The Weston Hub is expected to open in 2018 at King Street near Weston Road, built in conjunction with a new residential tower. Non-profit Artscape, which has been selected to operate

the new cultural space, has sent out an open call seeking expressions of interest from individual artists, arts groups and not-for-profit arts, cultural and community organizations. Province slashes fares to resuscitate UP Express RAHUL GUPTA rgupta@insidetoronto.com Ontario’s Transportation Minister preached patience on growing the Union Pearson’s moribund ridership while expressing confidence numbers will climb as a result of a fare cut. Steven Del Duca confirmed fares for UP will be dropping significantly, to 50 per cent less for travel on the four-stop rail service between Union Station and Toronto Pearson Airport. For residents living along the

rail corridor, the fare cuts mirror local GO service, with a price slash of nearly $7 for a onestop trip between Bloor and Union. The fare change takes effect Wednesday, March 9, right before the March Break holiday. Here’s hoping for an early spring I’m no groundhog and I don’t play one on television either. What can I say? I just look a little scruffier than usual at the moment. I haven’t shaved in a few days, is all. The reason I bring up the groundhog reference is that I’m well aware nobody cares if a columnist weighs in with a prediction for an early spring, let alone three weeks late. Seasonal prognostications are their department, not mine. But, for what it’s worth, I’m definitely rooting for an early spring. Big time. People who know me will be shocked to hear me say that, given how much I love winter. I plead guilty with an explanation. It’s not sub-zero temperatures that make me yearn for an end to the season. It’s the weather reports on such days that do. You see, when it’s cold outside we don’t get a single number anymore. We need two apparently. The first one is the temperature; the second one refers to what said temperature actually – drum roll, please – “feels like.”

Therefore both the number and the “feels like” description accompanying it are emphasized in theatrical fashion as if they were being delivered by a Shakespearian actor. The only thing missing is the iambic pentameter. Anyhow, I have to ask: Do we need really two temperatures? With all the melodramatics thrown in, too? You never hear people talking about both numbers. All you hear anybody say is that it’s really, really freezing and they hope it ends soon. That’s it. Yet, it’s become a huge production and with TVs blaring just about everywhere you go and weather reports front and centre much of the time you can’t get this “fees like” declaration out of your head. In fact, it was still ringing in my ears when I accidentally

I was tossing and turning and when the financial specialist came on I nearly lost it. He said that the loonie was 72 cents, but if you’re going grocery shopping and planning on buying fruit it’ll feel like 52 cents. If you’re entertaining any thought of getting a cauliflower, it’ll feel like 32 cents. Now who can’t relate to that?

Electronic machines boost bingo business, but increase risk of problem gambling MIKE ADLER madler@Insidetoronto.com Sharing a block with a provincial courthouse, Scarborough’s Dolphin Gaming dropped bingo from its name last year and installed play-ondemand and TapTix machines. Dolphin is an expanding family business and, like Delta Bingo in Weston, it’s found a way to stay open and keep dozens of local charities running. But are these renovated “charitable gaming halls,” still running paper-based bingo alongside electronic games, casinos that people in Toronto never agreed to? “The bingo hasn’t changed at all,” Paul Nitsopoulos, Dolphin’s owner since 1997, said in his Eglinton Avenue East hall on a morning last week. But since the other changes last spring his staff, including a brother, sister and nephew, increased to more than 60, and the charities made $1 million, or pretty close to it, Nitsopoulos said. Charity volunteers, standing around in white T-shirts, don’t have to handle the money anymore, he added. “My charities are a thousand times happier.” Among the 700 seats at Dolphin are more than 300 terminals, some of them for electronic bingo, and some for play-on-demand (POD). By the Eglinton entrance, in part of a former restaurant space Nitsopoulos’s father once owned, are banks of TapTix machines, which look like slots. These upgrades are part of what Ontario Lottery and Gaming (OLG) calls the Charitable Gaming Revitalization Program. “The whole purpose was to reinvigorate the industry and attract a new demographic,” said Ryan Bissonnette, an OLG spokesperson. “We’re trying to get away from the stigma of bingo being Mom, Pa, the smoke-filled room.” When Nitsopoulos opened Dolphin Bingo, Toronto had 22 bingo halls; now it has six. OLG, which in 2013 lost its campaign at Toronto City Council for a

