Oakwood-Vaughan mural painting set for September HILARY CATON hcaton@insidetoronto.com Diversity, nature and community history were the themes bounced around in a consultation meeting regarding Oakwood-Vaughan’s latest mural slated for painting in September. “They’re still really conceptual (the themes), but we were all really excited,” said Claudia De Simone, chair of the Oakwood Village Community Association (OVCA). “This is a really cool opportunity.” The mural will be painted on the triangular island located at the Oakwood Avenue and Vaughan Road intersection, where a bus shelter currently sits along with two concrete benches and a 16-foot metal palm tree sculpture. The 14th annual Project Water takes place Tuesday, July 9 with hundreds of volunteers again helping distribute bottles of water to the homeless in Toronto through more than 170 Tuesday frontline relief organizations. Founded by Jody Steinhauer, president of The Bargains Group, at 890 Caledonia Rd., Project Water began 14 years ago to address the issue of the

homeless dying from dehydration during the summer months. Volunteers have committed hundreds of hours since the project’s inception to secure more than 1.5 million water bottles, warehouse the product, help load the water bottles and distribute them to relief organizations and homeless shelters in the city. This year, volunteer opportunities are now limited to sponsors of the project. If your group is interested in sponsoring the project and bringing a

ata released last week from Statistics Canada confirmed what most commuters in the Greater Toronto Area already know – we have the longest commute times in the country. Our average travel time of 32.8 minutes to work (one way) is the longest in Canada’s urban regions, according to the data. That makes us more than seven minutes longer than the national average. Something else to think about while sitting on the bus, train or in your cars: our commuting time is now among the longest in North America – topped only by New York City with 34.7 minutes and Washington D.C. with 33.8 minutes, according to Statistics Canada. The data came from the National Household Survey conducted in 2011 by StatsCan. The reality, though, is that the commute is much longer for many Greater Toronto Area residents. This is not something we should be proud of. It’s a condemnation of past governments and their poor planning. our view We can’t wait much longer for better road systems, better develStatsCan opment and improved public numbers paint transit systems. The StatsCan numbers are sombre picture consistent with the Toronto Region Board of Trade’s stats on Toronto’s average two-way commute time of 66 minutes. The cost of the time we’re spending travelling is not only impacting businesses and their productivity; it’s taking a huge toll on the commuters themselves. According the TRBOT’s A Green Light To Moving the Toronto Region: Paying for Public Transportation Expansion, congestion is costing the Toronto region $6 billion in lost productivity annually. “No surprise then, that irrespective of who’s measuring, or how, the results are consistent: the Toronto Region’s problems of gridlock are amongst the worst of any major urban centre in the world and getting worse by the day; a fact the region’s weary commuters know all too well as they try to navigate through our congested roads and packed transit systems,” said TRBOT president and CEO Carol Wilding in the Green Light report. It can’t go on. Hopefully, these latest numbers from StatsCan can be used to make politicians at the federal, provincial and municipal levels understand that transportation investment is critical to the economic and social success of Canada’s largest city. Those very politicians can expect it to be a key election issue, and one on which local voters will be looking for real answers and action.

Tips on how to keep cool in this heat

an, it’s been hot lately. Couple the heat with a humidex that’s been higher than the CN Tower and even a walk in the park is no walk in the park right now. Heck, just sitting around and soaking up the rays can suck the energy right out of you. So what do you do in these oppressive conditions if you like to run outdoors, like I do? Toning it down a tad is always a good start and making sure to have plenty of scheduled pit stops along the way also helps. That’s my game plan, anyway. I’ll take you through one of my favourite Sunday morning summer jaunts. I start at the intersection of Heath Street and Spadina Avenue head south to St. Clair Avenue, turn right and make my way west. After I get the kinks out, I hit my first checkpoint, a popular

jamie wayne BUT SERIOUSLY neighbourhood dessert stop: Nothing And I Mean Nothing But Ice Cream. I love their yummy flavours. Drew Berrymore, Cocoa Chanel, Cherry Seinfeld, to name but a few. I never partake in any of them in this heat, mind you. I just open the freezer door and stand next to it and enjoy the breeze. Ahhhhhh. The initial gust feels like the corner of Portage and Main on a Winnipeg winter morning. You can’t beat it on a scorchingly hot day. Suitably refreshed, I’m ready to continue. So I head north on Dufferin Street all the way to Eglinton and then take another schedule break, checkpoint two, Yes Frills, the top-of-the-line grocery chain. I head straight to aisle 12, the frozen orange

