Eglinton-Lawrence MPP Mike Colle released data on pre-payment statistics in other parts of Canada and the United States, along with the number of gas-and-dash thefts in Toronto and GTA. According to statistics released

by Colle, pre-payment has virtually eliminated gas-and-dash thefts in British Columbia, and Saskatchewan is also looking into pre-payment.

Many U.S. municipalities have passed ordinances enacting prepayment laws, and 27 states have passed legislation authorizing suspension of driver’s licences for people convicted of stealing gas.

Backpacks delivered despite cancellation of St. Clair Sleigh Ride The St. Clair Sleigh Ride Adventure slated for last Saturday, might have been cancelled, but the backpacks intended for donation that day were still delivered.

Despite the cancellation, some $3,000 worth of backpacks were still

donated to The Salvation Army’s Bloor Central Corps site at 789 Dovercourt Rd. The backpacks were donated by Fun Times in Toronto, with support of the St. Clair business community and Europe Bound Travel Outfitters.

“Unfortunately the sleigh ride event was cancelled, but we wanted to make the most of the goods that were donated and show our support to The Salvation Army,” Michael Antoni, chief smiles officer at Fun Times in Toronto, said in a release.

“We met with many merchants in the area while planning this event, and there is a strong interest in giving back to their local community along St. Clair West.”

Helping people on the street, one knapsack at a time FANNIE SUNSHINE fsunshine@insidetoronto.com As the temperature drops, people who call the streets home will be in dire need of proper clothing and winter accessories.

That’s where Project Winter Survival comes in. Now in its 14th year, Project Winter Survival, founded

by The Bargains Group president and CEO Jody Steinhauer, plans to assemble 3,000 kits for more than 100 agencies to distribute, along

with raising $60,000 to purchase items that were not donated. The Bargains Group office and showroom are located in the Caledonia RoadGlencairn Avenue area.

Last year, Project Winter Survival put together the same amount of kits, but the number would be much higher if Steinhauer could accommodate all requests, she said.

“Unfortunately, the numbers on the street are up,” she said. “We always joke around and say there are two things certain in life, death and

taxes. I say there are three: death, taxes and poverty.”

And for the first time in Project Winter Survival’s history, the initiative is expanding outside Ontario and into Vancouver come January, thanks to a national sponsor.

“If we had the financial commitment we could be in every major Canadian city in 12 months,” Steinhauer said. “We’ve been pleading for the last 10 years of our need to go national.”

Teens teach anti-bullying message to children Youth mentor youth in W.A.V.E. program FANNIE SUNSHINE fsunshine@insidetoronto.com The Grade 3 St. Bernard Catholic School students sat attentively on the gymnasium floor, glued to the anti-bullying message brought by members of the leadership class at Chaminade College School.

The presentation at the Jane Street and Lawrence Avenue school last week was held in partnership with Louise Russo’s Working Against Violence Everyday (W.A.V.E) program, which centres around the principles of respect, responsibility and role of leadership in reducing violence in schools and communities.

Russo, an innocent bystander inside California Sandwiches at Sheppard Avenue and Chesswood Drive, was left paralyzed in 2004 after a bullet from a botched mob hit entered her spine.

With a breathing exercise kicking off the workshop, students were asked to describe how they would feel if no one greeted them that week or showed acts of kindness.

They were then asked to use words to describe physical, verbal/ emotional and cyber bullying, which were then written on large pieces of paper taped to the wall.

A short video shot by the high school students highlighting various forms of bullying was played, with younger students encouraged to yell out “stop!” when they spotted bullying to help identify that behaviour when it happens.

S.T.O.P - which stands for Speak up, Time out, Open up and Peace – is a central part of the W.A.V.E program.

Pre-payment at the pump would curb gas thefts, MPP says >>>from page 1 a private member’s bill, “Jayesh’s Law”, to help curb gas thefts days after Jayesh Prajapati, 44, was hit and dragged at the Shell station at Marlee and Roselawn avenues Sept. 15 by a driver who allegedly fled after filling up $112.85 in gas and not paying.

