St. Paul’s MPP Eric Hoskins takes on new cabinet post St. Paul’s MPP Eric Hoskins has been traded from one cabinet post to another.

The former minister of children and youth services has been named minister of economic development, trade and employment following newly elected Premier Kathleen Wynne’s swearing-in ceremony Monday.

Hoskins was first elected to the St. Paul’s riding in 2009 in a byelection and appointed minister of citizenship and immigration in January 2010, and later minister of children and youth services in October 2011. He resigned in November to run as a candidate in the Liberal Party leadership election.

Hoskins has been recognized for his humanitarian work and public service. In 2008, he was invested as an Officer of the Order of Canada.

Wynne, who has taken over Ontario’s top job from Dalton McGuinty, who held the position for nine years, said she expanded the cabinet from 23 to 27 positions because of the amount of work needing to be done.

Hoskins was not available for comment by deadline.

The portraits of jazz greats Ella Fitzgerald and Duke Ellington

done by Weston artist Courlandt Swartz will soon be on display for all of New York City to see.

Swartz presented Wynton Marsalis, Lincoln Centre’s coordinator, who is also a jazz musi-

cian, with the portraits at Massey Hall Wednesday, Jan. 30.

“We’ve been trying for a few months to get a hold of his manager,” said Swartz.

A few days before Marsalis’s

performance, his manager arranged for Swartz, 19, to meet with him backstage after his performance where Swartz presented the portraits to him.

“He loved it, he was wonder-

ful and very approachable,” said Swartz.

Blind hockey tourney this weekend Have your say on Eglinton’s design The Mattamy Athletic Centre will host the first Courage Canada National Blind Hockey Tournament this weekend.

Hockey players from across Canada who are either blind or visually impaired will gather to play in the tournament, set to run Feb. 15 to 17.

We s t o n n a t i v e Ma r k DeMontis, who inline skated from Halifax to Toronto in 2011 (he completed a western trek from Weston to Vancouver in 2009) and is the president and

founder of Courage Canada, will be in attendance along with former Toronto Maple Leaf Ron Ellis. DeMontis founded Courage Canada in 2008 after he was diagnosed with Leber’s optic neuropathy, which left him legally blind.

The tournament will be in round robin format and begins at 2 p.m. Friday and at 1 p.m. Saturday and Sunday. Admission by donation is accepted at the athletic centre in support of Courage

“This money will help offset the costs of transporta-

tion and some of the money spent on education upgrades for youth,” St. John said.

The funding will allow the program to train an additional 15 new Hammer Heads to the free 14-week program. It also provides all textbooks, tools and safety equipment required free of charge.

Both Ward 11 Councilor Frances Nunziata and MPP Laura Albanese were present for the announcement and couldn’t be happier for the York South-Weston youth who will get the opportunity to participate in the program.

“It’s a good step forward,” said Albanese. “And it’ll make a difference for our youth.”

To be able to join the construction workforce, certain high school courses are a minimum requirement, according to St. John. Those

courses include Grade 12 English and math credits, and for electricians a Grade 12 physics course.

Part of the educational upgrade is to help those who are lacking these credits and allow them to receive their General Education Development certificate.

The pre-apprenticeship aspect provides youth in high-priority neighborhoods with the skills needed to move toward full apprenticeship career opportunities.

“A lot of these youth come from Toronto Community Housing or are on Ontario Works,” said St. John.

“Once they go through our program we link them to a career, not a temporary job. And we’ve made a huge impact already.”

According to Swartz, Ellington had quite the influence on Marsalis, who holds a festival every year at the Lincoln Centre in celebration of Ellington.

The portraits took Swartz about a month to complete, in between attending second-year classes at the Ontario College of Art and Design and completing exams and projects. The two paintings are a part of a series Swartz is working on involving portraits of famous musicians who have influenced the jazz world.

Swartz is no stranger to jazz music. It has been a part of his childhood as well as his artistic routine.

“I listen to a lot of music while I paint,” said Swartz. “I love jazz, jazz classical. Artists like Louie Armstrong and Ella Fitzgerald. I grew up listening to her.”

Courtlandt also grew up surrounded by talented artists. His father is James C. Courtlandt is an artist and photographer and his grandmother was also into painting. She was her grandson’s teacher growing up, giving him the reassurance he needed.

“She felt I was good, I know she wouldn’t con-

tinue teaching if she didn’t think I was,” said Swartz.

“I remember she said to me: Most kids can’t draw a straight line.”

Swartz’s talent began to shine as early as second grade when his classmates began to notice his artistic

ability and he became known as “the artist.”