juice section. Oh yeahhhhhh. It’s just what the cooling doctor ordered. When you’re overheated, there’s nothing like being next to a row of Sixty Second Maid Orange Concentrate Without Pulp to send shivers up and down the spine. I just lean over the counter and feel the soothing draft rising from the shelf. I hold for 15 seconds, then step back. Then I repeat. If you’re thinking of taking a stab at it on your next run, try two sets of three to start. Moving right along, I head east on Eglinton toward Bathurst Street to checkpoint three, the wellknown summer hangout, You Olde Smoothie. You don’t have to order a smoothie to feel the benefits. Just looking at the poster on the sign out front for the house specialty, the Frozen Tundra, is enough. The mouth-watering

frothy blend of artificial milk, artificial juice, artificial ice and artificial flavouring is enough to give you real goose bumps. Sufficiently energized for the home stretch I work my way down Bathurst and stop at checkpoint four for a quick spritz from the air pump at The Gas Station Nearby. It doesn’t get much better than that. Then I head back to my place for the grand finale. There’s a sprinkler on the lawn next door set up by the new kids on the block which, as it turns out, is made to order for the old kids on the block in this kind of weather, too. Notes to Self releases second hip hop album JUSTIN SKINNER jskinner@insidetoronto.com Toronto rap group Notes to Self may not have been on the scene for long, but the foursome has already managed to make waves. Consisting of Wychwood Barns area resident Roshin (Patrick Crosby), Bathurst Street and St. Clair Avenue West area resident Bronze One (Matthew Bronson) along with Swamp Donkey (Matt Crosby) and DJ Dopey (Jon Santiago), Notes to Self released their second album, Target Market [Recoil] in June. The album marks the second full-length release for the group, coming on the tails of 2009’s A Shot in the Dark. “Your first record always seems like it takes your entire life to put out – you have 20 years to make that album,” Bronze One said. “This one sat around for a while and we sort of thought of it as a free tape for fans, but when we decided to really record and release it, it came together in a short time.” Notes to Self have been working together in some form or other for years, starting out as a three-piece before DJ Dopey joined up a few years into their run. “I’m the younger brother of Swamp Donkey and he started rapping when he was 15 and I was 13,” Roshin said. “It was one of those things where you just copy your big brother. We were working with Bronze One who was a producer and a rapper and

things took off from there.” While Roshin is the youngest of the group – “there’s still a bit of a little brother vibe with me and the other guys,” he said – he is hardly an add-on to the group. “It was originally myself and Swamp who met through mutual friends and started making music, but we never took it seriously until Roshin started to get serious about it.

He was such a young talent, he made Swamp and I want to take it more seriously.” While the group’s sound is its own, the songs offer hints at its influences, from De La Soul to Dilated Peoples. The rappers’ versatility and lyricism have earned them rave reviews from critics and fans alike, with Target Market [Recoil] premiering at No. 5 on EARSHOT!s national

hip hop/rap charts and the video for the album’s first single, Recoil [Crimson] premiered on the MTV Canada website last month. The band had success early on, being featured in Toronto rapper Abdominal’s T-Ode, a song that finished second in a competition to come up with a Toronto anthem for the city’s 175th anniversary.

“That was pretty surreal for us just coming up to get to work with Abdominal,” Roshin said. “We entered and figured even coming in the Top 10 would be amazing but to make it to No. 2 and be rap, we didn’t expect that.” While the band works as an ensemble, each member brings his own strengths to Notes to Self, helping them to create a unique sound.

He specializes in street art as well as life drawings and has already done murals across the city. “And we’re extra excited, too, because he’s from Oakwood Village,” said De Simone.

Hayles will be working with the OVCA throughout the summer to come up with three to five designs for the community to choose from. According to De Simone, this will be one of the “significant visual elements” Oakwood Village will be able to point to since its designation as an arts district in 2006. The trick is striking a good balance. “It’s a bit of a dangerous intersection, so we have

to make sure the design is welcoming but not distracting,” said De Simone. The first renderings of the designs by Hayles will be posted on the OVAC’s tumblr on July 13 and the community will have a week to respond with comments and changes. The first paint strokes are set to begin the mural on Sept. 2. For De Simone, the creation of this mural has been a long time coming

Part of a larger gateway entrance project, the sign is expected by the fall to overlook new traffic signals at the busy intersection of Eglinton and Emmett, which York South-Weston Councillor Frances Nunziata has been working on getting for many years.

