Mural for Denison underpass underway

Community art project to wrap up in October CLARK KIM ckim@insidetoronto.com Pedestrians and drivers going through the soon-to-be-built Denison Road Underpass will be able to see a new mural painted by local youth along the walls. About 10 youth began work on the UrbanArts-led community beautification project this week, in partnership with Weston Frontlines Centre, which recently received $27,241 from the city’s StreetARToronto (StART ) program and an additional $34,747 from Metrolinx. “It will get quite a large number of viewings on a daily basis,” predicted Marlene McKintosh, executive director of UrbanArts, noting the murals will be painted on about 30 panels each measuring eight by two feet. Youth artists will work on the panels from July to October 2013 and have them installed by January 2014 upon completion of the bridge over the new Denison Road, which will pass under the CP and GO tracks. >>>artist, page 7

Special waste collection period announced Residents will be allowed to put out their garbage and waste created by the flooding this Saturday. Place all flood-damaged material out at the curb by 7 a.m. and leave them out until the city collects the items. The special collection may continue until Monday.

Bulky items such as couches, mattresses or other furniture, don’t need to be dismantled. Smaller items Saturday should be placed in garbage bags, but each bag or roll of carpet shouldn’t weigh more than 20 kilograms.

Local ward looking for off-leash dog park locations HILARY CATON hcaton@insidetoronto.com Residents fighting for a dog park in York South-Weston for the past two years have hit a roadblock at every turn. Ward 11 Councillor Frances Nunziata’s office has looked at 16 parks in the area as possible off-leash areas and each one was met with restrictions; either they were too close to residents’ backyards or they were considered flood plains by the Toronto and Region Conservation Authority (TRCA). “There are dog parks throughout the city and there are councillors that have two or three of them in their ward and we don’t,” said Nunziata.

“We have none.” She was hoping to get the green light from residents to have an off-leash park in Woolner Park located at Jane Street and Woolner Avenue, however, residents who attended a public meeting Wednesday, June 26 offered mixed reviews. “We had some tenants from 190 Woolner who opposed the idea because they didn’t want it near the playground where their children are and that some kids are afraid of dogs,” said Nunziata. Others thought it would be a good idea, not only for their pets but the neighbourhood, too. “Some thought it’d be a deterrent from criminal

activity in the park,” said Nunziata. Marila Janicas has been an advocate for a dog park in the ward and said while the latest proposed site is a “step in the right direction”, she’s not sure the location is right. “I have an issue with that location, really if it’s supposed to be for the neighborhood you’re going to put it at Woolner? When that neighborhood doesn’t even have pets?” said Janicas. She wasn’t convinced that residents from across Weston would travel to Woolner Park with their dogs. She added that there was no one from that area at that particular meeting. “What does that tell you,”

she said. Janicas suggested an area near Scarlett Road would be ideal. Nunziata said her staff will continue seeking out other offleash sites, and that many residents have suggested Eglinton Flats as a better location. “Unfortunately, the TRCA won’t allow us to do that because it’s flood plains. But maybe we can make up a compromise with them and there is a portion of it that can be used,” said Nunziata. Rick Sikorski, TRCA senior manager, marketing and communcations, confirmed there is a policy in place that states off-leash dog areas should not be on a floodplain. “The problem is the fenc-

ing,” said Sikorski, explaining in the event of a flood, debris can get caught up in the fencing used for the off-leash dog park and potentially prevent flow of the water. Nunziata was still hopeful in finding an appropriate local off-leash area sooner than later. “I think there’s a wish and will to have not just one but maybe two parks in the future,” said Nunziata. “The problem lies in getting the community to buy into the location.” - With files from Clark Kim

LHIN holding meetings to improve health care system You can share your experiences with the health care system at a number of meetings hosted by the Central Local Health Integration Network (LHIN). The LHIN will use the input to help improve health services for an area stretching from North York and York north to Lake Simcoe. n light of Monday’s severe thunderstorm that walloped the Greater Toronto Area and caused significant service disruptions and flooding, there’s much for all of us to learn from the experience. There always is. When it comes to the record rainfall and the subsequent flooding, power outages and transportation paralysis endured by Torontonians, we expect that service providers will undertake a thorough review of the steps they followed in the wake of Monday’s event. It’s essential because it can help lead to improved service delivery during future emergency occurrences. Indeed, the consequences of Monday’s storm form powerful reminder of the imporour view atance of proper emergency planning, but not just for the providers Much for us of municipal services, but for resiand businesses as well. to learn from dents Knowing what steps to take and what services to rely on during a experience trying time can make an unpredictable and uncomfortable situation just that much more bearable if there’s a plan in place. It helps to have that kind of stability. In some cases, it can be simple steps. Making sure communication devices are charged frequently, for example, is one. Having an emergency kit at home is another. In your own neighbourhood, checking in on those who may have mobility issues or other illnesses is yet another. But it’s also important to differentiate between preparation and reaction. The theory goes if we do a better job preparing, we’re better enabled to react properly. And while it’s important that all of us strive to improve our own planning for the unpredictable, it is also important to celebrate heroic deeds and acts of kindness we witnessed Monday evening. Some moving video and images have emerged. You can see some of them on our website at www.yorkguardian.com There’s the picture of a man helping another move his car through a flooded intersection. There’s the video of the GO train rescue of 1,400 passengers on the Don Valley. So for emergencies, there’s the preparation part, which we must always strive to improve. And then there’s also the reaction part, which benefits from proper preparation.

