York Toros donate hockey bags to Kenyan cause CLARK KIM ckim@insidetoronto.com Sports equipment, medical supplies and school materials were stuffed in hockey bags donated by the York Toros Hockey Association and sent to Kenya for a good cause. The local hockey association teamed up with Adventure Learning E x p e r i e n c e s , Fre e t h e Children, and the Toronto Catholic District School Board to provide much-
needed supplies to children and villagers in the Masai Mara region of Kenya. “It’s about giving back to the community,” said Rita Piazza, vice-president of the York Toros, whose son initially participated in the Kenya Study and Leadership Program four years ago offered by Adventure Learning Experiences. “He used a hockey bag to bring the supplies down.” Piazza’s daughter also took part in the same program this past August. This
time, she asked Paul Fuoco, the Toros’ general manager, if they had any additional hockey bags that could be donated to the team of about 25 volunteers bringing the materials to Kenya. She hoped for at least a dozen. After clearing the storage room, the York Toros donated 72 hockey bags. “They have enough now for the next couple of tours,” Piazza said. Greg Rogers, Adventure Learning program director, said the donation of hockey
bags is much appreciated. “It was about the perfect size and it’s durable,” said Rogers, noting they were able to stuff 22 kilograms of goods allowed in the bags at the airport. Donations included equipment to hold an “Olympic Day” for the Kenyan children, education materials needed for lessons taught in the school they built, and medical supplies such as disposable surgical gloves and over-the-counter medication.
“What the hockey bags did for us is that it allowed us to bring all of that equipment,” said Rogers, adding the bags which had the York Toros logo on them, also prevented things from getting lost. He hoped other hockey organizations might follow suit. “It was really helpful and it was for a good cause,” Rogers said.

Circular discussion about transit options doesn’t ease gridlock. Insecure funding doesn’t build transit. Poor transportation doesn’t help us realize economic stability, let alone economic potential. And every day without a bona fide master plan agreed to by funders, builders and users is another day to fall behind an eager and competitive global marketplace. For the decisions made or not made today affect us for years to come – and hurt us as traffic gets increasingly problematic. You can’t build what you can’t fund. And nobody seems willing to accept responsibility for funding regional transportation plans. The thought of any tax hike is tough for many drivers – and politicians – to accept. Politicians who say they won’t support this tax, however, must offer their own credible solution for funding. We’ll repeat our great wish: Let’s see an ongoing and public meeting of representatives from all levels of government to meet and hash out a complete transit system and a complementary funding formula every level of government can live with. For this isn’t simply a Toronto problem. Canada does not succeed with a Golden Horseshoe weakened by transit woes. Ontario does not succeed when the manufacturing and population hub is staggered by lengthy commute and transport times. And Toronto does not reach full potential on a local or world stage if it develops a reputation as municipally dithering and indecisive in future planning.