The bill calls for pre-payment of

gas before pumping and the suspension of driver’s licences for those convicted of gas theft.

“Our office is trying to track down how many incidents have occurred across Toronto and surrounding areas,” Colle said. “It’s a bigger problem than just the number reported.

Halton doesn’t keep a record at all

and the OPP just started. The message we are trying to get across to people is it’s a very dangerous act and endangers the life of the attendant or people pumping gas. We are trying to remind people how wide-spread this criminal activity is and to keep an eye out for this type of thing. We want to keep gas-and-dash in the

public’s eye. These people get away with murder.”

Colle said it takes about a year to get laws changed and he’s not giving up his fight to make gas pre-payment mandatory. Police are looking for Max Edwin Tutiven, 39, of Toronto, who is wanted for second-degree murder in Prajapati’s death.

bullying and create a safe school environment, students then wrote their names on paper hands to be placed in the hallway and completed a word search with an anti-bullying message. They then received W.A.V.E youth ambassador certificates in recognition of completing the program.

Nicolas Gaspar, one of the program’s presenters, said youth teaching youth helps get the message across that much better.

The Grade 11 student, who was a victim of bullying in elementary school, stressed the importance of instilling the anti-bullying message in youngsters.

“I think everyone at some point in their lives was affected by bullying or was a bystander to bullying,” he said.

Chaminade teacher Nadia Pasquini said the goal of the program is to empower students.

“It’s best to target when they are young,” she said, adding the program will have been brought to nine elementary schools by week’s end.

Russo, who attended the presentation, said she’s always looking for ways for young people to become more involved in their communities.

“The older ones become mentors to the younger ones,” she said.

St. Bernard principal Claudio Bevilacqua said there is much to be learned from the older students.

“It’s great to see high school students coming back,” he said.

“Some of them are former students.

I welcome these types of opportunities. The (high school) students are showing leadership and are involved in a positive way in their community.”

Work together to ease strike impact

T

his week, Toronto residents saw students from numerous high schools take to the streets to protest the loss of extra-curricular activities at their high schools as part of the continuing battle between the Ontario government and its public school teachers.

Next week, however, the heat our view is really going to be turned up as a one-day strike by public Sharing of elementary school teachers in effective ideas Toronto is expected at some point before next Friday, Dec. encouraged 21.

The union representing the elementary school teachers, the Elementary Teachers Federation of Ontario (ETFO), has been calling one-day strikes in school boards across the province since Monday of this week. The ETFO is giving boards, and parents, 72 hours notice of the impending strikes. Perhaps by the end of this week or early next week, Toronto residents with children in the public system should know what day the Toronto District School Board (TDSB) will strike the elementary schools.

The TDSB will close the doors of its schools with students from junior kindergarten to Grade 8. The board has sent home letters to parents encouraging them to start making alternate arrangements for their elementary school children now.

For thousands of parents this is going to be a costly, complicated and stressful day.

But by working together in our neighbourhoods and school communities we can make it easier for those facing challenges.

Communities in other boards have come up with some good ways of dealing with the strikes beyond taking the day off work or sending the kids to other family members.

For instance, the City of Ottawa announced it would be extending its before and after school programs on the day of the strike. We expect to see an announcement from the City of Toronto shortly that it will be doing the same.

Also, other organizations are stepping up. In the case of Ottawa again, the Ottawa Senators said they’d offer a full-day hockey camp that day for kids aged five to 12. Hello, Toronto Maple Leafs – there’s a great idea.

There are many other great ideas out there parents can start sharing with each other right now, so that those who are able to help with child care on strike day can do so while those who must go to work can also do so. newsroom

To the editor: I would deduce that Clayton Ruby’s victory in dislocating Mayor Rob Ford from City Hall has outraged hard-working, taxpaying Torontonians like myself who welcomed Ford’s prudence after the excesses of the David Miller years.