Torontonians feast on summer fests

T

oronto summer weekends are a veritable Festfest. You don’t have to far go to find one. There’s always some fest going on nearby. Trouble is, the popular ones are getting so packed these days, they are all getting eerily similar. You seem to spend half the time in a queue waiting for food, making them all feel like an Endless Barbecue Line-Up Fest. I don’t have much of an appetite for line-ups, so I decided to head off the beaten path and try out some lesser-known fests to avoid the hungry crowds. First off, I took in Gabfest. It was right up my alley. I mean that literally and figuratively. It was in the alley just up the street and when you spend most of your time writing, it’s nice to give your vocal chords a workout once in awhile. Unfortunately, I got stuck in the mime section. It

jamie wayne BUT SERIOUSLY wasn’t meant to be, I guess. Oh well, I hightailed it out of there and headed straight for Snoozefest. This one had real possibilities, too. The highlight of the evening? A Napathon. First prize? A whopping 40 winks. Now I ask you, who can’t use 40 winks in this economy? So, I put both my game face and my nightcap on. Alas, I ran into Canadian legend Hy Bernation in the first round. I was quickly sent packing. And that was just the tip of the iceberg in my searchfest, it saddens me to say. I went to Lunchfest and got there so early it hadn’t even opened yet. They were still in the middle of Breakfest. Then I dropped by Manifest and it was marred by protests over why there wasn’t a Womanifest. And

by the time I got to Slugfest, everyone there was so worn out it had evolved into Pacifest. In the Careful-What-YouWish-For-It-Might-ComeTrue department, I decided to make good on my longtime desire to be a fly on the wall at Infest. Big mistake. I was showered with Raid from the get-go. I was the first fly on the wall to tap out. The other flies were beside themselves giggling. Oh, the humiliation. Sadly, from there my fest picks went from bad to worse. I went to Singfest and got stuck in the mime section again, I went to Songfest and got stuck in the mime section again and then at Singsongfest I got stuck in the mime section yet one more time. It was the same group of mimes at each fest, too. It was if they were following me around. I’d had enough. “Oh, to be a fly on the

wall at Mimefest,” I growled at the mimes as I left in a huff. (Actually, it was closer to a minute-and-a-huff, but I digress.) They all waived the fingers at me, as if to say, “Careful what you wish for, it might come true.” I took that as a challenge and made a beeline for Mimefest, beating them there with ease. On site, I assumed my position on the wall and braced myself for the inevitable shower. Right on cue, they pretended to blast me with Raid. I feigned horror in my best mimese and brought the house down. I was given an imaginary standing ovation. I wiped an imaginary tear from my eye. At long last I’d found my dreamfest. Holyday: consistently Conservative Let’s not be too hard on Doug Holyday this summer. Toronto’s deputy mayor seems to have found himself in a bit of a tangle, since he elected to accept the nomination to seek a provincial byelection victory for the Progressive Conservatives in Etobicoke-Lakeshore. Here’s the trouble: some nine years ago, Holyday made a fuss when then-citycouncillor Olivia Chow did something very similar, seeking the nomination for the federal New Democratic Party in the same riding where she’d just won her seat on council. Councillor Holyday was outraged, and put forward a motion asking that council require a councillor seeking higher office to immediately resign their post. It was a colourfully-worded motion. Holyday maintains that the circumstances are different this time — he hadn’t expected this opportunity... which is to say, byelection... to come along, unlike Chow, who knew an election was in the offing when she ran municipally.

david nickle the city Critics have pointed out that in 2004, Holyday hadn’t made that distinction, and he shouldn’t now. He ought then to quit — not simply forgo his salary for the better part of a month. Holyday ought to be consistent. To that, I say: Oh, tosh. Toronto’s deputy mayor has been startlingly consistent through his long career as a municipal politician. That is to say, consistently Conservative. When he was mayor of Etobicoke, he took one look at that city’s unionized garbage collectors and replaced them with contractors. When Holyday came to Toronto Council post-amalgamation, he listened as Mel Lastman called Ontario Premier Mike Harris a liar and gave away influence to New Democrats. Holyday spent the rest of the term calling Lastman out.