It’s a sign of things to come. Last Wednesday, West Park Healthcare Centre unveiled a new 7.6-metre (25-foot) sign, which features a double-sided, coloured LED screen. In the works for about eight years, the sign at the northwest corner of Eglinton and Emmett avenues is a “milestone” ushering in a new era for West Park, president Anne-Marie Malek said. The sign will draw attention to the complex continuing care and long term care centre tucked away in the Mount Dennis neighbourhood and not visible from the main roads. Made possible through a $100,000 gift from David Weishuhn and Martin Donnelly of Direct Energy, it will also promote West Park services and community events. “It will become a beacon

Not only did officials at the unveiling ceremony praise the sign as a community beacon, they said it marks the beginning of West Park’s redevelopment

project. West Park officials are working to turn the facility into Ontario’s first integrated health care campus that will bring together specialized rehabilitative and complex continuing care, primary care, long-term care and independent living arrangements on one site. West Park expects to see a 50 per cent increase in demand for its services over the next 20 years. It now helps about 9,000 patients a year. The redevelopment project will include the construction of a new patient care centre, major renovations to the main building and new independent living housing and related services for seniors and people with disabilities. The redevelopment project is now in the planning and design stages, with construction expected in the next few years. The sign is a clear symbol of the progress being made

as West Park redevelops its campus, Malek said. “West Park is entering into a new era of health care delivery,” she said. Meanwhile, Nunziata said residents are “100 per cent behind” the sign. At a community meeting in January, some people, such as Marie Vieira, liked the design. focal point “I’m impressed,” she said. “It’ll be a nice focal point for the area, it’s very modern.” Others, such as Elizabeth Tysiaczny, had reservations. “Yes, it needs to be clear, yes it needs to be visible, I fully understand that,” she said. “But I think it’s intrusive, I don’t like the design. Next year’s municipal election opens up interesting possibilities

ob Ford isn’t the only one thinking about the next municipal election in 2014. Radio host John Tory’s thinking about it, word is that TTC chair Karen Stintz is building a team and New Democrat MPP and former councillor Olivia Chow is aimed that way, too. It’s all an invitation to start up a game of fantasy politics post-haste, scour the polls and start picking winners and losers. That’s all good fun. But it puts aside a more vital question: just exactly what will the next mayor of Toronto be left to work with, once the ballots are cast and the winners chosen, and what will that individual be able to do with it? Mayor Rob Ford has repeatedly maintained it’s been his job to reduce the size and cost of government. He claims he has so far saved taxpayers a billion dollars. The claim is not entirely accurate – he’s included both the removal of the vehicle registration tax and the increase of user fees – but it is wrong to say the

david nickle the city mayor hasn’t done taxpayers a good turn, contracting out garbage collection and taming unions and cutting councillors’ budgets. If he’s not re-elected for all that, however, he will also have done his successor a good turn. For two years running now, the Ford administration has operated under a strict policy of sliding three-quarters of prior year surpluses into the city’s capital budget and holding back the rest for unanticipated liabilities. This year, that surplus amounts in total to $248 million. So $186 million will be going to pay cash for the sorts of projects that in the past the city has funded through debt. Last year, the surplus was higher: $292.7 million. This 75-25 policy is a child of the Ford administration but happily midwived by the city’s finance staff. Keeping debt levels low makes for far more

manageable books and more predictable revenue streams. It also limits city council’s ability to make in-year operating changes, and allows Ford to continue the business of shrinking government in terms of the services it provides. What it does for a future mayor – one with more governmental ambition – is another thing entirely. By sending surpluses to reduce debt, what the Ford administration has done is create borrowing room for an ambitious mayor to embark on a much more ambitious capital program going forward. Shelley Carroll, the former budget chief under former mayor David Miller and a sometime-mayoralhopeful herself, wonders what might be done with the Gardiner Expressway. Many things become possible for a city-building mayor riding in on the heels of a mayor whose major ambition was to put a hold on ambitious projects.