downtown casino, invited bingo hall owners, as partners, to approach the city and apply for conversion to charitable gaming halls. Only Dolphin and Delta, on St. Clair Avenue at Old Weston Road, were interested. “Nobody else came up to the plate,” recalled Nitsopoulos. OLG and Nitsopoulos maintain TapTix are just ticket-scanners, no different than the pull-tab Nevada tickets bingo customers already know, but find less appealing these days. “It’s a completely different mechanism of operation” than a slot machine uses, said Bissonnette. “It’s really just pre-determined.” Dr. Nigel Turner of the Centre for Addiction and Mental Health, however, argued recently TapTix “are basically slot machines” even if they don’t use random number generators as slots do. Generating random numbers on a card reader, Turner said, gets around provincial rules in a “sneaky” way, but TapTix – being more limited in their games and rewards – are “far less fun” than the video lottery

Still, Turner said TapTix could be “the thin edge of the wedge” and it wouldn’t surprise him if OLG tried to introduce other slots to charitable gaming halls. no plan for slots Bissonnette said OLG has no plans to put slots or table games into such places. Standing in a corner at Dolphin was an OLG responsible gambling “resource centre,” a rack of pamphlets and an interactive station. A study by Kevin Harrigan of the University of Waterloo’s Gambling Research Lab says Ontario’s modernized bingo halls “should be carefully monitored as a potential source of increased problem gambling.” Published last year, it found POD games such as Electronic Shutterboard or Electronic Scratch Ticket were particularly worrisome because they “have features similar to multiline slots games” and can be played at a much faster rate than paper bingo.

Putting POD games, TapTix and bingo together – as Delta and Dolphin have done – is “potentially far more dangerous to players than the general public might realize,” the study concludes. Members of the sought-after millennial generation weren’t visible in Dolphin’s morning crowd, but Nitsopoulos said they’re more common during evenings, and tend to try the PODs or TapTix before joining bingo sessions. Writing for GamingPost.ca last month, blogger Susan Clark, wrote millennials like electronic bingo because it’s faster. It saddens her, she said, that younger people are playing far more cards than traditional bingo players, giving them a greater chance to win each game and relieving them of the effort of daubing paper cards. “The only thing they will need to co-ordinate is the lifting of espresso glass to mouth,” Clark added. “As the number of patrons playing bingo the archaic way diminishes, erstwhile bingo centres will begin to resemble land-based casinos on the cheap.”

Tory’s L.A. trip will boost Toronto’s film and TV industry

onsidering that film and television production work is worth $1-billion a year to Toronto, we think it’s a good idea Mayor John Tory is heading out to Los Angeles for a business mission in support of the industry. The mayor of one of the world’s largest centres for film, television and digital media production should be making annual visits to help promote and protect what is an important business to our city. And he goes at an especially good time as the value of the Canadian dollar relative to the U.S. dollar makes shooting movies and television shows in Toronto even more attractive for American production companies. “Toronto’s film and television sector is a growing source of jobs and economic growth,” said Tory in a city press release. Along with the dollars the industry pumps into Toronto’s economy, it’s also helping grow an valuable source of local our view extremely talent, which benefits our city on so many levels. Being a centre of Trip helps film and television production makes Toronto a cultural hub promote T.O.’s also in Canada for those industries. It builds a strong community of not economy only people in the creative arts, but also in the many technical sides of the industry from high-tech digital imaging, to sound systems, to set building, special effects, catering, transportation, hotels and more. It’s an industry that also builds Toronto a profile beyond the film industry as it also helps increase tourism. While in Los Angeles, Tory has meetings planned with 11 major studios including CBS, Paramount, Warner and Sony. According to the city, those studios alone have more than $800-million worth of projects planned for Toronto in 2016 alone. Tory is not going by himself on this trip either, as he is bringing a delegation of both film and tourism professionals from the city with him. They represent Canadian companies and the local hospitality industry, and are making the trip with the mayor on their own dime. There are nine partners as part of the mayor’s delegation and they are paying $5,000 each to sponsor An Evening With Canada’s Stars that will showcase Canadian excellence in the industry as part of the visit. Tory will also meet with Los Angeles Mayor Eric Garcetti. While some may see this as a nice excuse for the mayor to get out to California at the end of February, we view it as an important part of the job, promoting local industry and looking after the economic health of Toronto.