“I think that’s when I started to think I was good at art,” said Swartz.

For now, he will continue to focus on finishing up his drawing and painting courses at OCAD, but

once that’s completed in the spring he’s thinking of taking a little road trip.

“I hope to take a trip to New York to see it,” said Swartz, referring to his artwork on display at the Lincoln Centre. “I can’t wait.”

City’s needs must be taken seriously at Queen’s Park

W

ith the swearing-in of Premier Kathleen Wynne earlier this week and the naming of her new cabinet, Torontonians are right to expect the stars are well-aligned for the needs of our city to be taken seriously at the our view highest levels of Ontario’s government.

Wynne, the MPP for Don Valley West since 2003 and before that a Toronto District School Board trustee, is the first Ontario premier from Toronto since the NDP’s Bob Rae in 1990. Local residents may remember it was Rae’s government that proposed subway lines for both Eglinton and Sheppard avenues – a plan killed by the Progressive Conservative government of Mike Harris, which was elected in 1995.

Maybe this time things will be different.

Wynne’s cabinet is a large one with 27 members, five more than there were when Dalton McGuinty prorogued the provincial legislature in October of last year. And the representation from Toronto is significant with nine of its members representing Toronto ridings. Adding in another five from the surrounding 905 municipalities, that’s a strong voice at the cabinet table for the Greater Toronto Area.

Wynne, who served as both an education and transportation minister in McGuinty’s governments, has first-hand knowledge of both those files and we can expect her to make both of them priorities.

While the education issue is province-wide, transit is at the top of Toronto’s list. Wynne has recognized that by naming Toronto Centre MPP Glen Murray as minister of both transportation and infrastructure. They understand intimately just how important Toronto’s transit is to the GTA and to the economic health and success of the province, and we’re expecting results.

And those results start with funding.

Metrolinx must present a report to the premier later this year on how to pay for the $50-billion Big Move transit improvements planned for the Greater Toronto and Hamilton Area.

Metrolinx is holding consultations with residents as is the City of Toronto’s Feeling Congested meetings, the last of which took place last night (Wednesday, Feb. 13) at Metro Hall. At the Metrolinx meeting in North York recently, attendees said they wanted construction started and were willing to pay more if that’s what it took. To the editor: So having a casino in Toronto would generate $400 million in revenues annually. Really?

Generate from what: thin air?

In reality, those $400 million would be funds that consumers would spend or save otherwise.

Capturing them with a casino would likely diminish vital revenues of other economic agents that depend on these to sustain their businesses.

If these $400 million were to be redistributed to taxpayers, for example under the form of a tax rebate, it may not matter much.

But it does not seem to be on the table.

Looks like just another tax grab to me.

his just in from Environment Toronto: the exclusive forecast for Family Day. Mom will be mostly sunny throughout the morning and afternoon despite three days of intense cooking activity leading up to the annual fest and the gloomy extended outlook of massive post-party clean-up on the horizon.

Dad will be a sweltering, hot air mass prone to regular outbursts of, “Honey, where did you put my socks?” “Sweetie, do you know where my shirt is?”

“Darling, where the heck are my pants?”

And Grandma and Grandpa will be subject to intermittent visibility on the laptop or tablet live from Miami due to the di rigueur interruptions on Skype.

And there will be a strong advisory of heavy gusts coming from a panting Rover who will also be drooling over everybody’s feet as he circulates around the room like a cyclone in the desperate search for crumbs from fallen Rice Krispies Squares.

A slight disturbance emanating from both the north and the south is expected during the early afternoon as next-door neighbours Donna and Janet race over to borrow some butter or sugar for their family get-

togethers.

And a severe warning will follow when their hubbies, Bert and Max, respectively, come blustering in right behind in a mad dash to hijack the sports section from the daily newspaper and then see if they can outmaneuver Rover for some of those yummy crumbs.

Meanwhile, as usual, the relative – ahem – humility index will be zero. Looking at that radar screen we see a very icy reception for Aunt Wilma from Aunt Louise – and vice versa. No chances of a thaw between them any time soon.

And a volcano, which has been rumbling beneath the surface since the early ’90s whenever cousins Victor and Arnold are in the same room, will finally erupt.

There will be a warm front for those lucky enough to be seated next to the fireplace. There will be a cold front for those unlucky

enough to be in the basement next to the broken furnace.

And there will be a stationary front directly across from the big-screen TV during the airing of The Young and the Restless.

There will be constant flurry to the upstairs and downstairs bathrooms to check out the party soaps.