City manager to report on impact of provincial cuts Ford maintains he will not raise taxes to cover loss of funding DAVID NICKLE dnickle@insidetoronto.com Toronto city manager Joe Pennachetti will be reporting directly to council on the implications of the loss of nearly $150 million in provincial housing grants. “I’ve asked the city manager to prepare a special report on the impact the provincial funding cuts will have on this great city,” said Mayor Rob Ford in a twice-postponed news confer-

ence last Thursday. The news conference was the first time Ford had addressed the provincial decision to phase out $150 million in grants to cover the cost of social housing since Monday of that week, when he and city staff met with Ontario Finance Minister Charles Sousa at Queen’s Park. Sousa maintained the city would actually come out financially ahead, because the province was cancelling a $230 million provincial loan to cover the costs of amalgamation. Ford and city finance staff argued that the city had been told that loan would be cancelled in 2005, and since then had not been making payments on it, so the forgive-

ness of the loan will have no financial impact on the city’s budget. “We had an agreement with the province and based on that agreement we composed a plan to restore our fiscal house,” said Ford Thursday. “They’re trying to force us to keep the land transfer tax. They’re trying to force us to increase taxes, they’re trying to force us to bring back the vehicle registration tax.” Ford made it clear that he wouldn’t budge on his promise to cut 10 per cent from the land transfer tax and hold the property tax increase to 1.75 per cent, and dismissed Sousa’s assertion that the city had other choices. “He told me the choice is to raise taxes,” said Ford.

“He said, ‘I gave you the tools under the City of Toronto Act to raise taxes.’” The question of whether to cut the land transfer tax is being discussed at this week’s executive committee meeting. Pennachetti has submitted

a report on that matter, urging caution and suggesting that the whole matter go to the city’s budget process. Pennachetti said the funding decision from Queen’s Park puts the city in a more precarious position in 2014. Budget chief Frank Di Giorgio, meanwhile, wouldn’t commit as to whether or not he would support the mayor’s plan to cut the land transfer tax. “I would say that if the funds were available I would support it,” said Di Giorgio, and when asked how that might come about given the funding situation, he replied: “I might have some pool of funds somewhere that are hiding somewhere, I don’t know.”

Trinity-Spadina Councillor Adam Vaughan, a frequent critic of the mayor, said maintaining a promise to reduce the land transfer tax was foolish and destructive – even as he said the province should continue and even increase its funding to public housing. “Moving money away from housing is unacceptable,” Vaughan said. “Ottawa and Queen’s Park have got to step up to the plate. That being said, for the mayor to go around threatening to make matters worse...it’s like cutting everyone’s nose off to spite his face – not just his own.”

makes return to TTC wPoetry Beginning this week, poetry is returning to the TTC. Poetry in Transit will see the transit commission showcase snippets of 15 poems by leading Canadian poets. The initiative is part of a one-year national campaign to take place in 13 cities starting this week. Plenty of Toronto content will be featured between now and July 2014, including works from current city poet laureate George Elliott Clarke and former Griffin Poetry prize winner Dionne Brand. Each TTC bus will exhibit one poem on its overhead advertising space. Organized by advertising company Pattison Onestop and the League of Canadian Poets, the exhibition is a continuation of similar showcases such as the Poetry on the Way series which ran from 1998 to 2011. rahul gupta TO in TRANSIT TTC will extend its late night bus service along Steeles Avenue East. The TTC normally runs late night buses along Steeles from Yonge Street to Middlefield Road in Scarborough. That route (353) will soon be extended beyond Middlefield on a trial basis between 1:30 and 5:30 a.m. seven days a week. The extended route will travel east to Markham Road which will create approximately 15 more rides every night in an industrial and commercial area, according to TTC staff, which found enough room in its current schedule to run the late night buses east on Steeles every 30 minutes. At a meeting last week, the TTC board, which includes local city councillor Raymond Cho, agreed to approve a pilot program for the extension, which begins Sunday, Aug. 4.

hosts transit party wThomson Former mayoral and provincial candidate Sarah Thomson has turned to advocacy of late, campaigning for more transit funding. This week, Thomson is planning a party in honour of the Eglinton-Scarborough Crosstown light rail line, which kicked off major construction recently. One massive tunnel borer machine was launched in early June from the Crosstown’s west launch site at Black Creek Drive and Eglinton Avenue West. On Wednesday, 6:30 to 8:30 p.m., Thomson, a magazine publisher, and her group the Toronto Transit Alliance are hosting ‘Moving Forward: Celebrating the Eglinton Crosstown Line’ at Ben McNally Books, 366 Bay St. The group has also invited Metrolinx CEO Bruce McCuaig to speak at the event. Downtown relief subway could get Metrolinx approval next year 15 years estimated for full build RAHUL GUPTA rgupta@insidetoronto.com A Downtown Relief Line subway project for Toronto could be approved by the Metrolinx board as early as next year, the transit planning agency’s CEO said last Thursday. Though it will likely take 15 years to approve, design and fully build the Downtown Relief Line to ease congestion on the subway system, Metrolinx CEO Bruce McCuaig was confident the $7.4 billion undertaking – which will require funding through dedicated taxes and user fees – will receive Metrolinx’s stamp of approval by the third quarter of 2014. “We’re going to try to keep all the timelines we set out,” said McCuaig after a board meeting Thursday.