Should Rob Ford lose his appeal I only hope for the sake our city that Doug Holyday or Doug Ford will fill the void, shielding Toronto from regressing back to the Miller-era days, which elected to support union jobs rather than go with the most cost-efficient TTC streetcars and subway train replacements at the expense of the taxpayers and who gave us the abhorred land-transfer tax that has hindered real estate transactions.

Shaping up to be a truly forgettable NHL season

F

ess up, all you NHL fans out there pining over missing your beloved hockey. Even if this lockout drags on until January and the league ends up with just a 48-game or 60-game season and the New York Islanders end up playing the Florida Panthers two or three fewer times than they the normally do, are you really going to lose any sleep over it?

As much as you love the game of hockey, don’t you think an 82-game schedule, is a tad long?

Come on now. Be honest.

You know it. I know it.

The owners and players know it.

Heck, deep down even Don Cherry knows it.

The fact is, the wear and tear is way too much on us all. The movers and shakers behind the scenes are doing everybody – and the game – a humongous favour by

shortening the season.

Too bad they’re only going to be shortening one season.

At least that’s how we all feel today, with autumn still in the air.

The moment the temperature drops that same endless NHL season doesn’t seem so long after all.

In fact, everything about the league suddenly makes sense. Even the Islanders and the Panthers facing off two or three too few or too many times.

For some reason amnesia automatically sets in when winter arrives. Old Jack Frost takes his first nip out

of your schnozz and presto, you immediately forget everything about the NHL that drives you up the wall.

You forget that outside of emotional rivalries such as the Leafs/Canadiens, Oilers/Flames and Penguins/Flyers, for example, regular season games have about as much hitting as a pairs figure-skating ice dance samba.

You forget about how you’re constantly lulled to sleep by the neutral zone trap and the left wing lock and are so thankful that they just don’t cut it during the playoffs, even though you have no idea what the heck either one of them is, let alone which is which.

You forget that every team – except your favourite one, of course – seems to qualify for the postseason. You forget that the team that finishes first overall often gets bounced

in the first round.

In short, you forget that no matter how good you thought the regular season game was that you saw last night, it will not even closely resemble the worst playoff game of the year.

And you forget that ticket prices will likely go up for the playoffs, and we’re talking waaaaay up. Yes, even if half the season is cancelled.

Yeah, you forget all that when those first snowflakes fall. Which means only one thing: the owners and players must be praying for the nastiest winter ever.

RAHUL GUPTA rgupta@insidetoronto.com Stay tuned to yorkguardian. com for a recap of last night’s public meeting in York during which Metrolinx was to provide more details on its proposal to add Mount Dennis to the Eglinton-Scarborough Crosstown LRT map. .

The meeting, intended to update residents living near the western portion of the 19-kilometre line for Eglinton Avenue, was to take place at York Memorial Collegiate Institute at 2690 Eglinton Ave. W. A Mount Dennis underground stop at Weston Road would serve as the line’s western terminus point, said

Metrolinx spokesperson Jamie Robinson last Friday.

Adding the Mount Dennis stop would also ease the creation of a “mobility hub” for the area to easily access other transit connections such as GO train service along the Georgetown South rail corridor, said Robinson.

Putting Mount Dennis on the Crosstown map all but ends any chance for a stop at Jane street or expanding the Crosstown all the way west to Pearson International Airport – at least until after the initial line is completed in 2020.

Robinson said future potential expansion of the Crosstown LRT would require further funding beyond the $8.2 billion allocated to the

project by the provincial government as a part of the Big Move regional transit plan.

Also planned for the meeting was an update of a proposed light rail vehicle maintenance and storage facility on the former Kodak lands near the tunnel’s western launch shaft at Black Creek Drive.

