast on the costly Scarborough subway for which former mayor Rob Ford took credit. He has sung the praises of the private sector and made jokes about the folly of big government as well as any right-wing pol might be expected to.

But as the year has gone on, he’s defied those expectations. After talking with business leaders and sport boosters, he backed the city away from another Olympic bid. He used another meeting with the blue-blooded business crowd at the Economic Club of Canada to unveil plans for an annual tax hike to pay for a major round of construction and repair of public affordable housing and transit infrastructure. He flew to Paris right after that, to huddle with world leaders trying to find ways to battle, halt and possibly reverse climate change and when he came back, he announced plans to help Toronto recycle more garbage, consume less energy and get around on foot and on bicycles. This is not the sort of thing you’d have expected

from a guy named Tory. Now some of this might be written off as evidence of a shifting of the political winds. Prime Minister Justin Trudeau’s Liberals came to power on a wave of progressive policies and right-wing repudiation. I would buy that more easily if I hadn’t been exposed so early and often to the push-me-pull-you dynamic of Tory’s psyche. And while it’s a frustrating psyche to try and codify, it might actually turn out to be a healthy one when it comes to governing a big, complex place like Toronto, where public mood and social reality can shift in a heartbeat. Vision, clear and consistent and predictable, might well have had its day.

What a year: condos, lottos, selfies ... The international year in review stories have already started coming out in full force, so I thought I’d focus on just the prominent local goings-on in 2015. It seems as if everything is now being recorded on somebody’s cellphone. For what it’s worth, the person next to me filming this is nodding in agreement. It is mandatory for every newspaper article to include some mention of social media. (Glad I got that out of the way quickly. Nice to have the pressure off.) It is also officially impossible to buy anything without being asked if you have a points card. Whenever you round a bend you’re greeted by a condo you swear you don’t remember seeing the day before. If you’re about to take the subway to work and you’re in a hurry because you’re late, it’s closed and you have to take a shuttle.

The guy sitting next to you at work comes in every day whining that his favourite major league baseball team refused to pay “only” $15 million or “only” $20 million or “only” $30 million for free agent so-and-so and says “only” at the top of his lungs over and over and over. Then after moaning and groaning he asks if you can lend him a buck – a buck he’ll never pay back – so he can get a chocolate bar at Dollarpalooza. Prices went up for everything this year. Some went up more than once. For everything, that is, except your paycheque, of course. When at least two people meet for whatever

The Clothing Drive secures new space to store donations ANDREW PALAMARCHUK apalamarchuk@insidetoronto.com A few weeks ago, Laura-Jean Bernhardson put out a call on her Facebook page for

clothing for a Syrian refugee family she’s helping resettle to Canada. That one post was shared 2,500 times and resulted in a mountain of apparel.

“By day two, I could see that I was in trouble with that post,” said Bernhardson, a Toronto entrepreneur. “I honestly pictured that it would be 30 bags of stuff, I’d sort them

Bernhardson then put out a call for volunteers, and 50 people stepped up within 24 hours. “It just snowballed,” she said. “I think it tapped a nerve that people really wanted to do something...It was a miracle unfolding.” The outpouring of generosity led Bernhardson to establish The Clothing Drive, and this week it secured a three-month rent-free location at 1682 Victoria Park Ave. to store and distribute clothing for Syrian refugees. It had outgrown its original west-end space. About 17,000 pieces of clothing have been collected so far. “It’s just incredible the amount of commitment and generosity that people are stepping up with,” Bernhardson said. “Some people ran a small drive themselves in their neighbourhood or collected at work.” The Clothing Drive is working with sponsor groups to help refugee families, who could either visit the storefront location to shop for free or

order by phone and have the clothes delivered. focus on winter clothing “We’re focused on getting the winter clothing out on the floor,” Bernhardson said. “Our goal is to equip a family who’s coming here with probably nothing to be able to make it through a winter, but we do have spring and summer donations, too, so we’re sorting those out and keeping them aside, and that will be the next phase.” Four families have so far made use of the clothing. “We have enough clothes for

the time being,” Bernhardson said. “We need volunteers to help us operate and get in touch with the sponsor groups, so if people want to get involved, that’s the best way to help out right now.” Dozens of volunteers inspected, sorted and sprayed the donated clothing on Tuesday. Jonathan Janisse was one of them. “It makes me feel like part of the community, like I’m doing something to make a difference,” he said.

North York Harvest Food Bank (NYHFB) is holding its Winter Food Drive until Wednesday, Jan. 6. The goal is to collect 250,000 pounds of food and $250,000 to provide 750,000 meals to children and families living in northern Toronto.

The food bank is asking for donations of nutritious nonperishables such as canned fish, dried beans, cooking oils, and whole grains. Monetary donations will go towards food distribution to 47 member agencies serving more than 13,000 individuals each month.

NYHFB is the primary food bank for northern Toronto. It distributes more than two million pounds of food every year through 77 neighbourhood programs.

know. “This should be for people who are not part of the community, who don’t know the streets at all,” he said. Chair Rob Prichard echoed his colleague’s concerns in regards to Fairbank, the proposed name for the station at Dufferin Street. “Fairbank means nothing

to me, whereas Dufferin and Eglinton, it’s pretty easy to figure out where that is,” he said. Metrolinx vice-president Leslie Woo said the final list was submitted following a public consultation which yielded over 1,200 comments in feedback and some 1,500 online ratings.

She said the decision to come up with the final Crosstown list was based on a longstanding policy agreement between Toronto region transit agencies including the TTC. That’s why, she said, the agency had to acquiesce to the transit commission’s recent request to rename the

Crosstown stop at Eglinton West station Cedarvale. By the same token, multiple requests to re-name the Lebovic Avenue stop could also be rejected, said Woo, since the choices violated the naming policy. “I can’t guarantee we’ll be pleasing everyone, but I think we will want to uphold the integrity of the policy which was established with our partners,” Woo told the board. Metrolinx staff will now report back to the board later this month with a modified set of Crosstown station names. It is bound by contract to deliver a final list of names to its private-sector construction partner Crosslinx Transit Solutions by Jan. 20. St. Clair traffic The City of Toronto is conducting a Municipal Class Environmental Assessment (EA) that will identify opportunities to improve the transportation network at St. Clair Avenue West between Keele Street and Old Weston Road. The city is considering five alternative solutions. These include widening St. Clair Avenue West; extending Gunns Road east; connecting Davenport Road to Lloyd Avenue; extending Keele Street south to meet the Gunns Road extension between Weston Road and Union Street; and extending Davenport Road northwest to Union Street.