“People want to see a schedule, and that we’re meeting that schedule, so our objective is to hit the timelines we set for ourself.” A preliminary planning study needs to be completed which will examine specifics of the project. Coinciding with studies already underway by the TTC and the city, the Metrolinx work will expand the focus beyond Toronto and look at how the line might potentially be integrated regionally with GO Transit. McCuaig said Metrolinx would collaborate on the study with the city and TTC. “We need to get all that work done collaboratively and bring the outcomes to the board, TTC and city for a decision,” said McCuaig. During the public portion of the quarterly meeting,

Metrolinx’s board of directors received a series of updates on the progress of transit projects already under construction in Toronto. Those projects include the Union Pearson Express air rail link, the Eglinton-Scarborough Crosstown light rail line and an extensive renovation of Union Station. The board also heard from GO’s president on the regional transit provider’s intention to run trains every 30 minutes on the Lakeshore corridor (due to start last Saturday), which Gary McNeil called a “paradigm shift”. “Customers won’t have to look at their schedules, they’ll be able to get to a GO station and get their trains,” said McNeil. “It changes how you look at the service by moving toward a higher frequency.”

Businesses – and everybody else in Toronto – must do more for youth at risk of criminal involvement if the city hopes to see a summer without shootings, says a new coalition called the Zero Gun Violence Movement. Groups concerned with violence in Toronto, where 12 lives were cut short by guns already this year, announced a 90-day anti-gun violence campaign recently in Scarborough. Unfortunately, word came to the organizers that a man in his 20s on Danforth Avenue was being rushed to a trauma centre after being shot multiple times. “We didn’t even finish closing down the launch,” Louis March of the African Canadian Heritage Association recalled in a recent interview. And the next day, a 19-yearold was shot at Midland and Lawrence avenues about a block from where the Movement’s press conference was held at Redemption and

Reintegration Services, an agency providing training and support for people coming out of the justice system. Both men were seriously wounded but expected to

survive. The two incidents just show “we have a lot more work to do,” said March, who has been doing anti-violence work since the city’s infamous Summer of

the Gun in 2005. That string of shootings led to the creation of the province’s Youth Challenge Fund and to city and United Way investments in “priority neighbourhoods” recognized to lack resources in Toronto’s former suburbs.

But is it enough?” he asked.

Members of the movement want to re-engage corporate Toronto to offer more job placements, scholarships, mentoring and other programs. If companies commit to go a little beyond what they already do, the results will be important for at-risk youth, said March. “It exposes them to a different world.” March would also like to see more collaboration and sharing between community organizations working against violence, and a fresh look at the strategies being used. The movement wants to recruit local celebrities and other high profile people - too many are on the sidelines - to join its visits to community events this summer, where members will try to generate “positive buzz” around the issue, March said. Gun violence in Toronto is like a war with many battlefields, he added, and though it won’t disappear completely this summer, the movement hopes to chip away at it. Toronto firefighters have been awarded a five-year contract

that will see their wages rise by more than double the rate of unionized city workers, but commensurate with police wages. The settlement was awarded by arbitration, the means by which firefighters, police and TTC workers settle their contracts, because legislation prevents them from striking. The firefighter contract is retroactive to 2010 and will see wages rise by a total of 14.26 per cent over the five year term. City workers will see their wages rise

by 6.25 per cent over the same period. The pay hike will cost a total of $45.7 million over the course of the contract, but the retroactive portion has been budgeted for said city manager Joe Pennachetti. And the city will be saving $11 million as a result of changes to the benefit packages. One thing the provincial arbitrator didn’t do was accept the city’s argument that any settlement ought to be based on the municipality’s ability to pay. “We believe strongly that

should be taken into consideration,” said Pennachetti. “They said that because we were running budget surpluses, they don’t believe we have a difficulty paying the increases.” The Toronto Professional Firefighters Association pointed out in a news release that the wage settlement was not, in fact, the highest in the province. “While we are, in fact, the largest fire department in Canada, this award does not place as the highest paid amongst Ontario fire departments,” the release said.