Last night’s meeting in York was the third one held this week in Toronto by Metrolinx.

On Tuesday the provincial transit agency hosted an update for the eastern alignment of the line. On Monday, a west-end meeting was held regarding renovations for Bloor GO station, which is part of the four stop Union Pearson Express air rail link.

The regular board meeting was Metrolinx’s last of the year, and board members also heard presentations on various projects under construction, including the Union Pearson Express, which will become the city’s first rapid transit link to the airport when it’s completed in 2015.

McCuaig said the final decision on fares for UP Express remain a long way from being determined, targeting the latter half of 2014 as a potential date for an announcement.

Budget battle mere shadow of last year

W

hat a difference a year makes.

Last year, the operating and capital budget was a battleground between left and right, downtown and inner suburbs, Margaret Atwood and Etobicoke North Councillor Doug Ford. The budget committee wrestled with hot-button issues such as the closure of city zoos and the denuding of public libraries.

It was enough of a fight that Toronto Council finally took part of it away from the budget committee and Mayor Rob Ford, and set the stage for a dramatic power shift in which council wrestled pretty much everything away from the mayor.

Mayor Ford and his supporters warned that in this year’s budget, council and the city would have to go through the war all over again.

As it’s turned out, that’s not so much the case.

The 2013 operating and capital budgets are definitely still a thing of the Ford administration.

The budget will see tax dollars invested in road repairs to unprecedented levels – driven even higher by the need to repair and rehabilitate the crumbling Gardiner Expressway – covering

roads in cash rather than borrowed money.

To help fund that, there will be some cuts to fire, police and ambulance, and projects near and dear to the hearts of downtowners and the left wing on council – such as arts funding – aren’t getting the attention they might have under another mayor.

But generally, this is a budget that doesn’t take many risks.

There is no attempt to remove the land transfer tax. The budget doesn’t pretend to freeze property taxes. It doesn’t make an attack on downtown services particularly, just as it doesn’t reward suburban communities, especially.

It does make a significant and potentially damaging change to the way the city funds repairs, using cash instead of borrowing – but that is a serious double-entry accounting problem, and not an especially significant political problem.

It shouldn’t surprise that the Ford administration is taking it easy on this one, or at least playing things a little more slyly. Last year, Mayor Ford could still point to a strong electoral mandate as a basis to push hard on an agenda that was both aggressive and divisive.

That mandate is still there in theory. But the mayor and the agenda are walking dead in these weeks before Christmas, as the budget committee wraps up its deliberations.

They’ve been a sullen affair; budget committee chair Mike Del Grande presided over public deputations early this week, underneath the projection of a growing spreadsheet on which he costed every single thing Torontonians asked for in their three minutes.

But again, that’s nothing compared to the marathon meetings Mayor Ford held last year.

Byelection could cost as much as $14 million: budget chief DAVID NICKLE dnickle@insidetoronto.com If the courts declare the mayor’s office vacant next year, Toronto Council could be faced with a very expensive choice in considering a byelection.

According to the city’s budget chief Mike Del Grande, the cost of such a byelection could be as much as $14 million after events play out.

“My responsibility is going to be to point out the realities of the budget.

Everybody should factor in that concept,” said Del Grande. “There’s a cost of doing things.”

The cost Del Grande floated following city clerk Uli Watkiss’ budget presentation last week was considerably higher than initial estimates that taxpayers would pay out $7 million for a city-wide byelection to replace Mayor Rob Ford if his court appeal is unsuccessful.

Watkiss pointed out the city would also be on the hook for campaign donation rebates, to the tune of an estimated $2 million.

And Del Grande said if it’s a city councillor that’s elected mayor, there could be an additional byelection the city will have to cover, prior

Del Grande didn’t say whether he would support a byelection.

“I’m just saying that

when people talk it costs money. The talk is expensive.

People better think and if that’s where we’re going you would have to make up that money.”