Pay tribute to memories of Zivcic, Mandela with good works To the editor: As the world says farewell to Nelson Mandela, we must appreciate he overcame racism only to face ageism by those who will capitalize from his contributions with selfinterest. Mandela’s message was simple: Listen, and then talk. I am sad upon hearing of the news of Mandela’s passing; this void must now be filled with compassion, not rhetoric. Affordable house league hockey Reorganization: how about some direct competition for the TDSB? and figure skating available To the editor: Re: ‘Ice to call their own,’ Special Feature, Nov. 28. I have four kids who participate in hockey and figure skating. Their clubs never seem to have any difficulty getting, keeping and maintaining their ice contracts from year to year. When I have helped managed teams, I was able to secure a long-term permit for ice rental with the city for a reasonable price as I was unwilling to pay the price for private ice. In addition, while reading the article, one of my kids’ current hockey coaches sent out a note that more ice was purchased for the team to have an outdoor game. I understand that prime ice (6 to 8 p.m.) may be difficult to get as it is often booked long in advance by annual permit holders. However, there are other time slots and other rinks. Several years ago when
my son started with The Toronto Non-Contact Hockey League, I didn’t even know Phil White Arena existed. With respect to the Greater Toronto Hockey League (GTHL) volunteer president John Gardner’s comment that the GTHL barely has enough ice, I challenge him to review the statistics of the teams in each division in the league. One may find that in some divisions, there are teams that are struggling (to win) as they struggled to form a full competitive team. Perhaps if the GTHL
decreased the number of teams in those divisions they would have enough ice and more competitive games. The consequence of decreasing teams should result in more kids playing house league, which could handle the 30 or so extra players as some of the house leagues have been declining over the years. There are still ways to find affordable organized hockey and skating lessons. The city skating programs are reasonable and used skates can be found at various locations. Some house leagues are less than $500 for the season, which includes: one game, one team practice and one shared skills session per week. In addition, many house leagues and figure skating clubs offer a chance for families to recycle or sell their equipment. Annikki Desmarais
To the editor: Re: TDSB to ‘address the concern’ outlined in forensic audit’ News, Dec. 12 The recent revelation about the Toronto District School Board (TDSB) did not surprise me as we keep learning of overspending at the TDSB. The problem of this board’s overspending of taxpayer money goes back to its formation. When all of Toronto’s school boards merged to form the TDSB, the Toronto Board of Education dominated the merger. The Toronto board had a culture of entitlement and brought this same ideology to the merged TDSB. The TDSB is a white elephant that needs to be reorganized. The TDSB spends little money and resources at the school level where it is needed most – directly for the education of our children. If the TDSB sends in
an experienced forensic accountant and has them start from the top at the TDSB, they will find many high-paying upper management jobs. There are also large numbers of consultants working at TDSB that are not really needed. School trustees, who are supposed to be the guardians of taxpayers’ money, are not doing their job as we see from this latest over-spending revelation. If you ask any resident of this city who their area school trustee is, most would respond they don’t know, which is sad. Also, the TDSB must out-
line all major expenditures on their website. We must create direct competition for the TDSB. The province should encourage more private schools and allow charter schools, both of which have been successful. We must also have a system of accountability. Parents should have the freedom to send their children to whatever school they prefer and should be given the appropriate education tax credit. If changes are made, the TDSB will change for the better, very quickly, as they will have to compete for the same students. If we don’t take some drastic measures, our children’s education will suffer. We must provide the best education available to our children so they can have a better future and jobs. Schein’s private member’s bill to electrify air-rail link defeated MPP Jonah Schein’s private member’s bill to prevent the use of diesel trains on the Union-Pearson Express and electrify the line was defeated at Queen’s Park last Thursday. Simply called UP Express, the project is a piece of the Metrolinx Big Move project. It will connect the Pearson International
Airport to Union Station via the Georgetown South Rail Corridor and will be finished for the Pan American Games in 2015. According to Metrolinx, it will run the cleanest-burning diesel trains possible until it is converted to electric trains. Metrolinx has announced that electrification of the UP
Express is a priority for the next wave of the Big Move. However, that hasn’t sat well with the communities bordering the rail line. Residents from Parkdale, Roncesvalles, the Junction and communities to the north had rallied, protested and petitioned against the use of diesel trains for years. The NDP representative

Bill 84 was an opportunity for the Liberal government to do just that – to switch tracks and invest in
our city,” said Schein. Schein said efforts to electrify the air rail link are not over and he will continue to work with community members and groups to protect the environment and improve transit.

Centre trustee. Some discussion also centred around which high-profile individual could help raise the issue, as well as how to get the community involved in the campaign before the provincial election. “We need to convince our political people to have the courage to do the right thing,” Pitre said. Another meeting is scheduled for January with a smaller steering group formed to lead the next phase of the strategy to save playing fields.

