Social Planning Toronto seeks input for city’s future priorities Social Planning Toronto (SPT) is set to host a series of four community meetings this month to discuss its future direction and priorities. “We all know that social planning is important to the future of the city and the wellbeing of its residents. We also know that the city is changing,” organizers from SPT said in a statement. The organization’s mission includes a commitment to “building a civic society in which diversity, equity, social and economic justice, interdependence and active civic participation are central to all aspects of life.” “What does this mean for SPT? What do we want to change? What impact do we want to have? What should we focus on in the next five years?

How should we do our work?” the organization asked. Residents from all across Toronto are invited to attend one of the following four meetings SPT is holding to solicit local thoughts and ideas about its planning process for the next five years. The meetings will be at:

York residents ‘a bit impatient’ as construction continues on the $30-million rec centre

taking shape ANDREW PALAMARCHUK apalamarchuk@insidetoronto.com Construction activity will soon be replaced with recreation activity at Black Creek Drive and Eglinton Avenue. That’s where the York Community Centre is taking shape. The $30-million, 6,500-squaremetre facility is set to open this June. The project, which was plagued by delays, has been in the making for more than two decades. “That community centre has been in the books to be built prior to amalgamation,” York South-Weston Councillor Frances Nunziata said. “It was a really long, long process.” The site that was chosen was originally owned by the province, and it took years for the city to acquire the vacant land. The official ground breaking was held in December 2012, with completion expected in the fall of 2014. However, that schedule was revised because of challenging soil conditions coupled with delays due to material delivery. “It’s the biggest community centre that the city has built in a long time,” Nunziata said. It will also be the very first community centre in the former City of York. “All the parks and recreation programming that we have been doing in the (former) City of York have been through the schools,” Nunziata said. “That was one of the biggest complaints we always received, that there was no centre for recreation.” When the centre opens, residents will have a one-stop shop for recreation programs.

And because the facility is designated a priority centre, all cityrun programs there will be free of charge. The centre will feature a double gymnasium, a running/walking track, a six-lane 25-metre indoor training pool, an indoor leisure pool, two multi-purpose rooms and weight, aerobic and dance rooms. There will also be 126 seats in the aquatics centre. “We wanted to have it built so that it could accommodate seating if there were swim meets being held from the swim clubs,” Nunziata

said. The centre will also provide much-needed space for community groups, said Judith Hayes of the Mount Dennis Community Association. “Community groups are making inquiries about whether they can book meeting rooms,” she said. Hayes was a member of the community consultation group that was formed in 2007 to make recommendations for the project. “Initially they were asking what are the needs of the area,” she recalled. “We also went and looked

at various other community centres throughout Toronto and right out as far as Oshawa.” Hayes pushed for the running/ walking track to be in the facility. “We don’t have an indoor mall to go to where seniors could go to walk in the winter,” she said, adding the closest mall to York is Yorkdale near Dufferin Street and Hwy. 401. Hayes hopes the centre will improve the image of York and attract people to the area. But she noted area residents are growing “a bit impatient” given the delays.

“We would’ve liked to have it operating a couple of years ago,” she said of the facility. Ward 12 Councillor Frank Di Giorgio said the centre will be “heavily-utilized.” “My biggest concern is trying to be able to cater to all of the competing demands,” he said. “There are a lot of groups that will want to permit the space, and we’re going to have more demand than we can service.”

oronto residents can have their say on making our city a better place by taking part in a series of public consultations over the next week. Social Planning Toronto will be hosting four community meetings to talk about its future direction and what its priorities should be over the next five years. The first meeting is tonight in Etobicoke, followed by others downtown, in York and in Scarborough. In its mission statement, Social Planning Toronto says it is committed to “building a civic society in which diversity, equity, social and economic justice, interdependence and active civic participation are central to all aspects of life.” Now there’s something all our view Torontonians can get behind. After all, this is the city we Attend a have chosen to call home, raise families and live our lives meeting, have our in. voice heard What could be more important than contributing to a healthy future for Toronto? One of the areas Social Planning Toronto would most like to hear from residents is on dealing with change. That seems to be a constant in everyone’s lives these days, and it’s no different for a city. What do we need to do and know about our city’s changing demographics, be they cultural or financial; proposed residential and business developments and the impacts they will have on existing neighbourhoods; differing health-care needs and the challenges in serving what is in many parts of the city an aging population; the need for green spaces and recreational opportunities; and, our clogged roads and numerous transit plans? These all affect life in the city, and our voices need to be heard on these issues. Taking the opportunity to be an engaged citizen, rather than just a complaining resident, is crucial to our city’s future. We encourage residents to attend one of the Social Planning Toronto meetings over the next week. Budget balancing continues along in haphazard way If all goes through as planned, it looks as though Mayor John Tory will have passed two out of two unsustainable annual city budgets by February. In 2015, you may recall, Toronto’s budget committee found itself in a panic over the end to pooling grants from the province, that had helped Toronto deal with the cost of social housing that is much higher here than in other GTA municipalities. City officials thrashed about trying to find a way to fill the $86-million hole and eventually approved a complex plan to loan itself money from its capital reserves — a move that might, absent another robust year of land transfer tax-collection, have squeezed the city for years to come. As it was, surpluses and reserves helped minimize the debt that Toronto will eventually have to repay to itself. That was a lucky break. And maybe there will be another lucky break, after Toronto Council gets through