Del Grande said theoretically a byelection could push up the property tax increase to 2.3 per cent from the projected 1.75 per cent.

However, the pressure could be felt instead in the 2014 budget, if the city simply allocated money currently being squirrelled away for the 2014 general election.

Trinity-Spadina Councillor Adam Vaughan, who is considering a run for mayor, said a byelection could cost taxpayers a great deal.

“It’s why the reckless behaviour of asking lobbyists for money while they have business in front of council is such a poor, poor and terrible thing to do,” said Vaughan. “If the mayor had just simply followed the rules we wouldn’t have to have this debate about the rules.”

Bolton acclaimed as school board chair Chris Bolton was acclaimed as the chair of the Toronto District School Board (TDSB) during the board’s annual organizational meeting last week.

A former TDSB teacher and principal who has represented Ward 10’s TrinitySpadina since 2003, Bolton brings nearly 40 years of experience to the role of chair.

“The board is facing seri-

ous fiscal challenges in the months ahead. As chair, it is my hope that through steady leadership, we can make the difficult decisions that must be made, while never taking our eye off of what’s important – our students,” Bolton said in a statement.

Matthews learns of diabetes program’s value first-hand Program at North York General’s Branson site only one of its kind within local health network LISA QUEEN lqueen@insidetoronto.com It’s not every day a patient gets a chance to have a heart-to-heart chat with the province’s health minister about their medical care.

But North York resident Malcolm Koss got that opportunity last Thursday when Health Minister Deb Matthews visited the Branson site of North York General Hospital to officially open the Centre for Complex Diabetes Care.

On the third floor of Branson, on Finch Avenue, west of Bathurst Street, it is the only program in the Central Local Health Integration Network focusing on patients with complex diabetes. The Central LHIN oversees health-care planning for an area stretching from North York

and the former city of York north to Lake Simcoe.

Because the centre provides comprehensive care, patients have access to a nurse, nurse practitioner, dietician, social worker, pharmacist and chiropodist. Care is provided in collaboration with the patient’s family doctor or primary care provider.

Koss, 64, has had diabetes for 30 years and lost his left leg below the knee due to complications of the disease.

He told Matthews being in the program has made a huge difference in his life.

“Before I came here, I had little or no control over my diabetes.

These guys really worked hard with me,” said Koss, who has been in the program for more than two

months.

“Before this, there is nothing out there (to provide diabetics with comprehensive care). You’re on your own. For someone like me, it is invaluable. I was lost. I was sitting at home, not suicidal, not waiting to die...but I was too far gone. They (the team at the centre) have made me realize I have years left.”

Koss was referred to the program by a cardiologist after he went to North York General suffering from fluid on his lungs. He is also experiencing problems with his right foot due to diabetes.

“I’m an intelligent person but I wasn’t able to take care of myself and that takes a number on you,” he told Matthews.

Before participating in the program, Koss had seen his family

doctor about once every six months but gave up because he found the occasional care wasn’t helping him manage his diabetes.

He comes to the centre at Branson once a week.

“It’s not just, ‘Take two aspirin and call me in the morning,’” he said. “They have really given me some important tools to get on with my life.”

Not only does the program benefit patients but it will save OHIP millions of dollars, Koss predicted.

Matthews said she is impressed with the care six centres for complex diabetes care across the province are providing.

“This is an idea, we’re learning, that is making a real difference to people,” she said.

Providing better diabetes care is a priority for the government as more Ontarians are being diagnosed with Type 2 diabetes, associated with inactivity and obesity.

“We know the path is up, not down. We need to work on that,” Matthews said. “We need to provide excellent care for people with diabetes.”

North York General president, Dr. Tim Rutledge, said the diabetes centre plays into the hospital’s goal of providing patients with integrated, multi-disciplinary health care.

The program was also praised by the centre’s director, Anna Tupis, and Dr. David Kaplan, the Central LHIN’s primary care lead and diabetes lead.