When former New Democrat David Miller took over as mayor in 2003, Holyday went to war. When New Democrats on council tried to look after one another, using tax dollars to cover legal bills related to their candidacy, Holyday was all over that — spending his own money to see that council followed the rules. And yes — when Chow made a play for a federal seat while she sat on Toronto Council, Holyday stood up to shout, ‘No.’ But we should understand: Holyday was shouting ‘No’ to a New Democrat. Holyday is hoping to cut gravy at Queen’s Park in the same way that he understands Mayor Ford to have done at city hall, and to bolster a Progressive Conservative caucus that has to his mind been too long out of power, and far too long without a seat in Toronto. The Conservative agenda is at stake.

GO Transit will soon expand Quiet Zones noise restriction areas to all of its rush hour trains. Beginning Monday, July 15, the program will be in effect on the upper levels of all GO trains servicing rush hour commutes both morning and afternoon. During that time, commuters seated in the specially-designated areas will be expected to refrain from creating excessive noise through loud conversations, music or beeping electronic devices. “There will still be an opportunity to take a quick phone call or hold a quiet conversation if it doesn’t disturb others,” said Mary Proc, GO’s vice president of customer service. Proc said positive feedback regarding the Quiet Zones which were first introduced

Subway closures for signal work

he TTC announced it will close portions of the Yonge University Spadina (Y-U-S) line for several days in a row this October to continue its complete overhaul of the subway signal system. The closure, which affects stations between Bloor and St. George, begins Thanksgiving weekend and continues for nine days until Oct 20. During that time subway service will be replaced by shuttle buses. Track signal conversion work on Y-U-S is expected to last for at least four more years and until then additional lengthy subways closures are expected.

The transit planning agency has worked with several community advisory groups on finalizing designs for the five-metre high walls which are to be installed along the Georgetown South GO rail corridor beginning next year. The noise walls are opposed by several westend resident groups including the Junction Triangle Rail Committee, which recently commissioned an alternative design for the corridor.

Ford calls overall response to emergency ‘satisfactory’ David Nickle dnickle@insidetoronto.com Toronto’s response to Monday night’s torrential, HurricaneHazel-topping downpour was only “satisfactory,” said Mayor Rob Ford – and on Tuesday morning he announced that City Manager Joe Pennachetti will be reporting on how to better respond to heavy rains he said will likely become more frequent.

“I think we did a satisfactory job but I’m still not happy,” said Ford at a city hall news conference flanked by senior city, TTC and Toronto Hydro staff. Ford kicked off the news conference with a more salutary message to city staff, many of whom spent the night before mopping up after a storm that delivered more than 126 millimetres of rain to parts of Toronto –

much of it over just an hour during Monday evening’s rush hour. “What occurred over a few short hours (Monday night) was unprecedented,” said Ford. “I am proud of our hard-working staff who worked tirelessly through the night. I’m also proud of the people of this great city for coming together. Once again Toronto has persevered – we have weathered the storm.

It knocked out subway service in North York, parts of downtown and the west end, flooded the Don Valley Parkway and Bayview Extension as well as numerous underpasses, and caused basement flooding across the city. It left 1,400 GO Train commuters on the Richmond Hill line stranded as water levels rose into the first level of a double-decker train in the Don Valley. It also knocked out power to hundreds of thousands

of homes and by Tuesday morning left the city’s power grid in a precarious situation, with Toronto Hydro officials begging Torontonians to conserve power while the system recovered. Ford said he spent the night in his SUV with his family and his cellphone, taking calls and driving around the neighbourhood to assist people. He said the failures he wants to study were pointed out to him by Toronto residents he spoke with and visited. “It’s not what concerns me, it’s the taxpayers,” said Ford. “People had basement flooding – they were panicked last night. They needed answers and as mayor I can only do so much, so I have to sit down with Mr. Pennachetti

and figure out how we can get the information out.” Ford said communication was a big problem. “Communications is a big one – but when there’s a blackout, TVs weren’t working, radios weren’t working. A lot of people were in their cars trying to get some information,” he said. City Manager Joe Pennachetti said he would review the city’s response, but said given the enormity of the rainfall, city staff performed well. “From my personal viewpoint I thought that a lot more went right than wrong,” he said.