Speaking to the Toronto Region Board of Trade on Friday, Anne Golden, chair of a blue-ribbon panel tasked by the province to come up with ways to raise an estimated $34 billion for priority transit construction projects as part of Metrolinx’s Big Move plan, said her group’s findings were fair since they balance the burden of paying equally on the private sector, transit riders, drivers and government alike. “Here’s the choice, we can all pay a little now or a whole lot later,” said Golden in her speech. The report calls for an initial three-cent-per-litre increase to the provincial gas tax, resulting in an average household increase of $80. That would be followed by additional percentage increases capping out at five or 10 per cent within eight years, upping the maximum increase to $260. (There are two options for the gas tax hike: Option 1 is to cap at 10 cents a litre, with a three-cent increase to start followed by percentage increases every year after; Option 2 caps the hike at five cents

and makes up the difference by raising the HST by 0.5 per cent.) Golden said the cost was small compared to the loss created by traffic gridlock, estimated by the report to equate to $700 per driver. “If you can’t move your car or truck, that’s a lot more costly than an extra cent a litre,” she said. After extensive research, Golden
said the panel concluded gas taxes should be part of proposed measures to raise almost $2 billion annually in new transit funding beginning in 2015, noting even with a modest price hike, the rates will still be lesser or comparable to cities like Montreal and Vancouver. “We favour the gas and fuel taxes because they match usage, affect travel behaviour, are simple to administer, raise a lot of money, and haven’t been raised in more than 20 years,” said Golden. News of the transit panel’s formation in September combined with the ongoing Scarborough subway “fracas” resulted in a cynical attitude from the public and media alike with accusations made that the initiative was simply a stalling tactic for the minority government of Premier Kathleen Wynne to put off making politically unpopular decisions on transit. “However, the panel was not cynical,” said Golden. “We were determined to figure out the best way to generate the needed funds to create the regional network so urgently needed in the GTHA. We were committed to coming up with a viable plan. And we believe we have done so.”
Golden’s remarks were received warmly from the audience of business and transportation professionals eager to know more about the funding proposals. However, Martin Collier, the founder of Transport Futures, an industry-supported advocacy group that organizes events on transportation construction and funding, said raising the gas tax would not succeed in reducing congestion despite claims made to the contrary. “The gas tax is a very blunt instrument and it’s not going to reduce congestion,” said Collier. “There should be more consideration for emissions or carbon taxes which will actually reduce the amount of cars on the street.” But Robert Chant of Loblaw Companies said the report was fair, and he was especially happy to see no mention of commercial parking levies, dismissed by the panel as being too complicated and onerous on business to impose. “Not only is this report fair, it allows everyone to contribute and ramp up the speed to see results, which is extremely important.”

TTC transit enforcement officers will have the power again to arrest unruly riders thanks to a new agreement with Toronto police. The Toronto Police Services Board and the transit commission reached a deal late last week to designate 40 officers, part of the TTC’s transit enforcement unit, as special constables. With the new status, the officers will be able to inves-
tigate incidents, conduct search and seizures and make arrests. Such powers were removed by the board in 2011 following reports of special constables misusing their authority. Suspended drivers targeted with OPP technology FANNIE SUNSHINE fsunshine@insidetoronto.com The Ontario Provincial Police (OPP) has expanded its Automatic License Plate Recognition Program (ALPRP) to target suspended drivers in an effort to keep roadways safe, it was announced last week. An estimated 250,000 driver licence suspensions are
issued every year in Ontario and research suggests thousands of people continue to drive while under suspension, police said at the OPP Downsview attachment at Keele Street and Hwy. 401. Though the ALPRP has been in place since 2010, it was only able to detect lost, stolen or expired plates, and persons of interest, such as if warrants were out for them.