david nickle the city with this year’s budget. This time, there’s no unexpected trouble that’s shown up to mess up a perfectly balanced budget. Rather, the city administration has made it clear that Mayor Tory and Toronto Council have created pressures that a simple balance-sheet budgeting exercise can’t resolve. To whit: an inflationary property tax increase as Mayor Tory has insisted on can’t deal with either the growing cost of simply standing still, or the many enhancements and improvements that council and the mayor approved and announced this year. Politicians, the city manager said, would have to come up with solutions. So this past Monday, budget chief Gary Crawford brought forward a solution. It involves an old-fashioned raid on reserves, recalibrating

various revenue projections to more optimistic numbers, and demands on big-ticket agencies like the Toronto Transit Commission and the Toronto Police Service to simply do more with less. It is not exactly what happened in 2015, but it is in the spirit of it. Toronto will dig into its rainy-day reserves and ask for an arbitrarily large amount of economizing from its management staff, and keep the city lurching along for another year. It’s easy to shrug when you look at this, because so many Toronto budgets have been balanced in exactly this haphazard way — hoping that a booming economy will keep the land transfer tax revenue high, dipping into savings, stretching staffing resources— and things always seem to have turned out OK. Roads are more or less fixed, programs in one form or another are delivered, and life in Toronto’s many neighbourhoods goes on.

So why not simply continue along this route? When erosion is this slow in its effect, is it erosion at all? The short answer is yes. The long answer is that with the declining dollar and sluggish economy, at some point the land transfer tax — which has above all else kept the city afloat — is going to plateau and decline along with real estate sales. If Toronto isn’t prepared for that with a reasonable attitude toward taxes and revenues, that erosion will quickly turn into a collapse. That may happen by Mayor Tory’s third budget given the indicators. And that will mean that this one will be the last time that councillors can avoid making the difficult choices they should have made long ago. When that time comes, they’d better have a plan B.

Hospital parking costs to drop this year The cost for visitor parking at hospitals during extended stays will decrease in 2016, the Ontario government pledged this week. The move, announced by Ontario Minister of Health Eric Hoskins, will require hospitals which charge more than $10 a day for parking to offer passes 50 per cent less than the regular rate for stays of five, 10 and 30 days. The passes can be transferred between patients and caregivers, allow for unlimited in-and-out privileges and remain valid for one year. In addition, parking rates will freeze for three years, and after that can only increase at the rate of inflation. TTC needs another $400M to finish Line 1 subway extension RAHUL GUPTA rgupta@insidetoronto.com The TTC needs an additional $400 million to finish the Toronto York Spadina Subway Extension (TYSSE). The money, 60 per cent, or $240 million of which needs to come from the City of Toronto, won’t account for extra construction work for the northern extension of the Spadina line, which isn’t projected to open until late 2017 at the earliest. Instead, said TTC CEO Andy Byford, it’s for settling outstanding legal claims made against the project, which now has a budget of $3.2 billion. “That amount of money needs to be put aside for known claims that we know have merit and do need to be funded, and also potential exposure to claims,” said Byford last Friday following a media tour of the York

University station site currently under construction. “As with any major project, (TYSSE) has received a number of claims from contractors, and we think there are a number to come.” Byford will present his funding request to the TTC board at a meeting planned for next week, the second request for additional fund-

In March of 2015, Byford was able to convince the board, and later Toronto Council, to approve adding an additional $150 million to TYSSE’s budget to pay for a third-party consultant company to manage the remaining construction work needed to complete the 8.6 kilometre extension.

10 people not to watch in 2016 By now you’ve no doubt read lots of articles about who to watch in 2016. So, in the name of equal time, I’ll provide you with a list of people you’re better off not watching. Not even for a nanosecond. 1. Those endearing souls on a packed subway at rush hour who make it a habit to take up two seats. One for their derriere, the other for their knapsack, or feet, or both, while they put on an unconvincing performance that they’re sound asleep. 2. That ever courteous bunch that barges on the elevator the moment the doors open at their floor, making it an iffy proposition that the people who were entertaining hopes of coming out, will be able to get off. 3. Speaking of elevators, the obsessed textaholics who are oblivious to the fact they’ve triggered the captivating “Please stand clear of the closing doors” announcement. While they feverishly type messages to their significant and/or insignificant others, everybody on board will be

The pathologically impatient sorts who think it’s their divine right to butt in at the front of a line at a convenience store because all they’re getting is a can of pop, when the fact is, everybody there is likely about to get the very same thing. 5. Those hardcore lottery players squeezing 50 tickets in their hands who feel it is beneath them to have to run them through the ticket checker on the counter. Instead they force the cashier to do each one. After which they order another 50. 6. Gregarious passersby in the office complex, at the mall, or on the street who blab so loudly on their cellphones that NASA can easily hear their voices all the way to Jupiter. 7. The well-mannered shoppers at the grocery express checkout line of one to eight

items who remove between 101 and 108 from their carts. 8. After which said shopper questions the price of each item, of course. 9. In line for their morning cup of coffee and breakfast, the impatient customers who grumble that the reason it’s so long is because people wait until they get to the front to figure out what they want, then, after ordering, waste more time trying to remember where they put their credit, debit, or gift cards. Of course, once they finally get to the counter, they do exactly what all those ahead of them have done. The only difference? They take twice as long. The school’s ‘Ladies’ Choir’ performed the late Canadian singer/ songwriter Oscar Peterson’s Hymn to Freedom. Eccleston briefly mentioned the time she visited King’s birth home, which is part of an historic site. “I was so inspired to walk into that house in Atlanta. What a remarkable legacy this family has left,” she said. “We’re going to keep the word of Martin Luther King Day alive today.”