And finally, a depression will set in at the end of the evening after the quadruple chocolate fudge swirl supreme explosion ice cream has been inhaled and all that is left on the dessert tray is the diet, low-fat, skim, plain soy yogurt left over from last Family Day. Humber Seniors Creativity and Social Group gears up for craft season HILARY CATON hcaton@insidetoronto.com Calling all crafty seniors: Humber Community Seniors’ Services is hosting a series of art sessions starting next Thursday (Feb. 21), for those looking to tap into their inner Martha Stewart.

“L a s t ye a r we d i d a few (crafts),” said Cecilia Sarmiento, the volunteer services and community programs co-ordinator. “Collages, painting and at the end they made Christmas cards.”

The first session will decide the list of crafts the group will be working on over a period of seven sessions ending April 4.

Each session is two hours long and starts at 3 p.m. at 1167 Weston Rd. “They will decide what to do and when to finish, everybody works at their own pace,” said Sarmiento.

The group often has a mix of seniors who participate in the crafts. People from different nationalities interact with each other and there’s a

But Sarmiento admitted that can make deciding on craft projects a little tricky.

“We have to involve the men, too,” said Sarmiento.

This meant that last year they had to nix the knitting activity idea because the men weren’t interested, she said.

all was painting, taught by Kathleen Burke, who is looking to teaching the seniors different painting techniques as she did last year.

“She wants to bring it up and see if they’d want to do that,” said Sarmiento. “They really enjoyed it.”

If not term limits, then what for council?

n Monday, Willowdale Councillor John Filion gave up what for him had been something of a calling – the chairmanship of the Toronto Board of Health. Save for three years, he’s been the face of public health since amalgamation.

And there’s no reason he shouldn’t; aside from a notable gaffe involving food carts, he’s done a pretty good job. And it’s not against the rules.

But what if it were? And what if it were against the rules for Filion to even be on council as long as he has?

Both are questions that have come up recently around city hall – not about Filion in particular, but about councillors in general.

Should councillors be able to sit on boards and committees, term after term after term? Should councillors be allowed to sit on council for as long as they can get elected?

Toronto’s Executive Committee voted to look into the former, and two first-term councillors are

ligent debate on important issues.

Wiping the slate clean of those old feuds by removing all those old politicians would undeniably be effective. As with many effective plans, it would also be a little anti-democratic.

But democracy in municipal politics has always been an imperfect thing – and Toronto Council has turned into a very exclusive club.

There are advantages to that exclusivity. Over the years, career councillors have become formidably skilled in seeing through policies and projects that make the city better.

But council needs to have a long talk about how to both open the doors a bit wider to membership, and raise the level of debate beyond that of a grudge match. If the solution is not term limits – all right. But if not that, then what? n David Nickle is The Guardian’s City Hall reporter.

RAHUL GUPTA rgupta@insidetoronto.com A three-month pilot program to add designated silent areas to some GO trains could soon be expanded system-wide, said a spokesperson for the regional transit service last week.

Mary Proc said she’s confident passengers will quickly take to the new Quiet Zones which went into effect on the upper level of most train cars running along the Barrie rail corridor on a trial basis beginning Monday.

In the specifically marked areas, all riders will be required to refrain from noisy conversations and to mute electronic devices.

Although individuals will be asked to police their fellow riders’ behaviour – without the assistance of GO employees – Proc said similar initiatives in American transit systems have enjoyed success when passengers enforced the rules.

“I don’t think this is going to lead to any kind of confrontation,” said Proc, vice-president of customer service for GO. She compared the quiet zone experience to that of a library where patrons understand noise should be at minimal levels at all times. “Once there are expectations about libraries being a quiet place people don’t tend to open their cellphones and have a 30 minute conversation,” said Proc.

She said the decision to add the zones came from overwhelming customer feedback via a survey of GO riders: 74 per cent of the respondents listed noise as a chief complaint.

GO will listen to customer feedback in determining whether it expands a pilot program adding silent areas to its train service, and a decision to expand them system-wide could be made as early as this spring, said Proc.

While she welcomed GO’s

intention to improve its quality of service, frequent commuter Cindy Smith isn’t so sure the Quite Zones will turn out a success.

Smith, who chronicles in comedic fashion rude and insensitive behaviour of GO customers on her popular blog Ride This Crazy Train (www. thiscrazytrain.com) said the unique nature of most GO train trips - which with the exception of the Lakeshore East and West lines take place during the morning and afternoon rush hour periods - mean not many people will risk a confrontation another passenger whom they’re likely to share the same train ride with in the future.

“You’re seeing the same people over and over again,” said Smith ”People are not comfortable in the spotlight and they don’t try to make a scene.”