‘Crazy’ gondola scheme might be stretching it If you’re going to pitch a crazy transit scheme like gondolas across the Don Valley to service a fancy artisanal market, probably it’s best to make sure that nobody’s planning an extravagant mea-culpa about their crazy transit scheme within the same week. Such is the unhappy circumstance that the entrepreneurial gondola-iers at Bullwheel International Cable Car Corp., who pitched their plan to stretch cable across the Don Valley just days before Metrolinx moved to slash prices on the Union-Pearson Express train to boost its gossamerthin ridership. The train was at one time touted as a major economic development boost, providing a quick link between Union Station and Pearson airport. The investment – $465 million – was deemed worthwhile, even as the private sector consortium initially interested in the project lost interest, and in

david nickle the city 2010 Metrolinx took the whole thing over. The private sector clearly knew something that the public sector leadership didn’t, because the rail line opened up with tepid ridership. It wasn’t hard to see why. With few stations, and those that existed difficult to access, the only way that the 25-minute airport ride could be a convenience would be for those travellers who were staying or holding meetings within a short walk of Union Station. And with the price point of $27 one way, really only executives with an expense account would have any reason to ride it. But for that class of traveller, an airport limo ride with door-to-terminal service would only cost a few dollars more. What a terrible idea that

airport express train was. What a terrible, seductive idea. It was so seductive, of course, because it played to that aspirational myth that is so damaging to Toronto’s more necessary priorities: namely, that we need to dress ourselves up in the manner of much larger cities in Europe and America in order to remain competitive. So if there are trains from Stockholm’s downtown to its airport, and an express train between Victoria Station and Gatwick Airport in London, what fun it would be for us to be like that too. So many of our major transit initiatives have sprung from that ethos. In the 1990s, then North York mayor Mel Lastman fought tooth and nail to make sure there was money for the Sheppard subway, because he knew that building it would validate the Yonge-Sheppard hub that was to be his old city’s

downtown. Scarborough is getting an absurd, one-stop subway extension to the Scarborough Town Centre, because residents there have been convinced that a subway is the path to civic legitimacy. The gondolas as described sound like a lot of fun – soaring over the leafy glories of the Don Valley, carrying passengers from the million-dollar-homes of prime Riverdale to the boutiques and paths of the Evergreen Brick Works in the Don Valley and back. It sounds almost enough fun to subsidize with tax dollars when the logistics prove too costly and the revenues too slim for the private sector. The worst that can happen is you might have to cut your fares.

The City of Toronto and the TTC, together with Metrolinx and GO Transit, are working to bring more transit to communities across the city with connections throughout the Greater Toronto and Hamilton Area. During February and March, meetings will be taking place across the city so that residents can learn more about integrated transit planning and provide feedback on key projects and studies underway, including: • SmartTrack: Integrating SmartTrack and GO Regional Express Rail to improve transit across Toronto. • Relief Line: Preferred corridor and next steps to select the preferred alignment and stations. • Scarborough Subway Extension: Plans for Scarborough Subway Extension and optimized transit in Scarborough. • Electrified GO Network: Electrification of Metrolinx-owned rail corridors will enable more frequent and faster train service. • New Stations on the GO Rail Network: Today, 64 GO train stations serve thousands of customers and six more are under way. • Integrated Transit Fares: Making crossing municipal boundaries and switching between transit systems simple and hassle-free. • Regional Transportation Plan Review: Metrolinx is launching the formal review process for the Regional Transportation Plan, which guides the work being done to transform the transportation network in the GTHA. All are welcome to provide input >>>from page 1 Pru Robey. “We need to end up with a clear idea of what the physical hub space is going to look like and we need to build our case for support.” Artscape has done plenty of outreach already in Weston, and after hearing from nearby residents what they would like to see in the new hub, it’s seeking input from the wider arts community in Toronto to learn what individuals and groups could provide in the space. “We want to learn from arts organizations in Weston and Toronto, local community organizations, individual artists, local groups, what kind of physical spaces and resources they need and what would they be doing in that space,” Robey said. “This is also about adding to the magic. What are some of the other incredible ideas that no one thought of?” Artscape said it wants to hear expressions of interest from potential program pro-