Helpful options available to stay at home Toronto Central CCAC supports seniors living on their own When older adults are having difficulty doing everything they used to do at home, there is a big fear for many: the prospect of having to leave their homes before they feel ready. But there’s reassuring news: many options are available to help people manage in their homes. For those finding grocery shopping and preparing healthy meals difficult, referrals to Meals on Wheels or organizations that provide volunteers to help with shopping trips can make life much easier. For people isolated due to limited mobility or health challenges, day and night activity programs can provide them with social interaction, nutritional support, mental health support and transportation. The Toronto Central Community Care Access Centre (TC CCAC) Information and Referral line can inform callers about services available for themselves or family members. But more help may be needed for people with chronic health problems. A call to TC CCAC can start the process of receiving homecare services. A new client receives a visit
from a TC CCAC care coordinator. These are health professionals trained to listen to and work with people to reach their health goals. The care coordinator will ask what’s most important to the person, their family and caregiver. Then she will include the individual’s family doctor and create a customized care plan. Next, the care coordinator gathers the team of healthcare professionals and the client to make the plan work. She maintains a relationship with the client, updates the care plan and maintains communications between the client, the primary care provider and the rest of the care team. If a client’s health takes a turn for the worse, the care coordinator can arrange for more care at home or help with identifying more appropriate care options. Unnecessary hospital stays and trips to the emergency department may be reduced.
Homecare is not just for seniors. Parents who need help caring for children with complex medical needs and adults with chronic medical challenges can also qualify for homecare support. Even those needing palliative care can be supported to die with dignity in their own homes. With a little help from their community, those with complex health needs are increasingly able to live in their communities and enjoy a high quality of life. All TC CCAC services, including care coordination, are free of charge, paid for by the Government of Ontario. This will mark the first time this technology is used in Ontario, while similar programs are running in Quebec and British Columbia. “(Suspended drivers) think the chances of getting caught are very small,” said OPP Chief Sup. Rick Barnum, commander of the Computer Technology Services Bureau. “A s o f t o d a y , t h e chances have significantly increased.” Twenty-seven new cruisers equipped with the program have been added to the existing fleet of four, with eight designated for the Greater Toronto Area. Of the 252 traffic fatalities in the province last year, 2.3 per cent involved suspended drivers, he said. “This is all about highway safety,” said Harry Alkema, OPP project manager of Communications and Technology Services Bureau, adding one officer
using ALPRP stopped six suspended drivers on the way to the announcement. The maximum penalty for driving while suspended is six months in prison and a $10,000 fine.

Don’t forget your snow clearing duties Residents are reminded that they only have 24 hours after a snowfall to clear steps, landings, walks and driveways in order to provide safe access for persons and vehicles. While the vast majority of sidewalks in the city are cleared of snow by mechanical ploughing within 36 hours if the accumulation is greater than
8 cm, on streets with continuous on-street parking and where sidewalks cannot be cleared by mechanical ploughing, residents are also required to clear ice and snow from sidewalks adjacent their property within 12 hours of a snowfall. If you are a senior or are disabled and live in an
area where sidewalk snow clearing is not automatically done, you can obtain information on how to register by calling 416392-7768. For assistance with private property snow clearing, seniors and the disabled can contact 311 Toronto to obtain a list of organizations that provide these services. A nominal fee may apply.

BIXI gets $5-million cash infusion Toronto’s BIXI bike sharing service is getting a badly needed cash infusion – and soon a new name. Denzil-Minnan Wong, chair of the City of Toronto’s public works and infrastructure committee, announced earlier this month that BIXI will receive $5 million from the city’s street furniture provider Astral Media, which has agreed to re-allocate the funds from its existing contract with the city. In addition, control of BIXI’s operations will be transferred from Montreal-based company PBSC to
the city-owned Toronto Parking Authority as of the spring. Minnan-Wong also announced the bike share service will receive a new name as part of a future corporate sponsorship deal. Such agreements are already in place for bike shares in New York City and London, UK. The money earmarked for the installation of 11 automated toilets across the city will now go toward BIXI’s bottom line, a sign of Astral’s desire to help the bike share, said company spokesperson Luc Beaulieu.