viders and tenants. Program providers would include individual artists, arts groups or not-for-profit arts, cultural or community organizations offering their own regular or occasional programs in the facility, but would not operate fulltime from the building as a tenant. Tenants would be arts, cultural or community organizations who will be leaseholders of space within the building, operating full-time from the building and also offering regular programs. Tenants must be registered not-forprofit or charitable organizations. This open call does not include the future live/work spaces at the hub. That will be addressed separately in the future, Artscape said. This new community cultural hub is expected to feature about 8,200 squarefeet of indoor programming space and 12,400 square-feet of outdoor programming space, providing a platform for arts programming that is

accessible to the entire community. An expression of interest is not an application for space in the hub, but it allows organizations to get involved in its planning. “We just absolutely and genuinely welcome the thoughts and contributions of anyone who feels like they have something to bring to the realization of that space,” Robey said. The Artscape Weston Hub Steering Committee will review the expressions of interest, which will help update a vision for the cultural hub and determine possible programming and how to configure the physical space. This information will then be shared with the community at a town hall meeting likely sometime this summer. The deadline to submit an expression of interest is Friday, March 18.

Mayor wants photo radar enforcement Mayor John Tory has requested the province allow the city to make use of photo radar for traffic enforcement. The primary motive for the mayor’s request, it would seem, is to save money on ballooning policing costs. Having cameras installed at traffic lights and elsewhere would prevent the need for expensive uniformed officers. It would also help to boost enforcement levels in precarious traffic areas like school zones. There will be those who say the move is nothing but a cash grab. Of course it is – and a welcome one if it improves traffic enforcement in the city. DANFORTH GARAGE DECISION ON TRACK The TTC will likely decide what to do with the old Danforth Garage later this year. The building dates back to 1915 when it was used as a streetcar garage, and then more recently housed buses. Currently, the five-acre site is used primarily for office and storage space. TO APPEAR FIRST AT MAIN STATION wPRESTO

Main will be the first subway station to receive fare gates accessed by Presto. The transit commission announced last year it would begin installation of the gates in 2016, which slide open when a Presto card is tapped. It’s part of the TTC’s work to migrate fare payment to Presto, which is expected to be completed by 2017. At that point, older fare methods

like tokens and Metropasses will have been phased out in favour of Presto. Expect to see the fare gate at Main station in early March. metrolinx to lower up express fares In what might be the least surprising transit news of the year, fares for the Union Pearson (UP) Express are going down by a significant amount. The new fares, beginning March 9, for an adult, oneway ticket are as follows: With a Presto card, Union to Pearson costs $9; Union to Weston is $5.02; and Union to Bloor costs $4.71. Without Presto, Union to Pearson costs $12; Union to Weston costs $5.65; and Union to Blooris $5.30. The writing was on the wall for UP when Metrolinx, which operates the service, announced in February disappointing ridership numbers.

Caledonia GO Station The Project

Metrolinx, an agency of the Province of Ontario, has completed an Environmental Project Report (EPR) in accordance with Ontario Regulation 231/08 for the Caledonia GO Station. The new GO Station will be located on the Barrie rail corridor in the City of Toronto and will be integrated with the future Eglinton Crosstown Light Rail Transit (ECLRT) Station at Eglinton Avenue West and Croham Road (west of Caledonia Road), adding regional connectivity to the ECLRT and the Toronto Transit Commission bus network.
